Transcript
- 0:01The field of candidates is getting smaller. And
- 0:05with every day, the end of the road gets closer.
- 0:09Tonight, the road leads to South Carolina. Home
- 0:14of the first in the South Republican primary.
- 0:17Where history has proven the eventual nominee
- 0:22needs a strong finish. In the low country, American
- 0:28industry is thriving. Unemployment is on the
- 0:32decline. And people are moving here in record
- 0:36numbers. Charleston has also suffered unimaginable
- 0:41tragedy. It has lived the nightmare that has
- 0:44haunted too many American communities. But it's
- 0:49citizens. There are just 18 days until the Iowa
- 1:00caucuses. 37 days until the South Carolina primary.
- 1:06Tonight, the election year officially kicks off.
- 1:11with the very first debate of 2016. It is 9 p
- 1:33.m. here at the North Charleston Coliseum at
- 1:35Performing Arts Center in South Carolina. Welcome
- 1:38to the sixth Republican presidential debate of
- 1:42the 2016 campaign here on the Fox Business Network.
- 1:46I'm Neil Cavuto alongside my friend and co -moderator,
- 1:49Maria Bartiromo. Tonight, we are working with
- 1:52Facebook to ask the candidates the questions
- 1:55voters want answered. And according to Facebook,
- 1:58the U .S. election has dominated the global conversation,
- 2:02with 131 million people talking about the 2016
- 2:06race. That makes it the number one issue talked
- 2:10about on Facebook last year worldwide. Now, the
- 2:14seven candidates on the stage tonight were selected
- 2:17based on their standing in six national polls,
- 2:21as well as polls in the early voting states of
- 2:24Iowa and New Hampshire. determining the position
- 2:28on the stage of the candidates tonight. And here
- 2:31they are. Businessman Donald Trump. Texas Senator
- 2:41Ted Cruz. Florida Senator Marco Rubio. General
- 2:57Surgeon Ben Carson. New Jersey Governor Chris
- 3:04Christie. Former Florida Governor Jeb Bush. And
- 3:16Ohio Governor John Kasich. Tonight's rules are
- 3:23simple. Up to 90 seconds for each answer, one
- 3:26minute for each follow -up response. And if a
- 3:28candidate goes over the allotted time, you'll
- 3:31hear this. So let's get started. Candidates,
- 3:36jobs and growth, two of the biggest issues facing
- 3:40the country right now. In his State of the Union
- 3:43address earlier this week, the president said,
- 3:46quote, we have the strongest, most durable economy
- 3:50in the world. is one of the biggest issues resonating
- 3:56across the country, including here in South Carolina.
- 4:00The president is touting 14 million new jobs
- 4:04and an unemployment rate cut in half. The president
- 4:07says that anyone who claims America's economy
- 4:10is in decline is peddling fiction. Senator Cruz,
- 4:15what do you see that he doesn't? Well, Maria,
- 4:19thank you for that question, and let me say thank
- 4:21you to the state of South Carolina for welcoming
- 4:23us. Let me start. I want to get to the substance
- 4:26of the question on jobs, but I want to start
- 4:28with something. Today, many of us picked up our
- 4:31newspapers, and we were horrified to see the
- 4:34sight of 10 American sailors on their knees with
- 4:38their hands on their heads. In that State of
- 4:41the Union, President Obama didn't so much as
- 4:43mention the 10 sailors that had been captured
- 4:47by Iran. President Obama is preparing to send
- 4:50$100 billion or more to the Ayatollah Khomeini.
- 4:56And I'll tell you, it was heartbreaking. But
- 5:00the good news is, the next commander -in -chief
- 5:03is standing on this stage. And I give you my
- 5:14word, if I am elected president, no serviceman
- 5:17or servicewoman will be forced to be on their
- 5:19knees, and any nation that captures our fighting
- 5:22men and women will feel the full force and fury
- 5:25of the United States of America. Now on to your
- 5:32substantive question. The president tried to
- 5:34paint a rosy picture of jobs. And you know, he's
- 5:37right. If you're a Washington lobbyist, if you
- 5:40make your money in and around Washington, things
- 5:43are doing great. The millionaires and billionaires
- 5:46are doing great under Obama, but we have the
- 5:49lowest percentage of Americans working today
- 5:51of any year since 1977. Median wages have stagnated,
- 5:55and the Obama -Clinton economy... has left behind
- 5:59the working men and women of this country. The
- 6:01reason all of us are here is we believe we should
- 6:03be fighting for the working men and women of
- 6:05this country and not Washington, D .C. Thank
- 6:08you, sir. Governor Kasich, we are not even two
- 6:16weeks in to this stock trading year. But think
- 6:18about it. Investors have already lost $1 .6 trillion
- 6:22in market value. That makes it the worst start
- 6:24to a new year ever. Many worry that things could
- 6:27get even worse and that banks and financial stocks
- 6:30are particularly vulnerable. Now, if this escalates
- 6:33like it did back when Barack Obama first assumed
- 6:36the presidency, what actions would you take if
- 6:39the same thing happens all over again, just as,
- 6:42in this example, you are taking over the presidency?
- 6:46Well, look, it takes three things, basically,
- 6:48to grow jobs. And I've done it when I was in
- 6:50Washington, when we had a balanced budget, had
- 6:53four years of balanced budgets, paid down a half
- 6:55a trillion of debt, and our economy was growing
- 6:58like crazy. It's the same thing that I did in
- 7:00Ohio. It's a simple formula. Common sense regulations,
- 7:04which is why I think we should freeze all federal
- 7:06regulations for one year except for health and
- 7:08safety. It requires tax cuts because that sends
- 7:11a message to the job creators that things are
- 7:14headed the right way. And if you tax cuts, if
- 7:17you cut taxes for corporations and you cut taxes
- 7:20for individuals. You're going to make things
- 7:22move, particularly the corporate tax, which is
- 7:24the highest, of course, in the world. But in
- 7:27addition to that, we have to have fiscal discipline.
- 7:29We have to show that we can march to a balanced
- 7:31budget. And when you do that, when you're in
- 7:34a position of managing regulations, when you
- 7:36reduce taxes and when you have fiscal discipline,
- 7:40you see the job creators begin to get very comfortable
- 7:43with the fact that they can invest. You have
- 7:46taxes that are too high. You have regulations.
- 7:50I mean, come on. They're affecting everybody
- 7:51here, particularly our small businesses. They
- 7:54are here, particularly our small businesses.
- 7:57They're in a position where they're smothering
- 7:59people. And, I mean, are you kidding me? We're
- 8:02nowhere close to a balanced budget or fiscal
- 8:04discipline. Those three things put together.
- 8:07are going to get confidence to job creators,
- 8:09and you will begin to see wages rise. You will
- 8:12begin to see jobs created in a robust economy.
- 8:15And how do I know it? Because I've done it. I
- 8:18did it as the chairman of the Budget Committee
- 8:19working with Senator Domenici, and I've done
- 8:22it in the state of Ohio as the chief executive.
- 8:24Our wages are growing faster than the national
- 8:26average. We're running surpluses, and we can
- 8:28take that message and that formula to Washington
- 8:31to lift every single American to a better life.
- 8:40We know that recent global events have many people
- 8:44worried. Iran detaining American sailors, forcing
- 8:47them to apologize, North Korea and its nuclear
- 8:50ambitions, an aggressive China, and a Middle
- 8:53East that continues to deteriorate, not to mention
- 8:56ISIS is getting stronger. Governor Christie,
- 8:59sometimes it seems the world is on fire. Where
- 9:03and when should a president use military action
- 9:06to restore order? Well, Maria, I'm glad to have
- 9:10heard from you in the summary of that question
- 9:13about what's going on in the world, because on
- 9:16Tuesday night I watched Storytime with Barack
- 9:18Obama, and I've got to tell you, it sounded like
- 9:21everything in the world was going amazing, you
- 9:23know? The fact is there's a number of things
- 9:29that the next president is going to have to do
- 9:31to clean up this mess. The first thing is we
- 9:33have to strengthen our alliances around the world.
- 9:35And the best way to do that is to start talking
- 9:38to our allies again and having them be able to
- 9:40count on our word. Lots of people will say lots
- 9:43of different things about me and this campaign
- 9:44and others. But the one thing they've never said
- 9:48about me is that I'm misunderstood. And so, when
- 9:51we talk to our allies and we give them our word
- 9:53in a Christie administration, they know we're
- 9:55going to keep it. Next, we have to talk to our
- 9:57adversaries, and we have to make sure they understand
- 10:00the limits of our patience. And this president,
- 10:03given what Ted said right at the beginning, is
- 10:06absolutely right. It's absolutely disgraceful.
- 10:09that Secretary Kerry and others said in their
- 10:12response to what's going on in Iran, that this
- 10:16was a good thing. It showed how the relationship
- 10:18was getting better. The president doesn't understand.
- 10:20And, by the way, neither does Secretary Clinton.
- 10:22And here's my warning to everybody out in the
- 10:24audience tonight. If you're worried about the
- 10:26world being on fire, you're worried about how
- 10:27we're going to use our military, you're worried
- 10:29about strengthening our military, and you're
- 10:31worried most of all— about keeping your homes
- 10:33and your families safe and secure. You cannot
- 10:36give Hillary Clinton a third term of Barack Obama's
- 10:40leadership. I will not do that. If I'm the nominee,
- 10:42she won't get within 10 miles of the White House.
- 10:47Military action, Maria, would be used when it
- 10:53was absolutely necessary to protect American
- 10:55lives and protect American interests around the
- 10:58world. We are not the world's policemen. But
- 11:00we need to stand up and be ready. And the problem,
- 11:02Maria, is that the military is not ready either.
- 11:04We need to rebuild our military. And this president
- 11:06has led it diminished to a point where tin -pot
- 11:10dictators like the mullahs in Iran are taking
- 11:12our Navy ships. It is disgraceful. And in the
- 11:15Christie administration, they would know much,
- 11:17much better than to do that. The president just
- 11:23told the nation two nights ago that America's
- 11:26back and that the idea that our enemies are getting
- 11:28stronger or that this country is getting weaker,
- 11:32well, it's just rhetoric and hot air. Now, other
- 11:34Democrats go even further, sort of saying Republicans
- 11:37even suggesting such comments actually embolden
- 11:41our enemies. I guess they would include you.
- 11:44What do you say? Well, first of all, the idea
- 11:47that somehow— We're better off today than the
- 11:50day that Barack Obama was inaugurated president
- 11:52of the United States. It's totally an alternative
- 11:54universe. The simple fact is that the world has
- 11:58been torn asunder. Think about it. With grandiose
- 12:01language, the president talks about red lines
- 12:03and nothing to follow it up, talks about ISIS
- 12:07being the JV team. They form a caliphate the
- 12:09size of Indiana with 35 ,000 to 40 ,000 battle
- 12:12-tested terrorists. He's missing the whole point
- 12:15that America's leadership in the world is required
- 12:18for peace and stability. In the crowd today is
- 12:21Major General James Livingston, who's the co
- 12:23-chairman of my campaign here in South Carolina,
- 12:26a Medal of Honor recipient. I've learned from
- 12:28him that what we need to achieve is peace through
- 12:31strength, which means we need to rebuild the
- 12:33military. In this administration, every weapon
- 12:35system has been gutted. In this administration,
- 12:38the force levels are going down to a level where
- 12:40we can't even project force. Our friends no longer
- 12:43think we have their back, and our enemies no
- 12:45longer fear us. And we're in a much difficult—we're
- 12:48in a much different position than we should be.
- 12:50And for the life of me, I have no understanding
- 12:52why the president thinks that everything is going
- 12:54well. Terrorism is on the run. China, Russia
- 12:58is advancing their agenda at warp speed. And
- 13:02we pull back. As president of the United States,
- 13:04I will be a commander -in -chief that will have
- 13:07the back of the military. We will rebuild the
- 13:09military to make sure that it is a solid force,
- 13:11not to be the world's policeman, but to make
- 13:14sure that in a peaceful world, people know that
- 13:17the United States is there to take care of our
- 13:19own national interests and take care of our allies.
- 13:22I take it for that you do not agree with the
- 13:28president. No, and worse, worse yet, to be honest
- 13:30with you. Hillary Clinton would be a national
- 13:33security disaster. Think about it. She wants
- 13:36to continue down the path of Iran, Benghazi,
- 13:39the Russian reset, Dodd -Frank, all the things
- 13:42that have gone wrong in this country. She would
- 13:45be a national security mess, and that is wrong.
- 13:48And you know what? Here's the problem. If she
- 13:50gets elected, she's under investigation with
- 13:52the FBI right now. If she gets elected, her first
- 13:55100 days, instead of setting an agenda, she might
- 13:57be going back and forth between the White House
- 13:59and the courthouse. We need to stop that. Senator
- 14:07Rubio, the president says that ISIS doesn't threaten
- 14:13our national existence like Germany or Japan
- 14:16did back in World War II, that the terror group
- 14:18is nothing more than twisted souls plotting attacks
- 14:22in their garages. But the House Homeland Security
- 14:25Committee recently said that over 1 ,000 ongoing
- 14:28investigations. of homegrown extremism in 50
- 14:32states. So how do you define the threat? Was
- 14:36Germany then or dangerous nutcases now? Yeah,
- 14:40I would go, first of all, one step further in
- 14:41this description of Hillary Clinton. She wouldn't
- 14:43just be a disaster. Hillary Clinton is disqualified
- 14:46from being commander -in -chief of the United
- 14:48States. Someone who cannot handle intelligence
- 14:53information appropriately cannot be commander
- 14:55-in -chief. And someone who lies to the families
- 14:57of those four victims in Benghazi can never be
- 15:00president of the United States. On the issue
- 15:06of Barack Obama, Barack Obama does not believe
- 15:09that America is a great global power. Barack
- 15:11Obama believes that America is an arrogant global
- 15:13power that needs to be cut down to size. And
- 15:16that's how you get a foreign policy where we
- 15:18cut deals with our enemies like Iran. And we
- 15:20betray our allies like Israel. And we gut our
- 15:23military. And we go around the world like he
- 15:25has done on 10 separate occasions and apologized
- 15:27for America. He doesn't understand the threat
- 15:30in ISIS. He consistently underestimates it, but
- 15:33I do not. There is a war against ISIS, not just
- 15:35against ISIS, but against radical jihadist terrorists.
- 15:38And it is a war that either they win or we win.
- 15:41When I'm president of the United States, we are
- 15:42going to win this war on ISIS. The most powerful
- 15:44intelligence agency in the world is going to
- 15:46tell us where they are. The most powerful military
- 15:48in the world is going to destroy them. And if
- 15:50we capture any of them alive, they are getting
- 15:52a one -way ticket to Guantanamo Bay, Cuba, and
- 15:55we are going to find out everything they know.
- 16:02Thank you, Senator. Dr. Carson, the president
- 16:06says he does not want to treat ISIS as a foreign
- 16:09army. But ISIS is neither a country nor a government.
- 16:13How do you attack a network? does not respect
- 16:17national borders well I'm very happy to get a
- 16:21question this early on I was going to ask you
- 16:23to wake me up on the time tank you know I I find
- 16:30it really quite fascinating some of the president's
- 16:33proclamations. The fact of the matter is he doesn't
- 16:37realize that we now live in the 21st century
- 16:41and that war is very different than it used to
- 16:44be before. Not armies massively marching on each
- 16:49other and air forces, but now we have dirty bombs
- 16:53and we have cyber attacks and we have people
- 16:57who will be attacking our electrical grid. And,
- 17:00you know, we have a whole variety of things that
- 17:02they can do, and they can do these things simultaneously.
- 17:06And we have enemies who are obtaining nuclear
- 17:08weapons that they can explode in our exo -atmosphere
- 17:12and destroy our electric grid. I mean, just think
- 17:15about a scenario like that. They explode the
- 17:20bomb. We have an electromagnetic pulse. They
- 17:23hit us with a cyberattack simultaneously and
- 17:26dirty bombs. Can you imagine the chaos that would
- 17:30ensue at that point? He needs to recognize that
- 17:33those kinds of things are, in fact, an existential
- 17:36threat to us. But here's the real key. We have
- 17:40the world's best military, even though he's done
- 17:44everything he can to diminish it. And the fact
- 17:46of the matter is, if we give them a mission and
- 17:49we don't tie their hands behind their back, they
- 17:51can get it accomplished. At the State of the
- 18:01Union, the president pointed to a guest who was
- 18:03a Syrian refugee, you might recall, whose wife
- 18:05and daughter and other family members were killed
- 18:08in an air attack. Now, he fled that country seeking
- 18:12asylum here, ultimately ended up in Detroit,
- 18:15where he's now trying to start a new life. The
- 18:18president says that that doctor is the real face
- 18:21of these refugees and not the one that you and
- 18:24some of your colleagues on this stage are painting.
- 18:28that you prefer the face of fear and terror,
- 18:31and that you would refuse to let in anyone into
- 18:35this country seeking legitimate asylum. How do
- 18:38you answer that? It's not fear and terror. It's
- 18:41reality. You just have to look today at Indonesia.
