- 1:49This's got several things we want to talk to counsel with Pepper about.
- 1:51Plus Chris Lawrence is going to join us to talk about the Big Outdoors Show
- 1:53which is happening in Morgantown this weekend. And I got some other things in
- 1:59the news one to get to. But I'm actually going to start with Chris
- 2:01and then ask him to come back for duties later on the show because a
- 2:07serious story. Last night, we had a shooting involving a Canon Canty deputy.
- 2:12Let's go to Chris in the newsroom. Chris, good morning. What's
- 2:14the latest one? No, good morning. It happened about ten after one
- 2:16this morning, Knaw County Sheriff's Department got a call from nine to one one.
- 2:22They were dispatched to the Systonville community on Galena Drive, where the caller
- 2:25had reported a man was being extremely violent and might be under the influence of
- 2:30methamphetamines. The deputy who was dispatched was responding and on his way to that
- 2:36call noticed the suspects vehicle the description matching the suspects vehicle, turned on his
- 2:42blue lights and suddenly that car took off and the chase was on. It
- 2:45was not a chase that went very far. It went as far as We're
- 2:47on Walker Drive at the time. It went to AppleTree Hill and there suddenly
- 2:52the suspects stopped, jumped out of the car, and as the deputies was
- 2:57exiting, the suspect pulled a gun and started shooting. The deputy came under
- 3:00a hail of gunfire. He suffered a wound to the hand, but did
- 3:06manage to return fire did not hit the suspect, who has since been identified
- 3:10as forty three year old Nathan Oxley of the Cistonville community. Oxley fled into
- 3:15the woods and there was a cascade of officers from all departments that showed up
- 3:20after that, and he was apprehended not too long afterward in the woods near
- 3:24the incident. Seen there. There was also a woman in the car with
- 3:29him. She's been identified as Rebecca Lynville of Cissonville. She too fled into
- 3:34the woods and officers deputy spent several hours looking for her. She was finally
- 3:38located and will not be charged. Oxley is now in custody and faces charges
- 3:45of attempted murder of a police officer and malicious wounding. The deputy was taken
- 3:50to camc General. He has been undergoing surgery this morning for the wound to
- 3:54his hand. That wound not considered life threatening, so it could have been
- 3:58a whole lot worse, but the deity is now recovering and the suspect in
- 4:02the shooting is now behind bars. So that's pretty much where things stand at
- 4:06this point. Boy. You never know, when you know you're an officer
- 4:10and you take that call, how it's going to wind up. Yeah,
- 4:12you're exactly right, And our thoughts and prayers go out to him and his
- 4:15family as well. And again, this Oxley guy is facing, as you
- 4:19said, these charges including attempt to murder on a police officer. So he's
- 4:23had a bad He's had a bad several decades, probably, Yeah, exactly,
- 4:27So they'll I'm sure he is behind bars and we'll probably have court hearing
- 4:30scheduled soon. And we have not got an update on the condition of the
- 4:35officer, but I was told that his wound was not life threatening. He
- 4:39was shot in the hand, so not necessarily life threatening, but certainly there
- 4:42are plenty of complications that can come with that at this point. So our
- 4:46best wishes to him absolutely, all right, Chris, I appreciate it.
- 4:48I'm gonna ask Chris to come back a little bit later on to talk about
- 4:51the be Outdoors Show which is happening in Morgantown this weekend. Chris, appreciate
- 4:56it, man, Thanks a lot, all buddy. It is twelve minutes
- 4:58after night I have a day violance shilling five venieline brought to you apart by

- 5:08with a ninety five percent approval rate and no medical exam. See then for
- 5:12all of the tails started quote today at Brightway mays dot com on to switch
- 5:15gears, bringing Charlestonton Councilman Emmed Pepper. Good morning, sir, how are
- 5:17you? Good morning? Thanks for having me. I'm doing all right.
- 5:19I like your picture that you you tweeted out that you exd there this morning.
- 5:24Well, I'm starting to think that maybe the issue wasn't because I was.
- 5:27I was unhappy about the photo you posted on Facebook. But I'm starting
- 5:30to think maybe it wasn't the photography more about the subject. So yeah,
- 5:33it just doesn't look good. Well, you know, it's one of those
- 5:35things where you know, I generally speaking, i'll take pictures of the guests
- 5:39and then when I do a little preview on social media ahead of time,
- 5:42I put a picture up there. And this today was one of those days
- 5:46when nothing went right this morning as far as you know. And I'm trying,
- 5:50running around, trying like crazy, and I was running out of time,
- 5:54and I went to my file on my phone that I've got ready,
- 5:57and here's a picture from you from two years ago when you're on it,
- 6:00and I'm putting it up there. And so we got a better picture now,
- 6:02VI in the green room, slightly better. Yeah, right, all
- 6:05right, I want to talk a little bit about and I guess several things
- 6:09I want to talk to you about. One of the things I want to
- 6:11mention to you is about this land Reuse Agency. Now, we originally when
- 6:15we talked over the weekend, we were going to get John Butterworth, who
- 6:18is with the land Reuse Agency, to come on the show a little bit
- 6:21talk about that organization. He unfortunately was not able, had a conflict.
