- 1:51actually going to open up first thing Friday morning, with a big ribbon cutting
- 1:53being planned for the community next Tuesday, one week from the day at three
- 1:57o'clock. Then alongside of Unham County Chamber of Commerce. And again if there's
- 2:00not a Parmar store near you now, there will be soon lots to get
- 2:04to this morning, let me start by saying a bit of a change in
- 2:07program, and I had plan to have on Dela Ga Daniel Linville on the
- 2:10show this morning, not only to talk about the special session, but some
- 2:14things he and some others are doing trying to get areas of Cable Mason and
- 2:17other areas ready for the influx of all these people that are heading into the
- 2:22area due to new Core in Apple Grove. And does have a tendency to
- 2:27happen when you're dealing with the legislature, particularly a special session, things tend
- 2:30to get moved around a bit. So Dela Lynville now finds himself in a
- 2:34meeting this morning, but never fear, we do have a suitable replacement who
- 2:38won't be talking on the same subjects, but some other things in his mind,
- 2:40and it's always fun to talk to him. Senator Rupy Phillip is going
- 2:43to get to him here in just a couple of moments. Plus big story
- 2:46of course, lots of action from the Charleston City Council meeting last night.
- 2:49Is council voted not to allow the Women's Health Center to go forward with their
- 2:53plans for a needle exchange program on the West Side. We'll get to that
- 2:55a little later. Plus we need more. Plus there were some some members
- 3:01on the council that have been calling for an independents investigation into the Chief Tai
- 3:07Kun situation. That call for that independent investigation was also voted down by city
- 3:14Council last night. We're going to talk about that. Plus there's a new
- 3:15outdoor drama attempting to tell the story of Cole in the early days of West
- 3:21Virginia. We'll get to that a little bit later on, as well.
- 3:23As you could tell, we are loaded up. Let's get right to the
- 3:25show. Let's bring in Senator Rupy Phillips from the State Capitol this morning.
- 3:30Good morning, senator, how are you very good? State yourself? I
- 3:35am doing fine. I can tell by the sound that you are actually at
- 3:38the Capitol as we speak right, Yes, sir, I am. I
- 3:44can tell by the marble hollowness of the sound there today three of the special
- 3:51session. What have you been working on particular, Senator, Well, you
- 3:54know, Dave, you know, the state has come up with a large
- 3:58number of excess revenue and if we don't make a move on it, it's
- 4:03all I want to go into Rainy Day fund. And you don't won't be
- 4:08able to uh put money, put the money where it needs to be.
- 4:12So, you know one thousand and one bill that were passing over to the
- 4:15House, it's very critical to move on all the other bills so we can
- 4:20get you know, one hundred and fifty millen into roads, one hundred and
- 4:24seventy five men into the U to fully fund the consolidated labs and everything.
- 4:30You know, I was talking to a buddy of mine, oh last week,
- 4:33and he was at the Medical Examiner's office and he just said, he
- 4:39said, Rupe's it's like a horror film how bad the building is and just
- 4:44it needs redone, it it needs moved. So hopefully, you know,
- 4:48we get this three hundred million dollars into the new consolidated labs and and move
- 4:54forward where we're stay to the art. And you know, people ain't trying
- 4:57to get their death certifticates. You know that's taken a year or better to
- 5:00get them, and you know, get the autopsies done and everything processed faster
- 5:04through all the agencies that need laps. You were talking with the Senator Rupie
- 5:10Phillips. Are we going to make any ground at all on corrections up?
- 5:15You know, we had corrections in uh UH Senate Finance yesterday evening and Commissioner
- 5:21Marshall was there, and you know, they've had a tough time getting people
- 5:26to come to work, and you know they're competing against the state police,
- 5:29the UH County sheriffs, the city police, you know, all the other
- 5:33like that. It's hard to recruit for COO ones and CO twos. And
- 5:40you know a few years ago we threw ten thousand dollars raised to everybody and
- 5:45they hired a bunch and you know, within a year I forgot what the
- 5:48number was, but it was a lot of people that applied and went through
- 5:53the academy of sixteen thousand plus per person and you know for the training.
