Kathie’s team at Iowa Capital Dispatch broke a story on a 119-page study the Reynolds administration commissioned on letting community colleges offer four-year degrees, then sat on for months. The findings: Iowa doesn’t really have “education deserts,” and the brain drain problem is more about low wages than higher ed.
