Speaker 1: Now we turn to the Mountain Eagle to read news
0:04
from Whitesburg. Your reader today is Bills an Arsdale. We
0:09
will begin with the addition dated March eighteen, twenty twenty six,
0:14
which the publishers have donated to RADIOI as a reminder.
0:19
RADIOI is a reading service intended for people who are
0:22
blind or have other disabilities that make it difficult to
0:25
read printed material. And the first headline is Jenkins Council
0:32
vaxxed plan for hotel at old country Club. The Jenkins
0:38
City Council has approved a resolution supporting a plan to
0:42
renovate the former Elkhorn Country Club into a hotel. Letcher
0:48
County currently has no motels or hotels following the closure
0:53
of the Parkway in in Whitesburg. Bed and breakfasts and
0:57
short term rentals are the only lodging options now. Jonathan
1:02
and Esther Brook Tucker hope to convert the abandoned clubhouse
1:06
at the former Jenkins Country Club into a ten room hotel,
1:11
wedding and event venue, and possibly at a campground on
1:15
the old golf course. The couple approached the city council
1:19
this month seeking support for a grant through the Federal
1:23
Abandoned mind Land's Economic Revitalization or AMLER program. For profit
1:30
entities cannot directly receive AMLER funding, but they may partner
1:34
with public agencies or nonprofit organizations to promote job creation.
1:41
The council's resolution expresses support for the project while details
1:45
of such a partnership are worked out. We just have
1:49
to work out a partnership and move toward it. Mayor
1:52
Todd de Priest, said City councilman. Rick Damren said he
1:57
believes the project would benefit Jenkins personally. I think that
2:01
is a property inside the city that will create jobs.
2:04
Dammer and sid Elkhorn Country Club was founded in nineteen
2:10
forty six on the former Lakeside Dairy farm and officially
2:14
opened on July fourth of that year. It featured a
2:18
nine hole golf course and the original clubhouse was a
2:22
converted farmhouse. The current clubhouse building opened in nineteen seventy.
2:29
Over the years, the club included a golf course, swimming pool,
2:33
and a shooting range. It closed in nineteen ninety one
2:37
after Tico Energy Incorporated of Tampa, Florida purchased fifty six
2:42
thousand acres in and around Jenkins with plans for strip mining.
2:48
While the golf course was destroyed. The clubhouse building was
2:51
later owned by Mountain Outreach, a local aid organization, until
2:57
the death of its founder, former Sheriff Vernon Hull, in
3:00
twenty fifteen. The property was once accessed through a tunnel
3:06
near Jenkins Middle and High School, but that route was
3:09
closed after construction of US twenty three. The clubhouse is
3:14
now reached via a road leading to Gateway Business Park,
3:18
which was developed on a former strip mine behind the site.
3:22
The building has been vacant for at least a decade
3:26
and is in serious disrepair, with broken windows, sections of
3:30
missing roof, and a collapsed covered entryway. Despite the damage
3:36
from weather and vandalism, the Tuckers told the council the
3:40
structure remains sound, supported by steel beams. They planned to
3:45
market the hotel not only to travelers, but also to
3:49
all terrain vehicle riders using trail systems in Letcher and
3:53
Pike Counties. You can park here and never touch your
3:57
truck the whole weekend. Johnathan Tucker said, you can go
4:01
eat at the Mexican restaurant, ride the Pike County Trails
4:05
from here, plus the Letcher County trails. I think it
4:08
would do wonderful While the initial plan includes ten rooms,
4:14
esther Brook Tucker said there is potential for expansion. There's
4:18
ten rooms right now, but there are large spaces downstairs
4:22
that could be converted into additional rooms along with the
4:26
old locker rooms. She said. If completed, the project would
4:31
mark the second historic building in Letcher County to be
4:34
redeveloped as a hotel. The Daniel Boone Hotel in Whitesburg,
4:39
which opens during Independence Day weekend in nineteen twenty, has
4:44
already been stabilized, and a second phase of renovations is
4:48
currently in design. The project is expected to include about
4:52
forty rooms. The next story is Judge Jim's local attorney
5:01
case is delayed in federal court. A federal lawsuit filed
5:07
against the Jinkins Independent Board of Education by Electricality VLAGGER
5:12
is among several cases facing delays after a Weisburg attorney
5:17
was found in contempt of court and suspended from practicing
5:20
in federal courts. Chief U S. District Judge David Bunning
5:26
has suspended attorney Jennifer L. Taylor from practicing in the U. S.
