2:45
I'm going to touch a little bit later on on the Charleston City Council meeting
2:47
last night. Interesting to say the least, as it has to do with
2:52
the whole issue with cannabis in the city. It's a whole well not a
2:57
whole lot happened. To get into that a little bit later on. Plus,
3:00
of course, the Republican National Convention continues out in the Milwaukee got underway
3:06
yesterday. I'll have my thoughts on that. We now know who President Trump's
3:08
vice president will be if he's elected, and his running mate is now Ohio
3:15
Senator JD. Vance, So we'll get into that a little bit later on.
3:16
And live from the RNC State auditor and candidate for Attorney General are our

3:38
I want to welcome back to the show though our Senate Finance Chair Eric
3:44
tar Senator, good morning, Good morning. I invited you back on the
3:46
show today, and for the record, it hasn't even been a week since
3:51
you were last on talking about the state's budget surplus, the governor's proposed tax
3:54
cuts, et cetera. After you exited the building last week, there were
3:59
several text to the show which you heard on your way out. Thanks for
4:02
listening with absolutely Well, let's don't get crazy, all right? Uh?
4:08
And you and you text me, and I think you're wording one. I
4:11
said, I would love to come back and address those texts. So I'm
4:15
gonna try to set the stage here for the senator. Senator Tarr is on
4:18
the show now, and he is open to taking your phone calls. So
4:23
if you would like to call and address Senator Tar directly, you can do

4:38
but we'll take texts whatever. Just just just get him in here.
4:43
So I think I did I did I set that up enough? Sir?
4:45
Absolutely? Yeah? All right to talk before we get to that, though,
4:48
I do want to give you a chance to express your thoughts on the
4:51
attempted assassination of former President Trump, the Republican nominee for president. You know,
4:57
I was angry, disgusted, relieved, like most of America. I
5:01
think. I think that somebody in within that security detail, whether it's from
5:05
the top that set it up and gave him the limited resources relative to what
5:10
he needed, or whether it was just truly in competence of the team directly
5:15
that that had that area secured. Somebody's be held accountable for that. Thank
5:18
God, President Trump survived, and I really do believe that's God's hand in
5:23
there doing that. I've had a lot of conversations people ask me about President
5:27
and I'll tell them, you know, I said, that's if they can't
5:30
put him in prison, they'll probably try to kill him. And you know,
5:33
in competence is almost as much as pulling trigger. So it's I hope
5:39
he makes it all the way through. I really do. I hope that
5:41
protection stays up and God stays at his shoulder and gets him through and helps
5:44
bring his country back to God. This sounds like the theme what I had
5:48
on when I had Tony Hodge on the show yesterday. That's kind of that's
5:50
kind of exactly what he said, you know, And I will say this,
5:53
and when I'm certainly not a security expert by any stretch of the imagination,
5:58
I don't pretend to know what those people do, but it does seem
6:00
like it was a massive, massive breakdown, and maybe maybe major political campaigns,
6:05
whether it's Trump, whether it's Biden, whatever, may need to not
6:10
look at going to smaller towns that maybe aren't equipped for this, because there's
6:14
a lot of blame going around, and some of them has to do with
6:16
the local police there. But at the end of the day, the president
6:19
or whoever it is, is still the responsibility of the Secret Service. But
6:24
I mean, maybe maybe they should just my thoughts, maybe they should just
6:27
have these things in towns that are better equipped to have them. Well you
6:30
know that. But it's one of things I really liked about President Trump is
6:33
he comes out to the people. He gets right out there. I get
6:36
that. Yeah, he gets out and he's there. You know, it's
6:40
I've been within arms distance President Trump. It's a big deal for an individual
6:44
citizen to go in and be that close to our leaders. So so now
6:48
I appreciate they do that. I think it's perfectly you're able to secure those
6:51
areas, and they could have done that with drones. You know, I
6:55
love to shoot guns. One hundred and fifty yard shot is not a hard
6:57
shot. It's just not down have a rest. You can punch out quarters
7:01
all day long one hundred and fifty yards of a good rifle. So it's
7:05
to me that that was just I'm not a security expert, but that seems
7:10
like an absolute no brainer. You don't leave a roof un counter hunt well,
7:13
and especially since it seems that there were people in the crowd going,
7:16
hey, look, look, and it's not just president. There was a
7:21
man who lost his life there with his family. So you have people out
7:26
there that are going out to express their support of a political candidate and they're
7:30
risking their lives to do it, and somebody allowed that to happen, and
7:32
they should be held accountable. You know, no arguments here the Dave valand

7:55
all right, so what are the texts of the show? Last week stated
8:00
that we don't actually have a budget surplus. Oh yeah, we have this
8:03
to do, Okay, explain. So it's one of the things. And
8:07
I understand somebody saying we don't actually have I've heard that before, and I
8:09
think that if you just stick in the old ways of way we used to
8:13
budget, that's probably the way you're going to look at it. But that's
8:16
not the way West Virginia budgets and how we changed our budget, especially this