- 5:58Well then they didn't stay with JAW. So you know, we're just there's
- 6:03things that that was worked out in meetings and leading up to special Session to
- 6:10try to correct that and to recruit the people that's going to stay with the
- 6:15correction you know, and and hopefully get the National Guards whether or not happen
- 6:19to come to the jails and help man the you know, fulfill the man
- 6:24power that's that's needed for all the corrections. Yeah, I agree with that
- 6:28because that's not that's not what they're supposed to be doing, but sometimes they
- 6:30are always willing to step up. Again, we're talking with State Senator Rupy
- 6:32Phillips. I'm gott to pick your brain on something here. You went in
- 6:35the legislature for some time one year where you first elected to the House.
- 6:41I was elected in two thousand and ten, first session was two thousand and
- 6:45eleven, and then my last House session was two thousand and eighteen, and
- 6:49then elected to the Senate in twenty and first session in the Senate twenty one.
- 6:55So so you served, as I said, As you said, you
- 6:57served in the House and later in the Senate, so so you understand being
- 7:00in the minority as well as the majority. Now, you were originally a
- 7:02Democrat, but we're really one of the first of the legislature to switch parties.
- 7:09Back in the day, you were kind of doing it before it was
- 7:11cool. I first want to ask you, I guess about the good problems
- 7:15to have I guess, and that would be the excess funds, which you've
- 7:17you've kind of covered on that a little bit. But I also want to
- 7:19talk about about the switching parties thing. Now, as I stated, you
- 7:24were one of the first to do it. And now there are so many
- 7:28people that are fleeing the Democratic Party that it doesn't seem to be even a
- 7:32big deal. It hardly even makes noise anymore. I remember when you did
- 7:35it, Daniel Hall, some of the others that it was, you know,
- 7:38front page stuff. Now you hear these rumors that so and so is
- 7:41switching from Democrat to Republican, and it's like, well, it's just another
- 7:44day. They're all doing it. County officials are doing legislators, mayors all
- 7:49leaving the Democratic Party. Last week, on hoppy a delicate Doug scath announced
- 7:54he's going to be stepping down as Minority leaders soon. Speculation on many fronts
- 7:58as he's going to switch to Republican and may even announce a run for another
- 8:01office, perhaps Secretary of State. About the party switches, what do you
- 8:05what do you make of all this? And the reason that I ask is
- 8:09actually twofold Senator one is why are they all doing it? But number two,
- 8:13there have been several within the Republican Party. While they liked the numbers,
- 8:20some are saying that people should be wary of all these people that are
- 8:24suddenly switching parties, So why are they switching? And do Republicans of power
- 8:28need to kind of be a little bit cautious about all these people that are
- 8:31switching. Well, they let me go back when I first was elected,
- 8:37and you know, you being from Logan County yourself, you know, everybody
- 8:41was Democrats and we didn't really agree with the national Party of the Democrats,
- 8:48but we were all Democrats. Our grandparents or parents, our friends, everybody
- 8:54was Democrats. But when I got elected and come over here to Charleston,
- 8:58and I started just seeing and things and paying attention to what you know,
- 9:03they believed here in Charleston at the Capitol, and on my I just shook
- 9:07my head a lot. And finally when the third debate of Trump and Hillary
- 9:13Clinton, and you know just so happened that session before Kayla Cassenger stood up
- 9:20and give a speech on a bill on dismemberment abortion, and she went step
- 9:26by set and then when Trump called Hillary Clinton out on the h that she
- 9:30supports thirty six and a half week dismemberment abortion, and she didn't blink.
- 9:35That's that was it. I could not be a Democrat no more. I
- 9:41just I had to get rid of it. I think as far as you
- 9:48talking about people changing parties, now, I think a lot of people just
- 9:52didn't want to believe what the National Party was doing. I mean, you
- 9:56even look at the state Party here now on the stuff that they're supporting,
- 10:01the transgender these the boy walking into a women's bathroom, I'm sorry you.
- 10:09I got a thirteen year old daughter. You walk in on my daughter when
- 10:13she's in a bathroom, we got issues. So so you know, I
- 10:18still believe old school and I'm not gonna I'm not going to change to accommodate
- 10:24someone else. I'm me. I'm not going to change nothing to satisfy nobody.
