  So in 2014 NASA awarded the CCT cap contracts to Boeing and

  SpaceX through a public-private partnership as part of the

  I want to touch on this kind of fits in with the Elon Musk and

  SpaceX stuff Elon Musk. And SpaceX are building Starship

  right down the road from me and Boca, Chica Texas.

  I'm in Brownsville Texas. And NASA is building the SLS,
• 5:36
  their gigantic Rockin it's about, it's smaller than the
• 5:41
  Starship, but it is also a gigantic rocket the rolling.
• 5:45
  It out here in a little bit in a month or two So, NASA's, massive
• 5:51
  Moon rocket will cost taxpayers billion more at least a billion
• 5:56
  more possible, billions more than projected, that's what an
• 6:01
  auditor has warned Congress. So taxpayers could be footing
• 6:06
  the bill for this gigantic rocket or this, there's a team
• 6:10
  of these Rockets to so they have a bunch of them that they're
• 6:13
  working on at the same time. And no using old rocket engines.
• 6:18
  The same rocket engines that they used for the space shuttle
• 6:22
  in the 80s. Remember those things?
• 6:24
  They were awesome but it's an older technology but it still
• 6:27
  works, you know. So NASA was, they were trying to
• 6:32
  cut Corners. They're trying not to develop
• 6:34
  new engines and they have an engine that works so good for
• 6:37
  them to try to save some money there.
• 6:39
  But everybody else that's working on this thing.
• 6:41
  It's taken a lot of time to build this.
• 6:44
  And with time, Comes people's time with every single person
• 6:48
  that's built this system. You have to pay those people.
• 6:52
  You have to pay the contractors and everybody else.
• 6:55
  So NASA's auditor didn't mince words.

  When he told lawmakers that the space agency is lunar program,
• 7:04
  that's the space launch system, and the Artemis program is going
• 7:09
  to cost a ton more permission than initial projections
• 7:13
  suggested about a decade ago. So About 10 years ago, sort of
• 7:17
  Lucky Lon. You know, when Ilan says yeah

  we're going to be done with full self-driving of Tesla cars in a
• 7:24
  bit about a year. Then we're like okay you know
• 7:27
  like when we first announced that he was like yeah this is
• 7:29
  not a big deal it'll be here in a year or two we're like oh
• 7:32
  cool. Okay full self-driving, they'll
• 7:34
  figure it out, but it might take a little while to get it there.

  That's what this is. It's happening with this rocket
• 7:41
  is taking a while for them to get there. not of the same sort
• 7:45
  of spectrum is that, but it's similar But this cost, billions
• 7:49
  of dollars, more of the taxpayers money Tesla's a
• 7:52
  private company, NASA is owned by the people.

  So that auditor said, we found that the first four arguments
• 8:00
  missions will each cost 4.1 billion dollars per launch a
• 8:06
  price tag. That strikes us as
• 8:08
  unsustainable. That's from NASA Inspector
• 8:11
  General Paul Martin. And like I said before, Artemis
• 8:16
  is the name of NASA's lunar. Program and the artists missions
• 8:21
  are very, very cool. They'll be putting people back
• 8:25
  on the moon in the future and will also be bringing things
• 8:29
  back from the Moon Back Down to Earth.
• 8:31
  So we can study it here. They're going to be making a
• 8:34
  base on the moon, they're going to be going around the moon and
• 8:36
  coming back to Earth. They're going to be docking with
• 8:40
  a space station, that's in lunar orbit.
• 8:43
  So there's going to be a space station.
• 8:45
  That's orbiting the moon and the Artemis missions will dock with
• 8:51
  that and then a SpaceX Starship. We'll take the astronauts from
• 8:56
  that all the way down to the surface of the Moon.

  And I believe the Starship is going to be way bigger than the
• 9:02
  space station, which is hilarious because just think
• 9:05
  about this, if you could launch a rocket To the to a lunar
• 9:12
  orbit, without people in it and then you pick up those people
• 9:16
  because the people will get to that space station via an
• 9:20
  Artemis rocket. The SLS, why wouldn't they just
• 9:24
  go there in a Starship. Cut out the middleman, right?
• 9:26
  It makes sense, but also, they need a place to do Mission,
• 9:31
  critical science and Observatory kind of missions.
• 9:37
  So that's why the lunar Outpost is there.
• 9:41
  So the NASA General Inspector General Parma, Paul Martin said
• 9:45
  it's going to cost a bunch more money.
• 9:47
  So when this was announced they thought that this was going to
• 9:52
  cost only 500 million dollars per launch.
• 9:57
  Each Mission would cost five hundred million dollars.

