Speaker 1: Now return to the Mountain Eagle to read news from Weisberg.
0:06
Your reader today is build an Arsenal. We will begin
0:09
with the addition dated May thirteen, twenty twenty six, which
0:13
the publishers have donated to a RADIOI as a reminder.
0:18
RADIOI is a reading service intended for people who are
0:21
blind or have other disabilities that make it difficult to
0:24
read printed material. The first story is Early voting is
0:29
set to begin in Leccher County's primary election. Early voting
0:34
for the May primary election begins Thursday. In Letcher County,
0:39
any registered voter may cast a ballot during no Excuse
0:43
early voting Thursday through Saturday. Polls will be open from
0:47
eight a m. To four pm each day at the
0:50
Lectra District Courtroom and the Letcher County Recreation Center. Voters
0:54
may cast ballots at either location, regardless of where they
0:58
live in the county. Voters who qualified for absentee voting
1:03
had until Wednesday to cast ballots at the Electric County
1:06
Clerk's office. Despite national attention surrounding elections, turnout in Electric
1:12
County appears to be low. So far, no one has
1:16
registered to challenge voters or serve as an election observer.
1:21
Only ninety five absentee ballots were sent to voters in
1:24
the county, and by Tuesday, forty eight had been returned.
1:29
Of those requested, fifty six came from Democrats and thirty
1:33
nine from Republicans. Although Republicans dominate many races on the ballot,
1:39
Democrats still hold a voter registration advantage in Electric County.
1:44
According to the State Board of Elections, the county has
1:46
seven thousand, five hundred eighty nine registered Democrats and six thousand,
1:51
three hundred seventy registered Republicans. Another seven hundred seventy three
1:58
registered voters cannot vote in the primary because Kentucky has
2:02
closed primaries. That number includes four hundred eleven independents, forty
2:09
five members of smaller political parties, and three hundred seventeen
2:13
voters registered as other. Under Kentucky law, voters may cast
2:18
ballots only in the primary election of the party in
2:21
which they are registered. The only countywide Democratic race on
2:26
the ballot this spring is for US Senate. In most
2:30
of the other races, if there is a Democrat register
2:33
to run they have no other candidates running against them,
2:36
they get a pass on the primary, and their names
2:39
will appear on the ballot in November. The exceptions are
2:43
county magisterial Districts three and five. In District five, Eugene
2:49
Williams and John F. Wyatt are running for constable as Democrats,
2:54
and Rodney Wayne Rose and Roy Triplett are running for
2:57
Magistrate three. Terry l Adams of Perk Creek and Jesse
3:03
Mullins of may King are running for Magistrate. There are
3:08
seven Democrats seeking to fill the U. S. Senate's seat
3:12
that will be left vacant when Mitch McConnell retires at
3:15
the end of this term. That is in addition to
3:17
the ten Republicans running. Democrats running for Senate include Joshua
3:24
Blatton Senior, Charles Booker, Logan Forsyth, Amy McGrath, Dale Romans,
3:31
Panela Stevenson, and Vincent Thompson. According to the latest Emerson
3:36
College poll, Booker is leading the field with thirty six
3:39
percent support to eighteen percent for McGrath. Both have run before.
3:46
McGrath had raised far more money than any other candidate,
3:49
at one million, nine hundred forty two thousand, seven hundred
3:52
four dollars at the end of March. Romans had raised
3:56
eight hundred thirty one thousand, seven hundred fifty six dollars
3:59
as of the end of April. Booker was next with
4:02
five hundred eight thousand, six hundred eighty four dollars at
4:05
the end of April. Republicans in that race include Andy Barr,
4:11
Daniel Cameron, Anissa Catlet, James Duncan, Mike Ferris, Val Frederick,
4:17
Jonathan Holiday, Jimmy Leon, Andrew Shelley, and George Washington. Emerson
4:24
put Bar with twenty eight percent support, compared to twenty
4:27
one percent for Cameron and fifteen percent for Nate Morris,
4:31
who has dropped out of the race, even though Elon
4:34
Musk gave ten million dollars to a super pack supporting him.
