- 0:14Renewable mobility, the platform program for renewable fuels, very good afternoon. Third
- 0:28stage of this program, in which we will know a little more about these
- 0:32fuels. We have already known how its origin occurs and today we are going
- 0:38to approach those who bring it to us, that is, redistribution, almost
- 0:42from the time they leave the refineries until we put them in our vehicles,
- 0:47an efficient network that allows us to be totally supplied without any problems when going
- 0:53to refuel. But we will also discuss how you can further encourage your use
- 0:57of the bet you make on this offer and check how you are increasing that
- 1:00use day by day. So we already started mobility so renewable, you know,
- 1:06with the collaboration of the platform for renewable fuels, renewable mobility. With
- 1:19Miguel San Martín begins the renewable mobility meeting and, as we always have with
- 1:41us, Aimés Cardenal, who is the spokesperson for the platform for renewable fuels.
- 1:45And isn' t it a very good afternoon? What' s good
- 1:47afternoon too? Let' s also greet, first of all, we have
- 1:52it in Galicia, to Miguel Sánchez Campos, who is the Secretary of Codega
- 1:56today, Miguel how about very good very good afternoon? Greetings to all of
- 2:00you. Thank you for the invitation to participate here in the third chapter of
- 2:05the renewable mudia with the platform, because now we are also discussing Víctor García
- 2:12Nebrera, who is the Secretary General of Beccar, which is the Spanish group
- 2:15of retail vendors of fuels and fuels. Victor, how are you, very
- 2:19good afternoons? Very well we are accompanied by María Ortiz, General Secretariat of
- 2:23UPI, the operator of independent operators of the energy sector. How about very
- 2:29good afternoon, Miguel and everyone and thank you for the invitation and Carlos Molina,
- 2:34who is the commercial director of Exolum, which is the old milk,
- 2:38because we are not going from the hydrocarbon logistics corporation. So, well,
- 2:44I don' t know where we started. I believe, Miguel, that
- 2:46it is a very interesting program because it will bring us closer to a reality
- 2:50that we often take for granted, and that is the capacity that this sector,
- 2:54the carbon distribution sector, has before for as you said to make such
- 3:00an important product to consumers. We see it as very, very easy to
- 3:04get to the gas station and refuel. But behind that, because there'
- 3:08s a lot of work, there' s a lot of investment and I
- 3:12think they' re going to bring us closer to that reality. First of
- 3:14all, with carlos to tell us a little how this process is and that
- 3:21network so extensive that you have in Spain to cover big capitals, but also
- 3:27the smallest publicillo, because it is effectively as described Sex. Lum is a
- 3:32leading company in Europe in the transport and storage of liquid bulk and, in
- 3:38particular, in Spain, we have a very extensive network that includes four zero
- 3:43kilometers of pipelines and thirty- nine storage terminals widely distributed by geography, without
- 3:50having fuel terminals at the airports themselves. And besides, this is just exol
- 3:54one place. Indeed, there are many other storage finishes of other logistics,
- 4:00with which in Spain we have an excellent platform and starting logistics. And that
- 4:06is a clear strength, because, as we will now discuss, sustainable fuels
- 4:14ultimately rely on it and benefit from it. Of course and you, that
- 4:18' s the same thing you work with other fuels, you' re also
- 4:23doing with renewables. In fact, renewable fuels are already a reality today because
- 4:31they rely on this highly developed logistics network that already exists today and is one
- 4:39of the great advantages and virtues that enables their development, because they do not
- 4:45need the creation of a new infrastructure, but only require the adaptation of this
- 4:49infrastructure for these sustainable fuels. And all this, because they are allowed to
- 4:55benefit from the economies of scale and the efficiency of the Spanish system. Spending
- 5:00with you, with Mary also tell us a little how you do and how
- 5:05you take advantage in quotation marks, Well, we, among our associates,
