• Iran History and Conflict Bob Has Questions. Unfortunately. — Episode 11 Reporting cutoff: October 28, 2026, 8 a.m. Eastern (12:00 UTC). Jane River: This episode uses AI-generated voices for both hosts, Virtual Bob and Jane River. Virtual Bob: Two days before this war began, the foreign minister of Oman said the United States and Iran had made significant progress in their talks. More technical discussions were supposed to follow. Jane River: That was February twenty-sixth, twenty twenty-six. On February twenty-eighth, the United States and Israel began striking Iran. Virtual Bob: That's the gap I want to understand. How do you go from, “We're making progress,” to a war, in two days? Jane River: And did everyone involved mean the same thing by progress? Oman's foreign minister was a mediator—helping the two sides negotiate. His statement tells us talks were still moving. It doesn't tell us a final agreement was ready, or that everybody trusted it. Virtual Bob: So we shouldn't assume peace was guaranteed. But we shouldn't assume war was the only thing left, either. Jane River: Right. Welcome to Bob Has Questions. Unfortunately. Real Bob, the human topic chooser behind the show, asked us to take the long view. Our current-war reporting stops at eight a.m. in New York on October twenty-eighth, twenty twenty-six. Today we're following the decisions that brought us here—and asking what the evidence says about the reasons behind them. Virtual Bob: Before we go back through the history, which war are we talking about—and where does it stand? Jane River: This campaign followed a separate war in June twenty twenty-five, when Israel attacked Iran and the United States struck nuclear sites. The February twenty twenty-six strikes killed Supreme Leader Ali Khamenei; his son Mojtaba succeeded him in March. A temporary ceasefire came in April. A June agreement also quickly unraveled. By October, the Congressional Research Service described continued, though reduced, military confrontation. Regional diplomats were trying to prevent a return to all-out fighting. That's the situation at our cutoff: neither lasting peace nor eight months of fighting at one unchanging intensity. Virtual Bob: Nuclear weapons. Oil. Removing Iran's government. I hear all three. Are those competing explanations, or can they all be part of it? Jane River: They can overlap, but we need different evidence for each. A government announcing a military objective is one thing. A reporter describing a private conversation is another. And someone benefiting from a war doesn't, by itself, prove they caused it. Virtual Bob: That's where the harder questions start. Jane River: They do. We'll hear the strongest arguments for the decision to use force, and the strongest arguments against it. But we won't pretend every claim has equal support. Virtual Bob: And not just the view from Washington. Jane River: No. Iranian experiences belong in this story, alongside American, Israeli and regional perspectives. A government's statement, a person's account and a public-opinion survey each tell us something different. No single speaker gets to stand in for an entire country. Virtual Bob: Because asking what “Iran wants” could mean its leaders—or a family just hoping to get through the week. Jane River: Exactly. And even people who share a grievance can disagree about what should happen next. Being against a government doesn't automatically mean welcoming a foreign attack. Virtual Bob: How far back do we have to go to understand that? Jane River: We'll start with oil and geography, then follow the relationship through the nineteen fifty-three coup, the Shah, the revolution and the hostage crisis. We'll get to the war with Iraq, the nuclear agreement and its unraveling. Not because history made this war inevitable, but because those events changed what people feared—and what leaders thought they could trust. Virtual Bob: And somewhere in there, I need to understand who the Houthis are. News reports sometimes introduce them as if I missed the first six seasons. Jane River: We'll start with their name, their roots in Yemen, and how they became connected to this wider conflict. You won't need the box set. Virtual Bob: Good. But I may need a map. Jane River: We'll put it on the map. Two waterways keep appearing in this story: the Strait of Hormuz and Bab el-Mandeb. They aren't the same place, and they don't give the same people the same leverage. Virtual Bob: So before we decide whether this is all about oil, let's find out where the oil actually has to go. Jane River: And who depends on it getting there. Let's begin with the oil—and then trace its route. Virtual Bob: Let's start with a familiar picture from the nineteen-seventies: gas lines, and oil producers who seemed able to turn off a faucet and stop America. Was that Iran? Jane River: There are several different stories inside that picture. Iran has enormous oil and gas resources. But Iran is not an Arab country, and the Arab-led embargo of 1973 was a different event from the oil disruption around Iran's revolution in 1978 and 1979. Virtual Bob: I may have mentally filed the whole decade under “somebody shut off the oil.” Jane River: Which is understandable, because the price shocks affected people's lives. But separating them tells us who actually made which choices. In 1973, Arab oil producers announced an embargo against the United States and other countries in the context of the Arab–Israeli war and support for Israel. Iran belonged to OPEC, the Organization of the Petroleum Exporting Countries, but did not join that Arab embargo. That doesn't mean the Shah opposed higher oil prices. American diplomatic records show disagreement with him about those prices. Virtual Bob: So the oil producers didn't all act as one committee, and Iran wasn't part of that particular embargo. Jane River: Right. Then, during the Iranian revolution several years later, Iranian oil production fell sharply. Federal Reserve History estimates output had declined by roughly 4.8 million barrels a day by January 1979, around seven percent of world production at the time. Uncertainty about supply and reactions by buyers helped magnify the shock. It's a different mechanism from the 1973 Arab embargo. Virtual Bob: That gets my timeline straight. Now how much oil does Iran actually have? Jane River: A great deal. The US Energy Information Administration ranked Iran third in the world in proved oil reserves and second in proved natural gas reserves in its 2023 snapshot. But a reserve is an estimate of recoverable underground resources under particular conditions. It isn't the amount a country sells every day, or the cash it has in the bank. Virtual Bob: So having it underground isn't the same as having it ready to sell. Jane River: Right. Getting it to a customer takes equipment, investment and transport. In 2023, according to the EIA, Iran produced about four million barrels a day of petroleum and other liquids, and exported nearly 1.4 million barrels a day of crude and condensate. Those categories don't form a simple balance sheet: production includes other liquids while the export figure covers crude and condensate. They are historical baseline figures, not a claim about today's wartime production. Virtual Bob: What happens between the ground and the customer? Jane River: Wells, gathering systems, pipelines, refining or processing, storage, shipping, insurance, payment and buyers. Each can constrain the amount that turns into usable income. There are also domestic needs. A country may produce energy and still struggle to get the right fuel to the right place at the right time. Virtual Bob: I wouldn't expect a country with huge gas reserves to have gas shortages. Jane River: A reserve can be large while infrastructure, seasonal storage or investment is inadequate. The EIA has described sanctions, limited capital and technology, mature fields, inefficient refineries and strong domestic demand as parts of Iran's energy picture. Those factors do not have a single simple ranking; and we shouldn't turn an older report into a claim that every constraint has the same force today. Virtual Bob: Could Iran just stop using its gas at home and sell it abroad? Jane River: Not without consequences for households and industry. And gas is harder to move across an ocean than oil. Pipelines work where connections and political agreements exist. Shipping it as liquefied natural gas, or LNG, requires cooling it into a liquid, special vessels and terminals. Building those takes time, investment and access to technology. An underground reserve doesn't automatically become an export cargo. Virtual Bob: What about the stuff they burn off? I've heard about gas flares. Jane River: When oil comes up, associated gas may come with it. If a producer lacks the equipment or economic means to capture and use it, some can be burned off. The World Bank's 2026 flaring tracker reports that Iran's flaring intensity rose in 2025 and that recovery timetables appeared to have slipped. Capturing gas requires collection, processing, transport and a use for it. We cannot simply add up the flare and say all of it could instantly heat homes. Virtual Bob: Let me ask the obvious political question. If the United States cares about energy prices, does that mean the war was started to take Iran's oil? Jane River: It means energy is an important strategic interest and that disruption can affect prices around the world. That is not the same evidence as a document or credible account showing that seizing oil was the decision-makers' objective. Oil can influence choices without being a proven single cause. Later we'll examine official rationales and other explanations, asking what supports each one and what remains inference. Virtual Bob: All right. Put us on a map. I know Iran has a big coast. Is it the only country looking at the Strait of Hormuz? Jane River: No. Picture the Persian Gulf as a body of water with Iran to its north. To leave the Gulf for the Gulf of Oman and the Arabian Sea, a ship passes through the Strait of Hormuz. Iran is on one side; Oman, including its Musandam peninsula, is on the other. Other Gulf states have exports that depend heavily on the route. Geography gives Iran proximity and potential leverage, but it doesn't make Iran the owner of the whole waterway or its cargo. Virtual Bob: Iran's own shipments need the route too. Jane River: Yes. There are alternative pipelines for some producers and some volumes, but capacity on paper is not the same as a working replacement for every cargo. And the calculation includes more than whether a ship can physically pass. Insurance, crew safety, fuel, port access and risk all affect what commerce will do. Virtual Bob: How important is the strait to the rest of us? Jane River: Before the 2026 war, the International Energy Agency described around twenty million barrels of oil a day passing through in 2025. That's a baseline, not a live measurement. Its October 2026 report estimated about 10.9 million barrels a day during September 2026. The agency described a recovery that remained vulnerable to renewed attacks. So the prewar figure tells us the scale of the route—not how much oil is moving through it today. Virtual Bob: Those are transit figures. They aren't saying how much oil Iran owns. Jane River: Right. Oil from several countries can move through the same passage. The twenty-million-barrel figure describes a daily flow through a route, not Iranian ownership. And when someone offers a percentage, ask whether it compares that flow with all global consumption or just oil carried by sea. Those are different denominators. Virtual Bob: What happens to the price of my gasoline if traffic slows? Jane River: There isn't a one-to-one immediate conversion from ships in a strait to the price at your pump. Oil prices reflect expectations about supply and demand, and local gasoline prices also reflect refining, distribution, taxes and other factors. A disruption can raise risk and affect global prices even for people who don't directly buy Iranian oil. But we should not use a chokepoint statistic to predict a particular price at your local station. Virtual Bob: And the Houthis are down there by that strait? Jane River: They are in Yemen, near another important route, not next to Hormuz. Bab el-Mandeb connects the Red Sea and the Gulf of Aden, between Yemen and the Horn of Africa. A voyage from the Gulf toward Europe through the Suez Canal would normally encounter both Hormuz and Bab el-Mandeb. A ship heading from the Gulf to Asia generally doesn't need to pass through that second gate. Virtual Bob: Two gates. If a tanker goes around Africa instead of through Suez, it avoids the Red Sea gate. But if it starts in the Gulf, it still has to get out of the Gulf. Jane River: Precisely. That can mean a longer voyage, different costs and different risks. The point isn't that one gate replaces the other; it's that a regional crisis can affect a global network in more than one place. Virtual Bob: I'm beginning to see why the map is so much more useful than the words “Middle East.” Jane River: It also helps us avoid confusing a people with a government or a religion with a military alliance. Iran is predominantly Persian-speaking, but it contains multiple ethnic and linguistic communities. Persian and Arabic are different languages. Sunni and Shia are traditions within Islam, not synonyms for nationalities. We will come back to those distinctions when we meet the Houthis and the region's governments. Virtual Bob: And the piece I keep hearing underneath all of this is who gets to decide what happens to Iran's own resources. Jane River: That's the right question for our next stop. Long before the Islamic Republic, the struggle over control of Iranian oil became a struggle over sovereignty and constitutional power. In the early 1950s, that dispute drew in Britain, the United States and Iranian political actors—and left a memory that still shapes the relationship. Virtual Bob: There is an American intelligence document from April 1953 that makes a useful starting point. Not a slogan painted on a wall decades later. Not a claim made by an Iranian president. A planning paper inside the Central Intelligence Agency—the CIA. It considers how to remove Mohammad Mosaddegh, Iran's prime minister. Among its basic assumptions are three words: “Mossadeq must go.” Jane River: And the document doesn't imagine America can simply press a button. It examines Iranian officers, political groups, the monarchy, religious figures, and potential support for a replacement. That tells us two things at once. American intervention was real. And Iran was a country with its own political struggles, not an empty board on which foreigners moved every piece. Virtual Bob: That combination is going to matter throughout this history. We want to understand how the United States and Iran moved from a close alliance to a confrontation so durable that it can seem permanent. But if we make the story permanent from the beginning, we miss the decisions that actually changed it. Jane River: So let's first separate two men who are easy to blur together. Mohammad Reza Pahlavi was the Shah, Iran's monarch. Mosaddegh was the prime minister. Iran had a parliament and a constitutional monarchy, though the distribution of power was intensely contested. This was not a presidential election in which Mosaddegh defeated the Shah. They occupied different offices, and they increasingly fought over who would govern. Virtual Bob: Mosaddegh became prime minister in 1951. His defining cause was control of Iran's oil industry, which had been dominated by a British company. Nationalization meant placing that industry under Iranian ownership. For supporters, the question was larger than the price of a barrel. Could Iran decide how to use its own principal source of wealth? Jane River: Britain resisted. It applied economic pressure and pursued ways to remove him. The oil dispute weakened Iran's finances while the political conflict widened. Mosaddegh also lost former allies at home. Arguments over his powers, his government, the monarchy, and the future of the country were not all inventions of British intelligence. Virtual Bob: Washington initially tried to mediate the oil dispute. The Truman administration feared that instability could benefit the Soviet Union, but it did not agree to the British proposal for a coup. Under President Dwight Eisenhower, who took office in January 1953, the policy changed. American and British intelligence worked on the operation that became known as Ajax. Jane River: Was Mosaddegh himself a communist? Virtual Bob: No. He was a nationalist. Iran did have a significant communist party, Tudeh, and Cold War fears shaped American thinking. But “American officials feared a communist advance” is not the same statement as “a communist takeover was certain.” The first describes a concern and a justification. The second would require proving a future that never happened. Jane River: And oil and the Cold War aren't rival explanations where only one can be true. British commercial and imperial interests, American strategic fears, and Iranian struggles for power overlapped. We don't have to make every participant want the same thing to explain why they worked together. Virtual Bob: On August nineteenth, 1953, Mosaddegh was overthrown in a coup supported by the CIA and British intelligence. Iranian military and political participants were essential. General Fazlollah Zahedi became prime minister, and the monarchy emerged stronger. The evidence of foreign involvement is now part of the United States government's own published diplomatic record. Jane River: So when later Iranian leaders invoke 1953, they are invoking an actual intervention. But that doesn't give them ownership of everyone who opposed it. Mosaddegh's nationalism and the clerical state created in 1979 were not the same political project. Nor does a documented coup automatically prove that every later event was secretly controlled from Washington. Virtual Bob: What the coup did leave was a powerful precedent. If America later said it only wanted a friendly relationship, opponents of the Shah could point to a moment when American officials had helped decide who should rule. And as the relationship with the Shah grew, that earlier decision became harder to separate from the government it had helped sustain. Jane River: The next twenty-five years are sometimes compressed into a sentence: America supported the Shah; the Shah was overthrown. That loses what people were