Transcript
- 0:13Welcome to the City Center podcast from West Palm Beach,
- 0:16Florida.
- 0:17I'm Jerry Marcello.
- 0:19It is true that West Palm Beach is indeed a tropical paradise dotted with palms and situated next to a shimmering lagoon.
- 0:28The beauty here can be breathtaking.
- 0:31That beauty is fragile,
- 0:32however,
- 0:33carelessness can easily destroy our environment and change the face of our city.
- 0:39What can we do to protect and enhance our community and keep it beautiful forever?
- 0:44Joining us is Dwayne White coordinator for the City's Keep West Palm Beach Beautiful program,
- 0:49Dwayne,
- 0:49welcome.
- 0:50Thank you,
- 0:51Jerry Dwayne.
- 0:52The Keep West Palm Beach Beautiful program is obviously an extension or a growth out of the Keep America Beautiful program which has been around for many,
- 1:01many decades.
- 1:02What was it about?
- 1:04Keep America beautiful,
- 1:05that made it so successful?
- 1:07And how does that apply to West Palm Beach?
- 1:10How does it grow into?
- 1:11Keep West Palm Beach beautiful or Jerry?
- 1:13I'm old enough to remember those commercials.
- 1:16The way it has grown is to inspire communities and residents to uh you know,
- 1:21to partner for the purpose of,
- 1:23you know,
- 1:23make sure our neighborhoods are clean,
- 1:25that they're resilient and beautiful.
- 1:27It usually seems to be the Keep America Beautiful campaign is about litter and picking up litter.
- 1:32I remember seeing those messages as a kid.
- 1:34Is that part of the mission for Keep West Palm Beach Beautiful.
- 1:38Yeah,
- 1:38we share the mission.
- 1:39So just to clarify the Keep America Beautiful program.
- 1:42Uh We're an affiliate.
- 1:44There's over 700 affiliates throughout the nation.
- 1:47Are there other other neighboring counties and cities that are involved?
- 1:51Definitely.
- 1:52So,
- 1:52uh there's keep Palm Beach County beautiful who we partner closely with.
- 1:57Uh they've been a great supporter of us and helped us throughout our,
- 2:00our transition.
- 2:01Ok.
- 2:01So let's get down to basics.
- 2:03Keep West Palm Beach beautiful.
- 2:05What is its mission?
- 2:06What are you guys trying to do?
- 2:08So,
- 2:08at its heart,
- 2:09it's a,
- 2:10the mission is to make it a community led effort.
- 2:13So with the beautification,
- 2:15if it's reducing waste recycling programs,
- 2:17uh putting it into litter,
- 2:19abandoned vehicles,
- 2:21illegal dumping.
- 2:22Uh these are uh priorities that uh city leadership has uh identified and this is what we're addressing.
- 2:28How bad is illegal dumping.
- 2:30It's,
- 2:30it's bad.
- 2:31Um You know,
- 2:32I work out of public works so I'm aware of the,
- 2:34the weight that's picked up weekly,
- 2:37uh just on a daily basis.
- 2:39So right now,
- 2:39we're over,
- 2:40well over 100 tons a year to date just in uh legally picked up trash.
- 2:45Ok.
- 2:46So people will dump litter,
- 2:48trash construction materials literally on the side of a sidewalk anywhere that people aren't watching.
- 2:54Is that what's really happening?
- 2:56Exactly.
- 2:57So,
- 2:57you know,
- 2:57we're,
- 2:58we're a growing city and with all the new construction and developments happening,
- 3:02uh the primary cause of it happens to be a construction material furniture when people are moving out.
- 3:08And uh it's just discarded on the side of the streets uh within our alleyways.
- 3:13And,
- 3:14uh,
- 3:14you know,
- 3:14our program is,
- 3:15is built to address that.
- 3:17Say I'm a resident and one day I wake up and I look out on the corner of some empty,
- 3:21you know,
- 3:22lot nearby me and there's a bunch of material that suddenly appears a lot of trash,
- 3:26a lot of junk.
- 3:27Uh What do I do?
- 3:28Who do I call?
- 3:29So there is the W PB key app which I highly recommend that residents download and use.
- 3:36You can take a picture with the app and you can select the department which will be public works if it's illegal dumping and then,
- 3:43uh,
- 3:43we'll be notified of that illegally dump material.
- 3:46Uh,
- 3:46you could always just call,
- 3:48make the phone call,
- 3:49see that you see illegally dump material and it'll be addressed.
- 3:52Is there any kind of prize or return for this for prizes or awards?
