- Marcus: Welcome back to VoraPrep Audio. Emma, today’s topic—information classification and ownership—feels foundational. I’m thinking of a new CISO who walks into a company and finds total chaos. Different departments are calling the same data different things, and no one’s really sure who’s in charge of protecting it. Emma: That scenario is the perfect starting point, Marcus. It's not just messy, it's dangerous. That's why we have Information and Asset Classification. It's the process of figuring out how important or sensitive a piece of information is, so you know how fiercely you need to protect it. Marcus: So it’s not just about putting a label on a file. It’s about what you *do* after you’ve labeled it. Emma: Exactly. The label determines the security controls. You wouldn't use a bank vault to protect a pile of junk mail, and you wouldn't use a flimsy folder for your company's most valuable trade secrets. Classification is how we decide whether we need the folder or the vault. Marcus: And I assume there are standard sets of labels? It’s not a free-for-all where every company invents their own. Emma: That’s right. For the exam, you’ll see two main schemes. The most common is for the commercial or private sector. Marcus: Okay, so in a typical company, what’s the highest level? The data that requires the bank vault? Emma: That would be Confidential. This is the most sensitive data the organization has. If it gets out, it could cause severe damage. Think proprietary source code, M&A plans, or critical trade secrets. Marcus: Got it. Severe damage. What’s the next step down from that? Emma: That’s Private. This is data that's meant for internal use by a specific audience. Unauthorized disclosure would be a problem—causing moderate damage or privacy violations—but it's not as catastrophic as Confidential data leaking. Think of employee PII or internal-only memos. Marcus: And below Private? Emma: You have Sensitive. This is data that still needs protection, but its disclosure would cause only minor damage. An example might be internal business process documentation. It’s not for public eyes, but it’s not a company-killer if it gets out. Marcus: And I’m guessing the last level is data that’s meant to be shared. Emma: Correct. That's Public. This is information cleared for public release, where disclosure causes no damage at all. Marketing materials, press releases—things you want the world to see. Marcus: That makes sense for a business. But what about government or military contexts? The stakes seem different there. Emma: They are. The impact is measured in terms of damage to national security. The highest level is Top Secret. Unauthorized disclosure here could cause "exceptionally grave damage" to national security. Marcus: Exceptionally grave. That’s a high bar. What's one level below that? Emma: Secret. Disclosure of Secret information could cause "serious damage" to national security. Still very bad, but not at the 'exceptionally grave' level of Top Secret. Marcus: And then I see Confidential again, which was the highest in the commercial world. Where does it fit in the government model? Emma: Right. In the government model, Confidential is the third level down. Its disclosure could cause "damage" to national security. So, the term is the same, but its position in the hierarchy is very different. It's critical to know which context you're in. Marcus: I’ve also seen terms like Low, Moderate, and High used. Is that another classification scheme? Emma: That’s Categorization, which is slightly different. It’s often used by U.S. federal agencies, following NIST standards like SP 800-53. It groups systems based on the potential impact—Low, Moderate, or High—if they were compromised. It works alongside classification to build a full picture of risk. Marcus: Okay, so we've classified the data. It’s labeled Confidential. This brings us back to the CISO’s problem: who is actually responsible for it? Emma: This is the heart of the matter. Having labels is useless without clear ownership. The CISSP CBK and standards like ISO 27001 are very clear: you must define roles and responsibilities. The most important role is the Data Owner. Marcus: Who is that, exactly? Is it someone in the IT department? Emma: Almost never. The Data Owner is a senior business leader in the department that creates or depends on the data. They are ultimately *accountable* for that data's protection. They make the decisions about who can access it and what its classification level should be. Marcus: So they decide the rules, but they aren't the ones actually configuring the firewall or managing the backups. Emma: Precisely. Think of it like owning a house. The homeowner is accountable for the property's security. They decide they need high-security locks and an alarm system. But they probably aren't installing those things themselves. Marcus: So who is installing the locks? Emma: That would be the Data Custodian. This role is typically in IT or the security team. The custodian is responsible for the hands-on work of implementing and maintaining the security controls that the Data Owner has specified. They perform the backups, apply the patches, and manage the access control lists. Marcus: Okay, that’s a clean distinction. The Owner is the decider, the Custodian is the doer. The homeowner versus the security company