- 18:45Bombings all over. You look at California. You
- 18:49look, frankly, at Paris, where there's the strictest
- 18:52no -gun policy of any city anywhere in the world.
- 18:56and you see what happens 130 people dead with
- 18:59many to follow they're very very badly wounded
- 19:01they will ex some will follow and you look around
- 19:05and you see what's happening and this is not
- 19:08the case when he introduced the doctor Very nice.
- 19:11Everything perfect. But that's not representative
- 19:13of what you have in that line of migration. That
- 19:17could be the great Trojan horse. It could be
- 19:19people that are going to do great, great destruction.
- 19:22When I look at the migration, I looked at the
- 19:24line. I said it actually on your show recently.
- 19:27Where are the women? They look like very few
- 19:29women, very few children, strong, powerful men,
- 19:33young. And people are looking at that and they're
- 19:35saying, what's going on? You look at the kind
- 19:38of damage that two people that got married, they
- 19:41were radicalized, they got married, they killed
- 19:4315 people, and actually 14 going to be probably
- 19:4716. You look at that, and you take a look, a
- 19:51good, strong look, and that's what we have. We
- 19:53owe $19 trillion. Our country's a mess, and we
- 19:57can't let all these people come into our countries
- 20:00and break our borders. We can't do it. The New
- 20:09York Times is reporting that you failed to properly
- 20:12disclose a million dollars in loans from Goldman
- 20:14Sachs and Citibank during your Senate race. Your
- 20:18campaign says it was inadvertent. A million dollars
- 20:21is inadvertent? Well, Maria, thank you for passing
- 20:24on that hit piece on the front page of the New
- 20:26York Times. You know, the nice thing about the
- 20:30mainstream media, they don't hide their views.
- 20:32The New York Times a few weeks back had a columnist
- 20:34who wrote a column saying, anybody but Cruz.
- 20:38That same columnist wrote a column comparing
- 20:42me to an evil demonic spirit from the movie It
- 20:46Follows that jumps apparently from body to body
- 20:50possessing people. You know, the New York Times
- 20:55and I don't exactly have the warmest of relationships.
- 20:58Now, in terms of their really stunning hit piece,
- 21:02what they mentioned is when I was running for
- 21:04Senate, unlike Hillary Clinton, I don't have
- 21:09masses of money in the bank, hundreds of millions
- 21:12of dollars. When I was running for Senate, just
- 21:15about every lobbyist, just about all of the establishment
- 21:17opposed me in the Senate race in Texas. And my
- 21:21opponent in that race was worth over $200 million.
- 21:23He put a $25 million check from his own pocket
- 21:27to fund that campaign. And my wife Heidi and
- 21:31I, we ended up investing everything we own. We
- 21:34took a loan against our assets to invest it in
- 21:38that campaign to defend ourselves against those
- 21:40attacks. And the entire New York Times attack
- 21:43is that I disclosed that loan on one filing with
- 21:47the United States Senate that was a public filing.
- 21:50but it was not on a second filing with the FEC.
- 21:52Both of those filings were public, and yes, I
- 21:55made a paperwork error disclosing it on one piece
- 21:57of paper instead of the other, but if that's
- 21:59the best hit the New York Times has got, they
- 22:02better go back to the well. Thank you, sir. All
- 22:10right, well, we are just getting started here
- 22:12in South Carolina, and there is a lot to get
- 22:14to, including things like gun rights, the national
- 22:16debt, and the sometimes nasty war words between,
- 22:19well, a couple of these fellows up here. More
- 22:22to this. Welcome back to the Republican presidential
- 22:43debate right here in North Charleston, South
- 22:45Carolina. Let's get right back to the questions.
- 22:48And I'll start with you, Senator Cruz. Now, you
- 22:50are, of course, a strict constitutionalist. No
- 22:52one would doubt that. And as you know, the U
- 22:54.S. Constitution says only natural -born citizens
- 22:57are eligible for the office of President of the
- 23:00United States. Stop me if you've heard this before.
- 23:02Now, you were born in Canada to an American mother,
- 23:07so you were and are considered an American citizen.
- 23:11But that fellow next to you, Donald Trump, and
- 23:13others, have said that being born in Canada means
- 23:15you are not natural born, and that has raised
- 23:19questions about your eligibility. Do you want
- 23:22to try to close this topic once and for all tonight?
- 23:27Well, Neil, I'm glad we are focusing on the important
- 23:29topics of the evening. You know, back in September,
- 23:41my friend Donald said that he had had his lawyers
- 23:44look at this from every which way. And there
- 23:47was no issue there. There was nothing to this
- 23:49birther issue. Now, since September, the Constitution
- 23:55hasn't changed. But the poll numbers have. I
- 24:05recognize that Donald is dismayed that his poll
- 24:12numbers are falling in Iowa. But the facts and
- 24:15the law here are really quite clear. Under longstanding
- 24:18U .S. law, the child of a U .S. citizen born
- 24:21abroad is a natural born citizen. If a soldier
- 24:25has a child abroad, that child is a natural born
- 24:28citizen. That's why John McCain, even though
- 24:30he was born in Panama, was eligible to run for
- 24:32president. If an American missionary has a child
- 24:35abroad, that child is a natural born citizen.
- 24:37That's why George Romney, Mitt's dad, was eligible
- 24:40to run for president, even though he was born
- 24:42in Mexico. At the end of the day, the legal issue
- 24:45is quite straightforward, but I would note that
- 24:47the birther theories that Donald has been relying
- 24:51on, some of the more extreme ones insist that
- 24:54you must not only be born on U .S. soil, but
- 24:57have two parents born on U .S. soil under that
- 25:00theory. Not only would I be disqualified, Marco
- 25:03Rubio would be disqualified, Bobby Jindal would
- 25:05be disqualified, and interestingly enough, Donald
- 25:08J. Trump would be disqualified. Donald's mother
- 25:19was born in Scotland. She was naturalized. Now,
- 25:23Donald... On the issue of citizenship, Donald,
- 25:27I'm not going to use your mother's birth against
- 25:34you. You're an American, as is everybody else
- 25:40on this stage, and I would suggest we focus on
- 25:44who's best prepared to be commander -in -chief,
- 25:46because that's the most important question facing
- 25:49the country. Let me just tell you something and
- 26:00you know because you just saw the numbers yourself
- 26:01NBC Wall Street Journal just came out with a
- 26:04poll headline Trump way up Cruz going down. I
- 26:08mean so don't see you can't You can't they don't
- 26:13like the Wall Street Journal. They don't like
- 26:14NBC, but I like the poll and frankly it just
- 26:17came out and In Iowa now, as you know, Ted, in
- 26:22the last three polls, I'm beating you. So, you
- 26:25know, you shouldn't misrepresent how well you're
- 26:26doing with the polls. You don't have to say that.
- 26:29In fact, I was all for you until you started
- 26:31doing that because that's a misrepresentation.
- 26:33Number one. Number two. This isn't me saying
- 26:36it. I don't care. I think I'm going to win fair
- 26:39and square. I don't have to win this way. Thank
- 26:42you. Lawrence Tribe and numerous from Harvard,
- 26:46of Harvard. said that there is a serious question
- 26:49as to whether or not Ted can do this, okay? There
- 26:52are other attorneys that feel, and very, very
- 26:55fine constitutional attorneys, that feel that
- 26:58because he was not born on the land, he cannot
- 27:02run for office. Here's the problem. We're running.
- 27:04We're running. He does great. I win. I choose
- 27:07him as my vice presidential candidate, and the
- 27:10Democrats sue because we can't take him along
- 27:14for the ride. I don't like that, okay? The fact
- 27:18is, and if for some reason he beats the rest
- 27:22of the field, he beats the rest of the field.
- 27:25See, they don't like that. They don't like that.
- 27:28No, they don't like that he beats the rest of
- 27:30the field because they want me. And for some
- 27:35reason, Neil. He beats the rest of the field.
- 27:38I already know the Democrats are going to be
- 27:40bringing a suit. You have a big lawsuit over
- 27:44your head while you're running. And if you become
- 27:46the nominee, who the hell knows if you can even
- 27:49serve in office. So you should go out, get a
- 27:51declaratory judgment, let the courts decide.
- 27:55And you shouldn't have mentioned the polls because
- 27:57I would have been much different. Why now? Why
- 27:58are you raising this issue now? Because now he's
- 28:00doing a little bit better. No, I didn't care
- 28:03to be fooled. It's true. No, it's true. Hey,
- 28:06look, he never had a chance. Now he's doing better.
- 28:09He's got probably a 4 % or 5 % chance. Thank
- 28:15you, Mr. President. I was... Well, nail it. The
- 28:20fact is, there's a big overhang. There's a big
- 28:23question mark on your head. And you can't do
- 28:26that to the party. you really can't you can't
- 28:29do that to the party you have to have certainty
- 28:30even if it was a one percent chance and it's
- 28:33far greater than one percent because he wasn't
- 28:35born i mean you have great constitutional lawyers
- 28:37to say you can't run if there was a and and you
- 28:40know i'm not bringing a suit i promise but the
- 28:42democrats are going to bring a lawsuit and you
- 28:45can't you have to have certainty you can't have
- 28:48a question i can agree with you or not but you
- 28:51can't have a question over your head senator
- 28:55you want to respond Well, listen, I've spent
- 28:57my entire life defending the Constitution before
- 29:00the U .S. Supreme Court, and I'll tell you, I'm
- 29:02not going to be taking legal advice from Donald
- 29:04Trump. You don't have to. Take it from Lawrence
- 29:05Trump. Professor. Take it from your own professor.
- 29:14The chances of any litigation proceeding and
- 29:18succeeding on this are zero. Now, Mr. Trump is
- 29:21very focused on Larry Tribe. Let me tell you
- 29:24who Larry Tribe is. He's a left -wing judicial
- 29:27activist, Harvard Law professor, who was Al Gore's
- 29:30lawyer in Bush v. Gore. He's a major Hillary
- 29:34Clinton supporter. And there's a reason why Hillary's
- 29:37supporters are echoing Donald's attacks on me.
- 29:41Because Hillary wants to face Donald Trump in
- 29:45the general election. And I'll tell you what,
- 29:47Donald. You very kindly, just a moment ago, offered
- 29:49me the VP slot. I'll tell you what. If this all
- 29:55works out, I'm happy to consider naming you as
- 29:58VP. And so if you happen to be right, you could
- 30:00get the top job at the end of the day. No, I
- 30:02think if it doesn't... I like that. I like it.
- 30:09I'd consider it. But I think I'll go back to
- 30:11building buildings if it doesn't work out. Actually,
- 30:13I'd love to get you to build a wall. I have a
- 30:15feeling it's going to work out, actually. Neil,
- 30:18I can tell you this. I was invoked in that question,
- 30:23so let me just say in that answer. The real question
- 30:26here, I hate to interrupt this episode of Court
- 30:28TV, but the real... I think we have to get back
- 30:37to what this election has to be about. This is
- 30:40the greatest country in the history of mankind.
- 30:42But in 2008, we elected a president that didn't
- 30:45want to fix America. He wants to change America.
- 30:47We elected a president that doesn't believe in
- 30:49the Constitution. He undermines it. We elected
- 30:52a president that's weakening America on the global
- 30:54stage. We elected a president that doesn't believe
- 30:56in the free enterprise system. This election
- 30:59has to be about reversing all of that damage.
- 31:01That's why I'm running for office. Because when
- 31:03I become president of the United States, on my
- 31:06first day in office, we are going to repeal every
- 31:08single one of his unconstitutional executive
- 31:10orders. When I'm president of the United States,
- 31:13we are getting rid of Obamacare, and we are rebuilding
- 31:17our military. And when I'm president, we're not
- 31:19just going to have a president that gives the
- 31:20State of the Union and says, America's the greatest
- 31:22country in the world. When I'm president, we're
- 31:24going to have a president that acts like it.
- 31:26Thank you, Senator. Mr. Trump, South Carolina
- 31:33Governor Nikki Haley, in her response to the
- 31:35State of the Union address, within the party,
- 31:45saying Republicans should resist, quote, the
- 31:48siren call of the angriest voices. She confirmed
- 31:52she was referring to you, among others. Was she
- 31:55out of line? And how would a President Trump
- 31:58unite the party? Okay. First of all, Nikki this
- 32:03afternoon said I'm a friend of hers, actually
- 32:05a close friend. And wherever you are sitting,
- 32:07Nikki, I am a friend. We're friends. That's good.
- 32:10But she did say there was anger. And I could
- 32:15say, oh, I'm not angry. I'm very angry. because
- 32:18our country is being run horribly. And I will
- 32:22gladly accept the mantle of anger. Our military
- 32:26is a disaster. Our health care is a horror show.
- 32:30Obamacare, we're going to repeal it and replace
- 32:32it. We have no borders. Our vets are being treated
- 32:36horribly. Illegal immigration is beyond belief.
- 32:40Our country is being run by incompetent people.
- 32:44And yes, I am angry. And I won't be angry when
- 32:49we fix it. But until we fix it, I'm very, very
- 32:52angry. And I say that to Nikki. So when Nikki
- 32:54said that, I wasn't offended. She said the truth.
- 32:57One of the commentators, one of your colleagues
- 32:59interviewed me and said, well, she said you were
- 33:02angry. And I said to myself, huh, she's right.
- 33:04I'm not fighting that. I didn't find it offensive
- 33:07at all. I'm angry because our country is a mess.
- 33:16I'm sorry, sorry, just with time constraints.
- 33:18You and Governor Christie have been exchanging
- 33:21some fairly nasty words of late, and I will allow
- 33:24the governor to respond as well. The governor
- 33:25went so far as to say you won't be able to slime
- 33:28your way to the White House. He's referring to
- 33:30a series of ads done by a PAC speaking on your
- 33:33behalf that say, quote, one high -tax, Common
- 33:36Core, liberal, energy -loving, Obamacare, Medicaid
- 33:39-expanding president is enough. You think you
- 33:43went too far on that, and do you want to apologize
- 33:45to the government? You know, as I said already
- 33:48twice in this debate, we have a very serious
- 33:49problem in this country. We have a president
- 33:52of the United States that is undermining this
- 33:54country's security and expanding the role of
- 33:56our government. That's not my question. Well,
- 33:57I'm going to answer your question. This president
- 33:59is undermining the constitutional basis of this
- 34:02government. This president is undermining our
- 34:04military. He's undermining our standing in the
- 34:06world. I like Chris Christie, but we cannot afford
- 34:09to have a president of the United States that
- 34:10supports Common Core. We cannot afford to have
- 34:13a president of the United States that supports
- 34:15gun control. This president is less interested
- 34:20in funding the military than he is in funding
- 34:23Planned Parenthood. Chris Christie wrote a check
- 34:28to Planned Parenthood. All I'm saying is our
- 34:30next president has to be someone that undoes
- 34:32the damage Barack Obama has done to this country.
- 34:35It cannot be someone that agrees with his agenda
- 34:37because the damage he has done to America is
- 34:39extraordinary. Let me tell you, if we don't get
- 34:41this election right, there may be no turning
- 34:43back for America. We are on the verge of being
- 34:45the first generation of Americans that leave
- 34:47our children worse off than ourselves. And so
- 34:50I just truly, with all my heart, believe. I,
- 34:52like everybody on this stage, no one is a socialist.
- 34:55No one here is under FBI investigation. So we
- 34:57are a good group of people. Is he a liberal?
- 34:59Is he a liberal? Unfortunately, Governor Christie
- 35:02has endorsed many of the ideas that Barack Obama
- 35:05supports, whether it's Common Core or gun control
- 35:07or the appointment of Sonia Sotomayor or the
- 35:10donation he made to Planned Parenthood. Our next
- 35:13president and our Republican nominee cannot be
- 35:15someone who supports those positions. Governor?
- 35:19You know, I stood on the stage and watched Marco
- 35:24and rather indignantly look at Governor Bush.
- 35:27and say someone told you that because we're running
- 35:30for the same office that criticizing me will
- 35:33get you to that office it appears that the same
- 35:36someone's been whispering in old marco's ear
- 35:38too and so the indignation that you carry on
- 35:43some of this stuff you have to also own then
- 35:45so let's set the facts straight first of all
- 35:47i didn't support sonia sotomayor secondly i never
- 35:50wrote a check to planned parenthood third if
- 35:53you look at my record as governor of new jersey
- 35:55i have vetoed 50 caliber rifle ban I have vetoed
- 35:59a reduction in in clip size I have vetoed a statewide
- 36:02ID system for gun owners and I have pardoned
- 36:05six six out -of -state folks who came through
- 36:07our state and were arrested for owning a gun
- 36:09legally in another state so they never had to
- 36:12face charges and on Common Core Common Core has
- 36:15been eliminated in New Jersey so listen this
- 36:18is the difference between being a governor and
- 36:20being a senator See, when you're a senator, what
- 36:22you get to do is just talk and talk and talk.
