- 0:00Speaker 1: And that is the Lord Mayor conbat Scarlet's good morning Corn,
- 0:03Speaker 1: Good morning Kaid.
- 0:04Speaker 2: And yes, people are frustrated without social behavior. Yes, people
- 0:08Speaker 2: are frustrated with kids committing crime. And O there's a
- 0:10Speaker 2: debate about raising the age of responsibility. But I'm going
- 0:15Speaker 2: to say something that some people might not like it
- 0:16Speaker 2: at all, But that's democracy. When a teve year old
- 0:20Speaker 2: kid goes to a shop with a knife to rob
- 0:22Speaker 2: something but disguises himself by pulling thing in front of
- 0:26Speaker 2: his face, he tells me that this kid, the twelve
- 0:28Speaker 2: year old, knows he's doing something wrong. So in this era,
- 0:33Speaker 2: when you've got so much information going around, even an
- 0:36Speaker 2: eight and nine year old knows what's right what's wrong.
- 0:39Speaker 2: I have to agree the way we address the issue
- 0:41Speaker 2: after we arrest people is not the right one. Locking
- 0:44Speaker 2: kids away to a place that's got air condition, three
- 0:47Speaker 2: meals and television and without giving them nothing to actively
- 0:51Speaker 2: do so the border of their brains is the wrong approach.
- 0:54Speaker 2: Don't sendence kids to detention center. Sendence skis to the
- 0:58Speaker 2: techer said, but in a class some of these kids
- 1:01Speaker 2: can read and write and they're ten eleven years old.
- 1:04Speaker 2: Or take them out to a camp where they can
- 1:05Speaker 2: learn some skills, or take them to a tave where
- 1:08Speaker 2: they can actually learn to do something with their hands.
- 1:11Speaker 2: Some of them are very talented mechanics. Don't just lock
- 1:14Speaker 2: them in and throw the key away. Give them something
- 1:16Speaker 2: to do so whether they come out they might have
- 1:19Speaker 2: something that will save their lives.
- 1:20Speaker 1: Well, yeah, I don't think you get much disagreement from
- 1:23Speaker 1: people there. I think that a lot of people, you know,
- 1:25Speaker 1: we understand that kids shouldn't be locked away, and well no,
- 1:28Speaker 1: I think the way that I would more say it
- 1:30Speaker 1: is that when they are going to a youth detention center,
- 1:33Speaker 1: you want to see them coming out rehabilitated. You want
- 1:36Speaker 1: to make sure that they're engaged in programs when they're
- 1:38Speaker 1: able to kick.
- 1:39Speaker 2: Up better and make kids the parents, ether positively or negatively.
- 1:42Speaker 2: I was yesterday, I was ready the Greek newspaper. A youth,
- 1:47Speaker 2: A gang of young kids. One of them twelve, robbed
- 1:51Speaker 2: a school student from its mobile phone and everything else.
- 1:55Speaker 2: The police arrested them, and the police also arrested the
- 1:58Speaker 2: parents for failing to super of ice miners. Sometimes, if
- 2:02Speaker 2: you want to do things to change things, you might
- 2:04Speaker 2: not just arrest the personal committee offense, but the pressure
- 2:07Speaker 2: will failed supervise the little person dot committee offense.
- 2:10Speaker 1: Con let's move along and talk about one of the
- 2:13Speaker 1: issues that you and I spoke about last week and
- 2:15Speaker 1: it garnered a lot of well a lot of interest,
- 2:17Speaker 1: whether it was support or people thinking no, it won't
- 2:20Speaker 1: make a difference. It was indeed the offer that you
- 2:23Speaker 1: that you asked the Northern Territory Police if they'd like
- 2:25Speaker 1: to take up, and that was the free space in
- 2:28Speaker 1: the CBD to combat anti social behavior. They knocked it back.
- 2:31Speaker 1: What was your reaction to that?
- 2:33Speaker 2: The police knocked back and they said that we don't
- 2:35Speaker 2: need more bits. We've got another police station just in
- 2:39Speaker 2: Naki Street. Well, the reasonally they said that because they
- 2:42Speaker 2: hadn't read the letter we said it because we hadn't
- 2:44Speaker 2: said the letter yet. In the letter we make it
- 2:46Speaker 2: clear we don't offer them police station. We will offer
- 2:49Speaker 2: them at base for patrols to come and go in
- 2:52Speaker 2: the CBD.
- 2:52Speaker 1: I don't want to say, recom you haven't taken your
- 2:55Speaker 1: offer seriously because they didn't give time or consideration to
- 2:58Speaker 1: the full offer.
- 3:00Speaker 2: Even send the letter when they knocked it back. So
- 3:03Speaker 2: in the letter will make clear what we're offering them
- 3:05Speaker 2: not a police station, but a base for people to
- 3:07Speaker 2: patrol the streets.
- 3:08Speaker 1: I mean, is it fair enough that they're more wanting
- 3:10Speaker 1: to be quite mobile and active rather than sort of
- 3:13Speaker 1: being in an office space or in a shop space.
- 3:16Speaker 2: Absolutely, that's what we want them to be out there.
- 3:18Speaker 2: But whether they have a fridge, they can get the water,
- 3:20Speaker 2: they can live their food, they can have something that
- 3:22Speaker 2: actually can go back, like a base, not a police station.
- 3:26Speaker 1: And so what's next then in this space.
- 3:29Speaker 2: The offer is open. I spoke to my colleague, the
- 3:32Speaker 2: Lord Mayor of Perth, who advised me that the police
- 3:36Speaker 2: they put seventy five extra police officers on foot patrol
- 3:40Speaker 2: and perthsibit is being absolutely peaceful. Communicated with Kurns. Kurns
- 3:46Speaker 2: made an offer of a police bit and two cars.