4:40
Candidates who lose or drop out have several choices about
4:44
what to do with all that money. They can choose
4:47
to pay off any campaign debts and expenses, return the
4:50
money to donors, donate to charitable organizations, transfer an unlimited
4:55
amount to political party committees, contribute up to two thousand
4:59
dollars each week per election to other candidates, convert the
5:03
campaign committee to a political action committee, or save the
5:06
money for another campaign down the road. Other Republican races
5:12
on the ballot for the primary. Are representative in Congress
5:16
District five. Hal Rogers incumbent Benjamin Hurley, Brandon mount Holland,
5:22
Jerry Shelton and Kevin Smith. Coroner Clifford Wade Fields and
5:28

in the spring but whose names will appear on the
6:14
ballot this fall, are representative in Congress District five. Ned

6:33
and Sherry K. Sexton Democrat. District three Constable Charles Eugene Polly, Democrat,
6:41
incumbent District four, Magistrate Christopher Jerome Hogg, Republican, and William J. D. Smith, Democrat, incumbent,
6:50
Coroner Tony Fugut, Democrat, incumbent County Clerk Winston Meade Democrat,
6:57
incumbent County Judge Executive Deborah Parker Collier Democrat, PVA Ricky
7:04
Raymond Rose, Democrat, incumbent Sheriff Billy D. Jones, Democrat, incumbent
7:11
and Surveyor Stephen Allen Dix, Democrat, incumbent. The next story
7:18
is Kentucky Power seeks okay to build new generation plant.
7:24
Expected ratepayer cost unknown. Kentucky Power Company has begun the
7:29
regulatory process for what appears to be a major new
7:33
electric generation project. According to recent filings with the Kentucky
7:38
Public Service Commission, The utility filed a formal notice with
7:42
the PSC stating its intent to seek approval to construct
7:47
a new in state generation resource, along with related sighting, accounting,
7:52
and rate making approvals. The case, filed as PSC Case
7:57
number twenty twenty six zero zero one zero three, indicates
8:02
Kentucky Power plans to submit its full application by June first.
8:07
According to the filing, the company will request a certificate
8:11
of public convenience and necessity to construct the project, a
8:15
site compatibility certificate, approval of accounting and rate making treatment,
8:21
and other required regulatory approvals. The filing itself does not
8:27
specify what type of generating facility the company plans to build,
8:31
where it would be located, how large it would be,
8:34
or what the estimated cost may be. However, requests for
8:39
both a construction certificate and a site compatibility certificate generally
8:44
indicate plans for a substantial new utility facility. The project
8:50
comes as utilities across Kentucky and the PJAM Regional Power
8:54
Grid face growing concerns about long term electric reliability, increased demand,
9:01
and the retirement of older generation resources. PJM Interconnection is
9:06
the regional organization that coordinates the movement of wholesale electricity
9:11
across all or parts of thirteen states, including Kentucky, as
9:15
well as the District of Columbia. A separate PSC order
9:20
entered May sixth granted intervention status to the Kentucky Attorney
9:25
General's Office of Rate Intervention, which represents consumer interests in
9:29
utility cases. The Attorney General's participation signals The case is
9:35
expected to receive significant scrutiny regarding customer costs and the
9:39
overall need for the project. Kentucky Power has not yet
9:43
publicly released additional details about the proposed facility. The full application,
9:50
expected in early June, is likely to include information about
9:54
the type of generation resource being proposed, projected costs, timeline,
10:00
and potential impacts on customer rates. The next headline is
10:07
trial delayed again in cemetery murder. The trial for a
10:13
man accused of murdering Angela Roberts at a cemetery at
10:17
Callan in twenty twenty four has been delayed another three months.
10:23
Jury selection was scheduled to begin Monday for Mark Miles
10:26
sixty six, but was postponed after his attorney became ill.
10:32
The trial is now scheduled for August twelfth in Letcher
10:35
Circuit Court in Whitesburg. Miles sixty six, a cousin of Roberts,
10:41
was arrested in May twenty twenty five after being indicted
10:45
on charges of shooting Roberts in the head as she
10:48
sat in her car in the parking lot of a
10:51
cemetery on Ball Mountain Road. In August twenty twenty four,
10:57
Miles called nine one one and reported finding Roberts his
11:00
body and attempting to help her before realizing she was dead.
11:05
When police arrived, Roberts was found face down across the
11:08
seat and floorboard, covered in blood. She had apparently been
11:12
shot in the head while seated in the car. Police
11:16
found a spent shell casing and bullet inside the vehicle,
11:20
along with hares that did not appear to belong to Roberts.
11:24
Police later served a search warrant seeking DNA from Miles
11:29
to compare with the hares found in the car. Miles
11:34
was re indicted in September after police served another search warrant.