- 5:11also have storage terminals. Then I can only confirm what Carlos has said,
- 5:17but going further in the network of storage, transport and supply, because what
- 5:26we can say is that here there is no need to renew fleets, vehicles,
- 5:31ships, planes, machines by the end user or the economic sectors and,
- 5:38as Carlos said, no need for a new infrastructure. So, well,
- 5:49that means, first of all, technical adaptations may be necessary, because
- 5:55there are studies that have already made minimal adaptations from the point of view of
- 5:59the world, but not to replace everything. So, what does this mean,
- 6:03because it means in the first place, because a huge cost savings,
- 6:10immense and because if not the end user would pay for it. And it
- 6:13also means saving time in the race to decarbonization. Another gas oil distributor,
- 6:23in this case is codega soil Miguel you also have in different associations in the
- 6:30autonomous communities to distribute diesel. Yes, we are the tives of methaliferous busts
- 6:36directly to the facilities of our final consumer customers, and we also transport for
- 6:43the filling stations and take the product, as farmers, to cooperatives and to
- 6:49the final customers as caliphators. For us the renewable combus liber and that is
- 6:54why we adhere to the platform with much, to say, strength and enthusiasm,
- 7:00because for us it is the present, the renewable fuel. But it
- 7:01is not only the present, it is also the past and the future,
- 7:04because fuels already existed. That' s a novel thing, it' s
- 7:08a thing that exists, what happens, that is also the future, because
- 7:11we' re going to do a kind of synthetic combustibles that, as María
- 7:15Ortiz and Carlos Molina rightly said, that is, they won' t need
- 7:18any kind of adaptation of the infrastructures and let' s keep in mind that
- 7:24it' s a product that just all the tractor vehicles and we transport it.
- 7:25And in the new storage facilities petrolism products, whether it is exploum as
- 7:29those of the Seruitte stations or those distributed of gutos pedrogis, will have no
- 7:31problem of any kind of adaptation. Given that the mobile park is very important
- 7:36and the cost of adapting all this would be unthinkable in the short to medium
- 7:41term, we would be talking in the long term. What we need is
- 7:46an economy in which it works and this is the present and it is a
- 7:50future. Of course, we have to fight for this and that is why
- 7:55the European Union has already totally ruled out the possibility of ictrification of everything,
- 8:00but that is why the Ubanization is being abandoned, but it is known that
- 8:01it is renewable. And we finished this first exhibition with the one closest to
- 8:07us, with the Victor service stations. Yes, well, everything that has
- 8:13been said, I confirm it and for us as stations, because, of
- 8:18course, this is fundamental for several reasons. One, because we have that
- 8:24network that is said to be there are almost thirteen zero filling stations in Spain
- 8:28that collect throughout the national temponio, that there is no point that gives you
- 8:31this shortage and, therefore, is that very important network of the largest in
- 8:35Europe. That' s it, it' s there, so you don
- 8:39' t have to create it again. We' ll even adapt to other
- 8:43things, but it' s already created at the same time. And secondly,
- 8:45because we do believe that biofuels, which is a current, current reality,
- 8:50can contribute in a very basic and fundamental way to decarbonization. This is
- 8:56what we intend to broadcast in the third and we think it is chapter.
- 9:00In addition, there is another important point, which is the economic one,
- 9:03and that is that you do not have to make great investments in the network
- 9:07of stations, practically none, because it is not a product that is stored
- 9:11differently or that is served to the customer in a different way. Get out
- 9:13of the pure hose go to the car. So we want it to be
- 9:16fundamental and that, indeed, because it is already, already, there,
- 9:20it is a reality that is not perhaps a little animal that what we are
- 9:24doing to that demand, that they are testing it for you. You'
- 9:26ve got those white, white, small, big stations all of them.