- 10:30I'm I'm happy with what I am. And but I think the voters,
- 10:35that's the ones you got to pay attention, you know, the ones
- 10:37that are going to be changing parties. That why they're changing. You know,
- 10:43day back and when I changed in twenty sixteen, I had no intentions
- 10:48of running for six in US. But you know that's a whole nother story
- 10:54within itself. But but I think the voters, the voters are the ones
- 10:58that needs to make that decison. Is that is that who I want represented
- 11:03me in Charleston or in a County Clerk's office kind of commission. That's that's
- 11:07their decision. I don't think it's any elected officials. This is just my
- 11:15personal opinion. I don't think it's any elected official too set in and and
- 11:22cat stones at somebody if they changed, because it's you know, I've got
- 11:26friends that have changed, and and I've encouraged some of my friends to change.
- 11:30So if they try to bring the same values that the Democrat Party is
- 11:37putting out there to the Republican Party, then that's when we got problems and
- 11:41we got to pay attention to that. And again, I think that's the
- 11:45voters can make that decision. Well, and you're not someone that's changed anything.
- 11:48I mean, I've known I've known you since literally we were we were
- 11:52kids, and the time that you got into politics, I mean, you
- 11:56know you You've always been what would be labeled a true conservative, god pro
- 12:00guns, procole checking all the boxes and then some and I guess. I
- 12:03guess and talking to some of the state leaders among the Republican Party that I
- 12:07do from time to time that they seem to have a little bit of it.
- 12:11Look like I said it was a big deal back when it was done
- 12:15years ago when people like you know yourself and a few others did it.
- 12:18But now it's just people are just seemed to be switching and right, and
- 12:22that's their right, you know, don't get me wrong, but but there
- 12:26are some within the Republican Party that have told me that they have issues on
- 12:31everyone all, you know, suddenly changing parties. Well, you know,
- 12:35Harry Keith Watt made a comment to me when we both were in the House,
- 12:39and he said, southern West Virginia Democrats are god fearing, Bible something,
- 12:46gun toting Democrats and if you give them a test and not tell them
- 12:50what kind of cash you're giving them, they would be labeled as a conservative.
- 12:56And right now the Democrat Party is not show that they are conservatives.
- 13:01They're they're all about giving free money away. You know, it's sad days
- 13:07that we've come to a society that the harder you work, the more you
- 13:11get punished. You know, But if you don't get a job, if
- 13:16you and you know, I know there's some people out there that physically,
- 13:22health wise, whatever, they can't get a job. And that's why I
- 13:24mean, I'm I'm all about helping people, but sometimes they you've got to
- 13:31help yourself. And you know, I've just had this conversation yesterday with someone
- 13:35there's a reason that you see signs in parks and stuff that says don't feed
- 13:39the bears. Well, you think about it, Dave. If we continue
- 13:45to give money away, get money away, what are we doing to encourage
- 13:48people to work? I mean so, and you know it's you know,
- 13:52it's like when these kids, these these ball teams and cheerleading and all them.
- 13:58I think it's great. Orts is phenomenal, But I don't think if
- 14:01we just go out there and show the kids, if you bum for money,
- 14:07then you don't have to work. I would rather see hot dog sales,
- 14:13bake sales, spaghetti dinners, all of this to raise the money and
- 14:16show the kids put some effort in it to earn your money. And you
- 14:22know, but that's just me. That's just me days, Senator Phillips,
- 14:28I know you've got to get back to work. Special session is going to
- 14:30continue today. We'll be following atwv Metronews dot com and Jeff and the team
- 14:35are on top of it. You get back to work, man, We'll
- 14:37talk again soon. Thanks a lot, all right, Thanks day, Senator
- 14:41Rupy Phillips. It's nine twenty two. Tech says two words described by Westernia

- 18:00Now, there's an outdoor drama being presented in Logan County, my native land,
- 18:03at the lisper like Amphitheater Chief Logan State Park this Friday through Sunday for
- 18:07the next two weekend, and it's called Cole The story of a Family in
- 18:11the Shadow of a War, and it focuses on the early days of the
- 18:15Colon District, particularly things like Blair Mountain, the Blair Mountain Wars, so
- 18:18on and so forth. Jason McCoy is one of those involved with the production
- 18:22and he joins us now via the Bigglely Pigley Wiggly Hideline. Jason, Good
- 18:25morning, welcome to the show. Thank you, Dave. For the first
- 18:29time, I may be nervous on a phone call because it's so important to
- 18:32get this right. Well, I appreciate you being here. What is your
- 18:37tide of the show exactly? Well, I'm an actor in the show.