5:30
District Court for the Eastern District of Kentucky. The order
5:34
came one week after US bankruptcy Judge Gregory R. Schaff
5:39
denied Taylor's motion to vacate a contempt finding and suspended
5:43
her from practicing in bankruptcy court for one year. She
5:47
may reapply after that period. The suspension stems from what
5:52
the court described as a failure to adequately represent her clients.
5:58
In addition to the one year's suspension, Chaff ordered Taylor
6:01
to pay one thousand, five hundred dollars in sanctions to
6:04
clients in the cited case. The court also notified the
6:09
Kentucky Bar Association. Court records alleged that Taylor repeatedly failed
6:15
to return phone calls and text messages, missed court appearances,
6:20
and did not file required documents. She also failed to
6:24
appear for a scheduled hearing on January twenty first. According
6:28
to the record, Schaff initially found Taylor in contempt, but
6:33
granted her a hearing on February eighteenth, after she filed
6:37
a motion to vacate on January twenty sixth, a motion
6:40
the judge described as lacking significant support. The motion requested
6:46
a hearing at the court's regular motion hour in London
6:49
on February eighteen, twenty twenty six. Although Taylor did not
6:53
properly notice the hearing, resulting in a deficiency order. Chaff wrote,
6:58
a deficiency order it was also entered because the proposed
7:01
order had blanks, which is not permitted. The judge noted
7:07
that Taylor failed to comply with that deficiency order, prompting
7:11
the court to schedule the hearing itself. She later submitted
7:15
a revised proposed order. In her defense, Taylor cited excusable neglect,
7:22
claiming her registered court email had been hacked and compromised.
7:27
She also referenced medical issues and said she would provide documentation,
7:32
but according to the court order, she failed to adequately
7:35
explain the missed filings or lack of response over several months.
7:41
Taylor's excuse regarding her recuperation in her remote location is
7:46
also extremely questionable. Schaff wrote. She suggests that the recuperation
7:52
prevented all work, but admitted she was able to communicate
7:55
with certain clients on a landline. She also dealt with
7:59
multiple matters and other cases during the alleged recuperation period.
8:05
Schaff said the report supports a finding of gross dereliction
8:08
of her duty to her client. The court also conducted
8:13
what it described as a thorough review of Taylor's cases
8:17
in both district and bankruptcy courts and found similar issues.
8:22
One example cited was a criminal case involving Corey Immanuel Skiles,
8:27
who it's charged with possession with intent to distribute more
8:30
than five hundred grams of methamphetamine. Taylor filed a last
8:35
minute motion to continue his sentencing, but then failed to
8:38
appear for the rescheduled hearing. According to the order, The
8:43
ruling lists fourteen bankruptcy court cases in which Taylor failed
8:48
to appear for hearings, failed to file documents, or had
8:51
cases dismissed. In district court, judges have ordered new attorneys
8:57
to be appointed or have notified parties to seek new
9:00
council in at least five cases. In one handwritten filing,
9:06
defendant Jose Carlos Miranda Morales, who faces multiple drug and
9:10
financial charges, asks the court to remove Taylor and appoint
9:15
new council, stating he and his family had been unable
9:18
to contact her. I've been in here for almost eighteen months,
9:22
and me and my family have tried to communicate with her,
9:25
as she does not respond, Morales wrote in the lawsuit
9:30
against the Jenkins School Board, the judge has given plainted
9:33
Elizabeth Jones thirty days to retain new council or notify
9:37
the court that she intends to represent herself. And the
9:43
next headline is Blackie Library still facing flood repairs. Nearly
9:49
four years later, forty four months after the Kentucky River
9:55
rowse more than three feet inside the Blackie Public Library,
10:00
the building's lower level remains gutted, and now the upper
10:04
level could require major changes as well. The split level
10:09
library includes an addition at the rear that sits several
10:12
feet higher than the front section. Although the upper level
10:16
did not flood, it still does not meet federal requirements
10:20
that finished floors be at least one foot above the floodplain.
10:25
Because of that, the building is currently ineligible for federal
10:29
Emergency Management Agency funding, and the library board cannot obtain
10:33
flood insurance unless engineers can find a way to bring
10:37
the structure into compliance. Summit Engineers and Architects, which has
10:43
been working on the project for more than three years,
10:46
is now considering options to flood proof the upper level.
