- 0:28This is Haley Recker with the Becker's Payer
- 0:31Podcast, and we are recording live at the
- 0:33Becker's third annual spring payer issues roundtable.
- 0:36I am thrilled today to be joined by
- 0:38doctor Rebecca Huie, medical director of Highmark Full
- 0:42Care.
- 0:43Doctor, thank you so much for joining us
- 0:44today. Thank you for having me.
- 0:47Alright. So before we get started, can I
- 0:49just have you go ahead and introduce yourself
- 0:51and share a little bit about your background?
- 0:53Sure. I am doctor Rebecca Huey. I'm a
- 0:55medical director with Highmark Whole Care. I've been
- 0:57there for about five years.
- 0:59I am an integrative family medicine physician by
- 1:02background
- 1:03and then have also worked, with multiple,
- 1:06types of patients, including civilians
- 1:08and military
- 1:10inpatient and outpatient.
- 1:12Oh, that's fascinating.
- 1:14I'd like to start our conversation a little
- 1:16bit off by talking about balancing affordability and
- 1:19quality of care. So how is your organization
- 1:22innovating to manage the cost of care while
- 1:23maintaining or improving member outcomes?
- 1:27So,
- 1:28well, for me and and I always say
- 1:30this. For leaders, the critical first step is
- 1:33to see the health care journey
- 1:34through the patient's eyes. So at Highmark Health,
- 1:37we have a model called living health, and
- 1:40Living Health is our strategy to redesign and
- 1:42enhance the health care experience
- 1:44by integrating insurance
- 1:46and health care delivery. So we leverage the
- 1:48technology we have
- 1:50and
- 1:52data analytics, and then we take that information
- 1:54that we gain about member behavior to create
- 1:57a system that is more proactive, is more
- 1:59personalized,
- 2:00and is more coordinated.
- 2:02And so we're accomplishing this by basically removing
- 2:05redundancies and making things more streamlined whenever we
- 2:08can.
- 2:09Living health aims to make interactions between members
- 2:12and their care teams more productive, and that
- 2:15makes things more timely.
- 2:17It makes care
- 2:19better and excuse me. Let me go back.
- 2:22Yeah. So Living Health aims to make interactions
- 2:24between members and their care teams more productive,
- 2:27providing a timely and actionable information to improve
- 2:30health outcomes and then ultimately make care more
- 2:33affordable.
- 2:35I'd like to pivot the conversation a little
- 2:37bit more towards health equity now.
- 2:39So can you share an overview of a
- 2:41key initiative here that you're involved in or
- 2:43particularly
- 2:44excited about, and what are you hoping to
- 2:46achieve?
- 2:46Absolutely.
- 2:47So health equity is fundamental to our mission
- 2:50as an organization
- 2:52at Highmark Healthcare. So we have several impactful
- 2:54initiatives.
- 2:55We're fighting food insecurity through community farmers markets.
- 2:59We're distributing tens of thousands of pounds of
- 3:02fresh produce annually. And there are a couple
- 3:04of programs also that I want to highlight.
- 3:07We're deeply invested in maternal health
- 3:09through a couple of programs. One is called
- 3:11mom matters,
- 3:12and we have this is a special program
- 3:14for pregnant women.
- 3:16And we give education and support to moms
- 3:19to help them navigate a healthy pregnancy.
- 3:21We help them find a doctor, set up
- 3:23their appointments.
- 3:24They can call as soon as they find
- 3:26out they're pregnant, and we can set them
- 3:27up. And then we answer questions,
- 3:29and we can direct them to community services.
- 3:32And we arrange home visits by nurses.
- 3:34We can provide transportation to appointments, and we
- 3:37can even help them stop smoking, which is
- 3:39very important for,
- 3:41for great outcomes for their babies.
- 3:44We also have what's called the pathway program.
- 3:46And pathway is a comprehensive program, and this
- 3:49supports pregnant women and new mothers managing substance
- 3:52use disorder.
- 3:53So it integrates
- 3:55medical care, like medically assistant treatment for withdrawal,
- 3:59but then also mental health counseling and social
- 4:01services.
- 4:02Again, transportation,
- 4:03education.