- 9:30Yeah, well, I guess we' ll have this in the debate to
- 9:33cheer this up. And there are already experiences in other countries, because yes,
- 9:35it is not just our thing. It is also a matter of regulation,
- 9:39it is a question of being realistic with this transition, which has to
- 9:43be two very important things, which has to be realistic and fair. And
- 9:48it is to accomplish these two things because as they will now come out in
- 9:52the debate, we have to stir things up a little bit and we also
- 9:56have to contribute the regulations. Long live to remember that we will surely have
- 10:01new listeners today. I hope every program many more. To remember that renewable
- 10:05fuels in the end are the same gasoline and diesel fuel that we refuel today,
- 10:09but instead of being made of oil, made from raw materials alternative to
- 10:13oil that in the end make them zero target emissions, for example used cooking
- 10:18oil. We remember it, we were talking about it in the other episodes
- 10:22agricultural and forest waste, therefore, same product, with the same benefits for
- 10:28the consumer, but with a very important advantage for my environment is that,
- 10:31as I said, its net emissions are zero no. And, well,
- 10:35to remember what we' re talking about exactly when we' re talking about
- 10:39renewable fuels, they also hear what they were doing with silver skin, not
- 10:43because if olive bones come on, the residues are infinite. Many options And
- 10:50well, although now, if you want to ask any questions, I don
- 10:52' t know who will answer me, but this weekend more, I was
- 10:54really in Andalusia and that is that Miguel has commented. I was asked the
- 10:58tractors will also be able to use renewable fuels. So we say it'
- 11:03s one of the sectors. Yeah. We say yes, because it is
- 11:09one of the sectors that have the most adaptations their engines, because the melectric
- 11:15motorization we consider that it would be no viable moment and that is why I
- 11:20was talking about it being the past. We are already using an important part
- 11:24of the product they supply to us. Wholesalers have an important part of the
- 11:26video. Therefore, there is no problem with the combustion engine that our farmers
- 11:31can continue to operate with their entire transport fleet, with all their scrapping machinery
- 11:37repairing the collection of wheat saying that they do not have to be concerned,
- 11:41because they will really follow everything. And considering that in the two thousand thirteen
- 11:46there was even a tax advantage, which is the one we promoted from the
- 11:52platform with respect to the vios, the part, the excise tax on the
- 11:56vio fuel was exempt. That' s why we also say you have to
- 11:58give us an apo. Then, Government, I have felt, through Community
- 12:01directives, that I should be exempt from excise duty, as it was up
- 12:05to two thousand thirteen. The fuel video. I don' t know if
- 12:07it' s a theme too to be able to beat. Well, yes,
- 12:11well, it' s a very important issue because, for example,
- 12:16of course the, the issue of price is fundamental for the citizen and,
- 12:20obviously, for some fuels that are sobvinceolated let' s not forget that when,
- 12:26for example, we cast GLB, because it has a different tax than
- 12:31the one that has the gasoiro, the gas jerp is the attic of oil.
- 12:35In order to understand this, taxi drivers' chocolates, not that they
- 12:39used to be mumponas, are already a malicious deposit that must be at zero
- 12:43eighty out there, but they don' t see more or less. No,
- 12:45but it is that the French, for example, have made an experience
- 12:46in France and with it eighty- five who are usable of eighty- five
- 12:50percent of such and fifteen percent of gasoline, because the same tax has been
- 12:54applied to it because it is actually a fuel that pollutes far less infinitely less
- 12:58than eighty- five percent, less than one do of sonic and then the
- 13:03tax that is applied to a fuel that is supposedly less polluting, and the
- 13:07result has been that consumers have bought it and bought it and it is succeeding
- 13:13and it is being a real success, because the car is going very well,
- 13:16that is, the car does not suffer, but goes very well.
