- 0:00Speaker 1: We now turn to the Licking Valley Courier to bring
- 0:02you news from in and around West Liberty. Your reader
- 0:07to day is Chris Greco. We begin with the addition
- 0:11dated April sixteenth as a reminder, Radio I is a
- 0:16reading service intended for people who are blind or have
- 0:18other disabilities that make it difficult to read printed material.
- 0:24The first article I will read is entitled water Board
- 0:27member stirs controversy with comment on citizen at public meeting.
- 0:32Remark from Commissioner DANALDA. Harper was heard on live video
- 0:36feed prior to adjournment. Harper Board chair Chris Adams offers
- 0:40apologies by Miranda M. Cattrell Cantrell. The Morgan County Water
- 0:46District Board of Commissioners is facing public criticism following comments
- 0:50made by a member during the entity's regular April thirteenth meeting.
- 0:54The events of the April thirteenth meeting. During the public
- 0:58comments segment of the meeting, local resident Caitlin Haney discussed
- 1:01his efforts to Catlin Haney discussed his efforts to secure
- 1:06water service to his home. Haine, who resides on Bethel
- 1:09Chapel Road off Highway one ninety one, indicated that he
- 1:13had previously addressed the board to regard in this matter.
- 1:17I want to reiterate my concern, Hainey said. You all
- 1:20know I was here before, and I'll continue to be
- 1:22here advocating for me and my family. Without County Water,
- 1:25it's putting our lives on hold. We can't build, we
- 1:28can't buy. We're sitting there where we're making zero progress.
- 1:32Haini referred to mcw D general manager Andy Legg, who
- 1:37had reportedly shown Haney a project listing of roads previously
- 1:41identified for water line extensions. I do want to give
- 1:45a shout out to Andy, Hainey said, I appreciate him
- 1:48for what he showed me. Again, this is not a
- 1:50personal at all to anybody here. The only thing it's
- 1:53personal to is me and my wife because it's twenty
- 1:55twenty six and everybody deserves access to County water. The
- 1:59paper work that Andy has shown me that through Gateway
- 2:03Area Development District it is six to ten years out
- 2:06for water service. That's just absolutely unacceptable. Commissioner Dunaldo Harper
- 2:11inquired as to whether Haney had drilled a well on
- 2:13his property, and he responded that he had, before describing
- 2:17well usage as not feasible, no offense. But this isn't
- 2:21about the well, Haney said, It's about getting county water.
- 2:24That's thousands of more dollars with as deep as I
- 2:26to have to drill again. I'm reaching out to Frankfort,
- 2:29et cetera. I'm asking that we work together throughout this.
- 2:36It shouldn't be all on me to reach out and
- 2:39seek for the funding, and I feel like it is
- 2:41right now. I'm not blaming you all. I just think
- 2:43we've got to explore other avenues to get to a
- 2:45common goal, whatever that looks like. Haney noted that he
- 2:49had learned from discussions with individuals in Frankfort of the
- 2:52state's Water and Waste Water Assistance for Economically Restrained Systems
- 2:57WWA TEERS grant program and urged board members to apply
- 3:02for those funds. It stated, per a representative of this
- 3:05area that Frankfort is not giving any money for upgrades
- 3:08in the budget. Haney said, so how hard are we
- 3:11pushing for those funds? How hard are we looking at
- 3:13those MCWD general manager Andy Legg told Haney that MCWD
- 3:20had received five hundred thousand dollars in w Water's funding,
- 3:24noting that the project listing he had previously showed Haney
- 3:27included roads requested by former MCWD General Manager Shannon Elam
- 3:33prior to Elam's twenty twenty four departure from WC from MCWD.