actually living through. Iran changed enormously. The monarchy pursued economic development and social reforms. At the same time, it restricted the political life through which people might have challenged how those changes were made. Virtual Bob: In the 1960s, the Shah promoted a programme called the White Revolution. It included land reform, literacy initiatives, and voting rights for women. Those were substantive changes, not simply a publicity campaign. They also disrupted existing interests, including those of landowners and parts of the clergy. Modernization did not mean that everyone wanted the same version of modern Iran. Jane River: There's an illuminating American State Department assessment from 1964. It describes reforms gaining momentum. But it also notes that an election was controlled by the Shah and closed to the opposition. The same document can recognize social change and show how tightly political competition was restricted. Virtual Bob: Which is why the familiar before-and-after photographs don't settle the argument. A photograph of fashionable young people in Tehran can show something real about their lives. It cannot tell us whether a rural family shared their opportunities, whether workers could organize freely, or whether an opponent could safely criticize the monarch. Jane River: And photographs of poverty would be incomplete in the other direction. There were Iranians who valued the reforms, benefited from new opportunities, and supported the monarchy. The mistake is not noticing that they existed. It's treating one part of society as the whole country. Virtual Bob: The Shah's security and intelligence organization, SAVAK, became notorious for repression. Opposition was not simply answered in elections and open debate. It could bring surveillance, imprisonment, and torture. That changed the meaning of the state's modernization programme. A government might expand education while denying people an effective political voice. Those developments can coexist. Jane River: Where does the United States fit in by this point? Is the Shah carrying out American orders? Virtual Bob: That would be too simple. He had his own ambitions for Iran and his own ideas about regional power. But he became a central American partner: anti-Soviet, strategically located, and a major buyer of American weapons. The relationship helped Washington pursue its regional interests without having to supply all the military power directly. Jane River: So the partnership was real, and it was unequal, but the Shah was still an actor. Calling him only a puppet can hide his responsibility for his own decisions. It can also hide the practical bargain: American support strengthened his position, while his Iran served important American interests. Virtual Bob: Oil income helped finance increasingly ambitious development and military spending. For Washington, the Shah could look like an unusually capable ally in a difficult region. For his opponents, that closeness could make American professions of freedom sound selective. The government associated with American support was also the government closing off their political options. Jane River: You can hear the confidence of the alliance in a very specific public moment. On December thirty-first, 1977, Jimmy Carter attended a state dinner in Tehran. In his toast, the American president described Iran as “an island of stability.” He attributed that stability to the Shah's leadership. Virtual Bob: That's not a private intelligence estimate. It is a diplomatic toast, and praise is part of its purpose. Still, it records how publicly and personally an American president identified his country with the monarch. A little more than a year later, the Shah would leave Iran and never return. Jane River: The easy way to tell that contrast is to make everyone at the dinner foolish and everyone outside it prophetic. But revolutions aren't obvious timetables waiting to be read. What matters is the gap between a government that looked powerful through its alliances and weapons, and a society in which very different opponents were beginning to converge against it. Virtual Bob: During 1978, protests against the Shah grew into a nationwide movement. It brought together people who did not share a final destination: religious activists, nationalists, students, leftists, workers, and professionals. Opposition increasingly converged on ending the Shah's rule. Agreement on that did not mean agreement on what should replace it. Jane River: And opposition was not confined to demonstrations. Strikes disrupted the machinery of the state and the economy. Oil workers could stop the industry that financed so much of the Shah's power. By the end of 1978, the problem was not only whether soldiers could clear a street. It was whether the monarchy could keep the country functioning when increasing numbers of people refused to cooperate. Jane River: The figure who became central was Ayatollah Ruhollah Khomeini, a senior Shiite cleric and a longstanding opponent of the Shah. He had spent years in exile. His opposition linked the monarchy's rule to foreign influence and presented an Islamic alternative. But the revolution's broad coalition cannot be reduced to every participant voting in advance for everything Khomeini's supporters would later do. Virtual Bob: The sequence matters. The Shah left Iran on January sixteenth, 1979. Khomeini returned on February first. The monarchy collapsed in February. The Islamic Republic was proclaimed in April after a referendum. Those are separate steps across several months, not one instant in which a king hands a completed state to a cleric. Jane River: And removing the old ruler doesn't answer who controls the new institutions. There was a provisional government, led by Mehdi Bazargan, alongside revolutionary bodies and Khomeini's own authority. Different centres of power could claim to speak for the revolution. That made ordinary diplomacy unusually complicated: an agreement with one official might not bind the people holding power elsewhere. Virtual Bob: Bazargan was not trying to restore the Shah. He was part of the revolution. But he favoured a course different from the one pursued by its most radical forces, including a less confrontational relationship with the United States. That's an important distinction. Disagreement within post-revolutionary Iran was not simply a contest between revolutionaries and American agents. Jane River: When we later say “Iran wanted” or “Iran decided,” it's worth asking who we mean. The government? Khomeini? A revolutionary organization? People demonstrating in a street? A national population does not share one mind. In this period, the struggle to determine whose decisions would count was itself part of the story. Virtual Bob: The same caution applies in Washington. The Carter administration had to decide how to deal with the new authorities and what obligations it still had to the deposed Shah. There were competing concerns: loyalty to a former ally, the safety of Americans in Iran, and the possibility of some working relationship with the revolutionary state. Jane River: In October, those concerns collided. The Shah was seriously ill. On October twenty-second, the United States admitted him for medical treatment. The American explanation was humanitarian. But for opponents who remembered 1953, his arrival could look like a possible first step towards another restoration. Virtual Bob: That fear had a historical reference point. It was not evidence that a new coup was actually under way. Keeping those two things separate is essential. A fear can be understandable without the feared plot being established. And the actions taken in response remain choices for which the people taking them are responsible. Jane River: On November fourth, 1979, militant students seized the American embassy in Tehran and took its personnel hostage. Khomeini supported the takeover. The crisis would last 444 days. Fifty-two Americans remained captive until January twentieth, 1981. Virtual Bob: One of those initially held was Richard Queen, an American embassy employee. He was released in July 1980 because he was ill with multiple sclerosis. His departure left the final group of fifty-two. Even that small detail interrupts the idea of a single, unchanging mass of hostages. These were individual people, with different circumstances, whose freedom depended on decisions they could not make themselves. Jane River: And it would be misleading to tell their story only as Jimmy Carter's humiliation. The American president was under enormous pressure, but presidential standing was not the only thing at stake. The captives and their families were living through the consequences. The seizure was a violation of diplomatic protections, not a legitimate way to settle the history of 1953. Virtual Bob: Inside Iran, it also altered the balance of power. Bazargan opposed the takeover, and his government resigned shortly afterwards. The crisis helped Khomeini's allies discredit opponents who favoured accommodation with Washington. Arguments about the new constitution unfolded while confrontation with America occupied the centre of public life. Jane River: So an act presented as defending the revolution from an outside enemy also helped decide who would control the revolution at home. Those two purposes could reinforce each other. If compromise could be portrayed as betrayal, rivals had less room to negotiate without being accused of serving the United States. Virtual Bob: We shouldn't pretend we can read every participant's private motive. Some feared intervention. Some saw a symbolic strike against American power. Different people could support the same action for different reasons. What we can establish is that the leadership endorsed the seizure, the captives stayed captive, and the crisis became entangled with the consolidation of the new state. Jane River: What could Washington actually do? A threat that frightened the captors might also put the hostages at risk. A concession might secure their release, or encourage further demands. An invasion would be an immense escalation. The fact that an action was morally indefensible did not make reversing it practically straightforward. Virtual Bob: Carter used diplomatic and economic pressure. The United States froze Iranian assets in November 1979, and broke diplomatic relations in April 1980. That same month, a military rescue attempt failed. After the operation was aborted, a helicopter collided with a transport aircraft. Eight American service members died. Jane River: The hostages were still captive. And a mission intended to bring them out had killed eight of the people sent to help. Virtual Bob: Negotiations eventually produced the Algiers Accords, signed on January nineteenth, 1981. Algeria acted as the intermediary. The agreement addressed the release of the hostages and financial disputes, and the fifty-two were freed the next day, as Ronald Reagan took office. Jane River: That timing became politically powerful. But timing alone cannot establish a secret electoral bargain. We don't need an unproved conspiracy to explain the durable damage. Americans had watched their fellow citizens held for more than a year. Iranians had lived through a revolution whose leaders made confrontation with the United States part of the new state's identity. Virtual Bob: And before the hostages were even released, something else had happened that would transform Iran's sense of its vulnerability. In September 1980, Iraq invaded. Jane River: Iraq and Iran are different countries with a long shared border. Saddam Hussein ruled Iraq. Khomeini led Iran's new Islamic Republic. Their disputes included territory, regional power, and the challenge Iran's revolution posed to neighbouring governments. We should not reduce the war to an ancient religious quarrel, as if two populations had simply resumed a fight they were destined to have. Virtual Bob: Iraq's major invasion began on September twenty-second, 1980. Saddam's forces attacked a neighbour whose state and armed forces had been disrupted by revolution. A quick victory did not follow. Iran resisted, and the conflict developed into a war lasting almost eight years. Jane River: It's important to say who launched that invasion, rather than beginning with the vague phrase “war broke out.” In 1991, the United Nations secretary-general assessed responsibility for the conflict and identified Iraq's attack and continuing occupation as unjustifiable. Prior tensions did not make that invasion disappear into a cloud of equal responsibility. Virtual Bob: But the next phase also matters. By 1982, Iran had recovered most of the territory Iraq had taken. Iranian leaders then continued the war into Iraq. A country that had been defending itself against invasion was now making additional choices about the conditions under which it would stop fighting. Jane River: That doesn't retroactively turn Iraq into the victim of the original invasion. It means the responsibility for starting a war and the responsibility for continuing particular operations aren't the same question. We can identify the aggressor in 1980 and still scrutinize Tehran's later decisions. Virtual Bob: For Iranian leaders, simply returning to the border could leave Saddam in power and capable of attacking again. That was a real strategic problem. But a problem does not come with one inevitable answer. Continuing the war carried costs for Iranian people as well as Iraqis, and hopes of a decisive victory were not guarantees that one was achievable. Jane River: The war reached far beyond the soldiers at the front. Cities were attacked. Families were displaced. Large numbers of people were killed or wounded. Published estimates of the total death toll differ sharply, so we're not going to give an impressively precise number that the evidence cannot support. The scale of the suffering does not depend on choosing the largest estimate. Virtual Bob: For our story, the crucial change is what Washington wanted to prevent. The United States had lost its alliance with Iran and had just endured the hostage crisis. As Iranian forces gained the advantage, the Reagan administration increasingly treated an Iranian victory as a threat to American interests and to friendly governments around the Gulf. Jane River: That did not turn Saddam into a democrat or a reliable partner. It meant American policymakers ranked the danger of Iranian success above the reasons for refusing closer relations with Iraq. A policy can be based on that calculation without its beneficiaries sharing American values. Virtual Bob: Washington moved towards Baghdad through diplomatic support, economic assistance, and intelligence cooperation. Formal diplomatic relations were restored in 1984. The United States was not Iraq's only source of support, and not the main supplier of all the weapons Saddam used. Gulf Arab states and other outside powers also mattered. But American policy was no longer adequately described by saying Washington stood equally apart from both sides. Jane River: Now put that beside the Iranian experience. The revolution had isolated the country. Iraq had invaded it. And the United States was increasingly helping Iraq avoid defeat. That combination helped make fears of encirclement politically persuasive in Tehran. It also gave the new leadership a powerful justification for demands for unity at home. Virtual Bob: There is another document we need to stop at. In November 1983, a State Department memorandum informed Secretary of State George Shultz about Iraq's use of chemical weapons. This was not information first discovered years after the war. American officials were receiving it while they were considering how to improve relations with Baghdad. Jane River: Chemical weapons aren't just a more dramatic name for ordinary explosives. They injure and kill through toxic chemicals. Iraq used them during the war. The American memorandum described evidence of repeated Iraqi use. That puts an important limit on the explanation that Washington simply didn't know what its emerging partner was doing. Virtual Bob: The record also contains discussions of discouraging that use and concerns about American credibility. So it would be inaccurate to say no official cared, or that there was never any objection. Governments aren't single voices. But expressions of concern coexisted with the strategic decision to strengthen relations with Iraq. Jane River: Which lets us ask a more precise question than whether the administration said chemical weapons were bad. Did the knowledge become a decisive reason to reverse the relationship? The overall record shows that preventing an Iranian victory continued to weigh heavily. Knowing about a partner's conduct and deciding to keep supporting the partner is itself a consequential policy choice. Virtual Bob: In December 1983, Donald Rumsfeld, then serving as President Reagan's special envoy, met Saddam Hussein in Baghdad. The visit was part of building a direct relationship. That meeting is often shown as a photograph, stripped of chronology. The chronology matters because the State Department's chemical-weapons warning came before it, not years afterwards. Jane River: But there is also a boundary on what that sequence proves. It establishes knowledge and the pursuit of closer ties. By itself, it does not prove that Washington directed a particular chemical attack. Nor does every form of American assistance amount to supplying the chemical agent used in one. Those stronger allegations need their own evidence. Virtual Bob: Being precise is not an attempt to soften the documented record. The documented record is serious enough. Officials could recognize unlawful and horrific conduct while still treating the perpetrating government as useful in containing another adversary. For Iranians exposed to Iraq's war, American declarations about an international order could be measured against that choice. Jane River: And for the Iranian government, remembering those choices became part of an argument about self-reliance: outsiders would not reliably protect Iran. That helps explain later security thinking. It doesn't prove that every weapons programme, intervention, or act of repression justified in the name of self-reliance was necessary. Virtual Bob: There is a distinction we need to carry forward. The war supplied both a national experience of vulnerability and a political resource for the state. People could genuinely remember loss and danger. Leaders could also use that memory to defend policies