- 0:00SPEAKER_00: Why did Maltese citizenship cost 10 times more than Vanuatu citizenship?
- 0:04SPEAKER_00: It's not Maltese weather or the food, it's not the shopping or even the culture.
- 0:08SPEAKER_00: It's a hidden hierarchy that determines the true value of every passport on Earth.
- 0:13SPEAKER_00: Today, IMI is revealing the four-layer government system that sovereign individuals, global citizens, and international investors exploit, and why understanding it could change your entire mobility strategy.
- 0:26SPEAKER_00: Most people think that governments divide the world into two groups, citizens and foreigners, in or out.
- 0:33SPEAKER_00: But that's wrong.
- 0:34SPEAKER_00: Modern immigration systems operate on a spectrum, a pyramid, if you will, with four distinct layers, with each layer granting different rights and access.
- 0:43SPEAKER_00: And capital-based migration programs give you ladders to climb it faster, some inserting you at the base and others dropping you near the top.
- 0:51SPEAKER_00: Layer one, temporary residency.
- 0:53SPEAKER_00: The pyramid begins where genuine settlement potential starts.
- 0:56SPEAKER_00: Tourist visas do not count, they offer no path forward.
- 0:59SPEAKER_00: Temporary residency is really where the game begins.
- 1:02SPEAKER_00: Consider work visas, student visas, digital nomad visas, golden visas, at least initially.
- 1:08SPEAKER_00: They all sit at this foundational layer.
- 1:11SPEAKER_00: But what do you get in return for your temporary residency in a country?
- 1:15SPEAKER_00: Banking access, health care in some countries, education, often local employment rights.
- 1:20SPEAKER_00: In other words, you can start building a life.
- 1:22SPEAKER_00: But that life is fragile.
- 1:24SPEAKER_00: You're on probation, and the state is watching.
- 1:26SPEAKER_00: And while most temporary residency pathways lead to permanent residency, not all do.
- 1:31SPEAKER_00: Some are dead ends, disguised as opportunities.
- 1:34SPEAKER_00: We'll cover how to spot that difference later in this video.
- 1:37SPEAKER_00: Layer two, permanent residency.
- 1:39SPEAKER_00: At layer one, you must ask the state permission.
- 1:42SPEAKER_00: At layer two, you're granted it indefinitely.
- 1:45SPEAKER_00: Most layer one temporary residency programs lead to layer two permanent residency status, but be careful.
- 1:52SPEAKER_00: Some do not.
- 1:52SPEAKER_00: This is what most golden visa programs target.
- 1:55SPEAKER_00: Greece, Panama, Qatar, Cyprus, Singapore.
- 1:58SPEAKER_00: At layer two, you get indefinite rights to remain.
- 2:01SPEAKER_00: Strong deportation protections near equal access to public services, family reunification provisions, you've achieved settled status.
- 2:10SPEAKER_00: But there's still a ceiling.
- 2:12SPEAKER_00: You can live there, work there, build a life there, but you cannot vote.
- 2:16SPEAKER_00: You cannot run for office.
- 2:17SPEAKER_00: In the eyes of the law, at least, you're still not quite one of them.
- 2:22SPEAKER_00: And by the way, we've detailed program pages for over 200 residents and citizenship pathways on the IMI website.
- 2:29SPEAKER_00: You can check that out in the link in the description.
- 2:32SPEAKER_00: For some investors, layer two is the destination.
- 2:35SPEAKER_00: But for others, especially those thinking generationally and seeking optionality, it's not enough.
- 2:40SPEAKER_00: Layer three, citizenship.
- 2:42SPEAKER_00: At layer three, conditionality, probation, and deportability effectively end.
- 2:47SPEAKER_00: You have full political rights, unconditional residence, diplomatic protection.
- 2:52SPEAKER_00: And the piece that matters most to multi-generational wealth, your children inherit this status automatically, and your grandchildren too.
- 3:00SPEAKER_00: Citizenship by investment programs in Dominica, St.
- 3:03SPEAKER_00: Kipps and Nevis, St.
- 3:04SPEAKER_00: Lucia, Brenda, Antigua and Barbuda, Egypt, El Salvador, Santomay and Prince Be, Vanuatu, Nauru, Turkey, and beyond all operate at this layer.
- 3:14SPEAKER_00: You invest in or donate to the country, you pass due diligence, and you receive citizenship directly.
- 3:21SPEAKER_00: No years of residency or climbing required.
- 3:23SPEAKER_00: But what happens when a country with citizenship by investment also belongs to something larger?
- 3:28SPEAKER_00: When national citizenship unlocks supranational access.
- 3:32SPEAKER_00: Now that's layer four.
- 3:33SPEAKER_00: The European Union is the clearest example.
- 3:36SPEAKER_00: EU citizenship grants freedom of movement, right of establishment, and equal treatment across 27 member states.
- 3:43SPEAKER_00: When you acquire citizenship in Portugal, Greece, Spain, or Italy, you don't just gain rights in that country.
- 3:50SPEAKER_00: You gain European Union settlement blocks citizenship simultaneously.
- 3:55SPEAKER_00: Live in Paris, work in Berlin, retire in Lisbon, start a business in Amsterdam, open a bank account in Budapest.
- 4:01SPEAKER_00: But the EU is not alone.
- 4:03SPEAKER_00: The Organization of Eastern Caribbean States creates similar mobility.
- 4:06SPEAKER_00: Mercosur in South America enables residents across major economies.
