Transcript
- 0:00Speaker 1: Big changes coming to our building consenting process could be
- 0:03Speaker 1: on the way. Currently, there are sixty seven building consent
- 0:06Speaker 1: authorities who receive and approved consents in New Zealand, sixty
- 0:10Speaker 1: seven of them, with each one taking a slightly different
- 0:13Speaker 1: approach to the rules. So building can construction. Mister Chris
- 0:16Speaker 1: Pink he's proposing changes to create larger regional authorities to
- 0:21Speaker 1: help standardize the process and make things quicker. Malcolm Fleming's
- 0:24Speaker 1: in New Zealand Certified Builders Chief Executive. He's with us
- 0:26Speaker 1: this morning.
- 0:27Speaker 2: Malcolm, good morning, Good morning, Rayan.
- 0:29Speaker 1: You're happy about these changes. Do you have any idea
- 0:33Speaker 1: how much quicker it could make the process?
- 0:37Speaker 2: Well? First of all, Ryan, we support his answer. Certified
- 0:40Speaker 2: Biller supports this general move towards quicker the processes for
- 0:45Speaker 2: building consent authorities to work through building consents. As you're
- 0:49Speaker 2: pointed out in your introduction, there are sixty seven different
- 0:52Speaker 2: building councils around YOURSELD and we often have a different
- 0:56Speaker 2: interpretation of a building consent. Example, a designer a builder
- 1:03Speaker 2: in christ Urge maybe submitting a building concent in that
- 1:08Speaker 2: jurisdiction and that building concent of flying through without any
- 1:11Speaker 2: problems the same building consent presented, say in a white
- 1:16Speaker 2: categist as an example, what have some issues? And that
- 1:19Speaker 2: creates inconsistency, It creates time and delays. Time is cost
- 1:24Speaker 2: for a project.
- 1:25Speaker 1: Speaking of time wait times, we're hearing up to two
- 1:28Speaker 1: months for a building consent, eighteen months for a resource
- 1:31Speaker 1: concent Does that sound about rain?
- 1:34Speaker 2: Building consents have become down from where they were in
- 1:37Speaker 2: the peak. And remember Ian, it wasn't that long ago
- 1:41Speaker 2: that we were talking two years in fact, that we
- 1:44Speaker 2: have an artificial peak of fifty thousand building concent applications
- 1:48Speaker 2: in this country. The previous we've just got over forty
- 1:51Speaker 2: thousand two years before in twenty twenty one, and that
- 1:56Speaker 2: was the first time forty thousand have been exceeded since
- 1:59Speaker 2: the mid and eighteen seventies. So there's a lot of
- 2:01Speaker 2: pressure on the system right now. Building consents are tracking
- 2:06Speaker 2: through at a reasonable rate.
- 2:08Speaker 1: Okay, what about the private consenting providers? This is for inspections.
- 2:13Speaker 1: People are worried about this because of leaky homes and
- 2:16Speaker 1: if we reintroduce private consenting providers that you have more
- 2:21Speaker 1: problems on their hands. Would you are you okay with
- 2:23Speaker 1: that suggestion?
- 2:26Speaker 2: I'm more rather prefer some of the options they've been
- 2:30Speaker 2: looking at in this paper. Other options, and again there
- 2:33Speaker 2: is a lack of detail, but options along the lines
- 2:36Speaker 2: of regional bcas sort of amalgamation of some of those
- 2:39Speaker 2: existing bcas I would imagine, as we've been talking about
- 2:43Speaker 2: agency be our own submission to the regulator around a
- 2:48Speaker 2: large metro drawing and being unified with a number of
- 2:52Speaker 2: the smaller councils. They've got really good capacity within the
- 2:57Speaker 2: system itself, reads emerging creating greater We're all capacity within
- 3:08Speaker 2: those organizations to help us go be able to carry
- 3:14Speaker 2: it through. At the moment we're a little lower and
- 3:17Speaker 2: building contents more likely worthy just about four years before COVID,
- 3:22Speaker 2: but they'll up at again the next couple of years.
- 3:28Speaker 2: The government's quite quite right to look at this.
- 3:30Speaker 1: Now, all right. So it sounds like you they're doing
- 3:32Speaker 1: the right thing and how they're doing a different story, Malcolm,
- 3:34Speaker 1: Thank you for that. Malcolm Fleming, the New Zealand Certified