- 36:25And you talk so much that nobody can ever keep
- 36:27up with what you're saying is accurate or not.
- 36:29When you're a governor, you're held accountable
- 36:31for everything you do. And the people of New
- 36:34Jersey have seen it. And the last piece is this.
- 36:39I like Marco, too. And two years ago, he called
- 36:43me a conservative reformer that New Jersey needed.
- 36:47That was before he was running against me. Now
- 36:50that he is, he's changed his tune. I'm never
- 36:52going to change my tune. I like Marco Rubio.
- 36:54He's a good guy, a smart guy, and he would be
- 36:57a heck of a lot better president than Hillary
- 36:59Rodham Clinton would ever be. Neil, my name was
- 37:02mentioned here. Neil, my name was mentioned as
- 37:04well. Here's the deal. Chris is totally right.
- 37:09He's been a good governor. And he's a heck of
- 37:12a lot better than his predecessor that would
- 37:14have bankrupted New Jersey. Everybody on this
- 37:16stage is better than Hillary Clinton. And I think
- 37:18the focus ought to be on making sure that we
- 37:20leave this nomination process as wild and woolly
- 37:24as it's going to be. This is not beanbag. These
- 37:27attack ads are going to be part of life. Everybody
- 37:29just needs to get used to it. Everybody's record
- 37:31is going to be scrutinized. And at the end of
- 37:33the day, we need to unite behind the winner so
- 37:36that we can defeat Hillary Clinton, because she
- 37:38is a disaster. Our country can rise up again.
- 37:43But we need to have a compelling, conservative
- 37:45agenda that we present to the American people
- 37:48in a way that doesn't disparage people, that
- 37:51unites us around our common purpose. And so everybody
- 37:54needs to discount some of the things you're going
- 37:56to hear in these ads and discount the back and
- 37:58forth here, because every person here is better
- 38:00than Hillary Clinton. Neil, I was mentioned,
- 38:02too. Where? Yeah, I said everybody. Oh. And I
- 38:12just want to take this opportunity to say, you
- 38:14know, in a 2012 election, you know, we, and when
- 38:18I say we, Republicans tore themselves apart.
- 38:21You know, we have to stop this because, you know,
- 38:24if we manage to damage ourselves and we lose
- 38:28the next election and a progressive gets in there
- 38:30and they get two or three Supreme Court picks,
- 38:32this nation is over as we know it. And we've
- 38:35got to look at the big picture here. Hillary
- 38:44Clinton is getting some serious competition from
- 38:47Senator Bernie Sanders. He's now at 41 percent
- 38:50in the latest CBS New York Times poll. Vice President
- 38:54Biden sang his praises, saying, Bernie is speaking
- 38:57to a yearning that is deep and real, and he has
- 39:00credibility on it. So what does it say about
- 39:04our country that a candidate who is a self -avowed
- 39:07socialist and who doesn't think a 90 percent
- 39:10tax rate is too high— could be the Democratic
- 39:13nominee. Well, if that's the case, we're going
- 39:16to win every state if Bernie Sanders is the nominee.
- 39:19That's not even an issue. But look, and I know
- 39:24Bernie, and I can promise you he's not going
- 39:26to be president of the United States. So here's
- 39:28the situation, I think, Maria. And this is what
- 39:31we have to, I've got to tell you, when wages
- 39:34don't rise, and they haven't for a lot of families
- 39:37for a number of years, it's very, very difficult
- 39:39for them. Part of the reason why it hasn't risen
- 39:41is because... Sometimes we're not giving people
- 39:44the skills they need. Sometimes it's because
- 39:47the Federal Reserve kept interest rates so low
- 39:49that the wealthy were able to invest in strong
- 39:52assets like the stock market when everybody else
- 39:54was left behind. People are upset about it. I'll
- 39:57tell you what else they're upset about. You're
- 39:5850, you're 51 years old, and some kid walks in
- 40:02and tells you you're out of work. And you don't
- 40:04know where to go and where to turn. Do we have
- 40:06an answer for that? We do. There are ways to
- 40:08retrain the 50 and 51 -year -olds because they've
- 40:11got great value. I'll tell you what else people
- 40:14are concerned about. Their kids come out of college,
- 40:16they have high debt, and they can't get a good
- 40:18job. We've got to do a lot about the high cost
- 40:21of higher education, but we've got to make sure
- 40:23we're training people for jobs that exist that
- 40:26are good jobs that can pay. Let me tell you that
- 40:29in this country, in this country, people are
- 40:31concerned about their economic future. They're
- 40:35very concerned about it. And they wonder whether
- 40:37somebody is getting something to keeping them
- 40:40from getting it. That's not the America that
- 40:42I've ever known. My father used to say, Johnny,
- 40:45we don't hate the rich. We just want to be the
- 40:47rich. And we just got to make sure that every
- 40:49American has the tools in K through 12 and in
- 40:52vocational education and higher education. And
- 40:55we got to fight like crazy so people can think
- 40:58the American dream still exists because it does
- 41:00with rising wages, with full employment and with
- 41:05everybody in America. And I mean everybody in
- 41:07America. having an opportunity to realize the
- 41:11American dream of having a better life than their
- 41:13mother and their father. I'm president. Look,
- 41:16I've done it once. I've done it once in Washington
- 41:18with great jobs and lower taxes. The economy
- 41:21was really booming. And now in Ohio with the
- 41:25same formula, wages higher than the national
- 41:27average, a growth of 385 ,000 jobs. It's not
- 41:31that hard. Just know where you want to go. Stick
- 41:34to your guts. Get it done, because our children
- 41:36and grandchildren are counting on us to get it
- 41:39done. And, folks, we will. You count on it. Dr.
- 41:43Carson, one of the other candidates on this stage
- 41:46has brought up Bill Clinton's past indiscretions.
- 41:50Is that a legitimate topic in this election?
- 41:54And what do you think of the notion that Hillary
- 41:57Clinton is an enabler of sexual misconduct? Well,
- 42:03there's no question that we should be able to
- 42:05look at any past president, whether they're married
- 42:08to somebody who's running for president or not,
- 42:11in terms of their past behavior and what it means.
- 42:14But here's the real issue. Is this America anymore?
- 42:20Do we still have standards? Do we still have
- 42:23values and principles? You look at what's going
- 42:26on. You see all the divisiveness and the hatred
- 42:30that goes on in our society. You know, we have
- 42:33a war on virtually everything, race wars, gender
- 42:36wars, income wars, religious wars, age wars.
- 42:40Every war you can imagine, we have people at
- 42:43each other's throats. And our strength is actually
- 42:46in our unity. You know, you go to the Internet,
- 42:49you start reading an article, and you go to the
- 42:52comments section, you cannot go five comments
- 42:54down before people are calling each other all
- 42:57manner of names. Where did that spirit come from
- 43:00in America? It did not come from our Judeo -Christian
- 43:03roots, I can tell you that. And wherever it came
- 43:06from, we need to start once again recognizing
- 43:14that there is such a thing as right and wrong.
- 43:17And let's not let the secular progressives drive
- 43:21that out of us. The majority of people in America
- 43:23actually have values and principles, and they
- 43:26believe in the very things that made America
- 43:28great. They've been beaten into submission. It's
- 43:31time for us to stand up for what we believe in.
- 43:52We will be streaming live and talking about how
- 43:59we think the debate is going so far. We're back
- 44:03in a moment. I'm Charles South Carolina. presidential
- 44:39debate right here in North Charleston. Let's
- 44:42get right back to the questions. Governor Bush,
- 44:45gun rights, one of the top issues seen on Facebook,
- 44:48with close to 3 million people talking about
- 44:51it in the past month. Right here in Charleston,
- 44:54Dylann Roof, who's been accused of killing nine
- 44:57people in a nearby church, reportedly had not
- 45:00passed his background check when he got his gun.
- 45:04What is the harm in tightening standards for
- 45:07not only who buys guns, but those who sell them.
- 45:10First of all, I'd like to recognize Governor
- 45:13Haley for her incredible leadership in the aftermath
- 45:16of the Emanuel AME church killings. I also want
- 45:26to recognize the people in that church that showed
- 45:29the grace of God and the grace of forgiveness
- 45:32and the mercy that they showed. I don't know
- 45:35if any of us could have done what they did one
- 45:38after another within 48 hours of that tragedy
- 45:41taking place. Look, here's the deal. In this
- 45:43particular case, the FBI made a mistake. The
- 45:47law itself requires a background check, but they
- 45:50didn't fulfill their part of the bargain within
- 45:52the time that they were supposed to do. We don't
- 45:55need to add new rules. We need to make sure the
- 45:57FBI does its job, because that person should
- 46:00not have gotten a gun. It would not have passed
- 46:03the background check. The first impulse of Barack
- 46:05Obama and Hillary Clinton is to take rights away
- 46:08from law -abiding citizens. That's always what
- 46:12they do, whether it's the San Bernardino terrorist
- 46:14attack or if it's these tragedies that take place.
- 46:16I think we ought to focus on what the bigger
- 46:18issue is. It isn't law -abiding gun owners. Look,
- 46:22I have an A -plus rating in the NRA, and we also
- 46:24have a reduction in gun violence because in Florida,
- 46:27if you commit a crime with a gun, you're going
- 46:29away. You're going away for a long, long while.
- 46:31And that's what we should focus on is the violence
- 46:34in our communities. Target the efforts for people
- 46:36that are committing crimes with guns. And if
- 46:39you do that and get it right, you're going to
- 46:40be much better off than creating a political
- 46:42argument where there's a big divide. The other
- 46:46issue is mental health. That's a serious issue
- 46:48that we could work on. Republicans and Democrats
- 46:51alike believe this. The president's first impulse
- 46:54is to do this by executive order, power he doesn't
- 46:56have. Why not go to Congress? in a bipartisan
- 46:59way begin to deal with the process of mental
- 47:02health issues so that people that are spiraling
- 47:04out of control because of mental health challenges
- 47:06don't have access to guns. Thank you, sir. Mr.
- 47:12Trump, are there any circumstances that you think
- 47:16we should be limiting gun sales of any kind in
- 47:19America? No. I am a Second Amendment person.
- 47:23If we had guns in California on the other side,
- 47:27where the bullets went in the different direction,
- 47:29you wouldn't have 14 or 15 people dead right
- 47:32now. Even in Paris, if they had guns on the other
- 47:36side going in the opposite direction, you wouldn't
- 47:39have 130 people plus dead. So the answer is no.
- 47:42And what Jeb said is absolutely correct. We have
- 47:45a huge mental health problem. problem in this
- 47:48country. We're closing hospitals. We're closing
- 47:50wards. We're closing so many because the states
- 47:53want to save money. We have to get back into
- 47:55looking at what's causing. You know, the guns
- 47:58don't pull the trigger. It's the people that
- 47:59pull the trigger. And we have to find out what
- 48:02is going on. We have to protect. Our Second Amendment.
- 48:06And you cannot do this, and certainly what Barack
- 48:09Obama was doing with the executive order. He
- 48:12doesn't want to get people together, you know,
- 48:13the old -fashioned way where you get Congress.
- 48:15You get the Congress, you get the Senate, you
- 48:18get together, you do legislation. He just writes
- 48:21out an order, executive order. Not supposed to
- 48:23happen that way. Thank you, sir. Senator Rubio,
- 48:29you said that President Obama wants to take people's
- 48:31guns away, yet under his presidency, gun sales...
- 48:35have more than double. That doesn't sound like
- 48:37a White House unfriendly to gun owners. That
- 48:40sounds like people afraid the president's going
- 48:42to take their guns away. Of course. Look, the
- 48:48Second Amendment is not an option. It is not
- 48:50a suggestion. It is a constitutional right of
- 48:53every American to be able to protect themselves
- 48:55and their families. I am convinced that if this
- 48:57president could confiscate every gun in America,
- 48:59he would. I am convinced that this president,
- 49:02if he could get rid of the Second Amendment,
- 49:03he would. I am convinced because I see how he
- 49:05works with his attorney general, not to defend
- 49:07the Second Amendment, but to figure out ways
- 49:10to undermine it. I have seen him appoint people
- 49:12to our courts, not to defend the Second Amendment,
- 49:14but to figure out ways to undermine it. Here's
- 49:17my second problem. None of these instances that
- 49:19the president points to as the reason why he's
- 49:21doing these things would have been prevented.
- 49:23You know why? Because criminals don't buy their
- 49:25guns from a gun show. They don't buy their guns
- 49:28from a collector. And they don't buy their guns
- 49:30from a gun store. They steal them. They get them
- 49:32on the black market. And let me tell you, ISIS
- 49:34and terrorists do not get their guns from a gun
- 49:37show. His answer... You name it. If there is
- 49:43an act of violence in America, his immediate
- 49:44answer before he even knows the facts is gun
- 49:47control. Here's a fact. We are in a war against
- 49:49ISIS. They are trying to attack us here in America.
- 49:52They attacked us in Philadelphia last week. They
- 49:54attacked us in San Bernardino two weeks ago.
- 49:56And the last line standing between them and our
- 49:58families might be us and a gun. When I'm president
- 50:01of the United States, we are defending the Second
- 50:02Amendment, not undermining it the way Barack
- 50:04Obama does. What fact are you pointing, Senator?
- 50:11What fact can you point out that the president
- 50:13would take away everyone's gun? You don't think
- 50:17that's extreme? About every two weeks he holds
- 50:19a press conference talking about how he can't
- 50:21wait to restrict people's access to guns. Restrict
- 50:24is very different than taking away. Well, let
- 50:25me tell you this. Do you remember when he ran
- 50:27for president of the United States and he was
- 50:29a candidate and he went and said, these Americans
- 50:31with traditional values, they are bitter people
- 50:34and they cling to their guns and to their religion?
- 50:37That tells you right away where he was headed
- 50:38on all of this. This president, every chance
- 50:40he has ever gotten, has tried to undermine the
- 50:43Second Amendment. He doesn't meet. Here's the
- 50:48difference. When he meets with the Attorney General
- 50:51in the White House, it's not, how can we protect
- 50:52the Second Amendment rights of Americans? It's,
- 50:54give me options on how I can make it harder for
- 50:57law -abiding people to buy guns. That will never
- 50:59happen when I am president of the United States.
- 51:05Governor Christie, you, too, have criticized
- 51:06the president's recent executive action on gun
- 51:09control, saying it's unconstitutional, another
- 51:11step to bypass Congress. But hasn't your own
- 51:14position on guns evolved, sir? The New Jersey
- 51:16Star -Ledger reports that you've signed several
- 51:19laws to regulate the possession of firearms and
- 51:21that you argued back in August 2013, and I quote,
- 51:25these common -sense measures will strengthen
- 51:27New Jersey's already tough gun laws. So isn't
- 51:29that kind of what the president wants to do now?
- 51:32No, absolutely not. The president wants to do
- 51:35things without working with his Congress, without
- 51:37working with the legislature, without getting
- 51:39the consent of the American people. And the fact
- 51:42is that that's not a democracy. That's a dictatorship.
- 51:45And we need to be very, very concerned about
- 51:47that. See, here's the thing. I don't think the
- 51:50founders put the Second Amendment as number two
- 51:52by accident. I don't think they dropped all the
- 51:54amendments into a hat and picked them out of
- 51:56a hat. I think they made the Second Amendment
- 51:58the Second Amendment because they thought it
- 51:59was just that important. And fact is, in New
- 52:02Jersey, what we have done is to make it easier
- 52:04now to get a conceal and carry permit. We have
- 52:06made it easier to do that, not harder. And the
- 52:09way we've done it is properly through regulatory
- 52:12action, not by signing unconstitutional executive
- 52:15orders. This guy is a petulant child. That's
- 52:18what he is. I mean, you know, fact is, Neil,
- 52:22let's think about, let's think about, and I want
- 52:25to maybe, I hope the president's watching tonight,
- 52:27because here's what I'd like to tell him. Mr.
- 52:29President, we're not against you, we're against
- 52:31your policies. When you became president, you
- 52:34had a Democratic Congress and a filibuster -proof
- 52:37Democratic Senate. You had only 21 Republican
- 52:40governors in this country. And now after seven
- 52:43years of your policies, we have the biggest majority
- 52:46we've had since the 1920s in the House, a Republican
- 52:48majority in the Senate, and 31 out of 50 Republican
- 52:52governors. The American people have rejected
- 52:54your agenda, and now you're trying to go around
- 52:56it. That's not right. It's not constitutional.
- 52:59And we are going to kick your rear end out of
- 53:01the way. White House come this fall. criminals.
- 53:20You target the bad guys. You know, a minute ago,
- 53:22Neil asked, what has President Obama done to
- 53:26illustrate that he wants to go after guns? Well,
- 53:28he appointed Eric Holder as attorney general.