  Ilan thinks the Starship can get down to about a million dollars
• 10:02
  per launch eventually and with the rocket targeting a 20-17
• 10:06
  debut. That's when they thought the SLS
• 10:09
  was going to launch. It's about eight fold now, 4.1
• 10:13
  billion, dollar estimate is only for Productions and ground
• 10:16
  operation. It does not include development
• 10:18
  costs required to get the Artemis program to this point in
• 10:21
  time. That's what the inspector said.
• 10:24
  It's a challenging development process, of course, but we did
• 10:27
  see, very poor contractor performance on Boeing's.
• 10:30
  Part Boeing is slipping up man, poor planning and poor
• 10:34
  execution. We saw that the cost-plus
• 10:35
  contracts that NASA had been using to develop that combined,
• 10:39
  SLS and Orion And system work to the contracts rather than to
• 10:42
  NASA's Advantage. So, they're giving all the stuff
• 10:48
  right to Boeing. The giving all the attention to
• 10:50
  Boeing and saying, Boeing, do this for us?
• 10:52
  We love you but they're not thinking about what's going to
• 10:56
  benefit NASA and what's going to benefit the taxpayers.
• 10:58
  This is our program in the u.s. here.

  This is not Boeing's program. This is the us as program.
• 11:05
  So the Cost Plus contracts. The NASA had been using to
• 11:09
  develop the combined SLS in Ryan system work to the contractors
• 11:13
  rather than NASA. Think about that for a second.
• 11:17
  And for NASA's part, we saw poor project management and contract
• 11:20
  oversight. So for NASA, they didn't do the
• 11:23
  right thing. They didn't say, hey, this isn't
• 11:26
  working out for us. We got to shift gears here, we
• 11:29
  got to work for the people. Now for Boeing, when adjusted
• 11:34
  for inflation, NASA has developed SLS for a quarter of
• 11:36
  the cost of the Saturn 5, which is great and half the To the
• 11:40
  Space Shuttle, which is great. For less than average annual
• 11:45
  spending of space shuttle operations.
• 11:49
  Okay, so those are those are positive things and the core
• 11:51
  National Transportation has elements of the artist programs
• 11:54
  have been developed for a fraction of the cost of the
• 11:56
  comparable Apollo program systems and that was in the 60s
• 12:00
  and 70s. You know, but that's old
• 12:03
  technology, we know how to do this stuff now, right?
• 12:07
  So the SLS cost is huge. Starship SpaceX is Starship, is
• 12:14
  fully reusable. So when they only send one up,
• 12:16
  they can bring it back down and they can reuse it and that saves
• 12:21
  them a bunch of money. So he Lon recently estimate, the
• 12:27
  Starships development costs would be 5% to 10% of the Apollo
• 12:30
  era starter set. Five rocket which ended
• 12:34
  inflation adjustment is about 50 billion dollars and that puts
• 12:38
  Starships development cost at 2.5 billion. 25 billion two
• 12:44
  point five two five billion dollars For just just to get
• 12:51
  Starship going and everyone after that is cheaper and
• 12:55
  cheaper and cheaper. So he wants to get it down to
• 12:57
  about a million dollars. So Starship, it's part of the
• 13:02
  program, they won the 2.9 billion dollar contract from
• 13:06
  NASA to develop a moon specific version of Starship to serve as
• 13:10
  the crew lunar lander. And while SpaceX is not stopped
• 13:14
  at Starship development since beginning in 2019, I see it
• 13:18
  every day. I'm down here in Boca Chica and
• 13:20
  I see the Starship being built - absolutely amazing NASA.
• 13:23
  Lost, seven months of time to work with SpaceX.
• 13:26
  Do do a protest and lawsuit by Jeff Bezos.

  Rose from Blue origin. So they lost a bunch of time,
• 13:35
  lost it but some money SpaceX continue building, it continued
• 13:39
  working and Ilan was doing the right thing.

  NASA representatives are continuing to present SLS and
• 13:47
  Orion as crucial equipment to a sustainable approach to
• 13:52
  re-establishing, humans, living and working on the moon and I'm
• 13:57
  all for this. I want people to live and work
• 13:59
  on the moon. I think it's been a dream of
• 14:01
  humanity, since we could look up and we could see the moon above
• 14:04
  us, that someday, somebody will reach that in.
• 14:08
  Somebody will be living there. There has been fairy tales about
• 14:10
  it. There's been stories.
• 14:11
  There's been movies about people living.
• 14:13
  Up there and moon people, and all sorts of aliens.
• 14:18
  But now we do have a chance. We have this, this opportunity
• 14:23
  to build a rocket that will get people to the moon.
• 14:26
  So we can live on our closest neighbor and it's going to cost
• 14:31
  us a lot of money to do it. The costs continue to mount
• 14:35
  Inspector General, recent audit of Artemis found, forty billion
• 14:38
  dollars has already been spent on the program, 40 billion with
• 14:42
  NASA projected to spend. And 93 billion on the Artemis
• 14:46
  effort through 2025. 93 billion dollars for a rocket that SpaceX
• 14:55
  is building for, you know, somewhere around five billion.

  That's a big difference. That's almost 90 billion,
• 15:04
  dollars of a difference. SpaceX is doing it all on their
• 15:08
  own to. They don't need other
• 15:10
  contractors. I mean, they do use other
• 15:11
  contractors, don't get me wrong, but they don't use them for the,
• 15:16
  for the big Parts. You know, they use all
• 15:19
  proprietary. Dietary technology.
• 15:21
  The doing it themselves. You can see the building.

  They're off Highway for. It's absolutely amazing down
