- 0:05A year after SFPD's first known recruit death, his family still seeks
- 0:08answers. Written by Olivia Hebert. This article is being read by an
- 0:14automated voice, generated by Everlet. On the morning of august twentieth, twenty
- 0:20twenty five, Christina Psalms, was preparing to fly to the Bay Area
- 0:24for work, when an officer from the San Francisco Police Department called
- 0:28shortly after nine AM. Her son, San Francisco Police Academy recruit John
- 0:32Mark Salms, a seemingly health man of thirty with a blue belt
- 0:36in Brazilian jujitsu, had become dehydrated during a drill and was being
- 0:40taken to UCSF Medical Center, the officer told her. They wanted to
- 0:44check him for possible rhabdomyolysis, a potentially life threatening condition caused by
- 0:49the rapid breakdown of muscle tissue due to severe overexertion. The most
- 0:54I'm thinking is its heat exhaustion, dehydration, Christina told S F Gate
- 0:58in May. In my mind I was just going up there to
- 1:01get him Gatorade and do my job and come back home the
- 1:04next day. But when she arrived at the hospital hours later, she
- 1:07found her son surrounded by ten medical workers. He had been placed
- 1:10on dialysis and, after going into cardiac arrest, a
- 1:14life support machine that oxygenated his blood. He was fighting for his
- 1:17life. Two days later, John Marks became the first known recruit to
- 1:22have died during Academy training in San Francisco Police Department history. He
- 1:27was thirty. It's a death that his parents believe could have been
- 1:31prevented. In the years since his death, his parents have sued city
- 1:34and police officials alleging excessive force, failures to intervene, wrongful death, and
- 1:40negligence. We don't have the full picture. In May of twenty twenty
- 1:45five, John Mark Salms walked away from a Silicon Valley tech sales
- 1:49career to pursue a childhood dream, becoming a police officer. Honestly, I
- 1:54thought there was a greater chance of him calling me one day
- 1:57saying he was moving out the country. Christina Psalms recalled to S.
- 2:01F. Gate of her son's career change. But he always had this
- 2:04need to look out for people. He enrolled in the San Francisco
- 2:08Police Academy, joining Recruit Class two hundred and eighty six in may
- 2:12twenty twenty five, and eventually became team leader. Seemingly healthy and active,
- 2:17John Marks was also a runner and golfer. According to his parents
- 2:21lawsuit, he had no known health condition that would have prevented him
- 2:25from safely participating in training. But just three months later he collapsed
- 2:30shortly after a training exercise commonly known as a red man drill,
- 2:34a scenario based defensive tactics exercise meant to simulate physical encounters officers
- 2:39could face in the field. Before the combat portion, recruits performed strenuous
- 2:44calisthenics designed to sharply elevate their heart rates, according to the lawsuit.
- 2:50The drill takes its name from the red suits donned by participants,
- 2:53which consist of thick, protective segmentations covering the head, torso, hands, legs,
- 2:59and groin, allowing them to absorb strikes during simulated confrontations with instructors
- 3:04during training. It's supposed to simulate what it would actually be like
- 3:08in the field. John Shane, a professor at John Jay College of
- 3:11Criminal Justice, and a former police officer, explained to S. F. Gate
- 3:15that's the rationale. It was this drill where John Marcus family say
- 3:19something went wrong, leading to his death. The family’s lawsuit alleges SFPD
- 3:25trainers required John Marks to participate without adequately screening him for underlying
- 3:29conditions or continuously monitoring recruits vital signs. It also alleges supervisors had
- 3:35not been adequately trained to oversee the exercise. After his death, John
- 3:40Marks was found to have a heart defect called congenital cardiomyopathy and
- 3:44channelopathy, which the family alleges additional screening by the SFPD trainers could
- 3:49have detected. The family's allegations do not stop at medical monitoring. Their
- 3:53amended complaint alleges an unidentified officer injured John Marks head during the
- 3:58drill, causing the brain bleed doctors later treated at UCSF. The family
- 4:04specifically wants to know what happened to John Marks right after the
- 4:07drill finished. The lawsuit alleges that John Marks fellow recruit Michael Russell
- 4:13went looking for him after the drill and a medical check in,
- 4:16so they could compare their performances. Instead, Russell said he found John
- 4:21Marks lying face down on a mat, the lawsuit says. When Russell
- 4:25tried to roll him over, John Marks collapsed again, and while he
- 4:28could state his name and location, his breathing had become erratic, it
- 4:32adds. Russell immediately called for help, according to the complaint. Police personnel
- 4:37tried to administer aid, but by the time emergency responders arrived, John
- 4:41Marks was unresponsive. He was taken by ambulance to UCSF Medical Center.
