- 0:00Speaker 1: Welcome to the Global News podcast from the BBC. I'm
- 0:03Speaker 1: Valarie Anderson and I'm joined by carrying Torbay from BBC Arabic,
- 0:07Speaker 1: who's in Beirut in Lebanon. And these are the final
- 0:10Speaker 1: day of talks, aren't they carrying between Lebanon and Israel.
- 0:15Speaker 1: What's the aim of these discussions?
- 0:18Speaker 2: Well, today was the third and final day of these stokes.
- 0:22Speaker 2: It's the seventh round of talks between Lebanon and Israel.
- 0:27Speaker 2: Name means to solve the conflict between the two countries.
- 0:30Speaker 2: Lebanon hopes that by the end of these dogs it
- 0:34Speaker 2: will be seeing Israeli troops withdrawing from Lebanon. What Lebanon
- 0:38Speaker 2: wants is the end of the hostilities, Israel abiding by
- 0:43Speaker 2: the ceasefire because there have been lots of violations of
- 0:47Speaker 2: the ceasefire from Israel from Lebanon's point of view, and
- 0:50Speaker 2: Israel withdrawing from the areas it occupies in Lebanon. Now
- 0:54Speaker 2: Israel in return, who says that it wants to guarantee
- 0:57Speaker 2: the security of the north of Israel and making sure
- 1:01Speaker 2: that there is nothing in South Lebanon that could present
- 1:05Speaker 2: any threat to the security of Israel. Therefore, what it
- 1:09Speaker 2: is asking for is the dismantlement of any Hosboa infrastructure
- 1:14Speaker 2: and for Derbini's army to make sure that there isn't
- 1:18Speaker 2: any housbll as presence. But basically, there is absolutely no
- 1:22Speaker 2: breakthrough on the ground. On the contrary, what we saw
- 1:25Speaker 2: in the loss of past two days is basically fears
- 1:30Speaker 2: of a renewed escalation. Israel has been intensifying its strikes
- 1:35Speaker 2: on Lebanon, and as we are speaking now, there are
- 1:40Speaker 2: reports of more strikes happening. Is rarely strikes on southern Lebanon.
- 1:46Speaker 1: And there'd been this proposal for withdrawal from pilot zones.
- 1:51Speaker 1: What would that entail?
- 1:53Speaker 2: What the idea of pilot zones was suggested as kind
- 1:58Speaker 2: of gradual will process towards some sort of withdrawal from
- 2:04Speaker 2: Lebnin Lebanon was hoping that Israel would start a gradual
- 2:09Speaker 2: withdrawal from areas it occupies in southern Lebanon. The Lebanese
- 2:13Speaker 2: army will take over control these areas and once there
- 2:18Speaker 2: is kind of consensus that these areas have become safe.
- 2:23Speaker 2: In terms of that there isn't any presence of any
- 2:26Speaker 2: military groups on those areas other than the Libinese army,
- 2:30Speaker 2: then we would move to another town and down after town,
- 2:34Speaker 2: Lebanon will see all the Israeli troops leaving. But what
- 2:39Speaker 2: has been happening here for in the first kind of
- 2:43Speaker 2: implementation of these pilot zone have been very disappointing for
- 2:47Speaker 2: the Libin's. First two of the three pilot zones that
- 2:51Speaker 2: were agreed upon were not occupied to start with us.
- 2:55Speaker 2: These were towns where Libanese army is there where Lebanese
- 3:00Speaker 2: residents have gone back to, so there wasn't any Israeli
- 3:03Speaker 2: withdrawal from them. The third one is a small town
- 3:06Speaker 2: where Israeli troops were actually on the outskirts of it,
- 3:11Speaker 2: and we've seen two weeks ago the Lebanese army entering
- 3:15Speaker 2: this town for the first time. But this isn't really
- 3:19Speaker 2: a major breakthrough, and if this is to be implemented
- 3:22Speaker 2: on that scale, then it would take years and years
- 3:26Speaker 2: to see the Israeli troops leaving the territory they occupy
- 3:31Speaker 2: in Lebanon. So there is a sort of disappointment in
- 3:35Speaker 2: Lebanon so far about the implementation of this pilot zone
- 3:40Speaker 2: process and whether it will actually lead to any kind
- 3:43Speaker 2: of Israeli restrawal. From the areas it occupies.
- 3:47Speaker 1: In Lebanon and some of these places I'm thinking of
- 3:51Speaker 1: Ali Taha Hill. What is this specific problem with those
- 3:55Speaker 1: because as I understand it, Israel says, well, that's where
- 3:59Speaker 1: Hazbil are.