8:20
past year, but we've done it a few years before too. We now
8:24
have really essentially two revenue estimates, and the first revenue estment is what does
8:30
it take to afford based government? So you look at it as a business,
8:33
what did it take me to afford the services of my business to provide
8:37
those last year? And I'll look and say, okay, well, we
8:39
have to budget for at least that relative to whatever needs we have, and
8:43
if we get more revenues, these are things we would like to do,
8:46
but here's what they would cost. Well, we looked at the state that
8:50
way instead of just taking the governor's revenue estimate, which is a lot of
8:54
times a political number as well. So if you really know how the finance
8:58
negotiations work up there, a governor's negotiation authority lies heavily in the revenue estimate
9:05
he sets, so it can be a little fictitious as well. So what
9:09
we've done this year, instead of taking the governor's revenue estimate and saying,
9:13
Okay, we're going to spend to the revenue estimate, we said we looked
9:16
at last year's budget and said we're going to spend to last year's budget plus
9:18
a little bit of growth. And the reason only a plus a little bit
9:22
of growth is we put a tax cut in with a trigger that says if
9:24
you have so much growth, it's going to reduce your revenue. If we
9:28
have things that come in beyond that, we consider those one time funds.
9:31
So we have a revenue estimate that we that we have to have for base
9:35
funding, which is your perpetual cost. It's like your every month electric bill,
9:39
for instance. It's a base cost. And then you have things that
9:43
are one time expenses. Why are the if you've got one time money,
9:46
because anything beyond that, we're going to consider a one time dollar because it
9:50
fluctuates so heavily and we are holding and controlling the spending at the base level.
9:56
Those one time dollars should go to one time expenses. And so the
10:01
way we got into being able to do that was holding flat budgets for four
10:05
years in a row, going in changing regulations against some economic growth in your
10:09
end. We had significant growth in those in severance, which is a roller
10:13
coaster ride in West Virginia on severnce revenue. So you actually do have you
10:18
got a true surplus in the sense that you're using those for what surplus dollars
10:24
should be used to beyond what you would normally have for a budget. And
10:26
part of that is looking at can we afford tax cuts, which become part
10:31
of that reduction in your availability to fund your base. And that's that's where
10:37
the conversations really get in about the tax cuts and triggers and those type of
10:39
things. Is it because you have to look at the base side versus what
10:43
is truly one time money? And on the governor's proposed tax cuts, you
10:46
said on the show last week that obviously you're not against tax cuts. Know
10:52
what in the right mind wants to pay more taxes. No politicians is going
10:54
to say, hey, we need more taxes. But I think my takeaway
11:01
was not putting words in your mouth that good feeling that you're all for it,
11:03
but we got to pump the brakes a little bit on it. And
11:07
you and others have said that too, not just you. Absolutely, Well,
11:09
there is so much spending right now that's already on the books that's been
11:11
passed over this past several years. Because a lot of times when you'll pass
11:15
a spending bill, you'll phase in the spend, so it won't happen all
11:18
in one year, it'll happen over two or three fiscal years. I'll give
11:22
you an example. One of them is the Third Grade Success Act. We
11:26
passed what is ultimately one hundred million dollars per year base spending two years ago,
11:33
but it phased in a year, so we did first grades first that's
11:35
thirty three million and change, second grade thirty three million dollar change, and
11:39
now we're getting into this coming fiscal year third grade, which is another thirty
11:43
three million. We passed that bill three years ago. Here's bills all over
11:46
the place like that. It ends up being one hundred million dollars against your
11:50
base so it's a one hundred million dollars expence that you're going to have now
11:54
on perpetuity at least, and expenses and government tend to grow, as we
11:58
all know, and then and beyond that, we've got a lot of other
12:03
bills are that same way. So you know, I was looking just going
12:05
through of you this morning because I got some more meetings after than after your
12:07
show today, So I was going to have these discussions and looking at and
12:11
it's around this tax cut. Is okay, what are we really looking at?
12:13
And right now we can see that we have obligations of about six hundred
12:18
and fifty million dollars ahead of us in fiscal year twenty five and or twenty
12:24
six coming up in here we all part of that. We have a eighty
12:28
eight million dollar tax decrease coming from the trigger, so the base revenue is
12:31
going to be taken, which is great. I am thrilled we were able
12:35
to do that. That trigger put that out there. What it says is
12:39
we studs economy grew so much that it exceeded the rate of inflation, and
12:43
we're giving that money, not giving them money. We're letting the tax payer
12:46
keep that money. It's their money, so they're keeping that. The thing
12:50
is is that if we go beyond that economic growth, we're going to go
12:54
back and have to start cutting something. There's right now, there's about of
12:58
surplus dots, dollars anchors, five hundred and eighty nine million of things.