- 13:22Of course, we must also encourage countries to produce, not carlos, or
- 13:26simply subscribe to what we are saying. Demand must obviously be attracted by recognising
- 13:33the environmental value of sustainable fuels and simply transferring it appropriately to the final consumer,
- 13:41so that there is no discrimination over technologies that unnecessarily favour one or the
- 13:46other. We believe in that and subscribe to that technological neutrality not so much
- 13:52mentioned. Yes, a little bit I think all of them have said it
- 13:56too. Taking advantage of what we already have, not Carlos, has been
- 14:01humble, because now he will tell us more. In other words, Spain
- 14:05is recognized as one of the most efficient logistics systems in the world, and
- 14:09that is not said in them, says the International Energy Agency. Before all
- 14:11that infrastructure that we have that I think can tell us a little more Carlos,
- 14:16because it is so special with respect to these countries. Taking advantage of
- 14:20it would certainly be the most efficient as a country, because thanks inés,
- 14:26we are fortunate to have a logistic system that, as you say, has
- 14:30been recognized and not by us, but internationally as one of the best logistic
- 14:35systems in the world. Historically, it has been recognized for the security of
- 14:39supply that gave before all kinds of events, for the efficiency in cost,
- 14:45because, being a system with that distribution and that proper design, it gave
- 14:50a lot of efficiency in cost. But now, in addition, we have
- 14:54to consider the environmental angle, and it is very interesting that the logistic system
- 15:00in this not only has those virtues, but is also one of the most
- 15:05efficient in terms of energy and environment Environmentally, speaking thanks to that wide distribution
- 15:09that we have of oleducts and terminals. On the one hand, the average
- 15:13storage terminals are less than fifty kilometers from the end points of consumption, making
- 15:18the latter part of the truck a modest part. There is a large part
- 15:24of the transport that takes place through the soleoducts. The pipeline is a very
- 15:28efficient means of transport because energy is the most efficient of all and it consumes
- 15:33electricity that is increasingly of renewable origin, so we are not aware. But
- 15:39the system in Spain, because it allows the savings every year of three hundred
- 15:43and fifty zero tons of c or two, which is equivalent to removing from
- 15:46the circulation every year more than one hundred zero vehicles. It is a system,
- 15:50therefore, that will certainly contribute that to that efficiency and that these new
- 15:56fuels will use it and are using it. Whether it' s a reality
- 16:02to get to the end points of consumption maria yes, well. With regard
- 16:07to taxation, which is what we were talking about, because it is also
- 16:11technological neutrality in taxation and recognition of renewable fuels, because technological neutrality is proclaimed,
- 16:22but it is not practiced. And how do we get it started more,
- 16:30how can we encourage that, how do you think, then, going
- 16:33from forgiveness, forgiveness yes, yes, Mary, because, moving from the
- 16:38programmatic and the philosophical to the practical, because, for example, he starting
- 16:45with the same PENIEC that is the National Integrated Energy and Climate Plan, that
- 16:48bets everything on two technologies, that are electricity and renewable gases. But it
- 16:55is that renewable fuels ignore them, ignore the potential deliberately and not to mention,
- 17:03it does not even speak of the life cycle, of energy, which
- 17:07is fundamental to ensuring decarbonization. And then, then, when it comes to
- 17:15making concrete decisions for both regulatory and economic implementation, because we only see measures
- 17:25that, let us say, constrain or encourage supply and demand towards those two
- 17:33technologies, then it is that we put it into practice. Yes, yes,
- 17:41the subject is clear from Europe raised a bit of a regulation that we
- 17:48understand to be restrictive because it does not cover all technologies. In Spain it
- 17:52has been the same line and I believe that the fundamental thing is also to
- 17:57reach a realistic point of truth of how we can reach what we all want
- 18:02the emissions to be in the third. So, of course, this does
- 18:07not necessarily go through a revision of the regulations, that is, the twenty
- 18:12- sixth year is going to be reviewed in Europe. I don' t