- 18:41I played the role of Jake Coleman, who the stories you know, it's
- 18:47about Jake Coleman and his family starts in about nineteen eleven and up through nineteen
- 18:52twenty one in the Battle of Blair Mountain. And the story is written and
- 18:57correct me if I'm wrong by a fantastic lady that I've literally known since I
- 19:02was a child, because I actually went to elementary school with her daughter,
- 19:06Joyce Robertson. Is that right? That is correct? And Joyce has won
- 19:10awards for the writing of this show. Before we ever put it on stage,
- 19:14she won awards for it. Get into the storyline here about what this
- 19:18is all about. I mean you mentioned it's the Coleman family. It's a
- 19:22fictional family, but it's about a very real subject around there. Give us
- 19:26the thumbnail if you will on the story. The storyline as the story progresses.
- 19:33It's the story of how life was in nineteen eleven, and most of
- 19:37the people in and around Logan County were farmers at that time. And then
- 19:41you had the cold people who just you know, come in and bought the
- 19:47land and you know, made the promises that you can keep the land and
- 19:52you can do whatever you want to with it, live here as long as
- 19:55you want. Then the next thing, you know, they come and take
- 19:57the land and mind the cold. But you know that's not indicative of the
- 20:03way the coal industry is today. But this is just the history of the
- 20:08Battle of Blair Mountain and what it was fought for. So there's there's no
- 20:15ties to any one thing. It's just a story that we're telling and it's
- 20:19our history. And I'll say this about the Battle of Blair Mountain. I
- 20:23took what I don't know when they teach it now, but Jason, what
- 20:26I was in what was then you're an old guy like me. We called
- 20:30it junior High. But when I was in junior High, we had a
- 20:33I think a half a semester maybe a semester of West Virginia history and it
- 20:37was taught directly from the the same textbook we had. There was the same
- 20:41textbook. I'm sure that was used in Randolph County or Mine County or wherever,
- 20:45and it just kind of glossed over the whole Blair Mountain situation. Now,
- 20:48luckily I had a teacher being from the coal fields that went above and
- 20:52beyond to tell us more and spent a little bit more time on it.
- 20:56I think the whole Battle of Blair Mountain, Jason is something that you know,
- 21:00almost criminally, is just glossed over for what it meant to America.
- 21:07Get into that a little bit. I know you're a history guy, Get
- 21:08into that. Well. You know you had if anybody followed the life and
- 21:14times of Sheriff Don Chafin. Don Chaffin was hired by the coal operators to
- 21:19make sure that the miners after the killing of sid Hatfield in Maite one,
- 21:25they marched and wanted to come through Logan to what they called Bloody Mingo to
- 21:30unionize the mind's down here. And Don Chaffin was and his private army of
- 21:37Baldwin Felt agents. There's a line in the story that makes reference to all
- 21:42the build up of stuff and supplies coming into the old air Coma hotel where
- 21:48they were setting up for this battle, and Don Chaffin was quite a colorful
- 21:53character. There was probably nothing he wouldn't do for money. But you know
- 22:03the old smokestack that used to be over there where the ap property is,
- 22:10you know they said that. One fellow said, Don probably cried when they
- 22:14burnt that incenterator because of the people he could no longer take there. I
- 22:18mean, that's how That's how bad it was. But it's a great story.