- 6:27We'll try to get him on some other the time. But what exactly is
- 6:30the Charleston land Reuse Agency? What's the purpose and what kind of work do
- 6:32they do? Yeah, well I'm on the board too, so I'm fairly
- 6:35well versed, although not as well versus him obviously, But yeah, so
- 6:39the land re Use Agency is something that may Or Goodwin put into place early
- 6:44on in her administration, and the goal is to start to reverse some of
- 6:48the issues that we've had with vacant buildings, dilapidated structures, making sure that
- 6:54we're putting the land back into reuse so that we're getting it into useful purposes.
- 7:00So one thing we've done is we've expanded. We've been able to so
- 7:03what's actually so just to back up what a lot of times is happening in
- 7:06cities is and this is all over the state. I think people buy someone
- 7:11doesn't pay their taxes, someone buys a tax sale, they don't really do
- 7:14anything with it. It just sits there. Sometimes if there's a building on
- 7:16it, then it can fall apart and it's just you know, we call
- 7:20swirling around the drain, and it's not good. It's hurting our communities.
- 7:24So what we've done is we've we've put this Land rece Agency and so now
- 7:27we are the land recea agency participates in the tax sales, and we are
- 7:30strategic and identify parcels that look like they would be appropriate for redevelopment. If
- 7:35there's a something that's on there that's that's a real big problem for the city
- 7:40or if it's something that is right next to a park. So we've been
- 7:45able to expand our parks by I think sixteen or seventeen acres. Kato Park
- 7:47is one big one Danner Meadow Park, and so that's one thing. We
- 7:53Also if there's you know, some land that someone else owns that we would
- 7:56be useful for the city to have for safety reasons or whatever, we we
- 8:00get that too. But the most important is to actually get it back into
- 8:03redevelopment. There's holes throughout our neighborhoods in the city, especially in the west
- 8:09side of North Charleston. And you know, and again we're talking with the
- 8:11councilman Pepper, Emmit Pepper. When you drive around Charleston or any fell in
- 8:18name here town around the country, literally, will you see these these buildings,
- 8:22You see this land, you think, gosh, why doesn't somebody do
- 8:26with that? Why don't they clean? It's not for a governmental agency.
- 8:28It's not as simple as what you might think it would be, or for
- 8:33that matter, and it should be. Yeah, yeah, And so what
- 8:35we've what we've done is we've so we've we've purchased I think over one hundred
- 8:39different properties and there's different kind of goals in mind for some of them.
- 8:43And we have two new programs that we wanted to talk about. One is
- 8:46this incentive to build new houses and so that's actually anywhere in the city,
- 8:52whether or not we own the property or not, thirty five thousand dollars incentive
- 8:56as long as the house you build is done by November first of this year,
- 9:01and the total cost to build it's under three hundred thousand dollars. So
- 9:03we want to have more of that kind of middle d November. That's kind
- 9:05of a big ask, is it not? It is you know this is
- 9:09some of this funding is restricted by federal It is federal money, so we
- 9:13have to get it out the door. And we want to get the houses
- 9:16built. I heard your show yesterday with rich the realtor. There are some
- 9:20real needs and so we need to get the houses built. Yeah. I
- 9:22had Cheryl Ellis from Advantage Valley on about a month or so ago that housing
- 9:26survey came out and it's not only here in the Charleston area, but there
- 9:28is a definite need for housing across all economic areas, all price points for
- 9:37housing in the Kanaw Valley in general, and especially in Charleston yeah. Yeah,
- 9:41And so it's thirty five thousand if you built anywhere in the city,
- 9:43fifty thousand if you've built on one of our lots. Okay, And what's
- 9:46the other program you said you had a couple, Yeah, the other one
- 9:48is really just directed at people who already live here. And so this is
- 9:52a sidelot program. We have bought some you know, we ended up with
- 9:58with we bought some lots to protect them and to have them get them into
- 10:01productive use. So we have some a list of I think a couple dozen
- 10:05lots, and so folks should take a look and see if there's if one
- 10:09is right near them, or even if you know of a lot. It's
- 10:11like, man, i live right next to the door of this lot.
- 10:13I'd love to be able to have that be part of my property. It's
- 10:16not being maintained the way we like it to be. It's hurting the neighborhood.
