- 0:01Speaker 1: Today, President Trump holds a high stake meeting with China's
- 0:04Speaker 1: President Xi in his first state visit to the United
- 0:07Speaker 1: States in more than a decade.
- 0:08Speaker 2: The leaders will tackle pressing issues with trade, technology, Taiwan
- 0:13Speaker 2: and Tehran set to dominate the discussion.
- 0:15Speaker 3: Peter Doocy is live at the White House with the latest.
- 0:18Speaker 4: Peter.
- 0:19Speaker 5: Good morning. Xi is a tough guy to deal with.
- 0:23Speaker 5: He's here. There's a lot that President Trump wants to
- 0:25Speaker 5: get done with him, but there is a lot that
- 0:28Speaker 5: Xi is signaling he will not do. We've got a
- 0:31Speaker 5: graphic to put up for you. When it comes to Taiwan,
- 0:34Speaker 5: which the United States has a strategically ambiguous policy towards
- 0:38Speaker 5: but might defend in the event of a Chinese invasion,
- 0:41Speaker 5: Xi says Taiwan is the core of his core interests
- 0:45Speaker 5: when it comes to democracy and human rights. Xi is
- 0:48Speaker 5: saying that China's political system and human rights record cannot
- 0:52Speaker 5: be challenged when it comes to their development and their politics.
- 0:57Speaker 5: China is defending their political system and development path as
- 1:00Speaker 5: a choice shaped by its history and its people. And
- 1:04Speaker 5: when it comes to their overall development, China is defining
- 1:07Speaker 5: the right to development as an inalienable human right, symbolizing
- 1:11Speaker 5: dignity and honor. We do expect an AI hotline to
- 1:16Speaker 5: be established between the U.S. and China, according to the
- 1:19Speaker 5: Treasury Secretary. And there is more room for agreement just
- 1:23Speaker 5: under the leader level where Scott Besant sits. He and
- 1:27Speaker 5: his counterpart have extended a trade truce by two months.
- 1:33Speaker 4: We met today to see if we could do a
- 1:37Speaker 4: bigger deal as opposed to just a series of smaller things.
- 1:41Speaker 4: We have agreed today that we will extend what we
- 1:46Speaker 4: call the Busan Agreement, the economic detente between the two
- 1:50Speaker 4: countries that was scheduled to end on November 10th. That
- 1:54Speaker 4: is going to be extended until January 10th to give
- 1:57Speaker 4: us more time to see what we can do on
- 1:59Speaker 4: the economic front. And we had a very productive Sunday.
- 2:05Speaker 5: And this is a tough one because of 24-hour news cycles,
- 2:08Speaker 5: but something you don't hear anybody in this whole town
- 2:11Speaker 5: talk about anymore is COVID origins.
- 2:15Speaker 4: This is the.
- 2:16Speaker 5: Administration that came back into power and within a week
- 2:20Speaker 5: had the CIA release an assessment that COVID may have
- 2:25Speaker 5: actually leaked out of a Chinese lab. We know it
- 2:28Speaker 5: wiped out trillions of dollars economically. It killed millions of
- 2:32Speaker 5: people economically. here in this country, but there just doesn't
- 2:37Speaker 5: seem to be much of an appetite about confronting Xi
- 2:40Speaker 5: about it.
- 2:41Speaker 1: Back to you.
- 2:42Speaker 3: So, Peter, a couple of questions. Because we've only extended
- 2:46Speaker 3: two months, I heard Scott Besson say last night they
- 2:48Speaker 3: wanted to extend two years. We said two months. How
- 2:52Speaker 3: much does that have to do with the fact that
- 2:53Speaker 3: they're not really buying the soybeans at the rate they're
- 2:56Speaker 3: supposed to, just a little bit off? The other farm
- 2:58Speaker 3: products at the rate they were supposed to, very much off.
- 3:01Speaker 3: And they're starting to slow down on the rare earth.
- 3:04Speaker 3: So I guess the sense is, why would we continue
- 3:08Speaker 3: this if you're already not hitting your marks?
- 3:12Speaker 5: Yes, all of those things are contributing factors. There's also
- 3:15Speaker 5: the support that they have had for the Iranians during
- 3:19Speaker 5: this conflict. And President Trump has shown that he will
- 3:24Speaker 5: be really tough economically on China. The Liberation Day tariffs
- 3:27Speaker 5: were the hardest on China, and they were hard on
- 3:29Speaker 5: the rest of the world because of China's economic manipulation
- 3:33Speaker 5: of the rest of the world. And so, Scott Besson
- 3:35Speaker 5: sits at a place— where the Chinese know he is
- 3:38Speaker 5: not messing around, because his boss will put tariffs that
- 3:41Speaker 5: are higher and higher and higher, even if it completely
- 3:43Speaker 5: tanks the stock market for a couple of days. So, yes, Brian,
- 3:47Speaker 5: everything that you listed there is a big part of it.
- 3:50Speaker 5: Add in the Iran piece, too.