or to discredit opponents. Those aren't mutually exclusive possibilities. Jane River: At this point, the relationship can sound like a simple arrangement: America backs Iraq, Iran fights them both. But even in the middle of that war, American officials secretly supplied weapons to Iran. To understand the decade, we have to keep that contradiction rather than edit it out. Virtual Bob: In 1985 and 1986, American officials participated in secret arms transfers to Iran. One major purpose was to help secure the release of Americans held hostage in Lebanon by groups believed to have close ties to Iran. These were not the fifty-two people from the Tehran embassy. They had been freed in 1981. This was a different hostage crisis, in a different country. Jane River: Thank you for separating them, because otherwise the chronology becomes impossible. The United States is publicly trying to isolate Iran during the Iran–Iraq War, but officials are privately pursuing arms dealings with Iranian contacts in hopes of recovering Americans from Lebanon. Virtual Bob: And the transfers contradicted declared American policies: an embargo on arms sales to Iran, opposition to rewarding hostage-taking, and the public claim of neutrality in the war. The contradiction wasn't discovered by hostile commentators alone. It was central to the findings of the American investigation that followed. Jane River: How could Iran use American weapons after overthrowing America's ally? Virtual Bob: Because a revolution doesn't replace a country's military equipment overnight. Much of Iran's arsenal had been acquired under the Shah. Wartime need could make access to American-origin weapons and parts valuable even to a government built around resistance to American influence. Ideological hostility and practical dependence could exist at the same time. Jane River: There's a temptation to interpret secret contact as proof that the public hostility was all a performance. But governments can be deeply hostile and still bargain over something they urgently want. A narrow transaction is not a hidden alliance. It may instead reveal how far officials will depart from their public rules to pursue an immediate objective. Virtual Bob: The scandal became wider when money from the arms dealings was diverted to the Contras, the American-backed rebels fighting Nicaragua's government. That's why it is called Iran–Contra. Two distant conflicts became connected through secret operations and funds, with decisions made outside ordinary, accountable channels. Jane River: And the Tower Commission, the presidential review board reporting in 1987, examined how that happened. It described the gap between declared policy and the arms transfers, the roles of intermediaries and National Security Council staff, and serious failures in the decision-making process. Congress had not been informed of the initiative. Virtual Bob: The commission was not the final court for every question of criminal responsibility. Its remit and its investigation had limits, which it acknowledged. We should not make it answer questions it was not established to settle. But the underlying contradiction does not require speculation: a government working to deny Iran weapons was involved in selling Iran weapons. Jane River: For a listener trying to find one master plan behind the whole decade, this is a warning. Sometimes policy contains competing aims, rival channels, secrecy, improvisation, and decisions that undermine other decisions. Coherence should be demonstrated, not supplied by the storyteller because it makes a cleaner plot. Virtual Bob: The secret arms dealings also did not stop the military confrontation in the Gulf. While officials searched for leverage through intermediaries, ships and aircraft were operating in a widening battlefield. The next stage brought American and Iranian forces into direct combat. Jane River: Oil exports helped keep both countries' war efforts going. Attacking shipping could therefore hurt an enemy's income and put pressure on outsiders. The fighting at sea became known as the tanker war. Merchant crews, who were not commanding either country's military campaign, were exposed to the attacks. Virtual Bob: In 1987, the United States began escorting Kuwaiti tankers that had been placed under the American flag. Washington presented the operation as protecting navigation. But Kuwait supported Iraq, and Iran regarded the growing American naval role as intervention against it. The same deployment could be described as a protective mission in Washington and experienced as a hostile shift in Tehran. Jane River: Description alone doesn't settle whose actions were justified. We still have to examine what happened. Mines threatened shipping, and on April fourteenth, 1988, the American frigate Samuel B. Roberts struck a mine. The ship was severely damaged, and sailors were injured. Washington blamed Iran for the mine. Virtual Bob: Four days later, American forces carried out Operation Praying Mantis, attacking Iranian platforms and naval forces. This was direct fighting between the United States and Iran. The countries did not have to announce a full-scale war for people on their ships to be in one another's weapons range. Jane River: That is the setting for July third, 1988. Iran Air Flight 655 took off from Bandar Abbas on its route to Dubai. It was a civilian passenger aircraft. In the Gulf below, the American guided-missile cruiser Vincennes was involved in a confrontation with Iranian small boats. The cruiser fired missiles at the airliner, killing all 290 passengers and crew. Virtual Bob: The United States said the aircraft had been mistaken for an Iranian fighter threatening the ship. But it's essential not to confuse the crew's reported interpretation with what the aircraft was actually doing. The Defense Department's investigation recorded that the airliner was in its assigned airway, transmitting its assigned civilian transponder code, and climbing. Jane River: Climbing, not diving towards the ship. Virtual Bob: Correct. The recorded flight profile did not match the threatening descent that personnel reported. The American investigation therefore contains evidence that corrects the picture conveyed by the initial explanation. The airliner did not become an attacking fighter because people aboard a warship believed it was one. Jane River: Can we say the passengers were deliberately targeted? Virtual Bob: Not on the basis of the record we're using. The American explanation was a catastrophic misidentification in a combat setting. That account has been criticized, including over the ship's actions and how warning signs were interpreted. But establishing responsibility for firing the missiles is different from proving an intention to kill civilians. We should not pretend those are interchangeable claims. Jane River: Nor should the word “mistake” make responsibility disappear. The people on that aircraft had no control over the naval confrontation. A system of decisions, assumptions, procedures, and weapons destroyed their flight. Explaining the crew's perception is not the same as showing that the aircraft posed the threat they perceived. Virtual Bob: The later official naval history acknowledges another important correction: the claim that Vincennes was operating in international waters was wrong. The ship was in Iranian territorial waters. That's a reminder to treat first official statements as statements to be tested, not as the final factual record simply because they were delivered confidently. Jane River: It also shows why this event occupies such different places in American and Iranian memories of the relationship. A brief American account may begin with the mistaken identification. An Iranian account may begin with 290 people killed by an American warship. The second starting point does not, by itself, prove deliberate murder. The first cannot be allowed to obscure whose missiles killed them. Virtual Bob: The Iran–Iraq War ended in a ceasefire in 1988. Neither country's people received anything proportionate to the years of destruction. Iran's revolutionary state survived, but survival came with immense loss and an entrenched security apparatus. The United States and Iran had moved from an alliance to a broken diplomatic relationship, conflicting regional policies, and direct armed clashes. Jane River: That's the inheritance, not a sentence handed down to every future generation. History can explain why reassurance sounds unconvincing, why a threat finds an audience, or why a compromise is politically dangerous. It cannot tell us that every later escalation was unavoidable, or that governments lose responsibility for the choices they make next. Virtual Bob: We have reached the end of the Iran–Iraq War. If you lived through that, I can understand why security would be a defining question. But did the United States and Iran just spend the next few decades staring at each other across a room? Jane River: Not quite. They remained adversaries without normal diplomatic relations, yet there were moments of overlapping interest and even practical cooperation. That doesn't erase the harm or distrust we've discussed. It tells us that the relationship wasn't mechanically predetermined. Virtual Bob: Where do we start? Jane River: In 1989, Ayatollah Khomeini died. Ali Khamenei became supreme leader. Iran faced the work of rebuilding after the eight-year war, while the Islamic Republic's institutions continued to evolve. The presidency matters, but the supreme leader has powers that presidents don't. When we say “Iran decided,” we should ask which institution made a decision and whose position we're hearing. Virtual Bob: That's useful. We make the same mistake with America when somebody says “the United States wants” something, as if Congress, the president and every voter got in a room and took one vote. Jane River: Exactly. Now add the economic relationship. The United States had blocked Iranian government assets after the hostage crisis. Sanctions expanded and changed over time. In 1995, US executive orders broadened restrictions on trade and investment, followed by the Iran and Libya Sanctions Act in 1996, later renamed the Iran Sanctions Act. Later restrictions used different legal authorities and targeted different conduct. The word “sanctions” can hide a lot of different measures. Virtual Bob: What does a sanction actually do? Jane River: It depends. A measure may block assets, limit a class of trade, prohibit dealings with designated entities, or restrict financial transactions. Some are American rules, some were adopted by other governments or through the UN Security Council. A bank, shipper and manufacturer can each face a different part of the problem. Virtual Bob: Supporters would say it is pressure short of bombing. Jane River: That's an important argument. They may seek to limit resources for activities they oppose, increase the cost of a policy, or encourage negotiations. Critics can acknowledge those objectives and still question whether a particular measure works, whether it has a realistic path to relief, and what it does to ordinary people. Those are testable questions, but not always easy ones. Virtual Bob: If you ban medicine, that's going to hurt the patient, not the person making nuclear policy. Jane River: Yes, but the actual rules are more complicated than a blanket ban on all medicine. US law includes certain humanitarian exceptions and authorizations, with conditions and restrictions depending on the transaction and parties. The existence of an exception does not mean every permitted transaction can be paid for easily. Banks may avoid dealings they regard as risky; shipping, insurance and supply chains can also be disrupted. We should distinguish what a regulation permits from what a patient can actually obtain. Virtual Bob: Do we know that difference is real, or is it just a plausible story? Jane River: There is historical evidence, with limits. A study published in 2018 in the World Health Organization's Eastern Mediterranean Health Journal examined national sales data for 26 selected medicines during 2008 through 2013. It reported significant declines in estimated market availability for 13 and concluded that banking sanctions adversely affected access, particularly for import-dependent medicines. That study is about a defined set of drugs and years. It doesn't measure every patient's experience today or isolate every possible cause of every shortage. Virtual Bob: So the paper makes the concern concrete without giving us permission to say, “Every pharmacy problem is caused by America.” Jane River: Exactly. Domestic decisions, exchange rates, supply and other pressures also matter. Human Rights Watch, an advocacy organization, documented banking reluctance and practical obstacles in a 2019 report. Its examples are evidence to examine, not proof that every transaction faced the same obstacle or that nothing has changed since. Virtual Bob: And the government applying pressure might say, “We wrote an exception.” The patient might say, “That doesn't help if no one will process the payment.” Both statements can be true. Jane River: Yes. And policymakers still have to ask whether the pressure achieves its stated goal, how to protect civilians, and whether there is a credible way for restrictions to be changed if behavior changes. Those questions are not answered by a slogan on either side. Virtual Bob: Now give me one of those moments where the two enemies actually found a reason to cooperate. Jane River: After the September 11 attacks in 2001, the United States and Iran had an overlapping interest in Afghanistan: both opposed the Taliban government that had sheltered al-Qaeda. At a conference in Bonn on Afghanistan's political future, American and Iranian diplomats worked toward an agreement for a post-Taliban government. A contemporaneous American cable records talks with Iranian diplomats; American envoy James Dobbins later credited Iran with helping overcome resistance from the Northern Alliance, a coalition of Afghan groups that had fought the Taliban. Virtual Bob: Was that the beginning of a friendship? Jane River: No. It was practical cooperation on a shared problem, not a restoration of relations. And Dobbins's later account is his account; it isn't a window into the private thoughts of every Iranian leader. The declassified cable corroborates that American and Iranian diplomats were talking at the time. It is a useful counterexample to the idea that contact was impossible or that shared interests automatically produce a lasting settlement. Virtual Bob: Then President George W. Bush gives the “axis of evil” speech. Jane River: In January 2002, he named Iran alongside Iraq and North Korea. American officials cited concerns including weapons programs and support for terrorism. For an Iranian listener who remembered American support for Saddam Hussein during the war, the speech could also reinforce fear about American intentions. That's a plausible reason the speech mattered politically, not a claim that every Iranian heard it in the same way. Virtual Bob: Did it instantly end every conversation from Bonn? Jane River: We shouldn't say that. Dobbins's account describes further contact and Iranian offers after the speech. But the public language showed how far the two governments remained from trust. Cooperating on one issue doesn't require agreement on the next. Virtual Bob: Then the United States invaded Iraq in 2003 and removed Saddam Hussein—the man who had invaded Iran. Jane River: Yes. Saddam's removal was a major regional change. It opened political space in Iraq, where Iran developed influence through a range of relationships with Iraqi political parties, state actors and armed groups. But Iraqis are not interchangeable, and influence is not the same thing as command over every Iraqi decision. We also shouldn't infer that Washington invaded Iraq in order to help Iran just because Iran benefited from Saddam's removal in some respects. Virtual Bob: That's a theme we keep coming back to. Someone benefits does not prove they caused the event. Jane River: Exactly. Outcomes and motives are different kinds of evidence. A policy can have consequences its architects did not intend. And Iran's relationships with Iraqi actors include cooperation, competition and pressure. Describing every Iraqi Shia as an Iranian proxy would make the map simpler and the story less accurate. Virtual Bob: Now while all of that is happening, the nuclear issue comes out into the open. Jane River: Concerns became more acute after previously undisclosed facilities, including Natanz, were publicly exposed in 2002. The International Atomic Energy Agency, or IAEA, investigated and documented failures to declare nuclear material and activities. Those safeguards failures were real. They are also not automatically proof that Iran had decided at that moment to build a bomb. Virtual Bob: You say “safeguards.” That's inspectors checking what a country is doing with nuclear material? Jane River: Broadly, yes. Under its agreements with a country, the agency verifies declarations about nuclear material and activities. The exact access it has depends on the legal arrangements in force, the country's cooperation and practical conditions. When access or information is missing, the agency may be unable to verify something; that is a serious uncertainty, but “we can't verify” and “we have proved the opposite” are not the same sentence. Virtual Bob: Did that lead straight to the nuclear agreement? Jane River: No. Years of investigations, sanctions and negotiations lay between the exposed facilities and the agreement reached in 2015. We'll examine the evidence and the bargain together when we return to the nuclear story. First, those negotiations were taking place in a region where governments were also competing through alliances and armed partners. Virtual Bob: So even when two governments sit down over one problem, they may be confronting each other somewhere else. Jane River: Exactly. And Iran's neighbors had their own decisions to make. Let's look at those relationships—not as permanent teams, but as interests that could change. Jane River: In March 2023, representatives of Saudi Arabia and Iran met in Beijing. After several days of talks, they announced that they would restore diplomatic relations and reopen their embassies. Their joint statement promised respect for sovereignty and noninterference in each other's affairs. China hosted the talks. The statement also thanked Iraq and Oman for earlier rounds of