- 0:00You couldn't hear, we couldn't hear either. That's
- 0:04a good sign for the excitement this evening.
- 0:06Gentlemen, thank you for being here tonight,
- 0:08just days before voters here in New Hampshire
- 0:10make their decisions. The rules are simple and
- 0:14have been agreed to by all the campaigns. There
- 0:17will be 60 seconds to answer, and if another
- 0:20candidate is mentioned in that answer, that candidate
- 0:23will have 30 seconds to respond. There are green,
- 0:27yellow, and red lights that each candidate will
- 0:30see to signal when time is up, and they will
- 0:33also hear this sound. So let's get started. We
- 0:38welcome you all to the debate stage here tonight.
- 0:40We're going to tackle the issues Americans are
- 0:42most concerned about, the economy, ISIS, homeland
- 0:45security, and here in New Hampshire, some of
- 0:47the most heated rhetoric yet over who is best
- 0:49suited to step in on day one, who has the experience,
- 0:53who has the temperament to be commander -in -chief.
- 0:56Mr. Trump, Senator Cruz has said about you right
- 0:59here in New Hampshire this week, quote, I don't
- 1:01know anyone who would be comfortable with someone
- 1:03who behaves this way having his finger on the
- 1:05button. Reliable to wake up one morning, and
- 1:07if he were president, he would nuke Denmark,
- 1:09saying, quote, that's not the temperament of
- 1:12a leader to keep this country safe. I wanted
- 1:14to give you the opportunity to respond to this
- 1:16and to tell the American people tonight why you
- 1:18do have the temperament to be commander -in -chief.
- 1:21I actually think I have the best temperament.
- 1:23I built a massive corporation. I employ thousands
- 1:25and thousands of people. I've gotten along with
- 1:28people for years and years, have tremendous relationships
- 1:31with many people, including politicians on both
- 1:33sides. And no matter how you cut it, when I came
- 1:37out... I hit immigration. I hit it very hard.
- 1:41Everybody said, oh, the temperament, because
- 1:43I talked about illegal immigration. Now everybody's
- 1:46coming to me. They're all trying to say, oh,
- 1:47well, he's right. We have to come to him. I hit
- 1:50other things. I talked about Muslims. We have
- 1:52a problem. Nobody else wanted to mention the
- 1:54problem. I brought it up. I took a lot of heat.
- 1:57We have to have a temporary something, because
- 1:59there's something going on that's not good. And
- 2:02remember this. I'm the only one up here. When
- 2:04the war in Iraq... I was the one that said, don't
- 2:07go, don't do it, you're going to destabilize
- 2:09the Middle East. So I'm not one with a trigger.
- 2:11I'm not one with a trigger. Other people up here,
- 2:14believe me, would be a lot faster. But I'll build
- 2:16the military stronger, bigger, better than anybody
- 2:19up here, and nobody's going to mess with us.
- 2:22That I can tell you. Mr. Trump, thank you. I
- 2:24want to bring this back to Senator Cruz, then.
- 2:26Because, Senator, you did say of Trump's behavior
- 2:28this week, that's not the temperament of a leader
- 2:30to keep this country safe. Why not? Well, you
- 2:33know, David, the assessment the voters are making
- 2:35here in New Hampshire and across the country
- 2:38is they're evaluating each and every one of us.
- 2:40They are looking to our experience. They're looking
- 2:43to our knowledge. They're looking to our temperament
- 2:45and judgment. They're looking to our clarity
- 2:48of vision and our strength of resolve. The world
- 2:50is getting much more dangerous. We've had seven
- 2:53years with Barack Obama in the Oval Office, a
- 2:55commander -in -chief that is unwilling even to
- 2:59acknowledge the enemy we're facing. who in the
- 3:03wake of Paris, in the wake of San Bernardino,
- 3:06will not even use the words radical Islamic terrorism,
- 3:09much less focus on defeating the enemy. I am
- 3:14convinced every individual standing on this stage
- 3:16would make a much better commander -in -chief
- 3:19than Barack Obama or Hillary Clinton or Bernie
- 3:21Sanders. And the primary voters... are making
- 3:25the assessment for each of us who is best prepared
- 3:28to keep this country safe, to rebuild the military,
- 3:31to rebuild our Navy, our Air Force, our Army,
- 3:34our Marines, and to ensure that we keep America
- 3:36safe. Senator Cruz, I did ask about Mr. Trump.
- 3:39You said he doesn't have the temperament to be
- 3:41commander -in -chief. Do you stand by those words?
- 3:43I think that is an assessment the voters are
- 3:45going to make, and they're going to make it of
- 3:46each and every one of us. They are going to assess
- 3:48who is level -headed, who has clear vision, who
- 3:53has judgment. who can confront our enemies, who
- 3:56can confront the threats we face in this country,
- 3:58and who can have the judgment when to engage
- 4:03and when not to engage. Both are incredibly important
- 4:07for a commander -in -chief, knowing how to go
- 4:09after our enemies. In the case of Iran, for example,
- 4:12who has the clarity of vision to understand that
- 4:15the Ayatollah Khamenei, when he chants, death
- 4:18to America, he means it. We need a president.
- 4:22with the judgment and resolve to keep this country
- 4:24safe from radical Islamic terrorists. Senator
- 4:26Cruz, thank you. We're going to continue on this
- 4:28notion of readiness and experience. Am I allowed
- 4:30to respond? I have to respond. If you'd like
- 4:32to respond, Mr. Trump. First of all, I respect
- 4:33what Ted just said. But if you noticed, he didn't
- 4:36answer your question. And that's what's going
- 4:39to happen. It's okay. That's what's going to
- 4:44happen with our enemies and the people we compete
- 4:47against. We're going to win with Trump. We're
- 4:49going to win. We don't win anymore. Our country
- 4:52doesn't win anymore. We're going to win with
- 4:53Trump and people back down with Trump. And that's
- 4:56what I like. And that's what the country is going
- 4:58to like. Mr. Trump, thank you. And we're going
- 5:00to continue on this notion of readiness and on
- 5:03experience. But I do want to ask about a headline
- 5:06that was back in the papers again this morning.
- 5:08Dr. Carson, on the day of the Iowa caucuses,
- 5:10the Cruz campaign sent out messages and voicemails
- 5:13saying, quote, breaking news. Dr. Ben Carson
- 5:16will be planning to suspend his campaign following
- 5:18tonight's caucuses. Please inform any Carson
- 5:21caucus goers of this news. But as we can all
- 5:24see, you're still standing here tonight. Late
- 5:27this week, your campaign sent this email. Quote,
- 5:29this kind of deceitful behavior is why the American
- 5:32people don't trust politicians. If Senator Cruz
- 5:35does not act, then he clearly represents D .C.
- 5:38values. What kind of action do you think Senator
- 5:40Cruz should take? Well, you know, when I wasn't
- 5:44introduced, number two, as was the plan, I thought
- 5:47maybe he thought I already had dropped out. But,
- 5:49you know, today is the 105th anniversary or 105th
- 5:59birthday of Ronald Reagan. His 11th commandment
- 6:02was not to speak ill of another Republican. So
- 6:06I'm not going to use this opportunity to savage
- 6:09the reputation of Senator Cruz. But I will say
- 6:13that I was very disappointed. that members of
- 6:21his team thought so little of me that they thought
- 6:26that after having hundreds, if not thousands,
- 6:30of volunteers and college students who sacrificed
- 6:34their time and were dedicated to the cause, one
- 6:38even died, to think that I would just walk away
- 6:42ten minutes before the caucus and say, forget
- 6:45about you guys. I mean, who would do something
- 6:48like that? Now, I don't think anyone on this
- 6:50stage would do something like that. And to assume
- 6:53that someone would, what does that tell you?
- 6:56So, unfortunately, it did happen. It gives us
- 7:01a very good example of certain types of Washington
- 7:06ethics. Washington ethics basically says, if
- 7:11it's legal, you do what you need to do in order
- 7:14to win. That's not my ethics. My ethics is you
- 7:18do what's right. Senator Cruz, Dr. Carson, thank
- 7:23you. Senator Cruz, you have said that Dr. Carson
- 7:28and his wife have become friends of yours. I'm
- 7:30curious, why didn't you call ahead of time, either
- 7:33the doctor or his wife, or have your campaign
- 7:35check in with the other campaign before sending
- 7:37out those messages? Ben is a good and honorable
- 7:42man, and Ben and Candy have become friends. He
- 7:45has an amazing life story that has inspired millions,
- 7:48including me. When this transpired, I apologized
- 7:51to him then and I do so now. Ben, I'm sorry.
- 7:55Let me tell you the facts of what occurred for
- 7:57those who are interested in knowing. On Monday
- 8:00night, about 6 .30 p .m., CNN reported that Ben
- 8:04was not going from Iowa to New Hampshire or South
- 8:07Carolina. Rather, he was, quote, taking a break
- 8:10from campaigning. They reported that on television,
- 8:14CNN's political anchors, Jake Tapper and Dana
- 8:18Bash and Wolf Blitzer, said it was highly unusual
- 8:21and highly significant. My political team saw
- 8:26CNN's report breaking news, and they forwarded
- 8:29that news to our volunteers. It was being covered
- 8:31on live television. Now, at the time, I was at
- 8:34the caucuses. I was getting ready to speak at
- 8:36the caucuses, just like Ben was, just like everyone
- 8:38else was. I knew nothing about this. A couple
- 8:41hours later, I found out about it. I was told
- 8:43that Ben was unhappy. I called him that evening
- 8:46because I respect him very, very highly. I didn't
- 8:48reach him that evening. I reached him the next
- 8:51day and apologized. He asked me then, he said,
- 8:54Ted, would you make this apology in public? I
- 8:56said, yes, I will. And I did so. I regret that
- 9:01subsequently CNN reported on that. They didn't
- 9:03correct that story until 915 that night. So from
- 9:06630 p .m. to 915, that's what CNN was reporting.
- 9:11Subsequent to that initial report, Ben's campaign
- 9:13put out a statement saying that he was not suspending
- 9:16his campaign. I wish. that our campaign staff
- 9:20had forwarded that statement. They were unaware
- 9:22of it. I wish that they had. That's why I apologized.
- 9:26Senator Cruz, thank you. We're going to move
- 9:28on here and back to the issues. Since I was mentioned...
- 9:31Dr. Carson, please. This is great. You guys,
- 9:32I want you to all mention me when you say something.
- 9:39In fact, the timeline indicates that that initial
- 9:44tweet from CNN... was followed by another one
- 9:49within one minute that clarified that I was not
- 9:53dropping out. So what happened to that one, it
- 9:56is unclear. But the bottom line is we can see
- 10:00what happened. Everybody can see what happened,
- 10:02and you can make your own judgment. Dr. Carson,
- 10:04thank you. Thank you, Doctor. Senator Rubio,
- 10:07I want to stay on the issue of readiness to be
- 10:11president and experience and questions about
- 10:13you being a first -term senator. Governor Christie
- 10:16warning voters here in New Hampshire against
- 10:18voting for another first -term senator, as America
- 10:20did with Barack Obama in 2008, arguing that you
- 10:24are, quote, not ready to be president of the
- 10:25United States. And Senator Santorum, who we all
- 10:28know dropped out of the race just this week and
- 10:30endorsed you, had a hard time, when asked on
- 10:33national television, listing your accomplishments
- 10:35as senator. Tonight, what are your accomplishments
- 10:37in the Senate? that demonstrate you're ready
- 10:40to be president of the United States. Well, let
- 10:42me say, from protecting the people of Florida
- 10:44from imminent domain abuse, to bringing accountability
- 10:46to the VA, to the Girls Count Act, to sanctioning
- 10:50terrorist groups, I'm proud of my service in
- 10:52the United States Senate and before that in the
- 10:53Florida legislature. I will say, if politics
- 10:56becomes and the presidency becomes about electing
- 10:58the people who have been in Congress or in the
- 11:00Senate the longest, we should all rally around
- 11:02Joe Biden. He's been around a thousand years.
- 11:04He's passed hundreds of bills. And I don't think
- 11:06any of us believe Joe Biden should be president
- 11:08of the United States. And let's dispel once and
- 11:11for all with this fiction that Barack Obama doesn't
- 11:13know what he's doing. He knows exactly what he's
- 11:15doing. Barack Obama is undertaking a systematic
- 11:18effort to change this country, to make America
- 11:21more like the rest of the world. That's why he
- 11:23passed Obamacare and the stimulus and Dodd -Frank
- 11:25and the deal with Iran. It is a systematic effort
- 11:28to change America. When I'm president of the
- 11:30United States, we are going to re -embrace all
- 11:32the things that made America the greatest nation
- 11:35in the world, and we are going to leave our children
- 11:37what they deserve, the single greatest nation
- 11:39in the history of the world. Senator Rubio, thank
- 11:41you. I do want to ask Governor Christie. Governor
- 11:46Christie, you said, fool me once, shame on you.
- 11:48Fool me twice, shame on me, when it comes to
- 11:51electing a first -term senator. You heard Senator
- 11:53Rubio make the case that he does have the experience.
- 11:55Your response? Sure. First, let's remember something.
- 11:59Every morning when a United States senator wakes
- 12:01up, they think about, what kind of speech can
- 12:03I give or what kind of bill can I drop? Every
- 12:05morning when I wake up, I think about, what kind
- 12:08of problem do I need to solve for the people
- 12:10who actually elected me? It's a different experience.
- 12:13It's a much different experience. And the fact
- 12:15is, Marco, you shouldn't compare yourself to
- 12:17Joe Biden. And you shouldn't say that that's
- 12:19what we're doing. Here's exactly what we're doing.
- 12:21You have not been involved in a consequential
- 12:23decision where you had to be held accountable.
- 12:26You just simply haven't. And the fact is, when
- 12:33you talk about the Hezbollah Sanctions Act that
- 12:36you list as one of your accomplishments and just
- 12:37did, you weren't even there to vote for it. That's
- 12:39not leadership. That's truancy. The fact is that
- 12:43what we need to do... What we need to have in
- 12:46this country is not to make the same mistake
- 12:47we made eight years ago. The fact is it does
- 12:49matter when you have to make decisions to be
- 12:51held accountable for them. It does matter when
- 12:53the challenges don't come on a list of a piece
- 12:55of paper of what to vote yes or no every day,
- 12:57but when the problems come in from the people
- 12:59that you serve. I like Marco Rubio, and he's
- 13:02a smart person and a good guy, but he simply
- 13:04does not have the experience to be President
- 13:06of the United States and make these decisions.
- 13:08We've watched it happen, everybody. For the last
- 13:10seven years, the people of New Hampshire are
- 13:12smart. Do not make the same mistake again. I
- 13:20think the experience is not just what you did,
- 13:24but how it worked out. Under Chris Christie's
- 13:27governorship of New Jersey, they've been downgraded
- 13:29nine times in their credit rating. This country
- 13:31already has a debt problem. We don't need to
- 13:33add to it by electing someone who has experience
- 13:35at running up and destroying the credit rating
- 13:37of his state. But I would add this. Let's dispel
- 13:40with this fiction that Barack Obama doesn't know
- 13:42what he's doing. He knows exactly what he's doing.
- 13:44He is trying to change this country. He wants
- 13:47America to become more like the rest of the world.
- 13:49We don't want to be like the rest of the world.
- 13:51We want to be the United States of America. And
- 13:53when I'm elected president, this will become,
- 13:55once again, the single greatest nation in the
- 13:57history of the world, not the disaster Barack
- 13:59Obama has imposed upon us. Senator Rubio, thank
- 14:02you. I do want to bring in Governor Bush on this
- 14:03because you made this. If you'd like to respond
- 14:05to the economic... I think he directly mentioned
- 14:07me in my record in there. So I think I get a
- 14:09chance to respond. You see, everybody, I want
- 14:11the people at home to think about this. That's
- 14:13what Washington... D .C. does. The drive -by
- 14:16shot at the beginning with incorrect and incomplete
- 14:18information, and then the memorized 25 -second
- 14:21speech that is exactly what his advisors gave
- 14:24him. See, Marco, the thing is this. When you're
- 14:32President of the United States, when you're Governor
- 14:34of a state, The memorized 30 -second speech where
- 14:37you talk about how great America is at the end
- 14:39of it doesn't solve one problem for one person.
- 14:41They expect you to plow the snow. They expect
- 14:44you to get the schools open. And when the worst
- 14:45natural disaster in your state's history hits
- 14:48you, they expect you to rebuild their state,
- 14:50which is what I've done. None of that stuff happens
- 14:52on the floor of the United States Senate. It's
- 14:54a fine job. I'm glad you ran for it. But it does
- 14:57not prepare you for president of the United States.
- 15:04Chris. Chris, your state got hit by a massive
- 15:07snowstorm two weeks ago. You didn't even want
- 15:09to go back. They had to shame you into going
- 15:11back. And then you stayed there for 36 hours,
- 15:14and then he left and came back to campaign. Those
- 15:17are the facts. Here's the bottom line. This notion
- 15:19that Barack Obama doesn't know what he's doing
- 15:20is just not true. There it is. He knows exactly
- 15:22what he's doing. There it is, the memorized 25
- 15:24-second speech. That's the reason why this campaign
- 15:27is so important. Because I think this notion,
- 15:29I think this is an important point. We have to
- 15:31understand what we're going through here. We
- 15:33are not facing a president that doesn't know
- 15:35what he's doing. He knows what he is doing. That's
- 15:38why he's done the things he's done. That's why
- 15:40we have a president that passed Obamacare and
- 15:43the stimulus. All this damage he's done to America
- 15:45is deliberate. This is a president that's trying
- 15:48to redefine this country. That's why this election
- 15:50is truly a referendum on our identity as a nation,
- 15:53as a people. Our future is at stake. This election
- 15:56is not about the past. It is about what kind
- 15:58of country this is going to be in the 21st century.
- 16:01And if we elect someone like Barack Obama, a
- 16:03Hillary Clinton, a Bernie Sanders, or anyone
- 16:05like that, our children are going to be the first
- 16:07Americans that inherit a diminished country that
- 16:09will not have an environment. Governor Christie,
- 16:11we will... You know what the shame is? You know
- 16:14what the shame is, Marco? The shame is that you
- 16:16would actually criticize somebody for showing
- 16:18up to work, plowing the streets, getting the
- 16:20trains run back on time, when you've never been
- 16:22responsible for that in your entire life. He
- 16:25didn't want to go back. And the fact is, I went
- 16:29back, it got done, and here's... He didn't want
- 16:30to go back. I went back... Oh, so wait a second.