- 4:01Speaker 2: Yes. Basically, this is one of the main areas that
- 4:05Speaker 2: Israel claims has usbollers, infrastructure, tunnels, network of corridors under crown,
- 4:12Speaker 2: and that is one of the areas from where Hosbaler
- 4:15Speaker 2: fighters were launching attacks on northern Israel from and at
- 4:22Speaker 2: the moment it is an area that is surrounded by
- 4:26Speaker 2: Israeli troops under Israeli control armed control, and it is
- 4:33Speaker 2: one of the sticking points because Israel might conduct some
- 4:38Speaker 2: big operation there. And it has been conducting lots of
- 4:42Speaker 2: demolitions of structures in several towns across South leban especially
- 4:47Speaker 2: in the areas it controls and it occupies in South Lebanon,
- 4:50Speaker 2: and this has become a main concern for the Lebanese
- 4:53Speaker 2: authorities and also for the people here who think that
- 4:57Speaker 2: lots of towns in South Lebanon have been completely wiped
- 5:01Speaker 2: out by the Israeli forces and even finance. This is
- 5:07Speaker 2: Raeli Finance minister has said that Israel has completely and
- 5:13Speaker 2: totally destroyed more than twenty villages in South Lebanon. All
- 5:17Speaker 2: of this create a feeling that there is a change
- 5:21Speaker 2: of everything in these areas and that there are conditions
- 5:26Speaker 2: that might make it impossible for people to return to
- 5:29Speaker 2: these areas when these towns see any kind of Israeli
- 5:33Speaker 2: restrawal from them.
- 5:35Speaker 1: What about this idea of verification by a third party
- 5:40Speaker 1: to oversee Israel's withdrawal and indeed oversee Lebanon as well.
- 5:46Speaker 2: The idea of the third party verification is linked directly
- 5:51Speaker 2: to the idea of the pilot zones. Now, basically, it
- 5:54Speaker 2: is a third party that's not Lebanon neither Israel, that
- 5:58Speaker 2: should come and verify and assess whether the Lebanese armed
- 6:03Speaker 2: forces were able to control any area there from where
- 6:07Speaker 2: the Israeli forces withdraw and make sure that this is
- 6:11Speaker 2: a good start for the next area to see the
- 6:15Speaker 2: implementation of the same process. At the moment, we have
- 6:19Speaker 2: no agreement between Lebanon and Israel about who is the
- 6:24Speaker 2: third party, and all of this is part of the
- 6:26Speaker 2: details that are still being worked out and that are
- 6:30Speaker 2: still kind of There are lots of differences about it
- 6:33Speaker 2: about them between Lebanon and Israel and are actually creating
- 6:38Speaker 2: more and more obstacles into the implementation of this idea
- 6:43Speaker 2: of pilot zones and therefore delaying further any kind of
- 6:47Speaker 2: withdrawal Israeli withdrawal from.
- 6:49Speaker 1: These stance carrying you say, there's lots of differences. They
- 6:52Speaker 1: seem very split on how to deal with Hezbollah, who
- 6:56Speaker 1: of course are not at these talks, are they.
- 6:59Speaker 2: Hasbella is absolute against these talks. It considers that Lebanese
- 7:04Speaker 2: authorities are actually doing these talks in the interests of
- 7:08Speaker 2: Israel rather than in the interest of Lebanon, and they
- 7:12Speaker 2: are not party to the talks obviously, and they say
- 7:15Speaker 2: that they refuse any outcomes of these talks. Now. Also,
- 7:20Speaker 2: I mean the Lebanese Lebanese States says that Hesbola is
- 7:24Speaker 2: the one that got Lebanin into this position and that
- 7:26Speaker 2: whatever it is agreeing on and this diplomatic path it
- 7:30Speaker 2: has chosen to go into, has been the result of
- 7:34Speaker 2: actions by Hsboala that have led to the situation Lebanin
- 7:39Speaker 2: is in at the moment. But also people are now
- 7:45Speaker 2: wondering more and more whether there will be any breakthrough
- 7:48Speaker 2: from this diplomatic path because as I said before, this
- 7:52Speaker 2: is the seventh round and no one is seeing any
- 7:56Speaker 2: kind of progress towards solving.
- 7:59Speaker 1: These And you're in Lebanon. What's the effect of these
- 8:03Speaker 1: talks there? Because they're not popular, are they?
- 8:06Speaker 2: While there are deep divisions about the talks, some people
- 8:09Speaker 2: consider that I mean a large proportion of Libines is
- 8:14Speaker 2: considered that these are the only available option for Lebanon.
- 8:19Speaker 2: Lebanon can't afford to get anything solved except through diplomatic
- 8:25Speaker 2: talks and probably diplomatic pressure later on. And another large
- 8:33Speaker 2: number of Libines considers that what Lebanon is doing is
- 8:37Speaker 2: definitely not for the benefit of Lebanin, doesn't want to
- 8:40Speaker 2: engage with Israel in any way or sort, and considers
- 8:44Speaker 2: that Lebanon has been giving Israel lots of compromises or sacrifices,
- 8:52Speaker 2: and that in return is not getting anything that is
- 8:56Speaker 2: in the interest of the country.
- 8:58Speaker 1: Thanks Karen. That was Mary Torbay there in Beirut in Lebanon.