- 22:25And the most important thing about this show is the kids that are involved,
- 22:30because, in the words of the president of the Air Coma Story,
- 22:34not everybody's a football player or a basketball player or a cheerleader. But this
- 22:41is one thing that the Air Coma Story does that no matter who you are,
- 22:47where you come from, you can come and be a part. You
- 22:51can learn lighting, you can learn sound, you can learn set construction,
- 22:56you can learn stage management. There's anybody that shows up and wants to be
- 23:03apart, you can be apart, and we'll put you to work. And
- 23:06these kids have worked for weeks and weeks and weeks to get this right to
- 23:12put on this show. And I would love it if some people from out
- 23:18of our area, up into Kanau County and further would come and see the
- 23:25hard work that these kids put in to put on a show and make it
- 23:30as good as it's going to be. And Jason, it is worth noting
- 23:32that the production is being done at Chief Logan State Park in the Amphitheater there
- 23:36known as Lizaburg like Amphitheater, and that's only about an hour and a half
- 23:41drive or so from downtown Charleston, So it's not like you're going to the
- 23:44ends of the earth. And that's why Jason actually reached out to me about
- 23:47coming because I know he's an avid listener of the show, but he actually
- 23:48reached out to me about coming on because he said, we want to try
- 23:52to get some people from the Kanaw Valley to make that short trip down to
- 23:56Logan to one of the most beautiful places in the little by. It's one
- 24:00of the most beautiful places in the entire state of West Virginia, and that's
- 24:03Chief Logan State Park, the most visited daytime park in West Virginia. To
- 24:08make that short drive down there. What do you think, what would you
- 24:11like for people maybe that aren't familiar with the story, Jason, they're not
- 24:15familiar with it at all. They're making the trip down from you know,
- 24:18Canalla Valley, Tays Valley where short trip down to LA to see this.
- 24:22What do you what would you like for them to take away from it?
- 24:30Embrace the history. Remember the history because sometimes we're destined to repeat it.
- 24:37But just embrace the history of it. This is part of West Virginia.
- 24:41And no matter how far you go away from West Virginia, how many how
- 24:45far away you moved from Logan, you always still have a piece of Logan
- 24:51in you. And there's always a piece that wants to come back. And
- 24:55that's you know, everywhere I travel, I hear people who moved off and
- 25:00back. This is our history, this is what made us, what got
- 25:03us here, and the talent that these kids have. I've met some wonderful,
- 25:10wonderful college kids, high school kids, middle school kids that love like
- 25:17there's no tomorrow, and I want people to see. I know Senator Phillips,
- 25:22I love him to death. He said, work, and these kids
- 25:27work and they don't get nothing. They don't get no pay for doing this.
- 25:33This is all volunteered. But this is what they love and this is
- 25:37what they excel at. So aren't we kind of obligated, you know to
- 25:44you know, you see a kid do something and he's successful at it.
- 25:49Attend show them that you that you appreciate the fact that they're out there work.
- 25:55And I mean they're not setting on a video game. They're not setting
- 25:59in the house doing nothing. They're out there in this heat, working on
- 26:03stage, putting stuff together. Everybody's working and I just want people to come
- 26:11and enjoy it, have a good time. And you know, people who
- 26:15have not seen the amphitheater. I was unaware of this. The seats that
- 26:21the air come the story has in the stands which we can seet about six
- 26:23hundred. Do you know where those seats came from? Did they not come
- 26:27from the Atlanta Braves Stadium or no, that came from crosley Field. Okay,
- 26:33Carl, Okay. The Logan high actually came by, I think from
- 26:36the old Atlanta Braves Stadium. I think that's what it was. So the
- 26:38seats there are actually Coop, your big Reds fan, my producer, Deal
- 26:41Cooper. These seats actually came from Crosley Field, that are there. So
- 26:45that's worth the price of admission, right. How much is admission? By
- 26:48the way, speaking the price of admission, it's fifteen dollars for adults ken
- 26:52for students and eight for kids. Okay, And where can people learn more
- 26:59about the performance? Jason? You can check us out on Facebook at the
- 27:03air Cooma Story Incorporated. Uh and we have you know, you can call
- 27:11our office at three oh four seventy five two O two five three for advanced
- 27:15tickets or purchasing there at you know the date that you come. And again
- 27:21we're only talking about you know, and some of that time is actually traveling
- 27:23through Chief Logan State Park. You're talking about give or take about a ninety
- 27:27minute dry maybe not even that long to get down there. So those that
- 27:30are listening, that's why you wanted to come on the show. Those in
- 27:33the Canal Valley you're looking for something to do. It's one of the most
- 27:36beautiful setting you'll ever see in West Virginia at the Amphitheater there and it's a
- 27:40great, great story written locally by Joyce Robertson. Get down there and enjoy.
- 27:45Jason, it's always a pleasure to talk to you. I appreciate it.
- 27:48Best of luck with everything it's gonna be gonna have the next three weekends.