- 16:33Is that one of the skills you get as a United
- 16:35States Senator, ESP also? Chris, everybody, you
- 16:38said you weren't going to go back. The fact is,
- 16:40Marco. He told everyone he wasn't going to go
- 16:41back. And they had to shame him into going back.
- 16:43Marco, because. And then when he decided to go
- 16:45back, he criticized the young lady saying, what
- 16:47am I supposed to do, go back with a mop? By the
- 16:49way, it gets very unruly when he gets off his
- 16:53talking points. Thank you, Governor. I will mention
- 16:55you. It's your record. It's not a talking point.
- 16:57It's your record. Governor Bush, I'll mention
- 17:00your name so that you can come in on this. And
- 17:02I do want to bring you in on this. I want to
- 17:04bring you in on this because you've made this
- 17:06central to your campaign right here in New Hampshire
- 17:08in the last couple of days. But four years ago,
- 17:10you said of Senator Rubio, he was ready to be
- 17:13vice president. You spoke of his experience as
- 17:15well. You said he has the fortitude to be a good
- 17:17president. But just this week, you said Senator
- 17:20Rubio accomplished, quote, nothing in the Senate.
- 17:23How do you square the two? Well, first of all,
- 17:25he said the exact same thing about me, that I
- 17:27would make a great vice presidential nominee
- 17:29when Mitt Romney was considering. I said the
- 17:31same thing about Marco. I think we were both
- 17:33right at the time, and Mitt picked somebody else.
- 17:36So let's move on to the 2016 race. Who has the
- 17:39leadership skills to lead? And I'm proud of the
- 17:46fact that I have 12 Medal of Honor recipients,
- 17:48over 30 admirals and generals that believe that
- 17:51I would be a steady hand as commander -in -chief.
- 17:53that I served as governor of the state of Florida
- 17:56where we cut taxes and reduced government. I
- 18:00took on very powerful interests, forged consensus,
- 18:02fought for my beliefs, implemented them. The
- 18:04state was better off. We had eight hurricanes
- 18:06and four tropical storms in 16 months. The whole
- 18:10state was turned upside down. It required a steady
- 18:14hand. Leadership. You learn this. You learn it
- 18:17by doing it. It's not something that you show
- 18:19up and on the job do it. It's not to say, look,
- 18:23let's be clear. Marco Rubio is a gifted, gifted
- 18:25politician. And he may have the skills to be
- 18:29a president of the United States. But we've tried
- 18:31it the old way with Barack Obama, with soaring
- 18:33eloquence. And we got, we didn't get a leader.
- 18:36We got someone who wants to divide the country
- 18:37up. The next president is going to have to forge
- 18:39consensus to bring about a set of common purposes
- 18:42so that we can move forward again. We're going
- 18:44to continue with leadership now and more time.
- 18:48Senator Cruz, you are a first -term senator as
- 18:51well. Your opponents say you, like Senator Rubio,
- 18:55are not prepared to be commander -in -chief.
- 18:58You have talked off about threats we face in
- 19:01the Mideast. It was reported just moments ago
- 19:05that the North Koreans test -launched an intercontinental
- 19:09ballistic missile. North Korea has nuclear weapons
- 19:12and conducted another nuclear test just last
- 19:16month. The missile that was launched is the kind
- 19:19the North Koreans hope could someday carry a
- 19:21nuclear weapon capable of reaching the United
- 19:25States. How would you respond if Commander -in
- 19:28-Chief to that launch? Well, I would note initially
- 19:31the fact that we're seeing the launch and we're
- 19:33seeing the launch from a nuclear North Korea
- 19:35is the direct result of the failures of the first
- 19:39Clinton administration. The Clinton administration
- 19:41led the world in relaxing sanctions against North
- 19:44Korea. Billions of dollars flowed into North
- 19:46Korea in exchange for promises not to build nuclear
- 19:49weapons. They took those billions and built nuclear
- 19:52weapons. And I would note also the lead negotiator
- 19:56in that failed North Korea sanctions deal was
- 19:58a woman named Wendy Sherman. who Barack Obama
- 20:01and Hillary Clinton promptly recruited to come
- 20:04back to be the lead negotiator with Iran. So
- 20:07what we are seeing with North Korea is foreshadowing
- 20:10of where we will be with Iran. With respect to
- 20:12North Korea and what we should do now, one of
- 20:14the first things we should do is expand our missile
- 20:17defense capacity. We ought to put missile defense
- 20:19interceptors in South Korea. South Korea wants
- 20:21them. And one of the real risks of this launch,
- 20:24North Korea wants to launch a satellite. And
- 20:27one of the greatest risks of the satellite is
- 20:29they would place a nuclear device in the satellite
- 20:31as it would orbit around the Earth, and as it
- 20:33got over the United States, they would detonate
- 20:35that nuclear weapon and set off what's called
- 20:37an EMP, an electromagnetic pulse, which could
- 20:40take down the entire electrical grid on the eastern
- 20:43seaboard, potentially killing millions. We need
- 20:46to harden the grid to defend ourselves, and we
- 20:48need missile defense to protect ourselves against
- 20:50North Korea. Well, let me ask you this. If you
- 20:54were commander -in -chief tonight, Would you
- 20:57have ordered the U .S. military to destroy that
- 21:00missile preemptively on the launch pad to prevent
- 21:04North Korea from becoming an even graver threat?
- 21:08You know, at this point, I'm not going to speculate
- 21:10on that without the intelligence briefing that
- 21:12any commander -in -chief would have knowing what
- 21:14exactly is there. One of the real problems...
- 21:17Senator Cruz, let me tell you this. You have
- 21:19talked tough about the Mideast. You haven't gotten
- 21:21those intelligence briefings about that. Why
- 21:24not tell us whether you would... preemptively
- 21:26strike a missile on a launch pad that threatens
- 21:29the U .S.? Actually, with respect, I have gotten
- 21:30the intelligence briefings on the Mideast. Those
- 21:33have been going on for many years. I haven't
- 21:35gotten the intelligence briefing tonight on what
- 21:37North Korea is doing because I'm here in New
- 21:39Hampshire. And when you're responding to an immediate
- 21:42incident, you need to know the intelligence of
- 21:44what's occurring. But what I was saying, look,
- 21:46it is qualitatively different. dealing with a
- 21:49country once they have nuclear weapons. It's
- 21:51why you prevent them from getting nuclear weapons
- 21:53in the first place, because your hands are somewhat
- 21:56tied once they have nukes. It's why this Iranian
- 21:59nuclear deal is so catastrophic, and it's why
- 22:02I pledged on the very first day in office to
- 22:05rip to shreds this Iranian nuclear deal so we're
- 22:08not sitting here in five years wondering what
- 22:11to do about an Iranian missile launch when they
- 22:13have nuclear weapons. The stakes are too high
- 22:15for that. Okay, Senator Cruz, I will say that.
- 22:18That missile has been sitting there for quite
- 22:19some time, and they have had eyes on it. Martha,
- 22:22just to clarify on that point, because he's right,
- 22:24and one more thing to point, it is standard procedure
- 22:26of the United States to shoot down those missiles
- 22:28once launched if they pose a threat to civilians,
- 22:30land, or ships. Senator Rubio, I'm talking about
- 22:32a preemptive strike on the launch pad. No, I
- 22:34understand, but I think it's important to note
- 22:37that it is, and Senator Cruz, I think, was alluding
- 22:40to this as well, it is the standard procedure
- 22:42of the United States if, in fact, those missiles
- 22:44pose a threat to land, civilians, our allies,
- 22:46or any of ours. assets to shoot down that missile
- 22:49in mid -flight. I understand your question was
- 22:51about a preemptive strike, but my point is that
- 22:53there is in place now contingencies to avoid
- 22:55any sort of that strike from going errant and
- 22:58destroying any assets of the United States or
- 23:01implicating or hurting any of our allies or any
- 23:03of our assets in the region. Okay. Thank you,
- 23:06Senator Rubio. Governor Kasich, how would you
- 23:08respond to tonight's launch? Well, we've got
- 23:10to step up the pressure. And by the way, I've
- 23:12got to say, after being here, every one of my
- 23:14100 town hall meetings in New Hampshire, We're
- 23:17a lot more fun than what I saw here today. We're
- 23:19so much more positive. Look, in terms of North
- 23:22Korea, Martha, we have to make sure that we intercept
- 23:25both the ships and their aircraft because what
- 23:28they're trying to do is to proliferate this very
- 23:31dangerous material along with the technology,
- 23:35the instruments that can be used for mass destruction.
- 23:38That's what I worry about the most, frankly,
- 23:41is non -state actors, people who don't have a
- 23:44uniform, people who don't have a country. who
- 23:47can spread this, who are not subject to the mutual
- 23:51assured defense. In other words, you strike us,
- 23:53we strike you. Some of these radicals, they don't
- 23:56care about that. That's what I worry about for
- 23:58my children and for their children going forward.
- 24:01So we have to be very tough. And we should tell
- 24:03the Chinese, look, if you're not going to do
- 24:05this, ballistic missile defense to Koreans, ballistic
- 24:08missile defense to Japan. And by the way, we
- 24:10should impose the same kind of sanctions on North
- 24:13Korea that we imposed on Iran. Because they're
- 24:15able to shift money. They're able to send money
- 24:18and receive money. We've got to be very tough
- 24:20on this. And frankly, I think we could have let
- 24:23the Japanese know that if you want to take action
- 24:26on that missile that's rising, you want to take
- 24:30action, you will have our support if that's what
- 24:33you think is the best thing to do. We cannot
- 24:35continue. to be weak in the face of the North
- 24:39Koreans or, frankly, in the entire rest of the
- 24:41world. Martha, this relates to strategic patience.
- 24:45This relates to the strategic patience of the
- 24:48Obama administration. They come up with these
- 24:49great marketing terms, and what they do is they
- 24:52pull back, and voids are filled, and they're
- 24:54now filled by asymmetric threats of terror as
- 24:56well as nation states on the run. The next president
- 24:59of the United States is going to have to get
- 25:00the United States back in the game, and if a
- 25:02preemptive strike is necessary to keep us safe,
- 25:04then we should do it. Thank you, Governor Bush.
- 25:09Mr. Trump, do you have a red line with North
- 25:13Korea? Would you consider military action, and
- 25:16how far would you let them go? Well, let me say
- 25:18a couple of things. First of all, Marco said
- 25:20earlier on that President Obama knows exactly
- 25:23what he's doing, like we have this president
- 25:26that really knows. I disagree respectfully with
- 25:30Marco. I think we have a president who, as a
- 25:33president, is totally incompetent, and he doesn't
- 25:36know what he's doing. I think he has no idea
- 25:38what he's doing, and our country is going to
- 25:41hell. So I just want to say we disagree on that.
- 25:45Is that okay? Yeah, I got mentioned. Can I respond?
- 25:49I'd like to finish the question, please. As to
- 25:51North Korea. We have tremendous has been just
- 25:55sucked out of our country by China. China says
- 25:59they don't have that good a control over North
- 26:01Korea. They have tremendous control. I deal with
- 26:04the Chinese all of the time. I do tremendous
- 26:06business. The largest bank in the world is in
- 26:08one of my buildings in Manhattan. I deal with
- 26:10them. They tell me. They have total, absolute
- 26:13control, practically, of North Korea. They are
- 26:16sucking trillions of dollars out of our country.
- 26:19They're rebuilding China with the money they
- 26:21take out of our country. I would get on with
- 26:24China, let China solve that problem. They can
- 26:27do it quickly and surgically. That's what we
- 26:30should do with North Korea. Senator Rubio, you
- 26:33were mentioned. Here's the broader point as well,
- 26:37and I think it touches on what Donald just mentioned.
- 26:39Barack Obama views America as this arrogant global
- 26:42power that needed to be cut down to size. This
- 26:45is a president that views this country as a country
- 26:48that's been too powerful in the world and we
- 26:50create problems around the world. For example,
- 26:52it's one of the reasons why he has betrayed Israel.
- 26:55Because he believes if we create separation from
- 26:57Israel, it will help our relations in the Islamic
- 26:59world. The same is happening in the Asia -Pacific
- 27:02region, with accommodations to North Korea. North
- 27:05Koreans should be back on the list of terrorist
- 27:07nations, as an example. And Donald's absolutely
- 27:09right. China does have a lot of influence over
- 27:11North Korea. And he should be leveraging our
- 27:13relationship with the Chinese to ensure that
- 27:16North Korea no longer has access to the resources
- 27:18that have allowed a country that has no economy
- 27:21to develop long -range missiles already capable
- 27:24of... reaching the west coast of the united states
- 27:26potentially thank you very much senator rubio
- 27:28governor bush another problem facing the commander
- 27:30in chief right now is that north korea is currently
- 27:33detaining an american college student what would
- 27:36you do to get that college student back home
- 27:39well first of all it's interesting that that
- 27:41happened literally days when this hostage release
- 27:44took place but in iran a day or two days afterwards
- 27:47north korea took a held an American student hostage.
- 27:52I think it's when we send a signal of weakness,
- 27:55when we're negotiating to release people that
- 27:57committed crimes in our country for people that
- 27:59didn't commit crimes that are held hostage in
- 28:01Iran, we saw the shameful treatment of our sailors,
- 28:04that this creates weakness, sends a signal of
- 28:07weakness around the world. The next president
- 28:09of the United States is going to have to get
- 28:11back in the game, where the United States' word
- 28:13matters, where we back up our allies, where we
- 28:16don't send signals of weakness. We need to use
- 28:19every influence possible to get this student
- 28:21back. And I think John is right about this. There
- 28:24are crippling sanctions that are available as
- 28:27it relates to the two or three banks that North
- 28:29Korea uses to use its illicit trade. And we ought
- 28:33to reestablish those sanctions, not just because
- 28:35of the student, but because of their actions
- 28:37that they're taking right now as it relates to
- 28:39building this missile capability. Governor Christie,
- 28:41I want to go to you on the same question. Would
- 28:47you negotiate with North Korea? No, let's make
- 28:49something very clear. I learned seven years as
- 28:52a federal prosecutor in dealing with types of
- 28:54situations like we're talking about in North
- 28:56Korea, where criminals take people hostage. You
- 28:58never pay ransom to the criminals, ever. You
- 29:02never pay ransom to the criminals. Everyone out
- 29:04at home watching tonight understands that principle.
- 29:06And so what you need to do is to engage in a
- 29:08much different way with these folks. They do
- 29:11not understand anything but toughness and strength.
- 29:15And we need to engage the Chinese to deal with
- 29:17the North Koreans. But we also need to make sure
- 29:20that they understand there's a commander in chief
- 29:21who will not pay ransom for any hostage. This
- 29:24president and his former secretary of state are
- 29:27for paying ransom for hostages. When you do that,
- 29:30you endanger even more Americans around the world
- 29:33to be the subject of this type of hostage taking
- 29:35and illegal detention. You need a strong commander
- 29:38in chief who will look these folks in the eye
- 29:39and say, we will not put up with this and we
- 29:42will take whatever actions we need to take. not
- 29:44only to get our people home safely, but to swiftly
- 29:46and surely punish those who believe they can
- 29:49violate the law and violate Americans' sovereign
- 29:52rights to travel the world freely and safely.
- 29:55This is unacceptable, and this is why this president
- 29:57is so weak and why the Secretary of State, who's
- 30:00embracing a third Barack Obama term, would be
- 30:02even weaker. Thank you very much, Governor Christensen.
- 30:05David. Martha, we're going to turn to immigration
- 30:08now, and I want to bring in Governor Kasich,
- 30:10because you told us in an ABC interview, Governor,
- 30:12quote, it is completely ridiculous to think that
- 30:15we're going to go into neighborhoods, grab people
- 30:16out of their homes, and ship people back to Mexico.
- 30:19Adding, quote, that's not where the party is.
- 30:21The party is not for deporting 11 .5 million
- 30:24people. But Mr. Trump and Senator Cruz, who've
- 30:27made deportation central to their campaigns,
- 30:30top the national polls. So my question for you,
- 30:33are you not where the voters are? Well, you know,
- 30:36David, I've spent a lot of time here in this
- 30:38state, as I mentioned earlier, and we have to
- 30:41have practical solutions, just like we were just
- 30:43talking about a few minutes ago on North Korea.
- 30:46Look, the situation is we need to finish the
- 30:48border. It has to be completed. Just like we
- 30:51lock our doors at night, the country has to be
- 30:53able to lock its doors. And we can have a guest
- 30:56worker program where people can come in and out
- 30:58in an orderly way. And then for the 11 .5 million
- 31:01that are here, If they have not committed a crime
- 31:04since they've been here, I believe they ought
- 31:06to pay some back taxes, pay a fine, never get
- 31:09on the path to citizenship, but get legalization.
- 31:13I couldn't even imagine how we would even begin
- 31:16to think about taking a mom or a dad out of a
- 31:20house when they have not committed a crime since
- 31:22they've been here, leaving their children in
- 31:24the house. I mean, that is not, in my opinion,
- 31:28the kind of values that we believe in. And secondly,
- 31:31I think at the end of the day that Americans
- 31:34would support a plan like this. I think Congress
- 31:36would pass a plan to finish the border, guest
- 31:38worker, pay a fine, a path to legalization, and
- 31:41not citizenship. And we've got to get this done.
- 31:44And I will tell you this. Within the first hundred
- 31:46days that I am president, I will put that proposal
- 31:49to the Congress. And I will tell you, as a former
- 31:52congressman and an executive in Ohio, I can promise
- 31:56you that I believe you'll get the votes to pass
- 31:58that, and we can move on with that issue and
- 32:00protect our border. Governor Kasich, thank you.
- 32:02I want to bring this next to Senator Cruz. You
- 32:07heard what the governor said. He said we need
- 32:08practical solutions. And you've said, I don't
- 32:10intend to send jackboots to knock on doors. That's
- 32:13not how we enforce the law for any crime. So
- 32:16what is your plan? How will you deport 11 .5
- 32:18billion undocumented people? And be specific,
- 32:21how would you do it? So in terms of a practical
- 32:23solution, I've laid out the most detailed plan.
- 32:26for solving illegal immigration. It's 11 pages,
- 32:29single spaced, chapter and verse. It's on our
- 32:31website, tedcruz .org. In short, what we're going
- 32:34to do, we're going to build a wall. We're going
- 32:36to triple the border patrol. We're going to increase.