- 18:14know if it' s even sooner, but there' s a limited time
- 18:18limit in twenty- six. It' s going to go back for a
- 18:21spin if the combustion recklors have to exist or not, because let' s
- 18:25not forget that when you talk about the combustion vehicle, what pollutes is not
- 18:29the combestion vehicle. It can contaminate the fossil fuel that is put into a
- 18:32combustion vehicle, but if you put an ustilia that is not fossil, such
- 18:34as renewable fuels, it no longer pollutes, that is, the combustion engine
- 18:37itself does not pollute. Then it' s important. This goes back to
- 18:42the same thing as always saying very important that there is already this whole network
- 18:48of the line of products, of distribution, of logistics and, moreover,
- 18:52that it is one of the best in the world is so. We cannot
- 18:53say with pride it is not by And besides, there are also cars,
- 18:57because it is that in space snot cars are sold, because the economic reality
- 19:03of the country is what it is. And the electric car sells little,
- 19:06because it' s more expensive. And then in the cars they' re
- 19:08done, not even the gasses are done and the gistics are done. What
- 19:11needs to be done is encouraged by those who have to keep that little push,
- 19:15at least don' t push. Of course, especially Victor has cited
- 19:21it without prohibitions. In the end we are banning certain technologies because, as
- 19:26Mary said, only a few are betting. And then, well, then,
- 19:30at the end that we are telling the consumer today that his only alternative
- 19:33is to buy an electric car. And the reality is that, as Victor
- 19:37said, a combustion engine powered by renewable fuels is just as climate neutral.
- 19:41And one very important thing before I talked to Miguel, for example, about
- 19:45decargonizing the countryside is that Spain is not Madrid and Barcelona, is that there
- 19:48is much to decarbonize in the rural world, for which it is going to
- 19:52be absolutent and indispensable that they have renewable fuels, they have more seniority and,
- 19:57moreover, they will not have the possibility to install in each town recharge
- 20:03points, in small electrical agricultural points, they will not have the possibility and
- 20:06much less with the machinery. But even for the day to day is not
- 20:10feasible. So, almost all of us are doing this programme precisely to make
- 20:15it known. I do not know whether that is the lack of awareness of
- 20:22the consumer, of the user, so that, apart from the policies that
- 20:26may or may not come into being that encourage the use of these fuels.
- 20:30For example, with regard to what we have talked about, one example is
- 20:33the support for fleet renewal that should be given, since it does not take
- 20:40into account technology. And there are examples in Spain by some autonomous community,
- 20:44such as Galicia, that is Miguel where they have given aid to the renewal
- 20:48of the fleet, independently of the technology. And that is a concrete example
- 20:56of neutral measure by allusions of Miguel, yes, from Galicia and from the
- 21:06Confederation, from the whole sector of the distribution of products destined for the use
- 21:11of mobility. We are towards what is the environmental environment, neut and disorganization.
- 21:17We believe that it is quite the opposite, that is, we are
- 21:22promoting something that pollutes us and is completely discharged. And for that reason,
- 21:25as Maria rightly said, in Galicia, neutral measures have been implemented since the
- 21:30council in the sense of favoring the use of energy that is genuinely renewable according
- 21:36to the interests that may be economic. European economic wool clashes with the reality
- 21:41that the reality is that everything cannot be identified, and the reality is that
- 21:45everything we talk to a multi- energy sector, but it remains the most
- 21:49important energy is fuel and renewable fuel and it is the present and it was
- 21:55the past. It' s what we already had, the scene is that
- 21:57economic interests took us more into the fossil because they' re older. But
- 22:02that is why real investment, both from the business point of view and from
- 22:07the political functionalist point of view, has to be in favour of the noble
- 22:10combustible and we are going to show it to consumers and to all people through
- 22:15the platform and then through the meetings we have with politicians, in order to
- 22:19really be with a fiscal unification, because if there is the phrase that the
- 22:23polluter shuts down, we do not pollute and, therefore, we need that
