This briefing uses an A I-generated voice. Anthropic traces cryptographic curve seeds to an old random-number generator. GitHub adds license checks that can block enterprise merges. Waymo aims to carry Toronto riders in 2028 after manual mapping and supervised tests. China requires A I export registration while proposed controls remain under review. China opened a consultation on October 16 about adding 40 technologies to its export-control catalogue. The proposal covers 23 A I technologies, including models, agents, computing clusters and information processing. It also covers five biomedical technologies and 12 solar technologies. The changes aren't final, but exporters must already register listed technology transfers before export. That includes transfers that have started but aren't finished. The consultation closes November 15. The commerce ministry draws a line between transferring technology and giving someone access to a model. The proposed large-model rules don't cover access through APIs, websites, apps or software services. Some overseas deployments would still face controls, with easier licensing in certain cases. Technology already made public through open source or papers is also excluded. The ministry says some future open-source releases would receive automatic licences. So the proposal doesn't ban all Chinese A I services abroad. The final catalogue will show which technologies China controls, while the overseas deployment rules will determine which transfers need approval. The consultation ends November 15. Anthropic traces cryptographic curve seeds to an old random-number generator. Anthropic said on October 16 that an internal Claude research model traced five NIST prime-curve seeds to their origins. The method recreates the seeds with a 1990s random-number generator initialized with timestamps. Anthropic published the code so other researchers can test the result. The finding doesn't show that the signature system is broken, and Anthropic says no change is needed. Researchers still don't know the origins of some base points or one binary-curve seed. The method doesn't recover every design choice, either. Researchers can now use Anthropic's code to test the standard seeds. Some candidate curves from the historical selection process still have no known explanation. GitHub adds license checks that can block enterprise merges. GitHub made its open-source license checks generally available on October 16. Enterprise Cloud customers with Code Security can set one policy for dependency licenses. When a ruleset is active, GitHub can block a pull request that adds a dependency outside that policy. A new API lets coding agents check a package before adding it. GitHub says each check compares a dependency with the company's policy. It doesn't give a legal opinion on every use of a package, and the result depends on how the policy is configured. Evaluate mode flags findings without blocking a merge, though a separate comment-resolution rule can still block it. Teams can also review policy audit events and package exceptions. The practical test is whether GitHub catches a new dependency before it reaches the codebase. Waymo aims to carry Toronto riders in 2028 after manual mapping and supervised tests. Waymo announced its Toronto expansion plan on October 16. Human drivers will map the city's streets first. After that, trained specialists will sit behind the wheel during testing, and Element Fleet Management will provide fleet services. This is a company expansion plan, not a driverless service that's already running. Manual mapping and supervised testing don't show that the system is ready for Toronto passengers. Waymo still needs to validate it in Toronto driving conditions. The milestone to watch is carrying passengers. Mapping streets and running supervised tests won't establish that on their own. IMF chief warns A I risks could outweigh benefits without safeguards. IMF chief Kristalina Georgieva said on October 16 that A I's risks could outweigh its opportunities without safeguards, Reuters reported. Speaking on a panel in Bangkok, she said A I was strengthening the economy. She also warned that the economy could face shocks if productivity gains fell short. The IMF agenda lists Anthropic co-founder Jack Clark as a panelist. Georgieva was warning about a possible shock, not describing one that has happened. She supported industry self-regulation with government and public involvement, but her remarks don't create binding standards. Published testing standards would show whether governments and companies agree on common checks. Productivity data would show whether A I spending is helping the wider economy. That is the signal before the noise. This briefing was produced from Hot Tea's verified daily edition. For the complete briefing and every source link, visit Hot Tea dot A I.