- 10:20That's the sort of thing we can try to help with. We already
- 10:22have, like I said, some wats, and people can buy them from
- 10:26us. You apply for it, and the total cost after applications and everything
- 10:30is two hundred dollars. If it's a lot next to where you live.
- 10:33If it's if you're a landlord or you have other property, it's investment property
- 10:39five hundred dollars. So that it gets it, it's two benefits. It
- 10:41puts it back on the property tax roles for us, and then someone's maintaining
- 10:46it. Talking again with Charleston City Councilman Emmitt Pepper, it's nine eighteen.
- 10:52Is there a place, a convenient place where people can go and learn more
- 10:54about this on the website? Yeah, with a trust Landry Use Agency website.
- 11:00There's a map on there people can see. It's a little bit different
- 11:03from from what I think. It hasn't been updated for a little bit,
- 11:05but but you can contact folks. Also. The coordinator's name is krist Messenger
- 11:11A Messinger and her number is six eight one eight nine five seven two,
- 11:18and so you can talk to her and just reach out to the ATLANDA East
- 11:22Agency. I would just google everything these days. That's what you have to
- 11:24do now, all right. So I actually one of the reasons I reached
- 11:28out to you, and this is great stuff that you provided us with this
- 11:31morning, but I reached out to you over this past weekend, Counsel one,
- 11:33because last week we had a text to the show asking about the status
- 11:37of the scooter program in Charleston. Now it's not it's not gone away,
- 11:41but I guess, for lack of a better term, maybe they just hibernate
- 11:45for the winner. They did they did they go south or it's flight south.
- 11:48I guess, yeah, because the Bird is the name of the scooter
- 11:50company that operates here. So it's not a city program, but it is
- 11:54something we've authorized and we have an agreement with them. Uh So the company's
- 11:56name is Bird and they have a local operation. And yeah, my understanding
- 12:01is in most smaller cities especially, but even in big cities, think they
- 12:07downsized in the winter. But yeah, so it's pretty much seasonal. I
- 12:09think probably you know, either later next month or early in April, you
- 12:13know, start once the people start mowing their lawns and stuff, they people
- 12:16will want to start rudning scooters again too. Well, we had a text
- 12:18about the show and actually when I preview that you were going to be here,
- 12:24h somebody texted the show and ask about the scooters again, and they
- 12:28said the last one I saw was in November and it was in a sad
- 12:31state, having been stripped for parts. I haven't heard that one. H
- 12:35No. I mean I think people have tried to do stuff like that and
- 12:37they're fine and it's not really either' finding out that there's a GPS on them.
- 12:41But but b it's not really much there to So how's the how's the
- 12:43response been to the program? I mean bet there were some skeptics and on
- 12:48social media and whatever, and then the others into the show, and I
- 12:52had you on a couple times to talk about overall though, how has the
- 12:54response been to the program. I think it's been mostly like a you know,
- 12:58in terms of like the I think that's been a nothing burger. And
- 13:01I think that, you know, for the people who like it, they
- 13:03really like it and they like being able to utilize it. I think it's
- 13:07going to be important. You know, you had the folks on about with
- 13:09the bike thing coming up here in May. I mean, I think we're
- 13:13going to have when we have a lot of people here, having other options
- 13:16for getting around is going to be helpful and beneficial. There have not been
- 13:20any major I mean, I've been very very closely monitoring because my whatever reason
- 13:26my name, I mean, I think this is just something I thought was
- 13:28like the right thing to do is not the thing I you know, like
- 13:31office for but and I own that's fine, but like there's not I don't
- 13:33haven't been any issues. I mean, I'm happy to work through them,
- 13:35and you know, if there are issues, we can talk and stuff.
- 13:39But uh, it's also it's not my business. You know, if somebody
- 13:41does, if they don't want to keep operating, they don't have to.
- 13:45I mean, it's it's a private business. It's an international company. And
- 13:48I think they actually are you know, they've had struggles themselves. So then
- 13:52if they don't want to continue, they don't have to. But you know,
- 13:54we just I just think it should be an option. But so what
- 13:58you're saying is you anticipate on the next couple of weeks that the the scooters,
- 14:03the bird scooters should be returning from from their winter home in Florida.
- 14:05Is that what you're saying. I think that's right. Yeah, right.
- 14:09I want to get to this and I want to blindside you with this.