- 3:52Speaker 2: So, Peter, there's going to be a lot of the— not
- 3:54Speaker 2: just AI leaders, but tech leaders that's going to be
- 3:57Speaker 2: at that state dinner. I guess the big question, what
- 4:00Speaker 2: is the ask from the administration's perspective as it relates
- 4:05Speaker 2: to AI— in China? Or is the president coming from
- 4:09Speaker 2: the standpoint, they're going to compete and we're not slowing down?
- 4:13Speaker 5: They know that they are going to compete, and we
- 4:15Speaker 5: know that the United States ultimately is not going to
- 4:17Speaker 5: slow down. But they're worried about these AI models escaping
- 4:21Speaker 5: containment and going and doing something in the Internet that
- 4:27Speaker 5: they want to do, that AI models want to do,
- 4:30Speaker 5: without humans knowing about it and without humans being able
- 4:33Speaker 5: to stop it. If there is an AI model that
- 4:35Speaker 5: breaks containment and disrupts the financial system, if it breaks
- 4:39Speaker 5: containment and disrupts somehow a health care system, if it
- 4:43Speaker 5: breaks containment and disrupts some kind of a water system,
- 4:48Speaker 5: those are all huge problems. And there's a lot that.
- 4:51Speaker 4: We don't know.
- 4:53Speaker 5: About what these frontier AI company founders are seeing that
- 4:57Speaker 5: makes them so concerned. So we know about a handful
- 5:02Speaker 5: of small attacks and small hacks that these models have
- 5:08Speaker 5: carried out while they're still under development. The CEOs in
- 5:11Speaker 5: the U.S. and in China know a lot more than
- 5:13Speaker 5: they have said so far. So they need to meet
- 5:15Speaker 5: behind closed doors. and talk about a way to just
- 5:20Speaker 5: establish quickly with a red phone or something if there
- 5:23Speaker 5: is a problem. But that's going to require a lot
- 5:25Speaker 5: of trust from the Chinese. And I just made the
- 5:28Speaker 5: point about COVID. It all connects. They did not tell
- 5:32Speaker 5: the world when COVID escaped. And so we would have
- 5:37Speaker 5: to put a lot of trust in them. to actually
- 5:39Speaker 5: pick up the phone, the red phone, if an AI
- 5:42Speaker 5: model escaped.
- 5:43Speaker 4: Yes.
- 5:45Speaker 1: They didn't pick up that phone and call us. Instead,
- 5:47Speaker 1: they let everyone in Wuhan or in that area fly
- 5:50Speaker 1: over to the United States. They wouldn't let them leave
- 5:53Speaker 1: their city to go anywhere else in China. But they
- 5:55Speaker 1: were allowed to get on international flights and go to
- 5:58Speaker 1: other countries.
- 5:59Speaker 3: They only poisoned the world once.
- 6:00Speaker 1: Correct. Thank you, Peter. It is interesting how the president
- 6:03Speaker 1: and Melania yesterday said they have a great relationship. This
- 6:07Speaker 1: Chris Leehan is coming up. He's OpenAI Chief Global Affairs Officer.
- 6:10Speaker 1: Lawrence is going to interview him about the AI race
- 6:13Speaker 1: with China. It's interesting how Melania and the president say
- 6:17Speaker 1: he has a great relationship. Why did he meet Plainside? Because...
- 6:21Speaker 1: He has a great relationship with Chinese. He wants to
- 6:22Speaker 1: welcome them into our country. And the president said yesterday,
- 6:25Speaker 1: he said the most important thing is the relationship. I
- 6:28Speaker 1: have a very good relationship with President Xi in China.
- 6:30Speaker 1: Sounds like it doesn't mean anything, but it means everything.
- 6:33Speaker 1: So how do you balance that with a country that
- 6:35Speaker 1: you don't trust? They didn't they weren't honest about covid,
- 6:38Speaker 1: a country that's helping Russia, a country that's helping Iran,
- 6:41Speaker 1: that's in an A.I. race with us, that's in a
- 6:43Speaker 1: chips race with us. What happens behind closed doors?
- 6:46Speaker 2: I think the president's position is you've got to have conversation.
- 6:50Speaker 2: And it makes no sense that we've had past presidents
- 6:53Speaker 2: where the presidents don't talk. And so, to Brian's point earlier,
- 6:58Speaker 2: I think the president is all about the pomp and circumstance,
- 7:00Speaker 2: and he wants to... He sees the United States as
- 7:03Speaker 2: his home, welcomes the person in. He likes to host
- 7:05Speaker 2: the person. But behind closed doors is where he wants
- 7:08Speaker 2: to have the fights and the debates, but he's not
- 7:12Speaker 2: going to do them publicly.
- 7:13Speaker 4: He says, hey.
- 7:15Speaker 3: Proof that you're giving Iran satellite images of our bases,
- 7:20Speaker 3: killing our guys, right? You are buying 80% of their oil,
- 7:24Speaker 3: sustaining the war. We know that if it wasn't for
- 7:26Speaker 3: the dual-use weapons stuff, tomorrow you could end the war
- 7:29Speaker 3: in Ukraine. That's what President Zelensky said yesterday, too. So
- 7:34Speaker 3: that's a lot of power, and hopefully the president could
- 7:36Speaker 3: use that relationship to change some things on the globe,
- 7:39Speaker 3: around the globe.
