- 0:00Speaker 1: Trying to control kid criminals. You are damned if you
- 0:03Speaker 1: do and damned if you don't. This week a document
- 0:06Speaker 1: from Children's Minister Karen Shaw on the subject was leaked.
- 0:08Speaker 1: It says giving military style boot camp providers the power
- 0:12Speaker 1: to use force and extreme circumstances would be controversial. Well,
- 0:17Speaker 1: of course it would, But what are you meant to do.
- 0:19Speaker 1: Let the kids punch each other and not intervene, Let
- 0:22Speaker 1: them run on the road, let them escape and just
- 0:24Speaker 1: wave goodbye as they leave. Oh, he's nearly killing the
- 0:28Speaker 1: other kid. Well, remember, we can't actually do anything, so
- 0:30Speaker 1: we'll just watch it happen. How can you run a
- 0:32Speaker 1: boot camp without the last resort right to intervene and
- 0:36Speaker 1: restrain where necessary? At Arwiti wayts says it's disgusting and unacceptable.
- 0:42Speaker 1: And I can understand why it Arwitis worked up on
- 0:45Speaker 1: this one. The abuse and state care inquiries showed the
- 0:47Speaker 1: worst that can happen. It was disgusting and disgraceful what
- 0:50Speaker 1: went on. But does that mean that we can never
- 0:53Speaker 1: use programs to rehabilitate these younger serious offenders ever again?
- 0:58Speaker 1: And where does that leave them an adult? Or they
- 1:00Speaker 1: don't like that and youth detention centers. They don't like
- 1:03Speaker 1: that either. Plus, they escape from these things pretty regularly.
- 1:07Speaker 1: At home, well, they were, but they committed serious crimes repeatedly.
- 1:15Speaker 1: So where does that leave the kids and the governments
- 1:19Speaker 1: tasked with trying to sort them out? Well, between a
- 1:24Speaker 1: rock and a hard place, with an impossible job on
- 1:26Speaker 1: their hands, that's where. For more from Early Edition with
