- 0:29This is Haley Recker with the Becker's Payer
- 0:31Podcast, and we are recording live at the
- 0:33Becker's third annual spring payer issues roundtable.
- 0:36I am thrilled today to be joined by
- 0:37Chrissy Torino,
- 0:39chief plan officer and interim chief operating officer
- 0:41at CountyCare Health Plan. Chrissy, thank you so
- 0:44much for joining me today. Can you go
- 0:45ahead and share a little bit about yourself
- 0:47and your background? Sure. I'm happy to. Good
- 0:49morning. My name is Chrissy Torino. I'm the
- 0:51chief plan officer and chief operating officer at
- 0:53CountyCare Health Plan. We're a Medicaid managed care
- 0:56plan with just over 410,000
- 0:59lives here in Cook County. So we're owned
- 1:01by Cook County Health
- 1:03and which is the biggest safety net health
- 1:05system here in Cook County.
- 1:07And we are a four star plan by
- 1:09NCQA
- 1:10and,
- 1:11are really dedicated to health equity and improving
- 1:13the health of our members.
- 1:15Well, thank you so much for that introduction.
- 1:17I'd like to start our conversation off today
- 1:19talking about health equity, which has become a
- 1:22critical focus for many health plans. Can you
- 1:24share an overview of a key initiative here
- 1:26that you're involved in or particularly
- 1:28excited about, and what are you hoping to
- 1:30achieve?
- 1:31Sure. So Cook County Health and CountyCare,
- 1:35have really led the way from a state
- 1:37perspective in health equity efforts.
- 1:40We
- 1:40have had over from a Cook County health
- 1:43perspective, had over a hundred and eighty year
- 1:45history of doing health equity and supporting folks
- 1:48from a safety net perspective.
- 1:50And during the pandemic, we had the opportunity
- 1:52of
- 1:53investing our quality withhold funds to invest in
- 1:56housing. So we invested $5,000,000 in the flexible
- 2:00housing pool. It's a partnership of government and
- 2:02other organizations
- 2:03to fund housing for individuals for a period
- 2:05of three years, including tenancy supports.
- 2:08And we were able to house 67 members,
- 2:12and since that time have seen, really great
- 2:15outcomes from a a health equity perspective.
- 2:18Well, thank you so much for going into
- 2:20such great detail there. I kinda wanna pivot
- 2:22the conversation a little bit to member satisfaction.
- 2:25So member satisfaction is essential to thrive in
- 2:28today's competitive health care landscape.
- 2:30What experience or engagement strategies have proven effective
- 2:33for you? Sure.
- 2:35So member engagement really begins by asking members
- 2:38what they want. So we do enroll enrollee
- 2:41advisory councils, we do post call surveys, and
- 2:43we also conduct telephonic poll surveys every other
- 2:45month with members to ask them about their
- 2:47satisfaction on a variety of benefits.
- 2:50And we really wanna make sure that members,
- 2:53know that we are here for them. And
- 2:55so we have a multichannel, omnichannel
- 2:58support system including an outreach team that did
- 3:01over 240
- 3:02events over the last year to help people
- 3:04with redetermination, but it's also a front door
- 3:07so that people can get services from us
- 3:09and and know where to find us. So
- 3:11we, during that time, served,
- 3:13over 10,000 county care members and over 13,000
- 3:16community members.
- 3:18Well, that's absolutely fascinating.
- 3:20You know, we've talked a lot about the
- 3:21imperative to reduce costs, improve quality, and advance
- 3:24health care equity, none of which are small
- 3:26tasks.
- 3:27How do you approach aligning these priorities in
- 3:29your organization's strategic vision?
- 3:32So the main way that we've done this
- 3:33is through value based care. We're a provider
- 3:36owned and and led health plan, as I
- 3:38mentioned. And CountyCare has really focused on improving
- 3:42quality of care, health outcomes, and access by
- 3:45reducing the transactional nature of care through value
- 3:48based care arrangements with our providers.
- 3:50So, in 2024,
- 3:52almost 60% of our spend was a value
- 3:54based care arrangement. We also delegate care management
- 3:57and really believe that medical care,
- 4:00is best done in the medical home as
- 4:02is,
- 4:03care management and making sure that people have
- 4:05that relationship and that trusted relationship with their
- 4:08medical home.
- 4:09And before we wrap up here, I'd like
- 4:11to get your thoughts on the future of
- 4:12the payer space.
- 4:14So what do you think is leading the
- 4:16charge in transforming care delivery and driving better
- 4:18outcomes for all stakeholders?
- 4:20I think it's going more upstream in supporting
- 4:23people with housing, food, and other services that
- 4:26really impact their health. It's no longer gonna
- 4:29be just about
- 4:30the transactional nature of healthcare. It's about supporting
- 4:33people in their communities.
- 4:34So that's why we've made an investment in
- 4:36housing. We also have a food program where
- 4:38we've supported our members with getting access to
- 4:41registered dietitians, but also,
- 4:44food prescriptions in their homes.
- 4:46Well, thank you so much for joining me
- 4:48today. Again, this is Haley Recker with the
- 4:50Becker's Payer Podcast recorded live at the Becker's
- 4:52third annual spring Payer Issues Roundtable. Chrissy, thank
- 4:55you so much. Thanks for having me.