- 4:47We don't have the full picture of everything that happened that got
- 4:51him to that point in the hospital, Christina said. Can you take
- 4:55the hit? Redman and similar drills have been linked to injuries, and
- 5:00deaths before. Last year an associated press investigation found variations of the
- 5:05exercise are used at academies, nationwide under names including Combat Training, Stress
- 5:11Reaction Training, and Fight Day, with recruits sometimes fighting multiple instructors or
- 5:16moving through A series of confrontations. While exercises like these are common,
- 5:21Shane said it was a rare event that these exercises result in
- 5:24death. According to court documents, since 2005, similar high intensity exercises have
- 5:30resulted in at least a dozen deaths and hundreds of injuries, some
- 5:33resulting in permanent disability. Massachusetts banned Redman drills in twenty sixteen, the
- 5:39AP reported. A Denver police recruit sued after a twenty twenty three
- 5:44Fight Day exercise left him permanently disabled and ultimately resulted in the
- 5:48amputation of both legs, according to a lawsuit. A court dismissed the
- 5:52recruit's federal law claims in twenty twenty five, but an appeal is
- 5:56pending. The exercise is almost more geared toward Can you take the
- 6:00hit? Shane said. I think that's where they lose control. Fragments of
- 6:05what happened. His family said they still do not know how long
- 6:09John Marks was on the ground before he was found, what instructors
- 6:13observed as his condition deteriorated, or what information was relayed to paramedics
- 6:18before he reached the hospital. As John Marks underwent multiple surgeries at
- 6:23them
- 6:23hospital, the family said police officers maintained a constant presence as a
- 6:27revolving door of city officials, including the interim police chief Paul Yupp,
- 6:33Mayor Daniel Larie, and representatives from they San Francisco Police Officers Association,
- 6:37visited the hospital. Everything was dealt cautiously and strategically, John Marcus's father
- 6:43Marcus Psalms told S. F. Gate. Christina said their presence marked the
- 6:48absence of the people she most wanted to hear from, the Academy
- 6:52instructors who had witnessed the training exercise. Where's your teachers? She recalled,
- 6:57wondering. Why am I not having a discussion with them? Instead the
- 7:02couple pieced together fragments of what happened from recruits who had trained
- 7:06alongside their son. Fellow trainees came to the hospital after learning he
- 7:11had been admitted. Despite telling the family that they were discouraged from
- 7:15visiting by Academy officials, Christina said SF Gate reached out to SFPD
- 7:21for comment several times, and was not given an answer as to
- 7:24why more information about what happened they day of John Mark's death
- 7:27was not released to the family. A void that can never be
- 7:31filled. Hours after John Mark arrived at the hospital, his condition deteriorated.
- 7:37Doctors suspected gastrointestinal bleeding, and a CT scan the following morning confirmed
- 7:42an active brain bleed and severe swelling, according to the lawsuit. Physicians
- 7:47presented the family, with two options relieve pressure in his abdomen or
- 7:51perform emergency brain surgery in a last attempt to save his life.
- 7:55We had nothing to lose, Christina said, of authorizing the procedure. Surgeons
- 8:00operated on his brain, but when they emerged, they told the family
- 8:04the bleeding was worse than they initially thought, and The
- 8:07could not stop it. Soon after they said. John Marks no longer
- 8:10showed brainstem activity. When his younger brother Malik reached the hospital, he
- 8:16was met with the devastating sight of John Mark's swollen body. He
- 8:21didn't even look like himself, Christina recalled. You wouldn't even recognize him.
- 8:26The next morning doctors discussed taking John Marks off life support. His
- 8:30family, fellow recruits, and city officials gathered at they hospital before the
- 8:34machines keeping him alive were turned off. John Marks died august twenty
- 8:39second, twenty twenty five. Within the span of forty eight hours every
- 8:44future his family imagined for him, becoming a husband and father, standing
- 8:48beside his brother at his wedding, had been dashed. The Christmases, the
- 8:52birthdays, the weekly phone calls, Christina said. All of that's gone. In
- 8:57The days that followed, the family found themselves at the center of
- 9:00an outpouring of public grief. Mayor Lurie described John Mark's death especially
- 9:05painful, while S. F. P. D. Wrote that his sudden passing has
- 9:09left a void that can never be filled, and held a procession
- 9:12in his honor. For Christina and Marcus, however, the tributes only underscored
- 9:17what The
- 9:17lacked, a clear explanation of how their son died. The search for
- 9:22that answer began with John Mark's body. We didn't trust them. According
- 9:28to the amended complaint, the Office of the Chief Medical Examiner performed
- 9:32an autopsy that attributed his death to complications from exertional habdomyolysis, a
- 9:37condition where muscle tissue starts to break down, and hypothermia or overheating.