- 14:11But there was a lot of attention counselmen on Charleston City Council for the first
- 14:16couple of months, maybe the first couple of meetings as it pertains to individuals
- 14:20asking the Counselor and Mayer to take up this resolution calling for a ceasefire situation
- 14:26with the with the conflict with the with the Israelis and the Palestinians, and
- 14:31got very ugly at a couple of the city Council meeting. I thought,
- 14:33uh, as this is meet speaking, not counsel of Pepper. I thought
- 14:37that, uh, it got pretty ugly and got pretty pretty rude within the
- 14:41chambers. I was watching it at home any more, thought any thoughts on
- 14:45you on that public comment on that? Yeah? So I think a couple
- 14:50of things. I mean, one is I think that they're important issues to
- 14:54our community. I think that it's it is appropriate for us as community leaders
- 14:58to take to take public positions on them. However, I also do not
- 15:03think it's an appropriate use of the limited time that we have together as a
- 15:07city council to be debating craft, crafting, language, et cetera on matters
- 15:13that are external to our powers. And I think that's for two reasons.
- 15:16One, none of us ran on any international issue that I'm aware of,
- 15:20even people who ran and had really large platforms. There's lots of different issues
- 15:24in them, So I don't think we'll have you know, the voters.
- 15:28Voters were not asking us about that when we were running. There's just no,
- 15:31that's not part of our jobs. And I do think because we only
- 15:35meet twenty you know, a couple dozen times a year in person in the
- 15:39evenings for a few hours, we only there's a lot of things to work
- 15:41on, like the thing I'm talking about here with the you know, incentivizing
- 15:45getting more people back into Charleston, the things that we were elected to do.
- 15:48If we're having if we're having to focus on things that we don't really
- 15:52have any power over, I do think it harms our ability to focus on
- 15:56the needs of Charleston that we actually have the ability to impact now. And
- 16:00I've said that we've done We've done letters on behalf of city council members,
- 16:04some people signed on, some people don't. To the Public Service Commission,
- 16:07to Congress, to the legislature, we do those sorts of things, but
- 16:12we don't need to debate them and spend time together voting on them because it
- 16:17really doesn't it's not within our purview. And so I think, like I
- 16:21said, I think we should take take positions on things. If we can
- 16:22find something that is going to be agreeable to most of our public on external
- 16:26issues, but I don't think it's it's a good use of our time because
- 16:30we really have to be able to focus on the specific needs that we have
- 16:36control over for city council before we let you go. Since the last time
- 16:38we had you on the show, the City of Charleston has named a new
- 16:41police chief in Scott Demse. He had been serving as the inner in chief.
- 16:44Any thoughts on the on the chief and the new chief. He's a
- 16:47great guy, all right, it's enough set and he kind of got hit
- 16:51with a not a scandal of his own doing, but he kind of got
- 16:53hit with this old Jimmy Risk thing. I'm not going to ask you to
- 16:55comment on that, but he kind of got hit with that day one,
- 16:57so like welcome, welcome aboard, good by chief. Yeah, yeah,
- 17:00yeah, I don't know any more than what yeah exactly. I'm not going
- 17:03to ask you to comment on that, all right, Colselm Pepper. I
- 17:06appreciate you taking time to be here, man, Thanks a lot. We'll
- 17:08be looking for those scooters. Yeah yeah, we'll go on a ride together.
- 17:12Do you have one with a sidecar. I'll take that. Like the
- 17:17Barney five episode, the Andy Griffith, you know, and it wasn't connected.

- 20:37Show. And it seems to get bigger and bigger every year. Of course,
- 20:41last year it really took a jump because they had that new facility with
- 20:45the They basically doubled the space with the new addition at the Ruby mcquain center
- 20:51there at Miland Park the Events Center, so they're building it now. It's
- 20:55the largest outdoor show in the region. I don't think it's as big as
- 20:56the one we do here in Charleston, but it's close. It's definitely the
- 21:00second biggest in West Virginia. So that'll be that'll be a lot of fun.
- 21:03It'll be from ten to seven on Saturday and ten to four on Sunday
- 21:07at Myland Park in Morgantown, and I'll be there pretty much all day Saturday.
- 21:14I've got quite a few obligations there. I'll be doing West Virginia Doors
- 21:17live from the from the stage there at the on the show floor from seven
- 21:22to eight, and then a special radio show, a special edition of West
- 21:26Virginia out Doors on our Morgantown affiliate w a j R. Pretty much like
- 21:30I do from the Hunting Fishing Show here on w c HS. We'll just
- 21:33be talking to people that are part of the show up there for three hours,
- 21:37so looking forward to that, and throughout that time, throughout the afternoon,
- 21:41I'll be hanging around talking to a lot of people who listened to the
- 21:45show in the northern part of the state. So looking forward to that.