11:39
Electric County grand Jury added charges of first degree robbery
11:43
and two counts of tampering with physical evidence after police
11:47
seized two cell phones and a high point three eighty
11:51
caliber semi automatic pistol. Roberts, fifty eight, at the time
11:56
of her death, had been outspoken about her efforts to
11:59
find out who murdered her daughter. Patricia May Roberts death
12:04
Ridge Trish Deathridge, forty, was murdered sometime between July twenty
12:09
seventh and July thirty first, twenty twenty three, near her
12:14
home on Bald Mountain. Road. Her decomposing body was found
12:19
over a hillside and tangled in vines near her home
12:22
on July thirty first, twenty twenty three. She was pronounced
12:26
dead shortly after midnight on August first. Roberts had told
12:32
others she was compiling a list of suspects and eliminating
12:36
them one by one in an effort to determine who
12:39
killed her daughter. On March sixth, twenty twenty four, Deathridge's birthday,
12:46
Roberts posted on Facebook asking anyone with information about her
12:49
daughter's death to contact her. Roberts was killed the following day.
12:55
Police have never charged anyone in Deathridge's death. The next
13:01
story is where do I show up to vote in
13:05
May nineteenth primary. As Lectric County heads toward the May
13:09
nineteenth primary election, one question keeps coming up. Where do
13:14
I vote? The answer is both simpler and, for some voters,
13:19
more unfamiliar than it once was. Only seventeen polling locations
13:24
will be open across the county on next Tuesday, about
13:28
half the number in use just a few years ago.
13:31
Unlike in the past, voters are no longer tied to
13:34
one polling place. Instead, they can cast their ballot at
13:38
any of the seventeen polling places, no matter where they
13:41
live in the county. A voter in Jenkins, for example,
13:45
could choose to vote in Line Fork or any other
13:48
open location, and the ballot will count just the same
13:52
as it has since twenty twenty, when the COVID nineteen
13:55
pandemic forced a dramatic consolidation of polling places statewide. Letcher
14:01
County dropped to just four in person voting locations that year,
14:05
and while the number has increased since from thirteen in
14:09
the twenty twenty two primary to seventeen on Tuesday, it
14:13
remains well below pre pandemic levels. For decades before that,
14:19
Letcher County voters were accustomed to having thirty four or
14:22
more polling places scattered across the county. The names of
14:27
many of those locations reflected the area's geography and history,
14:31
Sugar Grove, Dalma, Rocky Hollow, Hurricane Gap, Doughty, and Beefide
14:37
among them. Voters now have fewer locations to choose from,
14:42
but more freedom in deciding where to go. Early voting
14:47
begins Thursday, May fourteenth and runs through Saturday, May sixteenth.
14:52
Polls on those days will be open from eight am
14:54
to four pm, and will be located at the Recreation
14:57
Center and the District Courtroom in one. Early voting ends
15:03
when the polls close Saturday, but voters can still vote
15:06
the traditional way of the following Tuesday. As always, polls
15:10
will be opened from six am to six pm on
15:14
May nineteenth. Here's the full list of locations that will
15:19
serve as voting centers on election day. Hemphill Community Center,
15:24

16:14
and Lectra County Recreation Center, Whitesburg. The next story is
16:20
FEMA overhaul could impact eastern Kentucky. The Federal Emergency Management
16:26
Agency could face major changes under recommendations released by a
16:31
panel appointed by President Donald Trump. The panel said FEMA
16:36
should focus more on immediate disaster response and less on
16:39
long term recovery efforts. Some recommendations would require Congress to act,
16:45
but others could be carried out by the administration. Among
16:50
the biggest proposed changes, states and local governments could be
16:54
expected to shoulder more disaster costs before federal help arrives.
16:59
The report also suggests FEMA should provide less long term
17:03
housing assistance for disaster victims. The recommendations are especially important
17:08
for eastern Kentucky communities such as Lectric County, which has
17:12
depended heavily on FEMA aid following the deadly July twenty
17:17
twenty two flood and one in February twenty twenty five.
17:23
Panel members argued FEMA has become too large, too expensive,
17:27
and too involved in recovery efforts that should be handled
17:30
by states. They proposed speeding up disaster payments by using
17:35
flood levels or hurricane wind speeds instead of lengthy damage
17:40
inspections to determine aid amounts. The report also recommends scaling
17:46
back FEMA's role in housing disaster survivors and encouraging private
17:50
companies to take over more flood insurance coverage now handled
17:54
through the National Flood Insurance Program. Although President Trump previs
18:00
suggested FEMA might be eliminated entirely, the panel stopped short
18:04
of recommending that. Instead, members called for a major overhaul
18:09
of the agency. FEMA has spent far more in recent
18:14
years as disasters have become more frequent and costly nationwide.