- 3:57Definitely.
- 3:57So if you,
- 3:58uh,
- 3:59if an individual was to be able to uh identify individual by taking a picture of their vehicle,
- 4:05perhaps their license plate and they can prove that that individual was the culprit for the legal dumping it's up to $500 for the award.
- 4:14Wow.
- 4:15OK.
- 4:16And it's important though that you just take a picture.
- 4:18You don't necessarily confront these folks.
- 4:19Not at all,
- 4:20not at all,
- 4:20do not engage,
- 4:21do,
- 4:22don't be confrontational.
- 4:23Um Just,
- 4:25uh you wanna avoid confrontation,
- 4:27but the end of the day,
- 4:28it's uh just being involved in your community,
- 4:30right?
- 4:30And so you would go ahead and be able to use this W PB key app that the city has and you'd be able to,
- 4:36to report this information and hopefully down the road somewhere along the line,
- 4:40a conviction will take place and we get a,
- 4:43a major litterer off the streets.
- 4:45Exactly.
- 4:46Ok.
- 4:46So that's just one way that keep America,
- 4:49keep West Palm Beach beautiful is involved in this.
- 4:52How do we get just grassroots?
- 4:54How do we get people to help out with keeping streets clean and keeping the community as,
- 4:59as spotless as possible?
- 5:00A good question.
- 5:01So,
- 5:02part of my job is to engage the community.
- 5:06And throughout the year,
- 5:07we've uh created events,
- 5:09uh community,
- 5:10sign up events where we partner with um Poach Atlantic.
- 5:14We've partnered with a beach bucket foundation surface 71.
- 5:19Uh many other organizations that uh have the same values as us where,
- 5:24you know,
- 5:24they want to clean up the parks,
- 5:25our roadways,
- 5:27uh the alleyways and within our communities as well.
- 5:31Do,
- 5:31do young people get involved little kids?
- 5:33Definitely,
- 5:34definitely.
- 5:34It's uh it's important that uh you know,
- 5:37the young people are able to be a part of the solution,
- 5:40enhance that a little bit.
- 5:41You know,
- 5:41we,
- 5:42we do want our Children to be aware and not be a part of the problem and be part of the solution.
- 5:47Is there any specific ways that you reach out to young people?
- 5:51Do you go to classrooms?
- 5:52Do you,
- 5:52do you talk to folks?
- 5:54So every event we have,
- 5:55there's always a moment where we'll explain why we're here and the purpose of,
- 6:00you know,
- 6:01the,
- 6:01the trash that's dumped on a sidewalk.
- 6:04It could be uh miles away from the intercoastal,
- 6:07but every bit of trash it will has this way of getting into the intercostal through the waterway.
- 6:13Oh.
- 6:13So what you're saying is that even though we might have a paper cup or a candy wrapper or something that's lying on the side of the street that could be blocks away from the lagoon,
- 6:24uh storm waters could carry it.
- 6:26Exactly.
- 6:27Wow.
- 6:27And so that ends up being a poll pollution of that water and really damaging the ecosystem there.
- 6:32Exactly.
- 6:33So,
- 6:34um,
- 6:34and you know,
- 6:35if I can add,
- 6:36please,
- 6:36uh you know,
- 6:37living near the intercoastal,
- 6:38you know,
- 6:39our community is prone to flooding and to prevent that from happening,
- 6:42we have to ensure that the drainage system are,
- 6:45are clear.
- 6:46Uh you know,
- 6:48with them,
- 6:48with them being blocked,
- 6:49it's just uh problematic and you can,
- 6:52everyone knows how belly.
- 6:53Uh you know,
- 6:53there's a king tide,
- 6:56how bad area can flood.
- 6:57Yeah.
- 6:57And the king tide is a period of time where the water levels by nature are unusually high.
- 7:03And so add any kind of storm or anything to that king tide can really cause an,
- 7:08an issue on low lying areas that are prone to flooding.
- 7:12Um ok,
- 7:13so during say one of these cleanups,
- 7:15you have a clean up on a weekend.
- 7:17Uh People come out,
- 7:18people pick up um Really,
- 7:20how much stuff do you actually collect on any given clean up?
- 7:24It could be anywhere from £50 up to £500 1000 pounds,
- 7:31all depending on the area.
- 7:32Ok.
- 7:33So that,
- 7:33that is a significant amount.
- 7:35So,
- 7:35ok,
- 7:36so we,
- 7:36we,
- 7:36we talked a little bit about education.