13:01
Where it sits right now, there's about six hundred fifty million dollars of growth
13:05
that we can see in expenditures. So if we want to go in and
13:09
do additional tax cuts, then let's go figure out where else we can reduce
13:13
the spending to afford it, or let's go figure out where we can do
13:16
a revenue swap that makes the tax cut meaningful for economic development so that we
13:22
have a bigger tax base going forward. And that's that's that's been the philosophy
13:26
we've had throughout talking to a Sun financi cheer, Eric Tar. We need
13:30

16:51
The Christian Trump cultists called the myths, divine intervention. I called it
16:56
dumb luck. What God would protect a child molester? Trump? Christian have
17:00
screwed loose as a Texter. You know, I'm happy to respond to that.
17:04
Okay. Know, if if you go back and you read the Bible
17:07
and you believe it to have facts, facts in it, as I do,
17:11
God has risen and fell nations over millennia, and He's risen and fell
17:17
leaders over millennia. And if you go back through and look at the leaders
17:22
that that were so significant that God's word has it in there for us to
17:26
look to for all time. You know, David was no saint. You
17:30
know, if you go luck and look at King David, you look at
17:33
other kings there the character of those men they were, They were men that
17:36
God brought up. They were not faultless. We're not looking to put saints.
17:40
We're not looking for sainthood in our leaders. What we're looking at somebody
17:42
who can lead a country and has a moral foundation. We're all sinners,
17:47
we're all we all have weaknesses, we all have faults, we're all human.
17:51
We build people up to be a lot more than they are, but
17:52
really, when it comes right down to it, we are still all human,
17:56
so and was divine intervention here at In my mind, absolutely yes,
18:02
I think that. You know, I think that if you look at where
18:07
this country has headed in a rapid pace, especially under this the Biden administration,
18:11
getting away from family, getting away from really beliefs in what God's words
18:18
told us, and not only just going away from it, but being completely
18:22
anethetical to it, I think that there's an awakening that's needed. And I
18:30
think that God's hand can be seen in a lot of things we do.
18:33
If you're a person of faith, you'll you'll know you'll see things in your
18:37
daily life. You pray for it, and you pray for it, and
18:37
when it happens, you know it's nothing you did. You know that was
18:41
that was the hand of God that was intervening. And I think he demonstrated
18:45
that in a very large way at this one. When you see a picture
18:48
of the bullet when it's coming at his head and it's millimeters away, Find
18:52
another spot where that's ever been captured that says, this is a miracle.
18:57
It's one hundred and fifty yard shot. It was not a hard shot to
19:02
have that roof exposed. It was it was left open to do. So,
19:07
Yeah, there's I think God's hands there strongly. Tex says, here's
19:12
a question that Senator Tara will not answer. I bet he does. Don't
19:17
dodge and address all aspects. Explain how any of the tradition of a peaceful
19:19
transfer of power. Encouraging an attack on the Capitol and then ratified it after
19:25
the fact by calling the January sixth criminals, political prisoners and hostages that are
19:29
quote very special must be pardon is not a threat to democracy. You know,
19:33
I don't believe that Trump actually called for attack on the Capitol. I
19:37
think that when you go back and look at what happened there, there was
19:41
a lot of the investigation handled by again the Biden regime, a lot of
19:45
that evidence. You don't think he could have stopped it, though, Eric
19:48
so, I think I think he requested more security. Look at what had
19:49
just happened here while he's running for president and while he's under attack being charged
19:56
for everything they can find a charge to try to putting them in a prison,
19:59
under a prison for the re to his life, or at least until
20:00
they didn't get to the next election. One of the charges dismissed yesterday that
20:03
the documents exactly. So you look at all the false claims, you look
20:07
at how hard they've come at him, and you look at while he's on
20:10
the campaign trail with thousands of people at risk around him, and they allow
20:14
a security failure to come in to try to take him out with a gun.
20:17
Now, because that stuff's not working, the court stuff's not working,
20:19
He's going to make it through the election. Do you think this was a
20:22
bigger plan. I think that. I think it's the same characters at play
20:26
that in that time when he's requesting, hey, you need to have more
20:30
security in DC. This event's going to be big, and they don't give
20:32
it. When you have Nancy Pelosi in a car saying, hey, you
20:34
know what that was me? I pulled it off. That you can't lay
20:38
all that at Trump. You know, the people of America are fed up.