- 53:30Eric Holder said he viewed his mission as brainwashing
- 53:33the American people against guns. He appointed
- 53:35Sonia Sotomayor to the Supreme Court, someone
- 53:38who has been a radical against the Second Amendment
- 53:40right to keep and bear arms. He launched Fast
- 53:42and Furious, illegally selling guns to Mexican
- 53:45drug lords that were then used to shoot law enforcement
- 53:48officials. And I'll tell you what Hillary Clinton
- 53:51has said. Hillary Clinton says she agrees with
- 53:54the dissenters, the Supreme Court dissenters,
- 53:56in the Heller case. There were four dissenters,
- 53:59and they said that they believe the Second Amendment
- 54:02protects no individual right to keep and bear
- 54:04arms whatsoever. which means if their view prevailed
- 54:09and the next president's going to get one, two,
- 54:11three, maybe four Supreme Court justices, the
- 54:13court will rule that not a single person in this
- 54:15room has any right under the Second Amendment
- 54:18and the government could confiscate your guns.
- 54:20And I'll note that California's senator, Democratic
- 54:24Senator Dianne Feinstein, said if she could say
- 54:27to Mr. America and Mrs. America, give me your
- 54:30guns, I'm rounding them up, she would. And let
- 54:33me make a final point on this. Listen, in any
- 54:35Republican primary, everyone is going to say
- 54:38they support the Second Amendment. Unless you
- 54:41are clinically insane, that's what you say in
- 54:46a primary. But the voters are savvier than that.
- 54:49They recognize that people's actions don't always
- 54:51match their words. I've got a proven record fighting
- 54:54to defend the Second Amendment. There's a reason
- 54:56Gun Owners of America has endorsed me in this
- 54:59race. There's a reason the NRA gave me their
- 55:01Carter Knight Freedom Fund Award. And there's
- 55:04a reason when Barack Obama and Chuck Schumer
- 55:06came after our right to keep and bear arms that
- 55:09I led the opposition along with millions of Americans.
- 55:12We defeated that gun control legislation. And
- 55:15I would note the other individuals on this stage
- 55:17were nowhere to be found in that fight. Senator—and
- 55:25switch gears. Senator Cruz, you suggested Mr.
- 55:29Trump, quote, embodies New York values. Could
- 55:34you explain what you mean by that? You know,
- 55:36I think most people know exactly what New York
- 55:38values are. I am from New York. You're from New
- 55:42York, so you might not. But I promise you, in
- 55:45the state of South Carolina, they do. And listen,
- 55:50there are many, many wonderful, wonderful working
- 55:54men and women in the state of New York. But everyone
- 55:57understands that the values in New York City
- 56:01are socially liberal, are pro -abortion, are
- 56:04pro -gay marriage. focus around money and the
- 56:07media. And I would note, indeed, the reason I
- 56:11said that is I was asked, my friend Donald has
- 56:14taken to at his events, playing Bruce Springsteen's
- 56:17Born in the USA. And I was asked what I thought
- 56:20of that, and I said, well, if he wanted to play
- 56:22a song, maybe he could play New York, New York.
- 56:25And, you know, the concept of New York values
- 56:28is not that complicated to figure out. Not too
- 56:31many years ago, Donald did a long interview with
- 56:35Tim Russert. And in that interview, he explained
- 56:38his views on a whole host of issues that were
- 56:40very, very different from the views he's describing
- 56:43now. And his explanation, he said, look, I'm
- 56:45from New York. That's what we believe in New
- 56:48York. Those aren't Iowa values, but this is what
- 56:50we believe in New York. And so that was his explanation.
- 56:53And I guess I can frame it another way. Not a
- 56:58lot of conservatives come out of Manhattan. I'm
- 57:02just saying. conservatives actually do come out
- 57:16of Manhattan including William F Buckley and
- 57:19others just so you understand and just so if
- 57:23I could because he insulted a lot of people I've
- 57:25had more calls on that statement that Ted made
- 57:28that New York is a great place it's got great
- 57:31people it's got loving people wonderful people
- 57:33when the World Trade Center came down I saw something
- 57:38that no place on earth could have handled more
- 57:42beautifully more humanely than New York. You
- 57:44had two 110 -story buildings come crashing down.
- 57:57I saw them come down. Thousands of people killed.
- 58:00And the cleanup started the next day, and it
- 58:03was the most horrific cleanup probably in the
- 58:08history of doing this and in construction. I
- 58:10was down there. And I've never seen anything
- 58:13like it. And the people in New York fought and
- 58:16fought and fought. And we saw more death and
- 58:19even the smell of death. Nobody understood it.
- 58:22And it was with us for months, the smell, the
- 58:25air. And we rebuilt downtown Manhattan. And everybody
- 58:29in the world watched. And everybody in the world
- 58:32loved New York and loved New Yorkers. And I have
- 58:35to tell you, that was a very insulting statement
- 58:38that Ted made. For the third time in as many
- 58:46months, the Iranians have provoked us, detaining
- 58:49us, as we've been discussing with these 10 Navy
- 58:51sailors Tehran has sent straight into their waters.
- 58:54The sails were later released, but only after
- 58:56being shown on video apologizing for the incident.
- 58:59This occurring only weeks after Iran... fired
- 59:03multiple rockets within 1 ,500 yards of a U .S.
- 59:06aircraft carrier, and then continued to test
- 59:09medium -range missiles. Now, you've claimed that
- 59:12such actions indicate Tehran has little to fear
- 59:15from a President Obama. I wonder, sir, what would
- 59:19change if they continued doing this sort of thing
- 59:22under President Jeb Bush? Well, first of all,
- 59:24under President Jeb Bush, we would restore the
- 59:27strength of the military. Last week— Secretary
- 59:31Carter announced that the Navy is going to be
- 59:33cut again. It's now half the size of what it
- 59:35was prior to Operation Desert Storm. The deployments
- 59:40are too high for the military personnel. We don't
- 59:42have procurement being done for refreshing the
- 59:45equipment. The B -52 is still operational as
- 59:48the long -range bomber. It was inaugurated in
- 59:50the age of Harry Truman. The planes are older
- 59:53than the pilots. We're gutting our military,
- 59:56and so the Iranians and the Chinese and the Russians
- 59:59and many other countries look at the United States
- 1:00:00not as seriously as we once were. We have to
- 1:00:03eliminate the sequester, rebuild our military
- 1:00:05in a way that makes it clear that we're back
- 1:00:08in the game. Secondly, as it relates to Iran,
- 1:00:11we need to confront their ambitions across the
- 1:00:13board. We should reimpose sanctions. They've
- 1:00:15already violated sanctions after this agreement
- 1:00:17was signed by testing medium -range missiles.
- 1:00:22Thirdly, we need to move our embassy from Tel
- 1:00:25Aviv to Jerusalem to send a serious signal that
- 1:00:27we're back in the game with Israel and sign an
- 1:00:32agreement that makes sure that the world knows
- 1:00:34that they will have technological superiority.
- 1:00:37We need to get back in the game as it relates
- 1:00:39to our Arab nations. The rest of the world is
- 1:00:42moving away from us towards other alliances because
- 1:00:45we are weak. This president and John Kerry and
- 1:00:48Hillary Clinton all have made it harder for the
- 1:00:50next president to act, but he must act to confront
- 1:00:52the ambitions of Iran. We can get back in the
- 1:00:55game to restore order and security for our own
- 1:00:58country. Thank you, Governor. Governor Kasich,
- 1:01:02while everyone has been focusing on Iran's provocations,
- 1:01:06I'm wondering what you make of what Saudi Arabia
- 1:01:09has been doing and its recent moves in the region,
- 1:01:12including its execution of a well -known Shiite
- 1:01:15cleric and its move. to dramatically increase
- 1:01:17oil production. Some say in an effort to drive
- 1:01:19down oil prices and force a lot of U .S. oil
- 1:01:22producers out of business. Sure enough, oil prices
- 1:01:26have tumbled. One brokerage house now is predicting
- 1:01:28a third or more of American oil producers and
- 1:01:31those heavily invested in fracking will go bankrupt.
- 1:01:35And soon, Saudi Arabia and OPEC will be back
- 1:01:37in the driver's seat. U .S. energy player Harold
- 1:01:41Hamm recently told me, with friends like these,
- 1:01:44who needs enemies? Well, let me first of all
- 1:01:47talk a little bit about my experience. I served
- 1:01:50on the Defense Committee for 18 years. And by
- 1:01:52the way, one of the members of that committee
- 1:01:54was Senator Strom Thurmond from South Carolina.
- 1:01:57Let me also tell you that after the 9 -11 attacks,
- 1:02:01Secretary Rumsfeld invited me to the Pentagon
- 1:02:04with a meeting of the former secretaries of defense.
- 1:02:07And in that meeting, I suggested we had a problem
- 1:02:09with technology. and that I wanted to take people
- 1:02:12from Silicon Valley into the Pentagon to solve
- 1:02:15our most significant problems. So I not only
- 1:02:18had the opportunity to go through the Cold War,
- 1:02:20struggles in Central America, and even after
- 1:02:249 -11 to be involved. With Saudi Arabia and oil
- 1:02:27production, first of all, it's so critical for
- 1:02:31us to be energy independent, and we're getting
- 1:02:32there because of fracking. And we ought to explore,
- 1:02:35because, see, energy independence gives us leverage
- 1:02:37and flexibility. And secondly, if you want to
- 1:02:40bring jobs back to the United States of America
- 1:02:43and industry, low prices make the difference.
- 1:02:46We're seeing it in my state, and we'll see it
- 1:02:47in this country. And that's why we must make
- 1:02:50sure that we continue to frack. In terms of Saudi
- 1:02:53Arabia, look, my biggest problem with them is
- 1:02:55they're funding radical clerics. through their
- 1:02:58madrasas. That is a bad deal and an evil situation,
- 1:03:02and presidents have looked the other way. And
- 1:03:04I was going to tell you, whether I'm president
- 1:03:05or not, we better make it clear to the Saudis
- 1:03:08that we're going to support you, we're in relation
- 1:03:11with you, just like we were in the first Gulf
- 1:03:13War, but you've got to knock off the funding
- 1:03:15and teaching of radical clerics, who are the
- 1:03:18very people who try to destroy us and will turn
- 1:03:20around and destroy them. So look, in foreign
- 1:03:24policy, in foreign policy... It's strength, but
- 1:03:28you got to be cool. You got to have a clear vision
- 1:03:31of where you want to go. And I'm going to tell
- 1:03:33you that I'm going to suggest to you here tonight
- 1:03:35that you can't do on the job training. I've seen
- 1:03:39so much of it. A Soviet Union, the coming down
- 1:03:42of the wall, the issues that we saw around the
- 1:03:45world in Central America, the potential spread
- 1:03:47of communism and 9 -11 and the Gulf War. You
- 1:03:51see what the Saudis deliver them a strong message.
- 1:03:54But at the end of the day, we have to keep our
- 1:03:56cool because most of the time, they're going
- 1:03:58right with us, and they must be part of our coalition
- 1:04:01to destroy ISIS. And I believe we can get that
- 1:04:04done. Thank you. Thank you, Governor. There's
- 1:04:08much more ahead, including the fight against
- 1:04:10ISIS. More from North Charleston, South Carolina,
- 1:04:13when we come right back. Back to the questions.
- 1:04:39Candidates, the man who made fighting ISIS the
- 1:04:41cornerstone of his campaign. South Carolina Senator
- 1:04:45Lindsey Graham is out of the race, but he joins
- 1:04:47us tonight in the audience. He says the airstrikes
- 1:04:55now in their 16th month have been ineffective.
- 1:04:59Dr. Carson. Wait a minute. Who in their 16th
- 1:05:02month? The airstrikes. Oh, okay. Now in their
- 1:05:0616th month are ineffective. Dr. Carson, do you
- 1:05:10think Senator Graham is right in wanting to send
- 1:05:1320 ,000 troops? ground troops to Iraq and Syria
- 1:05:17to take out ISIS? Well, there's no question that
- 1:05:20ISIS is a very serious problem, and I don't believe
- 1:05:24that this administration recognizes how serious
- 1:05:26it is. I think we need to do a lot more than
- 1:05:30we're doing. We recognize that the caliphate
- 1:05:33is what gives them the legitimacy. to go out
- 1:05:36on a jihadist mission. So we need to take that
- 1:05:39away from them. The way to take that away from
- 1:05:41them is to talk to our military officials and
- 1:05:45ask them, what do you need in order to accomplish
- 1:05:48this goal? Our decision is then, do we give them
- 1:05:51what they need? I say, yes, not only do we give
- 1:05:54them what they need, but we don't tie their hands
- 1:05:56behind their back so that they can go ahead and
- 1:05:58get the job done. In addition to that, in addition
- 1:06:02to that, we go ahead and we take the oil from
- 1:06:06them, their source of revenue. You know, some
- 1:06:09of these engagement rules that the administration
- 1:06:12has, we're not going to bomb a tanker that's
- 1:06:16coming out of there because there might be a
- 1:06:18person in it. Give me a break. Just tell them
- 1:06:21that you put people in there, we're going to
- 1:06:22bomb them. So don't put people in there if you
- 1:06:24don't want them bombed. You know, that's so simple.
- 1:06:27And then we need to shut down their mechanisms
- 1:06:31of funding. and attack their command and control
- 1:06:34centers. Why should we let their people be sitting
- 1:06:37there smoking their cigars, sitting in their
- 1:06:39comfortable chairs in Raqqa? We know to go ahead
- 1:06:42and shut off the supply routes and send in our
- 1:06:45special ops at 2 a .m. and attack them everywhere
- 1:06:48they go. They should be running all the time.
- 1:06:51Then they won't have time to plan attacks against
- 1:06:53us. Thank you, sir. It's also said that the U
- 1:07:00.S. will find Arab support for its coalition.
- 1:07:03If it removes Syrian President Bashar al -Assad,
- 1:07:07and I quote, the now king of Saudi Arabia told
- 1:07:10us, you can have our army. You just got to deal
- 1:07:14with Assad. The emir of Qatar said, I'll pay
- 1:07:17for the operation. But they are not going to
- 1:07:20fight ISIS and let Damascus fall into the hands
- 1:07:23of the Iranians. Assad has to go. Governor Christie,
- 1:07:27how important is it to remove Assad from power,
- 1:07:30and how would you do it? Amri, you look at what
- 1:07:32this president and his Secretary of State, Secretary
- 1:07:35of State Clinton, has done to get us in this
- 1:07:36spot. I mean, think about it. This is the president
- 1:07:38who said, along with his Secretary of State,
- 1:07:40drew a red line in Syria, said if Assad uses
- 1:07:43chemical weapons against his people, then we're
- 1:07:45going to attack. He used chemical weapons. He's
- 1:07:48killed now over a quarter of a million of his
- 1:07:49own people. And this president has done nothing.
- 1:07:52In fact, he's done worse than nothing. This president,
- 1:07:55and by the way, Secretary Clinton, who called
- 1:07:57Assad a reformer. She called Assad a reformer.
- 1:08:01Now, the fact is what this president has done
- 1:08:04is invited Russia to play an even bigger role,
- 1:08:06bringing Vladimir Putin to negotiate getting
- 1:08:08those chemical weapons back from Assad. Yet what
- 1:08:11do we have today? We have the Russians and the
- 1:08:13Iranians working together not to fight ISIS,
- 1:08:16but to prop up Assad. The fact of the matter
- 1:08:19is we're not going to have peace. We are not
- 1:08:21going to have peace in Syria. We're not going
- 1:08:23to be able to rebuild it unless we put a no -fly
- 1:08:25zone there, make it safe for those folks, so
- 1:08:27we don't have to be talking about Syrian refugees
- 1:08:28anymore. The Syrians should stay in Syria. They
- 1:08:31shouldn't be going to Europe. And here's the
- 1:08:32last piece. You're not going to have peace in
- 1:08:35Syria with Assad in charge. You're simply not.
- 1:08:39And so Senator Graham is right about this. And
- 1:08:41if we want to try to rebuild the coalitions,
- 1:08:43as Governor Kasich was saying before, then what
- 1:08:46we better do... is to get to the Arab countries
- 1:08:49that believe that ISIS is a threat not only to
- 1:08:52them, but to us and to world peace, and bring
- 1:08:54them together. And believe me, Assad is not worth
- 1:08:57it. And if you're going to leave this to Hillary
- 1:08:59Clinton, the person who gave us this foreign
- 1:09:02policy, the architect of it, and you're going
- 1:09:04to give her another four years, that's why I'm
- 1:09:06speaking out as strongly as I am about that.
- 1:09:08Hillary Clinton cannot be president. It will
- 1:09:10lead to even greater war in this world. And remember
- 1:09:13this, after Hillary Clinton and Barack Obama
- 1:09:15have had nearly eight years, We have fewer democracies
- 1:09:18in the world than we had when they started. That
- 1:09:20makes the world less peaceful, less safe. In
- 1:09:23my administration, we will help to make sure
- 1:09:25that we bring people together in the Middle East,
- 1:09:27and we will fight ISIS and defeat them. Thank
- 1:09:30you, sir. Mr. Trump, your comments about banning
- 1:09:36Muslims from entering the country created a firestorm.