dialogue. It was a negotiated change in relations between rivals, not a declaration that their differences had disappeared. Virtual Bob: That already complicates the picture I thought I had. I hear Iran and Saudi Arabia described as the leaders of two opposing religious camps. If that explains the rivalry, what explains them making an agreement? Jane River: That's our question. A religious division can be important without determining every decision. Governments also worry about borders, trade, military threats, their own survival, and what a war would cost. The Beijing agreement did not erase those worries. It was an attempt to manage relations despite them. What it cannot tell us, by itself, is whether either government trusted the other, or how much leverage China could exert if the agreement came under strain. Virtual Bob: So the agreement is evidence that negotiation was possible. Not evidence that everybody had become friends. Jane River: Right. Now move forward to March 2026. The six governments of the Gulf Cooperation Council issued a joint statement condemning Iranian missile and drone attacks on their countries. They asserted a right to defend themselves. But the same statement said they had tried to prevent escalation, praised Oman's diplomacy, and called for negotiations. Those positions were presented together: oppose Iran's attacks, and oppose the region being dragged into a larger war. Virtual Bob: Which means the choice wasn't simply, support Iran or support every decision made by Israel and America. Jane River: Exactly. And we should hear that distinction before we begin explaining the region through anyone else's priorities. A government beside a war can fear the adversary, fear its own ally's next move, and fear an inconclusive ending. Those aren't necessarily contradictory fears. They concern different dangers. We'll return to the choices Gulf governments faced, but first let's make the map less confusing. Not a map with two colors, each representing a team. A map of places, people, institutions, and relationships that can change. Virtual Bob: We have Hormuz beside Iran and Bab el-Mandeb beside Yemen. Where does Israel sit on that map? Jane River: On the eastern Mediterranean coast. A report about an Iranian missile, a Yemeni shipping attack, and a strike near Israel can describe connected conflicts without describing neighboring locations. We still have to explain the relationships connecting them. Virtual Bob: And Iran is not an Arab country. Jane River: Correct, but that sentence needs a second half: not all Iranians are Persian. Iran contains multiple ethnic and linguistic communities, including Iranian Arabs. Persian and Arabic are different languages. Persian belongs to the Indo-European language family, though it uses a script adapted from Arabic and contains extensive Arabic vocabulary. Saudi Arabia is part of the Arab world. None of that tells you what every individual believes or how a government will act. Virtual Bob: So if I hear Persian, Arab, Muslim, Sunni, Shia—those words aren't interchangeable labels. Jane River: They answer different questions. Language and cultural identity are not the same as nationality. Religion is not nationality either. And Sunni and Shia are branches within Islam. Their historical divergence begins with disagreement over leadership after the Prophet Muhammad died in 632. Sunni traditions recognize the legitimacy of the early caliphs beginning with Abu Bakr. Shia traditions give distinctive authority to Ali, Muhammad's cousin and son-in-law, and to the Prophet's family. Virtual Bob: Is that the whole disagreement? Who should have taken over fourteen centuries ago? Jane River: No. Over centuries, different traditions of religious authority, law, worship, and communal memory developed. Both Sunni and Shia Islam contain substantial diversity. That early leadership dispute helps explain the names and historical inheritance. It cannot, on its own, explain why a leader ordered an attack in 2026. For that, we need the modern decisions, institutions, threats, and opportunities. Otherwise we turn history into a machine that supposedly keeps producing the same war. Virtual Bob: And the Shia tradition in Iran isn't exactly the same as the one associated with the Houthis in Yemen. Jane River: Iran's dominant Shia tradition is Twelver Shiism. It recognizes a succession of twelve imams, with the last understood to be in occultation—hidden from ordinary human presence—and expected to return. The northern Yemeni tradition from which the Houthi movement emerged is Zaydism, named after Zayd ibn Ali. It developed a different understanding of the imamate, or religious-political leadership. These are related traditions, not identical ones. Virtual Bob: Does being Twelver mean supporting Iran's government? Jane River: No. A religious tradition is not a membership card for a modern state. Nor does being Zaydi make someone a Houthi. One of the most useful habits in this story is to keep stopping a label from expanding beyond what it actually names. We can describe a movement's religious roots without assigning every believer its political program. The same goes for Sunni Muslims, Christians, Jews, or anyone else. Virtual Bob: Then show me where the simple religious map breaks down in an actual alliance. Jane River: Hamas is a Palestinian Sunni Islamist movement. Hezbollah is a Lebanese Shia movement. Iran has supported both. They are different organizations in different societies, but common adversaries have made cooperation possible across that religious divide. And cooperation has not eliminated disagreement: Hamas's position during the uprising that began in Syria in 2011 strained its relationship with Iran and with Hezbollah, which supported the then Syrian president, Bashar al-Assad. Virtual Bob: That seems a better test than just being told the region is complicated. Jane River: It is. If a theory says shared sect determines allegiance, an important cross-sect partnership is evidence against the theory. It doesn't prove religion never matters. It tells us religion cannot do all the explanatory work. Virtual Bob: What about Iran and Israel? Is their hostility another ancient division we're incorrectly treating as permanent? Jane River: Their modern relationship has changed profoundly. Under the shah, Iran and Israel developed substantial, often discreet cooperation. Israel sought relationships with non-Arab states beyond its immediate neighbors; Iran and Israel found overlapping strategic interests. The relationship included economic and security connections. After the 1979 Iranian Revolution, the new Islamic Republic adopted an explicitly hostile position toward Israel. That reversal matters: today's confrontation is not an unbroken relationship stretching back unchanged through the centuries. Virtual Bob: Did every practical tie stop with the revolution? Jane River: No. The historical record includes Israeli arms transfers to Iran during the 1980s, despite the Islamic Republic's public hostility. The two governments still shared an interest in preventing an Iraqi victory over Iran. Public ideology and particular transactions could point in different directions. We shouldn't turn the revolution into a magic line after which strategic calculation disappeared. Virtual Bob: But saying today's hostility wasn't inevitable isn't the same as saying the present threats are imaginary. Jane River: Correct. Historical contingency doesn't make a missile harmless. The Israeli government describes Iran's nuclear and missile programs, and its support for armed groups, as threats to Israel's security. In its February 28, 2026 briefing, the Israeli military presented the joint campaign with the United States as a way to severely degrade Iran's regime and remove threats over time. It also described an operational opportunity to strike senior leaders gathered in particular locations. Those are the military's stated rationale and account of timing, not our independent confirmation of all its intelligence claims. Virtual Bob: So we should separate at least two things: what Israeli leaders say they fear, and whether this particular war was necessary to address it. Jane River: Yes. A serious security concern can exist alongside disputed judgments about urgency, available alternatives, and what military force can achieve. Conversely, criticizing the decision to begin a war does not require denying that Iran has armed partners or that Israel has experienced attacks. The question is what the evidence supports about this decision, at this time. We'll examine the nuclear and military arguments in their own right, rather than trying to settle them with a religious label. Virtual Bob: Where does Saudi Arabia fit? People sometimes talk as if Saudi Arabia and Israel must want exactly the same thing because both worry about Iran. Jane River: Shared concern is not identical policy. Saudi Arabia's foreign ministry stated in February 2025 that establishing diplomatic relations with Israel depended on an independent Palestinian state with East Jerusalem as its capital. That was a public Saudi position, not a description of an agreement already achieved. It shows why Saudi policy cannot be reduced to the Iranian question. The Palestinian question also shapes its stated terms for regional relations. Virtual Bob: So I shouldn't convert a common adversary into a complete alliance in my head. Jane River: Nor should we assume that a diplomatic statement tells us every private calculation. We can say what a government publicly committed itself to. We can compare that with what it subsequently did. But we shouldn't fill the gap with a secret agreement we don't have evidence for. Saudi Arabia's 2023 deal with Iran and its 2025 position on Israel are both part of the record. One doesn't cancel the other. Virtual Bob: And the Gulf countries themselves aren't interchangeable. Jane River: The Gulf Cooperation Council includes Saudi Arabia, the United Arab Emirates, Oman, Qatar, Kuwait, and Bahrain. Its March 2026 statement was a joint position, but a joint statement isn't evidence that the members have identical priorities on every issue. Oman, for example, was mediating US-Iran negotiations before the war. In its Arabic-language account on March 1, Oman's foreign ministry said there had been genuine progress and argued that diplomacy remained possible. That's the mediator's assessment, not proof that a final, durable agreement was ready to sign. Virtual Bob: What did the war do to the neighboring governments' calculations? Jane River: Reuters reported in mid-March, citing three Gulf sources, that governments which had not asked for the war now wanted Iran's ability to threaten the region neutralized. We need to keep the attribution: those were reported private views, not a unanimous public resolution from every Gulf state. But the report identifies a real strategic tension. Opposing the start of a war and fearing the consequences of its ending can coexist. Virtual Bob: Because if the war ends without removing the threat, you may still live beside an angry, armed neighbor. Jane River: That is one fear. The competing fear is that trying to remove every threat means a war that keeps widening. Neither fear resolves the problem by itself. It helps explain why countries can seek stronger protection, condemn attacks, and still want negotiating channels open. Those aren't automatically signs of hypocrisy. Sometimes they're signs that every available course carries risks. Virtual Bob: When we say Iran wants something, who is Iran? The president? The military? Religious leaders? Jane River: Iran's constitution distinguishes those offices. Article 110 assigns the Supreme Leader powers including overall policy, command of the armed forces, and decisions on war and peace. Article 113 makes the president head of the executive, except in matters reserved to the Leader. So an elected president is important, but isn't the country's supreme military authority. That's the formal hierarchy. It doesn't tell us that every official always agrees, or that wartime control is flawless. Virtual Bob: And the Revolutionary Guard? Jane River: The Islamic Revolutionary Guard Corps—the IRGC—is distinct from Iran's regular armed forces. It answers to the Supreme Leader. Its Quds Force handles external operations and relationships with armed partners. That gives us an institutional route through which support can be organized. It doesn't establish that every partner's every decision originated in Tehran. For that claim, we need evidence about the particular decision. Virtual Bob: So there are two mistakes to avoid. Pretending Iranian support doesn't exist, and pretending support proves total control. Jane River: Exactly. Consider three separate questions. Who supplied a weapon? Who helped a movement learn to use it? Who selected the target and gave the final order? The answers could overlap, but they don't have to. If we only have evidence for the first question, we shouldn't quietly announce an answer to the third. That distinction becomes especially important in Yemen. Virtual Bob: Let's finally meet the Houthis. How did a movement from Yemen become part of a story about Iran, Israel, and shipping? Jane River: Start on land, in northern Yemen, not with a missile over the Red Sea. The name Houthis comes from the al-Houthi family, especially Hussein Badreddin al-Houthi. He was a religious and political figure who became central to the movement. The movement calls itself Ansar Allah, commonly translated as Supporters of God or Partisans of God. Neither name means all Yemenis, all northern Yemenis, or all Zaydis. Virtual Bob: Hussein is the person whose name we're hearing in Houthi. Was he the founder in a straightforward sense? Jane River: He's central to the story, but there's no need to invent a neat organizational birthday. Researchers trace different strands of revivalist activity and educational organization. In the early 1990s, networks known as the Believing Youth promoted Zaydi religious education in northern Yemen. Hussein emerged as a pivotal figure. He also served in Yemen's parliament. This was a movement developing within Yemeni religious and political life, not a finished Iranian organization arriving from abroad. Virtual Bob: What were the revivalists reacting to? Jane River: The historical background includes the overthrow of northern Yemen's imamate in 1962. That ended an old political order associated with Zaydi leadership. Later revivalists expressed concerns about marginalization and the spread of rival religious institutions. A UN expert report describes those roots while distinguishing Zaydi traditions from Iranian Twelver Shiism. But background is not destiny. We should not translate that history into a claim that every Zaydi wanted to restore the imamate, or that everyone concerned about religious education supported an armed rebellion. Virtual Bob: When did it become a war? Jane River: In 2004, President Ali Abdullah Saleh's government fought the first of six rounds of war against the Houthis and local allies. The rounds continued through 2010. Hussein al-Houthi was killed during the first. His brother, Abdul Malik al-Houthi, subsequently became the movement's central leader. War gave the movement repeated opportunities to build military experience and organization. Its later strength wasn't simply the original educational network with a new name. Years of fighting had changed it. Virtual Bob: And its ideology? Jane River: Its anti-American and anti-Israeli positions are explicit, and its rhetoric includes antisemitism. We should say that plainly. But ideology doesn't replace the history of state repression, local grievances, elite competition, and war. Those things help explain how a movement grows. Explaining them is not endorsing the movement or excusing what it does. If we treat an offensive slogan as the entire history, we understand its message without understanding how it acquired power. Virtual Bob: Before we go further, what country was Saleh governing? Was Yemen always one state? Jane River: Modern Yemen united in 1990 from two states with different histories. The north had its Ottoman and imamate past. The south had British colonial rule and then a Marxist state. That division left questions about power and the organization of the country that cannot be reduced to Sunni against Shia. Aden, a major southern city, and Sanaa, the northern capital, belong in this account as political centers, not simply dots representing religious teams. Virtual Bob: Then the uprising in 2011 hits a country carrying all those unresolved struggles. Jane River: Yes. Saleh eventually transferred the presidency in 2012. But changing the president did not settle who would control state institutions, how resources would be shared, or how the country would be organized. The Houthis opposed elements of the transition, took Sanaa in 2014, and advanced south. In March 2015, a coalition led by Saudi Arabia intervened after internationally recognized Yemeni leaders requested assistance. The United Arab Emirates participated; the United States provided support including intelligence and logistics. Yemen's internal struggle had become a heavily internationalized war. Virtual Bob: When you say internationally recognized government, that doesn't mean it necessarily controlled the whole country. Jane River: Exactly. Diplomatic recognition and effective control are different things. That's essential here. A government can hold international recognition while losing control of major territory and institutions. An armed movement can exercise power over people without having the same international standing. Neither label tells us whether the people living under it consent, or whether it treats them lawfully. Those require separate evidence. Virtual Bob: I want to go back to Saleh. He had spent years fighting the Houthis. What happened to him after he lost the presidency? Jane River: He later allied with them. The former president whose forces had fought six wars against the movement joined it in a partnership against other rivals. Then that alliance collapsed. Houthi forces killed Saleh in December 2017. UN human-rights investigators describe the rupture and his death, while accounts differ over the exact circumstances of the killing. The broad reversal is well established: enemy, partner, enemy again. Virtual Bob: No change of religion required. Jane River: That's why the sequence matters. Religious identity didn't change every time the alliance changed. The political relationship