- 0:00Speaker 1: What's up, everyone, and welcome to another episode of the
- 0:02Epstein Chronicles. In this episode, we're getting right back to
- 0:06the interview given by the Securities Corrections Captain at MCC
- 0:12to the OIG investigators. Question Okay, all right, so that
- 0:17was incorrect, all that stuff about the redacted thing, and
- 0:20then it goes on to say redacted informally advised his
- 0:25lieutenants that Epstein was not to be housed alone and
- 0:27emphasized the need to be vigilant about thirty minute checks
- 0:31and unannounced rounds. And that you said there were emails
- 0:35about that as well as when you spoke with your
- 0:37lieutenants and when you went to the shoes specifically, answer
- 0:42uh huh. Question correct, all right, And you don't remember
- 0:45the last time you did that, but between August, between
- 0:48July thirtieth and August ninth, you at least did it
- 0:51a few times answer right, question okay, And do you
- 0:55think that you hit at least all three shifts between
- 0:58that time? Answer correct, question okay, Answer I believe I did. Yeah.
- 1:05Question all right. Inmates sell mats and are typically the
- 1:08people that are assigned to the shoe are they in
- 1:11those three shifts? Or you would have to hit the
- 1:13people that are assigned between that time period. So point being,
- 1:17maybe you don't remember specifically I had a conversation with
- 1:20that person or that person or that person. But if
- 1:23they're assigned to the Shoe, not a temporary duty assignment
- 1:26like ot type of assignment, but the people that were
- 1:29assigned there, that was their duty too. Answer. So, like
- 1:34I remember specifically I hit daywatch redacted. I remember mister
- 1:39Perry Percy or Perry, whatever his name. I remember those guys.
- 1:44I know I spoke to or redacted. I know I
- 1:46spoke to different guys the shoe staff that was always
- 1:48up there. Question, but you just don't specifically remember talking
- 1:53to Noel. Answer no question, Okay, answer. She might have
- 1:57been in the background somewhere. She could have been there.
- 2:00I don't know, but I don't remember. He gets cut
- 2:03off by the investigator. But redacted should have spoken with her. Answer,
- 2:10of course, because that's part of that's part of the
- 2:14expectations of the unit. If I give you a guidance,
- 2:16your guidance should have been disseminated down to the officers. Question. Okay,
- 2:21how about the people. So we're going to get into
- 2:24this later. But since we're conversing about it now. It
- 2:28looks like Reyes was moved. I think his appointment with
- 2:30court was at like a thirty, and I think he
- 2:33was gone from the institution by like one fifty. Does
- 2:36that sound right? Answer something like that. It could have
- 2:40been question, so who was in the shoe at that time?
- 2:43If he's gone from the institution by like one fifty,
- 2:46who would have been who would have been there? Answer?
- 2:50So that would have been all of your six to
- 2:52two and your eight to four staff question. So I
- 2:57guess let's go from the top. Who would have been
- 2:59the person in charge at the top level? Answer that?
- 3:02I mean as far as that would have been show one,
- 3:06because he would have got the guys to notice that
- 3:09he was supposed to move the other guys question and
- 3:11who was at answer? And move the inmate? Question? And
- 3:14who was at answer? It was redacted? Question redacted? And
- 3:19what time was he working from? Answer? He was working
- 3:22from eight to four question? So he was eight to
- 3:24four and those times are accurate on there. And if
- 3:27the lieutenant said, oh, we know it says zero to eight,
- 3:30but we're actually ten pm, he gets cut off by
- 3:34the guard. And that's true. The officers worked those prescribed shifts. Answer, okay, question,
- 3:40the lieutenant was given those shifts because of their commutes.
- 3:43Some of them were coming two hours out, so for
- 3:46them to come from various parts of Jersey or a
- 3:48long island, you know, as a consensus, we said, hey,
- 3:51I'll continue because that was the previous administration. The previous
- 3:56captain put that in for those guys. So you know,
- 3:59with those conversations, you know, with the lieutenants, I said,
- 4:01I'll keep that. I said, you know, you try to
- 4:04do those things. Where I came from, we didn't do
- 4:06those things, you know, as far as that. You know,
- 4:09the captain ran a shift, whatever the shift was, you
- 4:11did it. But when I came to Brooklyn, that was
- 4:14a common practice in Brooklyn. That was common practice in Brooklyn.
- 4:18You know, the captain would allow them when I was
- 4:21a lieutenant, would allow us to know, to work those shifts.