- 21:47You know, I've been up there the last couple of years. Chris and
- 21:48I ran into people that I knew from this part of the world, and
- 21:53in places south I ran into him in Morgantown, like, you know,
- 21:57one of my one of my good buddies from otherwand Virginia. I ran into
- 22:00him because I think it was two years ago, and I said, what
- 22:03in the world are you doing up here? And he said, well,
- 22:04he said, I was about like forty five minutes away and I heard him
- 22:07talking about on the radio, and I knew Chris was here and I wanted
- 22:10to come and hang out and he did, Well, that's that's why we
- 22:12do it. We love to meet folks. When you're in radio, you
- 22:17didn't get it. You don't get an opportunity to meet a lot of people
- 22:19that listen to you every day. So these are the kind of events that
- 22:22I really relish because I get an opportunity to just hang out and have an
- 22:26informal conversation with anybody that listens to the show. I really enjoy that.
- 22:30There's a couple of guys that you might be familiar with if you're a hunting
- 22:33and fishing enthusiast, particularly a hunting enthusiast guy named Josh White who has Josh
- 22:40White's Adventures on YouTube, and I think I have to I have to check.
- 22:45I think he's also on a cable network somewhere, and then Kenny Davis
- 22:49from Whitetail Frenzy TV. Both those guys are going to be there and I'm
- 22:55scheduled to talk to both of them during their seminars as they do a presentation
- 23:00to the to the folks on the stage up there, So look forward to
- 23:03being a part of that as well on Saturday afternoon. Along with that,
- 23:07They've got he has some really cool seminars lined up there. Joe Bragg is
- 23:10a guy I've known for many years. He's a great fly fisherman. He'll
- 23:12be putting on a demonstration. And my buddy Smoky from up in the Moundsville
- 23:18area. He he is a for forty or fifty years, has made Smokey's
- 23:23deer lures. He makes sense s C, E N T s that are
- 23:29used that way, he makes sense too. But he uses these as attracting
- 23:33some lures for trapping and for hunting and applications. And I can only imagine
- 23:40what his kitchen must be like with all the different combinations he's used in there.
- 23:44Anyway, he'll be there and he'll be doing a seminar as well.
- 23:47Plus you can buy a lot of his products he'll have in there as well.
- 23:48There's a there's a reptilian show. They've got reptiles, turtle snakes,
- 23:53that sort of thing will be there. And then this will be fun.
- 23:56The hunt chef is going to be there to put on a demonstry late in
- 24:00the day. And the cool thing about the hunt chef, not only is
- 24:02he a fantastic chef, but when he's done with his presentation, you can
- 24:06go per need it nice. So there's always that. And then on Sunday,
- 24:11Sean Butler, who's from here in the Kanawa Valley, he's gonna have
- 24:14a demonstration about tracking dogs. This was just legalized, I guess in West
- 24:21Virginia a few years back to use these blood tracking dogs, which are dogs
- 24:25that are trained specifically to track a deer after it's been shot. A lot
- 24:29of times you'll shoot one and it'll run, and if it didn't leave a
- 24:32really good blood trail, you might have a hard time picking up the trail
- 24:34and finding it. These dogs have no problem at all. You put them
- 24:37on it, they'll take a right to it just about one hundred percent of
- 24:40the time. So he's got several of those dogs and he'll be putting on
- 24:42a demonstration. There's a bass fishing seminarum, a buddy Bugsy who's always Bugsy.
- 24:48Bugsy's a character man. Bugsy's baits Usa. He'll be there. There's
- 24:52a falconry demonstration, which I've never actually seen a falcon redemonstration. I've never
- 24:56been a part of falconry, but apparently that's the some folks hunt with a
- 25:02trained falcon on. It'll surprise you to know that, your mister outdoors and
- 25:06I'm mister indoors, that I have actually seen a falconry exhibition or not,
- 25:12because I think they do it at the Greenbrier and that's probably where you saw
- 25:15it. That's where I saw it. Yeah, exactly, that's where I
- 25:18saw And I've never been to the Greenbrier for anything other than a news stories.
- 25:22That's it. And so that's that's kind of the rundown. So they
- 25:26get some really cool things if you want to take a break from seeing the
- 25:29more than two hundred vendors that they have up there. Unlike the show here
- 25:33in Charleston, which is all basically just booths up there, they've got you
- 25:37know, tons of those the similar tim tim booths that they have here at
- 25:41the hunting for show in Charleston, but up there along with that, they've
- 25:45got an area where they can have bigger exhibits. So they got four wheelers
- 25:48and boats and campers and rbs and lawnmowers and tractors and stuff like that.
- 25:53So they've got they got everything from you know, from a from a fish
- 25:59and lowre to a four wheeler, and everything from a turkey call to a
- 26:03tractor. So you can check that out while you're up there and bring a
- 26:06check book. You can probably put a down payment on any of that.
- 26:08They've got the trips to where you can book a trip up in the expeditions.