- 32:39And actually, since Donald enjoyed that, I will
- 32:43simply say I've got somebody in mind to build
- 32:45it. We're going to increase fourfold the fixed
- 32:49wing and rotary wing aircraft. so that you have
- 32:52technology monitoring and attempted incursion
- 32:55to direct the boots on the ground where they're
- 32:57occurring. We're going to put in place a strong
- 33:00e -verify system in the workplace, so you can't
- 33:03get a job without proving you're here legally.
- 33:05We'll put in place a biometric exit -entry system
- 33:08on visas, because 40 % of illegal immigration
- 33:11comes not over the border illegally, but people
- 33:14coming on visas and overstaying. We will end
- 33:16sanctuary cities by cutting off taxpayer dollars
- 33:19to any jurisdiction that defies federal immigration
- 33:22law. And we will end welfare benefits for those
- 33:25here illegally. But let me just ask you this,
- 33:28though, because Governor Kasich was talking about
- 33:30the families and what you do with the families
- 33:32that you have to send home. Can you tell the
- 33:34American people tonight how you would do that?
- 33:36What you do is you enforce the law. You know,
- 33:38under the Constitution, the president has an
- 33:40obligation to, quote, take care that the laws
- 33:44be faithfully executed. Federal immigration law
- 33:46provides if someone is here illegally and is
- 33:49apprehended, they are to be deported. We saw
- 33:52just this past week the head of the Border Patrol
- 33:55Union testify before Congress that President
- 33:57Obama had given the order to the Border Patrol
- 34:00to stand down, not to enforce the law. That is
- 34:03wrong. I will enforce the law. And for everyone
- 34:06who says you can't possibly do that, I would
- 34:09note that in eight years, Bill Clinton deported
- 34:1212 million people. In eight years, George W.
- 34:15Bush deported 10 million people. Enforcing the
- 34:18law, we can do it. What is missing is the political
- 34:21will. And when they were deporting the people,
- 34:22the border wasn't secure, so they'd come right
- 34:25back. Once you secure the border, enforcing the
- 34:28law will solve this problem, and that will benefit
- 34:30American workers. Senator Cruz, thank you. I
- 34:33want to bring in Senator Rubio. This question
- 34:35is about immigration. It's also about leadership.
- 34:38You're aware of the criticism from many candidates
- 34:40on this stage tonight that you co -authored the
- 34:42so -called Gang of Eight bill that would have
- 34:44created a path to citizenship for people here
- 34:46illegally. Governor Christie has said of you,
- 34:48as soon as you felt the heat, you turn tail and
- 34:51run. Governor Bush has said, I don't think we
- 34:53need people cutting and running anymore. Did
- 34:55you fight for your own legislation, Senator,
- 34:57or did you run from it? Here's the bottom line.
- 34:59We can't get that legislation passed. The American
- 35:01people will not support doing anything about
- 35:04people that are in this country illegally until
- 35:06the law is enforced first and you prove it to
- 35:08them. This has been abundantly clear. Every effort
- 35:11over the last 10 years to do those comprehensively
- 35:13has failed. And it has failed because the American
- 35:15people have zero trust that the federal government
- 35:18will enforce our laws. And that's why since then
- 35:20I have said repeatedly, if you are serious about
- 35:23immigration reform, then the key that unlocks
- 35:25the door to being able to do that is not just
- 35:27to pass a law that says it's going to enforce
- 35:29the law, but to actually do it. To hire the 20
- 35:32,000 new border agents, to finish the fencing
- 35:34and walls, to put in place mandatory e -verify,
- 35:37to put in place an entry -exit tracking system
- 35:40to prevent visa overstays. And once that's in
- 35:42place, and that's... working, I believe the American
- 35:45people will support a very reasonable but responsible
- 35:47approach to people that have been here a long
- 35:50time, who are not dangerous criminals, who pay
- 35:52taxes and pay fines for what they did. But until
- 35:55then, none of that is going to be possible. But
- 35:57I'm asking, did you fight for the legislation
- 35:59at the time or did you run from it? Well, the
- 36:01legislation passed, but it has no support. In
- 36:04essence, it couldn't pass in the House. It will
- 36:06never pass in the United States until we secure
- 36:09the border. And it's not the way we're going
- 36:10to do it when I'm president. When I am president,
- 36:12we are going to enforce the law first, prove
- 36:15to people that illegal immigration is under control,
- 36:17and then we'll see what the American people are
- 36:19willing to support when it comes to people that
- 36:21are not criminals, who have been in this country
- 36:23for a long time, and who otherwise would like
- 36:25to stay. Governor Christie? David, I'd just like
- 36:28you to listen again, everybody. This is the difference
- 36:31between... being a governor who actually has
- 36:33to be responsible for problems and not answering
- 36:36a question. The question was, did he fight for
- 36:38his legislation? It's abundantly clear that he
- 36:41didn't. It's abundantly clear that he didn't
- 36:46fight for the legislation. When the teachers'
- 36:49union attacked me with $20 million of ads because
- 36:51I wanted to reform teacher tenure, I fought them
- 36:54and fought them and fought them, and I won. When
- 36:57people wanted to raise taxes in my state at Democratic
- 37:00legislature and threatened to close down the
- 37:02government, I told them, fine. Close down the
- 37:04government. I'll get in my cars, head to the
- 37:06governor's mansion, order a pizza, open a beer,
- 37:09and watch the Mets. You can call me when the
- 37:10government reopens. And guess what they didn't
- 37:13do? They didn't pass a tax increase because I
- 37:15vetoed it, and they never closed the government
- 37:16because they knew I would fight for what I believed
- 37:19in. The fact of the matter is a leader must fight
- 37:21for what they believe in, not handicap it and
- 37:23say, well, maybe since I can't win this one,
- 37:26I'll run. That's not what leadership is. That's
- 37:28what Congress is. Governor, thank you. Senator
- 37:30Rubio. Leadership. Leadership is ultimately about
- 37:38solving the problem. And the approach that was
- 37:41tried and has been tried now repeatedly over
- 37:4210 years to do this comprehensively all at once
- 37:45in a massive piece of legislation has no chance
- 37:47of passage. It is not leadership to continue
- 37:50to try something that has no chance of happening.
- 37:53I want to make progress on this issue. It has
- 37:55been discussed now for 30 years and nothing ever
- 37:57happens. And I am telling you that the only way
- 38:00forward on this issue that has any chance of
- 38:02happening, meaning gaining the support of the
- 38:04American people, you cannot do this without the
- 38:06support of the American people, is an approach
- 38:08that begins... by proving that once and for all,
- 38:10illegal immigration is under control. Senator
- 38:13Rubio, thank you. We want to turn to health care
- 38:14in this country, and for that, author and commentator
- 38:16Mary Catherine Hamm tonight. Mary Catherine.
- 38:18Thanks, David. Good evening, guys. Good evening.
- 38:22Mr. Trump. Yes. In the Democratic primary, Hillary
- 38:25Clinton has criticized Bernie Sanders' plan for
- 38:28single -payer government health care, noting
- 38:30it would require big, across -the -board tax
- 38:32increases for Americans. In doing so, she's doubling
- 38:35down on Obamacare, despite its persistent unpopularity.
- 38:39Mr. Trump, you have said you want to repeal Obamacare.
- 38:42You've also said, quote, everybody's got to be
- 38:45covered, adding, quote, the government's going
- 38:48to pay for it. Are you closer to Bernie Sanders'
- 38:51vision for health care than Hillary Clinton is?
- 38:53I don't think I am. I think I'm closer to common
- 38:54sense. We are going to repeal Obamacare. We are
- 38:59going to repeal Obamacare. We are going to replace
- 39:01Obamacare with something so much better. And
- 39:04there are so many examples of it. And I will
- 39:07tell you, part of the reason we have some people
- 39:09laughing is because you have insurance people
- 39:10that take care of everybody up here. I'm a self
- 39:13-funder. The only one they're not taking care
- 39:14of is me. We have our lines around each state.
- 39:17The insurance companies are getting rich on Obamacare.
- 39:20The insurance companies are getting rich on health
- 39:23care and health services and everything having
- 39:26to do with health. We're going to end that. We're
- 39:28going to take out the artificial boundaries,
- 39:30the artificial lines. We're going to get a plan
- 39:32where people compete. Free enterprise. They compete
- 39:34so much better. In addition to that, you have
- 39:40the health care savings plans, which are excellent.
- 39:43What I do say is there will be a certain number
- 39:46of people that will be on the street dying. And
- 39:49as a Republican, I don't want that to happen.
- 39:51We're going to take care of people that are dying
- 39:54on the street because there will be a group of
- 39:56people that are not going to be able to even
- 39:58think in terms of private or anything else. And
- 40:01we're going to take care of those people. And
- 40:02I think everybody on this stage would have to
- 40:04agree. You're not going to let people die sitting
- 40:08in the middle of a street in any city in this
- 40:11country. Senator Cruz, to that point, Mr. Trump
- 40:20has said that your position on health care means
- 40:22that maybe you've got, quote, No heart. There
- 40:26is a question here, though, about uncovered folks.
- 40:29You suggested repealing and replacing Obamacare.
- 40:31As we learned with President Obama's broken promise
- 40:33that everyone could keep their plan, any major
- 40:36change in health care policy carries with it
- 40:38the risk that some people will lose their insurance
- 40:40coverage or have to change it. How do you reassure
- 40:43those people that repealing and replacing Obamacare
- 40:45is still in their best interest? Well, let me
- 40:48take two different parts of that. Let me start
- 40:49with socialized medicine. Socialized medicine
- 40:52is a disaster. It does not work. If you look
- 40:55at the countries that have imposed socialized
- 40:57medicine, that have put the government in charge
- 40:59of providing medicine, what inevitably happens
- 41:02is rationing. You have a scarcity of doctors,
- 41:04you have rationing, and that means the elderly
- 41:06are told, we're going to ration a hip replacement,
- 41:09we're going to ration a knee replacement, we're
- 41:11going to ration end -of -life care. We're right
- 41:14now heading into a medical system with about
- 41:16a 90 ,000 doctor shortage in America. And socialized
- 41:20medicine, whether proposed by the Democrats or
- 41:23proposed by a Republican, would hurt the people
- 41:26of this country. What should we do on health
- 41:28care? If I'm elected president, we will repeal
- 41:31every word of Obamacare. And once we do that...
- 41:36We will adopt common sense reforms. Number one,
- 41:39we'll allow people to purchase health insurance
- 41:41across state lines that will drive down prices
- 41:44and expand the availability of low -cost catastrophic
- 41:48insurance. We'll expand health savings accounts,
- 41:51and we will de -link health insurance from employment
- 41:54so that you don't lose your health insurance
- 41:56when you lose your job. And that way, health
- 41:58insurance can be personal, portable, and affordable,
- 42:02and we keep government from getting in between
- 42:04us and our doctors. Dr. Carson, you have some
- 42:10experience with this matter. In the past, you
- 42:12have said that Obamacare should be replaced before
- 42:15it's repealed. How and why? Well, thank you.
- 42:20You know, I was hoping to get a chance to talk
- 42:22about North Korea. I was the only one who didn't
- 42:24get to do that. And I got some stuff to say about
- 42:26it, let me tell you. But at any rate, you have
- 42:29to replace it with something that makes sense.
- 42:31It doesn't make sense. And the reason that I
- 42:33dislike Obamacare is because the government comes
- 42:36in and it tells the people... which the nation
- 42:39is supposed to be centered on, that we don't
- 42:41care what you think. This is what we're doing
- 42:42if you don't like it too bad. That's a problem.
- 42:44And we can't afford to do that because that will
- 42:47fundamentally change America. I have proposed
- 42:50a health empowerment account system. Everybody
- 42:52gets a health empowerment account the day they
- 42:54are born. They keep it until they die. They can
- 42:57pass it on. We pay for it with the same dollars
- 42:59that we pay for traditional health care with,
- 43:01recognizing that we spend twice as much as many
- 43:04countries. per capita on health care and don't
- 43:07have as much access. We give people the ability
- 43:10to shift money within their health empowerment
- 43:12account so that each family basically becomes
- 43:16its own insurance company without... middleman
- 43:19that saves you an awful lot of money and that
- 43:22will lower the cost of your catastrophic insurance
- 43:25tremendously because the only thing coming out
- 43:27of that is catastrophic health care and then
- 43:29in terms of taking care of the indigent we have
- 43:32another whole system and I I can go ahead and
- 43:35explain it but I don't have the time but I'd
- 43:38be happy to if you give me some more time but
- 43:40go to my website Ben Carson com read about it
- 43:43you can read about everything that's been discussed
- 43:45here in great detail Thank you, Dr. Carson. David
- 43:49and Martha, back to you. Mary Catherine, thank
- 43:51you. We want to turn now to the issue of eminent
- 43:54domain, which is being debated right here in
- 43:56New Hampshire. And Josh McKelvin is the political
- 43:58director, the anchor of WMUR -TV. Josh. Thank
- 44:01you, David. And good evening, candidates. Mr.
- 44:04Trump, you have said, quote, I love eminent domain,
- 44:06which is the seizure of private property for
- 44:09the sake of the greater good, theoretically.
- 44:12You've tried to use the measure in business endeavors.
- 44:15You've said you'd support its use for the Keystone
- 44:17Pipeline project. Here in New Hampshire, a project,
- 44:19though, known as the Northern Pass, would bring
- 44:22hydroelectric power from Canada into the northeastern
- 44:24grid. Do you see eminent domain as an appropriate
- 44:27tool to get that project done? Well, let me just
- 44:30tell you about eminent domain, because almost
- 44:31all of these people, actually Chris has it, but
- 44:34so many people have hit me with commercials and
- 44:37other things about eminent domain. eminent domain
- 44:40is an absolute necessity for a country for our
- 44:44country without it you wouldn't have roads you
- 44:47wouldn't have hospitals you wouldn't have anything
- 44:48you wouldn't have schools you wouldn't have bridges
- 44:51you need eminent domain and a lot of the big
- 44:54conservatives that tell me how conservative they
- 44:56are i think i'm more than they are they tell
- 44:57me oh Well, they all want the Keystone Pipeline.
- 45:01The Keystone Pipeline, without eminent domain,
- 45:03it wouldn't go 10 feet, okay? You need eminent
- 45:06domain. And eminent domain is a good thing, not
- 45:09a bad thing. And what a lot of people don't know,
- 45:10because they were all saying, oh, you're going
- 45:12to take their property. When somebody, when eminent
- 45:15domain is used on somebody's property, that person
- 45:18gets a fortune. They get at least fair market
- 45:20value, and if they're smart, they'll get two
- 45:22or three times the value of their property. But
- 45:25without eminent domain, you don't have roads,
- 45:27highways, schools, bridges, or anything. So eminent
- 45:31domain, it's not that I love it, but eminent
- 45:33domain is absolutely, it's a necessity for...
- 45:37a country. And certainly it's a necessity for
- 45:39our country. So would that be yes on the Northern
- 45:41Pass project? The difference between eminent
- 45:45domain for public purpose, as Donald said, roads
- 45:49and infrastructure, pipelines and all that, that's
- 45:51for public purpose. But what Donald Trump did
- 45:54was use eminent domain to try to take the property
- 45:57of an elderly woman on the strip in Atlantic
- 46:00City. That is not public purpose. That is downright
- 46:03wrong. Here's the problem with that. Okay. The
- 46:07problem was it was to tear down... Jim wants
- 46:09to be a tough guy. He wants to be a tough guy
- 46:11tonight. It was to tear down the house. I didn't
- 46:12take the property. And the net result was you
- 46:15tried. I didn't take the property. And you lost
- 46:17in the court. The woman ultimately didn't want
- 46:18to do that. I walked away. That is not true.
- 46:20And the simple fact is to turn this into a limousine
- 46:23parking lot for his casinos is not a public use.
- 46:26And in Florida... based on what we did. We made
- 46:30that impossible. It is part of our Constitution.
- 46:33That's the better approach. That is the conservative
- 46:35approach. Mr. Trump, take 30 seconds. Let me
- 46:37just, you know, he wants to be a tough guy. A
- 46:38lot of times, you'll have, you'll have, and it
- 46:41doesn't work very well with him. How tough is
- 46:42it to take away property from an elderly woman?
- 46:45Let me talk. Quiet. A lot of times, a lot of
- 46:49times, that's all of his donors and special interests
- 46:55out there. So, that's what it is. And by the
- 47:01way, let me just tell you, we needed tickets.
- 47:03You can't get them. You know who has the tickets?
- 47:05I'm talking about to the television audience.
- 47:07Donors, special interests, the people that are
- 47:11putting up the money. Who it is. The RNC told
- 47:15us we have all donors in the audience. And the
- 47:17reason they're not loving me, the reason they're
- 47:21not, excuse me. The reason they're not loving
- 47:24me is I don't want their money. I'm going to
- 47:25do the right thing for the American public. I
- 47:28don't want their money. I don't need their money.
- 47:30And I'm the only one up here that can say that.
- 47:32Eminent domain, the Keystone Pipeline, do you
- 47:35consider that a private job? I consider it a
- 47:37public use. No, no, let me ask you, Jeb. Do you
- 47:39consider the Keystone Pipeline private? Is it
- 47:41public or private? It's a public use. Oh, really?
- 47:43A public use? No, it's a private job. It's a
- 47:46public use. It's a private job. Established by
- 47:47the courts, federal, state courts. You wouldn't
- 47:49have the Keystone Pipeline that you want so badly
- 47:52without eminent domain. You wouldn't have massive,
- 47:55excuse me, Josh, you wouldn't have massive factories
- 47:57without eminent domain. Gentlemen, we do have
- 48:01to move forward. Dave Martha, back to you. Thank
- 48:02you. When we come back here tonight, jobs, ISIS,
- 48:05and what it means to be a conservative. And I
- 48:07want to turn to Governor Kasich. Governor, while
- 48:10campaigning here in New Hampshire, you were already
- 48:11asked by ABC about groans from some conservatives
- 48:14after your endorsements from the New York Times
- 48:16and the Boston Globe. You said, quote, what conservatives
- 48:19have to know is they have to say, look, isn't
- 48:22it nice to have a conservative like me liked?
- 48:24And maybe they ought to think about it. Because
- 48:26if I get elected president, the Republican Party
- 48:28and the definition of conservatism is going to
- 48:31change. How would you change conservatism? Well,
- 48:34first of all, look, as the New York Times said,
- 48:36he's certainly not a moderate, but he can bring
- 48:38people together to solve problems. And the fact
- 48:41of the matter is I've cut taxes more than anybody
- 48:44in the country this year. I have balanced budgets,
- 48:49the federal budget, the state of Ohio budget.