18:19
Any major changes could affect how quickly and how much
18:23
federal assistance reaches communities recovering from floods, storms, and other
18:28
disasters in Kentucky and across the country. The next story
18:33
is customer files PSC complaint over outdoor light charge. A
18:41
Pipe County woman has filed a formal complaint against Kentucky
18:45
Power Company, alleging she was billed for nearly ten years
18:49
for an outdoor light that she says does not exist
18:52
on her property. In a complaint filed with the Kentucky
18:56
Public Service Commission PSC, Genie Newsome of Pipeful alleged's Kentucky
19:01
Power charged her between about sixteen and twenty one dollars
19:05
per month for an outdoor light service beginning in twenty seventeen,
19:10
even though no such light fixture exists on her property.
19:15
According to the complaint, the disputed charge appeared as Tariff
19:19
nine seven outdoor light on monthly bills. Copies of bills
19:25
attached to the filing show outdoor light charges of about
19:28
nineteen dollars and eighty six cents in January and about
19:32
twenty dollars and ninety five cents in February. Newsom claims
19:36
the charge is total roughly two thousand dollars over the years,
19:40
and is asking regulators to stop future charges, order refunds
19:45
or bill credits, and award any interest allowed by law.
19:50
In the complaint, Newsom also alleges she attempted to resolve
19:54
the issue informally, but was met with dismissive treatment by
19:57
a company representative. Kentucky Power has not yet filed a
20:02
formal response in the case. The PSC has acknowledged receipt
20:08
of the complaint, which has been assigned Case number twenty
20:10
twenty six zero zero one zero two. While relatively small
20:16
compared to larger rate cases now pending before the Commission,
20:20
the complaint highlights another role of the PSC handling disputes
20:25
between utilities and individual customers over billing and service issues.
20:31
Customers may file complaints directly with the Commission if disputes
20:35
cannot be resolved through the utility company. The next story
20:41
is firings raise questions about minds safety oversight. A federal
20:48
agency responsible for hearing mine safety disputes has been thrown
20:52
into uncertainty after President Donald Trump fired one of its
20:56
commissioners and layoffs followed at the agency's Pitch office. The
21:02
developments were first reported by Jordan Baarab in the Workplace
21:06
Safety newsletter Confined Spaces. According to the report, Federal Mind
21:12
Safety and Health Review Commissioner Mosha Z Marvitt, who was
21:16
appointed during the Biden administration, received notice from the White
21:20
House last weekend that his position had been terminated, effective immediately,
21:25
despite his term not being scheduled to expire until August
21:28
twenty twenty eight. Following Marvit's dismissal, the Federal Mind Safety
21:34
and Health Review Commission's Pittsburgh office was closed and more
21:38
than a dozen employees were laid off. The agency has
21:42
about fifty five employees. The White House reportedly gave no
21:46
explanation for either the firing or the layoffs. The Federal
21:52
Mind Safety and Health Review Commission was created under the
21:55
Federal Mind Safety and Health Act of nineteen seventy seven
21:59
as an independent agency to hear disputes involving Federal Mind
22:03
Safety enforcement Cases involving Mind safety and Health administration citations, penalties,
22:09
and hustleblower complaints can be appealed before administrative law judges
22:14
and then reviewed by the Commission. Federal law states commissioners
22:19
may be removed by the President for inefficiency, neglect of duty,
22:24
or malfeasance in office, but Baarab reported that no such
22:28
allegations were made against Margaret Marvat has since filed suit
22:33
challenging his removal and seeking reinstatement. Congress created the Federal
22:39
Mind Safety and Health Review Commission as an independent body
22:43
so that those who go to work underground every day
22:45
would have a neutral forum to decide disputes as to
22:48
the rules meant to protect their lives. Hugh bharan attorney
22:52
for Marvit, said in a statement quoted by Confined Spaces.
22:56
The Commission normally has five members, although one seat is
23:00
currently vacant with Marvit removed, only three commissioners remain the
23:06
minimum number needed for a quorum. The terms of two
23:10
of those commissioners are set to expire in August, potentially
23:14
leaving the Commission unable to issue final decisions in appealed
23:17
cases unless new members are confirmed. Variub also reported that
23:23
the Occupational Safety and Health Review Commission, which handles appeals
23:27
involving OSHA cases, is operating without a quorum as well.
23:33
Without enough members to act, neither agency would be able
23:36
to issue final rulings on contested cases brought before them.