- 27:49Is that right? That is correct? And Dave, I appreciate you
- 27:53very much. And couldn't thank you enough for for letting us do this.

- 32:49Programming note, though the inc is now dry on the contract on this
- 32:54very show one week from today, for the entire show, I'm gonna have
- 33:00as my guest in one quarter state Democratic Party Chair and Delegate Mike Pushkin and
- 33:06on the other side, State Republican Party co Chair Tony Hodge. It's gonna
- 33:12be good, folks. I'm giving them the entire show, with the occasional
- 33:17interruption from me, and of course you the listeners to via callers and tax
- 33:22and so on and so forth. It's gonna be great. I think it's
- 33:24gonna be must listen to radio. Both guys wanted this, and they both
- 33:30reached out to me, and you know, I think Pushkin was actually the
- 33:34one that said I would like to debate Tony Hodge on the air. Tony
- 33:37Hodge says, I'll do it, and I've gone back and forth trying to
- 33:38get a date. That's been the only thing simply because you know, you
- 33:43forget that outside the world of politics. You know. Mike Pushkin is a
- 33:46delegate, he is the state Democratic Party chair, but he also has a
- 33:49full time job. Tony Hodge is a is the co chair of the Republican
- 33:53Party in state of West Virginia, but he also has a full time job.
- 33:57So trying to get with both guys could take a little time off work
- 34:00to be here has been kind of a struggle, but we got it.
- 34:01Coupe next week, one week from the day. No other guests scheduled,
- 34:07just Hodge v. Pushkin on the air, and of course we want feedback
- 34:13from the listeners of callers textures as well, So that's gonna be coming up
- 34:15next Tuesday. We'll start at nine oh seven, go all the way through

- 35:01will get into that another time. I don't know if that's a reference in
- 35:07January sixth I not sure about that. Uh. Legislature, says a texture.
- 35:16So glad they passed a sweeping foster care reform bill so quickly in a
- 35:21special session, recognizing how important it is two thousands of children and their families
- 35:25in the state. Oh wait, they didn't, must not be important to
- 35:30them, says a Texter. Texas says, still plenty of beer wine liquor
- 35:34in CBD on the West side. God forbid we help addicts. According to
- 35:38a Texter, Texas says that coal show makes me feel uncomfortable and that my
- 35:44coal bearing family is to blame. Whereas the Republican West Virginia Legislature, with
- 35:47its thought and viewpoint control when you need them. Okay, all right,

- 36:00in you? And I said to nobody, that's assault to best listeners and
- 36:05textures in the world. All right to Charleston City Council last night had a
- 36:07long meeting, for sure, but in the end, the proposal from the
- 36:12Women's Health Center of West Virginia on a new needle exchange program on the West
- 36:16Side has been voted down. The vote was nine to four and seventeen against.
- 36:23Story posted by Jared Lewis at WV Metro News dot com, the health
- 36:29center had applied for serene service program license. Now let's go back a little
- 36:32bit. You recall that the legislature passed a rule basically trying to curtail some
- 36:39of these needle exchange programs around the state. Syringe programs, whatever you want
- 36:44to call them, by basically making him, and I'm gonna say it's in
- 36:46a bad way, making them jump through some hoops. They had to do
- 36:49some stuff to be able to do this, including public meetings which they had,
- 36:52and also having the sign off of the local city councils and eventually to
- 36:55the County Commission. And I was watching the meeting online this night, and
- 37:00it was pointed out that even had Charleston City Council voted for this last night,
- 37:04it still had to go before the County Commission, and there was no
- 37:06guarantee that it was going to happen there. Well, it didn't make it
- 37:08out of City Council last night. Now the folks at the Women's Health Centers
- 37:13say it would just be a part of their ongoing harm reduction programs. Council
- 37:20at the meeting last night allowed ten people to speak, five for it and
- 37:24five against him, so they limited the number of people speaking, which I
- 37:30mean again I was told and by listening to Jared Lewis this morning, I
- 37:32think they spent somewhere in the neighborhood of about two and a half hours just
- 37:37on this last night, just on this subject. Alone, so that was
- 37:42the reason for the limiting of the speakers. There was actually a motion to
- 37:46allow for more people to speak, but that was rejected by counsel. Of
- 37:52course, that public hearing was held week week and a half so ago.