20:42
Go back and look at that election. Find somebody that popular against somebody
20:47
who's so unpopular, running out of these mom's basement, pulls off an election.
20:51
We have to say, you know, what the heck? But I
20:53
mean the courts after courts, Oh, Senator have said that there was no
20:56
election fraud. Well, let's talk about that. Let's talk about it that
21:00
I know. This is an old discussion. Pennsylvania elections are held. State
21:06
laws handle elections. Pennsylvania extended the time during an election that they would take
21:12
in ballots. I have friends who live in Pennsylvania that were going through and
21:18
had their ballots marked with a big red R. When they would go in
21:19
there and was like, what's going on? It was odd to them.
21:26
So if they're going to go in and keep counting votes until they get the
21:30
result they want and state law allows it, is it fraud if they change
21:33
the rules in the middle of game. But why hasn't this been Why has
21:37
it been found to be this case in the court system, Senator, Because
21:41
it's not fraud at that point, because what it is is that you have
21:44
we here in West Virginia we passed election laws. There's almost every session you're
21:48
going to find in laws that go in where we do something to change election
21:52
law. What we do in West Virginia is we want affect that change in
21:57
law during an election process, during an election cycle. Okay, so we'll
22:00
make it prospective out for an election. That's beyond anything that we're considering now.
22:07
What states did. Pennsylvania was one of the worst for it is in
22:11
the middle of the game. They changed the law, and so it's it's
22:15
if you're going to play baseball in your down three runs, but you know
22:18
you can get the first base every time. Let's make it to where you
22:19
score when you get the first base. That's what Pennsylvania did. They did
22:22
it about They did it with their law. It's not fraud because they have
22:26
the authority do that as a state. Okay, let me get back to
22:30
the budget. Will the Senator acknowledge that the years of flat budgets, if
22:33
not caused, at least contributed to the prison guard crisis and the foster care
22:37
and DHHR crisis. I know you want to address DHHR anyway, but oh
22:41
yeah, no, I'd love to address that. So one of the things
22:44
that we found in working on state finances is that many of the things that
22:52
we appropriate a dollar two does not go there. And so, in other
22:56
words, that we handle about twenty billion dollars in state and federal and special
23:02
revenue that comes into the state of year, and people have decision making with
23:07
those dollars throughout those agencies down several levels. Deep secretaries have the ability to
23:12
transfer funds and so what'll happen is is in the legislature, we'll go in
23:18
and we'll appropriate a line a tax dollar to a given end, and then
23:22
what happens is is that given end is subverted and it'll go somewhere else to
23:27
fund something that if we knew what it was doing, we probably never would
23:30
have appropriated the dollar to. We're finding that all over the place. So
23:33
one of the things we've been trying to do is to go back in and
23:38
explode a budget. What I mean to explode a budget to say say you've
23:41
got a line item in a budget and it's a twenty million dollar line item,
23:45
Well, now we make that line we exploded into ten lines, and
23:48
so now you might have each one it's a million or two million dollars,
23:51
but we know what that intended purpose is for, and it's and it's held
23:53
to that. So the way that I have looked at this in a lot
23:59
of the things we've learned is that as a society, there are there are
24:03
people we have a moral obligation to take care of. We have a moral
24:07
obligation to take care of foster children, we have a moral obligation to take
24:11
care of people with special needs. On having big take care of them in
24:12
the family. You can go through and you can name a lot of that,
24:17
but what's happened is that pet projects and over it's happened over decades and
24:22
decades and decades. You get these little empires built within the agencies where they
24:26
can take care of friends, they can take care of special things that they
24:29
hold dear to them because of those liberties they have with those funds. And
24:33
the states become now it's that people look at the state to be everything for
24:36
everybody. Well, what that does is it takes away from your ability to
24:41
do a couple things that are that are critical. One is to get the
24:45
economy grown to a spot that where you have a tax base that can afford
24:48
to take care of those moral obligations of a society. And then two is
24:55
that when you actually get down to the budgeting side of it, when you're
24:56
trying to be everything to everybody with a tax dot, when you're taking care
25:00
of able bodied individuals who could go to work and they don't but they live
25:03
off the state, they take away from that foster child who needs the state's
25:07
help. So what we're doing right now, and it's painful, is in
25:12
order you have to expose it, because by god, they don't just come
25:15
out and the wave the flag and say hey it's right here. That doesn't
25:18
happen. You have to expose it, and you may expose it as you
25:21
go in and you make cuts that then they come out screaming, wha wha,
25:23
wha whah, we don't have money to fund X, Y or Z.
25:26
Well why don't you it was appropriated, Well, it had been moved
25:30
from here to there, and then we go in and we start trimming that
25:33
down. That's the process we're going right through now in breaking up to HHR.