- 48:51We're running a $2 billion surplus. We're up
- 48:53400 ,000 jobs. And in Washington, we were able
- 48:56to have significant job growth whenever we balanced
- 48:59the budget, of which I was the architect. But
- 49:01here's the beauty of it. It's not just balancing
- 49:03a budget. It's about jobs. You know, when I was
- 49:06a kid growing up in a neighborhood where if Dad
- 49:08went home at night and said, I lost my job today,
- 49:11It just killed the family. It just was a devastating
- 49:15effect. So we have to have economic growth. But
- 49:17once we have economic growth, I believe we have
- 49:19to reach out to people who live in the shadows.
- 49:21I believe we need to help the mentally ill, the
- 49:23drug addicted, the working poor. We need to help
- 49:26the developmentally disabled to rise. And we
- 49:28need to help our friends in the minority community
- 49:30develop entrepreneurship. In other words, in
- 49:33America, conservatism should mean not only that
- 49:36some rise with conservative principles, But everybody
- 49:39has a chance to rise, regardless of who they
- 49:42are, so they can live their God -given purpose.
- 49:44That's what conservatism should be. Governor
- 49:47Casey, thank you. Mr. Trump, you've heard the
- 49:50argument from many of the candidates on this
- 49:51stage that you're not a true conservative. Tell
- 49:53the voters watching tonight why you are. Well,
- 49:55I think I am. And to me, I view the word conservative
- 49:58as a derivative of the word conserve. We want
- 50:03to conserve our money. We want to conserve our
- 50:06wealth. We want to conserve. We want to be smart.
- 50:08We want to be smart where we go, where we spend,
- 50:11how we spend. We want to conserve our country.
- 50:14We want to save our country. And we have people
- 50:17that have no idea how to do that, and they're
- 50:20not doing it. And it's a very important word,
- 50:22and it's something I believe in very, very strongly.
- 50:25Mr. Trump, thank you. Senator Rubio, you have
- 50:27said yourself... that you don't think Donald
- 50:30Trump is running as a conservative? Did he convince
- 50:32you? Well, I think conservatism is about three
- 50:34things, and Donald touched on one of them, but
- 50:36it's about three things. The first is conservatism
- 50:39is about limited government, especially at the
- 50:41federal level. The federal government is a limited
- 50:44government, limited by the Constitution, which
- 50:46delineates its powers. If it's not in the Constitution,
- 50:49it does not belong to the federal government.
- 50:51It belongs to states, local communities, and
- 50:53the private sector. It's about free enterprise,
- 50:55which is an economic model that allows everyone
- 50:58to rise without pulling anyone down. The reason
- 51:00why free enterprise is the greatest economic
- 51:02model in the history of the world is because
- 51:04it's the only economic model where you can make
- 51:06poor people richer without making rich people
- 51:09poor. And it's about a strong national defense.
- 51:11It's about believing, unlike Barack Obama, that
- 51:14the world is a safer and a better place when
- 51:16America is the strongest military and the strongest
- 51:18nation on this planet. That's conservatism. Senator
- 51:21Rubio, thank you. I want to turn this discussion...
- 51:25to the economy now and mr trump governor christie
- 51:27has said i tell everybody who goes to a donald
- 51:30trump event if you get to ask a question just
- 51:32ask him how christie said i don't care which
- 51:34of the things he talks about just ask him how
- 51:36you have said that you'd be the greatest jobs
- 51:38president god ever created tell americans watching
- 51:41tonight how many jobs you would create in the
- 51:43first term And how? Well, before I go there,
- 51:46I will tell you, I will bring jobs back from
- 51:48China. I will bring jobs back from Japan. I will
- 51:51bring jobs back from Mexico, where New Hampshire,
- 51:54by the way, has been virtually wiped out. They've
- 51:57lost so many businesses going to Mexico because
- 51:59of horrible trade deals. And now we're about
- 52:02to sign another trade deal. TPP, which is going
- 52:04to be a disaster for this country because they
- 52:07don't talk about monetary manipulation. It is
- 52:10going to be a disaster. I'm going to bring jobs
- 52:12back and I'll start bringing them back very fast.
- 52:15Under my tax plan, right now, we're the highest
- 52:18taxed country in the world. Under my plan, we
- 52:21cut not only taxes for the middle class, but
- 52:24we cut taxes for corporations. We will bring
- 52:26back trillions of dollars that's offshore. Right
- 52:28now, they have $2 .5 trillion. And in my opinion,
- 52:31it's much more than that. That's what the government
- 52:33says. All of that money is going to come back.
- 52:35And we're not going to lose Pfizer, which is
- 52:37now leaving, and other great companies, which
- 52:39is now leaving. And they're all leaving. We have
- 52:41many, many companies that are leaving this country.
- 52:44We're not going to lose them anymore because
- 52:45we're going to have a tax structure that is going
- 52:48to keep them in our country. Mr. Trump, thank
- 52:51you. There are a lot of governors on this stage
- 52:53tonight, and Governor Christie, Governor Kasich
- 52:54has said of you, quote, In Ohio, we have balanced
- 52:57a budget. They don't have one over in New Jersey.
- 52:59Our credit has been strengthened. Their credit
- 53:02has been downgraded. We've got more jobs. How
- 53:05important are those metrics in choosing the next
- 53:07president, and is his record on jobs, I should
- 53:11say, actually stronger than yours? Well, he deserves
- 53:13credit for his record on jobs, and he's done
- 53:15a very good job as governor of Ohio. Never say
- 53:17that John hasn't. He's done a very good job.
- 53:21But unfortunately, John's been so busy doing
- 53:23other stuff, he's using old statistics. That's
- 53:25okay. New Jersey had its best year of job growth
- 53:27in the last 15 years under five different governors
- 53:30this year in New Jersey. New Jersey has cut spending
- 53:34over $2 .3 billion, and we have 10 ,000 fewer
- 53:36employees than we had when I walked in the door.
- 53:39John has a bigger government now and more employees
- 53:42than he had when he walked in the door. But all
- 53:44that doesn't matter. What really matters is this.
- 53:47that executive experience really matters. You
- 53:49heard this on the stage tonight. We've heard
- 53:50it said on the stage that President Obama knows
- 53:52exactly what he's doing. I'd like to ask all
- 53:54the veterans listening out there tonight who
- 53:56are waiting in line for health care, who are
- 53:58literally dying because the Veterans Administration
- 54:01doesn't work, do you think Barack Obama knows
- 54:03what he's doing? I don't. And I'll tell you something,
- 54:05anybody who evaluates him as knowing what he's
- 54:08doing and managing the government doesn't know
- 54:10how to manage a government themselves. And one
- 54:12last thing, David, which I think is really important.
- 54:15I listened to Senator Rubio's answer on his bill.
- 54:17He said his bill couldn't pass on the Gang of
- 54:19Eight. He acted as if he was somehow disembodied
- 54:22from the bill. It was his bill. He said this
- 54:25idea doesn't work. It was his idea. See, when
- 54:28you're a governor, you have to take responsibility
- 54:30for these things. You can't just act as if it
- 54:32happened out of nowhere. We have to take responsibility
- 54:35as executives. I take responsibility for my record
- 54:37in New Jersey. We've rebuilt the economy, and
- 54:39we rebuilt after the second worst natural disaster
- 54:41in American history. I'm proud of my record.
- 54:43And by the way, I like Kasich's record, too.
- 54:45He's a good governor. Thank you, Governor Kasich.
- 54:48Look, I'm not here. I like Chris. You didn't
- 54:53say your record was better than his. But let
- 54:54me just tell you. First of all, we have the lowest
- 54:57number of state employees in 30 years. Secondly,
- 55:01we have grown government at the rate of inflation.
- 55:04And I went from an $8 billion hole to a $2 billion
- 55:07surplus. And we've grown jobs by 400 ,000. That's
- 55:11one of the fastest growing states in the country.
- 55:14Our pensions are secure and our credit is rock
- 55:16solid. Now, I've learned that. What makes things
- 55:20work? What gets the economy going, not just in
- 55:23Ohio, but in Washington? And it's three things.
- 55:25Common sense regulations, which we have. Lower
- 55:28taxes, which we have, the lowest taxes. tax cuts
- 55:31in the country, and thirdly, a fiscal plan to
- 55:34balance the budget. When you go from $8 billion
- 55:36in the hole to $2 billion in the black, when
- 55:38you cut taxes by $5 billion and you grow over
- 55:41400 ,000 jobs, that is a record that I can take
- 55:45to Washington using the same formula that I used
- 55:48in Washington when I was part of the effort to
- 55:50balance the budget, to give us a surplus, and
- 55:53to create jobs. That's what I did, and I'll do
- 55:55it again in the first 100 days. From jobs to
- 55:59taxes. If you'd like to respond to the governor,
- 56:02you can. I'm going to come to you next with the
- 56:03question anyway. You can respond to that question.
- 56:06Going from jobs to taxes. Let me respond to that
- 56:10question. To the Gang of Eight bill first. Well,
- 56:11here's the response. I think anyone who believes
- 56:14that Barack Obama isn't doing what he's doing
- 56:16on purpose doesn't understand what we're dealing
- 56:18with here. This is a president. This is a president
- 56:21who is trying to change this country. When he
- 56:23talked about change, he wasn't talking about
- 56:25dealing with our problems. Obamacare was not
- 56:27an accident. The undermining of the Second Amendment
- 56:30is not an accident. The gutting of our military
- 56:32is not an accident. The undermining of America
- 56:34on the global stage is not an accident. Barack
- 56:37Obama is indeed trying to redefine this country.
- 56:39We better understand what we're dealing with
- 56:41here, because that's what Hillary Clinton and
- 56:43Bernie Sanders want to double down on if they
- 56:45are elected. The governor wasn't talking about
- 56:46the president. He was talking about the gang
- 56:48of eight. No, he talked about Barack Obama. But
- 56:49let me ask you about taxes, Senator Rubio. A
- 56:51recent poll, 68 % of Americans favor raising
- 56:54taxes on people making more than a million a
- 56:56year. Are they wrong? I don't know of any problem
- 57:00in America that's going to be fixed with a tax
- 57:01increase. We have an economy today, an economy
- 57:04today that is not creating jobs that pay enough.
- 57:07And one of the reasons why is because we have
- 57:09one of the most expensive business tax rates
- 57:11on the planet. Our combined business tax rate
- 57:14puts us among the highest in the industrialized
- 57:16world. And then on top of that, we are the only
- 57:18one that has a worldwide system of taxation.
- 57:21where an American company who makes money abroad
- 57:23has to pay taxes where they made the money and
- 57:25then taxes a second time when they bring it back.
- 57:28The combination of these two things has stranded
- 57:30over $2 trillion, the equivalent of the size
- 57:33of the Russian economy. $2 trillion of American
- 57:36corporate money stranded overseas combined with
- 57:39all of these inversions of companies leaving
- 57:41us. The solution to the problems we have today
- 57:43are not a tax increase. It is to lower our taxes
- 57:46on both people and on companies so that we can
- 57:49make America globally competitive. again. Senator
- 57:51Rubio, thank you. I want to bring in Governor
- 57:53Bush. And Governor, I just want to repeat that
- 57:56number for you. 68 % of Americans favor raising
- 57:59taxes on people making more than a million. What
- 58:01would you say to the people who believe that
- 58:03tonight? I'd like to see more millionaires. I
- 58:05think we need to grow more millionaires. We need
- 58:06to create a prosperity society where people can
- 58:09rise up. This notion that somehow we're undertaxed
- 58:12as a nation is just foolhardy when we have...
- 58:16entitlements growing far faster than our ability
- 58:18to pay for it. A conservative, because that's
- 58:20the point of this, believes in limited government,
- 58:23believes in entrepreneurial capitalism and a
- 58:25strong national defense. But it also has to be,
- 58:27we need to reform things. In my town hall meetings,
- 58:29I went to a place where a woman described her
- 58:32neighbor who has a better economic deal by not
- 58:36working than her struggling to make ends meet.
- 58:39We need to be on the side of working people.
- 58:42And the problem with the left is another tax.
- 58:45Another regulation, another mandate makes it
- 58:47harder for them to rise up. Everything that we
- 58:50should do should be focused on high sustained
- 58:52economic growth, where the middle class gets
- 58:54a raise for the first time, and where people
- 58:56are rewarded for work rather than non -work.
- 58:58And I know how to do this. And if people are
- 59:00interested in the specifics of this, they ought
- 59:02to go to Jeb2016 .com. I knew that was coming.
- 59:05Hey, David. Thank you. David. Hey, David. I actually
- 59:09have experience with raising taxes on millionaires
- 59:11in my state. It was done. It was done by my predecessor.
- 59:14And I want everybody in the public who isn't
- 59:15at 68%, I want to tell you the truth. You're
- 59:18wrong. And here's why you're wrong. After New
- 59:20Jersey raised taxes on millionaires, We lost,
- 59:24in the next four years, $70 billion in wealth
- 59:28left our state. It left our state to go where
- 59:31it would be treated more kindly. If the United
- 59:34States raised taxes any further, that money will
- 59:37leave the United States as well. We won't have
- 59:40better jobs. Let New Jersey be the canary in
- 59:42the coal mine. It is a failed idea and a failed
- 59:45policy. It's class warfare. It happened in my
- 59:47state. I've stopped it from happening again.
- 59:50But we cannot do it. The 68 % of the people are.
- 59:52wrong about that. It will hurt the American economy.
- 59:55We tried it in New Jersey. Come take a look.
- 59:57It did not work. Senator Cruz, you advocate what
- 1:00:03you call carpet bombing or saturation bombing
- 1:00:06to defeat ISIS, citing the more than 1 ,100 air
- 1:00:11attacks a day the U .S. carried out during the
- 1:00:13first Gulf War in 1991. Explain how a strategy
- 1:00:18to defeat a standing army would work against
- 1:00:21an unconventional terrorist group that is now
- 1:00:24hiding amongst the population. Well, sure, it
- 1:00:27starts with a commander -in -chief that sets
- 1:00:29the objective. And the objective has to be utterly
- 1:00:32and completely destroying ISIS. Obama hasn't
- 1:00:34started with that objective, and everything else
- 1:00:37flows from there. Once you set that objective,
- 1:00:39we have the tools to carry that out. The first
- 1:00:41tool is overwhelming air power. It is one of
- 1:00:44the blessings of the United States of America
- 1:00:47having the greatest military in the face of the
- 1:00:49earth, is we have the ability to use that air
- 1:00:52power. As you noted, the first Persian Gulf War,
- 1:00:54it was 1 ,100 air attacks a day. Obama is launching
- 1:00:58between 15 and 30. Now, when I say saturation
- 1:01:01carpet bombing, that's not indiscriminate. That
- 1:01:03is targeted at oil facilities. It's targeted
- 1:01:06at the oil tankers. It's targeted at command
- 1:01:08and control locations. It's targeted at infrastructure.
- 1:01:11It's targeted at communications. It's targeted
- 1:01:13at bombing all of the roads and bridges going
- 1:01:15in and out of Raqqa. It's using overwhelming
- 1:01:17air power. You know, a couple of weeks ago, it
- 1:01:20was reported that a facility is open called Jihadist
- 1:01:24University. Now the question I wonder, why is
- 1:01:27that building still standing? It should be rubble.
- 1:01:30And if you had a president, although I will say
- 1:01:32this, I would be willing to wait until freshman
- 1:01:35orientation before launching those bombs. Senator
- 1:01:38Cruz, would you like to expand or loosen the
- 1:01:41rules of engagement? I was just over in a command
- 1:01:44center in Erbil, and they said they thought the
- 1:01:46rules of engagement worked. Because you have
- 1:01:49so many civilians in those populated areas, they
- 1:01:53don't want to hit civilians. Martha, I will tell
- 1:01:56you, I have visited with active duty military,
- 1:01:58with veterans over and over and over again in
- 1:02:00town halls all over the state of New Hampshire.
- 1:02:03What we are doing to our sons and daughters,
- 1:02:05it is immoral. We are sending them into fight
- 1:02:08with their arms tied behind their back. They
- 1:02:10cannot defend themselves, and it is wrong. And
- 1:02:14I will tell you this. Look, America has always
- 1:02:16been reluctant to use military force. It's the
- 1:02:18last step we take. But if and when we use it,
- 1:02:22when it comes to defeating ISIS, we should use
- 1:02:24it. We should use overwhelming force, kill the
- 1:02:27enemy, and then get the heck out. Don't engage
- 1:02:30in nation building, but instead allow our soldiers
- 1:02:33to do their jobs instead of risking their lives
- 1:02:36with politicians making it impossible for them
- 1:02:38to accomplish the objective. So loosen the rules
- 1:02:40of engagement. Absolutely, yes. Senator Rubio,
- 1:02:44you said in the last debate that ISIS is the
- 1:02:47most dangerous jihadist group in the history
- 1:02:50of mankind and that it will take overwhelming
- 1:02:52U .S. force to defeat them. Can you specifically
- 1:02:56tell us what you mean by overwhelming force?
- 1:02:59First, we need to understand who they are. ISIS
- 1:03:01is not just a jihadist group. They're an apocalyptic
- 1:03:03group. They want to trigger a showdown in a city
- 1:03:06named Dabiq between the West and themselves,
- 1:03:08which they believe will trigger the arrival of
- 1:03:10their messianic figure. And I'm not saying that's
- 1:03:12what's going to happen. The reason why it's important
- 1:03:14to understand that is because these are not groups
- 1:03:16that are just going to go away on their own.
- 1:03:18They are going to have to be defeated. And I
- 1:03:20believe they need to be defeated on the ground
- 1:03:22by a ground force made up primarily of Sunni
- 1:03:24Arabs. It will take Sunni Arabs to reject them
- 1:03:27ideologically and defeat them militarily. That
- 1:03:30will require a coalition of Iraqis and Syrians
- 1:03:32that are also Sunnis, but it will also require
- 1:03:34the cooperation of Jordanians, Egyptians. We
- 1:03:37should ask more of the Saudis. That will need
- 1:03:39to be backed up. with more U .S. special operation
- 1:03:42forces alongside them. And it will have to be
- 1:03:44backed up with increased airstrikes. And we're
- 1:03:46going to have to strike them, not just in Iraq
- 1:03:48and in Syria, but in every other part of the
- 1:03:50world where they've now created hubs of operation.
- 1:03:52They have affiliates in over a dozen countries
- 1:03:54across this planet. They have a sophisticated
- 1:03:56network of radicalizing people here in the homeland
- 1:04:00and around the world. But it all begins by taking
- 1:04:03away their safe operating spaces with a ground
- 1:04:05force that a U .S.-led coalition takes on. Again,
- 1:04:11Senator Rubio, you've already said ISIS is the
- 1:04:15most dangerous jihadist group in the history
- 1:04:18of mankind. So that would make it more dangerous
- 1:04:21than al -Qaeda, the insurgents we fought in Iraq.