- 37:57That was held at the Goodwill Prosperity Center, So not only the public spoke
- 38:02at this thing last night, but several council members did as well. Of
- 38:07course, it was the same argument that you always hear for those for and
- 38:12against those for it, saying it will cut down on disease, including the
- 38:16big one HEPSI heppatitis C. While those against it have a variety of reasons
- 38:24too, Mainly one of those is they simply don't want it in their backyard
- 38:30or around their places of businesses. There were a couple There was at least
- 38:32one business owner that I saw on the video last night on the stream that
- 38:37spoke out against it, and another person spoke I guess as a spokesperson if
- 38:42you will, for yet another business, talking about the issues that they have
- 38:45had in that area. Other people talked about not wanting to have these programs
- 38:51around schools and the fact that you are doing nothing but encouraging more illegal activity.
- 39:00Of it ees, and that was kind of the point that I made
- 39:02on the show last week. I like the comments that are made by I
- 39:07think it was council Member Pat Jones who said that perhaps the city should be
- 39:13looking into bringing in the DA or Task Force officers to help with the problem,
- 39:19because you know, make no mistake about it, the problem is out
- 39:22of control in Charleston, but it's not just out of control in Charleston.
- 39:28You know, there's more attention on Charleston because it's the state capitol, but
- 39:30there's there's problems with this in Saint Albans. There's problems with this, and
- 39:35it was brought out of the meeting last night. People talked about Saint Albans,
- 39:37have talked about Marrow, matt they talked about rand some of these other
- 39:39places where there are a lot of problems with it. You know, in
- 39:43all fairness, there's always going to be a bigger spotlight on the city of
- 39:45Charleston because it is the state capitol. It's the largest city in West Virginia,
- 39:51so that just that that's just part of it. Councilman Larry Moore was
- 39:55another no vote count someone more of course, is a West Side guy and
- 40:04now represents that area that he that he grew up in. He says that
- 40:09he supports harm reduction, but not actual needle exchange programs. You know,
- 40:17they're they're not necessarily the same. This Woman's Health Center was already doing harm
- 40:22reduction programs, but they wanted to be able to do more with needle exchange.
- 40:29So harm reduction and although the two terms are kind of interchangeable at times,
- 40:32they're not exactly the same thing. Harm reduction can involve a number of
- 40:37things that don't necessarily involve the distribution the exchange what have you of needles?
- 40:45Now, on this very show yesterday, Mayor Goodwin said that she would be
- 40:53an no vote and she was because in city Council, according to the rules
- 41:00and rags of the City of Charleston in their charter, the mayor does get
- 41:04a vote. And she's surprised some people, including myself on the show yesterday
- 41:09on the Mayor Monday segment that she does once a month with this where she
- 41:13came out and said, I, as of right now, as of yesterday,
- 41:16I will be a no vote on this. And and she was citing
- 41:21mainly the location that was the issue that that she had so so that's it.
- 41:30I mean, it's done, and I said in my piece on it.
- 41:35I said my piece on it last week, so you know, you
- 41:37know pretty much where I stand on Of course, I got raked over the
- 41:39coals for it. One guy on Twitter even calling out the sponsors of this
- 41:45show because of my stance, but they you know, that's that's all.
- 41:50I just appreciate people listening. And obviously they were listening to the mayor on
- 41:52the show yesterday because the same person also mentioned that on the Twitter machine yesterday.
- 42:00So I've said my comments on it. You know where I am on

- 45:52least, thanks Dave. According to a texture that's in reference to the Dirty
- 45:55Birds to Night, Avian African American Heritage Night, Texas folks made the same
- 46:04argument talking about needle exchange, about giving away free condoms that would encourage people
- 46:08to have more sex. Newsflash, folks still have sex without condoms and still
- 46:12use dirty needles if they dine. If they don't, I'm sorry they were
- 46:15clark if they don't have clean ones. According to a tech well, I
- 46:20don't disagree with that statement either. But I think the issue that a lot
- 46:22of us have is is that you're still talking about doing an illegal activity and
- 46:27that has to do with illegal drugs, and that you are furthering that and
- 46:32basically saying, Okay, they're gonna do it no matter what, so let's

- 47:14those that was asking for it. She talked about it at a length on
- 47:17this show last Thursday. In fact, the vote was twenty one to five
- 47:22to reject the resolution that would have called for an outside investigation into that whole
- 47:28situation. The chief admitted to an apologized in a public statement for the incident
- 47:34that happened last year where he had invited a woman to his office after hours.