10:51
Architect Charlie Robinson said his latest proposal is to build
10:55
a new floor on top of the existing one, raising
10:58
it about eight inches. The problem I have is before
11:02
it gets up to the floor. Robinson said, Once you
11:05
get up to that floor, it's difficult to waterproof, but
11:08
I can deal with that. Earlier ideas included asking Letcher
11:13
County Floodplain Coordinator Perry Fowler to re survey the building
11:18
in hopes of lowering the floodplain designation or installing a
11:22
waterproof membrane around the structure and replacing the lower exterior
11:27
wood with more water resistant materials. Robinson said he has
11:32
now largely settled on raising the floor. Fowler, however, said
11:37
the issue may be simpler to address. He said the
11:41
building is only about four point eight inches below the
11:44
required elevation, and state officials have indicated that wetproofing would
11:49
meet requirements and allow the library to qualify for flood insurance.
11:55
Wetproofing is what the state recommended, and they'll still be
11:58
able to get their flood insurance. Wetproofing involves making the
12:04
building water resistant while ensuring that any materials below the
12:08
flood level will not be damaged if water enters. That
12:12
includes installing non absorbent flooring and wall materials at least
12:16
four point eight inches high and avoiding placement of vulnerable
12:20
items below that level, they're five inches below, having at
12:25
one foot above the floodplain, Fowler said, just don't put
12:28
anything valuable down low. Some library board members raised concerns
12:34
about adding a second floor layer, including whether it would
12:38
leave electrical outlets and switches too low and whether moisture
12:42
could become trapped between the two layers. Robinson said ventilation
12:47
holes could be added to allow the space to dry,
12:50
and waterproof insulation could be installed between the floors. Other
12:56
planned improvements include adding a waterproof membrane around the building
13:00
to the required height, raising windows above that level, and
13:04
replacing the lower exterior wood with water resistant materials such
13:09
as stone. That plan replaced an earlier proposal to build
13:14
a flood wall around the structure. Soil tests conducted in
13:18
recent months showed that option would require trenches up to
13:22
twenty feet deep to support the wall. In the next story,
13:29
rising costs delayed funds stall new housing here. Rising property
13:37
taxes and delays in state grant funding are slow in
13:40
construction of new housing in Electra County, according to nonprofit developers.
13:47
Seth Long, executive director of Homes Incorporated, told the Electrofiscal
13:52
Court that a home valued at one hundred sixty five
13:55
thousand dollars before the twenty twenty two flood, is now
13:59
a prey at two hundred sixteen thousand dollars. The higher assessments,
14:04
he said, are creating affordability challenges for buyers and discouraging
14:09
for profit developers from building in the county. Long said
14:14
a typical three bedroom, one bath, ranch style home with
14:18
about one thousand, one hundred square feet would now be
14:21
valued at two hundred sixteen thousand dollars. In neighboring Nott County.
14:26
That would mean an annual property tax bill of about
14:29
two thousand, four hundred dollars or roughly two hundred dollars
14:33
per month added to a mortgage payment. In Letter County,
14:37
that same house would be appraised at two hundred sixteen
14:40
thousand dollars, and the taxes would be three thousand fifty
14:44
dollars a year about two hundred fifty three dollars a month.
14:47
Long said if it's in Jenkins, where there's an additional
14:51
layer of taxation, the taxes would be three thousand, four
14:55
hundred forty five dollars a year, or about two hundred
14:58
eighty seven dollars a month going toward taxes alone. That's
15:02
not counting insurance, and everyone's insurance is going up. Those
15:08
ESCRO costs, he said, push monthly payments beyond what many
15:12
residents can afford and make it difficult for developers to
15:16
sell new homes. Homes Incorporated, which has operated since nineteen
15:21
eighty four, has built just over three hundred homes, most
15:26
of them in Letcher County. That's not a lot of houses,
15:30
but it is when you consider how few new homes
15:33
are developed and sold in the county. Long said. While
15:38
the housing shortage has driven up values, the average existing
15:42
home in the county is still valued at about sixty
15:45
four thousand dollars. Long said. Partnerships involving state, county, and
15:51
FEMA funding helped finance projects like the cottages at Thompson Branch,
15:56
but rising material costs, property values, and tax X rates
16:00
continue to hinder new construction. Since July twenty twenty two,
16:07
Homes has built thirty five houses, but none have used
16:10
funds from the Community Development Block Grant CDBG Disaster Recovery Program.
16:18
Additional projects are planned, but federal funds allocated for those
16:22
efforts remained tied up At the Kentucky Department of Local Government.
16:26
According to Long and Alex Ferris of the housing nonprofit
16:30
FAHE Holmes recently hired a firm to conduct a historical
16:36
and archaeological survey at the former Fleming Neon High School site,
16:41
where it plans to build eighteen mixed income apartments. Long
16:45
said the development could rely largely on rooftop solar power.