23:41
Marvit told Confined Spaces he considered serving on the Commission
23:46
the best job in the world. I get to review cases,
23:50
add to this body of law that we have help
23:52
create case law that brings out the purpose of the
23:55
Congressional Act to help keep miners safe and protect their
23:59
free spece each, he said. The next story is Cougar's
24:06
season ends in five set heartbreaker. The Letcher County Central
24:11
High School boys volleyball team saw its twenty twenty six
24:15
season come to an end to Saturday after a hard
24:19
five set loss to Pikeville in the semi finals of
24:22
the Eighth Region Boys Volleyball Tournament at Letcher Central. The
24:28
Cougars dropped the opening set twenty six to twenty four,
24:31
before battling back to win the next two sets twenty
24:34
five twenty one and twenty five twenty two and take
24:37
a two to one lead in the match. Pikeville, however,
24:41
answered by winning the final two sets twenty five fifteen
24:44
and fifteen to seven to claim the match and advance
24:47
to the regional championship. Later Saturday, the Panthers defeated Powell
24:53
County three to two to win the eighth region title
24:55
and advance to the Kentucky State Boys Volleyball Tournament, where
24:59
they were casual to face Oldham County. Letter Central reached
25:04
the regional semi finals by defeating Perry County Central in
25:07
straight sets Thursday night, winning twenty five fourteen, twenty five sixteen,
25:11
and twenty five twenty. Senior Andrew Blair led the Cougars
25:16
in the victory with sixteen kills and five total blocks,
25:20
including three solo blocks. Senior Ashton Lawson added thirteen kills,
25:26
eleven digs, and four service aces, while senior Colby am
25:29
Berney finished with twenty three assists and five aces. Dylan
25:35
Kendrick added four kills and six digs, Hayden Fraser had
25:39
three kills, and freshman Jackson Crisp contributed three service aces
25:43
and a block. As a team, The Cougars totaled forty kills,
25:47
twenty nine assists, thirty seven digs, and fourteen service aces
25:52
in the win over Perry County Central. Meanwhile, Andrew Blair
25:57
was named the Region eight Player of the Year by
25:59
the same Kentucky Volleyball Coaches Association. Blair is the son
26:04
of Ashley Blair, grandson of Delma and the Lake Jack Blair,
26:08
and great grandson of the Lake Bill and Mora Blair.
26:12
In addition to volleyball, he also played soccer at LCC
26:16
for four years and served as the Cougar's goalkeeper for
26:19
three seasons. Although ELCC boys volleyball program is only in
26:25
its second year, Blair has already received interest from colleges
26:29
in both soccer and volleyball. He plans to attend college
26:32
after graduation, but has not yet announced where he will
26:36
continue his athletic career. And In the next story, girls
26:41
team's near tourney play, the Letter County Central Lady Cougar's
26:47
and Jenkins Lady Cavaliers entered the final week of the
26:51
regular season as two of the top fast pitch softball
26:54
teams in the fourteenth region. Letcher County Central began the
26:59
week with a ninth teen and eight record and remained
27:02
unbeaten in both fifty third district play at six to
27:05
oh and fourteenth Region competition at eleven and zero. The
27:10
Lady Cougs opened last week with a three to nothing
27:12
loss to Johnson Central, despite a strong pitching performance from
27:16
senior Scarlett Samper, who struck out fourteen batters while allowing
27:20
only one earned run over six innings. Junior Sarah Richardson
27:26
led ELCC at the plate with two hits, while eighth
27:29
grader Americ Cook Stamper and junior Kaylee Bentley each added
27:33
a hit. ELSC later received two wins by forfeit from
27:39
Cordia before traveling to Winchester for the Jerry Puckett Showcase
27:43
at George Rogers Clark High School. The Lady Cougers dropped
27:47
a two to nothing decision to Highland's High School, the
27:50
current leader in Kentucky's ninth region with a twenty four
27:54
and sixth record, before falling to Wes Jessmine eight to two.
27:58
West Jessmin entered the w week atop the twelfth region
28:01
standings with a twenty two to five record. Letcher Central
28:05
closed the showcase with an eight to nothing victory over
28:08
Scott County on Saturday. Meanwhile, Jenkins entered the week with
28:13
a fifteen and seven record, the fourth best mark in
28:15
the fourteenth region. The Lady Cavaliers opened last week with
28:20
a dominant fifteen to nothing victory over East Ridge in
28:23
four innings. Eighth grader Addie Bailey and sophomore Chloe Sexton
28:29
each went three for three to lead Jenkins offensively. Bailey
28:34
drove in three runs, while Sexton added four RBIs. Senior
28:38
Harlowe Bates collected two hits and an RBI, and sophomore
28:42
Johanna Banks earned the win in the circle after allowing
28:45
only one hit and striking out four. Jenkins entered the
28:50
week with district and regional records of three and three
28:53