- 4:05We even help treat babies who are suffering
- 4:07from neonatal abstinence syndrome
- 4:10and any other postpartum care that the mom
- 4:12or baby might need.
- 4:14In addition, we support breast milk
- 4:17banks and diaper banks and provide doulas.
- 4:20So when very notably, just one last thing,
- 4:23we've
- 4:23scaled up
- 4:25our training significantly so that we can help
- 4:27members
- 4:28reenroll
- 4:29every year in Medicaid,
- 4:30so that they keep their benefits and they're
- 4:33not dropping benefits or losing their health care.
- 4:36And so we're doing this by partnering with
- 4:38pharmacies,
- 4:39title one schools,
- 4:41and also just through community events, letting people
- 4:44know if
- 4:45they have Medicaid that they do need to
- 4:47continue to renew that in order to maintain
- 4:49their services.
- 4:51Well, that's so refreshing to hear, especially as
- 4:53a woman. I feel like a lot of
- 4:55women centered sources,
- 4:57turn a blind eye to women's health care.
- 5:00Definitely.
- 5:01So so that kind of brings me to
- 5:02my next question, which is about member satisfaction.
- 5:06What experience or engagement strategies have proven effective
- 5:09for your organization? How are you measuring success?
- 5:12So overall, I will say, first of all,
- 5:14that our our members tend to be very
- 5:16satisfied.
- 5:17We view member satisfaction
- 5:19holistically.
- 5:20So this is all encompassing experiences with the
- 5:23health care plan and then also with providers.
- 5:26So and we consistently score well on the
- 5:29annual CAHPS surveys, which is consumer assessment of
- 5:32health care providers and systems.
- 5:34So we believe in continuous feedback and continuous
- 5:37improvement,
- 5:38and we're monitoring appeals and grievances.
- 5:41We also conduct
- 5:43immediate post call surveys in customer service so
- 5:46we can know right away
- 5:47if they had a good experience or a
- 5:49bad experience, and then what about it was
- 5:51good or bad.
- 5:53And we're currently achieving a 4.9
- 5:56out of five
- 5:57satisfaction score. So that's excellent.
- 5:59And we use these post appointment surveys for
- 6:02provider feedback,
- 6:03and we actively, again, strive to improve our
- 6:06process.
- 6:07And this is really, really important. We prioritize
- 6:10this feedback because we found that a positive
- 6:13member experience strongly correlates, of course, with better
- 6:16health outcomes because they're more willing to engage
- 6:19with us on a regular basis
- 6:20when they know that they're gonna have a
- 6:22pleasant, productive, and rewarding experience.
- 6:25Absolutely. And just to wrap up our conversation
- 6:28today, what do you see as the biggest
- 6:29opportunity for payers to lead the charge in
- 6:32transforming care delivery and driving better outcomes for
- 6:35all stakeholders?
- 6:36Well, so this is gonna resonate with a
- 6:39lot of people, but everything seems so complicated
- 6:42right now. Things are changing daily, and then
- 6:45we're inundated with constant messaging from a ton
- 6:48of different places.
- 6:50Sometimes it's hard to tell signal from noise
- 6:52just because of all the information we have,
- 6:55and it's often conflicting.
- 6:57Keeping that in mind, I believe the biggest
- 6:59opportunity for us as a plan lies in
- 7:01simplifying the health care experience for everyone.
- 7:04So payers can lead by making benefits crystal
- 7:08clear and easy to navigate,
- 7:10and technology has been our friend in this
- 7:13endeavor. So technology is a major lever here.
- 7:15We can expand access through telehealth,
- 7:18online programs, and then also using tools like
- 7:21a like AI to stream
- 7:23the processes.
- 7:25I'm gonna mention again,
- 7:27coming back to our living health model, which
- 7:29is built on this principle of integration
- 7:31and simplification.
- 7:33So, again, for leaders, the critical first step
- 7:35is to truly see the health care journey
- 7:38through the patient's eyes and then understanding their
- 7:41challenges and their needs. And this is essential
- 7:43to building a simpler, more effective, and patient
- 7:47centered system.
- 7:49Well, doctor Huie, thank you so much for
- 7:51joining me today. That was an amazing conversation.
- 7:54Again, we are live at the Becker's third
- 7:56annual spring payer issues roundtable.