did. The lesson isn't that beliefs were fake or irrelevant. It's that competition for power and changing opportunities affected decisions. If we start with two permanent religious teams, Saleh's story becomes an annoying exception. If we start with actors making choices under changing conditions, it's part of the explanation. Virtual Bob: Was the Saudi-backed side at least a single team? Jane River: No. The internationally recognized government and southern separatists pursued different political projects. Saudi Arabia and the United Arab Emirates also developed different priorities in Yemen. A Congressional Research Service briefing dated February 20, 2026 describes Saudi action against the UAE-backed Southern Transitional Council in late 2025 and early 2026, followed by the UAE's withdrawal. We should date that account rather than treating an earlier coalition map as permanently valid. Virtual Bob: So two governments often placed in the same broad camp could support competing local actors. Jane River: Yes. And those local actors were not empty containers for foreign policy. They had their own ambitions for Yemen. This is what the word proxy can conceal when we use it carelessly. It may correctly point to an outside sponsor. But if we let it mean a person with no independent aims, we erase the local struggle we're supposed to be explaining. Virtual Bob: Then how much of the Houthis' military power came from Iran? Jane River: Iranian assistance is not just an allegation based on shared religion. The UN Panel of Experts' 2024 report describes information indicating weapons, training, technical help, and financial assistance from Iran and allied actors, including Hezbollah and Iraqi armed groups. The report examines increasingly sophisticated missile and drone capabilities and weapons interdictions. That gives us concrete evidence of support. It is substantially stronger than pointing to the word Shia on both sides of a diagram. Virtual Bob: Does that make Iran responsible for whatever the Houthis decide to do? Jane River: We need to distinguish kinds of responsibility and specific conduct. For the historical explanation, the key point is that support can increase a partner's capabilities without proving the sponsor commands every operation. Political scientist Thomas Juneau argues that the partnership grew through the war: Iran reinforced Houthi successes and gained a relatively inexpensive way to impose costs on Saudi Arabia. That is a scholarly interpretation of the relationship, not a transcript of every decision taken inside either leadership. Virtual Bob: So the careful description is an Iran-backed movement with its own leadership and agenda. Jane River: Yes. Not independent of outside help, and not proven to be remotely controlled in every action. It also changes what we expect from diplomacy. If Tehran has influence, talking to Tehran may matter. If the Houthis have their own objectives, an agreement with Tehran may not automatically settle Yemen. That's an inference from the structure of the relationship, not a prediction that any particular negotiation must fail. Virtual Bob: We've followed leaders and alliances. Where are ordinary Yemenis in this account? Jane River: They have to be in the center of it. The UN Group of Eminent Experts documented violations by multiple parties to the Yemen conflict, including conduct potentially amounting to war crimes. Its 2020 report covered harm from attacks as well as detention, restrictions, and other abuses. The humanitarian crisis was not simply a matter of getting out of the way of one battle. War, displacement, damage to services, and economic collapse affected the conditions in which people could live. Virtual Bob: Multiple parties doesn't mean every party did the same thing, in the same amount. Jane River: Correct. It's a reason to examine specific conduct, not a way to blur responsibility. Nor should we treat suffering as a certificate of innocence for the armed group governing an affected area. Civilians can suffer under foreign attack and under domestic repression. We don't have to choose one fact and discard the other. A person also doesn't become a combatant merely by living in territory controlled by one side. Virtual Bob: Were there serious efforts to stop the war before shipping became the world's main interest? Jane River: Yes. The Stockholm Agreement of December 2018 addressed Hudaydah and associated ports, prisoner exchanges, and an understanding concerning Taiz. It wasn't a comprehensive peace treaty for Yemen. Naming its limited scope matters. If we call every agreement peace, then every later clash sounds like evidence that diplomacy never achieved anything. A narrower agreement should be judged against the commitments it actually made. Virtual Bob: And there was a truce in 2022. Jane River: Beginning in April. It was renewed twice, then formally expired in October. Yet substantial restraint continued beyond the formal expiration. The calendar and the level of violence did not move in perfect lockstep. A document can expire without every side immediately returning to the highest intensity of war; a reduction in violence can persist without a final settlement. The UN envoy's account makes that distinction important to understanding what diplomacy accomplished and what it left unresolved. Virtual Bob: But that restraint didn't last unchanged through 2026? Jane River: No. In its October 26 report, the Associated Press said fighting had intensified after July 2026 airstrikes by forces of the internationally recognized government and the Saudi-led coalition on Houthi-held Sanaa International Airport. So the earlier period of restraint is not a description of conditions at our cutoff. Virtual Bob: That changes the way I hear headlines saying peace failed. We need to ask which agreement, which commitments, and what happened afterward. Jane River: Exactly. And it brings us back to the Saudi-Iran agreement in Beijing. Restoring embassies was not the same as settling Yemen's constitutional future, reconciling its armed factions, or repairing its economy. Different negotiations can reduce different risks. Asking one agreement to solve every problem makes it hard to see either its value or its limitations. Virtual Bob: Now bring us from the northern highlands to the sea. Why do the Houthis matter to ships that may have no connection to Yemen? Jane River: The Houthis operate beside Bab el-Mandeb—the Red Sea gate we mapped earlier. That puts them near a route linking the Indian Ocean with the Suez Canal and the Mediterranean. A threat there can affect voyages far beyond Yemen. Virtual Bob: So geography gave them reach. What made shipping a target? Jane River: From late 2023, during the war in Gaza, they attacked shipping and presented their campaign as action in support of Palestinians. The UN's 2024 expert report describes the regional spillover and maritime attacks. The declared cause helps explain their public justification. It doesn't establish that the ships or crews they attacked were responsible for Israeli policy, or that the attacks were lawful. Those are different questions. Virtual Bob: It also doesn't make the Houthis the voice of every Palestinian—or every Yemeni. Jane River: Exactly. A movement can claim to act for a population without receiving that population's authorization. The same care applies when states describe themselves as defending an entire region. We need to identify who is speaking, what action they took, and whose consent we actually have evidence for. Otherwise one group's slogan becomes a substitute for millions of people's views. Virtual Bob: What does attacking shipping achieve beyond the physical damage? Jane River: Al-Muslimi and Juneau's analysis emphasizes that the Houthis have their own reasons for confrontation and aren't simply a switch that Washington can make Tehran turn off. That helps explain the limits of treating military pressure on Yemen as an automatic route to an Iranian concession. The wider inference is that disruption can make a local actor harder for outside powers to ignore. But attention, coercive power, popular support, and legitimate authority are four different things. Acquiring one doesn't automatically confer the others. Virtual Bob: So a movement can become internationally consequential without becoming internationally representative. Jane River: Yes. And it can create consequences it doesn't fully control. Once shipping routes, Saudi security, Israeli security, Iranian relationships, and American military decisions become connected, each actor is responding to more than the original Yemeni dispute. That doesn't make Yemen a side story. It means we must keep both levels visible: the local struggle for power and the wider conflict exploiting and transforming it. Virtual Bob: What can we responsibly say about the current picture, rather than the historical one? Jane River: Our reporting stops at eight a.m. in New York on October twenty-eighth, twenty twenty-six. The geography endures, but alliances and territorial control can change. So let's finish with a development reported two days before our cutoff. Virtual Bob: What does it tell us about the choices those governments face? Jane River: On October 26, the Associated Press reported that senior delegations from Saudi Arabia, Pakistan, and Turkey met Iranian officials in Tehran to try to prevent renewed fighting. AP also reported, citing regional officials, that Yemen and Houthi strikes against Saudi Arabia were part of the discussions. That's a report about diplomacy aimed at averting renewed escalation. It is not proof that a final deal had been reached, or that a fresh all-out war began that day. Virtual Bob: Which takes us back to the rivals talking. Only now I understand more of what's on the table. Jane River: And why it cannot be reduced to one religious division. Saudi Arabia can oppose Houthi attacks and still seek talks with Iran. Iranian support can be substantial without proving Iranian command of every Houthi action. Israel can face real security threats while the necessity and consequences of a particular military response remain disputed. Yemenis can reject outside intervention without endorsing the movement ruling their neighborhood. Each distinction protects us from answering a larger question with a smaller piece of evidence. Virtual Bob: Then what is the answer to how those northern Yemeni revivalists became part of a regional war? Jane River: Not one step, and not one foreign master plan. Religious revival and local political conflict preceded armed rebellion. Repeated wars changed the movement. A failing transition and shifting alliances opened a path to state power. Saudi intervention internationalized the war further. Iranian and allied assistance increased Houthi capabilities. Proximity to a global sea route, combined with those capabilities and the movement's decisions, expanded the consequences beyond Yemen. That's the sequence our evidence supports. Virtual Bob: And the Sunni-Shia distinction? Jane River: Part of the history. Part of identity and political mobilization. Not a complete set of marching orders. The sharpest reminder is still Saleh: the president who fought the Houthis, allied with them, then died after their alliance broke. If we understand why alliances can change, we're better prepared to understand why a war can start, why it can spread—and why ending it requires more than telling two supposedly permanent teams to stop fighting. Virtual Bob: We've heard governments and armed movements claim to speak for whole populations. What about the people living with their decisions? Jane River: Let's go inside Iran—and start with people who disagree about the war. Virtual Bob: A lawyer in Tabriz wants a secular political system. She also opposes foreign countries trying to bring that system into existence through war. Her name in a May 2026 Euronews Persian report is Monir. The outlet says it used pseudonyms and shortened names to protect interviewees. In our translation, she says, “Iran's independence is very important to me.” Jane River: So the two positions aren't contradictory to her. She wants a different government. She doesn't want a foreign government deciding how she gets one. Virtual Bob: Right. And in that same article, another interviewee, identified as Mohsen, favors renewed attacks. Yeganeh, a woman in Tehran, describes moving from supporting the war to opposing it. We didn't interview these people. These are selected accounts published by Euronews, not a national survey. But even this small group makes the problem with our usual question obvious. Jane River: Which is: “Whose side are the Iranian people on?” Virtual Bob: As though there were two boxes. Their government or America's government. As though rejecting one automatically meant volunteering for the other. Jane River: And as though a person's answer couldn't change after experiencing the policy being discussed. War as a prospect and war as an interruption to your life aren't the same question. Virtual Bob: Let's separate three things we tend to collapse. Iran is a country. The Islamic Republic is its political system. Iranians are people with different beliefs about both. We don't ordinarily assume an American's nationality tells us whether they support an American president. We shouldn't apply that shortcut here. Jane River: There's another distinction. Someone can object to what the government does without accepting every proposal from its opponents. Opposition isn't a contract signed in advance for a particular successor, a particular foreign alliance, or a particular war. Virtual Bob: And support for some part of the existing system doesn't tell us what someone thinks about all its decisions either. Once we let people have more than one political thought, Iran becomes less tidy to explain. But more recognizable as a society. Jane River: That makes the protests important in a different way. Not as footage we can use to award ourselves a mandate. As actions people took, for reasons we need to understand, under conditions that made those actions costly. Virtual Bob: Go back to June 2009. Iran held a presidential election on June twelfth. The disputed result returned Mahmoud Ahmadinejad to office. Supporters of opposition candidates, particularly Mir Hossein Mousavi, challenged it. The demonstrations became known as the Green Movement. The immediate dispute was about an election and whether people could trust its result. Jane River: That matters because it wasn't simply the same demand as every later protest, appearing thirteen years early. An argument about whether your vote counted can begin inside a political system, even if the response forces much bigger questions about that system. Virtual Bob: In a contemporary statement, Human Rights Watch and the International Campaign for Human Rights in Iran described largely peaceful demonstrations and reported excessive force, including live ammunition. Amnesty's contemporary warnings also described arrests and efforts to disrupt communications, including text messaging and access to opposition websites. Jane River: So the state wasn't only confronting people in the street. It was restricting how they could organize and how others could find out what happened. Virtual Bob: Yes. And we should keep two evidentiary questions separate. How should the disputed election have been adjudicated? And did the authorities abuse people challenging it? We do not have to resolve every argument about the vote count to recognize documented abuses against demonstrators. Jane River: Or to recognize their right to protest. Otherwise the government gets to make rights conditional on winning the argument the government itself controls. Virtual Bob: The other temptation is retrospective. Because we know there were later, more fundamental challenges to the Islamic Republic, we can start narrating 2009 as if everyone already agreed on that destination. Jane River: Which turns people into characters who know the ending. They didn't. And neither do today's protesters. They can agree that something is intolerable without agreeing on a constitution, an economic program, or who should lead next. Virtual Bob: That isn't a special Iranian deficiency. A protest coalition is a coalition around an objection. It isn't necessarily a government waiting with every dispute settled. Jane River: Now move forward to September 2022. This time the starting point isn't a ballot. It's the death of Jina Mahsa Amini, a twenty-two-year-old Kurdish Iranian woman, after her arrest by the morality police over alleged noncompliance with compulsory hijab rules. Virtual Bob: Her death became the catalyst for the Woman, Life, Freedom movement. In its 2024 findings, the UN fact-finding mission concluded that her death was unlawful and resulted from physical violence in state custody. Iranian authorities disputed responsibility. The investigators also found serious abuses in the crackdown, including acts they assessed as crimes against humanity. Those are the mission's findings, not a verdict from a criminal trial. Jane River: The words “morality police” can make this sound like a narrow argument about clothing. But the question reaches further: who gets to make decisions about a woman's body, and what can the state do when she refuses? Virtual Bob: The investigators described women and girls at the forefront, joined by men and boys and people from different communities. They also found disproportionately severe violence in minority-populated regions. So we lose something if we tell this only as a story about young women in Tehran. Jane River: We lose Amini's Kurdish identity, for a start. We also risk making “Iranian women” sound like a single social location. A person's exposure to state power can be shaped by gender, language, ethnicity, religion and where they live. Those aren't competing footnotes. They can operate together. Virtual Bob: And wearing a headscarf voluntarily is not the same thing as supporting compulsory veiling. Opposing compulsion doesn't require opposing religion. The freedom at issue includes the ability to make a choice that somebody else wouldn't make. Jane River: That distinction also stops us from treating every religious Iranian as an ally of the state and every secular Iranian as a supporter of foreign intervention. Neither follows. Virtual Bob: The story didn't end when the demonstrations attracted fewer international headlines. In March 2025, UN investigators reported continuing prosecutions, intrusive surveillance and pressure on