Latest / The Gathering Line / Why Midwest Crude Is Piling Up While Cushing Stays Tight

- 0:00Four point four million barrels.
- 0:03That's how much crude showed up in the Midwest in a single week,
- 0:06and if you only read the headline number, you'd, you'd miss it completely.
- 0:10Let me show you what I mean.
- 0:12So the government's weekly petroleum report came out today.
- 0:16U.S.
- 0:16commercial crude stocks rose to 426.4 million barrels.
- 0:21That's a build of about three million.
- 0:23Well, 2,969 thousand, if you want to be fussy, and the EIA does warn that totals may
- 0:29not equal the sum of the parts because of independent rounding.
- 0:33Anyway.
- 0:34A three million barrel build sounds like the whole country is swimming in oil.
- 0:38Except it isn't the whole country.
- 0:41The Midwest, that's PADD 2, jumped 4.4 million barrels to 104.1 million.
- 0:48The Gulf Coast, PADD 3, actually drew down by 2.1 million.
- 0:52So picture your fridge.
- 0:54The total milk in your house goes up, but it's all in the garage fridge,
- 0:58and the kitchen one is nearly empty.
- 1:00Total is up.
- 1:01Useful milk, where you need it?
- 1:03Different story.
- 1:05And here's the layer that makes it weird.
- 1:08Prices.
- 1:09My notes have Brent holding above a hundred dollars a barrel,
- 1:11with WTI, the U.S.
- 1:13benchmark, near ninety three.
- 1:15I should flag that the EIA's own table shows WTI at Cushing at 101.44 on September
- 1:2018th, so, um, different days, different sources, treat the exact level loosely.
- 1:25The point is the world price is propped up by Atlantic Basin demand for sweet crude
- 1:30and lingering Red Sea shipping risk.
- 1:32That global price can disguise a local pile up inland.
- 1:36Now the heavy stuff.
- 1:38Western Canadian Select at Hardisty, per my notes, widened thirty five cents in a
- 1:42day to sixteen dollars under WTI.
- 1:45Enbridge's Mainline is apportioned, which just means more crude wants space than the
- 1:49pipe has, so everybody gets a slice.
- 1:52Meanwhile Midwest refiners are starting scheduled fall maintenance.
- 1:55So the barrels arrive and the plants that would eat them are,
- 2:00taking a nap.
- 2:01Add Pemex holding back Maya crude exports to feed commissioning runs at its Dos
- 2:06Bocas refinery, and heavy crude has fewer friendly places to land.
- 2:10And nationally, refiners are already easing off.
- 2:14The four week average for utilization was 96.6 percent, down from 97.5 the week
- 2:20before.
- 2:21Still high!
- 2:22But slipping.
- 2:23Okay, so is this a glut?
- 2:26Hmm, I want to say yes, and then I, I, I stop, because there's a counterweight.
- 2:32Cushing, Oklahoma.
- 2:33The hub where WTI futures settle.
- 2:36My notes have stocks there pinned around twenty two million barrels,
- 2:40which is near what operators call tank bottoms.
- 2:43Think of the last bit of a milkshake and a straw.
- 2:45Pull too hard and you get slurping, air, and in a pump that's called cavitation,
- 2:50which can wreck the pump.
- 2:52So a trader sees paper contracts, deep and liquid, and a pipeline scheduler sees a
- 2:58terminal that can literally not deliver another drop.
- 3:02Oversupplied in the Midwest, thin at the hub.
- 3:04Both at once.
- 3:06That's the trap.
- 3:07So if the Midwest has extra and Cushing is thin, why doesn't the oil just flow to
- 3:12Cushing?
- 3:13Because the road there has a toll booth, and the toll booth is in Wyoming.
- 3:18Let's go out west.
- 3:19Start in Utah's Uinta Basin.
- 3:21The waxy crude there, yellow wax, is prized.
- 3:24My notes say it fetches about three dollars twenty over WTI,
- 3:28because Gulf Coast crackers want it.
- 3:30But Salt Lake City refineries are cutting throughput below 80,000 barrels a day,
- 3:35and an appeals court delay is holding up the 85 mile Uinta Basin Railway.
- 3:39So producers like Ovintiv, SM Energy, and XCL Resources ship it on heated,
- 3:44insulated rail cars at sixteen to eighteen dollars a barrel.
- 3:48Imagine paying that to mail a very, very fragile cake.
- 3:52North Dakota, by contrast, is calm.
- 3:55Output flat at 1.19 million barrels a day, with the state confirming 95.8 percent
- 4:00gas capture.
- 4:02But the Dakota Access Pipeline is running near nameplate, meaning full,
- 4:06so the marginal barrels hop on rail cars headed for Pacific Northwest refineries.
- 4:11And in the middle of all this, somebody's buying pipe.
- 4:14Oil and Gas Journal reports Plains All American will pay about 585 million dollars
- 4:19in cash for Silver Creek, which, quoting them, owns and operates a large integrated
- 4:24crude oil gathering system in the Powder River Basin.
- 4:27My notes say that's about 600 miles of pipe, plus a 49 percent stake in the Powder
- 4:33River Gateway Joint Venture.
- 4:36And separately, RBN Energy reports that Enbridge is buying Tallgrass Energy's crude
- 4:41oil transportation business for 2.55 billion dollars.
- 4:46Same neighborhood, same month.
- 4:48Why the rush?
- 4:50Because gathering routes are shifting.
- 4:52Kinder Morgan is scheduled to convert its 88,000 barrel a day Double H crude
- 4:57pipeline to natural gas liquids service, so producers will need other ways to reach
- 5:01the hubs.
- 5:03Whoever owns the gathering system, owns the on ramp.
- 5:06Here's the payoff, and I love this part.
- 5:09Guernsey, Wyoming.
- 5:10That's the hub where Rockies crude collects before heading to Cushing.
- 5:14Guernsey Sweet jumped ten cents in a day, to an eighty five cent premium over
- 5:18Cushing and two dollars ten over Clearbrook.
- 5:21Wait, a premium at Guernsey?
- 5:23For oil that's, that's stuck?
- 5:25That seems backwards.
- 5:26It isn't, once you see the manifold.
- 5:29Pony Express, the Tallgrass line, carries roughly 230,000 barrels a day from
- 5:34Guernsey to Cushing, per RBN.
- 5:36My notes say it's under heavy apportionment.
- 5:38And there's a 25,000 barrel a day pinch point on the Saddlehorn connector.
- 5:43So barrels without firm space sit in storage, waiting.
- 5:46The price is high because the space is scarce, not because the oil is.
- 5:50Guernsey is the toll booth, and the toll just went up.
- 5:54So, back to that first number.
- 5:56Four point four million barrels in the Midwest isn't a mystery once you look at the
- 5:59map.
- 6:00Oil piles up where refiners are on break and pipes are full,
- 6:03and the hub that sets the price is running on fumes.
- 6:07Total's up, but the milk is in the garage.
- 6:10I'll keep an eye on that garage fridge.