25:38
Do I think that this state underfunded prisons to the point that it caused
25:42
harm to a prisoner? Know? I do not. I think that when
25:45
you go in you look at the operations of any of our agencies. We
25:49
have given the funds that are sufficient to run operations throughout the state in good
25:57
capacity, and we have the ability go in in the middle of a fiscal
26:00
year any given time when there is a crisis, to go in and say
26:04
hey, this is happening and we need money. We can put money there
26:08
that day. And the only reason we can do that is because we've been
26:14
fiscally responsible to have the funds there to do it. Go back probably twelve
26:18
fifteen years. Couldn't happen, Absolutely could not happen. And the reason it
26:22
couldn't happen state didn't have any money. The reason we have money now is
26:26
because we've held flat budgets, which has made government come in and tell us
26:32
where they need more money instead of just spending it and spending it and then
26:36
coming in and trying to give us a crisis in order to justify the money.
26:41
Now, they got to show us we don't just throw money at problems.
26:45
And agency comes in and says we're having problem in prisons. You know
26:47
we did. We had the governor's office, we had the secretaries within in
26:51
corrections, we had the directors within corrections, we had the House leadership,
26:56
and we had the Senate leadership, and we put them all down in the
26:57
center President's conference room and we said, okay, let's go through your systems.
27:00
Let's find out how much you really need. So when we went go
27:03
through and look at all that stuff, the difference in request versus what you
27:07
find and then you solve the problem was fifty percent of the requested money.
27:14
So we overfund in competence, and we've done it for decades and we're trying
27:19
to fight that. It's it's it's a slow process. Twenty six minutes away

27:30

27:33
I see John and Sherry Mays today thirty eight sixty Tays Valley Road SWEE one
27:37
and Hurricane three zero four eight one four two five zero nine. It is
27:41
a Brightwaymaids dot com tex says, Please have Senator Tara explain Trump's moral center.
27:47
You know, I think for I can't speak for Donald Trump. I
27:51
know that in order to be able to have the family life and family support
27:57
he has and I'm looking at for how my perspective and I think you should
28:03
find Trump's moral center. His family has not diverted from him. And this
28:10
whole time, you have a guy that, by all accounts would have been
28:14
somebody we celebrated in the private sector life. He built himself up, and
28:18
his dad building up, built their empire, came up, and then he
28:22
decided to step into the country's governance at a sacrificial level. And I say
28:29
that because he puts all that at risk. And so you take somebody that
28:33
you see an American dream happen with. You see a family that surrounds him,
28:37
that sticks with him through thick and thin. I think his moral centers
28:41
his family. And I say that because you see how closely they've been to
28:48
him and supported their dad through multiple felony charges, through a felony conviction,
28:53
through assassination attempts, through character assassination attempts. The people that love him and
29:00
know him have stayed there close to him, support him. So I would
29:04
say his his I would say his morel senter's his family. You answered this
29:10
last week, but we got another text about it. See if your mind's
29:12
changed. Okay, is is a senator char interested in the state Senate president's
29:18
role and what he accepted if offered to him. That's good questions. So
29:22
there's I want to say. Presently, we are still working on projects that
29:26
have been in process for years and they're big. They're big things that we're
29:30
working on still yet that need be completed by the time we get into next
29:33
session. President Blair has been instrumental in a lot of those processes. Of
29:38
course, he lost his election, and it's my hope that Senate President Blair
29:45
sticks around to see that the leadership to those those projects all the way into
29:49
when we get into January and I and that's I think he's doing that.
29:52
He's up there on President Blair is the Capital Day and he's working with some
29:56
of the meetings. Got to go over there and you wouldn't know the guy
29:59
lost his life today when you're with him. So there's still a team around
30:02
all that going forward. He's not going to be there, so we have
30:06
to have a new Center President. So you're here's here's the things that I
30:08
think that we're all see. We know we're not going to have the same
30:12
Center president. We know we don't have the same health chairman. We know
30:15
we don't have the same Judiciary chairman. So when those positions move, those
30:19
committees change. So you're completely shuffling the deck in the Senate right now because
30:23
of those leadership changes. And we have several people within the caucus who have
30:29
expressed interest in Center President. I do believe that I could fill that role.