victims' families. They described enforcement extending beyond street patrols into digital systems and citizen reporting. Jane River: Which changes how we should interpret silence. A quieter street is not, by itself, proof that the argument has been settled. But it isn't proof that every quiet person secretly agrees with the opposition either. Silence doesn't give us permission to put our preferred words into somebody else's mouth. Virtual Bob: By September 2026, the mission was reporting on a further protest wave that began in December 2025, and on the subsequent war. It described intensified repression alongside the renewed armed conflict. Its report also examined US attacks; it did not treat foreign military action as outside the human-rights inquiry. Jane River: That's an important discipline. You don't have to put domestic repression on hold while investigating foreign attacks. And you don't have to stop caring about people killed in attacks because their government has killed other people. Accountability isn't a prize reserved for whichever side passes a loyalty test. Virtual Bob: There's a community that makes these false choices particularly visible: Christian Iranians. Christianity in Iranian lands predates Islam by centuries. Armenian and Assyrian Christian histories aren't recent attachments brought in by American foreign policy. Jane River: So we're not asking how a little piece of the West somehow ended up inside Iran. We're talking about people whose own histories belong to the country. Virtual Bob: And we shouldn't flatten them together. Armenian identity involves language, culture and ethnicity as well as a strong Christian heritage. Assyrian Christian communities have their own histories and denominations. Then there are people who have converted to Christianity, including from Muslim backgrounds. Those categories can involve different relationships with institutions and different risks. Jane River: What does ordinary community life look like? Virtual Bob: A Persian-language overview from Armenia's embassy in Tehran describes churches alongside schools, cultural associations and sports clubs. It's a diplomatic source, not an independent audit of religious freedom. But those institutions belong in the picture. A community is not made entirely of victims and political representatives. Jane River: People don't spend their whole lives serving as evidence in somebody else's argument. They raise children, preserve a language, join associations, disagree with relatives. If we only mention Christians when they are imprisoned, we've made persecution the sole definition of their existence. Virtual Bob: Now the legal distinction. Iran's constitution recognizes Christians, Jews and Zoroastrians as religious minorities. Article thirteen protects specified religious activities “within the limits of the law,” in our translation. Article sixty-four provides parliamentary seats for Armenian Christians and for Assyrian and Chaldean Christians. But article one hundred fifteen requires the president to believe in the state's official school of religion. Recognition and equal access to power are not the same thing. Jane River: And recognition doesn't automatically tell us whether someone can worship safely. Virtual Bob: Exactly. We also need to avoid a common misstatement. Article thirteen doesn't literally say that only Armenians and Assyrians count as Christians. It says Christians. The distinction affecting converts emerges in how authorities interpret and enforce the rules. We shouldn't rewrite the constitutional text to make our explanation simpler. Jane River: What question gets us from the text to actual life? Virtual Bob: Who gets to worship with whom, in which language, and under what conditions? Jane River: Language seems especially revealing there. Persian-language services potentially reach people beyond an inherited ethnic congregation. Virtual Bob: Consider Victor Bet-Tamraz, an Assyrian pastor. In testimony published in Persian by Article18 in June 2026, he recalled his upbringing near Urmia, his church work and congregations using more than one language. He described restrictions on Persian services and his later detention in Evin Prison. In our translation of one passage, he says authorities classified his charge as “political-security.” This is retrospective testimony about earlier events, not a report of a new arrest in 2026. Jane River: So what he describes as ministry gets placed in the state's security category. Virtual Bob: That's his account. Article18 is a London-based Christian religious-freedom organization, and it says he approved the testimony. Separately, Amnesty International documented his prosecution, his wife Shamiram Issavi's prosecution and cases involving two converts in 2018. Amnesty characterized the underlying activities as peaceful religious practice. That corroborates the broad case, not every detail of his recollection. Jane River: That distinction helps us listen without pretending we've independently verified every remembered conversation. A witness deserves to be heard accurately. Accuracy includes identifying what kind of evidence we're hearing. Virtual Bob: And there is a current institutional case. In July 2026, two UN special rapporteurs condemned the seizure of the St Peter's Evangelical Church compound in Tehran and the eviction of twenty-seven Armenian and Assyrian Christian residents. They also reported restrictions on Persian-language Protestant worship and at least seventy-nine Christians detained or imprisoned, mostly converts. Those were dated expert reports, not an October headcount. The experts said they were seeking clarification from Iran. Jane River: That complicates the neat division: recognized communities are safe, converts aren't. The risks can differ without any category being guaranteed protection. Virtual Bob: It also prevents the opposite error: assuming that, because repression is documented, every functioning church must be a sham. Institutions can endure under constraints. People can maintain meaningful community lives while still being denied important rights. Jane River: And none of that tells us how every Christian Iranian thinks about America, Israel or this war. Religious identity isn't a foreign-policy questionnaire. An Armenian Christian can care about Iranian independence. A convert can oppose the Islamic Republic without welcoming bombing. Another person can support outside intervention. We need evidence for each position, not an assumption attached to a cross. Virtual Bob: One example comes from Mohabat News, a Persian-language Christian outlet. In March 2026 it relayed a CBN report about Iranian Christian refugees in Armenia. The account describes people worried about relatives in Iran while hoping for political change. A woman identified as Neli, whose identity CBN says it protected, expresses both grief and support for outside intervention. Another, identified as Esther, hopes for the Islamic Republic's removal. Jane River: The Christian Broadcasting Network, or CBN, reported it; Mohabat carried a Persian account. These are published interviews, not a representative sample of refugees. Virtual Bob: And CBN's associated humanitarian operation appears in the story. The outlet is reporting partly on an aid effort connected to itself. That's useful context, not a reason to dismiss everything a refugee says. Jane River: Nor do we have to endorse a speaker's preferred policy to take her fear or hopes seriously. The question “What has this person experienced?” is different from “Would the intervention she wants produce the result she wants?” Virtual Bob: That applies across the diaspora: Iranians and people of Iranian heritage living outside the country. The term tells us something about a relationship to place. It doesn't supply a shared politics. Jane River: Even distance doesn't mean one simple thing. Someone may have left decades ago; someone else may have left recently. A person might be outside Iran and still have close relatives inside. Their own exposure to a policy and their family's exposure can be very different. Those are questions to ask, not reasons to grant or revoke someone's right to speak. Virtual Bob: But the right to speak isn't the same as a mandate to speak for everybody. A movement can have a large rally abroad. An organization can have access to politicians. A commentator can have an enormous audience. None of those, on its own, tells us what proportion of people inside Iran agree. Jane River: And a survey of Iranian Americans can't solve that problem. Its sampled population is not people living in Iran. It also isn't the entire worldwide diaspora. Virtual Bob: The geographical label belongs beside the result, not in a footnote that disappears when somebody repeats the number. Jane River: There is a more immediate connection between people inside and outside: whether they can contact each other. The September 2026 UN report describes families unable to learn relatives' whereabouts during communications restrictions. It also describes disruptions to medical help and ordinary livelihoods. The internet shutdown wasn't only a problem for journalists trying to cover a story. Virtual Bob: It affected the people whose lives were the story. And when access is unequal, the voices we manage to hear aren't automatically a balanced cross-section. That should make us more careful about claims of consensus, not less attentive to individual testimony. Jane River: We've used Persian-language sources throughout. But saying we've read something in Persian doesn't, by itself, establish that we've heard an unfiltered national voice. Virtual Bob: No. Persian is a language, not an editorial position. A domestic newspaper, a state-linked agency, a diaspora broadcaster, a Christian advocacy organization and a university survey can all publish Persian. They are doing different things under different constraints. Jane River: Give me an example of the difference that changes our understanding, rather than just adding a disclaimer. Virtual Bob: The slogan “Death to America.” In a September 2015 account published by Radio Farda, President Hassan Rouhani distinguished American people from US policy. He invoked American support for the shah and for Saddam Hussein as grievances, while also saying Iran needed to look toward the future. That's a political leader explaining and defending the slogan. It isn't a survey of what every person chanting it means. Jane River: In Persian, “mardom-e Amrika” means the American people. “Dowlat-e Amrika” means the American government. Just “Amrika” can leave the reference less clear. Translation can't resolve a political ambiguity simply because we'd prefer a reassuring answer. Virtual Bob: Now compare Kambiz Hosseini's Persian commentary for Iran International in July 2025. He argues that official enmity helps sustain the Islamic Republic and redirects anger outward. He disputes attempts to soften the slogan's meaning. That is an opposition-oriented interpretation of the same rhetoric, not a neutral measurement of society either. Jane River: So a disagreement in Iranian political language isn't just “what did those words literally mean?” It's “what work is the slogan doing?” Is it expressing a grievance? Mobilizing supporters? Excusing domestic failures? Different speakers can make different uses of it. Virtual Bob: And a history of outside interference isn't automatically invented just because an authoritarian government invokes it. In an August 2026 editorial in Shargh, former diplomat Kourosh Ahmadi describes the 1953 coup as a profound break in constitutional political development. He engages with archival evidence. It's an argument about Iranian history in a domestic newspaper, not simply a military press statement. Jane River: We can recognize the historical event and still scrutinize the political conclusion drawn from it. “Foreign powers intervened” doesn't logically establish “therefore our government may suppress dissent.” Equally, “the government exploits this history” doesn't establish “therefore the history doesn't matter.” Virtual Bob: That's the space Monir's position occupies. Wanting independence doesn't require accepting the current rulers. Wanting different rulers doesn't require giving another country authority over Iran's future. Jane River: We should also be clear about the channels. Radio Farda is part of the US-funded Radio Free Europe/Radio Liberty network, whose stated framework protects editorial independence. Iran International publishes outside Iran; its site identifies Volant Media as the rights-holder. Shargh publishes inside Iran's legal and censorship environment. None of those facts makes every sentence true or false. They help us ask better questions about sourcing and selection. Virtual Bob: The same applies to a source whose politics we like. A broadcaster's access to dissenting voices can be valuable. It doesn't make those voices a random sample. A domestic source's constraints are real. They don't prove that every patriotic statement is insincere. Jane River: Which brings us to polling. Can we say anything more precise than “there are different opinions”? Virtual Bob: Yes, if we keep the instrument attached to the answer. GAMAAN, a Netherlands-registered nonprofit research foundation, surveyed people inside Iran in June 2026 with the help of internet-circumvention services. Its cleaned sample contained more than thirty-one thousand respondents. It weighted the results toward the demographic profile of literate residents aged fifteen and older. Jane River: Meaning it adjusted how much different responses counted so that known characteristics of the sample better resembled its target population. Virtual Bob: Its estimates did not show one national position on intervention. About thirty-eight percent said they had supported foreign military intervention both before and after the war; about twenty-seven percent said they opposed it at both points. Others changed position or selected other responses. These are the survey's estimates, not verified percentages of every Iranian. Jane River: And the questions asked people afterward to report their earlier positions. That's not the same as tracking the same individuals in separate interviews before and after. Virtual Bob: The method has a real strength: people can answer without stating a politically sensitive view aloud to an interviewer. But it also has a vulnerability. The people reached through circumvention tools, and the people willing to answer, might differ politically from those who aren't reached or don't respond. Jane River: Demographic adjustment helps with the characteristics you can measure. It doesn't guarantee that two people with the same age, education and location have the same probability of taking part, or the same politics. A big sample can still have a selection problem. Virtual Bob: Telephone surveys present a different problem: someone reached by an interviewer might not feel safe stating a politically sensitive opinion. And people outside the sampling frame remain invisible. That's a methodological caution, not proof that a particular answer is false. Jane River: And when we compare surveys, the dates and exact questions matter. Asking whether somebody likes American people is not the same as asking whether they like the United States, support sanctions, admire a president, or want military intervention. Virtual Bob: There is historical evidence of that distinction. A University of Maryland research summary published in February 2016 reported a majority favorable toward American people alongside broadly negative views of the United States. That's evidence that people can separate the two. It isn't evidence of the proportions in October 2026, after later wars. We haven't established a reliable current figure for that precise comparison. Jane River: So the answer isn't “Iranians secretly love America,” and it isn't “the chant tells us everything.” Both would replace a difficult question with a flattering certainty for one audience or another. Virtual Bob: What the evidence gives us is more useful. Documented repression. Real protest. Religious communities with deep roots and unequal freedoms. People abroad speaking from different experiences. People inside Iran disagreeing about how change should happen, and what costs they can accept. Jane River: And a warning about the word “people.” A president can use it. An opposition leader can use it. We can use it. None of us gets to turn it into a signed authorization just by saying it confidently. Virtual Bob: Monir's insistence on independence brought us into this chapter. We can't make her stand for the whole country either. But we can leave her position intact: the freedom to oppose her rulers without being assigned somebody else's war. Jane River: Alongside the freedom of the other interviewees to disagree. That isn't an obstacle to understanding Iranian society. It's where understanding starts. Virtual Bob: Those opinions matter. But they can't tell us what nuclear material existed, or whether an attack was imminent. Jane River: For that, we need a different kind of evidence. Let's return to the inspectors' record just before the February attacks. Jane River: On February twenty-seventh, twenty twenty-six, the International Atomic Energy Agency dated a report on Iran. The agency is the international nuclear inspectorate. Its job includes checking whether nuclear material is being diverted from peaceful uses. Virtual Bob: One day before the American and Israeli attacks. Jane River: Yes. The report was formally released in early March, although news agencies described its findings before the attacks. It records the inspection problem immediately before the war. One number stands out: about four hundred and forty-one kilograms of uranium enriched up to sixty percent. Virtual Bob: And that's where somebody says, “Enough for several bombs.” Jane River: Which leaves out the conditions. The figure was an estimate as of June thirteenth, twenty twenty-five, before the previous round of attacks. It was not a fresh measurement taken the day before this war. And it described nuclear material, not completed weapons. Virtual Bob: So before we argue about the number, we need to know what it counts—and when somebody last checked it. Jane River: Exactly. Think of three different questions. What material exists? Has a government decided to make a weapon? And can it turn that material into a functioning weapon it can use? Those questions connect, but an answer to one doesn't automatically answer the