- 1:09:40According to Facebook, it was the most talked
- 1:09:42-about moment online of your entire campaign.
- 1:09:46With more than 10 million people talking about
- 1:09:48the issue, is there anything you've heard that
- 1:09:51makes you want to rethink this position? No.
- 1:09:56No. Look, we have to stop with political correctness.
- 1:10:05We have to get down to creating a country that's
- 1:10:08not going to have the kind of problems that we've
- 1:10:12had with people flying planes into the World
- 1:10:15Trade Centers, with the... with the shootings
- 1:10:17in california with all the problems all over
- 1:10:20the world i just left indonesia bomb bomb bomb
- 1:10:23bomb we have to find out what's going on i said
- 1:10:27temporarily i didn't say permanently i said temporarily
- 1:10:30and i have many great muslim friends and some
- 1:10:33of them i will say not all have called me and
- 1:10:36said, Donald, thank you very much. You're exposing
- 1:10:38an unbelievable problem, and we have to get to
- 1:10:42the bottom of it. And unlike President Obama,
- 1:10:44where he refuses even to use the term of what's
- 1:10:48going on, he can't use the term for whatever
- 1:10:51reason. And if you can't use the term, you're
- 1:10:53never going to solve the problem. My Muslim friends,
- 1:10:56some, said... Thank you very much. We'll get
- 1:11:00to the bottom of it. But we have a serious problem,
- 1:11:03and we can't be the stupid country anymore. We're
- 1:11:08laughed at all over the world. Donald, I hope
- 1:11:13you reconsider this, because this policy is a
- 1:11:16policy that makes it impossible to build the
- 1:11:19coalition necessary to take out ISIS. The Kurds
- 1:11:23are our strongest allies. They're Muslim. You're
- 1:11:26not going to even allow them to come? to our
- 1:11:28country. The other Arab countries have a role
- 1:11:31to play in this. We cannot be the world's policeman.
- 1:11:33We can't do this unilaterally. We have to do
- 1:11:35this in unison with the Arab world. And sending
- 1:11:38that signal makes it impossible for us to be
- 1:11:41serious about taking out ISIS and restoring democracy
- 1:11:45in Syria. So I hope you'll reconsider. I hope
- 1:11:48you'll reconsider. The better way of dealing
- 1:11:50with this is recognizing that there are people,
- 1:11:54you know, the Islamic terrorists inside embedded
- 1:11:57in refugee populations. What we ought to do is
- 1:12:00tighten up our efforts to deal with the entry
- 1:12:02visa program so that a citizen from Europe, it's
- 1:12:05harder if they've been traveling to Syria or
- 1:12:07traveling these other places where there is Islamic
- 1:12:09terrorism, make it harder, make the screening
- 1:12:11take place. We don't have to have refugees come
- 1:12:14to our country, but all... Muslims? Seriously?
- 1:12:17What kind of signal does that send to the rest
- 1:12:19of the world that the United States is a serious
- 1:12:21player in creating peace and security? You said
- 1:12:23that he made those comments and they represented
- 1:12:25him being unhinged, yet after he made them...
- 1:12:28Yeah, they are unhinged. Well, after he made
- 1:12:30them, his poll numbers went up eight points in
- 1:12:34South Carolina. Now, now, now, wait. Eleven points
- 1:12:36to be exact. Are you saying that all those people
- 1:12:40who agree with Mr. Trump... No, not at all. Absolutely
- 1:12:47not. I can see why people are angry and scared
- 1:12:50because this president has created a condition
- 1:12:52where our national security has weakened dramatically.
- 1:12:55I totally get that. But we're running for presidency
- 1:12:58of the United States here. This isn't... This
- 1:13:01isn't, you know, a different kind of job. You
- 1:13:03have to lead. You cannot make rash statements
- 1:13:05and expect the rest of the world to respond as
- 1:13:09though, well, it's just politics. Every time
- 1:13:11we send signals like this, we send a signal of
- 1:13:14weakness, not strength. And so it was an unhinged
- 1:13:17statement, which is why I'm asking him to consider
- 1:13:19changing his views. I want security for this
- 1:13:25country, okay? I want security. I'm tired of
- 1:13:29seeing what's going on between the border where
- 1:13:32the people flow over, people come in, they live,
- 1:13:35they shoot. I want security for this country.
- 1:13:38We have a serious problem with, as you know,
- 1:13:42with radical Islam. We have a tremendous problem.
- 1:13:45It's not only a problem here, it's a problem
- 1:13:48all over the world. I want to find out why those
- 1:13:50two young people, those two horrible young people
- 1:13:54in California when they shot... The 14 people
- 1:13:56killed them. People they knew. People that held
- 1:13:59a wedding reception for them. I want to find
- 1:14:02out. Many people saw pipe bombs and all sorts
- 1:14:05of things all over their apartment. Why were
- 1:14:08they vigilant? Why didn't they call? Why didn't
- 1:14:12they call the police? And by the way, the police
- 1:14:14are the most mistreated people in this country.
- 1:14:18I will tell you that. The most mistreated people.
- 1:14:22We need, wait a minute, we need... Vigilance.
- 1:14:26We have to find out. Many people knew about what
- 1:14:29was going on. Why didn't they turn those two
- 1:14:31people in so that you wouldn't have had all the
- 1:14:34death? There's something going on, and it's bad.
- 1:14:37And I'm saying we have to get to the bottom of
- 1:14:40it. That's all I'm saying. We need security.
- 1:14:43We want to hear from all of you on this. According
- 1:14:45to Pew Research, the U .S. admits more than 100
- 1:14:48,000 Muslim immigrants every single year on a
- 1:14:51permanent lifetime basis. I want to ask the rest
- 1:14:55of you to comment on this. Do you agree that
- 1:14:57we should pause Muslim immigration until we get
- 1:15:00a better handle on our homeland security situation?
- 1:15:03As Mr. Trump has said, beginning with you, Governor
- 1:15:05Kasich. I've been for pausing on admitting the
- 1:15:09Syrian refugees. And the reason why I've done
- 1:15:12is I don't believe we have a good process of
- 1:15:15being able to vet them. But, you know, we don't
- 1:15:17want to put everybody in the same category. And,
- 1:15:20you know, I'll go back to something that had
- 1:15:22been mentioned just a few minutes ago. If we're
- 1:15:24going to have a coalition, we're going to have
- 1:15:26to have a coalition not just of people in the
- 1:15:29western part of the world, our European allies,
- 1:15:32but we need the Saudis, we need the Egyptians,
- 1:15:35we need the Jordanians, we need the Gulf states.
- 1:15:38We need Jordan. We need all of them to be part
- 1:15:41of exactly what the first George Bush put together
- 1:15:43in the first Gulf War. It was a coalition made
- 1:15:46up of Arabs and Americans and Westerners, and
- 1:15:50we're going to need it again. And if we try to
- 1:15:52put everybody in the same, call everybody the
- 1:15:55same thing, we can't do it. And that's just not
- 1:15:58acceptable. But I think a pause on Syrian refugees
- 1:16:00has been exactly right for all the governors
- 1:16:03that have called for it. and also, of course,
- 1:16:05for me, as the governor of Ohio. Thank you, sir.
- 1:16:07We want to hear from the rest of you. Governor
- 1:16:09Christie, your take. Maria, listen, I said right
- 1:16:13from the beginning that we should take no Syrian
- 1:16:15refugees of any kind. And the reason I said that
- 1:16:18is because the FBI director told the American
- 1:16:21people, told Congress, that he could not guarantee
- 1:16:24he could vet them and it would be safe. That's
- 1:16:26the end of the conversation. I can tell you,
- 1:16:28after spending seven years as a former federal
- 1:16:31prosecutor, right after 9 -11, dealing with this
- 1:16:35issue. Here's the way you need to deal with it.
- 1:16:37You can't just ban all Muslims. You have to ban
- 1:16:40radical Islamic jihadists. You have to ban the
- 1:16:43people who are trying to hurt us. And the only
- 1:16:45way to figure that out is to go back to getting
- 1:16:48the intelligence community the funding and the
- 1:16:50tools that it needs to be able to keep America
- 1:16:53safe. And this summer, we didn't do that. We
- 1:16:55took it away from the NSA. It was a bad decision
- 1:16:58by the president, bad by those in the Senate
- 1:17:00who voted for it. And if I'm president, we'll
- 1:17:02make our intelligence community strong, and we
- 1:17:04won't have to keep everybody out. We're just
- 1:17:05going to keep the bad folks out and make sure
- 1:17:07they don't harm us. Thank you, sir. Senator Rubio,
- 1:17:08where do you stand? Well, first of all, let's
- 1:17:10understand why we're even having this debate
- 1:17:12and why, you know, Donald's topped in some of
- 1:17:13that anger that's out there about this whole
- 1:17:15issue. consistently underestimated the threat
- 1:17:19of ISIS. If you listen to the State of the Union
- 1:17:20the other night, he described them as a bunch
- 1:17:23of guys with long beards on the back of a pickup
- 1:17:24truck. They are much more than that. This is
- 1:17:27a group of people that enslaves women and sells
- 1:17:29them, sells them as brides. This is a group of
- 1:17:32people that burns people in cages, that is conducting
- 1:17:35genocide against Christians and Yazidis and others
- 1:17:37in the region. This is not some small -scale
- 1:17:39group. They are radicalizing people here in the
- 1:17:42United States. They're conducting attacks around
- 1:17:44the world. So you know what needs to happen?
- 1:17:46It's a very simple equation, and it's going to
- 1:17:47happen when I'm president. If we do not know
- 1:17:50who you are, and we do not know why you are coming,
- 1:17:52when I am president, you are not getting into
- 1:17:54the United States of America. Senator Cruz. You
- 1:18:05know, I understand why Donald made the comments
- 1:18:07he did, and I understand why Americans are feeling
- 1:18:10frustrated and scared and angry when we have
- 1:18:12a president who refuses to acknowledge the threat
- 1:18:15we face, and even worse, who acts as an apologist
- 1:18:18for radical Islamic terrorism. But I think what
- 1:18:21we need is a commander -in -chief who is focused
- 1:18:23like a laser on keeping this country safe and
- 1:18:26on defeating radical Islamic terrorism. What
- 1:18:28should we do? First, we should pass the Expatriate
- 1:18:31Terrorist Act, legislation I've introduced that
- 1:18:34says if an American goes and joins ISIS and wages
- 1:18:37jihad against America, that you forfeit your
- 1:18:40citizenship and you cannot come in on a passport.
- 1:18:42And secondly, we should pass the legislation
- 1:18:47that I've introduced that suspends all refugees
- 1:18:51from nations that ISIS or Al -Qaeda control significant
- 1:18:55territory. Just last week, we saw two Iraqi refugees
- 1:18:58vetted using the same process the president says
- 1:19:02will work that were arrested for being alleged
- 1:19:05ISIS terrorists. If I am elected president, we
- 1:19:07will not let in refugees from countries controlled
- 1:19:10by ISIS or Al -Qaeda. And when it comes to ISIS,
- 1:19:14We will not weaken them. We will not degrade
- 1:19:16them. We will utterly and completely destroy
- 1:19:19ISIS. Dr. Carson, where do you stand? Do you
- 1:19:22agree with Mr. Trump? Well, first of all, I recognize
- 1:19:27it is a substantial problem. But like all of
- 1:19:31our problems, there isn't a single one that cannot
- 1:19:33be solved with common sense if you remove the
- 1:19:37ego and the politics. And clearly what we need
- 1:19:40to do is get a group of experts together. including
- 1:19:44people from other countries, some of our friends
- 1:19:46from Israel, who've had experience screening
- 1:19:48these people and come up with some new guidelines
- 1:19:51for immigration and for visas for people who
- 1:19:55are coming into this country. That's the thing
- 1:19:56that obviously makes sense. We can do that. And
- 1:19:59as far as the Assyrians are concerned, Alsaka
- 1:20:02province, perfect place. They have infrastructure.
- 1:20:06All we need to do is protect them. They'll be
- 1:20:08in their own country. And that's what they told
- 1:20:10me when I was in Jordan in November. Let's listen
- 1:20:13to them, and let's not listen to our politicians.
- 1:20:16So it should be clear that both of you do not
- 1:20:17agree with Mr. Johnson. So are we going to ban
- 1:20:20Muslims from India, from Indonesia? from countries
- 1:20:23that are strong allies that we need to build
- 1:20:25better relationships with? Of course not. What
- 1:20:27we need to do is destroy ISIS. I laid out a plan
- 1:20:30at the Citadel to do just that. And it starts
- 1:20:33with creating a no -fly zone and safe zones to
- 1:20:35make sure refugees are there. We need to lead
- 1:20:37a force. a Sunni -led force inside of Syria.
- 1:20:41We need to embed with the Iraqi military. We
- 1:20:43need to arm the Kurds directly. We need to reestablish
- 1:20:46the relationships with the Sunnis. And we need
- 1:20:47the lawyers off the back of the war fighters.
- 1:20:49That's how you solve the problem. You don't solve
- 1:20:52it by big talk where you're banning all Muslims
- 1:20:54and making it harder for us to build the kind
- 1:20:56of coalition for us to be successful. Thank you,
- 1:20:58Governor. Mr. Trump, sometimes, maybe in the
- 1:21:02heat of a campaign, you say things and you have
- 1:21:05to dial them back. Last week, the New York Times
- 1:21:07editorial board quoted you as saying that you
- 1:21:09would impose up to a 45 % tariff on Chinese goods.
- 1:21:13That's wrong. They were wrong. It's the New York
- 1:21:15Times. They're always wrong. They were wrong.
- 1:21:19You never said it because they provided a transcript
- 1:21:22of your remarks. They were asking me what to
- 1:21:25do about North Korea. China... They don't like
- 1:21:28to tell us, but they have total control, just
- 1:21:30about, of North Korea. They can solve the problem
- 1:21:34of North Korea if they wanted to. But they taunt
- 1:21:36us. They say, well, we don't really have control.
- 1:21:38Without China, North Korea doesn't even eat.
- 1:21:42China is ripping us on trade. They're devaluing
- 1:21:45their currency, and they're killing our companies.
- 1:21:48thousands and thousands you look at the number
- 1:21:51of companies and the number in terms of manufacturing
- 1:21:54and plants that we've lost 50 000 because of
- 1:21:58china so now we've lost anywhere between four
- 1:22:03and seven million jobs because of china what
- 1:22:07i said this We have very unfair trade with China.
- 1:22:11We're going to have a trade deficit of $505 billion
- 1:22:15this year with China. A lot of that is because
- 1:22:17they devalue their currency. What I said to the
- 1:22:20New York Times is that we have great power, economic
- 1:22:23power over China. And if we wanted to use that,
- 1:22:26and the amount, and where the 45 % comes in,
- 1:22:29that would be the amount based on their devaluations
- 1:22:33that we should get. That we should get. What
- 1:22:37I'm saying is this. I'm not saying we do it.
- 1:22:39But if they don't start treating us fairly and
- 1:22:42stop devaluing and let their currency rise so
- 1:22:45that our companies can compete and we don't lose
- 1:22:48all of these millions of jobs that we're losing,
- 1:22:50I would certainly start taxing goods that come
- 1:22:53in from China. Who the hell has to lose $505
- 1:22:57billion a year? I'm sorry, sir. You lost. But
- 1:23:00I do want to understand that. It's not that complicated,
- 1:23:03actually. Then I apologize. want to understand
- 1:23:05if you don't want a 45 % tariff you say that
- 1:23:09wasn't the figure would you be open or are you
- 1:23:11open to slapping a higher tariff on Chinese goods
- 1:23:15of any sort to go back at them. Okay, just so
- 1:23:18you understand, I know so much about trade with
- 1:23:20China. Carl Icahn today, as you know, endorsed
- 1:23:22me. Many businessmen want to endorse me. I know,
- 1:23:24but that's my question. Carl said, no, no, but
- 1:23:25he's somebody that, these are the kind of people
- 1:23:27that we should use to negotiate. Not the kind
- 1:23:30of people that we have who are political hacks,
- 1:23:32who don't know what they're doing, and we have
- 1:23:34problems like this. These are the kind of people.
- 1:23:36We should use our best and our finest. All right,
- 1:23:39on that tariff, yes or no? No, here's what I'm
- 1:23:41saying. China... They send their goods in. We
- 1:23:45don't tax. They do whatever they want to do.
- 1:23:46They do whatever they do. Okay. When we do business
- 1:23:49with China, they tax us. You don't know it. They
- 1:23:52tax us. I have many friends that deal with China.
- 1:23:55They can't deal. Number one, they don't want
- 1:23:57the product. And when they finally get the product,
- 1:23:59it is taxed. And if you look at what happened
- 1:24:01with Boeing, and if you look at what happened
- 1:24:03with so many companies that deal. So, we don't
- 1:24:05have an equal playing field. I'm saying, absolutely,
- 1:24:09we don't have to continue to lose $505 billion
- 1:24:13as a trade deficit for the privilege of dealing
- 1:24:16with China. I'm a free trader. I believe it.