- 26:12Yeah, that's good stuff. Are friends Davison Brothers going to be up
- 26:15there this year. I don't think they're going to perform, but I think
- 26:18they are going to be there. I've heard Donnie doing some promotion for the
- 26:22show. I think he might actually be He might actually sing the National anthem
- 26:26on Sunday, because they do that. That's a thing up there. Okay,
- 26:30so he'll be there and you'll get an opportunity to meet him. I
- 26:33don't know if if Chris is going to be there or not, but at
- 26:34least one of the Davison Brothers will be there. Like you've heard, their
- 26:37ads are running our stations here. They sound real good. All right,
- 26:41Chris Hope to Hope, you have a great show man. It's going to
- 26:45be a fantastic weekend. It always is. Should be a lot of fun.
- 26:47And if you got nothing else to do, you can drive to Morgantown.
- 26:49It's not that far. Come on up and see us. The admission
- 26:52is twelve bucks at the door. For adults six to twelve get in for
- 26:56five bucks, and under six get in free. And if you're a veteran
- 27:00show proof of that. And it's half prize six bucks to get you in
- 27:03both days. So check it out, all right. We wouldn't spend a
- 27:06little time on the show tomorrow talking with Rachelle Baty, who's one of the
- 27:08people that's based out of Morgantown that's doing the things kind of on that end.
- 27:11Yeah, she's kind of in charge of it all. I'll work for
- 27:14her this week. Well, I mean, if you're at home, you
- 27:17work for your wife. You go up there and you work for her.
- 27:18So pretty much ever where I go and in the morning and here I've got
- 27:22Carrie to order me around, so anywhere I go. I need a woman
- 27:25to be in charge so I can just do my job. All right,
- 27:26Chris, I appreciate it, man a right, man, Thanks a lot.

- 32:37I probably should have, but yesterday was mister Kerchival's birthday, So go
- 32:40ahead, and I sent him a text yesterday tell him that. So I
- 32:44think he likes See what of those guys likes to downplay the birthday thing,
- 32:47And that's okay, But yesterday was mister Kay's birthday, so the goat celebrated
- 32:52birthday today. Dave says, or Tex says Dave that bumper music should be
- 32:59for Pushkin. A's a texture. The next time Pushkin's on the show,
- 33:05I'll have Ryan fire that up and we'll play that for him. All right,
- 33:09So, oh, let me knock out a couple of text before we
- 33:12gets to Jimmy risk In here. Tex says, if Charleston City Council passed
- 33:15a meaningless resolution supporting razor wire at a border crossing in Texas. Even though
- 33:21it's called deaths and hindered law enforcement. People to the state would pop the
- 33:23champagne for council, says a Texture textas says Dave, you want to share
- 33:29some data CBBCBP data info on the stark differences and activity of the two border
- 33:36locations that Trump and Biden will visit today. Trump will make the trip to
- 33:40Eagle Pass, where over the last five days, border patrol have apprehended over
- 33:44two thousand illegals. Biden, says a Texture, will go to Brownsville,
- 33:49where there were only forty six. Brownsville hasn't seen significant activity since May as
- 33:54title forty two was ending. That's last May as title forty two was ending,
- 33:59says a tech. It was the number one spot for a while,
- 34:00then Texas lock down using razor wire, state troopers and National Guard. It
- 34:06has been largely silent ever since. As a Texter, Yeah, I was
- 34:08actually I've got TV on as always do. Here in the studio, they
- 34:10were talking about that both former President Trump and current President Biden will be heading
- 34:16to the border two different locations, though they will be there today. Dave
- 34:22island showing five any line broad to a part about General Hardware and Lumber of
- 34:24Windfield. From kitchens to paints to deck, straight framing wood, roofing metal,
- 34:28whatever you need, you'll find it at General Hardware and Lumber of Winfield.
- 34:30All right, So I told you yesterday that there were going to be
- 34:36more and more layers to this story on the jimmy Riston deprivement Transportation Secretary of
- 34:42jimmy Riston. I told you there going to be more things to break and
- 34:45every now and then, your old radio buddy here, Dave knows what he's
- 34:50talking about every now and then. So there was a lot of breaking news
- 34:52in the story yesterday. So let's kind of recap. On Tuesday night,
- 34:57February twentieth, person that identified themselves as an off duty trooper called nine to
- 35:05one one here in the valley to say that they were witnessing a motorist driving
- 35:10erradically and they, from what I understand, proceeded to follow said motors.
