- 0:00Speaker 1: New video of a Russian strike on a Ukrainian supermarket
- 0:03Speaker 1: in the Odessa area. And this comes as we learn
- 0:06Speaker 1: that Ukraine has run out of missiles for the Patriot
- 0:08Speaker 1: air defense system. And as President Volodymyr Zelensky says he
- 0:12Speaker 1: will resume strikes on Russian oil refineries after what he
- 0:16Speaker 1: called a dangerous withdrawal of U.S. intelligence sharing. Tensions between
- 0:20Speaker 1: Zelensky and President Trump have escalated since Trump announced a
- 0:23Speaker 1: deal to buy Russian diesel.
- 0:27Speaker 2: Do you feel betrayed? by what has been happening?
- 0:34Speaker 3: Really, yes. Really, between us. But it's a little bit
- 0:39Speaker 3: more complicated than just my emotions or my feelings. Yes,
- 0:44Speaker 3: it depends not on me. I mean, our country has
- 0:49Speaker 3: to survive and we count on our real partners, strategic partners,
- 0:54Speaker 3: United States.
- 0:56Speaker 4: All right.
- 0:56Speaker 3: So let's go.
- 0:56Speaker 1: Live now to CNN chief international security correspondent Nick Payton Walsh.
- 1:00Speaker 1: What more is President Zelensky saying, Nick?
- 1:05Speaker 2: Yeah, look, this is certainly a perilous time for the
- 1:08Speaker 2: already fractious and sort of seesaw relationship that he has
- 1:12Speaker 2: with President Trump. Clearly, the last 10 days has set
- 1:16Speaker 2: Ukraine on a path where it believes the United States
- 1:18Speaker 2: is no longer going to act on his ally. And indeed,
- 1:21Speaker 2: Zelensky should call that out. He's also been today referring
- 1:25Speaker 2: in an interview with a British publication called The Financial
- 1:27Speaker 2: Times about President Trump's well-known fondness for essentially dictators who
- 1:32Speaker 2: stay in power for decades. Clearly, Zelensky now in a
- 1:35Speaker 2: position where he may see some kind of fiery reaction
- 1:39Speaker 2: from the U.S. president. But how did we get there
- 1:42Speaker 2: and where does this leave Ukraine? Look, it's important to
- 1:44Speaker 2: point out that we're looking now at a Ukraine that,
- 1:47Speaker 2: as according to a source familiar with the situation, has
- 1:50Speaker 2: told our Victoria Bittenko in Kiev, has run out of
- 1:53Speaker 2: Patriot interceptor missiles. Ultimately, the US is the biggest supplier
- 1:58Speaker 2: manufacturer of those. They've had a similar crisis back in
- 2:01Speaker 2: August when I was last there, and then some European
- 2:03Speaker 2: states rushed to assist and fill a slight gap. That's
- 2:06Speaker 2: run out. That's crisis number one. The next big ballistic
- 2:09Speaker 2: missile attack against Ukraine will not be intercepted, it seems,
- 2:13Speaker 2: at this point. It appears that after the tensions of
- 2:16Speaker 2: the last week or so, the United States has begun
- 2:18Speaker 2: to restrict some technology and possibly intelligence, according to Ukrainian officials.
- 2:23Speaker 2: The key one here is the fact that Ukrainian officials
- 2:26Speaker 2: say they haven't received the early warnings about Russian ballistic
- 2:29Speaker 2: missile launches that they've relied upon for years now. They're
- 2:32Speaker 2: the reason why sirens sound and they're the reason why
- 2:35Speaker 2: people get minutes to get to the shelter. They say
- 2:38Speaker 2: they have not been receiving those for some time now,
- 2:40Speaker 2: although President Trump has publicly stated there's been no stoppage
- 2:44Speaker 2: in intelligence sharing. Over the past few days, too, we've
- 2:47Speaker 2: had this issue about the speeds, the flying speeds at
- 2:50Speaker 2: which Starlink dishes, useful for long-range attack drones, medium-range and
- 2:55Speaker 2: also some defensive drones, the speeds at which some of
- 2:58Speaker 2: those Starlinks can function. That appears to have been a
- 3:00Speaker 2: bit of a blip that seems to be being rectified,
- 3:03Speaker 2: although Elon Musk, whose company SpaceX is behind those Starlinks,
- 3:07Speaker 2: has interestingly distanced himself from the decision process around that,
- 3:10Speaker 2: saying it's the US government, the White House that make it,
- 3:13Speaker 2: but clarifying he doesn't really want Starlink dishes used in
- 3:16Speaker 2: offensive operations. So a bit of a mess there in
- 3:19Speaker 2: terms of operation on the front line being interrupted. But
- 3:22Speaker 2: all of this comes after the diesel deal and the
- 3:25Speaker 2: energy ceasefire, which President Trump announced. He said that hundreds
- 3:29Speaker 2: of thousands of Russian barrels of diesel would suddenly be
- 3:32Speaker 2: on the market, a bid to get prices down at
- 3:34Speaker 2: the pump, although many analysts say that will be a
- 3:36Speaker 2: tough one. And he also declared an energy ceasefire between
- 3:39Speaker 2: Russia and Ukraine. Ukraine said that was the first they'd
- 3:42Speaker 2: heard about it. And Russia bombed Ukrainian energy infrastructure a
- 3:45Speaker 2: matter of hours later. We're in a very messy place here.