- 1:24:18But we have to be smart. And we have to use smart
- 1:24:21people to negotiate. I have the largest bank
- 1:24:24in the world as a tenant of mine. I sell tens
- 1:24:26of millions of dollars. I love China. I love
- 1:24:29the Chinese people. But they laugh themselves.
- 1:24:32They can't believe how stupid the American leadership
- 1:24:35is. So you're open to a tariff? I'm totally open
- 1:24:38to a tariff. If they don't treat us fairly, hey.
- 1:24:42Their whole trade thing is tariff. You can't
- 1:24:44deal in China without tariff. They do it to us.
- 1:24:46We don't do it. It's not fair trade. Neil, let
- 1:24:51me say one thing about this. I'm a free trader.
- 1:24:55I supported NAFTA. I believe in the PTT because
- 1:24:58it's important those countries in Asia are an
- 1:25:01interface against China. And we do need China.
- 1:25:05Donald's right about North Korea. I mean, the
- 1:25:07fact is that they need to put the pressure on,
- 1:25:09and frankly, we need to intercept ships coming
- 1:25:12out of North Korea so they don't proliferate
- 1:25:13all this dangerous material. But what he's talking
- 1:25:16about, I think, has got merit. And I'm not putting
- 1:25:19that tariff or whatever he's saying here, but
- 1:25:21here's what I am saying. I'm liking him tonight.
- 1:25:23For too long. No, for too long, what happens
- 1:25:26is somebody dumps their product in our country
- 1:25:29and takes our people's jobs, and then we go to
- 1:25:33an international court. And it takes them like
- 1:25:35a year or two to figure out whether they were
- 1:25:37cheating us. And guess what? The workers out
- 1:25:40of the job. So when they be found against that
- 1:25:42country that's selling products in here lower
- 1:25:45than the cost of what it takes to produce them.
- 1:25:48then what do we tell the worker? Oh, well, you
- 1:25:50know, it just didn't work out for you. I think
- 1:25:53we should be for free trade, but I think fair
- 1:25:55trade. And when countries violate trade agreements
- 1:25:58or dump products in this country, we need to
- 1:26:01stand up against those countries that do that
- 1:26:05without making them into an enemy. And I want
- 1:26:06to just suggest to you, how do I know this? Because
- 1:26:09so many people in my family worked in steel mills,
- 1:26:12and they didn't work with a white collar. They
- 1:26:14worked in a blue collar. And the fact is, those
- 1:26:16jobs are critical. They're hardworking members
- 1:26:18of the middle class, and they need to be paid
- 1:26:21attention to because they're Americans and they
- 1:26:23carry the load. So let's demand open trade, but
- 1:26:27fair trade in this country. That's what I think
- 1:26:29we need to do. But on this point, if I may add
- 1:26:32something on this point. We are all frustrated
- 1:26:34with what China is doing. I think we need to
- 1:26:36be very careful with tariffs, and here's why.
- 1:26:38China doesn't pay the tariff. The buyer pays
- 1:26:40the tariff. If you send a tie or a shirt made
- 1:26:43in China into the United States and an American
- 1:26:45goes to buy it at the store and there's a tariff
- 1:26:47on it, it gets passed on in the price to the
- 1:26:49consumer. So I think the better approach, the
- 1:26:51best thing we can do to protect ourselves against
- 1:26:53China economically is to make our economy stronger,
- 1:26:56which means reversing course from all the damage
- 1:26:58Barack Obama is doing to this economy. It begins
- 1:27:01with tax reform. Let's not have the most expensive
- 1:27:04business tax rate in the world. Let's allow companies
- 1:27:07to immediately expense. It continues with regulatory
- 1:27:11reform. Regulations in this country are out of
- 1:27:13control, especially the Employment Prevention
- 1:27:15Agency, the EPA, and all of the rules they continue
- 1:27:18to impose on our economy and hurting us. How
- 1:27:20about Obamacare, a certified job killer? It needs
- 1:27:23to be repealed and replaced. And we need to bring
- 1:27:25our debt under control, make our economy stronger.
- 1:27:28That is the way to deal with China at the end
- 1:27:30of the day. Neil, the problem with what Marco
- 1:27:32is saying is that it takes too long. They're
- 1:27:34sucking us dry, and it takes too long. It would
- 1:27:37just—you absolutely— have to get involved with
- 1:27:40China. They are taking so much of what we have
- 1:27:42in terms of jobs, in terms of money. We just
- 1:27:46can't do it any longer. He is right. If you put
- 1:27:48a tariff on the goods, it's Americans who pay
- 1:27:49it. Absolutely. You're looking at me? Yeah. Prices
- 1:27:53go higher. Hey, can I tell you what? It'll never
- 1:27:56happen. because they'll let their currency go
- 1:27:58up. They're never going to let it happen. Japan,
- 1:28:00the same thing. They are devaluing. It's so impossible.
- 1:28:04You look at Caterpillar Tractor and what's happening
- 1:28:06with Caterpillar and Komatsu. Komatsu is a tractor
- 1:28:09company in Japan. Friends of mine are ordering
- 1:28:11Komatsu tractors now because they've devalued
- 1:28:14the yen to such an extent that you can't buy
- 1:28:17a Caterpillar tractor. And we're letting them
- 1:28:19get away with it. And we can't let them get away
- 1:28:22with it. And that's why we have to use Carl and
- 1:28:24we have to use our great business people and
- 1:28:27not political hacks to negotiate with these guys.
- 1:28:30Apart from the higher prices on consumers and
- 1:28:34people who are living paycheck to paycheck, apart
- 1:28:36from that, there'll be retaliation. So the soybean
- 1:28:40sales from Iowa, the entire soybean production,
- 1:28:44the equivalent of it, goes to China. Or how about
- 1:28:46Boeing right here within a mile? Do you think
- 1:28:48that the Chinese, if they had a 45 % tariff imposed
- 1:28:51on all their imports, wouldn't retaliate and
- 1:28:53start buying Airbus? Of course they would. This
- 1:28:55would be devastating for our economy. We need
- 1:28:57someone with a steady hand being president of
- 1:28:59the United States. Real quick, Senator. Go ahead,
- 1:29:02Senator Cruz, and then we have to get to tax
- 1:29:03reform. And we don't need a weak person being
- 1:29:06president of the United States, okay? Because
- 1:29:08that's what we'd get if it were—I'll tell you
- 1:29:11what. We don't need that. We don't need that.
- 1:29:14That's that's essentially what we have now and
- 1:29:17we don't need that and that's why we're in the
- 1:29:19trouble that we're now and by the way Jeff you
- 1:29:22mentioned Boeing take a look they order planes
- 1:29:24They make Boeing build their plant in China.
- 1:29:27They don't want them made here. They want those
- 1:29:29planes made in China That's not the way the game
- 1:29:32is supposed to be played. Thank you. Mr. Trump
- 1:29:34very briefly My name was mentioned here. The
- 1:29:38simple fact is that the the plane that's being
- 1:29:40built here is being sold to China you couldn't
- 1:29:43if you You flew in with your 767, didn't you,
- 1:29:45right there, right next to the plant? No, the
- 1:29:47new planes. I'm not talking about now. I'm talking
- 1:29:49about in the future. They're building massive
- 1:29:51plants in China because China does not want Boeing
- 1:29:55building their planes here. They want it built
- 1:29:57in China because China happens to be smart the
- 1:30:00way they do it, not the way we do it. When you
- 1:30:02head back to the airport tonight, go check and
- 1:30:03see. I'll check for you. Check it out. Senator,
- 1:30:07briefly. Thanks for coming back to me, Maria.
- 1:30:12Both Donald and Jeb have good points, and there
- 1:30:15is a middle ground. Donald is right that China
- 1:30:18is running over President Obama like he is a
- 1:30:21child, that President Obama is not protecting
- 1:30:23American workers, and we are getting hammered.
- 1:30:26You know, I sat down with the senior leadership
- 1:30:27of John Deere. They discussed how hard it is
- 1:30:30to sell tractors in China because all the regulatory
- 1:30:33barriers, they're protectionists. But Jeb is
- 1:30:36also right that if we just impose a tariff, they'll
- 1:30:39put reciprocal tariffs, which will hurt. Iowa
- 1:30:42farmers and South Carolina producers and 20 %
- 1:30:44of the American jobs that depend on exports.
- 1:30:47So the way you do it is you pass a tax plan like
- 1:30:51the tax plan I've introduced, a simple flat tax,
- 1:30:5410 % for individuals and a 16 % business flat
- 1:30:57tax. You abolish the IRS. And here's the critical
- 1:31:01point, Maria. The business flat tax enables us
- 1:31:06to abolish the corporate income tax, the death
- 1:31:09tax, the Obamacare taxes, the payroll taxes,
- 1:31:11and they're border adjustable. So every export
- 1:31:14pays no taxes whatsoever. It's tax -free, a huge
- 1:31:18advantage for our farmers and ranchers and manufacturers.
- 1:31:21And every import pays the 16 % business flat
- 1:31:25tax. It's like a tariff, but here's the difference.
- 1:31:28If we impose a tariff, China responds. The business
- 1:31:31flat tax, they already impose their taxes on
- 1:31:34us, so there's no reciprocal tariffs that come
- 1:31:36against us. It puts us on a level, even playing
- 1:31:39field, which brings jobs here at home. And as
- 1:31:42president, I'm going to fight for the working
- 1:31:44men and women. We've got to get to tax reform,
- 1:31:47gentlemen. We've got to get to tax reform. Yeah,
- 1:31:49but I want to talk about taxes. We've got to
- 1:31:51get to the national debt as well. Coming up next,
- 1:31:53the growing national debt, the war on crime,
- 1:31:55tax reform. More from North Charleston, South
- 1:31:58Carolina, when we come right back. Presidential
- 1:32:19debate here in North Charleston. Right back to
- 1:32:21the questions. Governor Christie, we have spoken
- 1:32:27much about cutting spending, given the $19 trillion
- 1:32:31debt. But according to one report, America needs
- 1:32:34$3 .6 trillion in infrastructure spending by
- 1:32:382020. Here in South Carolina, 11 % of bridges
- 1:32:43are considered structurally deficient. costing
- 1:32:46drivers a billion dollars a year in auto repairs.
- 1:32:50What is your plan to fix the ailing roads and
- 1:32:53bridges across the country without breaking the
- 1:32:56bank? I'm glad you asked it, Maria. Here's our
- 1:32:58plan. We've all been talking about tax reform
- 1:33:00tonight, and paying for infrastructure is caught
- 1:33:02right up in tax reform. If you reform the corporate
- 1:33:05tax system in this country, which, as I mentioned
- 1:33:07before, is the highest rate in the world, and
- 1:33:09we double tax, as you know, And what that's led
- 1:33:12to is over $2 trillion of American companies'
- 1:33:15monies that are being kept offshore because they
- 1:33:17don't want to pay the second tax. And who can
- 1:33:19blame them? They paid tax once overseas. They
- 1:33:22don't want to pay 35 % tax on the way back. So
- 1:33:25beside reforming that tax code, bringing it down
- 1:33:27to 25 % and eliminating those special interest
- 1:33:30loopholes that the lobbyists and the lawyers
- 1:33:32and the accountants have given, bring that rate
- 1:33:34down to 25%, but also a one -time repatriation.
- 1:33:37Of that money, bring the money, the $2 trillion,
- 1:33:39back to the United States. We'll tax it that
- 1:33:42one time at 8 .75%, because 35 % of zero is zero.
- 1:33:46But 8 .75 % of $2 trillion is a lot of money,
- 1:33:49and I would then dedicate that money to rebuilding
- 1:33:52infrastructure here in this country. It would
- 1:33:54not necessitate us raising any taxes. It would
- 1:33:57bring the money back into the United States to
- 1:33:59help build jobs by American companies and get
- 1:34:02our economy moving again and growing at a much
- 1:34:04higher rate. And it would rebuild those roads
- 1:34:07and bridges and tunnels that you were talking
- 1:34:09about. And the last piece of this, Marie, is
- 1:34:12this. You know, the fact is that this president
- 1:34:14has penalized corporations in America. He's penalized—he
- 1:34:19doesn't understand that what that does is hurt
- 1:34:21hardworking taxpayers. You see middle class wages
- 1:34:24go backwards $3 ,700 during the Obama administration.
- 1:34:28That's wrong for hardworking taxpayers in this
- 1:34:30country. We'd rebuild infrastructure that would
- 1:34:32also create jobs in this country, and we'd work
- 1:34:34with the states to do it the right way, to do
- 1:34:36it more efficiently and more effectively. And
- 1:34:38remember this, I'm credible on this for this
- 1:34:40reason. Americans for Tax Reform says that I
- 1:34:42have vetoed more tax increases than any governor
- 1:34:45in American history. We don't need to raise taxes
- 1:34:47to get this done. We need to make the government
- 1:34:49run smarter and better and reform this corporate
- 1:34:51tax system. bring that money back to the United
- 1:34:53States to build jobs and rebuild our infrastructure,
- 1:34:56and we need to use it also to protect our grid
- 1:34:59from terrorists. All of those things are important,
- 1:35:01and all those things would happen in a Christie
- 1:35:02administration. Thank you, sir. Dr. Carson, it
- 1:35:07is true U .S. companies have $2 trillion in cash
- 1:35:10sitting overseas right now. That could be used
- 1:35:13for investment and jobs in America. Also, several
- 1:35:17companies right now are pursuing mergers to move
- 1:35:20their corporate headquarters abroad. and take
- 1:35:22advantage of much lower taxes. What will you
- 1:35:25do to stop the flow of companies building cash
- 1:35:28away from America and those leaving America altogether?
- 1:35:32Well, I would suggest a fair tax system, and
- 1:35:37that's what we have proposed. A flat tax for
- 1:35:41everybody, no exemptions, no deductions, no shelters,
- 1:35:46because some people have a better capability
- 1:35:48of taking advantage of those things than others.
- 1:35:52You know, and then the other thing we have to
- 1:35:54do is stop spending so much money. You know,
- 1:35:57I—my mother taught me this. You know, she only
- 1:36:00had a third -grade education, but, you know,
- 1:36:03she knew how to stretch a dollar. I mean, she
- 1:36:05would drive a car until it wouldn't make a sound
- 1:36:08and then gather up all her coins and buy a new
- 1:36:10car. In fact, if my mother were secretary of
- 1:36:13treasury, we would not be in a deficit situation.
- 1:36:15But, you know, the fact of the matter is— You
- 1:36:19know, if we fix the taxation system, make it
- 1:36:22absolutely fair, and get rid of all of the incredible
- 1:36:24regulations, because every regulation is a tax.
- 1:36:30It's on goods and services. And it's the most
- 1:36:34regressive tax that there is. You know, when
- 1:36:36you go into the store and buy a box of laundry
- 1:36:38detergent and the price has gone up, you know,
- 1:36:4150 cents because of regulations, a poor person
- 1:36:43notices that. A rich person does not. Middle
- 1:36:46class may notice it when they get to the cash
- 1:36:47register. And everything is costing more money.
- 1:36:50And we are killing our people like this. And
- 1:36:54Bernie Sanders and Hillary Clinton will say it's
- 1:36:56those evil rich people. It's not the evil rich
- 1:36:58people. It's the evil— government that is putting
- 1:37:01all these regulations on us so that we can survive.
- 1:37:06Maria, what you were talking about just now is
- 1:37:10called corporate inversion. It's one of the biggest
- 1:37:12problems our country has. Right now corporations
- 1:37:15by the thousands are thinking of leaving our
- 1:37:19country. With the jobs, leave them behind. They're
- 1:37:22leaving because of taxes, but they're also leaving
- 1:37:24because they can't get their money back in. And
- 1:37:26everybody agrees, Democrats and Republicans,
- 1:37:28that it should come back in, but they can't get
- 1:37:30along. They can't even make a deal. Here's a
- 1:37:32case they both agree. They can't make a deal.
- 1:37:34We have to do something. Corporate inversion
- 1:37:36is one of the biggest problems we have. So many
- 1:37:40companies are going to leave our country. Which
- 1:37:43is why we raise it. Senator Rubio, thank you,
- 1:37:45Mr. Trump. Thank you. One of the biggest fiscal
- 1:37:47challenges facing our country. is our entitlement
- 1:37:50programs, particularly Social Security and Medicare.