- 35:15The motorists or the person was identified as Transportation Director jimmy Riston. Charleston Police
- 35:23Department pulled over risdon Uh and he was reportedly able to pass two field sobriety
- 35:31tests. And was then released to a friend who picked him up. Now,
- 35:37the next day, many media members of Charleston were sent videos, pictures,
- 35:45et cetera, et cetera of the whole thing. Well, yesterday I
- 35:51kind of had an indication that this was going to happen, but you know,
- 35:54getta wait it, gotta wait it out. Yesterday the information came out
- 35:59that many people, including myself, had suspected all along that Jimmy Riston may
- 36:04have been the victim of a setup. And those words came via a release
- 36:10from the Charleston Police Department and the new Chief, Scott Dempsey. In a
- 36:15release yesterday, Chief Dempsey said both internal and external investigations proved a number of
- 36:23things that were different from what was being put out there to the media from
- 36:30outside parties. Quote from Chief Dempsey, this is a direct quote as of
- 36:36today, meaning yesterday, we meaning Charleston p D, have determined the information
- 36:40that was relayed to the Charleston Police Department regarding mister Riston driving erratically does not
- 36:46appear to be truthful. End quote. It was not an off duty police
- 36:55officer, at least not a trooper as what was originally reported. Now,
- 37:00there was speculation originally that the person who called nine to one one wasn't a
- 37:07cop at all. Leslie Rubin of WHS Television no relation, and Fox eleven
- 37:14Eye Witness News has reported that the person who made the call was the chief
- 37:20of police of the community of Glasgow here in Canawan County. Now all the
- 37:25information, according to Chief Dempsey, has been turned over to the Kanawha County
- 37:32Prosecutor's Office for consideration of possible charges. Chief Dempsey again said that mister Ristin
- 37:45did smell of alcohol, but again was able to pass two field sobriety tests.
- 37:53So what's next, Well, the governor spoke about it again yes esterday,
- 38:00and this third person kind of a thing that God Bless him, that
- 38:04the Governor does from time to time, saying Jim Justice is upset, and
- 38:07he referred to himself as Jim Justice. Of course, he has expressed his
- 38:10disappointment over the entire situation, and Jeff Jenkins has a complete story, very
- 38:20very in depth story on this posted at wv Metronews dot com. I also
- 38:23understand that Hoppy is going to be following up on this. Hoppy, of
- 38:28course, as I said earlier, is live at the Capitol today he's also
- 38:30going to be following up with this, and he may indeed have Leslie Rubin,
- 38:35who's one of the reporters from the area from CHS and Eyewitness News that's
- 38:39really been all over this, and I think they were trying to get her
- 38:43on the show. Don't know whether that happened or not, but I think
- 38:45they were trying to get her scheduled to be on talk line with Hoppy coming
- 38:47up a little bit later on. But as I said, it seems to
- 38:57me that this entire thing, I'm not a police officer, I'm not an
- 39:02investigator. I watched Star skin Hutch as a kid. That's as far as
- 39:06I go this. It appears to me to be this whole thing was a
- 39:12setup, plain and simple. I said that from day one, when I
- 39:16said it on the air, that there was something that was very peculiar,
- 39:20very interesting, and very just plain old weird about this case. Now,
- 39:27all that having been said, there is the issue, and this is something
- 39:34that Governor Justice has alluded to and is going to have to address. The
- 39:40police said that although he did pass field sobriety test, mister Ristin did smell
- 39:49of alcohol, which is a problem when a you're operating in a state vehicle,
- 39:57as mister Riston was and b when you hold such a high position in
- 40:02government. And I'm not sure of the policy of the state Department of Transportation,
- 40:13but I can tell you, as I mentioned before, that during my
- 40:17limited time, which was four years in state government, the agency that I
- 40:22worked for, had a strict policy against operating a motor vehicle after driving.
- 40:30Our policy just plainly said you are not to operate a state vehicle after partaking
- 40:39of alcoholic beverages. It did not say you had to be drunk, did
- 40:46not say you had to be convicted. It said, point blank, in
- 40:50the agency that I worked for, you cannot operate a state vehicle if you
- 40:53have had a drink, one beer, one glass of wine, whatever,
- 40:59off limits. It's known, at least that's the way the agency operated that
- 41:04that was a part of this whole thing. Though, as I said,
- 41:07it's just really really bizarre, as why would, as it appear, someone
- 41:16follow and if it's the same person or people then take time to send pics
- 41:22and video to the media. It certainly seems from my perspective to seem like
- 41:30some sort of a setup. Although I don't know why. I don't know
- 41:35who, well, we I mentioned you know, I didn't mention the name.
- 41:37But that's what's being reported at least by one entity in Charleston as to
- 41:40who it was. So now Charleston Police Department, including chiefs Dempsey, as
- 41:45he said yesterday and the release as turned over information to the Kenaw County Prosecutor's
- 41:51office, and there could be criminal charges for the person persons that's that did
- 42:00this, you know, calling nine to one one and reporting that someone is
- 42:07driving radically when they're not miss possibly misrepresenting yourself. If that's indeed what happened,
- 42:14there's going to be there's gonna be issues they're going to come out of
- 42:16this. It's an ongoing investigation obviously, and Chief Dempsey put out that release
- 42:22yesterday. It's not over by any stretch of the imagination. It's still got
- 42:25to be investigated. We don't know what the state's going to do about it,
- 42:29state meaning the governor, so we don't know what's going to come from
- 42:31there. But it's uh, it's a it's a very very strange story,
- 42:37indeed. But Dave Allen show on five Any Live is broad to in part
- 42:42by a Bridge Valley. Are you interested in improving your company's IT workforce.