- 9:41But his parents were troubled. The autopsy report allegedly did not document
- 9:46The
- 9:46brain bleed doctors had tried to treat at UCSF. Too many things
- 9:51were not right, Christina said, of the medical examiner's findings. Marcus added,
- 9:55We didn't trust them. By then Christina and Marcus had already decided
- 10:00to seek an independent autopsy prior to cremating John Mark, knowing the
- 10:04had one shot to get more answers. The family's lawsuit alleges John
- 10:09Marks must have been struck during the drill, but that allegation has
- 10:13not been established in court. Attorney Brad Gage, who represents the Psalms
- 10:18family, told SF Gate said the independent autopsy the family ultimately commissioned
- 10:22also documented the brain bleed. SF Gate has not independently reviewed either
- 10:27of the autopsy reports. S. F. Gate reached out to the medical
- 10:30examiner for further comment about John Marquet's autopsy report, but has not
- 10:34received an answer. The family also sought video of the exercise. According
- 10:39to the lawsuit, the Academy's commanding officer told Marcus he would look
- 10:43for footage, but Marcus said he never received an answer. As of
- 10:46August, Gage said the city had not produced any. The video should
- 10:50exist, Gage said. The say the video does not exist, but it
- 10:54should. There should be something out there. We've asked for it and
- 10:58not received anything. The timing couldn't be worse. After John Mark's death,
- 11:04CalOSHA launched a six-month investigation into the death. The agency issued two
- 11:08serious, accident-related citations alleging SFPD failed to identify and correct hazards associated
- 11:14with rigorous physical training and adequately trained supervisors overseeing those exercises. Cal
- 11:20OSHA proposed 40,500 in penalties. In both citations, investigators
- 11:26tied the violations to August 20, 2025, when John Marks collapsed following
- 11:32training. SFPD appeal the citations, with the hearing scheduled for September second.
- 11:37In its OSHA appeal, SFPD argued that its training practices have adequate
- 11:42safety measures, and that there is currently no definitive means available to
- 11:46any employer for identifying, evaluating, and mitigating an unreported and undiagnosed internal
- 11:51medical condition. See Clay of Rhabdomyolysis. Before the september second appeal hearing,
- 11:57Kal OSHA and the SFPD reached a partial settlement of the citations.
- 12:02The remaining issues on appeal will be heard by the OSHA Appeals
- 12:05Board at a future date. SFPD declined to comment on the matter
- 12:08because the OSHA case is still ongoing. On august twentieth, exactly one
- 12:14year after John Marks collapsed, his family’s lawsuit suffered a serious legal
- 12:18setback when U.S. Magistrate Judge Laurel Beeler dismissed the federal claims. Beeler
- 12:23ruled that qualified immunity protected they officers under the facts currently laid
- 12:27out in the case. The ruling still allows the family to amend
- 12:31their allegations, appeal the order, or pursue state law claims in State
- 12:35Court. Receiving the decision on the anniversary of John Mark's collapse compounded
- 12:40the family's grief, Gage said, The timing couldn't be worse. The family
- 12:45still plans to proceed with the lawsuit. The city and police officials
- 12:49have largely declined to discuss the case outside of court across the
- 12:53board, deferring to the San Francisco City Attorney's Office. Recruit Officer Somme's
- 12:59death is a tragedy, and our thoughts are with his loved ones.
- 13:02SF City Attorney's Office spokesperson, Jen Quart, told SF Gate, The lawsuit
- 13:07is ongoing, and we don't have comment beyond what we have said
- 13:09in court. Between the city's challenge to the Cal OSHA citations and
- 13:14the family's intention to proceed with their lawsuit, Christina and Marcus have
- 13:19entered the second year after their son's death with the same central
- 13:22question they had inside the hospital What exactly happened during the training
- 13:27exercise? Gage said the lawsuit is intended to force answers. How can
- 13:32a law enforcement agency add to the trauma and suffering for the
- 13:36family by being coy with the information? He said. It raises questions
- 13:40about the code of silence, and creates a lot of suspicion. For
- 13:43Christina, the objective is simpler. I don't know how long my son
- 13:48was on the ground like that, she said. It's my life's mission
- 13:51to find out.