- 47:39Now you recall the mayor suspended Chief Hunt for three days without pay in
- 47:45June or twenty twenty two. That suspension came down after the internal investigation.
- 47:51City Attorney Kevin Baker said last night during the council meeting, as he had
- 47:55said on this show a few weeks back, that the investigation in the Chief
- 48:00Hunt was done pursuant to the city's hr policies, and as Jared Lewis's story
- 48:07points out wv Metro News dot com, only the mayor can remove or discipline
- 48:15the chief of police. Now, Kevin Baker went on to say that he
- 48:20doesn't believe the Professional Standards Division should be investigating the chief of police sits.
- 48:27In effect, they operate under the chief of police. Because many people had
- 48:31had won had asked why it didn't go that route. Council person Shannon Snodgrass
- 48:38repeated at the meeting last night what she'd said on this show last week and
- 48:45very very passionate statements. If you go back and you listen to the meeting,
- 48:50and we included her statements on all of our stories, is one of
- 48:52you can go online and listen to those. I'm sure She repeated that she's
- 48:59asking for someone, perhaps even the Governor's office to get involved in this situation.
- 49:07Another council member, Pamberka spoke saying that people in positions of power should
- 49:12be held to a higher standard, while another council member, Bruce King called
- 49:17the resolution quote ridiculous. This was the resolution that was called upon to ask
- 49:22the city to get an independent investigation. Council Member King referred to the resolution
- 49:28as ridiculous and asking who exactly it would be to investigate that situation, and
- 49:37he pointed out did Councilman King that this relationship between Chief Ti Hunt and this
- 49:42lady appeared to be consensual. In fact, the woman in question here,
- 49:50to my knowledge, has never said anything other than that that it was consensual
- 49:55and their there's been no allegations of crimes being committed or harassment or whatever.
- 50:08So that's pretty much. I mean, I guess the end of the story.
- 50:12I have a feeling that some of the council people like Shannon Snodgrass are
- 50:15probably not going to let this go. And I'm not saying they should.
- 50:19I mean, they feel strongly about it. That's the that's their right to
- 50:22continue to pursue it. I don't know that the Governor's office is going to
- 50:24get involved in this situation again, Ty Hunt, the chief of police.
- 50:28Thy Hunt was suspended without pay for three days, and according to the city,
- 50:34that seemed to be enough. Now there are those again on city Council
- 50:37and people in the community as well outside city Council, to think that that
- 50:40wasn't enough, that it shouldn't be allowed to just go away that simply,
- 50:45but it appears that it is going to go away. That simply. Sex
- 50:51says there never is an independent investigation of rank and file police either. Council
- 50:57Member Snodgrass argues the professional standard division rules should apply. Guess what the professional
- 51:02standards is within the Charleston Police Department. That's kind of what I pointed out
- 51:07earlier. Yeah, that's the professional standards, as best I understand, answer
- 51:10to the chief of police. And the only person that the chief of police
- 51:15answers to and the only person that can discipline or fire or suspend or whatever
- 51:20at chief of police in Charleston is the mayor. And she opted to go
- 51:24with a three day suspension without paying. So that's where they are closed with
- 51:29this. If you're one that comes into Charleston a lot, you've probably noticed
- 51:31over the last couple of weeks a couple of months, I should say.
- 51:36The purple bags over the parking meters actually goes back a couple of years to
- 51:38the pandemic. Those bags signify those spots are reserved for curbside pickups or restaurants
- 51:44and shops. Well, they're not twenty five of those around the city.
- 51:45They're going to be going away after labor days. So people that have just
- 51:51been pulling in and putting on their hazard lights anyway to run in. As
- 51:53one business owner said, you don't have to worry about that anymore because apparently
- 51:57those are going to be going away after labor day. Replaced the course the
- 52:00de meters during the pandemic. All right, gotta go. Thank you to
- 52:02Senator rupy Philis for being here, and also thank you so much to Jason