- 42:45Well, did you know Bridge Valley offers custom tailored I T training to bridge
- 42:49the skills gap. At Bridge Valley you can train for little or no cost
- 42:52with a fifty to fifty salary match. They can also supply skilled graduates and
- 42:54apprenticeships for your company. There's a Bridge Valley dot edu slash apprenticeships for more
- 42:59infra. Let me knock out a couple of texts here. Text says,
- 43:04well, it looks like slippery Secretary Jimmy Wriston is going to slide out if
- 43:07yet another scandal. I suppose if a person is a prominent position, they're
- 43:10allowed to flaunt the rules. No alcohol while operating the state vehicle question mark
- 43:15does not apply. Apparently if you are the transportation secretary. Again, investigation
- 43:21is continuing. Okay, text says the officer said, risten ha an alcohol
- 43:23in his breath. It was strong enough to warrant field sobriety tests and have
- 43:27someone drive him home. As far as I know, a state worker is
- 43:30not allowed to operate any state vehicle after consuming alcohol. So do these rules
- 43:36not apply to the bosses? Says a texter. Texter says David Riston wasn't

- 47:22Again, we'll just kind of wait and see how this whole thing plays

- 48:15if he didn't drink anything, why did CPD make him get right? Well,
- 48:19I didn't say. It's not been said he didn't drink anything, Okay,
- 48:22It just says that he passed the sobriety tests that we're there. That's
- 48:27that's what it says. Yesterday was crossover day and will legislature crossover day the
- 48:31final day the bills can be sent from one chamber to the other. The
- 48:35House yesterday passed a bill that would remove the exemptions meant to allow miners going
- 48:42through gender dysphoria to be treated with minimum dosages of medication if it's determined that
- 48:50they are at risk themselves or others. It is House Bill fifty two ninety
- 48:55seven. They will now go to the Senate. Houseman Ramy Summer's a Taylor
- 48:59County who is the House Health Chairwoman, spoke in favor of it. Delica
- 49:04jeff Foster Putnam County was the lead sponsor of the bill. Now, some
- 49:07Democrats spoke out against it, including some who were taking issue with the fact
- 49:13that no doctors, no medical professionals were called into testify. Delicate Evan Hansen
- 49:20of Montaguelia County noted the fact that Republicans, this is his words, seem
- 49:24to speak a lot about parental rights, maybe think travel ball or something like
- 49:29that, but in this particular piece of legislation, it actually removes the element
- 49:36of parental approval for those treatments. Now, Brad has a complete story posted
- 49:39about it on the website. The whole thing seeming inconsistency is the subject of
- 49:49Hobby's commentary this morning. Now you can read it on the website. I
- 49:52actually heard it this morning on the air. In the commentary, Hobby references
- 49:58HB fifty one oh five, which and school vaccine Exemptions House built forty two
- 50:02ninety nine that would permit teachers and staffs to arm themselves. Then there is
- 50:07SB centatebille for sixty eight that would require eighth graders to watch the video Meet
- 50:14Baby Olivia that is done by the anti abortion group called Live Action. And
- 50:21in the commentary, Hoppy's point is that teachers can decide for themselves whether or
- 50:25not they want to carry in school grounds, but the state legislature is dictating,
- 50:32is dictating this without input from parents, that they have to show a
- 50:37video. And this is kind of the point of Hoppy's commentaries. What he
- 50:43sees is somewhat of an inconsistency, which is something that the Democrats or I'm
- 50:46sorry that the Republicans accused the Democrats of for years now. On the video
- 50:51itself, this Meet Baby Olivia, I have not seen it. I've read
- 50:54about it. I do know several teachers who have said that no matter what,
- 51:00they will not show the video. They will not show it during their
- 51:04classrooms. Again, I haven't seen it. Maybe Ryan, maybe they should
- 51:08take the video and put it in school libraries since that's where many Republicans think
- 51:15kids go for pornography. Anyway, maybe they should put it there. You
- 51:19know, a safe space for porn according to some legislators, is the library,
- 51:23So let's just show the video there. Uh, Texas, Dave I
- 51:29called in all the time reporting state vehicles speeding or driving erradically. Am I
- 51:32breaking the law? Well? No, not necessarily if you're just reporting it.
- 51:39But if you go to the point of saying that you're a cop,
- 51:43then yeah, you may be. You may be. Dave Island Showing five
