- 0:36SPEAKER_00: Before politically speaking became a column, I wrote columns without a title.
- 0:41SPEAKER_00: Here is one of them from October of 1995.
- 0:45SPEAKER_00: Misrepresentation of details.
- 0:48SPEAKER_00: Quote, I am appalled at this president's willingness to face college students and the television cameras and misrepresent the details of the Republicans' plan to balance the budget and save our country for our young people and the future generations, unquote.
- 1:01SPEAKER_00: That was a statement from House Economics and Educational Opportunities Committee Chairman, Bill Goodling, Republican from Pennsylvania.
- 1:08SPEAKER_00: He said it was our president, Bill Clinton, sent out his education alert to all the college campuses.
- 1:14SPEAKER_00: It appeared in the forum two issues ago.
- 1:17SPEAKER_00: I agree with Mr.
- 1:18SPEAKER_00: Goodling.
- 1:19SPEAKER_00: The president played fast and loose with the details and failed to tell the truth.
- 1:23SPEAKER_00: So I'm going to tell you the Republican plan does not do the following to college students.
- 1:28SPEAKER_00: It does not eliminate the in-school interest subsidy for undergraduate and graduate students.
- 1:34SPEAKER_00: It does not eliminate the six-month grace period before students have to begin paying back their loans.
- 1:39SPEAKER_00: It does not change eligibility or access to student loans.
- 1:43SPEAKER_00: It does not increase the interest rates students pay on their loans.
- 1:47SPEAKER_00: It does not take away the interest rate reduction students are supposed to get for new loans in 1998.
- 1:54SPEAKER_00: So now that we've cleared up that, let's talk about what the Republican House plan does do for you, the college student.
- 2:01SPEAKER_00: The Republicans plan does increase the number and volume of student loans from$6.6 million to$7.1 million, and the volume of student loans will increase 50% from 1995 to 2002.
- 2:13SPEAKER_00: The plan will go after the wasteful student loans industry and not the student.
- 2:18SPEAKER_00: The plan will reduce the guaranteed agency reimbursements rate and increase the organization fee paid by lenders.
- 2:25SPEAKER_00: This will save you and me as taxpayers$5 billion.
- 2:29SPEAKER_00: The plan will also cut out the direct student loan program and save the nation$1.2 billion.
- 2:35SPEAKER_00: The only increase for college students will come in the form of allowing the interest on the loans to accrue during the six-month grace period after you graduate.
- 2:43SPEAKER_00: That will cause an increase of four whopping dollars to your payments.
- 2:47SPEAKER_00: The other will be a less than 1% raise in the interest rate on parents' loans.
- 2:53SPEAKER_00: The Republican plan, contrary to popular belief, supports and increases several other programs.
- 2:58SPEAKER_00: Pell grants will rise to$2,440, the highest they have ever been.
- 3:04SPEAKER_00: Supplemental educational opportunity grants, the work study program, and Perkins Loan Program will all stay fully funded.
- 3:11SPEAKER_00: And so don't let President Clinton misrepresent things to you.
- 3:15SPEAKER_00: The facts are simple: by balancing the budget the Republican way, college students will benefit and the nation will benefit.
- 3:21SPEAKER_00: When the budget is balanced, the interest rate will drop by 2%.
- 3:25SPEAKER_00: That means you will save 2% on your car loans, mortgage payments, credit cards, business loans, etc.
- 3:31SPEAKER_00: The deficit is in effect a 2% tax on America.
- 3:35SPEAKER_00: The Republicans will be eliminating that tax by balancing the budget.
- 3:39SPEAKER_00: They are doing it without requiring cuts to Medicare, school lunches, or student loans.
- 3:45SPEAKER_00: If you want more information, I suggest you talk to the Congressman for this district, Lindsey Graham.
- 3:51SPEAKER_00: He's on the House Education Committee, and he, unlike our president, will tell you the facts.
- 3:57SPEAKER_00: Lando Wallace for the Lander College Newspaper.