- 7:38We,
- 7:38we gather during the events and talk to folks um what other ways and what other,
- 7:44what ee efforts do you have to,
- 7:47to tell people about not only keeping the area clean,
- 7:50but also taking steps to improve our sustainability,
- 7:55to improve the green quality of our,
- 7:57of our,
- 7:57of our city.
- 7:59So improving the green,
- 8:00I work with sustainability.
- 8:02Um They're awesome team and department of planting trees and we're always dealing to educate the community on the importance of maintaining uh the vegetation that we have.
- 8:14Yeah,
- 8:14it's important for,
- 8:15you know,
- 8:15the,
- 8:16you know,
- 8:16shading of communities to lower the temperature of our neighborhoods and to,
- 8:20uh,
- 8:20you know,
- 8:21it's the,
- 8:21the air we breath.
- 8:22Yeah.
- 8:23You know,
- 8:23and one of the things that I know that I was really surprised about because you have,
- 8:26you know,
- 8:27you think of things like crushed pop cans and empty bottles and candy wrappers and chip containers and all that kind of stuff as being the,
- 8:36the standard trash you see around.
- 8:39Is it true that,
- 8:40that cigarette butts have a lot to do with it?
- 8:43Is that,
- 8:43is that really an issue or is that sort of going on?
- 8:45No,
- 8:46that is true.
- 8:46The,
- 8:47uh,
- 8:47the most littered item is our cigarette butts.
- 8:50Wow.
- 8:51And so,
- 8:52uh,
- 8:52don't they just sort of fall apart and go back into the,
- 8:54not at all.
- 8:55They are not biodegradable.
- 8:57Uh,
- 8:57it's important that,
- 8:59uh,
- 8:59you know,
- 8:59cigarette butts are disposed of properly.
- 9:01What can we do as a city to,
- 9:03to sort of manage that and try to keep it under control as a city we could,
- 9:08uh,
- 9:08collect the syrup butts and make sure that they are disposed of properly inside a container that's intended for syre buts.
- 9:16Is this,
- 9:16is it as big a problem as it used to be or is it,
- 9:19is it on the decline or do you have any sense?
- 9:21No,
- 9:22it,
- 9:22it's,
- 9:23it's still continuing to be an issue.
- 9:26We talked a little bit about that.
- 9:27There are multiple affiliates lo close by,
- 9:30we have a county,
- 9:31we have other cities,
- 9:33Coral Gables.
- 9:35That's one of them and there's,
- 9:36and there's a key Florida.
- 9:37Clean,
- 9:38clean.
- 9:38Isn't,
- 9:39isn't there enough?
- 9:39They're a uh our big sister.
- 9:42You would call it organization where they are helping us as well.
- 9:46We,
- 9:47we're working with them when you say you work with them.
- 9:49What sort of things do you do?
- 9:52Uh So we've attend a um a conference,
- 9:55an annual conference uh to go over best practices and um sharing of resources in,
- 10:02in some cases,
- 10:03uh we have access to certain grants.
- 10:05For example,
- 10:06there is a,
- 10:07an F dot grant that keep Florida beautiful has access to and as affiliate,
- 10:12we also have access to $15,000 potentially.
- 10:17Fantastic.
- 10:18Ok.
- 10:18So even though the program is comparatively young and it's only been around for a year or two,
- 10:22you've had some success.
- 10:24Uh Can you tell us about some of the things that you feel best about?
- 10:27So,
- 10:28so far year to date,
- 10:29we've had over 32 events.
- 10:30But our biggest event so far year to date has been international coastal cleanup.
- 10:36We partnered with uh five different organizations.
- 10:39It was a Palm Beach Atlantic Beach Bucket Foundation surface 71 visit Palm Beach and Palm Beach County.
- 10:48Yeah,
- 10:48that's,
- 10:48that was a year date.
- 10:49Our probably our biggest event uh collectively we picked up over £12,000 of trash you date and it's uh you know,
- 10:58it was going forward.
- 10:59I mean,
- 11:00I don't know if the community is aware of it but public works is actively,
- 11:04uh,
- 11:04picking up illegally,
- 11:05illegally dump material a year to date were,
- 11:08well,
- 11:09over 100 and 10 tons of debris.
- 11:12And that's something else.
- 11:14What about,
- 11:14um,
- 11:15abandoned cars?
- 11:16Is that anything that you guys are involved with?
- 11:18Yep.
- 11:18I'm a part of an abandoned vehicle.
- 11:22And on the ban of vehicles we've,
- 11:25uh,
- 11:25tagged,
- 11:26uh,
- 11:26265 and out of that 265 87% have to comply with.