- 3:40MCWD board chair Chris Adams clarified to the Courier, as
- 3:43noted previously in this publication, that the w water funds
- 3:48awarded in twenty twenty five were allotted for payment of
- 3:51outstanding debts that were incurred during the administration of Elam
- 3:54and the previous MCWD board. However, Legg told Haney that
- 3:59if Haney could make time to meet, they would contact
- 4:02Gateway Area Development District and other entities together to seek
- 4:05a solution to Haney's situation. So what other avenues are
- 4:09there to get funding and resources besides Gateway, Handy asked,
- 4:13There's got to be more than Gateway, right. Chairman Chris
- 4:16Adams cited Gateway Area Development District, the w Waters Program,
- 4:20and the Kentucky Infrastructure Authority before referencing the previous administration's
- 4:25outstanding debts. Commissioner Harper noted that the payment of the
- 4:29above mentioned debts had been ongoing for two years before
- 4:33she and Chairman Adams expressed concerns about possible issues with
- 4:36extending water lines to a private dwelling beyond a water meter.
- 4:40If it's just for you, just for one place, Commissioner
- 4:43Harper clarified, eliciting a response from Haney, I'm going to
- 4:47stand up for myself and my wife, Haney said, I
- 4:50don't care if it's one or one hundred. I don't
- 4:52know what you're saying, but I'm going to say what
- 4:53i'm going to say too. Chairman Adams further stated that
- 4:59mc w d D is at the mercy of the
- 5:01Kentucky Public Service Commission PSC, which must approve of all
- 5:05mcwd projects. Before Lake indicated that a pump station must
- 5:10be installed to provide adequate water pressure. Haini outlined problems
- 5:15regarding his well, including low water pressure, hard water, and
- 5:18water stains, prompting Chairman Adams to state that residents in
- 5:22several other areas are currently facing the same issues. Chairman
- 5:26Adams also concurred with Haney that all residents should have
- 5:29access to clean water. Commissioner Paddy Cordero asked if the
- 5:33pump station would transport the water all the way to
- 5:35Haney's home, depending on the size of the station. Yeah,
- 5:39Lake said, if the engineer's engineer a big enough citch station,
- 5:43it would take water all the way to his house.
- 5:46Hainey asked about the possibility of seeking funds for a
- 5:48pump station. Before we can get approved, we have to
- 5:51have an engineer draw it up and get it all
- 5:53mapped out. Lake said, we would have to submit the
- 5:56plans to the PSC and they would go from there.
- 5:59If we weren't governed by the PSC, these five people
- 6:02right here could say go ahead and do it or not.
- 6:05Commissioner William Lamaster stated that the PSC would have a
- 6:09project decision on financial considerations and whether m c w
- 6:13D could recoup the costs through water usage payments. Hainey
- 6:18then referenced to an earlier water loss report from LEG
- 6:20citing water loss totaling four million gallons or fifty six
- 6:24point three five percent in the month of March. Losing
- 6:28four million gallons was an accident. Chairman Adams replied, we're
- 6:31doing everything we can to get this water loss down,
- 6:34but accidents do happen, Pipes do break, and you can't
- 6:37help it. Hainy responded, I think you need to look
- 6:40at revising the whole system to ensure those things don't
- 6:43happen and be more proactive instead of reactive. Those things
- 6:46need to be checked frequently. Leg further clarified the water
- 6:50loss report to the Courier on April fourteenth. Water loss
- 6:54was higher in the month of March due to an
- 6:56equipment malfunction. Lake said, we have the parts ordered to
- 6:59fix it. We have temporarily fixed it until the parts
- 7:03got here get here to fix it permanently. Hainey thanked
- 7:08board members for hearing his concerns prior to leaving the meeting.
- 7:11The only other audience member in attendance at the time,
- 7:14Walker Crace, a candidate for the office of Judge Executive,
- 7:18also left the meeting a few minutes after Haney. As
- 7:20board members continue to discuss other issues, conversation continued following
- 7:25the departures of Hani and Crace as Commissioner Harper returned
- 7:28to the issue of Haney's request regarding Bethel Chapel Road.
- 7:32So I asked him how far down did they drill
- 7:34to hit water at his house? Harper said, in reference
- 7:37to Haine's well, it was going to cost too much
- 7:40to drill it down too far, but he doesn't care
- 7:42that it's going to cost us an arm and a
- 7:44leg to put water to his house. I don't care
- 7:47if that little s blank blank t ever gets water.
