A pastor with a decade of river experience captured what may be the final photo of five adults who drowned in the dangerous Scioto River — a moment he now regrets not acting on. He saw them wading in a known hazard zone and snapped the image, but didn’t warn them. Authorities say one person went in, others tried to help, and all were swept away.