- 4:24And due to we've got staff that commute far out,
- 4:28so that was just an incentive to get these guys
- 4:30to come to work, you know. Answer sure, but the
- 4:35time for these shoe staff, that's the actual hours that's
- 4:38listed on that answer. But for the line staff, that
- 4:42roster correctly imitates their schedule. Question perfect? So who then,
- 4:48I guess you said they would be working until four pm?
- 4:51Answer right? Question, so they would have at least two
- 4:55hours to be able to do something. Answer right question?
- 4:58And who was it was on that day? Answer? So
- 5:02I had redacted, I had a joiner, I had redacted,
- 5:05and I had redacted. Question and did you speak with
- 5:08all of those individuals about the need for a cell mate? Answer?
- 5:12I believe I did because they were daywatch. But like
- 5:15I said, it wouldn't have been on August ninth, question right,
- 5:21but just but they would have known that they need
- 5:24to answer. They was in the unit for that quarter.
- 5:31So once I got the guidance from mister redacted of
- 5:34what he wanted me to do, I moved on and
- 5:36did it. So I can't tell you, but I know
- 5:39I spoke to the day watch shoe staff. There were
- 5:41the first ones that I spoke to. Question So who then?
- 5:44Out of their who would have the shoe staff reported
- 5:47the matter to answer the what now question? So the
- 5:51shoe staff that's in there, they now know that he
- 5:54doesn't have a cell mate and the cell mate is
- 5:57not coming back. Answer okay, So they would have known
- 6:03that he wasn't coming back until probably evening. Watch question. Okay,
- 6:08so you don't think that those guys would have known. Answer? No,
- 6:11they wouldn't have known because I don't know when the
- 6:13inmate left the institution. But what happens is when the
- 6:16court line comes out. I believe that the inmate leave
- 6:19the institution supposed to between six and eight or seven,
- 6:23you know, let's say seven to nine. So between that
- 6:27time those inmates are they're picked up, and then they're
- 6:30transported to court. Question Okay, so what time did redacted work?
- 6:34What was his shift? Answer? It was eight to four? Question.
- 6:38So if we can, let's assume for this instance that
- 6:41redacted knows that he needs a cell mate, what should
- 6:44have been done? Answer? Probably wouldn't have known question. But
- 6:49let's say for this instance he did know. Answer. So
- 6:52if he knew he knew that he needed a cell mate,
- 6:55and he knew that the cell maate wasn't coming back,
- 6:58he probably wouldn't. But what I'm trying to tell you, sir,
- 7:01he probably would have never known. Question. I know, but
- 7:04in this instance, I'm just saying, let's just let's say
- 7:08that he did answer. Okay, So the instance of what
- 7:12would have happened. What would happen was he should have Okay,
- 7:16this guy's not coming. He should have notified me. He
- 7:20should have been like, hey, cap hey reys Epstein, cell mate,
- 7:23he went to court, he's not coming back. Question and
- 7:26he did not answer. No question, okay answers. No one
- 7:30later informed me that that inmate ever went to court.
- 7:33I didn't even know that he went to court because
- 7:35guess what during the time this inmate is in court,
- 7:38Epstein is in attorney, visiting all day question. Sure answer.
- 7:42So nobody would have even thought about it, because, oh,
- 7:45Epstein is an attorney visiting. His cellmate is not in there. Okay,
- 7:49his cell mate went to court. Nobody would have even
- 7:52been made aware that he didn't have a CELLI until
- 7:54they went to put him physically in the cell. Question Okay,
- 8:00So when do you think it would have been in
- 8:02this instance, when do you think it would have come from? Answer?
- 8:05As far as knowing he didn't have a SELLI question,
- 8:08correct answer. Somebody should have known when he didn't come.
- 8:11They should have been on evening watch. Question. So who
- 8:15was on evening watch? Answer? So evening watch. Well, let's
- 8:19see here you're talking about as the OIC question in
- 8:23the shoe. Answer yeah, that would have been redacted. Question okay,
- 8:27so redacted? Answer yeah. Question and who should have he
- 8:33reported the matter too? Answer he would have reported it
- 8:36to the operations lieutenant. Question and who was the operations
- 8:40lieutenant at the time? Answer? I believe the lieutenant would
- 8:44have been. That would have been redacted. Question all right?