- 3:49Speaker 2: Now we're not offering that we actually want people on
- 3:52Speaker 2: the streets who don't want them a police station. Because
- 3:54Speaker 2: currently you've got police station and casarina and a nightcliff
- 3:58Speaker 2: and of course the city behind here were are the
- 4:01Speaker 2: police officer on the.
- 4:02Speaker 1: Street, So you're obviously questioning, you know, why they've knocked
- 4:05Speaker 1: it back when other places are doing it.
- 4:07Speaker 2: Well, that's the police to answer, but I recalled very well,
- 4:10Speaker 2: and I actually downloaded and read the two or Salivan reports,
- 4:14Speaker 2: one in two thousand and three, the other one twenty twelve,
- 4:17Speaker 2: and both of them and their recommendation said more foot patrols. Corn,
- 4:21Speaker 2: just so sorry. I don't attack the police here. I'm
- 4:24Speaker 2: just telling me, telling to you and to people who listening,
- 4:28Speaker 2: what the people on the street are telling me. They
- 4:31Speaker 2: haven't seen a police on the streets for a long time.
- 4:33Speaker 1: So you're saying that they want more police on the streets,
- 4:36Speaker 1: and you're conveying what territories are telling you at this point.
- 4:40Speaker 2: Yes, Corn, let's move along.
- 4:42Speaker 1: One of the other things that people have been asking
- 4:44Speaker 1: about quite a bit recently is that Rapid Creek footbridge.
- 4:47Speaker 1: Where's that ash.
- 4:48Speaker 2: We actually did some work. We actually the engineers designed
- 4:52Speaker 2: some temporary measures to actually operate temporarily. We've been going
- 4:56Speaker 2: we went out for quotes last week. We're waiting the
- 4:59Speaker 2: quotes to come back next week. So we'll do some
- 5:02Speaker 2: temporary work rather than a permanent work because we're going
- 5:06Speaker 2: to find another permanent solution. That bridge will be rectified
- 5:10Speaker 2: to temporarily open to traffic until we establish the perirmans.
- 5:13Speaker 1: So is that the Rapid Creek in the Jingly one
- 5:15Speaker 1: the same one. Yes, yes, and so essentially looking at
- 5:18Speaker 1: what you can do temporarily.
- 5:20Speaker 2: Yes, the bridge its structuring and sound as is now.
- 5:23Speaker 2: We're trying to actually make it structure sound for the
- 5:25Speaker 2: safety of the public. We have to work with the
- 5:27Speaker 2: government because Rapid Creek is a very sensitive area and
- 5:30Speaker 2: we have to actually work with the government to disturb
- 5:34Speaker 2: the place. We don't want to damage Ropit Creek.
- 5:37Speaker 1: Colin, before I let you go this morning a Christmas pageant.
- 5:40Speaker 1: We're going to be having our first sever Christmas pageant,
- 5:43Speaker 1: are we Yeah? Hey, what's going on here?
- 5:45Speaker 2: It's got to be big, It's going to be good.
- 5:48Speaker 2: It's going to bring people to the city. It's going
- 5:50Speaker 2: to activate the city. And we work together with another
- 5:53Speaker 2: territory government and the purpose for that is actually to
- 5:55Speaker 2: do a series of events that will attract people in
- 5:57Speaker 2: the city and boost the economy in the CBD. I
- 6:00Speaker 2: know that Casuarina and Gateway and other bigs of accenters
- 6:03Speaker 2: do decoration. We want to do more than just the coreation.
- 6:06Speaker 2: We want to actually give opportunity to keep for people,
- 6:09Speaker 2: bring the kids to see things. The lights the three events,
- 6:14Speaker 2: and I'm not going to tell you what events we're
- 6:15Speaker 2: going to do because we have finalized yet the range
- 6:19Speaker 2: of events.
- 6:20Speaker 1: I think the big question on everybody's lips is is
- 6:24Speaker 1: Santa Claus going to be there?
- 6:25Speaker 2: Can you have Christmas without sunder clause? Find that very much. Yes,
- 6:31Speaker 2: there would be Sunday clause, and yes there will be
- 6:33Speaker 2: Santa Claus cave. It's Christmas, it's not Holidays.
- 6:37Speaker 1: Cornbat scarless. Well, leave it good to catch up with you.
- 6:40Speaker 2: As always, I don't forget to put your rabbish out
- 6:42Speaker 2: on one Monday because that's the second round of a
- 6:45Speaker 2: clean up. And I'll tell you what. Last year we
- 6:48Speaker 2: actually collected six hundred tons of waste.
- 6:51Speaker 1: People have dead sish in like perap in some of
- 6:54Speaker 1: the other areas. They've got washing machines that look new. Honestly,
- 6:57Speaker 1: if you're trying to take your house out, I reckon
- 6:59Speaker 1: you can just drive around and find a few.
- 7:01Speaker 2: Think here were collected seventy five tons of white goods.
- 7:04Speaker 1: So with the white goods and stuff that are in
- 7:06Speaker 1: pretty good nick, do they again that then get sold
- 7:09Speaker 1: out at the tip shop or what happens.
- 7:11Speaker 2: All the things that don't go to tip go to
- 7:13Speaker 2: HPA excellent, get buye second hand everything
- 7:17Speaker 1: Wonderful to hear combat Scarl's good to catch up with
- 7:20Speaker 1: you as always, Thank you,
