- 8:05In other news, Counseling service brings novel treatment model to
- 8:10area by Rick Schemes for The Daily Independent. According to
- 8:16the National Institute of Mental Health, approximately one in five
- 8:20US adults will experience a diagnosable mental illness each year.
- 8:26This equates to more than fifty nine million, or about
- 8:29twenty three percent of the adult population. These numbers are
- 8:34staggering and seem to be increasingly increasing annually. The NIMH
- 8:40reports that two different categories are used to describe the
- 8:44various spectra of mental illness. Serious mental illness is the
- 8:50vernacular utilized in describing disorders which cause significant vocational, relational,
- 8:57and personal impairment. These disorders include schizophrenia, post traumatic stress disorder,
- 9:04eating disorders, and bipolar disorders. In any, mental illness is
- 9:12utilized to describe other disorders that cause less impairment. While
- 9:17mental health services are still insufficient, providers who treat SMIs
- 9:23are more prevalent and accessible than those who specialize in
- 9:27less severe mental health concerns such as subclinical anxiety, depression,
- 9:34relationship issues, and caregiver burnout. Misty Walter LCSW is the
- 9:40owner and clinical director of Deep Waters Counseling Services LLC
- 9:47at nine seventy four Dietrich Boulevard in Russell. She said
- 9:51that there are various barriers to obtaining treatment for both
- 9:55SMIs and amis. However, she thinks her sir can help
- 10:00fill the gap for those who may be experiencing a
- 10:04subclinical mental health concern and either do not have time
- 10:08for weekly therapy visits or do not wish to commit
- 10:12to weekly therapy appointments. Walter asserts that a treatment model
- 10:17known as therapy intensives has been gaining notoriety in more
- 10:22metropolitan areas for helping individuals cope with their mental health
- 10:27concerns in one intensive session, which will typically last four
- 10:32or five hours. Walter said OR Counseling Service will be
- 10:36launching an intensive therapy program in August twenty twenty six.
- 10:42Walter said this first round of intensive sessions will be
- 10:46focused on helping women who work in a helping profession
- 10:50and are experiencing compassion, fatigue, or burnout. The sessions will
- 10:55last five hours and will include a catered lunch. The
- 11:00intensive will focus on helping the clients build resilience and
- 11:04formulate coping tools which will help them set healthy band
- 11:08boundaries and create a self care plan. Walter said women
- 11:13who work in the health care field, counseling field, or
- 11:17in social work are among those who would benefit from
- 11:20this service. Walter's at her motivation for bringing Intensive to
- 11:24the area is to help those who are struggling with
- 11:28a subclinical issue before it manifests into something more severe
- 11:34mental health should be more about mental health than mental illness,
- 11:37she said, adding that if everyone would take more time
- 11:41to help individuals build resilience and coping techniques before everyday
- 11:46concerns turn into clinical concerns, there would be less of
- 11:50a drain on the mental health care system. Those interested

- 14:39and fifty five point six million dollar budget by Aaron
- 14:43Snyder of the Daily Independent, Ashland City Commission Yunanas unanimously
- 14:49passed a one hundred and fifty five point six million
- 14:53dollar budget for the fiscal year twenty twenty seven, which
- 14:57is July first, twenty twenty six through ju June thirtieth
- 15:00of twenty twenty seven. Three large chunks involved the Utility,
- 15:06General and Conference Center grant funds fifty five point seven million,
- 15:11forty five point three million, and twenty five million, respectively.
- 15:18The Utility fund includes the mandated wastewater treatment project. Ashland
- 15:23is under contract with Judy Construction on that resource facility,
- 15:27which totals eighteen point six million dollars for fiscal year
- 15:32twenty seven. In total, wastewater services accounts for twenty four
- 15:37point five million dollars and water services twenty two point
- 15:42one million dollars. A little more than seventeen point four
- 15:47million dollars of General fund expenditures falls under the unclassified category.
- 15:55Michelle Veach, the city's finance director, said that division pays
- 15:59for inns, insurance, pension obligations, and transfers to other funds,
- 16:05including capital purchases, recreation, and the city contribution to the
- 16:09bus system. The reason it is higher than usual this year,
- 16:13she said, is the bond issue for the Public Works building.