others. Virtual Bob: What's the sixty percent telling us? Jane River: Enrichment increases the proportion of a particular form of uranium, uranium two thirty-five. Fuel for ordinary nuclear power reactors is generally enriched below five percent. Uranium described as weapons-grade is typically around ninety percent. Iran's sixty-percent material was therefore far beyond the usual level for power-reactor fuel. Virtual Bob: But we shouldn't hear sixty percent as “sixty percent of a bomb.” Jane River: No. It's a measurement of material, not a progress bar for a finished weapon. The Congressional Research Service separates the time required to produce enough suitable material from the additional work required to make a weapon. That's why the word “breakout” can be so misleading when it's left unexplained. Virtual Bob: Breakout sounds like the thing has escaped already. Jane River: In this debate, it usually means producing enough weapons-grade material for a weapon. A short breakout estimate is a serious warning. It isn't the same as saying a nuclear missile will be ready on that date. Virtual Bob: So the alarm can be real while the caption under the alarm is wrong. Jane River: That's the problem. Understate the material risk, and you miss why governments were concerned. Collapse every stage into a single countdown, and you can make an uncertain future danger sound like an attack already on its way. Virtual Bob: Where does Iran's right to have a nuclear program fit? Because Iran says peaceful nuclear technology is its right. Jane River: The Nuclear Non-Proliferation Treaty recognizes peaceful nuclear activities. It also commits its non-nuclear-weapon members not to acquire nuclear weapons and requires safeguards to verify their nuclear material. Iran is one of those members. The peaceful-use right and the verification obligations belong to the same bargain. Virtual Bob: Not, “We call it peaceful, so nobody gets to look.” Jane River: Right. Nor does suspicion mean a country has no right to any peaceful nuclear technology. The difficult work is checking what it's actually doing, under the obligations that apply. Virtual Bob: There's another question people will ask right here. What about Israel's nuclear weapons? Why is the inspection argument always about Iran? Jane River: Israel has not joined this treaty. It does not openly acknowledge a nuclear arsenal, but independent researchers, including the Stockholm International Peace Research Institute, assess that it possesses one. United Nations discussions have repeatedly called for Israel to join the treaty and put its nuclear activities under comprehensive safeguards. Virtual Bob: So these countries aren't operating under the same arrangement. Jane River: They aren't. That is a real feature of the international system, and a source of criticism. Explaining the different treaty obligations doesn't make the arrangement politically fair or strategically harmless. Virtual Bob: But Israel's position doesn't cancel the obligations Iran accepted. Jane River: Correct. And Iran's obligations don't mean Israel's capabilities are irrelevant to regional fear. We can ask whether rules are applied consistently while still asking whether a particular state is keeping its commitments. Neither question has to swallow the other. Virtual Bob: Otherwise every inspection dispute becomes an argument about somebody else's weapons, and every complaint about unequal treatment gets dismissed as changing the subject. Jane River: Both can happen. A credible non-proliferation argument should be able to discuss unequal power without treating more nuclear weapons as the automatic cure. And it should be able to investigate Iran without pretending the rest of the region has no nuclear history. Virtual Bob: Was all the suspicion just about enrichment? Jane River: No. There was also a documented history of weapons-related research. In a twenty fifteen assessment, the agency concluded that Iran had carried out a coordinated range of activities relevant to developing a nuclear explosive device before the end of two thousand three. Some activity continued afterward. Virtual Bob: That's more than a misunderstanding over a power station. Jane River: It is. But the same assessment placed limits on the finding. It said the work had not advanced beyond feasibility studies, scientific studies and acquiring certain technical capabilities. At that time, it had no credible indications of relevant development activity after two thousand nine. Virtual Bob: So quoting only the first half would exaggerate how far it got. Quoting only the second half would erase why people distrusted the program. Jane River: And the dates matter. A finding about activity before two thousand three is not, by itself, evidence of an active weapons-manufacturing program in twenty twenty-six. History can justify searching carefully. It cannot substitute for finding what you say is happening now. Virtual Bob: That sounds like the central difficulty of intelligence. You don't want to assume the worst every time, but you don't want to find out too late. Jane River: Precisely. And different institutions answer different questions. Inspectors account for material and investigate inconsistencies. Intelligence agencies assess capabilities and intentions using sources the public may not see. Political leaders decide what risks they will accept. We should not turn a political judgment into an inspection finding just because both appear in the same speech. Virtual Bob: Or dismiss an inspection finding because we dislike the politician quoting it. Jane River: Exactly. Evidence needs to survive separation from its most enthusiastic advocate. Jane River: In July twenty fifteen, Iran and six major powers reached the nuclear agreement usually called the Iran deal. Its formal name was the Joint Comprehensive Plan of Action—the JCPOA. The United States, Britain, France, Germany, Russia and China were involved, with the European Union coordinating. Virtual Bob: Quite a collection of countries that didn't agree about much else. Jane River: Which is worth remembering. This was a negotiated attempt to manage a particular danger, not a declaration that Iran's government had become trustworthy or that all the other disputes were over. Virtual Bob: What did Iran actually give up? Jane River: It accepted limits on enrichment, on its stockpile, and on the machines used to enrich uranium. For fifteen years, the enrichment ceiling was three point six seven percent. The main stockpile limit was three hundred kilograms of uranium hexafluoride, or an equivalent amount in other forms. It also accepted additional monitoring and changes to other parts of its nuclear program. Virtual Bob: That chemical name matters because three hundred kilograms of the compound isn't three hundred kilograms of uranium. Jane River: Correct. The agreement limited the weight of a chemical compound. The earlier four-hundred-and-forty-one-kilogram estimate counted only the uranium. So those headline weights aren't directly comparable. Virtual Bob: And the other countries' side of the bargain? Jane River: Relief from specified nuclear-related sanctions. Not the disappearance of every American sanction or every dispute. In January twenty sixteen, the agency verified the required initial nuclear steps, and implementation began. Virtual Bob: What was the strategic point of keeping a limited program rather than demanding no program at all? Jane River: The agreement's supporters wanted a constraint that could actually be negotiated and monitored. Reduce the material and capacity, increase visibility, and create more time to detect and respond if Iran tried to break out. The Obama administration's case was that a verified limitation was more useful than an unlimited demand Iran would reject. Virtual Bob: You weren't buying permanent trust. You were buying restrictions and information. Jane River: That's the underlying logic. Whether it was the best available bargain is a further question. But we should assess the agreement it was, rather than an imagined agreement that solved everything. Virtual Bob: And the criticism wasn't entirely imaginary, either. Some limits expired. Jane River: They did. Different provisions had different durations. The agreement did not permanently freeze every part of Iran's program at its twenty sixteen size. Critics argued that important constraints would weaken with time while Iran retained knowledge and infrastructure. Virtual Bob: That's a real distinction: slowing a capability versus eliminating it. Jane River: Yes. Supporters could answer that the underlying obligation not to acquire nuclear weapons did not expire with those particular limits. But a legal prohibition and a physical obstacle aren't the same protection. The debate was partly about how much weight to put on each. Virtual Bob: Did inspections show the restrictions were doing anything? Jane River: Here's a concrete check. The agency's February twenty eighteen report said Iran had not enriched above the agreement's ceiling during the reporting period, and its relevant stockpile remained below the limit. It also documented the permitted number of enrichment machines at Natanz. Virtual Bob: Not a certificate that the government was good. Evidence that those restrictions were being observed. Jane River: Exactly. Saying a deal was being implemented doesn't mean every allegation about the past was resolved, or every inspection concern had disappeared. It means the actual monitored obligations have to be part of the record when someone argues the deal was useless. Jane River: In May twenty eighteen, President Donald Trump withdrew the United States from the deal and began restoring the sanctions it had lifted. Virtual Bob: What was his case? Jane River: His administration argued that the agreement gave Iran too much economic benefit, preserved too much nuclear capability, and failed to address missiles and support for armed groups. It promised that renewed pressure would change Iran's behavior and produce a better outcome. Virtual Bob: So the argument was larger than, “An inspector caught Iran exceeding this particular limit.” Jane River: Much larger. The White House's own explanation attacked the bargain's design and Iran's regional conduct. That distinction matters. You can believe an agreement is strategically inadequate even while its principal measurable limits are being followed. But that is different from saying those limits never existed. Virtual Bob: What did Iran do after the withdrawal? Jane River: It did not immediately abandon all the limits. The agency records a later sequence: Iran began reducing its implementation in twenty nineteen. By July, inspectors were verifying that some activities exceeded the agreement's limits. The program expanded further over time. Virtual Bob: That's roughly a year between American withdrawal and Iran beginning that step-by-step escalation. Jane River: Yes. Iran portrayed its reductions as a response to lost sanctions relief and invoked provisions of the deal. Britain, France and Germany disputed its course. We can preserve the order of events without pretending that the order settles every legal argument. Virtual Bob: Or that “they started it” makes whatever comes next automatic. Jane River: Precisely. Withdrawal was an American decision. Expanding enrichment and restricting monitoring were Iranian decisions. Each changed the choices available to everyone else. Explaining the sequence doesn't remove either government's agency. Virtual Bob: What happened to the inspectors? Jane River: In February twenty twenty-one, Iran stopped provisionally applying the Additional Protocol. That's a set of extra verification tools, including broader access to information and locations. Basic safeguards obligations remained. But the additional visibility narrowed. Virtual Bob: So it wasn't “all inspections ended that day.” Jane River: No. That's another shortcut to avoid. There are layers of verification. Losing one layer can be serious without meaning every other layer instantly vanishes. Later restrictions, and then warfare, made the picture worse. Virtual Bob: I'm beginning to see why the arguments pass each other. One side says the deal failed because Iran became more dangerous. The other says Iran became more dangerous after the deal was dismantled. Jane River: The sequence supports asking what the withdrawal changed. It doesn't allow us to replay history with certainty. We cannot know exactly what would have happened if Washington had stayed, if Tehran had chosen a different response, or if a replacement agreement had succeeded. Virtual Bob: But we can reject a version that removes the withdrawal from the story altogether. Jane River: And reject the reverse version, where Iran's later conduct becomes a force of nature rather than a set of choices. A good explanation has room for both cause and responsibility. Jane River: Before the February twenty twenty-six campaign, there was the June twenty twenty-five war. Israel attacked Iranian nuclear facilities, and the United States struck three of them on June twenty-second. The nuclear agency stopped verification when the attacks began and, by the end of June, had decided to withdraw its inspectors for safety. Virtual Bob: So the effort to remove the danger also disrupted the ability to measure it. Jane River: Yes. That does not settle whether the strikes were justified. It identifies a consequence any assessment of success has to include. Destroying equipment and preserving knowledge of the nuclear material are different tasks. Virtual Bob: If a building is damaged, a photograph might show that. It doesn't necessarily tell you what happened to everything inside it. Jane River: Or what had already been moved. That's why access and material accounting matter. Physical damage is not a substitute for an inspection record. Virtual Bob: And the inspections problem didn't begin with the bombing, because we'd already lost some of that extra access in twenty twenty-one. Jane River: Right. There isn't one clean cause. Earlier Iranian restrictions weakened verification. Attacks interrupted it further. Iranian restrictions after the attacks then obstructed efforts to restore it. The agency maintained that the safeguards agreement still applied. Virtual Bob: What did American intelligence say about a weapons decision before that first war? Jane River: Its public twenty twenty-five threat assessment said Iran was not building a nuclear weapon and that Supreme Leader Ali Khamenei had not reauthorized the weapons program suspended in two thousand three. It also noted increasing pressure and a weakening taboo around public discussion of nuclear weapons. Virtual Bob: So that wasn't “nothing to worry about.” Jane River: No. It distinguished an assessed decision not yet taken from the possibility that the decision could change. That's exactly the distinction a serious warning should preserve. Virtual Bob: And after the twenty twenty-five attacks, Washington said the program was destroyed. Jane River: Official descriptions weren't consistent. The Congressional Research Service notes that one American strategy document called the nuclear program significantly degraded, while another said it was obliterated. Those are not interchangeable descriptions. Virtual Bob: Could a program be badly damaged and still recover? Jane River: Certainly in principle. The existence of another threat claim doesn't, on its own, prove the earlier damage was imaginary. But sweeping victory language creates an obligation to explain what survived, what recovered, and what new evidence changed the assessment. Otherwise the public is being asked to accept different accounts of the damage without an explanation connecting them. Jane River: Now return to February twenty twenty-six. Talks were under way again. On February twenty-sixth, Oman's foreign minister, Sayyid Badr Albusaidi, reported significant progress after negotiations in Geneva. Oman was mediating. His ministry said consultations would follow in Washington and Tehran, with technical discussions planned in Vienna the next week. Virtual Bob: That's the statement we started the episode with. Two days later, war. Jane River: And it establishes something narrower, but important: the diplomatic process had not simply vanished. There was an announced next step. Virtual Bob: It doesn't prove that a deal was about to be signed. Jane River: No. A mediator can see progress while participants still disagree about the central issues. We don't have a mutually accepted final text that lets us say peace was guaranteed. But claiming diplomacy was conclusively exhausted also goes beyond this record. Virtual Bob: What were they disagreeing about? Jane River: Reuters reported earlier that month that Washington wanted talks to include not just nuclear issues but missiles, armed partners and other Iranian behavior. Tehran wanted the negotiations confined to the nuclear issue. That's a dispute about what bargain is even being attempted. Virtual Bob: One side is trying to negotiate one locked door. The other wants the entire building inspected. Jane River: And the analogy has a limit: these are contested security interests, not a landlord's inspection. But yes, different definitions of the problem can prevent agreement even when both sides say they're willing to negotiate. Virtual Bob: That changes how I hear “Iran refused a deal.” Which deal? Which terms? Refused when? Jane River: Those questions aren't excuses for refusal. They're how we identify what happened. The same questions apply to claims that America rejected peace. A proposed concession, a mediator's optimism and a final enforceable agreement are different things. Virtual Bob: Then February twenty-eighth arrives. Jane River: The United States and Israel begin the new campaign. Trump's formal notification to Congress, dated March second, lists nuclear concerns, missile threats, protection of American forces and the homeland, maritime commerce, and collective defense of regional allies, including Israel. Virtual Bob: That's several reasons, not just one. Jane River: Yes. The letter is strong evidence of what the administration formally claimed. It is not independent verification of every factual assertion within the claim. Virtual Bob: What did Israel say about the timing? Jane River: Its military spokesman, Brigadier General Effie Defrin, explicitly described an operational opportunity: simultaneous strikes on gatherings of senior Iranian officials. He also alleged nuclear concealment and renewed missile