- 7:51Commissioner La Master immediately made a motion that was seconded
- 7:54by Commissioner Ellen Motley to adjourn the meeting as Mountain
- 7:58Telephones video feed ended post meeting comments. The Courier on
- 8:03Tuesday morning spoke with Commissioner DONALDA. Harper regarding her closing
- 8:07remarks about Catlin Haney. I agree that everyone deserves to
- 8:11clean water, Harper said, I probably should have worded my
- 8:13statement in another way, but Haney was told six to
- 8:16ten years for water service by higher ups than the waterboard.
- 8:20There is only so much we can do. Later Tuesday evening,
- 8:24Commissioner Harper shared the following statement via Facebook. I would
- 8:28like to apologize for my verbal opinion that I made
- 8:31last night about a citizen getting county water. It was
- 8:34just that my opinion. But I would also like to
- 8:36explain that we have never denied him water. We offered
- 8:39to set a meter beside the last meter set on
- 8:41his road at his expense. He would be responsible for
- 8:44running the water line from that meter to his house,
- 8:47which we were told was around one fourth of a mile.
- 8:51We can't just throw up a pump station to get
- 8:53water to one residence. We are all talking thousands and thousands.
- 8:57We are talking thousands of thousands of dollars that would
- 8:59be passed on to the taxpayers of this county. We
- 9:02as a board have worked tirelessly to make positive changes
- 9:05for the water company and its customers. We have just
- 9:08about eliminated all of the delinquent debt that was left
- 9:10behind by the former administration. But once more, I want
- 9:14to apologize for my verbal opinion. Board Chairman Chris Adams
- 9:19also commented on the matter of Commissioner Harper's statements. As
- 9:23for the comment made by a board member, one's view
- 9:25or opinion does not speak for the whole board. Adam
- 9:27said the comment should not have been made and I
- 9:30apologize for the comment. Chairman Adams further discussed Hainey's request.
- 9:35To address mister Haney's desire to have water run to
- 9:38his home, we have offered to set a meter at
- 9:40his cost, as for all water customers, Adams said, by
- 9:44PSC regulations, we can only install a meter at the
- 9:47beginning of his driveway. We cannot install water lines from
- 9:50his meter once he chooses to have that placed. That
- 9:53is the customer's obligation as it has always been, and
- 9:57we cannot make an exception. Our priority is to reach
- 10:00areas with multiple families. Hainey reiterated to w l e
- 10:05X on Tuesday that he will continue to advocate for
- 10:08water access and again expressed his desire to work with
- 10:11MCWD on the issue. Is it disappointing, yes, that the
- 10:16comment was made, Haney told w l e X. I
- 10:18feel like it's unprofessional if you're serving some type of
- 10:21board in that type of public setting. I feel like
- 10:23it's important that we work together and find ways to
- 10:26remain professional. I'm going to be persistent and if folks
- 10:29are out there and can help provide access to resources
- 10:32or avenues, that I can continue to reach out. But
- 10:34I think that we as a water board in Morgan
- 10:36County and myself and other individuals have to find ways
- 10:39to work together. The meeting, which Mountain Telephone broadcast on television,
- 10:44as well as the Spree TV Productions Facebook page and
- 10:48YouTube channel, has garnered significant attention on social media, with
- 10:52commentators largely classifying Commissioner Harper's comments as unprofessional and several
- 10:57calling for her dismissal from the mcd board. Some posters
- 11:02also urge the public to contact Judge Executive Jim Gaszy's
- 11:06office with complaints regarding Commissioner Harper's statements. As MCWD board
- 11:11commissioners are appointed by the Judge Executive. Judge Gaza, who
- 11:15is out of state for his father in law's funeral
- 11:17at press time, told the Courier that he plans to
- 11:20address the matter upon his return additional information. The next
- 11:24meeting of the Morgan County Water District Board of Commissioners
- 11:28is scheduled for six pm Monday, May eleventh, at the