- 16:19We will only borrow what we need, Peach said, we
- 16:23don't know exactly what that will be yet. This year's
- 16:26budget reflects an increase of thirty eight point seven million
- 16:29dollars compared to fiscal year twenty six. The Conference Center fund,
- 16:36separate from the grant fund, checks in at three point
- 16:39seven million dollars. This covers costs of the conference Center
- 16:44not covered by the grant. The paramount theater fund is
- 16:48three point five million dollars, which includes all estimated expenses
- 16:52prepared by Venue Works. I'm very interested in the financial
- 16:57investment on that, Commissioner DJ Rymer said, we should request
- 17:02to look at potentially auditing those funds to see how
- 17:06those are spent. I think that's very important for US Corporation.
- 17:11Council has asked for detailed General Ledger from AP three
- 17:16so we can see what the money is spent on.
- 17:18Each said, we do want to request that from our
- 17:23independent auditor. They're supposed to be providing us a monthly
- 17:27financial statement. Commissioner Sonny Martin said, they gave us a
- 17:32financial statement, but it just says supplies ten thousand dollars
- 17:36of each. Said, we have no idea what they bought.
- 17:40We've asked for a detailed general ledger. About one point
- 17:44six million dollars in ARPA funds are going towards projects
- 17:49that must be completed and paid for by December thirty first,
- 17:52twenty twenty six. Martin asked about the farmer's market that
- 17:57we'll be going in at the old Jean Jackson site.
- 18:01I'm not sure that it's been signed by the seller
- 18:04just yet, said Andrew Wheeler. The city attorney, Community and
- 18:08Economic Development Director Chris Pullam said it has not. Also,
- 18:14we'll put out for a little for a title search.
- 18:18Our first step is to clean it up. City Manager
- 18:21Tony Grubb said, City engineer Steve Corbett has visited seven
- 18:26farmers' markets for ideas and has shown grub drawings. According
- 18:31to Veitch, maybe we can do some temporary things for
- 18:35this season to allow it to be used. Martin said.
- 18:38The total Recreation operating fund is one point seven million dollars.
- 18:44A little more than one million dollars of that goes
- 18:46towards Central Park. The Ashland Cemetery Fund is up twenty
- 18:52five thousand, one hundred and one dollars from two hundred
- 18:56and twenty seven thousand, six hundred and forty three dollars
- 19:01to two hundred and fifty two thousand, seven hundred forty
- 19:04four dollars. The Parking Garage Fund reflects a decrease of
- 19:08seven thousand, eight hundred and forty six dollars from three hundred,
- 19:13one hundred and thirty four thousand, three hundred and thirty
- 19:16five dollars in fiscal year twenty six to one hundred
- 19:21and twenty six thousand, four hundred and eighty nine dollars.
- 19:25The Opioid Settlement Fund is two hundred and eighty thousand,
- 19:29three hundred and fifty dollars, one hundred and twenty one thousand,
- 19:33four hundred and twenty dollars less than fiscal year twenty six.
- 19:39The Ashlom Bus System Fund shows one point seven million dollars.
- 19:45Reimer said he was approached by a Katletsburg resident who said,
- 19:48at the bottom of twelfth Street and US twenty three
- 19:53there's a pump station at the bottom of a housing complex.
- 19:57When school's in they're down there with no cover, said,
- 20:01Is there anyway we can put a bus stop there?
- 20:05Said Veitch. There are a couple requests for bus stops.
- 20:08They're providing a current quote. Commissioner Marty Goot asked if
- 20:13the city is understaffed in any of its departments. City
- 20:17Manager Tony Grubbs said no. Commissioner Tim Renfro asked Pullam
- 20:23specifically if he is completely satisfied with his staff. Pullam
- 20:28said they are down a couple of positions, a property
- 20:32maintenance inspector and a housing specialist. He said the department
- 20:37is working up numbers and he thinks it can support
- 20:40an additional housing specialist. An other news former CEO of