they hired. Emma: Exactly. It's one of the most frequently tested distinctions. Marcus: I also see the term Asset Owner. How does that differ from a Data Owner? Emma: It's a subtle but important difference. The Data Owner is accountable for the information itself—the customer records, the financial data. The Asset Owner is accountable for the system that holds or processes that data—the database server, the cloud application. Often it’s an IT leader. The two have to work together very closely. Marcus: Then there’s another role that sounds similar: Data Steward. How do they fit in? Emma: A Data Steward's focus is different. While the Owner is concerned with risk and protection, the Steward is focused on data *quality*, integrity, and usability. They ensure the data is accurate, well-defined, and fit for business purposes, acting under the guidance of the Data Owner. Marcus: So, using the house analogy, if the Owner is the homeowner and the Custodian is the security installer… who is the Steward? Emma: The Steward is like a professional organizer or an archivist. They don't decide what to buy for the house, but they make sure everything is labeled correctly, easy to find, and in good condition. They manage the quality of the assets *inside* the house. Marcus: That helps. Now, what about roles like Data Controller and Data Processor? They sound like they come from privacy regulations. Emma: They do, primarily from GDPR, but the concepts are relevant everywhere now. The Data Controller is the entity that determines the 'purposes and means' of processing personal data. For the exam, you can think of this role as being very similar to the Data Owner. It’s the organization that decides *why* and *how* customer data will be used. Marcus: And the Processor? Emma: The Data Processor is an entity that processes data *on behalf of* the controller. This is very often a third party. A classic example is a company using a cloud service provider to host its customer database. The company is the Data Controller; the cloud provider is the Data Processor. Marcus: Let's walk through an example to tie this all together. A hospital is launching a new system to store sensitive patient health information. If this data gets out, the legal and reputational damage would be severe. Who is ultimately responsible for deciding this data's classification and setting the access rules? Emma: That is unambiguously the Data Owner. It wouldn't be the IT director or a database administrator. It would be a senior leader from the business side, like the Chief Medical Officer or the head of the patient records department. They are the ones who understand the data's value and the risks associated with it, so they are the ones accountable for its protection policy. Marcus: And the IT team that builds and maintains the system would be the... Emma: The Data Custodians. They would take direction from that Chief Medical Officer—the Data Owner—and implement the necessary technical controls to protect the patient data according to the policies the owner set. Marcus: I can see exactly where the exam would try to trip someone up on this. That distinction between the Owner making the decisions and the Custodian taking the actions feels critical. Emma: It is. The trap is to see a question with a technical person, like a 'Senior Database Admin,' and assume they have ownership because they have deep access. But they don't. They are custodians. Accountability for the data itself, the risk acceptance, always rests with the business owner. Marcus: Another potential point of confusion is Owner versus Steward. Emma: Yes. Remember, the Owner is accountable for the data's security and risk. The Steward is responsible for its day-to-day quality and metadata management. The Steward ensures the data is fit for use; the Owner ensures the data is protected from misuse. Marcus: This framework seems simple on the surface, but the details matter. For listeners who want to keep practicing these concepts, VoraPrep is a full exam-prep app with lessons, thousands of practice questions, and an AI tutor all in one place. You can try it for free at Vora Prep dot com. Emma: That practice is key to making these roles second nature. Marcus: So, if we had to boil this all down, what's the mental checklist for exam day? Emma: First, remember that classification drives security controls. Its purpose is practical. Second, the Data Owner is the senior business leader who is accountable for the data, its classification, and the protection policies. They accept the risk. Marcus: And the Custodian? Emma: The Data Custodian is the hands-on IT or security role that implements and manages the controls on behalf of the owner. Owner decides; Custodian does. Marcus: What else? Emma: Know the classification levels, both for commercial—Confidential, Private, Public—and government—Top Secret, Secret, Confidential. And remember the Data Steward is all about data quality and fitness for purpose, not security policy. Marcus: Owner is accountable for risk, Custodian implements controls. That feels like the core lesson. Emma: That’s it. If you have that relationship clear in your mind, you’ll be in great shape for these questions. You've got this. Marcus: Excellent. Thanks, Emma. And thank you all for listening. Keep up the great work, and we'll see you in the next Office Hours.