- 1:04:24We committed hundreds of thousands of U .S. troops
- 1:04:27to fight those groups. So if ISIS is the most
- 1:04:30dangerous group in history, why not commit a
- 1:04:34large U .S. ground force? Because they currently
- 1:04:36occupy Sunni cities and villages. Sunni cities
- 1:04:39and villages can only truly be liberated and
- 1:04:41held by Sunnis themselves. If they are held by
- 1:04:44Shia, it will trigger sectarian violence. The
- 1:04:47Kurds are incredible fighters, and they will
- 1:04:49liberate the Kurdish areas, but Kurds cannot
- 1:04:51and do not want to liberate and hold Sunni villages
- 1:04:54and towns. It will take Sunni fighters themselves
- 1:04:56in that region to take those villages and cities
- 1:04:59and then to hold them and avoid the sort of sectarian
- 1:05:02violence that follows in the past. And why that
- 1:05:05is important is because if Sunnis are not able
- 1:05:07to govern themselves in these areas, you are
- 1:05:09going to have a successor group to ISIS. ISIS
- 1:05:12is a successor group of al -Qaeda. In fact, they
- 1:05:15broke away from Al Qaeda because as horrible
- 1:05:16as Al Qaeda is, ISIS thought Al Qaeda was not
- 1:05:19radical enough. This is who we're dealing with
- 1:05:21and they have more money than Al Qaeda ever had.
- 1:05:24What would you do differently to try to get those
- 1:05:28Sunni forces? They have not been coming forward.
- 1:05:31Well, the problem with the Sunni forces in the
- 1:05:33region is they don't trust this administration.
- 1:05:35This administration cut a deal with their mortal
- 1:05:37enemies, the Shia, in Iran. It poisoned the well
- 1:05:40with these countries. It makes it very difficult
- 1:05:42to cooperate with them as a result. They also,
- 1:05:44by the way, understand what real U .S. air power
- 1:05:46looks like. They saw the Iraq war. They saw up
- 1:05:50close Opsal, Afghanistan. They know what air
- 1:05:52power looks like when the United States is committed
- 1:05:54to the cause. And they see the airstrikes that
- 1:05:56are being conducted now, and they say to themselves,
- 1:05:59that's not real commitment. We know what real
- 1:06:01commitment looks like. The Georgianian king was
- 1:06:03in Washington three weeks ago. He told everyone
- 1:06:06who would listen that they have begged for permission
- 1:06:08from the coalition to target caravans. And the
- 1:06:11coalition, meaning U .S. leadership on the ground,
- 1:06:13would not allow them to proceed with those airstrikes.
- 1:06:16Mr. Trump, thank you very much, Senator Rubio.
- 1:06:18Mr. Trump, you have said you will vigorously
- 1:06:25bomb ISIS. You've said we've got to get rid of
- 1:06:28ISIS quickly, quickly. How would you get rid
- 1:06:30of them so quickly? And please give us specifics.
- 1:06:33Well, four years ago, I said bomb the oil and
- 1:06:36take the oil. And if we did that, they wouldn't
- 1:06:39have the wealth they have right now. Now I still
- 1:06:41say the same thing because we're doing little
- 1:06:43pinpricks. We're not even bombing if somebody's
- 1:06:46driving a truck. They give notice to the person
- 1:06:49driving the truck, we're going to bomb. If they
- 1:06:51don't get out of the truck, the truck sails away
- 1:06:53with the oil. We actually have a case where we
- 1:06:55don't want to bomb the oil because we don't want
- 1:06:57to hurt, pollute the atmosphere. Can you imagine
- 1:07:01General Douglas MacArthur or General Patton saying
- 1:07:04we can't bomb because we're going to hurt the
- 1:07:05atmosphere? You have to knock the hell out of
- 1:07:08the oil. You have to take the oil. And you also
- 1:07:10have back channels of banking. You have people
- 1:07:12that you think are our great allies, our friends
- 1:07:15in the Middle East. that are paying tremendous
- 1:07:18amounts of money to ISIS. So we have to stop
- 1:07:23those circuits. Nobody knows banking better than
- 1:07:25I do. They have back circuits, back channels.
- 1:07:28Tremendous amounts of money is coming in through
- 1:07:30the banking system. So between the oil and the
- 1:07:33banking, you will dry them up. But it should
- 1:07:36have been done four years ago, not now. And what
- 1:07:38would you do in those cities where there are
- 1:07:40people who we are trying to help, who ISIS is
- 1:07:43essentially holding hostage? You have to go in.
- 1:07:46First of all, when you take away their money,
- 1:07:47when you take away their wealth, that'll very
- 1:07:49much weaken. And it'll happen fairly fast. They'll
- 1:07:52last for about a year based on all of the wealth
- 1:07:54they've accumulated. But when you stop the banking
- 1:07:57channels and when you stop the oil and take the
- 1:08:00oil, not just bomb it, take it. When you do that.
- 1:08:04It's going to dry up very quickly. They're going
- 1:08:06to become a very weakened power quickly. Thank
- 1:08:09you very much, Mr. Trump. Let's turn to Libya.
- 1:08:14Governor Bush, it is a country in chaos. There
- 1:08:17is no government. This week, defense officials
- 1:08:19said there are now 5 ,000 ISIS fighters there,
- 1:08:23roughly doubling previous estimates. We know
- 1:08:26you and others have been critical of the administration's
- 1:08:29handling of Libya after the initial airstrikes
- 1:08:32that you supported. But this is a problem you
- 1:08:35would stand to inherit if you're the next president.
- 1:08:38Reports this week said the administration is
- 1:08:40considering new airstrikes, possible special...
- 1:08:43operations raids, would you support renewed airstrikes
- 1:08:47or any U .S. involvement on the ground? I would.
- 1:08:50And I would do it in concert, again, with our
- 1:08:52Arab allies and with Europe, most particularly
- 1:08:55in this case. This is the lesson learned in history.
- 1:08:58If you bomb something and not do anything as
- 1:09:01it relates to deal with the aftermath of this,
- 1:09:03if you don't have a stable government, you get
- 1:09:06what we have in Libya. And this is not leading
- 1:09:09from behind. It's not an effective policy. We
- 1:09:11have to lead. Without the United States, nothing
- 1:09:13seems to work. Europe doesn't have the ability
- 1:09:16to lead, forward lean in this regard. And so
- 1:09:19dealing with the caliphate is important because
- 1:09:22it now has spawned other areas. There have been
- 1:09:2470 -plus attacks in 17 countries, either inspired
- 1:09:28by ISIS or organized by ISIS, Libya being the
- 1:09:31most important one now. We have to deal with
- 1:09:33the caliphate with building a Sunni army there,
- 1:09:36but we also have to deal with it in Libya. And
- 1:09:38I think the United States ultimately is going
- 1:09:40to play a significant role in this. The problem
- 1:09:42with the Obama administration is that they see
- 1:09:45this incrementally. They're reluctant. They don't
- 1:09:48lead. No one knows whether we're serious. And
- 1:09:50when we do it, we do it in increments they can
- 1:09:52barely see. The United States has to lead in
- 1:09:54a much more aggressive way than we're doing right
- 1:09:55now. Thank you very much, Governor Bush. Dr.
- 1:10:00Carson. I want to say something about this because
- 1:10:04I'm not here just to add beauty to the stage.
- 1:10:08You know, I've been talking about Libya for quite
- 1:10:10a long time. I think I was the first one to start
- 1:10:13talking about it because I say we have to have
- 1:10:15a proactive foreign policy strategy. And, of
- 1:10:20course, the next place that ISIS is going to
- 1:10:22attack to is Libya. If you want to expand your
- 1:10:26caliphate and increase your influence, then you're
- 1:10:28going to go to a place that's strategically located.
- 1:10:31You go north across the Mediterranean, you're
- 1:10:34into southern Europe. You go south, you're into
- 1:10:36Chad and Sudan and Niger, not to mention the
- 1:10:40fact that you have much more oil than you do
- 1:10:42in Iraq. That's the kind of place that they're
- 1:10:44going to go to. We need to be thinking about
- 1:10:48how do we prevent them from tacking over there.
- 1:10:51They're already sending their fighters there.
- 1:10:53We need to be consulting with our military experts
- 1:10:56and asking them what do they need in order to
- 1:10:59prevent ISIS from being able to take over Libya.
- 1:11:02That's going to have enormous consequences. And
- 1:11:04would you support renewed airstrikes? I would
- 1:11:08support the possibility of renewed airstrikes
- 1:11:10if, in conjunction with our Joint Chiefs and
- 1:11:13our military people, they felt that that was
- 1:11:16an appropriate strategy. The fact of the matter
- 1:11:18is none of us up here is a military expert. And
- 1:11:22we sometimes act like we are, but we're not.
- 1:11:24And if we actually sit down and talk with them
- 1:11:27and get them to understand our plan and get their...
- 1:11:32impression of what needs to be done, I think
- 1:11:34we're going to make a lot more progress. We're
- 1:11:36going to move on. Martha, thank you. We're going
- 1:11:38to stay on ISIS here and the war on terror because,
- 1:11:40as you know, there's been a debate in this country
- 1:11:42about how to deal with the enemy and about enhanced
- 1:11:44interrogation techniques ever since 9 -11. So,
- 1:11:46Senator Cruz, you have said, quote, torture is
- 1:11:49wrong, unambiguously, period. Civilized nations
- 1:11:52do not engage in torture. Some of the other candidates
- 1:11:54say they don't think waterboarding is torture.
- 1:11:57Mr. Trump has said, I would bring it back. Senator
- 1:12:00Cruz, is waterboarding torture? Well, under the
- 1:12:03definition of torture, no, it's not. Under the
- 1:12:05law, torture is excruciating pain that is equivalent
- 1:12:09to losing organs and systems. So under the definition
- 1:12:13of torture, it is not. It is enhanced interrogation.
- 1:12:16It is vigorous interrogation, but it does not
- 1:12:18meet the generally recognized definition of torture.
- 1:12:22If elected president, would you bring it back?
- 1:12:25I would not bring it back in any sort of widespread
- 1:12:28use. And indeed, I joined with Senator McCain
- 1:12:35in legislation that would prohibit line officers
- 1:12:39from employing it because I think bad things
- 1:12:42happen when enhanced interrogation is employed
- 1:12:45at lower levels. But when it comes to keeping
- 1:12:47this country safe... The commander -in -chief
- 1:12:50has inherent constitutional authority to keep
- 1:12:53this country safe. And so if it were necessary
- 1:12:56to, say, prevent a city from facing an imminent
- 1:12:59terrorist attack, you can rest assured that as
- 1:13:02commander -in -chief, I would use whatever enhanced
- 1:13:04interrogation methods we could to keep this country
- 1:13:08safe. Senator Cruz, thank you. Mr. Trump, you
- 1:13:10said not only does it work, but that you'd bring
- 1:13:11it back. Well, I'll tell you what. In the Middle
- 1:13:14East, we have people chopping the heads off Christians.
- 1:13:19We have people chopping the heads off many other
- 1:13:22people. We have things that we have never seen
- 1:13:26before as a group. We have never seen before
- 1:13:28what's happening right now. The medieval times,
- 1:13:32I mean, we studied medieval times. Not since
- 1:13:35medieval times have people seen what's going
- 1:13:36on. I would bring back waterboarding, and I'd
- 1:13:40bring back a hell of a lot worse than waterboarding.
- 1:13:43Mr. Trump, thank you. Governor Bush, you have
- 1:13:46said that you won't rule waterboarding out. Congress
- 1:13:49has passed laws banning the use of waterboarding
- 1:13:51by the military and the CIA, as you know. Would
- 1:13:54you want Congress to change that if you're elected
- 1:13:56president? No, no, I wouldn't. No, I wouldn't.
- 1:13:57And it was used sparingly. Congress has changed
- 1:14:01the laws, and I think where we stand is the appropriate
- 1:14:03place. But what we need to do is to make sure
- 1:14:06that we expand our intelligence capabilities.
- 1:14:09The idea that we're going to solve this fight
- 1:14:11with predator drones, killing people somehow
- 1:14:14is more acceptable than capturing them, securing
- 1:14:18the information. This is why closing Guantanamo
- 1:14:21is a complete disaster. What we need to do is
- 1:14:23make sure that we are kept safe by having intelligence
- 1:14:26capabilities, both human and technological intelligence
- 1:14:29capabilities, far superior than what we have
- 1:14:31today. That's how you get a more safe place,
- 1:14:34is by making sure that we're fully engaged. And
- 1:14:37right now, this administration doesn't do that.
- 1:14:39Governor Bush, thank you. Senator Rubio, I do
- 1:14:41want to ask you, you have said that you do not
- 1:14:44want to telegraph to the enemy what you would
- 1:14:46do as commander -in -chief. But for the American
- 1:14:48people watching tonight who want to know where
- 1:14:50the next president will stand, do you believe
- 1:14:52waterboarding is torture? When people talk about
- 1:14:56interrogating terrorists, they're acting like
- 1:14:57this is some sort of law enforcement function.
- 1:14:59Law enforcement is about gathering evidence to
- 1:15:02take someone to trial and convict them. Anti
- 1:15:04-terrorism is about finding out information to
- 1:15:06prevent a future attack. So the same tactics
- 1:15:09do not apply. And it is true we should not be
- 1:15:11discussing in a widespread way the exact tactics
- 1:15:14that we're going to use because it allows terrorists
- 1:15:17and others to practice how to evade us. But here's
- 1:15:19the bigger part. problem with all this. We're
- 1:15:21not interrogating anybody right now. Guantanamo
- 1:15:24is being emptied by this president. We should
- 1:15:26be putting people into Guantanamo, not emptying
- 1:15:28it out. And we shouldn't be releasing these killers
- 1:15:30who are rejoining the battlefield against the
- 1:15:32United States. Senator Rubio, thank you. We want
- 1:15:35to turn now to the topic of executive orders.
- 1:15:37And for that, we're going to turn back to Mary
- 1:15:39Catherine Hamm. Mary Catherine. Thanks, David.
- 1:15:40Elected president, you say you'd end Common Core
- 1:15:43immediately, abolish the IRS, and do away with
- 1:15:46sanctuary cities. You've also been a persistent
- 1:15:48critic of President Obama's executive overreach,
- 1:15:51going it alone, not working with Congress. How
- 1:15:54do you intend to implement this aggressive agenda
- 1:15:56within your constitutional authority, especially
- 1:15:59given that it would require working with Congress
- 1:16:01and Washington players with whom you're happy
- 1:16:03to say you have a strained relationship? Well,
- 1:16:06thank you for that question. You know, there
- 1:16:08are three avenues of presidential authority to
- 1:16:10change the direction of this country. The first
- 1:16:12is executive power. The second is foreign policy.
- 1:16:16And the third is legislation. Executive power,
- 1:16:19as we all know, has been the preferred vehicle
- 1:16:21of President Obama abusing his authority, abusing
- 1:16:24his constitutional authority. Now, the silver
- 1:16:26lining of that is everything done with executive
- 1:16:30power can be undone with executive power. So
- 1:16:33I have pledged on day one I will rescind every
- 1:16:37single illegal and unconstitutional executive
- 1:16:40action Barack Obama has done. That means on day
- 1:16:43one, his efforts to restrict the Second Amendment
- 1:16:46go away with a strike of a pen. That means on
- 1:16:49day one, his illegal executive amnesty goes away
- 1:16:51with a strike of a pen. The reason I can end
- 1:16:54Common Core at the federal level is because Obama
- 1:16:56is abusing executive power, using race to the
- 1:17:00top funds in the Department of Education to force
- 1:17:02it on the states. That's one avenue. The second
- 1:17:05avenue of change is foreign policy. And foreign
- 1:17:09policy can change the fastest. It's worth remembering
- 1:17:12that Iran released our hostages the day Reagan
- 1:17:16was sworn in. And then the third is legislation,
- 1:17:18and that can only be done with the people behind
- 1:17:21you, which is why the two big legislative initiatives
- 1:17:24I'm campaigning on are repealing Obamacare and
- 1:17:27adopting a simple flat tax to abolish the IRS.
- 1:17:34Mr. Trump, if Senator Cruz is known for opposing
- 1:17:37deals, you literally wrote the book on making
- 1:17:40them. Senator Cruz has mentioned that on the
- 1:17:43trail. What would you say to those conservatives
- 1:17:45who are concerned that a dealmaker will just
- 1:17:47perpetuate the same deals in Washington and the
- 1:17:51way that things run now? How do you disturb that?
- 1:17:53No, a good dealmaker will make great deals, but
- 1:17:56will do it the way our founders thought it should
- 1:17:58be done. People get together, they make deals.
- 1:18:01Ronald Reagan did it with Tip O 'Neill very successfully.
- 1:18:04You didn't hear so much about executive orders
- 1:18:06if you heard about it at all. You have to be
- 1:18:09able to get a consensus. Now, the real person,
- 1:18:13like it was mentioned about the deal with Iran.
- 1:18:16How bad a deal is that? It doesn't get any more
- 1:18:20amateurs than that. A good dealmaker would never
- 1:18:22make a deal like that. With Congress, you have
- 1:18:25to get everybody in a room, and you have to get
- 1:18:27them to agree. But you have to get them to agree
- 1:18:29what you want, and that's part of being a dealmaker.
- 1:18:32You can't leave the White House, go to Hawaii
- 1:18:35and play golf for three weeks and be a real dealmaker.
- 1:18:37It doesn't work that way. You have to get people
- 1:18:40in, grab them, hug them, kiss them, and get the
- 1:18:43deal done. But it's got to be... the deal that
- 1:18:45you want. Governor Kasich, is the problem with
- 1:18:53Washington that there are too many deals or too
- 1:18:56few? Well, right now the deals are, there's no
- 1:18:58leadership. I mean, a lot of the things that
- 1:19:00we're talking about here tonight, you know, on
- 1:19:02the border and so many of the things, you know,
- 1:19:05what we should be doing on foreign policy. You
- 1:19:07know what the problem is, Mary Catherine, is
- 1:19:09there's not a leader that gets somebody to rise
- 1:19:11up. You have to have a leader that can inspire.