- 11:33Well,
- 11:34basically they've been tagged and they've been moved and that cleans up the streets.
- 11:38Exactly.
- 11:38Compliance is what we're,
- 11:39we're after.
- 11:40What is the biggest challenge that you see as far as the mission of keep West Palm Beach beautiful.
- 11:48What is the greatest challenge and thing that's keeping you from reaching your goals?
- 11:52I'm highly motivated to work with so many,
- 11:56you know,
- 11:56amazing people within the city.
- 11:58I don't see the challenges.
- 11:59I see the opportunities and I see the positive momentum that we've already making.
- 12:04I mean,
- 12:04I,
- 12:05you know,
- 12:05I have uh awesome,
- 12:06amazing leadership within public works,
- 12:08Leon Pender,
- 12:10Amy Marks.
- 12:11Um,
- 12:12you know,
- 12:12they're,
- 12:13you know,
- 12:13they've given me the,
- 12:14uh the space to,
- 12:15you know,
- 12:15to operate and to help coordinate uh all the events that I could think of.
- 12:20Um,
- 12:21you know,
- 12:21there's just been nothing but supportive but amongst the community.
- 12:23Is there a mindset?
- 12:25Is there a lack of information that you're really working?
- 12:28Against what will make you even more successful out in the community than you already are.
- 12:33So we get more successful is when we get the community,
- 12:36uh more engaged within their own neighborhoods to clean up and take pride in their own communities.
- 12:41When it comes to clean up soon,
- 12:42we can always organize volunteers who may not be from that community,
- 12:46but to have the communities themselves take pride in their community and wanna clean up.
- 12:51It all starts in,
- 12:52in individual neighborhoods,
- 12:54people keeping their own blocks clean and policing and doing all the good things that are right next door.
- 13:00Exactly.
- 13:00I mean,
- 13:01really as much as just making sure you're in front of your own home is as clear as it can be,
- 13:07if,
- 13:07as beautiful as it can be.
- 13:08That's,
- 13:09that's what it comes down to.
- 13:10That's why it's called West Palm Beach.
- 13:12Keep West Palm Beach beautiful.
- 13:14So it really develops pride.
- 13:16You're into creating a sense of community pride in the community,
- 13:21pride in the place that you live.
- 13:22And that's,
- 13:22it seems to me like a cornerstone of what you're all doing.
- 13:26Absolutely.
- 13:27It's a,
- 13:28now everyone deserves to live in a beautiful community.
- 13:31It doesn't matter your income level or where you're from or which neighborhood you live in.
- 13:35Um,
- 13:36every neighborhood has the same opportunity to be as beautiful as the next Dwayne.
- 13:40You have an opportunity.
- 13:41Now you got the mic in front of you to share a message with the folks at home,
- 13:46the people who are thinking about getting involved in the program,
- 13:49maybe volunteering and we're gonna talk about that in just a moment.
- 13:53Uh Maybe volunteering.
- 13:54What is the message you would want to share with them?
- 13:57Uh I,
- 13:58the message I would want to share about the program.
- 14:00Uh It's not my program,
- 14:02it's not the city's program.
- 14:03It's,
- 14:04it's your program,
- 14:05it's uh a program intended for the community.
- 14:08Uh If you have ideas for an event,
- 14:11uh take ownership of it,
- 14:12you know,
- 14:12be the lead.
- 14:14Uh my job here is to help coordinate,
- 14:16to help facilitate.
- 14:17And uh you know,
- 14:18I uh take pride in the connections I've made and the,
- 14:21the religions I,
- 14:22I've built with the residents.
- 14:25Um our community partners,
- 14:27volunteer partners.
- 14:28I mean,
- 14:29it's just a,
- 14:29a community coming together to really make it happen.
- 14:33So you've mentioned a couple of times volunteers and becoming a volunteer.
- 14:37I guess the big question here is how do people become involved and volunteer to be part of the program?
- 14:44Well,
- 14:44Jerry,
- 14:45they can always go to W PB dot org slash beautiful.
- 14:49And that is our Key West Palm Beach,
- 14:50beautiful website.
- 14:52And from there,
- 14:52they can uh volunteer,
- 14:54they can be there,
- 14:55you know,
- 14:55uh volunteer to be a site coordinator where they can arrange their own cleanup events,
- 15:00which I will help facilitate,
- 15:02you know,
- 15:03with uh bags,
- 15:04gloves,
- 15:04pickers,
- 15:05buckets,
- 15:06and they can always give us a phone call.
- 15:08My number is 5618222148 and you can reach me by email.