- 3:48Speaker 2: But strip all this aside. Ultimately, it's Ukrainians now facing
- 3:51Speaker 2: another sleepless night without interceptors or ballistic intelligence warnings, ultimately
- 3:56Speaker 2: from the United States, they say. So a very dangerous
- 3:59Speaker 2: moment here for the ordinary Ukrainians and in that vital
- 4:01Speaker 2: relationship between Zelensky and Trump.
- 4:04Speaker 4: Yeah, very dangerous.
- 4:05Speaker 1: All right, Nick Payton-Walsh, thank you.
- 4:06Speaker 4: Volodymyr Zelensky is currently meeting with British Prime Minister Andy
- 4:10Speaker 4: Burnham as concerns grow about just how much support Kyiv
- 4:14Speaker 4: can expect from the United States. The Ukrainian president's U.K.
- 4:17Speaker 4: visit to shore up military aid and financial aid comes
- 4:21Speaker 4: at a difficult time. In recent days, President Trump has
- 4:25Speaker 4: announced a controversial diesel.
- 4:26Speaker 3: Deal with Moscow.
- 4:28Speaker 4: His administration also threatened to cut off intelligence sharing with Kyiv.
- 4:32Speaker 4: And he has said Ukraine needs new leadership. But Burnham
- 4:36Speaker 4: says he hopes to smooth out that relationship.
- 4:41Speaker 5: What I have to do in my role is try
- 4:45Speaker 5: and repair bridges so that the support comes back. And therefore,
- 4:50Speaker 5: I should at this moment in time be careful in
- 4:53Speaker 5: terms of laying the ground to bring people back together.
- 4:57Speaker 5: That is the role I intend to play. It's the
- 5:00Speaker 5: right role for me to play in this moment. I
- 5:02Speaker 5: will listen to President Zelensky carefully, but he won't be
- 5:06Speaker 5: going away from Britain today empty-handed.
- 5:10Speaker 4: Trump claims the U.S. has not cut off intelligence to Ukraine,
- 5:13Speaker 4: but on Tuesday, his new press secretary declined to say
- 5:16Speaker 4: if that was the case. And earlier, Zelensky said Kyiv
- 5:20Speaker 4: was not given advance warning from its Western allies about
- 5:23Speaker 4: recent Russian missile attacks. Shortly after, Moscow launched a massive
- 5:27Speaker 4: strike on the Ukrainian capital and beyond, specifically targeting energy facilities.
- 5:33Speaker 2: Meanwhile, as the U.S.
- 5:34Speaker 4: Ratchets up pressure on Kyiv to stop attacking Russian oil refineries,
- 5:39Speaker 4: the White House is staying silent on Moscow's recent strikes
- 5:43Speaker 4: on American businesses in Ukraine. It's all happening as Kiev
- 5:47Speaker 4: accused Elon Musk's SpaceX of limiting its Starlink services during
- 5:51Speaker 4: Russian attacks that has served as a lifeline for Ukrainian
- 5:56Speaker 4: military communications. CNN's Jennifer Hansler joins me now live from Washington.
- 6:02Speaker 4: So relationship perhaps between these two countries at their thorniest
- 6:08Speaker 4: since that memorable exchange in the Oval Office last year
- 6:15Speaker 4: with the president and President Zelensky. Just talk about why
- 6:19Speaker 4: this is happening right now and how the White House
- 6:21Speaker 4: is responding to accusations from Ukraine about... intelligence not being
- 6:28Speaker 4: shared and warnings not being given.