- 1:19:14I mean, actually, some of what Donald was saying
- 1:19:16is true. Look, you know how hard it was to get
- 1:19:19the federal budget balanced? You have to plead
- 1:19:22with people. To do what we've done in Ohio, you
- 1:19:25have to plead with people. Then you go back down
- 1:19:27to Washington and do the same thing. You see,
- 1:19:29we have to remind people we're Americans. Before
- 1:19:32were Republicans and Democrats. And when we wait
- 1:19:36and when we delay, what we end up doing, Mary
- 1:19:38Catherine, is we make the United States weaker.
- 1:19:41In fact, it's a foreign policy issue because
- 1:19:43people look at America not solving problems and
- 1:19:45they say, what are they doing over there? So
- 1:19:48the point is you have to work with people. The
- 1:19:50problem with executive authority for the president,
- 1:19:53it's really bad news for this reason. Since he's
- 1:19:56given up on working with Congress, he thinks
- 1:19:58he can impose anything he wants. He's not a king.
- 1:20:02He's a president. An executive order should be
- 1:20:04used, frankly, in consolidation and with consulting
- 1:20:08with the leadership in the Congress. I've done
- 1:20:11it in Ohio. I consult. I can use executive orders,
- 1:20:14but I don't trump the legislature because if
- 1:20:16you do, you aggravate them, you anger them, and
- 1:20:20then the long -term prospects get bleak. We have
- 1:20:22to solve problems in America by coming together,
- 1:20:25Republicans and Democrats, Americans first, party
- 1:20:28and ideology. second in the second backseat of
- 1:20:32this country that's what we need to do and we
- 1:20:37can do it and we can do it this is a this is
- 1:20:40an important subject i agree with everything
- 1:20:42that's been said here about repealing unconstitutional
- 1:20:44rules and rules that are creating real burdens
- 1:20:47for investing that creates jobs but we also ought
- 1:20:50to get back to being a 10th amendment country
- 1:20:52country as well a country that respects the states
- 1:20:55to be able to make more decisions and in the
- 1:20:57bush administration We would shift transportation
- 1:21:00dollars back to the states. I trust Kasich and
- 1:21:03Christie to build the roads and the infrastructure
- 1:21:05of their states than Washington, D .C. EPA, delegated
- 1:21:09authority, back to the states. Education dollars,
- 1:21:12back to the states. I would like to see reform
- 1:21:14take place all across the country where there's
- 1:21:16more vouchers, more freedom. If we did that...
- 1:21:20We would shrink government's power in Washington,
- 1:21:22D .C., and we would have a much more effective
- 1:21:25government where people would begin to trust
- 1:21:26our government again because now no one believes
- 1:21:28it works. You must have an agenda that you are
- 1:21:34ready to move on in the first hundred days. Jeb
- 1:21:37is right. If you delay and you wait, the Washington
- 1:21:40operators will take you down. I can tell you
- 1:21:44this. In the first 100 days, I will have legislation
- 1:21:46to freeze federal regulations, have them reviewed
- 1:21:48by the vice president, reduce state taxes on
- 1:21:51individuals, reduce taxes on corporations, have
- 1:21:54a fiscal plan to balance the budget, get the
- 1:21:56border protected, and begin to fix Social Security
- 1:21:59in the first 100 days. So anybody who's here
- 1:22:01tonight... If I get elected president, head out
- 1:22:04tomorrow and buy a seatbelt, because there's
- 1:22:06going to be so much happening in the first hundred
- 1:22:08days, it's going to make your head spin, and
- 1:22:10we're going to move America forward. I promise
- 1:22:12you, we're going to move us forward. He mentioned
- 1:22:16me. He mentioned me. One other thing that I think
- 1:22:20we ought to do, along with repealing Obamacare,
- 1:22:23we need to shift all this power of health care,
- 1:22:25which is the most egregious form of federal power
- 1:22:28that is suppressing wages and income. And allow
- 1:22:31governors to have the Medicaid plans so that
- 1:22:33they can create 21st century Medicaid insurance
- 1:22:36for people that are stuck in poverty. There's
- 1:22:38so much that could be done, but I don't trust
- 1:22:41Washington to do it. I trust the state capitals
- 1:22:43to be the place to be the source of innovation
- 1:22:45and reform in this country. Thank you, Governor.
- 1:22:48Thank you, Governor. Mark and David, back to
- 1:22:50you. Mary Catherine, thank you. We want to turn
- 1:22:53to something the Governor of New Hampshire said.
- 1:22:57Look, Jeb mentioned me. It's time for me to go
- 1:23:00again. I didn't mention him the second time.
- 1:23:04He says he didn't mention me the second time.
- 1:23:06I thought I heard it, Jeb. No, I'm just kidding.
- 1:23:08Thank you all very much for listening and being
- 1:23:10patient with all of us tonight. Thank you. A
- 1:23:12connection here on the stage. We're going to
- 1:23:15move on to what the governor of New Hampshire
- 1:23:16said just this week, and that is that heroin
- 1:23:19overdose is now the second leading cause of death
- 1:23:21in this state. You don't need me to tell you
- 1:23:23that. But there's another number. Forty -eight
- 1:23:25percent of the people here in this state know
- 1:23:27someone who has abused heroin. Josh, who covers
- 1:23:30this for WMUR, has the next question. You're
- 1:23:32all aware, candidates, that this is a major problem
- 1:23:34here in New Hampshire. It's a very deadly problem
- 1:23:36as well. Last month, New Hampshire Senators Kelly
- 1:23:38Ayotte, Republican, and Jeanne Shaheen, Democrat,
- 1:23:40they went down to Washington along with the police
- 1:23:42chief for the state's largest city to testify
- 1:23:44before the Judiciary Committee in D .C. Senator
- 1:23:48Cruz, you're a member of that committee. Your
- 1:23:50campaign schedule didn't allow you to attend
- 1:23:51this. Even so, the police chief called your absence
- 1:23:54outrageous, given the severity of the problem.
- 1:23:59You told a personal story of a close family member's
- 1:24:01struggle with addiction. What can you say to
- 1:24:03law enforcement right now to convince them that
- 1:24:07you understand the severity of this problem and
- 1:24:09you're not just saying what people want to hear
- 1:24:11days before the primary? Well, Josh, as you noted,
- 1:24:15this is a problem that, for me, I understand
- 1:24:17firsthand. My older sister, Miriam, who was my
- 1:24:21half -sister, struggled her whole life with drug
- 1:24:24and alcohol addiction. my father and her mom
- 1:24:27divorced when she was a little girl, and she
- 1:24:29was angry her whole life. And she ended up marrying
- 1:24:32a man who'd been in and out of jail. She then
- 1:24:35became a single mom, and she herself went to
- 1:24:38jail several times, and she ended up spending
- 1:24:41some time in a crack house. I still remember
- 1:24:46my father and me driving up to get Miriam out
- 1:24:48of that crack house to try to convince her she
- 1:24:50needed to be a mom to my nephew Joey. She wasn't
- 1:24:56willing to listen. She was not willing to change
- 1:24:58the past she was on. She was angry. I had just
- 1:25:02gotten my first job coming out of law school.
- 1:25:04I took a $20 ,000 loan on a credit card to put
- 1:25:09my nephew Joey in Valley Forge Military Academy.
- 1:25:11He was in sixth grade at the time to pay his
- 1:25:13way through that. And about five, six years ago,
- 1:25:18Miriam died of an overdose. It was the coroner
- 1:25:21ruled it accidental. We don't know. She went
- 1:25:23to sleep one night. had taken too many pills
- 1:25:26and Joey walked in and found her dead. This is
- 1:25:29an absolute epidemic. We need leadership to solve
- 1:25:32it. Solving it has to occur at the state and
- 1:25:37local level with programs like AA and counseling
- 1:25:40and churches and charities. But it also has to
- 1:25:42occur securing the borders because you've got
- 1:25:44Mexican cartels that are smuggling vast amounts
- 1:25:47of heroin into this country. We know how to secure
- 1:25:50the borders. What is missing is the political
- 1:25:53will to do it. And as president, I will secure
- 1:25:56the border. We will end this deluge of drugs
- 1:25:59that is flowing over our southern border and
- 1:26:01that is killing Americans across this country.
- 1:26:03Governor Christie, you've talked a lot about
- 1:26:05this issue here in New Hampshire, state reforms,
- 1:26:08criminal justice reforms, access to treatment.
- 1:26:10To Senator Cruz's point, let's take it a step
- 1:26:13further. Would you be willing to engage in cross
- 1:26:15-border enforcement into Mexico, the place where
- 1:26:18law enforcement here in New Hampshire has traced
- 1:26:20a lot of this supply back to? Would you engage
- 1:26:23in cross -border enforcement without the cooperation
- 1:26:25of the Mexican government? Of course I would.
- 1:26:27As a former United States attorney who spent
- 1:26:29seven years of my life fighting this on the streets
- 1:26:32of my state, I would do that. But we need to
- 1:26:34do more, and let me tell you what we've done
- 1:26:35in New Jersey, Josh. We're working with the folks
- 1:26:37in New Hampshire and their legislature right
- 1:26:38now to show them how we're helping to solve this
- 1:26:41problem in New Jersey. Not just for this campaign.
- 1:26:43Three years ago... I proposed a law that we signed
- 1:26:46into effect, which said that anyone who is a
- 1:26:49nonviolent, non -dealing, first -time drug offender
- 1:26:52no longer goes to prison in New Jersey. They
- 1:26:54go to mandatory inpatient drug treatment. What's
- 1:26:57happened is crime has gone down 20 % in those
- 1:26:59three years. The prison population has gone down
- 1:27:0110%. We've now closed the state prison, closed
- 1:27:04the state prison, and we're turning it into a
- 1:27:06drug rehabilitation facility so people can get
- 1:27:08the tools they need. Listen, everyone out there
- 1:27:10knows this in New Hampshire. This is a disease.
- 1:27:13It's not a moral failing. It's a disease, and
- 1:27:15we need to give people the treatment they need.
- 1:27:17And let me tell you why, because I'm pro -life.
- 1:27:19And I'm pro -life not just for the nine months
- 1:27:21in the womb. I'm pro -life for when they get
- 1:27:23out, and it's a lot more complicated. Sixteen
- 1:27:26-year -old. Heroin -addicted drug girl on the
- 1:27:29floor of the county lockup. I'm pro -life for
- 1:27:31her life. The 42 -year -old lawyer who's taking
- 1:27:34Oxycontin and can't get out of bed and support
- 1:27:36his family. I'm pro -life for his life. Every
- 1:27:38one of those lives is an individual gift from
- 1:27:40God. And the last thing is this. These efforts
- 1:27:43we've taken over the last three years, 2015 in
- 1:27:46New Jersey, for the first time in four years,
- 1:27:48drug overdose deaths have gone down, not up.
- 1:27:51I'll bring the same solutions to the country.
- 1:27:54Governor Christie, thank you very much. Dave
- 1:27:56Martha, back to you. Thank you, Governor Christie.
- 1:28:00Thank you, Josh. Our partner in this debate,
- 1:28:03the Independent Journal -Review, has collected
- 1:28:05questions from some prominent conservatives around
- 1:28:09the country. Here's a videotaped question from
- 1:28:11radio host Larry O 'Connor. In 2008, we saw how
- 1:28:15motivated an electorate can be when they think
- 1:28:17their vote is making history. Let's face it,
- 1:28:19if Hillary Clinton is the nominee for the Democrats,
- 1:28:21you'll be running against the prospect of the
- 1:28:23first woman president. How will you change that
- 1:28:25narrative and motivate the electorate behind
- 1:28:27your candidacy? Mr. Trump, I'm going to give
- 1:28:31that question to you. You took it away anyway.
- 1:28:33It looked like he was looking right at me right
- 1:28:35there. I think that... I look at what's going
- 1:28:39on. I look at all of the polls. I do very, very
- 1:28:42well against Hillary Clinton. I can tell you
- 1:28:44I'm the last person that she wants to run against.
- 1:28:47And I think you can see what we've done in terms
- 1:28:49of galvanizing. I've been all over the country.
- 1:28:53Last night, I was in South Carolina. We had 12
- 1:28:56,000 people. It's set up in about four days.
- 1:29:00We have galvanized, and we've created a movement.
- 1:29:02A lot of it has to do with, as an example, Josh's
- 1:29:05question on drugs. I'm the first one that said,
- 1:29:07build a wall, but I mean a real wall, not a toy
- 1:29:09wall like they have right now, a real wall, and
- 1:29:12you'll solve lots of problems. But we will galvanize
- 1:29:15the people of this country, and we will beat
- 1:29:18Hillary Clinton. Assuming that she runs, by the
- 1:29:21way, how she gets away with the email stuff is
- 1:29:23hard to believe. So I don't know that she's going
- 1:29:25to be running, but on the assumption she runs.
- 1:29:28I mean, look, and speaking of that, if she runs,
- 1:29:31she's running for one reason. She's going to
- 1:29:33be able to run for one reason, and that's because
- 1:29:35the Democrats are protecting her. Because so
- 1:29:38many people have done so much less than her,
- 1:29:41and they were absolutely, their lives have been
- 1:29:43destroyed. But on the assumption they do protect
- 1:29:46her. I will win the election, and we will win
- 1:29:49it by a lot. We will win it handily. We cannot
- 1:29:52have another four years of essentially Barack
- 1:29:55Obama. Thank you very much, Mr. Trump. I'm going
- 1:29:59to go to Senator Rubio on this. How would you
- 1:30:01change that narrative? I think it's already happening.
- 1:30:03Look at the turnout in Iowa. Historic number
- 1:30:05of people came out and voted in those caucuses.
- 1:30:07They're saying the same thing is going to happen
- 1:30:09here in New Hampshire. Look at the rallies that
- 1:30:11every single person on the stage is having. Much
- 1:30:13higher numbers than you used to see in the past,
- 1:30:15and here's why. Because people are starting to
- 1:30:18understand very clearly that this election is
- 1:30:20going to be a turning point. That 2016 is not
- 1:30:22just a choice between Republican or Democrat.
- 1:30:24It is a referendum on our identity as a nation
- 1:30:27and as a people. And so here's what Hillary Clinton
- 1:30:29needs to understand. We're going to have our
- 1:30:31primary. We're going to have our debates, which,
- 1:30:32by the way, are twice as many as the Democrats
- 1:30:34have been willing to have themselves. But we're
- 1:30:36going to bring this party together. And we are
- 1:30:38going to defeat Hillary Clinton because she is
- 1:30:40unqualified to be the president of the United
- 1:30:42States of America. She put classified information
- 1:30:45on her computer because she thinks she's above
- 1:30:47the law. And anyone who lies to the families
- 1:30:49of people who have lost their loved ones in the
- 1:30:51service of our country, like she did in Benghazi,
- 1:30:54can never be the commander -in -chief of the
- 1:30:56United States of America. Thank you, Senator
- 1:30:58Rubio. Dr. Carson, I want to go to you on Larry
- 1:31:04O 'Connor's question. Would you change the narrative?
- 1:31:09The same question? Yes. Well, first of all, I
- 1:31:13think it would be a pretty easy contrast, quite
- 1:31:16frankly, between myself and Hillary Clinton.
- 1:31:19In one case, you have someone who is known as
- 1:31:23a deceitful individual, an individual who...
- 1:31:27Ed Benghazi, which I will never let go, quite
- 1:31:30frankly, because I think of those two men who
- 1:31:34went up there on the top of that compound with
- 1:31:36machine guns, firing away, allowing their colleagues
- 1:31:40to escape. And I'm sure in the back of their
- 1:31:43mind they were just saying, if we can just hold
- 1:31:46on, help is on the way. But help was not on the
- 1:31:48way. When did we in the United States not send
- 1:31:51people to help our own people? You know, this
- 1:31:54is not who we are. I would simply make it a referendum
- 1:32:02on honesty and integrity versus deceit and the
- 1:32:07Washington way. Martha. Thank you very much,
- 1:32:09Dr. Carson. I'm going to go back to David. Governor,
- 1:32:11we'll come to you in the next segment. When we
- 1:32:13come back, questions about race, about our veterans
- 1:32:15and social. To have you back at the podiums,
- 1:32:17and we want to turn to race in America and Mr.
- 1:32:19Trump. There are many who argue cell phones and
- 1:32:22smartphones are just now exposing what's been
- 1:32:25happening in this country for years. Cases of
- 1:32:27excessive force against minorities. As you know,
- 1:32:29Mr. Trump, on the other side, the FBI director
- 1:32:31recently said there's a chill wind blowing through
- 1:32:34law enforcement because of increased scrutiny.
- 1:32:36You have said police are the most mistreated
- 1:32:39people in America. As president, how do you bridge
- 1:32:41the divide? Well, there is a divide, but I have
- 1:32:44to say that the police are absolutely mistreated
- 1:32:48and misunderstood. And if there is an incident,
- 1:32:50whether it's an incident done purposely, which
- 1:32:54is a horror, and you should really take very
- 1:32:56strong action. or if it's a mistake, it's on
- 1:32:59your newscasts all night, all week, all month,
- 1:33:02and it never ends. The police in this country
- 1:33:05have done an unbelievable job of keeping law
- 1:33:09and order. And they're afraid for their jobs.
- 1:33:13They're afraid of the mistreatment they get.
- 1:33:15And I'm telling you that not only me speaking,
- 1:33:19minorities all over the country, they respect
- 1:33:21the police of this country, and we have to give
- 1:33:24them more respect. They can't act. They can't
- 1:33:26act. They're afraid for losing their pension,
- 1:33:28their job. They don't know what to do. And I
- 1:33:30deal with them all the time. We have to give
- 1:33:32great respect, far greater than we are right
- 1:33:35now, to our really fantastic police. Mr. Trump.
- 1:33:41I did ask about bridging the divide, though,
- 1:33:43as president. So what would you say to the American
- 1:33:45families who say we have lived through this?
- 1:33:46We have seen excessive force. What would you
- 1:33:48say to those? Well, they do. And, you know, they
- 1:33:50sue. Everybody sues. Right. They see. I mean,
- 1:33:53they go out. They sue. We have so much litigation.
- 1:33:56I see the courts. I see what they're doing. They
- 1:33:58sue. And you know what? We don't want excessive
- 1:34:00force. But at what point? You know, either you're
- 1:34:02going to have a police force that can do its
- 1:34:05job. I was just up in Manchester. I met with
- 1:34:08the police officers yesterday. Tremendous people.
- 1:34:11They love the area. They love the people. They
- 1:34:13love all the people. They want to do their job.
- 1:34:15And you're going to have abuse, and you're going
- 1:34:17to have problems, and you've got to solve the
- 1:34:18problems, and you have to weed out the problems.
