Latest / Early Edition with Ryan Bridge / Andrew Hoggard: Associate Agriculture Minister on the Save our Sheep campaign, impact of carbon farming
Transcript
- 0:00Speaker 1: Farmers fuming this morning. They say carbon farms have been
- 0:03Speaker 1: harboring pests like stoats, possums, feral pegs, deer coming onto
- 0:08Speaker 1: their land and harming livestock with no accountability. There's a
- 0:11Speaker 1: new campaign out to as Save our Sheep. Andrew Hoggard
- 0:15Speaker 1: is the Associate Agriculture Minister with me this morning. Andrew,
- 0:17Speaker 1: good morning, coome On. All right, hey, what's happening with
- 0:20Speaker 1: the pests coming across.
- 0:24Speaker 2: I mean, it's been a growing problem over the last
- 0:27Speaker 2: three or four years and quite frankly, I think go
- 0:30Speaker 2: back to the COVID lockdown, it just seemed like there
- 0:33Speaker 2: was a explosion in pest numbers across firms and seen
- 0:37Speaker 2: more and more deer on my place than I ever
- 0:40Speaker 2: did before, and so a combination of people not going
- 0:43Speaker 2: out hunting just allowed lots of breeding. And I think
- 0:46Speaker 2: in terms of the you know those forestry blocks sing
- 0:49Speaker 2: I'm going to have a look into and we're redoing
- 0:51Speaker 2: the Biosecurity Act at the moment, and I know in
- 0:54Speaker 2: the old Act there was always a duty of a
- 0:56Speaker 2: landowner to maintain control pests within the boundary and make
- 1:01Speaker 2: sure they're not going across their boundary to other people's property.
- 1:04Speaker 2: So I'll take a double look at what we're proposing
- 1:07Speaker 2: there as to whether or not that needs to be
- 1:08Speaker 2: strengthened up.
- 1:10Speaker 1: So you would potentially put more onus on the carbon
- 1:13Speaker 1: farmers to look after the deer and the pests and
- 1:17Speaker 1: the stoats and everything on their land so that it
- 1:19Speaker 1: doesn't go and annoy everybody else.
- 1:21Speaker 2: Yeah, I mean definitely, I mean that's part of the
- 1:24Speaker 2: deal would be, you know, you look after You're responsible
- 1:28Speaker 2: for what happens on your property, and you should not
- 1:30Speaker 2: be exporting problems from across your property to your neighbors,
- 1:36Speaker 2: to your duty as a landowner to control your what's
- 1:39Speaker 2: happening in your property, make sure those problems don't go
- 1:42Speaker 2: across what's the.
- 1:42Speaker 1: Fin what happens at the moment if that's found to
- 1:45Speaker 1: have happened.
- 1:49Speaker 2: Basically from memory, and I've only ever heard about this
- 1:53Speaker 2: in terms of weed pests. You know, the regional council
- 1:56Speaker 2: might come by and say, hey, you've got too many
- 1:59Speaker 2: soles or whatever on your property. You need to go
- 2:02Speaker 2: and manage them. I don't think, to be honest, that
- 2:05Speaker 2: it's something up until this point that's ever really been
- 2:09Speaker 2: a big, well connected or look or looked at even
- 2:12Speaker 2: or taken seriously. So you know, potentially this is something
- 2:16Speaker 2: we do need to look into a lot.
- 2:18Speaker 1: What could you do? I mean, obviously it would probably
- 2:20Speaker 1: be hard to will presumably be quite hard to prove.
- 2:24Speaker 2: Uh, I mean, yeah, that would be something would need
- 2:28Speaker 2: to have a look into. I mean, you can easily
- 2:29Speaker 2: do counts of animals and go, well, look, there's a
- 2:32Speaker 2: truckload of pigs here. You need to this has become
- 2:34Speaker 2: a problem, and you can see the damage that there's
- 2:36Speaker 2: been occurring on neighboring property and you know, make some
- 2:41Speaker 2: sort of slav them with a fine, fine or just
- 2:45Speaker 2: the direction that they need to take care of these
- 2:49Speaker 2: pests and invest in getting hunters into remove these pests.
- 2:54Speaker 1: Is the expansion of carbon farms. The reason that this
- 2:57Speaker 1: save our Sheep campaign is getting underway.
- 3:01Speaker 2: I think it's part of the reason. Another part is
- 3:05Speaker 2: that I believe concerned about what might be happening in
- 3:09Speaker 2: terms of me sane targets. But yeah, we haven't had
- 3:14Speaker 2: those discussions between parties yet as to what those targets
- 3:18Speaker 2: may well be. So I think they're probably putting a
- 3:21Speaker 2: stake in the ground.
- 3:23Speaker 1: When are those chats happening.
- 3:26Speaker 2: Not sure. I'm not the one that is required to
- 3:28Speaker 2: have The other ministers have to chat with me, not
- 3:31Speaker 2: the other way around. So I am waiting with bated breath.
- 3:33Speaker 1: You're waiting to be chatted at. Yeah, you appreciate your