- 6:31Speaker 6: Well, Biana, that's exactly right. Relations between Washington and Kiev
- 6:34Speaker 6: right now are incredibly frosty, particularly after that surprise diesel
- 6:39Speaker 6: deal and Russia's sanctions relief was announced by President Trump
- 6:42Speaker 6: on Friday. This came, of course, after he spoke with
- 6:45Speaker 6: Russian President Vladimir Putin. He posted this on Truth Social
- 6:49Speaker 6: as negotiators from Ukraine, from Europe, were meeting with Steve
- 6:52Speaker 6: Witkoff and Jared Kushner in Miami. Our understanding is this
- 6:56Speaker 6: came as quite a surprise to the Ukrainians who were
- 6:59Speaker 6: there meeting with these US negotiators. Fast forward to this weekend,
- 7:04Speaker 6: we have heard from sources that the US has floated
- 7:08Speaker 6: this threat of cutting off intelligence to Ukraine. This is,
- 7:11Speaker 6: of course, key in helping to intercept that barrage of
- 7:15Speaker 6: Russian attacks that have been hitting the country. The White
- 7:18Speaker 6: House did not deny that this threat was made. Now,
- 7:22Speaker 6: Zelensky has floated over the past two nights saying that
- 7:25Speaker 6: they have not gotten advance warning about these deadly strikes.
- 7:29Speaker 6: This is something that is raising a lot of suspicion
- 7:31Speaker 6: and frustration in the Ukrainian capital about what exactly is
- 7:35Speaker 6: the status of that intelligence. The White House has pushed back.
- 7:39Speaker 6: They say that they are continuing to provide intelligence to
- 7:42Speaker 6: the Ukrainians. But Trump yesterday reiterated that he wants this
- 7:46Speaker 6: war to come to an end. Now, as you noted,
- 7:49Speaker 6: overnight we saw this development with SpaceX's Starlink military-grade service.
- 7:54Speaker 6: This is something called Starshield. Sources told us that they
- 7:58Speaker 6: were given restrictions on the Starshield system without any sort
- 8:02Speaker 6: of advance warning under these new restrictions. If any sort
- 8:06Speaker 6: of entity that's connected to the system goes above 100
- 8:09Speaker 6: miles per hour, it will lose communication power. with this system.
- 8:13Speaker 6: Sources say this could be catastrophic in Ukraine's war because
- 8:17Speaker 6: it will limit their ability to intercept drones that are
- 8:20Speaker 6: coming in, use their own drones against Russia. It will
- 8:24Speaker 6: limit their logistical abilities on the front lines. So this
- 8:27Speaker 6: could be a very significant development. Our understanding from our
- 8:31Speaker 6: sources is that Kyiv has reached out to SpaceX to
- 8:35Speaker 6: try to get answers about why exactly these restrictions were
- 8:38Speaker 6: put into place without any sort of advance notice, particularly
- 8:42Speaker 6: because they already had an agreement with SpaceX, with Starshield,
- 8:45Speaker 6: that laid out the terms for its use. Now, beyond
- 8:49Speaker 6: all this, of course, we have seen Russia escalating its
- 8:53Speaker 6: attacks on civilian infrastructure over the past several months, and
- 8:57Speaker 6: this has included U.S. business interests. According to the president
- 9:02Speaker 6: of the American Chamber of Commerce in Ukraine, Russia has
- 9:05Speaker 6: been hitting some of the most notable brands facilities in Ukraine.
- 9:09Speaker 6: This includes Coca-Cola. This includes Pepsi. This includes McDonald's. And
- 9:13Speaker 6: Andy Hunter, who's the president, said this is sending a
- 9:16Speaker 6: clear sign that Russia is targeting U.S. business, U.S.
- 9:20Speaker 2: Money.
- 9:21Speaker 6: And he said there has been absolute silence from the
- 9:23Speaker 6: White House. Now, the last time Trump even seemed to
- 9:27Speaker 6: address these attacks on U.S. businesses in Ukraine was last
- 9:30Speaker 6: year when he was asked about an attack on a
- 9:32Speaker 6: warehouse in western Ukraine. Up until then, there has been
- 9:36Speaker 6: silence on these latest attacks. Now, Hunter and other sources
- 9:40Speaker 6: said there's a mixed view among U.S. businesses about how
- 9:43Speaker 6: much they want to highlight this. However, Zelensky has also
- 9:47Speaker 6: said that this is sending a message from Russia that
- 9:49Speaker 6: they are going after the U.S. in Ukraine. Biana?
- 9:53Speaker 4: Yeah, a massive message being sent. And it is stunning
- 9:56Speaker 4: and quite telling that the president has said nothing about this.
- 10:00Speaker 4: All of his ire seems to be directed one way,
- 10:03Speaker 4: and that is towards President Zelensky in Ukraine. Jennifer Hansler,
- 10:07Speaker 4: thank you.