- 1:34:21But the police in this country are absolutely
- 1:34:24amazing people. I wanted to say, look, this can
- 1:34:30be a win -win here. I have formed a collaborative
- 1:34:34between police and community leaders because
- 1:34:37people have to respect law enforcement. A family
- 1:34:40doesn't want dad or mom going home in a box.
- 1:34:43And for our community leaders, many of them think
- 1:34:45the system not only works, not only doesn't work
- 1:34:49for them, but it works against them. And I created
- 1:34:52a big collaborative in Ohio. made up of law enforcement
- 1:34:55community leaders the head of my public safety
- 1:34:57and a former democrat liberal state senator nina
- 1:35:01turner run it they got together they made recommendations
- 1:35:04on recruiting on hiring on the use of deadly
- 1:35:07force and what we're about to do is to bring
- 1:35:09community and police together so we can have
- 1:35:12a win -win. We need more win -wins in America,
- 1:35:15and we don't have to pick one over another or
- 1:35:17divide. We love the police, but we've got to
- 1:35:20be responsive to the people in the communities.
- 1:35:22We have to do all of it. Senator Rubio, I want
- 1:35:24to ask you next. President Obama visited a mosque
- 1:35:28this week in America for the first time in his
- 1:35:29presidency. President George W. Bush visited
- 1:35:32a mosque after September 11th. You said of President
- 1:35:35Obama, quote, he's always pitting people against
- 1:35:37each other. So I'm curious, how are the two visits
- 1:35:40different, and would you visit a mosque as president?
- 1:35:42I would, but that's not the issue. My problem
- 1:35:45with what he did is he continues to put out this
- 1:35:47fiction that there's widespread, systematic discrimination
- 1:35:50against Muslim Americans. First of all, let's
- 1:35:52recognize this. If you go to a national cemetery
- 1:35:55in this country, you will see stars of Davids
- 1:35:57and crosses, but you'll also see crescent moons.
- 1:35:59There are brave men and women who happen to be
- 1:36:01Muslim Americans who are serving this country
- 1:36:03in uniform and who have died in the service of
- 1:36:05this country. And we recognize that and we honor
- 1:36:08that. But by the same token, we face a very significant
- 1:36:11threat of homegrown violent extremism. We need
- 1:36:13to have strong, positive relationships in the
- 1:36:15Islamic communities in this country so they will
- 1:36:18identify and report this activity, especially
- 1:36:20mosques, for example, that are participating
- 1:36:22not just in hate speech, but in inciting violence
- 1:36:25and in taking acts against us. And I do believe
- 1:36:28it is important also to recognize, you want to
- 1:36:30talk about religious discrimination in America?
- 1:36:32Well, I don't think Barack Obama is being sued
- 1:36:34by any Islamic groups, but he is being sued by
- 1:36:36the Little Sisters of the Poor. We are facing
- 1:36:39in this country Christian groups and groups that
- 1:36:41hold traditional values who feel and in fact
- 1:36:44are being discriminated against by the laws of
- 1:36:46this country that try to force them to violate
- 1:36:48their conscience. Senator Rubio, thank you. Governor
- 1:36:51Christie, earlier this week the World Health
- 1:36:57Organization declared the Zika virus a global
- 1:37:00emergency. The same kind of mosquitoes that carry
- 1:37:02the Zika virus in Latin America. are found here
- 1:37:05in the United States, and the virus has been
- 1:37:08linked to severe birth defects. Governor Christie,
- 1:37:11at the peak of the Ebola outbreak in West Africa,
- 1:37:14you ordered an American nurse who landed at Newark
- 1:37:17Airport be detained and quarantined. As fear
- 1:37:20spread now of the Zika virus, and with the Rio
- 1:37:22Olympics just months away, is there a scenario
- 1:37:25where you would quarantine people traveling back
- 1:37:28from Brazil to prevent the spread in the United
- 1:37:31States? You bet I would. And the fact is that
- 1:37:34because I took strong action to make sure that
- 1:37:37anyone who was showing symptoms, let me remember
- 1:37:38what happened with that nurse. She was showing
- 1:37:40symptoms and coming back from a place that had
- 1:37:43the Ebola virus active, and she had been treating
- 1:37:45patients. This was not just something like we
- 1:37:48picked her up just for the heck of it, right?
- 1:37:50We did it because she was showing symptoms. And
- 1:37:52the fact is that's the way you should make these
- 1:37:54decisions. You make these decisions based upon
- 1:37:56the symptoms, the medicine, and the law. We quarantined
- 1:38:00her. She turned out to test negative, ultimately,
- 1:38:02after 48 hours, and we released her back to the
- 1:38:05state of Maine. But I want to add something on
- 1:38:07the issue of mosques. Now, I'm the only one up
- 1:38:10here who's got a law enforcement background and
- 1:38:12was the U .S. attorney after September 11th.
- 1:38:14I went to mosques throughout my state to build
- 1:38:16bridges, to build bridges between our community
- 1:38:19and law enforcement so we could get intelligence
- 1:38:21and information from these folks. I've had the
- 1:38:23experience of working with them as governor of
- 1:38:25New Jersey as well. We cannot mix the radical
- 1:38:28Islamic jihadists with everyday Muslim Americans.
- 1:38:31New Jersey has the second largest Muslim American
- 1:38:33population in America of any state. These are
- 1:38:36good, law -abiding, hardworking people. What
- 1:38:39they need is our cooperation and our understanding.
- 1:38:41They do not need just broadsides against them
- 1:38:44because of the religious faith they practice.
- 1:38:46Governor Christie, thank you. I'm going to move
- 1:38:49to Dr. Carson and go back to the Zika virus.
- 1:38:51Is that going too far, quarantining? You're a
- 1:38:54doctor. What would you do? Well, you know, it's
- 1:38:57not a simple issue. And now, you know, we've
- 1:39:00gotten evidence that there can be active viruses
- 1:39:03in other bodily fluids like saliva and urine.
- 1:39:07So this is going to be obviously a big deal.
- 1:39:12Do we quarantine people if we have evidence that
- 1:39:15they are infected? and that there is evidence
- 1:39:18that that infection can spread by something that
- 1:39:21they're doing, yes. But, you know, just willy
- 1:39:25-nilly going out and quarantining a bunch of
- 1:39:27people because they've been to Brazil, I don't
- 1:39:30believe that that's going to work. What we really
- 1:39:33need to be thinking about is how do we get this
- 1:39:36disease under control? And this is where we need
- 1:39:39rapid response. We need a rapid response for
- 1:39:42Ebola. We need rapid response for Zika. There
- 1:39:46will be other things that will come up. And these
- 1:39:49are the kinds of things that the NIH, the CDC
- 1:39:52can be very effective in. We need to give them
- 1:39:56the appropriate support for those kinds of things.
- 1:39:59Thanks very much, Dr. Carson. I want to move
- 1:40:01on to the military. Senator Rubio, all restrictions
- 1:40:05on women in combat. have been lifted as long
- 1:40:08as they qualify positions including special operations
- 1:40:11forces like Navy SEALs. Just this week, the military
- 1:40:15leaders of the Army and Marine Corps said that
- 1:40:18they believe young women, just as young men are
- 1:40:21required to do, should sign up for selective
- 1:40:24service in case the draft is reinstated. Many
- 1:40:28of you have young daughters. Senator Rubio, should
- 1:40:31young women be required to sign up for selective
- 1:40:34service in case of a national emergency? Well,
- 1:40:36first let me say there are already women today
- 1:40:37serving in roles that are like combat, that in
- 1:40:40fact whose lives are in very serious danger.
- 1:40:42And so I have no problem whatsoever. with people
- 1:40:45of either gender serving in combat, so long as
- 1:40:47the minimum requirements necessary to do the
- 1:40:49job are not compromised. But I support that.
- 1:40:52And obviously, now that that is the case, I do
- 1:40:54believe that selective service should be opened
- 1:40:56up for both men and women in case a draft is
- 1:40:59ever instituted. I think the more fundamental
- 1:41:01challenge we're now facing is what's happening
- 1:41:03to the U .S. military. I've said this many times
- 1:41:05already, and I think it's important to start
- 1:41:07paying attention to this. Our Air Force is about
- 1:41:09to be the smallest it's been in 100 years. I'm
- 1:41:11sorry, in our history. Our Army is set to be
- 1:41:14smaller than it's been since the Second World
- 1:41:15War, and our Navy is about to be the smallest
- 1:41:18than it's been in 100 years. I think we need
- 1:41:20to begin to refocus on rebuilding our military,
- 1:41:22because every time we have cut our military in
- 1:41:24the history of this country, we have had to come
- 1:41:26back later and rebuild it, and it costs more,
- 1:41:28and it's a lot more chaotic and dangerous. When
- 1:41:31I'm president, we are rebuilding the U .S. military.
- 1:41:33Thank you, Senator Rubio. Governor Bush, do you
- 1:41:36believe that young women should sign up for selective
- 1:41:41service, be required to do so? I do. I do. And
- 1:41:44I think that we should not impose any kind of
- 1:41:46political agenda on the military. There should
- 1:41:48be, if women can... We meet the requirements,
- 1:41:53the minimum requirements for combat service.
- 1:41:55They ought to have the right to do it, for sure.
- 1:41:57It ought to be focused on the morale as well.
- 1:41:59We ought to make sure that we have readiness
- 1:42:00much higher than we do today. We need to eliminate
- 1:42:02the sequester, which is devastating our military.
- 1:42:05We can't be... focusing on the political side
- 1:42:08of this, we need to realize that our military
- 1:42:10force is how we project our word in the world.
- 1:42:13When we are weak militarily, it doesn't matter
- 1:42:15what we say. We can talk about red lines and
- 1:42:18ISIS being the JV team and reset buttons and
- 1:42:21all this. If we don't have a strong military,
- 1:42:22then no one fears us and they take actions that
- 1:42:26are against our national interests. Tell me what
- 1:42:28you'd say to American people out there. who are
- 1:42:32sitting at home, who have daughters, who might
- 1:42:35worry about those answers and might worry that
- 1:42:38the draft is reinstituted. Well, the draft's
- 1:42:41not going to be reinstituted, but why, if women
- 1:42:43are accessing... But you didn't just do away
- 1:42:45with it? No, I didn't say that. You asked the
- 1:42:47question not about the draft, you asked about
- 1:42:49registering. And if women are going to be supporting...
- 1:42:52You registered for the draft. But we don't have
- 1:42:54a draft. I'm not suggesting we have a draft.
- 1:42:56What I'm suggesting is that we ought to have
- 1:42:59readiness being the first priority of our military,
- 1:43:01and secondly, that we make sure that the morale
- 1:43:04is high. And right now, neither one of those
- 1:43:06are acceptable because we've been gutting the
- 1:43:08military budget. We also need to reform our procurement
- 1:43:11process. We need to make sure that there are
- 1:43:13more... men and women in uniform than people,
- 1:43:16than civilians in our Defense Department. There's
- 1:43:17a lot of things that we need to do, reform, to
- 1:43:19bring our defense capabilities into the 21st
- 1:43:22century. And I'm the guy that could do that.
- 1:43:24That's why I have the support of generals, of
- 1:43:27admirals, of 12 Medal of Honor recipients, and
- 1:43:30many other people that know that I would be a
- 1:43:32steady commander -in -chief and rebuild our military.
- 1:43:38Martha. Thank you very much. Can I be really
- 1:43:41clear on this? Because I am the father of two
- 1:43:43daughters. One of them is here tonight. What
- 1:43:46my wife and I have taught our daughters right
- 1:43:47from the beginning, that their sense of self
- 1:43:50-worth, their sense of value, their sense of
- 1:43:52what they want to do with their life comes not
- 1:43:54from the outside, but comes from within. And
- 1:43:56if a young woman in this country wants to go
- 1:43:59and fight to defend her country, she'd be permitted
- 1:44:01to do so. And part of that also needs to be a
- 1:44:03part of a greater effort in this country. And
- 1:44:05so there's no reason why one young woman should
- 1:44:07be discriminated against from registering for
- 1:44:10the Selective Service. The fact is, we need to
- 1:44:12be a party and a people. that makes sure that
- 1:44:15our women in this country understand anything
- 1:44:17they can dream, anything that they want to aspire
- 1:44:20to, they can do. That's the way we raise our
- 1:44:23daughters, and that's what we should aspire to
- 1:44:24as president for all the women in our country.
- 1:44:26Thank you very much, Governor Christie. We just
- 1:44:29covered, wait one second, Dr. Carson. Something
- 1:44:31about the draft, just very quickly. Very quickly.
- 1:44:34You know, 14 % decrease in the number of people
- 1:44:38applying for voluntary military service. And
- 1:44:41I think part of it is because of the way that
- 1:44:43we treat our veterans. You know, we wouldn't
- 1:44:46be a free country if it wasn't for them. And
- 1:44:48we have 22 veterans per day. committing suicide
- 1:44:52so i think what we should do is have an external
- 1:44:54support system for people once they volunteer
- 1:44:57and it should follow them throughout their career
- 1:45:00they should follow them for three years or five
- 1:45:03years afterwards a year before they get out it
- 1:45:06should be working on integrating them back into
- 1:45:08society so that they quit on friday and they
- 1:45:11start their new job they should have health empowerment
- 1:45:14accounts that are subsidized so they can go to
- 1:45:17any medical facility and be taken care of they
- 1:45:19can go to a va they want to. But if we start
- 1:45:22taking care of our veterans the right way, we
- 1:45:24won't have to ever worry about a draft again.
- 1:45:28Thank you very much for bringing up that subject,
- 1:45:31Dr. Carson, of our veterans. And for another
- 1:45:33question about our veterans, we go back to Josh
- 1:45:36McKelvin from WMUR. Josh. Thank you, Martha.
- 1:45:39None of you on stage tonight have ever worn a
- 1:45:41uniform as a member of the armed service. That's
- 1:45:44the reality of it. But as Commander -in -Chief,
- 1:45:46you'll also be charged with the care of 23 million
- 1:45:49active duty service members and veterans in this
- 1:45:51country. Some have suggested privatizing the
- 1:45:54VA as a way to enhance care and increase the
- 1:45:56quality of the care and access. Others say that
- 1:46:00veterans should carry ID cards that allow them
- 1:46:03access to any hospital or health care provider.
- 1:46:05Governor Bush, what specifically would you do
- 1:46:07to ensure that those who have sacrificed for
- 1:46:09us are cared for? I totally agree that we need
- 1:46:12to give veterans more choices. A veteran's card
- 1:46:15to be able to go to a private provider will enhance
- 1:46:17the quality of the service inside the Department
- 1:46:19of Veterans Affairs. We need career civil service
- 1:46:22reform. Only three people were fired after waiting
- 1:46:25lists were dropped where veterans didn't get
- 1:46:27care, and people died. It is outrageous. And
- 1:46:30Hillary Clinton says that that's acceptable because
- 1:46:32she is... captive of the public service unions.
- 1:46:35Career civil service reform would allow the next
- 1:46:37president to fire people that are just showing
- 1:46:40sheer incompetence. At a town hall meeting today,
- 1:46:43someone told the story of their father, who looked
- 1:46:46like he was 85. He got a bill eight years later
- 1:46:50from an operation he had. Eight years it took.
- 1:46:53They couldn't resolve the dispute. And then he
- 1:46:56was told that he died. Literally, the Veterans
- 1:46:59Administration sent a death certificate to this
- 1:47:01guy. And it took nine months to clarify the guy.
- 1:47:05I met him, and he's voting for me, and he is
- 1:47:07likely to be alive. This is outrageous. It is
- 1:47:16completely outrageous. So giving veterans more
- 1:47:18choices, creating centers of excellence, focusing
- 1:47:21on the true problems that exist. Dr. Carson is
- 1:47:24completely right. We need to start focusing on
- 1:47:26this earlier before they become veterans so that
- 1:47:28there's a customized plan so people don't fall
- 1:47:31through the cracks. We can do this, but it's
- 1:47:33going to require someone who has proven leadership
- 1:47:34skills to make it happen. Governor, do you have
- 1:47:37a favorite approach? Josh, I mean, clearly, when
- 1:47:42a veteran comes home, they should get health
- 1:47:43care anywhere they want to go. In our state,
- 1:47:46which is what we should do in the country, you
- 1:47:48know, if they drive a truck from Kabul to Kandahar
- 1:47:51in Afghanistan, We say you can drive a truck
- 1:47:55from Columbus to Cleveland, and we don't have
- 1:47:57to go get a license. We're going to hand you
- 1:47:58one. And if you've got expertise in the military,
- 1:48:01we're going to give you college credit or community
- 1:48:03college credit for the things that you did for
- 1:48:06our country. And in addition to that, I'll tell
- 1:48:08you one of the biggest things I think has to
- 1:48:10be done, and I would do it as president, the
- 1:48:12Pentagon has got to work with the returning soldier,
- 1:48:16sailor. along with the family, and they're the
- 1:48:20most valuable employees in the country. I call
- 1:48:22them golden employees. Everybody wants to hire
- 1:48:25a veteran. But there is a disconnect between
- 1:48:28the job openings and the veteran when the veteran
- 1:48:30comes back. The veteran is a leader. The veteran
- 1:48:33is strong. The veteran is drug -free. There should
- 1:48:36be no unemployment among veterans. And if the
- 1:48:38Pentagon will work with the veteran services
- 1:48:40agencies all across this country, Josh, We can
- 1:48:43get people jobs, and we can get them jobs quickly,
- 1:48:47get them their health care, get them their college
- 1:48:49education. Let's lift them. They're the greatest
- 1:48:52people defending the United States of America,
- 1:48:55and we need to take care of them, and we will.
- 1:48:57We will. Senator Rubio, go ahead. Well, my brother's
- 1:49:04a veteran. We're very proud of him in our family.
- 1:49:06He served as a Green Beret in the 7th Special
- 1:49:08Forces from 1968 through 1971. And as part of
- 1:49:12his training, he jumped out of an airplane and
- 1:49:14he lost his two front teeth. And for years, he's
- 1:49:16had to go to get these dental claims. And every
- 1:49:18time he goes to get one of these dental claims
- 1:49:20filled, the VA asks him, well, how do we know
- 1:49:21you lost your teeth in the Army? And he says,
- 1:49:23well, it's the only time I ever jumped out of
- 1:49:25a plane. But he's had to fight through this process
- 1:49:27and I've watched it firsthand. That's why I'm
- 1:49:29proud that I worked in a bipartisan way. We passed
- 1:49:32the VA accountability bill that for the first
- 1:49:33time allows us to fire, allows the VA secretary
- 1:49:37to fire someone who's not doing a good job, who's
- 1:49:39a senior executive. And the governor's right.