- 1:37:54What policies will you put forward to make sure
- 1:37:56these programs are more financially secure? Well,
- 1:38:00first let me address the tax issue because it's
- 1:38:01related to the entitlement issue. And I want
- 1:38:03to thank you for holding a substantive debate
- 1:38:05where we can have debates about these key issues
- 1:38:07on taxes. Here's the one thing I'm not going
- 1:38:10to do. I'm not going to have something that Ted
- 1:38:12described in his tax plan. It's called a value
- 1:38:14-added tax. It is a tax you find in many companies
- 1:38:17in Europe. where basically businesses now will
- 1:38:19have to pay a tax both on the money they make,
- 1:38:21but they also have to pay taxes on the money
- 1:38:23they pay their employees. And that's why they
- 1:38:25have it in Europe, because it's a way to blindfold
- 1:38:27the people. That's what Ronald Reagan said. Ronald
- 1:38:29Reagan opposed the VAT tax because he said it
- 1:38:32was a way to blindfold the people so the true
- 1:38:34cost of government was not there for them. Now,
- 1:38:36you can support one now that's very low, but
- 1:38:39what is to prevent a future liberal president
- 1:38:41or liberal Congress from coming back and not
- 1:38:44just raising the income tax, but also raising
- 1:38:46that VAT tax? And that VAT tax is really bad
- 1:38:48for seniors. because seniors, if they are retired,
- 1:38:51are no longer earning an income from a job, and
- 1:38:54therefore they don't get the income tax break,
- 1:38:56but their prices are going to be higher because
- 1:38:58the VAT tax is embedded in both the prices that
- 1:39:01businesses are charging and in the wages they
- 1:39:03pay their employees. When I am president of the
- 1:39:05United States, I'm going to side with Ronald
- 1:39:06Reagan on this and not Nancy Pelosi, and we are
- 1:39:09not having a VAT tax. Thank you, Senator. Maria,
- 1:39:13I assume I can respond to that. Yes, of course.
- 1:39:17Well, Marco has been floating this attack for
- 1:39:19a few weeks now. But the problem is the business
- 1:39:22flat tax in my proposal is not a VAT. A VAT is
- 1:39:26imposed as a sales tax when you buy a good. This
- 1:39:29is a business flat tax. It is imposed on businesses.
- 1:39:33And a critical piece that Marco seems to be missing
- 1:39:35is that this 16 % business flat tax enables us
- 1:39:40to eliminate the corporate income tax. It goes
- 1:39:42away. It enables us to eliminate the death tax.
- 1:39:46If you're a farmer, if you're a rancher, if you're
- 1:39:48a small business owner, the death tax is gone.
- 1:39:50We eliminate the payroll tax. We eliminate the
- 1:39:53Obamacare taxes. And listen, there's a real difference
- 1:39:56between Marco's tax plan and mine. Mine gives
- 1:39:59every American a simple, flat tax of 10%. Marco's
- 1:40:04top tax rate is 35%. My tax plan enables you
- 1:40:08to fill out your taxes on a postcard. so we can
- 1:40:12abolish the IRS. Marco leaves the IRS code in
- 1:40:16with all of the complexity. We need to break
- 1:40:18the Washington cartel, and the only way to do
- 1:40:21it is end all the subsidies and all the mandates
- 1:40:24and have a simple flat tax. And the final observation,
- 1:40:26he invoked Ronald Reagan. I would note... that
- 1:40:30Art Laffer, Ronald Reagan's chief economic advisor,
- 1:40:34has written publicly that my simple flat tax
- 1:40:37is the best tax plan of any of the individuals
- 1:40:40on this stage because it produces economic growth,
- 1:40:42it raises wages, and it helps everyone from the
- 1:40:45very poorest to the very richest. But that's
- 1:40:47not an accurate description of the plan. Because,
- 1:40:50first of all, you may rename the IRS, but you're
- 1:40:53not going to abolish the IRS because there has
- 1:40:55to be some agency that's going to collect your
- 1:40:57VAT tax. Someone's going to be collecting this
- 1:40:59tax. In fact, when Ronald Reagan's Treasury looked
- 1:41:04at the VAT tax, you know what they found? That
- 1:41:06they were going to have to hire 20 ,000 new IRS
- 1:41:08agents to collect it. The second point, it doesn't
- 1:41:11eliminate the corporate tax or the payroll tax.
- 1:41:14Businesses will now have to pay 16 % on the money
- 1:41:16they make. They will also have to pay 16 % on
- 1:41:19the money they pay their employees. So there
- 1:41:21are people watching tonight in business. If you
- 1:41:23are now hit on a 60 % tax on both your income
- 1:41:26and on the wages you pay your employees, where
- 1:41:28are you going to get that money from? You're
- 1:41:30going to get it by paying your employees less
- 1:41:32and charging your customers more. That is a tax.
- 1:41:35The difference is you don't see it on the bill.
- 1:41:37And that's why Ronald Reagan said that it was...
- 1:41:39a blindfold. You blindfold the American people
- 1:41:41so they cannot see the true cost of government.
- 1:41:44Now, 16 % is what the rate Ted wants it at. But
- 1:41:47what happens if, God forbid, the next Barack
- 1:41:49Obama takes over, and the next Nancy Pelosi,
- 1:41:52and the next Harry Reid, and they decide, we're
- 1:41:54going to raise it to 30%, plus we're going to
- 1:41:56raise the income tax to 30%. Now you've got Europe.
- 1:41:59We're not doing that right. Why should individuals
- 1:42:02pay 35 % instead of 10 %? I'd like to interrupt
- 1:42:09this debate on the floor of the Senate to actually
- 1:42:13answer the question you asked, which was on entitlements.
- 1:42:17Do you remember that, everybody? This was a question
- 1:42:18on entitlements. I'll answer the entitlement
- 1:42:21question. And the reason—now, you already had
- 1:42:22your chance. Mark, you blew it. Here's the thing.
- 1:42:26I'll be more than happy to answer the entitlement
- 1:42:27question. The fact is, the reason why— If you'll
- 1:42:29answer the common core question. The fact is,
- 1:42:31the reason why that no one wants to answer entitlements
- 1:42:34up here is because it's hard. It's a hard problem.
- 1:42:37And I'm the only one up on this stage who, back
- 1:42:39in April, put forward a detailed entitlement
- 1:42:41reform plan that will save over $1 trillion,
- 1:42:44save Social Security, save Medicare, and avoid
- 1:42:47this. Avoid what Hillary Rodham Clinton will
- 1:42:50do to you, because what she will do is come in
- 1:42:52and she will raise Social Security taxes. Bernie
- 1:42:55Sanders has already said it, and she is just
- 1:42:57one or two more poll drops down from even moving
- 1:43:00further left than she's moved already to get
- 1:43:03to the left of Bernie on this. We have seniors
- 1:43:06out there who are scared to death because this
- 1:43:09Congress— This one that we have right now just
- 1:43:11stole $150 billion from the Social Security Retirement
- 1:43:15Fund to give it to the Social Security Disability
- 1:43:18Fund. A Republican Congress did that. And the
- 1:43:21fact is it was wrong, and they consorted with
- 1:43:24Barack Obama to steal from Social Security. We
- 1:43:27need to reform Social Security. Mine's the only
- 1:43:29plan that saves over a trillion dollars, and
- 1:43:31that's why I'm answering your question. Thank
- 1:43:34you, Governor. Thank you, Governor. Can I just
- 1:43:36add one very quick thing, and I just want to
- 1:43:39say, you know, last week we released our tax
- 1:43:42plan, and multiple reputable journals, including
- 1:43:47the Wall Street Journal, said ours is the best.
- 1:43:50Just want to get that out there. Just saying.
- 1:43:52Thank you, Dr. Carson. Coming up, how will the
- 1:43:54candidates protect America? And another terror
- 1:43:58attack, if we were to see it. But first, you
- 1:44:01can join us live on stage during the commercial
- 1:44:02break right from home. Go to Facebook .com slash
- 1:44:05Fox Business. We'll be streaming live and answering
- 1:44:08your questions during this break. Next, more
- 1:44:10from South Carolina coming up. Stay with us.
- 1:44:33Welcome back to the Republican presidential debate
- 1:44:35right here in North Charleston, South Carolina.
- 1:44:38Let's get right to the questions. Mr. Trump.
- 1:44:42Your net worth is in the multi -billions of dollars
- 1:44:44and have an ongoing, thriving hotel and real
- 1:44:47estate business. Are you planning on putting
- 1:44:50your assets in a blind trust should you become
- 1:44:52president? With such vast wealth, how difficult
- 1:44:55will it be for you to disentangle yourself from
- 1:44:58your business and your money and prioritize America's
- 1:45:01interests first? Well, it's an interesting question
- 1:45:05because I'm very proud of my company. As you,
- 1:45:07too, know, I built a very great company. If I
- 1:45:09become president, I couldn't care less about
- 1:45:12my company. It's peanuts I want to make. I want
- 1:45:15to use that same up here, whatever it may be,
- 1:45:18to make America rich again and to make America
- 1:45:22great again. I have Ivanka and Eric and Don sitting
- 1:45:25there. Run the company, kids. Have a good time.
- 1:45:28I'm going to do it for America. So I would be
- 1:45:31willing to do it. So you'll put your assets in
- 1:45:33a blind shop? I would put it in a blind shop.
- 1:45:36I don't know if it's a blind trust of Ivanka,
- 1:45:38Don, and Eric Runnett, but is that a blind trust?
- 1:45:41I don't know. But I would probably have my children
- 1:45:43run it with my executives, and I wouldn't ever
- 1:45:46be involved because I wouldn't care about anything
- 1:45:49but our country. Anything. Thank you, sir. Thank
- 1:45:52you. Governor Christie, going back to your U
- 1:45:56.S. attorney days, you have been praised by both
- 1:45:59parties as certainly a tough law and order guy.
- 1:46:01So I wonder what you make of recent statistics,
- 1:46:04sir. that show violent crime has been spiking,
- 1:46:07sometimes by a double -digit rate, in 30 cities
- 1:46:09across the country. Milwaukee's police chief
- 1:46:12Ed Flynn says most local law enforcement officials
- 1:46:15feel abandoned by Washington. Former NYC police
- 1:46:19chief Ray Kelly says that police are being less
- 1:46:22proactive because they're being overly scrutinized
- 1:46:25and second -guessed, and they're afraid of being
- 1:46:28sued or thrown in jail. What would you do as
- 1:46:31president to address that? Well, first off, Let's
- 1:46:35face it. The FBI director, Jim Comey, who's a
- 1:46:37friend of mine who I worked with as U .S. attorney
- 1:46:39in New Jersey, he was the U .S. attorney in Manhattan,
- 1:46:41he said it. There's a chill wind blowing through
- 1:46:43law enforcement in this country, and here's why.
- 1:46:45The president of the United States and both his
- 1:46:47attorneys general, they give the benefit of the
- 1:46:49doubt to the criminal, not to the police officer.
- 1:46:53That's the truth of the matter. And you see it
- 1:46:55every time with this president. Every time he's
- 1:46:58got a chance. going all the way back to, remember,
- 1:47:00that great beer summit he had after he messed
- 1:47:02up that time. This is a guy who just believes
- 1:47:06that law enforcement are the bad guys. Now, I,
- 1:47:10for seven years, was a U .S. attorney in New
- 1:47:12Jersey. I worked hard with not only federal agents,
- 1:47:15but with police officers. And here's the problem.
- 1:47:18Sanctuary cities is part of the problem in this
- 1:47:20country. That's where crime is happening, in
- 1:47:23these cities where they don't enforce the immigration
- 1:47:25law. And this president turns his back. This
- 1:47:28president doesn't enforce the marijuana laws
- 1:47:30in this country because he doesn't agree with
- 1:47:31them. And he allows states to go ahead and do
- 1:47:33whatever they want on a substance that's illegal.
- 1:47:35This president allows lawlessness throughout
- 1:47:37this country. Here's what I would do, Neil. I
- 1:47:39would appoint an attorney general, and I would
- 1:47:41have one very brief conversation with that attorney
- 1:47:43general. I'd say, General. enforce the law against
- 1:47:47everyone justly, fairly, and aggressively, make
- 1:47:50our streets safe again, make our police officers
- 1:47:52proud of what they do, but more important than
- 1:47:54that, let them know how proud we are of them.
- 1:47:57We do that, this country will be safe and secure
- 1:48:00again, not only from criminals, but from the
- 1:48:02terrorists who threaten us as well. I'm the only
- 1:48:04person on this stage who's done that, and we
- 1:48:06will get it done as President of the United States.
- 1:48:09Thank you, Governor. Governor Kasich is someone
- 1:48:11who has to deal with controversial police shootings.
- 1:48:20All right. You've got to deal with controversial—
- 1:48:25That's why you wore a red tie. Exactly. You've
- 1:48:28got to deal with controversial shootings in your
- 1:48:29own state. What do you make of Chicago's move
- 1:48:32recently to sort of retrain police, maybe make
- 1:48:36them not so quick to use their guns? Well, I
- 1:48:39created a task force well over a year ago, and
- 1:48:43the purpose was to bring law enforcement, community
- 1:48:45people, clergy, and the— person that I named
- 1:48:49as one of the co -chairmen is a lady by the name
- 1:48:51of Nina Turner, a former state senator, a liberal
- 1:48:53Democrat, actually ran against one of my friends,
- 1:48:56and our head of public safety. And they sat down
- 1:48:59as a group trying to make sure that we can begin
- 1:49:02to heal some of these problems that we see between
- 1:49:05community and police. And they came back with
- 1:49:0723 recommendations. One of those is a statewide
- 1:49:10use of deadly force. And it is now being put
- 1:49:13into place every place across the state of Ohio.
- 1:49:16Secondly, a policy on recruiting and hiring and
- 1:49:20more resources for training. But let me also
- 1:49:24tell you one of the issues has got to be the
- 1:49:27integration of both community and police. Community
- 1:49:31has to understand that that police officer wants
- 1:49:34to get home at night and not not to lose their
- 1:49:37life, their families waiting for them. At the
- 1:49:40same time law enforcement understands there are
- 1:49:42people in the community who not only think that
- 1:49:44the system doesn't work for them but works against
- 1:49:46them. See in Ohio we've had some controversial
- 1:49:49decisions but the leaders have come forward to
- 1:49:53realize that protest is fine but violence is
- 1:49:56wrong and it has been a remarkable situation
- 1:49:59in our state. And as President of the United
- 1:50:02States, it's all about communication, folks.
- 1:50:05It's all about getting people to listen to one
- 1:50:07another's problems. And when you do that, you
- 1:50:10will be amazed at how much progress you can make
- 1:50:12and how much healing we can have. Because, folks,
- 1:50:15at the end of the day, the country needs healed.
- 1:50:18I've heard a lot of hot rhetoric here tonight,
- 1:50:20but I've got to tell you, as somebody that actually
- 1:50:23passed a budget that paid down a half a trillion
- 1:50:25dollars of our national debt, you can't do it
- 1:50:28alone. You've got to bring people together. You've
- 1:50:31got to give people hope. And together, we can
- 1:50:34solve these problems that hurt us and heal America.
- 1:50:37And that is what's so critical for our neighborhoods,
- 1:50:40our families, our children, and our grandchildren.
- 1:50:59says your 2013 immigration bill would have increased
- 1:51:02green card holders by another 10 million over
- 1:51:0510 years. Why are you so interested in opening
- 1:51:09up borders to foreigners when American workers
- 1:51:12have a hard enough time finding work? Well, first
- 1:51:14of all, this is an issue that's been debated
- 1:51:16now for 30 years. And for 30 years, the issue
- 1:51:18of immigration has been about someone who's in
- 1:51:20this country. Maybe they're here illegally, but
- 1:51:22they're looking for a job. This issue is not
- 1:51:24about that anymore. First and foremost, this
- 1:51:27issue has to be now more than anything else about
- 1:51:29keeping America safe. And here's why. There is
- 1:51:32a radical jihadist group that is manipulating
- 1:51:34our immigration system, and not just green cards.
- 1:51:37They're recruiting people to enter this country
- 1:51:39as doctors and engineers and even fiancés. They
- 1:51:43understand the vulnerabilities we have on the
- 1:51:45southern border. They're looking to manipulate
- 1:51:47the visa waiver countries to get people into
- 1:51:50the United States. So our number one priority
- 1:51:52must now become ensuring that ISIS cannot get
- 1:51:54killers into the United States. So whether it's
- 1:51:57green cards or any other form of entry into America,
- 1:52:00when I'm president, If you do not know who you
- 1:52:02are or why you are coming, you are not going
- 1:52:04to get into the United States of America. The
- 1:52:08issue is a dramatically different issue than
- 1:52:10it was 24 months ago. 24 months ago, 36 months
- 1:52:14ago, you did not have a group of radical crazies
- 1:52:16named ISIS who were burning people in cages and
- 1:52:19recruiting people to enter our country legally.
- 1:52:22They have a sophisticated understanding of our
- 1:52:24legal immigration system, and we now have an
- 1:52:26obligation to ensure that they are not able to
- 1:52:29use that system against us. The entire system
- 1:52:31of legal immigration must now be reexamined for
- 1:52:34security first and foremost with an eye on ISIS.
- 1:52:38recruiting people to enter this country as engineers,
- 1:52:40posing as doctors, posing as refugees. We know
- 1:52:43this for a fact. They've contacted trafficking
- 1:52:45networks in the Western Hemisphere to get people
- 1:52:48in through the southern border, and they got
- 1:52:50a killer in San Bernardino in posing as a fiancé.