16:51
The organization previously built net zero homes at Thompson Branch,
16:55
where electric bills can be as low as twenty five
16:58
dollars per month. What does it do for a family,
17:02
especially a low income family, if their power bill is
17:05
twenty five dollars a month, Long asked the court, drawing laughter,
17:10
Raise your hands if your power bill is twenty five dollars.
17:15
Homes is also planning thirteen duplexes in Sicco, a total
17:19
of twenty six units to be sold as condominiums, along
17:23
with twelve single family homes in Foroton and another twelve
17:27
in u Z. However, Long said progress depends on access
17:32
to CDBG disaster recovery funding. So far, all post flood
17:38
construction has relied on other state funds, private donations, and
17:42
homeowner contributions. We have project we've proposed for a long time.
17:48
Long said, we have agreements with landowners to acquire property,
17:53
but we can't move forward until we have a developers
17:55
agreement from the Department of Local Government. Federal government allocated
18:01
two hundred ninety eight million dollars in c DBG Disaster
18:04
Recovery funds for the twelfth County region, but Long said
18:09
federal and state requirements have delayed access to the money.
18:14
Ferris said sites for single family homes have already received
18:18
environmental clearance and are ready to move forward once funding
18:21
is released. Once the development agreement is executed, we can
18:26
begin acquisitions, she said. Long added that once property is secured,
18:32
homes can work with the county to install infrastructure such
18:35
as water, sewer and roads. One remaining hurdle is a
18:40
requirement for performance bonds before funding is distributed. We only
18:45
have so much ability to carry bonds, Long said, though
18:49
he expressed confidence the issue can be resolved. In an
18:54
effort to move the process forward, the Fiscal Court approved
18:57
two resolutions Monday. One adopts a neighborhood Revitalization Plan recognizing
19:04
the need for housing development, and the other establishes a
19:08
citizen participation plan to gather public input throughout the CDBG process.

19:58
The next story is Jenkins wants action, not plans that
20:03
collect dust. Studies and plans for eastern Kentucky have been
20:08
produced for decades, but many have never moved beyond paper.
20:13
Jenkins City officials say they want to make sure that
20:16
doesn't happen with the projects now under way following the
20:20
twenty twenty two flood. The city has accepted bids from
20:24
consultants and is preparing to launch a project aimed at coordinating, tracking,
20:30
and managing multiple grants and development efforts. Everything we've been doing.
20:34
We're trying to bring into one plan. Mayor Todd de
20:37
Priest said, sometimes we do these plans and they just
20:41
collect dust. We don't want that to happen this time.
20:46
De Priests said that during renovations at City Hall last year,
20:50
he discovered a display board tracking projects from the nineteen
20:53
eighties and nineteen nineties when the late Mayor Robert pud
20:57
Schubert was in office. He said he was surprised by
21:01
how far some of those projects had progressed, and credited
21:05
the tracking system for helping the city follow through. That's
21:09
what we're trying to get back to, he said. The
21:13
city is now seeking a Revitalization and Resilience Grant to
21:17
help manage and oversee projects tied to flood recovery and
21:21
future development. Those efforts include water and sewer line extensions
21:27
to the proposed Raven Rock Resort near Pound Gap, water
21:31
infrastructure and a storage tank for the planned Grand View Subdivision,
21:36
construction of one hundred and seventy five homes in that subdivision,
21:40
repairs to the city's water and sewer plants, a proposed
21:44
hiking trail connecting downtown Jenkins to the resort, and renovations
21:48
to City Hall to meet Americans with Disabilities Act requirements.
21:53
With so many projects underway at once, Depriests said coordination
21:58
is critical. Would be easy for something to slip through
22:01
the cracks, He said, we don't want that to happen.
22:05
The plans were discussed at a recent meeting of the
22:07
Jenkins City Council. The council also heard the first reading
22:12
of a telecommunications franchise ordnance. Officials said the service provider
22:18
will not change, but the ordinance had expired and must
22:21
be renewed. The next item is the caption of a
22:26
photograph Winter hangs on, but Spring is coming. A late
22:32

22:36
lighting up a stretch of road where winter is still
22:38
hanging on, but not for much longer. Spring officially arrives Friday,
22:44
March twentieth, which story is find a new Friend Saturday
22:50

22:57
be present. Nuckey River Regional Animal Shelter will hold an
23:03
adoption event Saturday, March twenty first, at the Letcher County
23:06
Recreation Center in Whitesburg. The event will run from eleven
23:10
a m. Until five pm and will feature dogs and
23:14
cats available for adoption. The Easter Bunny will also make
23:19
an appearance, and a professional photographer will be on hand
23:23
to take photos of children and pets. Raffle baskets will
23:28
be available during the event, with all proceeds going toward
23:31
the care of animals at the shelter. The Kentucky River
23:36
Regional Animal Shelter serves Letter not Perry and Breathet Counties,
23:41
but the event is open to everyone. Please join in
23:45
the fun and feel free to volunteer. The shelter said
23:48
in a news release. Our animals need the support of
23:51
our communities so they can find loving homes. Shelter staff
23:56
will also be available to answer questions about adoption and
23:59
animal care. Next is the story from Lectri County's history.
