  [SPEAKER_00]: And then the late mail in ballot started coming in day after day, batch after batch all breaking overwhelmingly in one direction.

  [SPEAKER_00]: and lawsuits and sentiments with judicial watch, they've not cleaned up their voter rules in years, despite federal law requiring it.

  [SPEAKER_00]: And if I, Larry O'Connor noted that he hasn't lived in LA County since,

  [SPEAKER_00]: What 2012, I think he said any still gets emails from the L.A. County red straw telling him that his ballot's been mailed.

  [SPEAKER_00]: California allows individuals including political operas working for left-wing packs to go door to door collect ballots from voters and choose which ones to turn in.

  [SPEAKER_00]: So that's what they call ballot harvesting and it's perfectly legal according to California law.

  [SPEAKER_00]: Mail in ballots require no ID verification, just a signature, which can be literally a smiling face, which is witnessed by a signature that's never checked, never matched to a name, never verified.

  [SPEAKER_00]: even with no postmarked, they just trust whatever date you wrote on the envelope.

  [SPEAKER_00]: So on March 31st, President Trump signed an executive order entitled Ensuring Citizenship Verification and Integrity in Federal Elections, where the United States Postal Service is now required to receive from every single state a verified list of who

  [SPEAKER_00]: 30 days before an election.

  [SPEAKER_00]: So if you're not on the list of verified citizen voters, you don't get a ballot.

  [SPEAKER_00]: And every ballot would be tied to a unique bar code linked to a specific voter creating a trackable chain of custody.

  [SPEAKER_00]: And the legal logic behind this regulation by the federal government is actually very simple.

  [SPEAKER_00]: Mail invoting requires the United States Postal Service.

  [SPEAKER_00]: So every mail in ballot that's getting counted in California right now as we speak, was mailed in by way of a federal agency, the US Postal Service.

  [SPEAKER_00]: And as a federal agency, US Postal Services ultimately report to the executive branch.

  [SPEAKER_00]: federal government has constitutional authority to regulate how the postal system is used in federal elections.

  [SPEAKER_00]: So bottom line, this executive order requires confirmed citizenship in order for a mail-in ballot to be sent out to a voter.

  [SPEAKER_00]: It has to have a federally tracked barcode.

  [SPEAKER_00]: And if a mail-in ballot is requested from someone not on the verified citizenship role

  [SPEAKER_00]: it's rejected or it's either not delivered in the first place or it's ultimately rejected.

  [SPEAKER_00]: directly attacks ballot harvesting.

  [SPEAKER_00]: 23 state attorneys, they've already filed suit to block at the ACLU of courses in court, but to know what they'll thus far.

  [SPEAKER_00]: The federal judge has declined to block the implementation of this executive order, so it's the rule is allowed to move forward while legal challenges proceed.

  [SPEAKER_00]: And given the fact that this is headed to the Supreme Court, that actually brings us to the final piece of the puzzle in all of us.

  [SPEAKER_00]: Back in March, the Supreme Court heard oral arguments in Watson versus the Republican National Committee, a case challenging Mississippi's law allowing male ballots to be counted up to five days after election day.

  [SPEAKER_00]: And needless to say, the conservative majority on the court was openly skeptical over that.

  [SPEAKER_00]: Justice, after justice, raised the same question.

  [SPEAKER_00]: Does not federal law, which has said a single election day since 1845, does not federal law mean that balance, ballots must be received by election day, not just mailed in.

  [SPEAKER_00]: It's not election week or election month.

  [SPEAKER_00]: And so, a ruling is expected anytime now by June or early July, and that's perfectly timed to govern the November midterm elections.

  [SPEAKER_00]: And if the court rules that federal law requires ballots to be received by election day, the laws in 14 blue states plus Washington D.C. that allow post-election day ballot

  [SPEAKER_00]: The very mechanism that flipped the LA mayor's race in front of our very eyes, that will officially be gone.