production, and described a goal of severely weakening the ruling system and removing threats over time. Virtual Bob: An opportunity to hit leaders isn't the same clock as a nuclear breakout estimate. Jane River: Exactly. The public explanation itself contains more than one clock: what Iran might develop, and when the attackers believed they could strike effectively. That doesn't tell us which mattered most privately. It does mean we shouldn't narrate the timing as if a laboratory measurement automatically set the launch date. Virtual Bob: And then there was the disagreement inside the American explanation. Jane River: On March second, Secretary of State Marco Rubio told reporters that the United States knew Israel was going to act, expected Iran to retaliate against American forces, and struck first to reduce the casualties that retaliation could cause. Virtual Bob: Let me keep the order straight. Israel would attack Iran. Iran would then attack American forces. America attacked Iran before that expected response. Jane River: That's the sequence Rubio described. It is different from saying Iran was about to launch an unprovoked first attack regardless of what Israel or America did. Virtual Bob: Then President Trump said he thought Iran would strike first. Jane River: The next day, yes. Reuters reported that explanation alongside Rubio's earlier one. We shouldn't silently combine them into a single, consistent account. Nor should we pretend that a few public remarks reveal every piece of classified intelligence. Virtual Bob: Was there evidence supporting an imminent Iranian first strike? Jane River: Public reporting challenged that claim. Reuters reported, citing two people familiar with congressional staff briefings, that Pentagon officials had acknowledged there was no intelligence showing Iran planned to attack American forces first. That's reporting about a briefing, through unnamed sources—not a public release of the underlying intelligence. Virtual Bob: So it carries weight, but it doesn't turn us into people who have read the intelligence file. Jane River: Exactly. And it answers a specific question. Iran could possess dangerous missiles, have a record of violence, and threaten American interests without having an imminent, unprovoked attack under way on that particular date. Virtual Bob: What about the leadership opportunity? Was that just the military spokesman describing a successful opening move afterward? Jane River: Reuters later reported a conversation between Prime Minister Benjamin Netanyahu and Trump about a rare opportunity to strike senior leadership. Three sources briefed on the call believed it helped catalyze the final decision. Reuters said it could not determine exactly how Netanyahu's argument affected Trump. Virtual Bob: So we can say opportunity mattered in the account. We can't say we have a transcript proving one man talked the other into everything. Jane River: Correct. Claims about a puppet master are much larger than the evidence. These were leaders with their own preferences and responsibilities. Overlapping interests and persuasion are not the same as one government having no agency. Virtual Bob: And the objectives stretched beyond the nuclear sites. Jane River: They did. In an April White House statement, General Dan Caine described three military objectives: Iran's missile and drone capabilities, its navy, and its defense-industrial base. That is a narrower list of military tasks than all the political aspirations expressed around the war, but a much broader target set than nuclear enrichment alone. Virtual Bob: Different levels of the plan. Jane River: Potentially. A military task can serve a wider political purpose. So differing lists aren't automatically contradictions. The question is whether leaders explained how completing those tasks would produce the promised result—and what would happen if Iran's government survived and kept resisting. Virtual Bob: Give me the strongest security argument for acting. Not the version that's easiest to knock down. Jane River: Here is a reconstruction of the argument, not a quotation from a hidden meeting. Iran had dangerous conventional capabilities, a deeply troubling nuclear verification record, and knowledge that bombing could not erase. Its adversaries feared that waiting would allow defenses, missiles or protected facilities to become harder to defeat. If a rare targeting opportunity existed, leaders could see acting now as less dangerous than confronting a stronger opponent later. Virtual Bob: That logic doesn't require them to believe a nuclear weapon was ready tomorrow. Jane River: No. It can be an argument for preventing a future strategic position. But that's also why we must name it accurately. Preventing a feared future capability is not the same factual claim as stopping an attack already imminent. Virtual Bob: And if you're responsible for people who might be attacked, waiting for perfect certainty has a cost. Jane River: It can. No responsible analysis should pretend decision-makers get perfect information or cost-free options. The question is what level of evidence justifies which response—not whether uncertainty exists. Virtual Bob: Now the strongest argument against the decision. Jane River: A serious threat does not show that this war, at this moment, was necessary or likely to improve security. Talks remained active. Public nuclear evidence did not establish an imminent nuclear attack. And destroying targets did not guarantee control over Iran's future decisions, its remaining capabilities, or the regional consequences of retaliation. Virtual Bob: The alternative to a bad military option doesn't have to be pretending Iran is harmless. Jane River: Exactly. It could involve negotiated constraints, inspections, deterrence and other pressure. Each alternative has risks and limitations. But a fair comparison weighs plausible alternatives against the war actually likely to occur—not an idealized, swift military success against the worst imaginable diplomacy. Virtual Bob: And the same fairness goes the other way. Compare diplomacy that might actually be agreed and enforced, not a perfect agreement nobody has accepted. Jane River: That's the standard. The honest counterfactual is difficult. What would have happened otherwise cannot be observed directly. That is why a claim of necessity needs more than pointing to an enemy's objectionable behavior. Virtual Bob: Where does that leave your judgment? Jane River: The best-supported interpretation is a war chosen amid genuine security concerns, impaired verification and an opportunity to weaken an adversary. It is not a mechanically inevitable response to publicly established evidence of an imminent nuclear attack. That is our synthesis of the record, not a discovered confession of motive. Virtual Bob: Does that mean the war was illegal? Jane River: We need to separate two legal questions. First, when may a state use force against another state? Second, once fighting exists, how must it treat civilians and conduct attacks? A government cannot answer the second merely by insisting it is right about the first. Virtual Bob: Start with the decision to use force. Jane River: The United Nations Charter generally prohibits force against another state's territorial integrity or political independence. It allows collective security action through the Security Council and recognizes individual or collective self-defense against an armed attack. The American government invoked self-defense. Its claim has to be assessed against the applicable rules and the facts—not accepted because the label appears in a letter. Virtual Bob: Does self-defense require waiting until the missile lands? Jane River: Some states accept defensive force against an imminent attack before it arrives. The scope of that right is contested. Even the British government's publicly stated approach, which allows anticipatory self-defense, requires necessity and proportionality. It rejects using imminence as a cover for a war against a more remote future threat. Virtual Bob: So “the danger could get worse” isn't automatically the legal equivalent of “an attack is about to happen.” Jane River: Correct. And that's why the different public accounts matter beyond messaging. If the anticipated Iranian attack depended on an Israeli attack happening first, that raises different legal questions from an independently planned Iranian first strike. Calling either account “preemptive” doesn't resolve those questions. Virtual Bob: What about collective defense of an ally? Jane River: It doesn't erase the need to establish the conditions for self-defense. Nor do past hostility, bad government, or an opportunity to remove leaders create an unlimited permission to wage war. Those may be politically important facts. They don't replace the legal test. Virtual Bob: And Iran's response? Jane River: Must be assessed too. Being attacked does not create a general right to attack civilians or every neighboring state. At the emergency Security Council meeting on February twenty-eighth, Secretary-General António Guterres condemned the escalation and called for a return to diplomacy. Iran asserted that it was the victim of aggression. The United States defended its action as lawful. Those positions are part of the record, not a court judgment settling it. Virtual Bob: Then the second question: what happens during the fighting? Jane River: International humanitarian law requires distinction between military targets and civilians. It prohibits indiscriminate attacks. Even against a military target, expected incidental civilian harm cannot be excessive compared with the concrete and direct military advantage anticipated. And parties must take feasible precautions to reduce civilian harm. Virtual Bob: Proportionality doesn't mean each side is allowed the same number of dead. Jane River: No. It isn't a scoreboard. The targeting rule concerns the expected harm and anticipated military advantage of an attack. Civilian deaths require serious scrutiny; the number alone doesn't tell us everything about what those planning the attack knew or should have known. Virtual Bob: That can sound like a technical escape hatch. Jane River: It shouldn't be used as one. These rules require evidence about decisions, targeting and precautions. They are not permission to wave away civilians as unfortunate background. And deliberately attacking civilians is not made acceptable by declaring a large enough strategic goal. Virtual Bob: Have investigators made findings about this war? Jane River: In September, the independent United Nations fact-finding mission described a US strike on a primary school in Minab, in southern Iran, that killed children. It reported reasonable grounds to believe the United States committed war crimes in that strike and another attack. That is a serious investigative finding, not a criminal conviction by a court. The mission also examined Iranian abuses; those don't cancel the obligation to investigate external attacks. Virtual Bob: We don't have to choose which government's victims count. Jane River: Exactly. Civilians keep their protection whether their government is repressive, democratic, popular, hated, defending itself or attacking someone else. That is the point of separating their rights from the government's cause. Virtual Bob: After all those strikes and all those claims, can we say what happened to the nuclear danger? Jane River: Not with the certainty the slogans suggest. The agency's September report still could not establish the current size, composition or whereabouts of Iran's enriched-uranium stockpile. It lacked the required information and access. That is a continuing verification problem, not an inventory we can confidently fill in ourselves. Jane River: And on October twenty-seventh, agency chief Rafael Grossi told the Security Council that it had identified no activity repairing or reconstructing the nuclear facilities damaged in the twenty twenty-five and twenty twenty-six attacks. The Associated Press reported those remarks later that evening. He also sought inspectors' access. Virtual Bob: No observed reconstruction is important. But it isn't the same as having a complete inspection. Jane River: Exactly. It doesn't resolve the questions about material or possible unobserved activity. Virtual Bob: So destroyed buildings aren't the final report card. Jane River: No. A durable security outcome would need answers about remaining material, capabilities, access, commitments and enforcement. The military damage matters. So does whether the result leaves governments with more reliable knowledge or less. Virtual Bob: What evidence would actually change this assessment? Because “we don't know everything” can become a place to hide forever. Jane River: Verified inspections could establish what material remains and where. Authenticated orders or declassified intelligence could change our understanding of whether an attack or a weapons decision was imminent. Negotiating documents could show what concessions were offered and rejected. Those would answer different questions; none should be used as a shortcut around the others. Virtual Bob: Finding an undisclosed weapons activity would change the nuclear assessment. It wouldn't automatically tell us that every particular strike was lawful. Jane River: Right. And discovering that leaders exaggerated one threat wouldn't prove every other danger was invented. We should be willing to revise the claim the new evidence bears on, rather than use it to declare our preferred side right about everything. Virtual Bob: That's less satisfying than a single verdict. Jane River: But more useful if the aim is to understand decisions—and not repeat the same mistake with a different headline. Virtual Bob: The inspectors' number looked precise, but the date underneath it changed what it meant. Jane River: And we end with a distinction. There was evidence of a serious nuclear problem. There were leaders who argued that force was the answer. Those are two facts to investigate—not one fact repeated twice. Virtual Bob: The missing step is why this war was supposed to solve the problem better than the available alternatives. Jane River: And whether it did. That's how the nuclear story connects to the wider war we've followed: missiles, shipping, armed partners, civilians, and governments trying to turn damage into a settlement. A target can be destroyed in an afternoon. Establishing what peace requires is a different undertaking. Virtual Bob: We began with two days: a mediator reporting progress, then war. After this long history, I'm not sure one simple cause explains how the United States and Iran wound up here. Jane River: I don't think the evidence gives us one simple answer. It gives us several interlocking histories: foreign intervention and sovereignty, alliance and repression, revolution and hostages, invasion and a devastating war, nuclear risk and unsuccessful diplomacy, regional rivalries, and choices by leaders who faced different pressures. None of those makes the next decision automatic. Virtual Bob: That's important. If we say “history made them do it,” we let everybody making decisions today off the hook. Jane River: Right. History can explain why a threat feels credible, why an offer is hard to trust, or why a slogan carries force. It doesn't decide whether a particular action is lawful, wise or effective. Those require evidence about that action and its alternatives. Virtual Bob: What do you think is strongest in the argument that Iran's nuclear program was a serious problem? Jane River: The documented safeguards failures, enrichment and limits on verification are real reasons for concern. An assessment of past weapons-related work is also part of the historical record. The strongest version of the security argument says waiting could allow Iran to preserve or expand dangerous capabilities, while inspections and diplomacy had not resolved the problem. Virtual Bob: And what is the strongest challenge to the war decision? Jane River: A serious threat isn't by itself proof that a particular attack was necessary at a particular moment, that force would achieve a lasting result, or that alternatives had been exhausted. There were diplomatic contacts, uncertainty about what could be verified, and foreseeable risks to civilians and the region. Critics argue that strikes can damage facilities without resolving the political question, and can make later verification more difficult. Those are arguments to test against evidence, not a guarantee that diplomacy would have succeeded. Virtual Bob: The oil question is the same. We can see why the Gulf and its shipping routes matter, but that doesn't prove that taking oil was the hidden cause. Jane River: Yes. Strategic interest is not a confession of motive. The public record can establish the importance of oil and the dangers of disruption. A more specific claim about why a leader chose war needs more specific evidence. Virtual Bob: And the question of how Iranians feel about Americans doesn't have a one-word answer either. Jane River: No. We heard differing individual views and considered what surveys can and cannot tell us. A government, a demonstration, an exile, a Christian community or a poll sample does not speak for every Iranian. The same caution applies when anyone claims to speak for all Americans. Virtual Bob: And where does that leave someone who wants peace but doesn't want to pretend the security problems aren't real? Jane River: In a reasonable place to begin. Diplomacy has to deal with real security concerns, credible verification, and the interests of multiple governments and peoples. Protecting civilians and respecting their rights cannot wait for everyone to agree on the history. None of that makes an agreement easy. It makes the work of understanding and accountability more important. Virtual Bob: I think the thing I'll take away is that every time I heard the word “Iran,” I should have asked who we meant. Jane River: A useful question. A government can act. An armed group can act. Millions of people can have different hopes, fears and judgments. If this conversation made those distinctions a little clearer, it did its job. Virtual Bob: Thanks for taking the long road with us. Keep asking the questions that don't fit on a bumper sticker. Jane River: And keep looking at the evidence, especially when the answer feels too easy. We hope this opened your mind and fed your soul. TTFN, ta-ta for now! Join us next time, because Bob still has questions. Virtual Bob: Unfortunately.