30:34
I've been very very close to it. I've been very very close to
30:37
decision making from the finance chair seat. In my private life, I run
30:44
organizations. I've ran statewide organizations, I've run multiple businesses. Of president and
30:48
CEO is a title I'm very accustomed to. So I'm hearing that you are
30:52
very interested in becoming Center president. I'm hearing. What I'm saying is if
30:56
the Caucus says I'm the person that should be up there to lead them,
31:00
then I'll do that. But it's it's going to have to be something where
31:03
the Caucus says, this is what's right for West Virginia. All right,
31:04
let me let me get to this one. Uh And I know you have
31:07
to get to the capitol. When will the legislature realize that maintaining a modern
31:11
infrastructure and economy isn't sustainable in very rural West Virginia. I e. If
31:18
Putnam County maintained its own roads using tax dollars some citizens of Putnam County,
31:22
I'd have better roads than I do now. It's unfortunate, but real situation.
31:26
Coal no longer props up. We have to change Senator's view. Yeah,
31:30
no, I think there's some truth in that statement, in that Coal
31:33
no longer props us up we are. I think we're still in energy state.
31:37
You know, when you go in you look at how much service does
31:40
contribute across all the severances. Uh there, there's still that that there,
31:45
but it's nothing we can rely on since President and I've said this for a
31:48
long time, is that severnce tax needs to be the gravy and are our
31:52
diverse economy which we're trying to build within West Virginia, which I think people
31:56
are seeing happen right now is manufacturing coming back into the state and a lot
32:00
of our tech sectors are growing now in the state. As that begins to
32:04
happen, that diversification of an economy gives more stability for being able to do
32:08
things with infrastructure. We've done hundreds of millions of dollars appropriations into roads alone
32:14
out of general revenue over the past four or five years, and I think
32:20
the smallest appropriation we made was fifty million dollars out of general revenue fund Normally
32:24
those normally roads are funded like gas taxes, registration and things like that special
32:29
revenue. It's not tax dollars directly to what you pay for income tax sales
32:32
taxes to up things. So when we appropriate a general fund into it.
32:36
That's it's unique in that I think the largest appropriation that that Western had ever
32:39
seen out general fund to highways was twelve million dollars before we put the first
32:43
fifty million. We've done multiple one hundred and twenty five one hundred fifty million
32:46
dollar funds year after year out of the general fund. So we're starting to
32:51
see that you only get that through that economic growth. You do not have
32:54
those one time dollars available to you if we don't have surplus. And so
32:59
that's what we've been applying to. So I think we're going to get there.
33:01
I don't think you can do it all once. In West Virginia has
33:05
incredible infrastructure needs. They've been dilapidated for decades, and so it's going to
33:09
take it's going to take time. All right, let me do this one
33:13
and then we gotta we gotta go, Dave, mister Tarr, the state
33:16
still wets so much money. Users getting desktop printers while having huge lease printers
33:22
nearby, Users getting two computers having to pay eighty bucks for a night them
33:24
on a contract while it's thirty bucks on the shelf retail. So much waste.
33:29
Sounds like somebody that may have some experience in state government there. Yeah,
33:31
yeah, and you know, thirty seconds on this if you can't purchasing
33:36
is an issue. We know that purchasing is an issue in West Virginia.
33:37
We also know that contracts are an issue within West Virginia. One of the
33:40
first bills I ran up there and we came in the Senate was something to
33:45
go in and put that take the protections away from incumbent vendors to West Virginia.
33:51
So you say, you say you're selling radio advertising state of West Virginia,
33:54
and you go in and write your contract and the request for proposal has
33:58
written just so Dave Allen, and he's the only one that can do that.
34:00
And once you get there, you know it. You can keep drafting
34:04
that that way, so Dave Allen never loses that contract. Western has history
34:07
that and so some of the things that we've done there is go in and
34:09
try to take away the protection from incumbent vendors so that there's competition for selling
34:16
to the state and being vendors to the state. But there's a lot more
34:19
controls needed to be on that as well. All right, Senator Tara,
34:22
we got to leave it there. I know you've got to get to the
34:23
capital. Appreciate you being here man, Thanks for having me on again.

37:10
for Attorney General JB. Mcuskey. How are you, Sarah? Good morning,
37:15
Dave. I'm awesome. How's everybody back home? We're doing well.
37:19
So have you been to Milwaukee before the convention? I have, Okay,
37:22
I have not. It's the home of Miller Lite, which makes it an
37:25
automatic bucket list stop for me, just saying yeah, good luck, order
37:30
of Budweiser here the way it should be. Before we talk in all seriousness,
37:35
before we talk about the rn C, let's talk about what happened to
37:37
Butler, Pennsylvania on Saturday. Where were you when you first learned of the
37:42
attempt on the life of former President Trump and your reaction. Yeah, I
37:45
was sitting on my couch with my family. I got a text from my
37:50
chief of staff who said, you got to turn turn the TV on.