24:05
The headline is story books make kids dumb, county official
24:10
said in nineteen sixty debate over funding once threatened survival
24:16
of library then housed in room of old Llenn Depot
24:20
in Whitesburg. If they read some kind of story books
24:24
and don't get their history at all, they come up dumb.
24:28
That was the warning issued in nineteen sixty by Lettri
24:32
County Magistrate Cleman Scott as the fiscal Court debated whether
24:36
to spend public money to keep the county's struggling library alive.
24:41
Scott was one of two magistrates who voted against funding
24:44
the Letter County Public Library. But despite such opposition and
24:50
years of financial uncertainty, the library survived through the persistence
24:55
of local citizens, especially members of the Whitesburg Women's Club,
25:00
and eventually through public funding that secured its future. Today,
25:05
the Letter County Public Library System serves communities across the county,
25:09
but its survival was far from certain in the early
25:12
nineteen sixties, when the library operated out of borrowed rooms,
25:17
depended on donated books, and struggled year after year to
25:21
stay open. At the time of Scott's remarks, the library
25:26
was about to move into a thirty five foot by
25:28
thirty five foot room inside the abandoned L and N
25:32
Railroad depot at the mouth of Cow Hollow in Whitesburg,
25:36
near the foot of School Hill, in an area that
25:39
today serves as the main street ramp to the Whitesburg Bypass.
25:44
There was nothing luxurious about the library's new home in
25:47
the abandoned railroad depot. Still, it was a far cry
25:51
from the library's previous quarters in a dilapidated building behind
25:55
the old Lectric County Jail. That site was later occupied
25:59
by a county Health Department building that now serves as
26:03
home to the Electric County Sheriff's Department. The Mountain Eagle
26:07
is not certain when the county's first public library opened
26:10
in Whitesburg, but records showed that one closed in August
26:14
nineteen forty three for lack of resources. In his final
26:19
financial statement to the public library treasurer W. H. Pooh
26:24
reported the library began the year with forty one dollars
26:27
raised during two events, a pie supper and a tea,
26:31
and spent it all on book purchases. Electric County remained
26:36
without a public library for at least nine years. Then,
26:41
in December nineteen fifty two, a group of citizens, including
26:45
several school teachers and members of the Whitesburg Women's Club,
26:48
began a drive to reopen one. Volunteers went house to
26:53
house collecting donated books and magazines for the shelves. Sometime
26:58
in the summer of nineteen fifty three, the Bank of
27:01
Whitesburg agreed to let the group use one of the
27:03
rooms in its Main Street building as a library. By then,
27:08
the collection had grown to two hundred fifty four books
27:11
and one hundred and fifty good magazines, according to news
27:15
reports published in The Eagle. Just five years later, however,
27:20
the library was again in danger of closing because it
27:23
received little financial report from the Electric County Fiscal Court.
27:28
By nineteen fifty eight, the library had moved out of
27:30
the bank building and into the old structure behind the jail. Finally,
27:36
in late nineteen sixty, the library was saved by two
27:40
one hundred dollars in funding from a reluctant fiscal court.
27:45
The payment was approved on a four to two vote
27:48
and included nine hundred dollars the county had budgeted in
27:51
nineteen fifty nine but never paid, along with one thy
27:55
two hundred dollars for nineteen sixty. When the library moved
28:00
to the abandoned L and M depot in the early
28:02
nineteen sixties, Women's Club members helped refurbish the building and
28:06
prepare it for use as a public library. Anne F.

Caudle later recalled that members spent many hours and days
28:14
and weeks decorating the depot, cataloging and shelving books, and
28:18
covering worn volumes with bright wallpaper dust jackets. They also
28:24
worked to obtain new books through the state Library and
28:28
bookmobile program, and suddenly the library was flooded with readers
28:33
young and old, Cardle said. Later the club worked to
28:37
obtain new modern quarters as a part of the planned
28:40
new Lectric County Courthouse. This concludes the reading of The
28:46
Mountain Eagle. Your reader has been billed an arsenal. Now
28:50
please stay tuned for continued programming on behalf of everyone
28:54
here at Radio I thank you for listening, and have
28:57
a good day.