- 4:11SPEAKER_00: The Gulf Cooperation Council provides comparable arrangements.
- 4:15SPEAKER_00: This is the multiplication effect.
- 4:17SPEAKER_00: A Vanuatu passport grants layer three status in one country.
- 4:22SPEAKER_00: EU citizenship multiplies your access across 27 jurisdictions.
- 4:27SPEAKER_00: The premium reflects this multiplication.
- 4:30SPEAKER_00: Malta's now defunct citizenship by investment program commanded prices above 1 million euros because investors weren't paying for Malta.
- 4:38SPEAKER_00: They were paying for immediate layer 4 access across the entire European Union.
- 4:44SPEAKER_00: That direct option no longer exists in Malta, but European Golden Visa programs still offer roots, albeit directly, to layer 4.
- 4:51SPEAKER_00: They just require you to climb first.
- 4:54SPEAKER_00: I'll link our guide to supranational settlement blocks in the description below.
- 4:58SPEAKER_00: There you can learn which jurisdictions belong to which unions and all the benefits citizens get as a national of that member country.
- 5:05SPEAKER_00: Now, investment migration offers two approaches to climbing this settlement rights period.
- 5:10SPEAKER_00: Upgrade paths, one, insert investors at either layer one or two, then provide routes to citizenship through naturalization.
- 5:18SPEAKER_00: Portugal's Golden Visa, Italy's investor visa, Brazil's Viper visa, Panama's qualified investor visa.
- 5:25SPEAKER_00: You start low and climb high.
- 5:27SPEAKER_00: The advantage here is flexibility.
- 5:29SPEAKER_00: Some investors realize permanent residency is enough, but the disadvantage is time.
- 5:34SPEAKER_00: Portugal takes five years minimum, probably ten years by the time you're watching this, to naturalize.
- 5:40SPEAKER_00: Spain requires 10 years of residency.
- 5:42SPEAKER_00: Mexico, even with minimum physical presence, takes at least five years.
- 5:46SPEAKER_00: And as Portugal has shown us, the regulations you start under aren't necessarily the ones you'll finish under.
- 5:51SPEAKER_00: And two, direct access programs place investors immediately at layer three: Caribbean citizenship, Turkey, Vanuatu, El Salvador, Botswana.
- 6:01SPEAKER_00: These timelines are measured in months, not years.
- 6:04SPEAKER_00: Investors with a preference for diversification and optionality pursue both simultaneously.
- 6:10SPEAKER_00: A Portuguese Golden Visa or Latvia Golden Visa for the long-term EU play.
- 6:14SPEAKER_00: A Caribbean passport for immediate global mobility.
- 6:18SPEAKER_00: Different ladders in different jurisdictions, but never reliant on a single route.
- 6:22SPEAKER_00: Traditional immigration demands years of presence.
- 6:25SPEAKER_00: Language acquisition, cultural integration, and belonging earned through time within her borders.
- 6:31SPEAKER_00: Investment migration decouples settlement rights from settlement itself.
- 6:35SPEAKER_00: Portugal's golden visa requires just seven days per year on average.
- 6:39SPEAKER_00: Greece requires none during permit validity.
- 6:42SPEAKER_00: Many Caribbean programs require no presence at all, not for acquisition nor for maintenance.
- 6:47SPEAKER_00: That might change, but that's how it is now.
- 6:50SPEAKER_00: Rather than measuring belonging through time spent within borders, these programs measure it through financial contributions and enhance due diligence.
- 6:59SPEAKER_00: Investors acquire the legal status traditional processes produce without undergoing that process.
- 7:05SPEAKER_00: Now, the pyramid explains why certain programs attract intense scrutiny while others operate in obscurity.
- 7:12SPEAKER_00: Residence by investment attracts limited attention.
- 7:14SPEAKER_00: The effects stay within national borders.
- 7:17SPEAKER_00: Citizenship by investment generates more.
- 7:19SPEAKER_00: A Grenadian passport provides visa-free access immediately to 145 countries that didn't consent to Grenada's due diligence.
- 7:27SPEAKER_00: But when EU member states operated citizenship by investment, the effects scaled across the entire Union.
- 7:34SPEAKER_00: One country's decision granted access to 26 others.
- 7:37SPEAKER_00: This structural reality, not abstract ethics, drove the pressure that ended Malta's program.
- 7:43SPEAKER_00: And it's why European golden visa programs command premiums their investment thresholds do not explain.
- 7:49SPEAKER_00: The pathway leads to layer four.
- 7:51SPEAKER_00: So four layers: temporary residency, permanent residency, citizenship, and supranational citizenship.
- 7:58SPEAKER_00: Each layer expands your rights, your security, and the territorial scope where you can exercise them.
- 8:04SPEAKER_00: Investment migration provides accelerated pathways through this structure, substituting capital for time.
- 8:10SPEAKER_00: Now you understand what you're actually buying when you invest in any residence or citizenship program.
- 8:16SPEAKER_00: It's not, of course, just a document.
- 8:18SPEAKER_00: Rather, it's a position on this pyramid and everything that position unlocks.
- 8:23SPEAKER_00: So you learned all about settlement rights and how they expand your options in today's video.
- 8:28SPEAKER_00: But what if a country steps out of line to deny visa-free access to a citizen by investment of a foreign country?
- 8:35SPEAKER_00: Well, it's happening.
- 8:36SPEAKER_00: Click on the video on your screen now to learn about this European country's secret ban on investment passports.