37:53
I think we were watching Monsters inc. Perhaps I don't remember exactly which cartoon
37:59
movie we were watching, but you know, it took a minute to process,
38:04
maybe more like a day. It didn't particularly seem real. But for
38:09
me now it's in DC on nine to eleven, and it was the same
38:15
kind of thing where you get into this bubble where you forget that true danger
38:21
exists, and you know, as a public servant and somebody who you know
38:25
has made people mad enough to threadn me, it's really a sombering moment to
38:30
realize that our country has really gotten to a place where this happened. And
38:37
you know, as I continue to sort of think about it more than anything,
38:42
you can just sort of feel that America was going to come back together
38:45
again, just like after nine to eleven. So you know, there's a
38:49
sort of a steely resolve to this country that I think these kind of events
38:52
really sort of solidified. Yesterday, Donald Trump announced at Ohio senator and author
38:58
JD Vance would be his pick or vice president. Your thoughts on JD Vance
39:01
as the former president's joyce. So, as a I think what I would
39:06
be considered as an elder millennial, it's great to have somebody from my generation
39:12
in sort of the higher levels of government, because there's a lot of things
39:15
that happened to young families in this economy that people who are a little older
39:21
may not understand. Right, Like the cost of childcare is five times higher
39:24
than it used to be, and the coostin groshers is four times higher,
39:27
and there's all this pressure of social media and raising kids is just a different
39:30
thing, and I think having that perspective that close to the President of the
39:35
United States is really going to be a wonderful thing. On top of the
39:38
fact that he has a very unique understanding of the opiate crisis, as his
39:45
book indicates, in the fact that he's Appalachia adjacent, meaning he's he's from
39:50
close enough to hear that he understands our problems. I think it's going to
39:52
be a huge benefit to the people of West Virginia. So how are the
39:54
things going at the convention? I mean, I watched a lot of the
39:57
coverage yesterday. By the way, we have coverage via ABC Radio Network News
40:01
here. How are things going. Oh, the energy is absolutely through the
40:07
roof. When the President popped out last night, it was really something.
40:12
And you know, people are are really really excited about the prospect of us
40:16
getting back to where we were. And it's the first convention I've ever been
40:22
to. It's really pretty wild how the size and scope of this kind of
40:29
endeavor is beyond comprehension. But it's great. We're having an absolute ball in
40:34
our delegation is just they're having so much fun. And Governor Justice is I
40:38
think going to speak at some point today. Right. Baby dog was a
40:42
hot topic of national reporters yesterday. Her arrival, I believe is going to
40:46
be met with some very very significant happiness from thousands and thousands of people.
40:54
State auditor and candidate for Attorney General JB. Mcuskey. I'll let you get
40:59
back to your meetings and what not. Yeah, I appreciate say yes,
41:01
sir, go ahead. You know, I think just getting back to what
41:05
happened on Saturday. You know, if you don't believe that God had a
41:09
hand in ensuring that more people weren't harmed, particularly the president, it really
41:17
is a remarkable world that we live in that you know, it was one
41:22
inch the other way and we're talking about something really different, and so,
41:25
you know, as much as anything else, it's it's a it's a moment
41:29
to reflect on on health, fragile things are and I hope everybody does that.
41:32
And all right, JB. I appreciate you being Here's always man,
41:36
enjoy Milwaukee. We'll be looking for you on TV. You were on several
41:39
times last night. Uh, look smashing as always. I appreciate that.
41:45
Dave, I'm sure you're lying, but I appreciate thanks all right, thank
41:50

45:37
A person was killed by the Butler shooter. I suppose God's hand directed the
45:39
bullet right in to that person, says a Texter. So let's back away
45:45
from the convention in politics just for a moment talk about the Charleston City Council
45:49
meeting last night. Aaron Parker with a story post to wv metronews dot com
45:52
the whole talk of a couple of bills addressing first defense marijuana possession in the
45:58
capital city. You know, you know the story by now. Two ways
46:04
of looking at this. The group Charleston Can't Wait got together a petition with
46:07
around two thousand signatures asking for a change in city code as it pertains to
46:13
pot. On the other hand, the Ordinance and Rules Committee, who I
46:19
think want to change too. We had Chad Robinson on the show last week's
46:22
City Councilman, and of course they caught up with him after the meeting last
46:24
night. They want to change too, but they would prefer to go the
46:30
route of council rather than maybe make it to the ballot. That's what I
46:32
kind of gathered. So what happened last night basically was nothing because there was
46:37
so much confusion about the discussion. Now in the committee meeting, Police Chief
46:43
Scott Dempsey said the lesser penalties could result in what he called a slippery slope.
46:49
Quote. I would just caution you when you decriminalize any narcotic end quote.