- 1:49:42They've only fired to three people up to now.
- 1:49:44More people will be fired if I'm president. But
- 1:49:46the portability part of it is incredibly important.
- 1:49:49Veterans should be able to take their VA benefits
- 1:49:51to any hospital or any doctor they want to go
- 1:49:53to. When I am president of the United States,
- 1:49:55veterans will be able to take their benefits
- 1:49:57to any hospital or any doctor that they choose.
- 1:50:01Senator Rubio, thanks very much. We've got to
- 1:50:03move forward now. David, Martha, back to you.
- 1:50:05Josh, thank you. I want to turn to a family that
- 1:50:08New Hampshire voters know quite well. And Senator
- 1:50:09Cruz, the issue of hostages has been a very real
- 1:50:12and painful one here in this state. As we all
- 1:50:15know, James Foley was killed. His mother, Diana,
- 1:50:17said our government should be willing to negotiate,
- 1:50:19arguing that families should also be allowed
- 1:50:22to raise money for ransom. What would you say
- 1:50:25to Diane Foley tonight? Should families be allowed
- 1:50:27to raise money for ransom for their loved ones?
- 1:50:30Well, look, I recognize it is an agonizing experience.
- 1:50:34when anyone is facing a loved member who's been
- 1:50:37kidnapped. But at the same time, putting in place
- 1:50:42legal regimes that encourage the payment of ransom
- 1:50:47has the effect of putting a bounty on other Americans.
- 1:50:51There is a reason it has been longstanding U
- 1:50:53.S. policy that we don't negotiate with terrorists,
- 1:50:56we don't pay ransoms. If you look at what President
- 1:50:59Obama has done... over and over again, whether
- 1:51:02it was the James Bergdahl deal, which was absolutely
- 1:51:05shameful, releasing five senior Taliban terrorists
- 1:51:08to bring Bergdahl back, or whether it was this
- 1:51:12recent deal with Iran, where again up to 21 terrorists
- 1:51:16or potential terrorists were released or not
- 1:51:20prosecuted in order to bring back four Americans.
- 1:51:23What that does is it effectively puts a bounty.
- 1:51:26on American servicemen and women serving abroad,
- 1:51:29on American tourists traveling abroad. And the
- 1:51:32proper approach is a president and commander
- 1:51:36-in -chief that defends this country and that
- 1:51:39goes after the terrorists rather than showing
- 1:51:43them weakness and encouraging them to target
- 1:51:45more Americans. Senator Cruz, thank you. Mr.
- 1:51:47Trump, what would you say to Diane Foley? Should
- 1:51:49families be allowed to raise money for ransomware?
- 1:51:51Well, I know Diane Foley very well. Her husband,
- 1:51:55and these are tremendous people. I spoke for
- 1:51:58them. I've raised a lot of money for the foundation.
- 1:52:02I fully understand James, one of the, that was
- 1:52:05really the first that we saw really visually
- 1:52:07so horrible. And I will tell you, though, with
- 1:52:10all of that being said, you cannot negotiate
- 1:52:12this way with terrorists. If you do, you're going
- 1:52:15to have many, many more James Follies. James
- 1:52:18Foley was a great young man. His parents are
- 1:52:20incredible people. They've done such a good job
- 1:52:22since his death. But you just cannot negotiate
- 1:52:26that way with terrorists, or you're going to
- 1:52:27have so many other James Foley's. And just one
- 1:52:30thing on the vets. During the last debate, I
- 1:52:32raised $6 million for the vets. And I will tell
- 1:52:35you something. I will tell you that I think nobody
- 1:52:39here, nobody on this stage, gets along with the
- 1:52:41veterans groups in New Hampshire better than
- 1:52:44I do, with Al Baldessaro and all of the people
- 1:52:46that I deal with. And these are great people.
- 1:52:48The one thing that we're not mentioning is tremendous
- 1:52:51fraud. waste and abuse in the Veterans Administration.
- 1:52:56And if I'm running things, that's going to disappear.
- 1:52:58It's going to disappear quickly. Mr. Trump, thank
- 1:53:01you. We want to turn now to social issues and
- 1:53:03young voters and for the question from Mary Catherine.
- 1:53:06Thanks, David. Senator Rubio, one of the lazier
- 1:53:10pieces of political conventional wisdom is that
- 1:53:12so -called social issues are hurting Republicans
- 1:53:15with young people. But on the two most prominent
- 1:53:17social issues, polling with millennials actually
- 1:53:20moves in different directions. On one hand, it's
- 1:53:22clear young people across the political spectrum
- 1:53:24increasingly favor same -sex marriage. However,
- 1:53:27young voters have not moved to the left on abortion.
- 1:53:30In fact, large numbers of them favor at least
- 1:53:33some modest restrictions that conservatives have
- 1:53:35supported. How do you speak to millennials on
- 1:53:38both these issues while Democrats will inevitably
- 1:53:40charge intolerance and extremism? Well, first
- 1:53:43of all, I don't believe that believing in traditional
- 1:53:45marriage the way I do makes you a bigot or a
- 1:53:48hater. It means that you believe that this institution
- 1:53:50that's been around for millennia is an important
- 1:53:52cornerstone of our society. I respect people
- 1:53:54that believe differently, but I believe deeply
- 1:53:57that marriage should be between one man and one
- 1:53:59woman. On the issue of life, to me the issue
- 1:54:03of life is not a political issue. It's a human
- 1:54:05rights issue, and it's a difficult issue because
- 1:54:07it puts in conflict two competing rights. On
- 1:54:10the one hand is the right of a woman to choose
- 1:54:12what to do with her body, which is a real right.
- 1:54:14And on the other hand is the right of an unborn
- 1:54:16human child to live. And they're in conflict.
- 1:54:19And as a policymaker, I must choose which one
- 1:54:21of these two sides takes precedence. And I've
- 1:54:23chosen to err on the side of life. Here's what
- 1:54:25I find outrageous. There has been five Democratic
- 1:54:27debates. The media has not asked them a single
- 1:54:30question on abortion. And on abortion, the Democrats
- 1:54:32are extremists. Why doesn't the media ask Hillary
- 1:54:35Clinton why she believes that all abortions should
- 1:54:37be legal, even on the due date of that unborn
- 1:54:39child? Why don't they ask Hillary Clinton why
- 1:54:42she believes that partial birth abortion, which
- 1:54:45is a gruesome procedure that has been outlawed
- 1:54:47in this country, she thinks that's a fundamental
- 1:54:48right. They are the extremists when it comes
- 1:54:51to the issue of abortion, and I can't wait to
- 1:54:53expose them in a general election. i want to
- 1:55:03come to you your allies have recently attacked
- 1:55:06senator rubio for being too pro -life to be elected
- 1:55:09in november you've made a similar charge stay
- 1:55:11in an interview this is a pro -life party do
- 1:55:15you stand behind that criticism look i'm i'm
- 1:55:17pro -life in fact on this stage i'm the most
- 1:55:19pro -life person because i've acted on it for
- 1:55:20eight years as governor of the state of florida
- 1:55:22where we abolished Partial birth abortion, where
- 1:55:25parents have the right to be notified when their
- 1:55:28teenage child is having an abortion. We were
- 1:55:31the first state to do a Choose Life license plate
- 1:55:33to raise money for adoption. We were the first
- 1:55:36state to have state monies go to crisis pregnancy
- 1:55:38centers, which recently was just increased to
- 1:55:41$4 million a year. We created greater regulation
- 1:55:45on abortion clinics, where there were horrific
- 1:55:47procedures. So I'm pro -life, but I believe there
- 1:55:51should be exceptions. rape, incest, and when
- 1:55:53the life of the mother is in danger. And so that
- 1:55:57belief and my consistency on this makes me, I
- 1:56:01think, poised to be in the right place, the sweet
- 1:56:03spot, for a Republican nominee. And others may
- 1:56:05have a different view, and I respect it. But
- 1:56:07I think we have to be cognizant. In fact, there's
- 1:56:10a lot of people that are concerned about having
- 1:56:12a pro -life position without any exceptions.
- 1:56:17I do support an exception for the life of the
- 1:56:19mother because I'm pro -life. I just believe
- 1:56:21deeply that all human life is worthy of the protection
- 1:56:23of our laws. If I'm president and there's a bill
- 1:56:26that's passed that saves lives but it has exceptions,
- 1:56:28I'll sign it. But I do believe deeply that all
- 1:56:30human life is worthy of the protection of our
- 1:56:32laws. I've already said, for me, the issue of
- 1:56:34life is not a political issue. And I want to
- 1:56:36be frank. I would rather lose an election than
- 1:56:38be wrong on the issue of life. Governor Christie,
- 1:56:45you too have talked about Senator Rubio's position
- 1:56:50on the life issue. Some conservative activists
- 1:56:52have called this line of attack... Harmful to
- 1:56:55the pro -life cause. I've been pretty helpful
- 1:56:58to the pro -life cause in one of the most pro
- 1:57:00-choice states in the union. I stood up for the
- 1:57:02first time, and now for the last six years, we've
- 1:57:04defunded Planned Parenthood, not talked about
- 1:57:06it like they do in Washington, D .C., but for
- 1:57:08six years as governor, Planned Parenthood does
- 1:57:10not receive that funding from the state budget
- 1:57:12anymore, over $50 million worth of money that's
- 1:57:15been saved now that is not going to do exactly
- 1:57:17what Hillary Clinton wants to have done as advocated
- 1:57:20for. She believes that that organization, which
- 1:57:22engages in the systematic murder of children
- 1:57:25in the womb, in order to maximize the value of
- 1:57:27their body parts for sale on the open market,
- 1:57:29is an acceptable position. Let me tell you something.
- 1:57:32I don't care whether you're a millennial or whether
- 1:57:33you're in your 90s. No one, no one is for that
- 1:57:37type of activity unless you are the most radical
- 1:57:39type of extremist on this issue, like Senator
- 1:57:41Clinton and her party is on this issue. I'll
- 1:57:44say one other thing. The fact is that I believe
- 1:57:47that if a woman has been raped, That is a birth
- 1:57:52and a pregnancy that she should be able to terminate.
- 1:57:55If she is a victim of incest, this is not a woman's
- 1:57:59choice. This is a woman being violated. And the
- 1:58:02fact is that we have always believed, as has
- 1:58:03Ronald Reagan, that we have self -defense for
- 1:58:07women who have been raped and impregnated because
- 1:58:09of it or the subject of incest and been impregnated
- 1:58:12for it. That woman should not have to deliver
- 1:58:14that child if they believe that violation is
- 1:58:17now an act of self -defense by terminating that
- 1:58:19pregnancy. Thank you all. Back to you, David
- 1:58:21and Martha. Mary Catherine, thank you. We're
- 1:58:23going to have closing statements here in just
- 1:58:25a moment, but before we go, a quick lightning
- 1:58:26round. Come November, two battleground states,
- 1:58:29but they face off tomorrow in the Super Bowl.
- 1:58:31Governor Kasich, who wins? Carolina's going to
- 1:58:36win that one. I hate to say it, but they're going
- 1:58:37to win that one. Governor Bush. Peyton Manning's
- 1:58:40supporting me, and I'm for Denver. Senator Rubio.
- 1:58:46Well, I was going for Peyton Manning, but now
- 1:58:48I'm rooting for Carolina. Paul Cam. Paul Cam.
- 1:58:51Mr. Trump. Carolina. With an eye to February
- 1:58:5520th, Carolina. All right. Dr. Carson. With 100
- 1:58:58percent certainty, I will predict the winner.
- 1:59:00It will be either Denver or Carolina. Governor
- 1:59:04Christie, the last word. Denver. Denver. Thanks
- 1:59:07so much, gentlemen. Closing statements in just
- 1:59:09a moment. Right here is in statements. And we
- 1:59:11begin tonight with Governor Kasich. Well, folks,
- 1:59:14I've done now over 100 town hall meetings, and
- 1:59:19I've loved every second of it. It has been the
- 1:59:22greatest thing in the world. And I want you to
- 1:59:24know that you've changed me because I've listened
- 1:59:27to your stories, and I've had your hugs, and
- 1:59:30I've seen your tears, and I've seen you walk
- 1:59:34away and say, I now have hope. You know, I've
- 1:59:37had a conservative message. but a positive message,
- 1:59:40not just a conservative message, but a positive
- 1:59:42message about how we can bring people together,
- 1:59:45how we can restore America's strength, lift everyone.
- 1:59:49New Hampshire, please give me a chance to carry
- 1:59:52this message forward to the United States of
- 1:59:54America, and then I will come back. Thank you,
- 1:59:58loved it, and God bless you. Thank you. I've
- 2:00:11spent the last 13 years of my life focused on
- 2:00:14one thing. serving the people who have given
- 2:00:17me the opportunity to serve them. Not about politics,
- 2:00:21not about partisanship, but about putting the
- 2:00:24people of my state and our country first. I'm
- 2:00:27proud to have stood on the front lines of fighting
- 2:00:29the war on terrorism after September 11th. I'm
- 2:00:32proud to have rebuilt my state after Hurricane
- 2:00:34Sandy. And I'm incredibly proud to be on this
- 2:00:37stage tonight with these men asking for your
- 2:00:40vote. New Hampshire, I've spent 70 days here
- 2:00:42with you. You've gotten to know my heart. My
- 2:00:44heart is to help you solve the problems of your
- 2:00:46state and the problems of our nation. If you
- 2:00:48give me your vote on Tuesday, I will do just
- 2:00:51that. I want to thank the people of New Hampshire,
- 2:01:01and I want to celebrate the birthday of a great
- 2:01:03president. Ronald Reagan would have been 105
- 2:01:05today. President Reagan believed in the future
- 2:01:09of our country, believed in its greatness, had
- 2:01:11a hopeful, optimistic message, drew people towards
- 2:01:14our cause. We need someone who has a proven record
- 2:01:17to take our case to the American people. Because
- 2:01:20our philosophy is by far the best one of limited
- 2:01:22government, of entrepreneurial capitalism, of
- 2:01:25peace through strength. I believe I have the
- 2:01:27skills to take our party to victory in November.
- 2:01:29I ask for your support on Tuesday to keep America
- 2:01:32and make America safer, stronger, and freer.
- 2:01:34Thank you all very much. For many months, the
- 2:01:46political class, pundits, the media... have tried
- 2:01:51to ignore or bury me. They say that politics
- 2:01:55is too complex and too sleazy. You can't survive.
- 2:02:00Well, guess what? I'm still here, and I'm not
- 2:02:03going anyplace either. And I believe there is
- 2:02:07still a place in our country for faith, integrity,
- 2:02:11and common sense. Hundreds of thousands of you
- 2:02:13drafted me to run for president. And I am going
- 2:02:18to, with the help of God and you, once again
- 2:02:22place the American people at the pinnacle with
- 2:02:25the government there to serve it. Senator Rubio.
- 2:02:32You know, this week I had the great pleasure
- 2:02:35of having my kids join me on the campaign trail.
- 2:02:38I hadn't seen them in a while. And it was great
- 2:02:40to have them alongside me. But the most important
- 2:02:42part of it is that it once again reminded me
- 2:02:44of what's at stake here in New Hampshire in less
- 2:02:46than 72 hours. We are literally deciding what
- 2:02:49kind of country we will be like when they're
- 2:02:52my age, what kind of country they will be able
- 2:02:54to raise their families in. And that's why I'm
- 2:02:57asking you for your vote. You vote for me and
- 2:02:59we will unite this party. We will grow the conservative
- 2:03:01movement. We will defeat Hillary Clinton and
- 2:03:04we will leave our children what our parents left
- 2:03:06us, the single greatest nation in the history
- 2:03:08of all mankind. Thank you. You know, every candidate
- 2:03:18running for president says they will stand up
- 2:03:20to Washington. The natural follow -up question
- 2:03:22is, when have you ever stood up to Washington?
- 2:03:24Last week we saw a powerful illustration of that.
- 2:03:27I campaigned in the state of Iowa four square
- 2:03:31against the ethanol mandate, something everyone
- 2:03:33said was political suicide. My two leading competitors
- 2:03:37both attacked me for it. The governor of the
- 2:03:41state said vote for anyone but Cruz, and lobbyists
- 2:03:44spent millions of dollars in attack ads. But
- 2:03:47I stood and said we should have no mandates,
- 2:03:49a level playing field, and the people of Iowa
- 2:03:52put country and our children above the cronyism
- 2:03:56and corporate welfare. We can turn this country
- 2:03:58around if we get back to the Constitution, and
- 2:04:01I will always stand with the American people
- 2:04:03against the bipartisan corruption of Washington.
- 2:04:06Thank you. Mr. Trump. That's because he got Ben
- 2:04:12Carson's votes, by the way, but we won't say.
- 2:04:21Country that we love so much. It doesn't win
- 2:04:23anymore. We don't win with the military. We don't
- 2:04:27win on the border. You look at New Hampshire
- 2:04:29with the tremendous problem we have with heroin.
- 2:04:31Number one thing I hear from the people of New
- 2:04:34Hampshire who I love and develop such relationships,
- 2:04:37we don't win with health care. We don't win with
- 2:04:40trade. You look at what other countries are doing
- 2:04:42to us, China, everyone. They're killing us on
- 2:04:46trade. If I'm elected president, we will win
- 2:04:50and we will win and we will win. Thank you. Thank
- 2:04:53you very much. Mr. Trump, thank you. Thanks to
- 2:04:56all the candidates on the stage here tonight.
- 2:04:58We thank the people of Manchester, New Hampshire
- 2:05:00for having us for this debate and to everyone
- 2:05:02at home. The New Hampshire primary is Tuesday.
- 2:05:04George Stephanopoulos and the powerhouse political
- 2:05:06team standing by. Take it away, George. Thank
- 2:05:08you, David. Thank you, Martha. And boy, the debate
- 2:05:10is over. Donald Trump got the first word tonight.
- 2:05:13He got the last word as well, says he's going
- 2:05:15to win. Of course, he is leading in New Hampshire
- 2:05:17coming into this. I want to go straight to Tom
- 2:05:19Yamas in the spin room. You've been covering
- 2:05:21the Trump campaign from the start, covering all
- 2:05:22the Republican candidates. What are you getting
- 2:05:24inside that room tonight? From the conversations
- 2:05:26tonight, George, the headline is, what happened
- 2:05:28to Senator Marco Rubio? He was so prepared for
- 2:05:31all of these debates. He knew he had to fight
- 2:05:33like a gladiator tonight.
