Transcript
- 0:00Speaker 1: A reporter for BBC Panorama, has spent seven months undercover
- 0:04Speaker 1: at a major police station in London to find out
- 0:07Speaker 1: whether the Metropolitan Police Force has changed following a highly
- 0:11Speaker 1: critical report into its culture more than two years ago.
- 0:14Speaker 1: Rory Bibb got a job at charing Cross Police Station
- 0:17Speaker 1: and filmed some of what he witnessed during his time there.
- 0:21Speaker 1: His footage reveals racism, officers bragging about the use of
- 0:24Speaker 1: force and misogyny. As a result of his investigation, eleven people,
- 0:29Speaker 1: most of them serving officers, are under investigation for potential
- 0:33Speaker 1: gross misconduct. I must warn you that this report contains
- 0:36Speaker 1: discriminatory and misogynistic language from the very start. Here is
- 0:41Speaker 1: Emma Vadi, the.
- 0:45Speaker 2: Smilenes of stuff, m smile and side. Any cool person
- 0:52Speaker 2: is the worst deal with.
- 0:58Speaker 3: This is an off duty metropology and police officer, PC
- 1:01Speaker 3: Phil Nielson talking about some of the communities of London.
- 1:05Speaker 3: He polices, I'm the ones that are great women, you
- 1:11Speaker 3: do and let them.
- 1:13Speaker 2: I've seen too many crimes.
- 1:19Speaker 1: Their way of life.
- 1:20Speaker 3: Is not the correct way and life and referring to cases,
- 1:23Speaker 3: he says he's dealt with his headfort whether on or
- 1:29Speaker 3: off duty, The behavior of police officers is governed by
- 1:32Speaker 3: rules laid out in law they should not discriminate. But
- 1:36Speaker 3: two and a half years ago, an independent review concluded
- 1:39Speaker 3: the met was institutionally homophobic, misogynistic and racist. Panorama went
- 1:45Speaker 3: under cover to find out if it had changed after
- 1:48Speaker 3: whistleblowers provided evidence about Charing Cross.
- 1:51Speaker 4: Bring the Buzzers.
- 1:53Speaker 3: Our reporter Rory Bibb worked for seven months at Charing
- 1:56Speaker 3: Cross in a civilian role as a designated detention office.
- 2:00Speaker 3: He filmed evidence of racist attitudes and what appeared to
- 2:04Speaker 3: be the mistreatment of people who'd been arrested. PC Martin
- 2:13Speaker 3: Borg is talking about this where a sergeant can be
- 2:17Speaker 3: seen on CCTV stomping down twice. The officers suggested the
- 2:23Speaker 3: man tried to kick the sergeant first. He was being
- 2:26Speaker 3: restrained at the time. Martin Borg, who was in the cell,
- 2:30Speaker 3: joked about how he and his sergeant discussed what they'd
- 2:33Speaker 3: write in their statements about the incident.
- 2:35Speaker 2: He might to absolutely decides, thank you very much.
- 2:44Speaker 3: We also filmed officers bragging about the use of force.
- 2:48Speaker 2: I love taking fingers, poport, give me a finger prints. No,
- 2:51Speaker 2: I'm going to break your fingers if you don't give
- 2:53Speaker 2: them today.
- 2:53Speaker 1: So we grabbed the other two fingers and you pull
- 2:55Speaker 1: really hard.
- 2:56Speaker 2: It snaps attendant.
- 2:57Speaker 3: This officer describes how he dealt with the man wearing
- 3:00Speaker 3: leg restraints in the back of a police fan.
- 3:03Speaker 2: At the back of his legs, trying to get the
- 3:05Speaker 2: drop to the He's just smashing his head off the top.
- 3:08Speaker 1: All right, fine, it's never got to complain.
- 3:12Speaker 3: We don't know if the officers actually hurt people or
- 3:14Speaker 3: if it was just bravado. The Met insists its culture
- 3:18Speaker 3: has changed, but our filming suggests some of its officers
- 3:22Speaker 3: have not. They're just more careful about who they share
- 3:25Speaker 3: their views with.
- 3:27Speaker 2: Trust you.
- 3:33Speaker 1: Someone new joints.
- 3:36Speaker 2: You've got to figure them out what you can't say.
- 3:39Speaker 2: Don't startle your head being stupid.
- 3:44Speaker 3: There were times Rory filmed officers at Charing Cross working
- 3:47Speaker 3: professionally and with empathy, but he also spent many hours
- 3:50Speaker 3: on duty seeing openly misogynistic behavior.
- 3:55Speaker 2: We've got a lot of too.
- 3:58Speaker 4: That's the real one of them, fat one.
- 4:01Speaker 3: This was Rory's sergeant Joe mcilvenny. Here the custody team
- 4:06Speaker 3: are discussing a man accused of rape and domestic violence.
- 4:12Speaker 2: Stamp.
- 4:13Speaker 3: The man had been released on bail.
- 4:16Speaker 4: That's what she says.
- 4:23Speaker 3: His dismissive approach infuriates a female colleague.
- 4:27Speaker 2: Yes, what she says, which was pregnant, cool, but I can't.
- 4:42Speaker 4: In other words, he doesn't believe her.
- 4:45Speaker 3: We showed our evidence to Sue Fish once, Chief Constable
- 4:49Speaker 3: of Nottinghamshire Police.
- 4:51Speaker 4: Individuals like him have the power to make those sorts
- 4:54Speaker 4: of decisions about my safety are the women's safety and
- 4:59Speaker 4: that isrrifying, absolutely terrifying.
- 5:03Speaker 3: After the BBC wrote to the met detailing our evidence,
- 5:06Speaker 3: the four said eight officers from charing Cross and one
- 5:09Speaker 3: staff member had been suspended. Another two officers were removed
- 5:13Speaker 3: from frontline duties. We contacted the individual officers identified in
- 5:18Speaker 3: the program. They've not responded. The Commissioner of the Metropolitan Police,
- 5:23Speaker 3: Sir Mark Rowley, told Panorama the behavior outlined is disgraceful
- 5:28Speaker 3: and the Met has taken immediate and unprecedented action. He
- 5:32Speaker 3: added much more needs to be done to tackle the
- 5:35Speaker 3: individuals and cliques whose appalling behavior continues to let down
- 5:39Speaker 3: their colleagues and Londoners.
- 5:42Speaker 4: I saw a little dig in the back of the A.
- 5:44Speaker 3: Rory was at times worn to be careful about what
- 5:47Speaker 3: he said.
- 5:48Speaker 2: Talkers all, we took big complainant.
- 5:52Speaker 4: I'm there, I'll still learn.
- 5:54Speaker 3: Our investigations suggests that a toxic culture in the met
- 5:58Speaker 3: hasn't been eliminated, It's been driven under ground. Emma Vardi