46:54
Now, once the actual meeting began, a gentleman named Corey Zen,
46:58
who has been one of the main players and all this, spoke saying that
47:02
the slippery slope that Chief Dempsey spoke of doesn't exist. Zen repeated the often
47:08
talked about claims that pot is not a gateway drug. End quote. Let
47:13
me just say this, I'm not a scientist by any strategy the imagination.
47:16
I've always said, in my opinion, though marijuana can be a gateway drug
47:21
for some and for not and not for others. I think it depends on
47:23
the person. But that's just me. So what is the end result?
47:29
It got sent back to the Rules and Ordinance Committee to be reviewed at another
47:32
time. Aaron Parker has an indev story posted about a WV metro news dot
47:38
com And now we're going to focus on bears and coyotes, a proposed ordinance
47:44
that would expand the city's urban deer hunt to include bears. That's me,
47:52
bears and coyotes. We'll have more on that. This it's a problem.
47:57
I'm not trying to make fun of. It is a problem in some of
47:59
the more hilly terrains of the city. We'll have more of that as it
48:02
as as it happens. But Dave Alan showing five VideA live broad to you
48:06

48:09

48:14
yesterday and and by the way, again I will mention, uh that we
48:16
are providing nightly coverage via the via the ABC Radio network here on the w
48:22
c HS network. I was working from home yesterday and uh and and through
48:28
last night, and I had I had my TV on c Span when there
48:30
are big events like this, if I'm not listening to the radio, I
48:35
like kind of keeping up with things on c Span because you get the raw,
48:38
unedited footage without commercials, without commentary. I saw a lot of speeches
48:45
last night. Uh. But my one takeaway and right, don't don't pull
48:50
the plug on me here and hear me out on this because it may be
48:52
the most racist thing I'm ever gonna say on the air. White people stop
48:59
dancing in public. It was. It was embarrassing. My late father,
49:07
who was a Sunday school superintendent, used to say, the Lord needs clappers
49:09
too. Uh. It was almost as bad as the chick doing the anthem
49:14
at the home run derby last night. But but I digress, uh to
49:16
the convention. I thought I thought jd Vance was a solid pick for Trump.
49:24
Number one, he's young, thirty nine years old as J. B.
49:30
Mcuskey allw too earlier, and the second youngest person I think to run
49:34
on a presidential ticket. Now, I don't agree with a lot of his
49:37
policies, and I'm removing myself from that to say I think jd Vance was
49:44
a solid choice. Now, I know my liberal friends and listeners probably just
49:47
drove off the road, but I mean, jav you know Trump was not
49:52
going to pick AOC. Okay, though I thought jd Vance was a good
49:57
pick. And I got a text here about the movie and the book.
50:00
He'll he'll be like elergy. I'll get to that here in a couple of
50:02
moments. I talked about it when I first saw it. I did not
50:07
read the book. I did see the movie, and for and for people
50:12
to say it was a horrible depiction of Appalachia, I would say it was
50:19
a very accurate depiction of at least certain aspects of Appalachia. Many of us
50:28
could certainly relate to it, and I remember watching the movie, my wife
50:31
and I sitting down to watch the movie and we said the same thing.
50:36
We know these people, this is this is our people now. I saw
50:39
some comments online a good friend of mine who tends to be a little bit
50:43
more liberal in Clarksburg last night. Good friend of mine, though Jason said,
50:47
you know, this is a horrible depiction. It was not. Yeah,
50:51
it was. It was pretty accurate for certain aspects. Certain aspects all
50:55
right. And I will say this as someone who who is not a Trump
51:01
guy. Hear me out. Whomever is running the campaign at this point is
51:09
doing a great job energizing the base without a lot of the scare tactics.
51:15
Now there was talk of illegal immigration, but most of the focus, and
51:21
it all could change today. Most of the focus in day one was on
51:25
the economy. And I've said it before. I think that that's quite brilliant
51:31
and that's where they should focus in my opinion. There were lots of people
51:37
of color that spoke last night. The head of the Teamsters union spoke,
51:43
who had that on their Bengo card that the head of the Teamsters using a
51:45
union would be speaking at the Republican National Convention. And then Trump comes in
51:52
late last night. Didn't speak that I know of anyway, Patpal had to
51:54
go to bed, but he did come in last night with a bandage on
51:59
his ear, doesn't quite look his orange as what he has been in the
52:02
past, and like he has been since the debate, he seemed a little
52:06
bit more subdued. You know, I called it like I see it.
52:08
It was a good move on their part, all right, tex says it
52:14
was mostly boomer white women. They're the ones that have no dance moves.
52:15
All right, we gotta go. Remember when the Dems did the marcarina that
52:22
ensured I'd never be a Democrat? Says the textter all right, gotta go.
52:25
Thanks to Senator Eric Tarr and also stayed auditor and in the candidate for
