Latest / Early Edition with Ryan Bridge / Matt Ball: Advocacy Manager at the Property Investors Federation discusses the Healthy Homes deadline
Transcript
- 0:00Speaker 1: D day tomorrow for the landlords of the country's five
- 0:02Speaker 1: hundred and sixty five thousand rental properties. From tomorrow, all
- 0:06Speaker 1: rental properties must meet the government's Healthy Home Standards, which
- 0:08Speaker 1: include rules around heating, insulation, ventilation, draft stopping, et cetera.
- 0:12Speaker 1: Matt Ball as the advocacy manager at the Property Investors Federation.
- 0:16Speaker 1: Good morning, Matt, Good morning, Ryan, how are you good?
- 0:19Speaker 1: Thank you? Now, when I say all rental properties, this
- 0:22Speaker 1: doesn't well, I'm assuming still doesn't include cayeing or order right,
- 0:26Speaker 1: all of their homes don't have to be up to
- 0:28Speaker 1: scratch or does that include them too?
- 0:30Speaker 2: I thought they had to be up to date last year,
- 0:33Speaker 2: but I may be wrong.
- 0:34Speaker 1: Okay, Well, I'd like to see some numbers on how
- 0:36Speaker 1: well that's coming for them.
- 0:38Speaker 2: Yeah, me too.
- 0:39Speaker 1: Yeah, Hey, for the rest of the private landlords. So, Matt,
- 0:43Speaker 1: do you think most are up to standard already?
- 0:47Speaker 2: It's interesting, Ryan, So I would have said yesterday a
- 0:50Speaker 2: year that most were up to standard, but there was
- 0:52Speaker 2: some interesting reporting out yesterdays that said maybe quite a
- 0:57Speaker 2: few more than I thought.
- 0:58Speaker 1: Aren't as an like close to eighty percent.
- 1:03Speaker 2: Yeah, something like that. I would have thought. I would
- 1:05Speaker 2: have thought in the high eighties would have been through
- 1:07Speaker 2: this by now. I mean there's been plenty.
- 1:09Speaker 1: Of notice, right, And this sample that you're talking about,
- 1:13Speaker 1: one thousand random rental properties in the last two months,
- 1:15Speaker 1: found only twenty three percent were fully compliant.
- 1:19Speaker 2: Yeah, that's quite a low number. When you look at
- 1:21Speaker 2: the numbers in detail, it seems like there are five
- 1:24Speaker 2: different standards, right, So a lot of landlords are compliant
- 1:28Speaker 2: with it's one or two or three of the standards,
- 1:31Speaker 2: but there might miss out on only one. So apparently
- 1:33Speaker 2: draft stopping only fifty percent of landlords up to speed
- 1:37Speaker 2: on that one, and that that is the reason for
- 1:39Speaker 2: the low compliance rate. So there's still a lot more
- 1:42Speaker 2: heaters in houses, there's a lot more insulation, there's a
- 1:45Speaker 2: lot more moisture barriers, all that sort of stuff. So
- 1:49Speaker 2: homes are definitely drier and warmer, and we see that
- 1:53Speaker 2: in the census data. But yeah, there's still a few
- 1:55Speaker 2: people who do need to fully.
- 1:57Speaker 1: Comply, okay, and what happens to them if they don't?
- 2:00Speaker 1: They can the tenants can go to the make a complaint,
- 2:02Speaker 1: They can potentially get a fine, but presumably there's a
- 2:05Speaker 1: period of discussion that could happen between that.
- 2:08Speaker 2: Yeah, the recommended approach in this is, you know, if
- 2:11Speaker 2: you're a tenant and your home's not quite up to scratch,
- 2:13Speaker 2: have a chat with your landlord and see if they'll
- 2:16Speaker 2: get the work fixed, and then if they won't, that's
- 2:19Speaker 2: when you can start taking action through the tenancy tribunal.
- 2:22Speaker 2: I mean, there's a lot of variation around the country.
- 2:25Speaker 2: For example, and this is the extreme, but I've seen
- 2:28Speaker 2: homes where it's definitely not up to scratch, but the
- 2:31Speaker 2: tenant is living in it. They're very happy because they
- 2:34Speaker 2: get a cheap rent, and the landlord's happy because the
- 2:36Speaker 2: tenant's happy. So both parties will just keep it quiet.
- 2:39Speaker 2: There'll be plenty of that going on around the country,
- 2:42Speaker 2: but by and large, I think most landlords will get
- 2:45Speaker 2: things fixed if the tenant asks them to do it.
- 2:48Speaker 2: Really they should do it proactively straight away.
- 2:52Speaker 1: Matt Appreciate Times Wanting Matt Bull from the Property Investors Federation.
