Latest / Early Edition with Ryan Bridge / Jane Searle: Children's Commissioner on the inquiry into the Tom Phillips manhunt
Transcript
- 0:00Speaker 1: Tom Phillips report police in Oranga Tamariki missed multiple chances
- 0:03Speaker 1: to protect the kids, including a member of the public
- 0:06Speaker 1: picking Phillips up into their car, tipping off officials, police
- 0:09Speaker 1: then cancelling the call out. Police also failed to act
- 0:12Speaker 1: on firearms warnings, but authorities sided with Phillips over the
- 0:15Speaker 1: kid's mum.
- 0:17Speaker 2: We appreciate now that the mum obviously had concerns about
- 0:21Speaker 2: firearm safety and we could have done a better search
- 0:25Speaker 2: for firearms.
- 0:26Speaker 1: Jane Searle, Children's Commissioner with me this morning. Jane, good morning.
- 0:30Speaker 3: Yes, good morning, Ryan.
- 0:31Speaker 1: Is there anything tangible, practical come out of this that
- 0:34Speaker 1: you think we should be doing and worrying about?
- 0:38Speaker 3: Absolutely, I think there are. I think this report shows
- 0:41Speaker 3: what we've known for some time, that we need better
- 0:43Speaker 3: coordination between government agencies and we need to make sure
- 0:47Speaker 3: the right information is being shared.
- 0:49Speaker 1: What information wasn't being shared?
- 0:52Speaker 3: Well, the report didn't say that the Oranga Tamariki and
- 0:55Speaker 3: the police weren't sharing information, but it said they weren't
- 0:58Speaker 3: sharing all the information they needed. So at critical times,
- 1:00Speaker 3: there were certain points that should have been shared between
- 1:03Speaker 3: the agencies. This isn't a new problem. And as I say,
- 1:06Speaker 3: we've known this for some time. So the report's quite
- 1:09Speaker 3: clear that that coordination needs to be better. And that
- 1:12Speaker 3: would go across a lot of government agencies.
- 1:14Speaker 1: There'll be people out there right now who are in such,
- 1:17Speaker 1: you know, there'll be parents who aren't good parents. who
- 1:20Speaker 1: are doing things to their children, harming their children or whatever.
- 1:24Speaker 1: It's very hard for the government, with its siloed lots
- 1:27Speaker 1: of different departments, lots of different agencies, it's very hard
- 1:29Speaker 1: for them to, in real time, actually be effective about this,
- 1:33Speaker 1: isn't it?
- 1:35Speaker 3: Well, it's not easy, and cases like this one in
- 1:37Speaker 3: particular are very complex. However, it can be done, and
- 1:40Speaker 3: there are instances when it can be done. I remember
- 1:42Speaker 3: when I was a police detective working with Oranga Tamariki
- 1:45Speaker 3: closely on cases. So it certainly is the best way
- 1:49Speaker 3: to approach it because each agency brings its own lens
- 1:52Speaker 3: and own expertise.
- 1:54Speaker 1: Okay, interesting stuff. Jane, good to have you on the
- 1:56Speaker 1: show this morning. Jane Sill, the Children's Commissioner on the.
