- 0:00Welcome to the Hoover Daily Report. "Ideas Advancing
- 0:03Freedom." It's Wednesday, September 9th, twenty twenty six.
- 0:05Today, the GoodFellows assess the risks posed to California’s economy by a
- 0:10proposed new wealth tax. Steven Davis and Raghuram Rajan unpack recent US
- 0:15interventions in bond markets and Fed Chair Kevin Warsh’s latest speech, and
- 0:20Matthew Pottinger and Liza Tobin argue that, once again, China is swooping in to
- 0:25steal US innovations when its AI firms distill closed US models to fuel the
- 0:30development of their own.
- 0:31California’s War on Wealth.
- 0:33Is the progressive dream of wealth taxes soon to become a fiscal and economic
- 0:37nightmare? Voters are poised to consider Proposition 40 and a one-time 5% tax on
- 0:41the holdings of the Golden State’s billionaire class. Senior Fellow Joshua
- 0:45D. Rauh joins GoodFellows to discuss his research on the likely impacts of the
- 0:49proposed measure. Should California voters approve Prop 40 in November, Rauh
- 0:53and his team say, the fiscal consequences for the state are not pretty.
- 0:57The Hidden Cost of a Federal Wealth Tax.
- 0:59In this week’s Grumpy Economist Weekly Rant, John Cochrane examines a proposed
- 1:04permanent 5% federal tax on billionaires’ wealth. While supporters argue that the
- 1:09tax would raise trillions of dollars in revenue, Cochrane points out that these
- 1:13projections treat investment and behavior as fixed, leaving unanswered how the tax
- 1:18would affect risk-taking, business formation, and future economic growth.
- 1:22Billionaire wealth is not held primarily as cash; much of it remains invested in
- 1:27companies. Cochrane argues that redirecting those resources toward
- 1:31government spending would shift capital from investment to consumption, leaving
- 1:36fewer resources for new businesses, productivity gains, wage growth, and job
- 1:40creation. He also warns that a wealth tax would encourage costly avoidance
- 1:45strategies and reorganize businesses around reducing tax liability rather than
- 1:49generating value.
- 1:50Can Central Banks Rescue Us from High Interest Rates and Rising Debt?
- 1:53On the latest episode of Economics, Applied, Senior Fellow Raghuram Rajan,
- 1:57former Reserve Bank of India governor, joins Hoover Research Director Steven J.
- 2:02Davis at the Jackson Hole Symposium to offer his take on Fed Chair Kevin Warsh’s
- 2:06speech there and Treasury Secretary Scott Bessent’s recent intervention in bond
- 2:10markets. Rajan explains why attempts to push down long-term yields can distort
- 2:14important market signals, and why rising debt-servicing costs could ultimately
- 2:18force policymakers to pay greater attention to addressing persistent
- 2:22government deficits.
- 2:23How Thomas Sowell Thankfully Made Me a Contrarian Educator.
- 2:27Ian Rowe, founder of Vertex Partnership Academies and a senior fellow at the
- 2:31American Enterprise Institute, examines Thomas Sowell’s challenge to conventional
- 2:36wisdom on issues at the cross-section of race and education. Demonstrating
- 2:41Sowell’s firm belief that academic standards should not conform to low
- 2:45expectations around race, Rowe cites Sowell’s “Patterns of Black Excellence,”
- 2:50in which he examines how Black students at Washington, DC’s Dunbar High School
- 2:54achieved educational excellence despite the indignities and inadequacies imposed
- 2:59by legal segregation. As Rowe notes from Sowell’s research, Dunbar sent a higher
- 3:04percentage of its graduates to college than any White public high school in the
- 3:09city and repeatedly equaled or exceeded national norms on standardized tests.
- 3:14Adams and Jefferson: A Friendship that Transcended Politics.
- 3:17The celebrated, late-in-life correspondence between John Adams and
- 3:20Thomas Jefferson overflows not just with insight but with the shared understanding
- 3:24that political differences and rivalries can be transcended, writes Distinguished
- 3:28Policy Fellow Peter M. Robinson. The two giants of the American Revolution had
- 3:32been estranged for more than a decade when Adams sent Jefferson a note—and the
- 3:36two former presidents not only rekindled their mutual esteem but composed
- 3:40political wisdom that still speaks to polarized Americans today. Their letters
- 3:44embodied conservative (Adams) and progressive (Jefferson) strains of
- 3:47thought, Robinson notes, while converging on such subjects as the “enigma” of
- 3:51whether good government would lead to a citizenry corrupted by prosperity.
- 3:55Robinson writes: “If Adams worried about the effects of prosperity in his day, how
- 3:59much more worried should we be now, as AI promises prosperity at levels Adams could
- 4:03never have imagined?”.
- 4:04How China Is Stealing America’s AI.
- 4:07In The Free Press, Distinguished Visiting Fellow Matthew Pottinger and Liza Tobin
- 4:12of Garnaut Global and senior fellow at the Jamestown Foundation argue that with
- 4:16AI models, Beijing is following a pattern recognizable to anyone who has dealt with
- 4:21the IP theft, import bans, domestic subsidies, and other measures the
- 4:25People’s Republic of China has engaged in previously in industries such as solar
- 4:30panels, phones, and even apparel. “The party-state steals IP, subsidizes
- 4:34domestic producers, blocks foreign competitors from its own market, and then
- 4:39floods global markets until their overseas competition drowns,” they write.
- 4:43Through “distillation,” Chinese open-weight models can absorb the
- 4:47abilities and knowledge of US models that cost billions to train, without China
- 4:51having to spend similar amounts. They authors argue that the Commerce
- 4:55Department should “restrict such models from American cloud platforms” if they
- 5:00are found to have distilled US models in the course of their development.

- 5:06The Troika: A Story of Three Families, Friendship, and the Cold War.
- 5:10Hoover fellows Christian Ostermann and Katharina Friedla present The Troika, by
- 5:14East German spymaster Markus Wolf, originally published in 1989 and now
- 5:17translated into English for the first time. This book tells the story of three
- 5:21friends from expatriate Communist families in Moscow who find their bonds
- 5:25and beliefs tested as they face Stalin’s Great Terror, are scattered by World War
- 5:29II, and confront the divides of the Cold War.
- 5:32That’s your Hoover Daily Report for Wednesday, September 9th, twenty twenty
- 5:36six.