- 22:26tax bonus that will favor the use of this kind of fuel effectively and a
- 22:30little more expon carlos. It occurred to me now if you see that this
- 22:37demand is gradually increasing, because you also distribute according to needs, obviously,
- 22:42and by the way, also a second question, if you know a little,
- 22:48what the situation is in other countries. On the first question, sustainable
- 22:52fuels are, as we say, a reality already today and it is a
- 22:57growing reality, a regulatory framework that states that a path must be followed and
- 23:03is being followed. Today. We already manage more than 2 5 billion liters
- 23:07of sustainable mixed or pure, but they are already relevant volumes. There is
- 23:15a framework that in Spain and in many other countries sets out a very clear
- 23:21path of growth and that is our ambition. Our ambitions to provide broad support
- 23:25for the multiple sustainable fuels that will be required in the energy transition, in
- 23:30the different uses that we require. Perhaps in order to do so in line
- 23:36with the questions that were raised earlier, since everything subscribed to and added certainty
- 23:41in the regulatory framework is very important for those who invest in the very long
- 23:45term. We have heard this in previous programmes with regard to producers. It
- 23:48also happens to the logistics. We invest with long- term investments, and
- 23:53it is important and complementary to this that neither infrastructure is demonized by the fact
- 23:57that both the Conventional and the new Greens are used, which seems that if
- 24:03the financing does not go only for green molecules, if that infrastructure is used
- 24:07for some things and for others, because efficient financing is restricted which is a
- 24:15problem for infrastructures that a great value and without energy is precisely that they are
- 24:18used for one and the other. And in Europe you have with other colleagues,
- 24:26let' s say similar operators also if there is more that demand,
- 24:32if you apply more less distribution. We are active in eleven countries in Europe,
- 24:37in six of them, that is, we have our own experience and
- 24:41it is certainly a growing demand. There are national frameworks that set growth at
- 24:47each site, common rules, but it is certainly a wave that is progressing
- 24:51and our ambition is to follow it and promote it perfectly. Yeah, yeah,
- 24:56I think there' s one important thing that' s that we'
- 25:00re already using the videos, that is, people looking at people who can
- 25:03actually be afraid of what happens if I put in a fuel slip and my
- 25:07car that knows that already in energy volume we' re at ten eleven percent,
- 25:11eleven panta percent. We have to consider that every once and for all
- 25:17to each and every one of us commenting on this, we are avoiding eight
- 25:22hundred thousand tons of cedos missions. I mean, if it isn' t,
- 25:23it isn' t, then we should make a road map and it
- 25:27' s made us a hydrogen road map. A note has been made of
- 25:30a road map for the ctification, a road map for renewable fuels. And
- 25:36aside from this, what I would like to emphasize is that this is the
- 25:42most, the most important thing. I mean, if we want to have
- 25:47a new network of other energies that we don' t do to them,
- 25:49that we think that my energy of the future is going to be my enorgetic,
- 25:53no, but we can' t rule out any and today the most
- 25:57realistic thing to increase, to reduce the emissions arecio two And there are already
- 26:02companies that are checking it, transport company that are doing their tests and are
- 26:07getting mission reductions of eighty- five percent. It is renewable fuels and we
- 26:11have to make a transition, as I said before, that is fair and
- 26:15realistic. And this, and if you will allow me, a peña quote,
- 26:19said Adriano, Roman emperor character of de de de de Sevilla, not
- 26:25of Italica. I already said that the worst law that can be made is
- 26:27the one that is impossible to comply with. That' s the worst law.
- 26:30So we can do it, we can try to get the rules that
- 26:34we want right now, but the scratch is what it is and people want
- 26:37a fuel that they can use, that it' s there, that'
- 26:41s with their car, that' s where they' re always recharged,
- 26:45their fuel, that' s quick to say it' s good for them.
- 26:47No, and I think that right now with what we' re sitting
- 26:49here, we' re going to do, what' s sitting, and
- 26:53what the rites that are listening to get used to and value the whole production