- 1:52:53This issue now has to be about stopping ISIS
- 1:52:55entering the United States, and when I'm president,
- 1:52:58we will. Radical Islamic terrorism was not invented
- 1:53:0524 months ago. Twenty -four months ago, we had
- 1:53:07al -Qaeda, we had Boko Haram, we had Hamas, we
- 1:53:09had Hezbollah, we had Iran putting operatives
- 1:53:12in South America and Central America. It's the
- 1:53:14reason why I stood with Jeff Sessions and Steve
- 1:53:18King and led the fight to stop the Gang of Eight
- 1:53:21amnesty bill, because it was clear then, like
- 1:53:23it's clear now, that border security is national
- 1:53:26security. It is also the case— That that Rubio
- 1:53:33Schumer amnesty bill, one of the things it did
- 1:53:35is it expanded Barack Obama's power to let in
- 1:53:39Syrian refugees. It enabled him, the president,
- 1:53:42to certify them en masse without mandating meaningful
- 1:53:44background checks. I think that's a mistake.
- 1:53:47That's why I've been leading the fight to stop
- 1:53:49it. And I would note the Senate just a few weeks
- 1:53:51ago voted to suspend. refugees from Middle Eastern
- 1:53:55countries. I voted yes to suspend that. Marco
- 1:53:58voted on the other side. So you don't get to
- 1:53:59say we need to secure the borders and at the
- 1:54:03same time try to give Barack Obama more authority
- 1:54:05to allow Middle Eastern refugees coming in when
- 1:54:09the head of the FBI tells us they cannot vet
- 1:54:12them to determine if they are ISIS terrorists.
- 1:54:14Maria, let me clear something up here. This is
- 1:54:16an interesting point when you talk about immigration.
- 1:54:18Ted Cruz— You used to say you supported doubling
- 1:54:21the number of green cards. Now you say that you're
- 1:54:23against it. You used to support a 500 % increase
- 1:54:26in the number of guest workers. Now you say that
- 1:54:28you're against it. You used to support legalizing
- 1:54:31people that were here illegally. Now you say
- 1:54:33you're against it. You used to say that you were
- 1:54:36in favor of birthright citizenship. Now you say
- 1:54:38that you are against it. And by the way, it's
- 1:54:40not just on immigration. You used to support
- 1:54:42TPA. Now you say you're against it. I saw you
- 1:54:45on the Senate floor flip your vote on crop insurance
- 1:54:48because they told you it would help you in Iowa.
- 1:54:50And last week, we all saw you flip your vote
- 1:54:52on ethanol in Iowa for the same reason. That
- 1:54:55is not consistent conservatism. That is political
- 1:54:57calculation. When I'm president, I will work
- 1:55:00consistently every single day to keep this country
- 1:55:02safe, not call Edward Snowden, as you did, a
- 1:55:05great public servant. Edward Snowden is a traitor.
- 1:55:08And if I am president and we get our hands on
- 1:55:10him, he is standing trial for treason. And one
- 1:55:13more point, one more point, one more point. Every
- 1:55:16single time that there has been a defense bill
- 1:55:18in the Senate, three people team up to vote against
- 1:55:20it. Bernie Sanders, Rand Paul. And Ted Cruz.
- 1:55:24In fact, the only budget you have ever voted
- 1:55:26for, Ted, in your entire time in the Senate is
- 1:55:28a budget from Rand Paul that brags about how
- 1:55:31it cuts defense. Here's the bottom line, and
- 1:55:33I'll close with this. If I'm president of the
- 1:55:35United States and Congress tries to cut the military,
- 1:55:37I will veto that in a millisecond. I'm going
- 1:55:42to get a response to that, Neil. There's no way
- 1:55:45he launches 11 attacks. He had no fewer than
- 1:55:5011 attacks there. I appreciate your dumping your
- 1:55:53oppo research folder on the debate stage. No,
- 1:55:55it's your record. But I will say at least half
- 1:55:58of the things Marco said are flat -out false.
- 1:56:02They're absolutely false. So let's start with
- 1:56:05immigration. Let's start with immigration and
- 1:56:08have a little bit of clarity. Marco stood with
- 1:56:11Chuck Schumer and Barack Obama on amnesty. I
- 1:56:14stood with Jeff Sessions and Steve King. Marco
- 1:56:17stood today, standing on this stage. Marco supports
- 1:56:20legalization and citizenship for 12 million illegals.
- 1:56:24I opposed and oppose legalization and citizenship.
- 1:56:28And by the way, the attack he keeps throwing
- 1:56:30out on the military budget. Marco knows full
- 1:56:33well I voted for his amendment to increase military
- 1:56:37spending to $697 billion. What he said, and he
- 1:56:40said it in the last debate, it's simply not true.
- 1:56:43And as president, I will rebuild the military
- 1:56:46and keep this country safe. All right, we have
- 1:56:47to stop. I know you have very passionate about
- 1:56:49that. Governor Bush, fears have gripped this
- 1:56:54country, obviously, and you touched on it earlier,
- 1:56:56since the San Bernardino attacks. Since our last
- 1:56:59debate, the national conversation has changed.
- 1:57:01according to Facebook data as well. Now, this
- 1:57:04first graphic shows the issues that were most
- 1:57:07talked about right before those attacks and now
- 1:57:10after. The issues of Islam, Homeland Security,
- 1:57:13and ISIS now loom very large. The FBI says Islamic
- 1:57:16radicals are using social media to communicate
- 1:57:19and that it needs better access to communication.
- 1:57:21Now, the CEO of Apple, Governor Tim Cook, says,
- 1:57:24unless served with a warrant, private communication
- 1:57:26is private, period. Do you agree, or would you
- 1:57:30try to convince him otherwise? I would try to
- 1:57:32convince him otherwise, but this last back -and
- 1:57:35-forth between two backbench senators, you know,
- 1:57:38explains why we have the mess in Washington,
- 1:57:40D .C. We need a president that will fix our immigration
- 1:57:43laws and stick with it, not bend with the wind.
- 1:57:47The simple fact is one of the ways, Maria, to
- 1:57:49solve the problem you described is narrow the
- 1:57:51number of people coming by family petitioning
- 1:57:53to what every other country has so that we have
- 1:57:55the best and the brightest that come to our country.
- 1:57:58We need to control the border. We need to do
- 1:57:59all of this in a comprehensive way, not just
- 1:58:02going back and forth and talking about stuff.
- 1:58:04But you answered this question. Oh, I'll talk
- 1:58:05about that, too. But you haven't asked me a question
- 1:58:07in a while, Neil, so I thought I'd get that off
- 1:58:09my chest, if you don't mind. Fair enough. So
- 1:58:13Tim Cook is going to keep it private. I got that
- 1:58:17and the problem today is there's no confidence
- 1:58:20in Washington, D .C. There needs to be more than
- 1:58:23just one meeting. There needs to be complete
- 1:58:24dialogue with the large technology companies.
- 1:58:27They understand that there's a national security
- 1:58:29risk. We ought to give them a little bit of a
- 1:58:31liability relief so that if they share data amongst
- 1:58:34themselves and share data with the federal government,
- 1:58:36they're not fearful of a lawsuit. We need to
- 1:58:38make sure that we keep the country safe. This
- 1:58:40is the first priority. The cybersecurity challenges
- 1:58:43that we face, this administration has failed
- 1:58:45us completely. Completely. Not just the hacking
- 1:58:48of OPM, but that is just shameful. Twenty -three
- 1:58:52million files in the hands of the Chinese. So
- 1:58:54it's not just the governments, the private sector
- 1:58:57companies. It's also our own government that
- 1:58:59needs to raise the level of our game. We should
- 1:59:02put the NSA in charge of the civilian side of
- 1:59:04this as well. That expertise needs to spread
- 1:59:07all across the government, and there needs to
- 1:59:09be much more cooperation with our private sector.
- 1:59:11But if Tim Cook is telling you no, Mr. President—
- 1:59:13You've got to keep asking. You've got to keep
- 1:59:15asking, because this is a hugely important issue.
- 1:59:17If you can encrypt messages, ISIS can, over these
- 1:59:20platforms, and we have no ability to have a cooperative
- 1:59:24relationship— So do you ask or do you order?
- 1:59:26Well, if the law would change, yeah. I think
- 1:59:28there has to be a recognition that if we are
- 1:59:32too punitive— then you'll go to other technology
- 1:59:35companies outside the United States. And what
- 1:59:37we want to do is to control this. We also want
- 1:59:39to dominate this from a commercial side. So there's
- 1:59:42a lot of balanced interests. But a president
- 1:59:44leads in this regard. That's what we need. We
- 1:59:47need leadership, someone who has a backbone and
- 1:59:49sticks with things rather than just talks about
- 1:59:51them as though anything matters when you're talking
- 1:59:53about amendments that don't even actually are
- 1:59:56part of a bill that ever passed. Governor, thank
- 1:59:58you. When we come right back, closing statements.
- 2:00:01Stay with us. It is time for your closing statements.
- 2:00:24You get 60 seconds each. Governor John Kasich,
- 2:00:27we begin with you. Well, you know, in our country,
- 2:00:30there are a lot of people who feel as though
- 2:00:32they just don't have the power. You know, they
- 2:00:35feel like if they don't have a lobbyist, if they're
- 2:00:38not wealthy, that somehow they don't get the
- 2:00:40play. But all of my career, you know, having
- 2:00:43been raised by a mailman father whose father
- 2:00:47was a coal miner who died a black lung and was
- 2:00:49losing his eyesight. or a mother whose mother
- 2:00:52could barely speak English. You see, all of my
- 2:00:55career, I've thought about giving voice to the
- 2:00:57people that I grew up with and voice to the people
- 2:01:00that elected me, whether it's welfare reform
- 2:01:03and getting something back for the hard -earned
- 2:01:05taxpayers, whether it's engaging in Pentagon
- 2:01:08reform and taking on the big contractors that
- 2:01:10were charging thousands of dollars for hammers
- 2:01:13and screwdrivers and ripping us off, or whether
- 2:01:16it's taking on the... the special interests in
- 2:01:19the nursing home industry in Ohio so that mom
- 2:01:22and dad can have the ability to stay in their
- 2:01:23own home rather than being forced in a nursing
- 2:01:26home. Look, that's who I stand up for. That's
- 2:01:29who's in my mind's eye. And if you really want
- 2:01:32to believe that you can get your voice back,
- 2:01:34I will tell you, as I have all my career, I will
- 2:01:37continue to fight for you because you're the
- 2:01:40ones that built this country and will carry it
- 2:01:42into the future. Thank you. Governor Bush. Who
- 2:01:46can you count on to keep us safer, stronger,
- 2:01:48and freer? Results count. And as governor, I
- 2:01:52pushed Florida up to the top in terms of jobs,
- 2:01:55income, and small business growth. Detailed plans
- 2:01:58count. And I believe that the plan I've laid
- 2:02:01out to destroy ISIS before the tragedies of San
- 2:02:04Bernardino and Paris are the right ones. Credibility
- 2:02:07counts. There'll be people here that will talk
- 2:02:09about what they're going to do. I've done it.
- 2:02:11I ask for your support. to build together a safer
- 2:02:15and stronger America. Maria Neal, thank you for
- 2:02:23a great debate tonight. When I think about the
- 2:02:26folks who are out there at home tonight watching,
- 2:02:28and I think about what they had to watch this
- 2:02:30week, the spectacle they had to watch at the
- 2:02:33floor of the House of Representatives, with a
- 2:02:35president of the United States who talked a fantasyland
- 2:02:39about the way they're feeling, they know that
- 2:02:42this country is not respected around the world
- 2:02:45anymore. They know. that this country is pushing
- 2:02:47the middle class, the hardworking taxpayers,
- 2:02:50backwards. And they saw a president who doesn't
- 2:02:52understand their pain and doesn't have any plan
- 2:02:55for getting away from it. I love this country.
- 2:02:57It's the most exceptional country the world has
- 2:02:59ever known. We need someone to fight for those
- 2:03:01people. We need a fighter for this country again.
- 2:03:04I've lived my whole life fighting, fighting for
- 2:03:06things that I believe in, fighting for justice
- 2:03:08and to protect people from crime and terrorism,
- 2:03:11fighting to stand up. for folks who have not
- 2:03:14had enough and need an opportunity to get more,
- 2:03:17and to stand up and fight against the special
- 2:03:19interests. But here's the best way that we're
- 2:03:21going to make America much more exceptional.
- 2:03:23It is to make sure we put someone on that stage
- 2:03:25in September who will fight Hillary Clinton and
- 2:03:28make sure she never, ever gets in the White House
- 2:03:30again. I am the man who can bring us together
- 2:03:32to do that, and I ask for your vote. who are
- 2:03:46discouraged and angry as they watch our freedom,
- 2:03:50our security, and the American dream slipping
- 2:03:53away under an unresponsive government that is
- 2:03:57populated by bureaucrats and special interest
- 2:04:00groups. We're not going to solve this problem
- 2:04:03with traditional politics. The only way we're
- 2:04:06going to solve this problem is with we, the people.
- 2:04:09And I ask you to join me in truth. in honesty,
- 2:04:14in integrity. BenCarson .com. We will heal, inspire,
- 2:04:20and revive America for our children. You know,
- 2:04:27200 years ago, America was founded on this powerful
- 2:04:30principle that our rights don't come from government.
- 2:04:33Our rights come from God. That's why we embrace
- 2:04:35free enterprise, and it made us the most prosperous
- 2:04:38people in the history of the world. That's why
- 2:04:40we embraced individual liberty, and we became
- 2:04:43the freest people ever. And the result was the
- 2:04:45American miracle. But now, as I travel the country,
- 2:04:48people say what I feel. This country is changing.
- 2:04:51It feels different. We feel like we're being
- 2:04:53left behind and left out. And the reason is simple.
- 2:04:55Because in 2008, we elected as president someone
- 2:04:58who wasn't interested in fixing America. We elected
- 2:05:01someone as president who wants to change America,
- 2:05:03who wants to make it more like the rest of the
- 2:05:06world. And so he undermines the Constitution.
- 2:05:08And he undermines free enterprise by expanding
- 2:05:10government. And he betrays our allies and cuts
- 2:05:13deals with our enemies and guts our military.
- 2:05:15And that's why 2016 is a turning point in our
- 2:05:18history. If we elect Hillary Clinton, the next
- 2:05:20four years will be worse than the last eight.
- 2:05:22And our children will be the first Americans
- 2:05:24ever to inherit a diminished country. But if
- 2:05:26we elect the right person, if you elect me, we
- 2:05:29will turn this country around. We will reclaim
- 2:05:31the American dream. And this nation will be stronger
- 2:05:34and greater than it has ever been. 13 hours tomorrow
- 2:05:47morning. A new movie will debut about the incredible
- 2:05:50bravery of the men fighting for their lives in
- 2:05:54Benghazi and the politicians that abandoned them.
- 2:05:57I want to speak. To all our fighting men and
- 2:06:01women, I want to speak to all the moms and dads
- 2:06:03whose sons and daughters are fighting for this
- 2:06:05country and the incredible sense of betrayal
- 2:06:06when you have a commander -in -chief who will
- 2:06:09not even speak the name of our enemy, radical
- 2:06:11Islamic terrorism, when you have a commander
- 2:06:13-in -chief who sends $150 billion to the Ayatollah
- 2:06:17Khomeini who's responsible for murdering hundreds
- 2:06:20of our servicemen and women. I want to speak
- 2:06:23to all of those maddened by political correctness
- 2:06:25where Hillary Clinton apologizes. for saying
- 2:06:29all lives matter. This will end. It will end
- 2:06:35on January 2017. And if I am elected president
- 2:06:38to every soldier and sailor and airman and marine
- 2:06:41and every police officer and firefighter and
- 2:06:43first responder who risks their lives to keep
- 2:06:45us safe, I will have your back. I stood yesterday
- 2:06:59with 75 construction workers. They're tough.
- 2:07:05They're strong. They're great people. Half of
- 2:07:07them had tears pouring down their face. They
- 2:07:11were watching the humiliation of our young 10
- 2:07:14sailors sitting on the floor with their knees
- 2:07:18in a begging position, their hands up, and Iranian
- 2:07:21wise guys having guns to their heads. It was
- 2:07:26a terrible sight, a terrible sight. And the only
- 2:07:30reason we got them back is because we owed them,
- 2:07:33with a stupid deal, $150 billion. If I'm president,
- 2:07:38there won't be stupid deals anymore. We will
- 2:07:40make America great again. We will win on everything
- 2:07:44we do. Thank you. I guess he's upset. All right,
- 2:08:02thank you for joining us. Much more to come in
- 2:08:04the spin room ahead. Our special coverage of
- 2:08:07the sixth Republican presidential debate continues
- 2:08:09live from North Charleston right here on the
- 2:08:11Fox Business Network.