- 8:48And redacted? Again, you no one told you so obviously
- 8:51you didn't tell anyone. Answer yeah, question so okay, And
- 8:56would redact it have gone directly to redacted? Answer? Yeah,
- 8:59he would have called. But guess what I was there.
- 9:02I didn't leave that night until I ate I was
- 9:05there until eight that night. Question right, and you did
- 9:08not visit the shoe that night? Correct answer, I can't remember.
- 9:13Question all right. Answer I'm going to say, did I
- 9:15make the rounds that day or I didn't? I don't know,
- 9:19but I know I didn't leave the institution until late
- 9:22that night. Question And you know though that reyus, you
- 9:26were never aware on that day that Rays had went
- 9:28to court. You didn't even know that he went to court,
- 9:31let alone that he was coming back. Answer correct question okay,
- 9:35so redacted should have went direct to redacted? Answer correct?
- 9:39Question all right, and is somebody that you did have
- 9:43a conversation with regard to the need for the cell
- 9:46maate Correct answer, I don't know if again, talking to
- 9:50people in all three shifts, do I remember or redacted
- 9:52working in the unit? Yeah, but as you're talking to people,
- 9:55I don't remember that. Hey, I talked. There's a certain
- 9:58people that I can't remember that I spoke specifically too,
- 10:03as opposed to some people you know could have been
- 10:06in the area. That's why I can't. I mean, I
- 10:08know I talked to the daywatch shoe staff for sure.
- 10:11As I mentioned those names, I talked to those guys.
- 10:15Question so, but redacted should have certainly have told them?
- 10:19Answer yes, question so he's the officer in charge? Who
- 10:24else was on that day? Answer? You had Touvin Noel
- 10:29and she was number two, and then you had redacted.
- 10:35Question toven Ol correct answer, yeah, Noel, And then you
- 10:39had m. Thomas was shoe three that day? And then
- 10:42had the shoe four was not assigned? Question? Okay, so
- 10:45those three people were in shoe. So was it ultimately
- 10:48the officer in charges responsibility or should have the other
- 10:52two redacted and Noel have taken any action? Should have
- 10:55they contacted anyone. Answer, Well, if you're walking and you're
- 10:59doing the unit, you would see especially at the four
- 11:03pm count, because you need to know where all of
- 11:06your inmates are. So at the four o'clock count, where's Epstein?
- 11:09Epstein is at his attorney visiting, because he's going to
- 11:13get a count slip from the attorney visit? Right where
- 11:16is reys Reyes is out at court? Then somebody should
- 11:19have called R and D where is this guy? Somebody
- 11:22should have called R and D. That means the lieutenant
- 11:25would have been notified because you can't clear the count,
- 11:27where's the inmate at? So if you can't clear the count,
- 11:31where's the inmate? The inmate went out? But it's now
- 11:34four o'clock. But I did say that sometimes inmates don't
- 11:37come back on the four o'clock so they call that ghosting.
- 11:41Supposedly he's supposed to be at court. But did you
- 11:43get a count slip from the court. No, When he
- 11:46leaves out of the institution, that's on them. So that
- 11:49means the institution number should have came down minus one.
- 11:54Question so you believe that the shoe should have known
- 11:57by the four pm during the four pm count? Answer? Yeah, question.
- 12:02All right, And let's in this case, if they didn't
- 12:04do account at four pm, should have someone known otherwise
- 12:08after that? So would someone have contacted them and said, hey,
- 12:12by the way, this guy's not coming back. Answer right?
- 12:15So that means that the four pm count, when you're
- 12:18going through the unit, he gets cut off by the guard.
- 12:21But if they didn't do a four pm count, So
- 12:23let's say in this instance that they didn't do a
- 12:25four pm count, answer, nobody would know? Question? Would R
- 12:30and D have called them? Answer? No question? So unless
- 12:34they do the count, they don't even know that the
- 12:37guy's not coming back. Answer that's right. Question. Okay, So
- 12:41no one is calling them and saying, by the way,
- 12:44your guy that went to court, he's not coming back.
- 12:47Answer right? Question? Okay, answer because you would know because,
- 12:51like I told you before, sometimes inmates go to court
- 12:54and they don't come back. The only time you are
- 12:57going to know is when these guys always come back
- 12:59for court lined by four o'clock, but sometimes they don't
- 13:03come back at four. All right, folks, we're gonna wrap
- 13:06up right here and in the next episode dealing with
- 13:08the topic, we're gonna pick up where we left off.
