- 0:00You are not going to believe this.
- 0:02France just made a major move that could change the fate
- 0:05of two captive orcas forever.
- 0:08But here's the part that no one's talking about.
- 0:10This decision does not mean they are leaving tomorrow.
- 0:14We're gonna talk about that and the Whale Sanctuary Project on this episode
- 0:17of the How to Protect the Ocean Podcast.
- 0:20Let's start the show.
- 0:24Hey everybody.
- 0:24Welcome back to another exciting episode of the How to Protect the Ocean Podcast.
- 0:28I'm your host, and/or Lewin, Marine biologist and science communicator
- 0:31here to tell you what's happening with the ocean, how you can speak up for
- 0:33the ocean, and what you can do to live for a better ocean by taking action.
- 0:38On today's episode, we are going to be talking about two orcas in France
- 0:43who might make a trip across the Atlantic into Canada to join the Marine
- 0:48Sanctuary Project in Nova Scotia.
- 0:50This.
- 0:50I'll be honest, I never thought we'd actually get to this point.
- 0:54This is something that I didn't think was gonna happen anytime soon.
- 0:58I thought it was gonna happen down the road.
- 1:00I've done two episodes on this before on these latest developments,
- 1:04but before we were talking about belugas in Marine land in Canada.
- 1:08Now we're talking about two orcas in Marineland and TIB is in France.
- 1:12And we are going to be talking about that by going through a bunch of things.
- 1:16We're gonna talk a little bit about the orcas and give you a
- 1:18little bit of history on that.
- 1:19We're gonna talk about what France actually decided, why this is
- 1:23such a big change from earlier rejections that France has made.
- 1:27What still has to happen before any of these orcas go anywhere?
- 1:31And what the Whale Sanctuary project has to say about this and what Canada
- 1:35has said and not said, why this moment matters for captive citations globally,
- 1:41and what to watch out for next.
- 1:42We're gonna talk about that all today, so I can't wait to do it.
- 1:45But let's just get into what this means and who are the
- 1:48orcas that we're talking about.
- 1:49So we're talking about Wiki and Caho.
- 1:52They are right now in Marine land.
- 1:54Tib in France, And so just a little talk.
- 1:57They were both born in marineland of anti tib, so Wiki the birth in origin.
- 2:02So Wiki is a female Icelandic orca, born on June 1st, 2001.
- 2:06So she's about 24 years old at marineland of anti tib in France, meaning that
- 2:10she's never lived outside of captivity.
- 2:13So her parents were captive orcas captured in the wild for
- 2:16the parks breeding program.
- 2:18Wiki grew up in the concrete tanks and performed shows throughout her life.
- 2:22She became known internationally for learning to mimic some human speech
- 2:26sounds, which is kind of interesting.
- 2:28And then Wiki has given birth to two calves at Marineland Moana,
- 2:32who was born March 16th, 2011, unfortunately died October, 2023.
- 2:37And Caho the other orca that we're talking about, which was
- 2:40born in November 20th, in 20.
- 2:4213. So Wiki has been in concrete tanks for 24 years now as of 2025,
- 2:48so a release would be great for her.
- 2:51And Ke Jo, as I said before, born November 20th, 2013, at the same facility
- 2:56like his mother, ke Jo has never left.
- 2:59Captivity growing up in the park tanks and being part of the performances until
- 3:04citation shows were actually banned in France, similar to Canada and the US Ke
- 3:09Joe's Wiki's younger son, his sibling Moana, died in 2023, And then Ke Jo has
- 3:14been in those same tanks for about 12.
- 3:16Years.
- 3:16Now, here's the situation.
- 3:18So Marine Land was the only facility in France housing orcas in 2021, French
- 3:23law banned captive whale and dolphin shows putting an end date of December,
- 3:282026 for all animals still being held.
- 3:30So no shows for those animals.
- 3:32As a result, Marineland closed to the public in January, 2025, but
- 3:36Wiki occasional remain in those tanks pending relocation decisions.
- 3:40Now, those tanks, unfortunately, are deteriorating in the care and the
- 3:44water quality's getting worse, so there is a bit of a hurry in that respect.
- 3:48But unfortunately, like the previously facility house, a small group of
- 3:51orcas, Moana died as I mentioned.
- 3:54And there was also Anu Wiki's brother died in March, 2024,
- 3:58leaving just Wiki and Keho, the two orcas that are left in France.
- 4:01So unfortunately, like I said, observers and animal welfare groups, they've
- 4:05reported on the decay tanks and poor water quality since the parks closure.
- 4:09Raising concerns about the orcas wellbeing as they wait relocation.
- 4:13Now relocation is a very difficult thing as we've seen in Canada.
- 4:16There's certain ways that government can step in and be like, Hey, we don't
- 4:19want them to go to another theme park, but we don't really have another.
- 4:22Option at this point.
- 4:24So this is a problem right now where water quality's getting worse, the tanks
- 4:28are decaying because there's no money coming in because the park has shut down.
- 4:32What do we do with these orcas?
- 4:35So here's what France has actually decided as of the date of this recording.
- 4:40It could change.
- 4:41It has changed in the past.
- 4:43They essentially said that they are signing over the two orcas.
- 4:47To the Whale Sanctuary Project in Nova Scotia.
- 4:50Now the key thing here is that they're signing over.
- 4:52We don't know what that means.
- 4:53I'll clarify that in a second.
- 4:54But this is interesting 'cause they're changing their tune from
- 4:57a couple of months ago when they said No, there's no way that the
- 5:00Whale Sanctuary project is ready for relocation at this point in time.
- 5:04And so we're not even thinking about it.
- 5:06But now they've actually said they're signing over these two orcas.
- 5:09So essentially what that means is they're endorsing with the Whale
- 5:12Sanctuary Project as an option.
- 5:14So it doesn't mean that they're saying, Hey, France has not formally identified
- 5:17that the Whale Sanctuary project is gonna be the place, but they've formally
- 5:21identified as the preferred and ethical destination for the orcas and committed
- 5:26to working towards that outcome.
- 5:28I know a lot of you aren't gonna be happy about this.
- 5:30People aren't buying into the Whale Sanctuary project for a number of.
- 5:34It could be because one, they're American and they're working in Canadian waters.
- 5:38They haven't gotten funding, which we'll talk about in a second.
- 5:41Nothing is built yet, which we'll talk about as well.
- 5:43So there's a lot of people who are against it.
- 5:45This is not me endorsing it as well.
- 5:46There's a lot to happen here.
- 5:48I would like to see these animals free at some point.
- 5:51Is it gonna be the Whale Sanctuary project?
- 5:53Who knows?
- 5:54But there's a case for it.
- 5:57So this is a huge change.
- 5:58As I mentioned before, France previously rejected the relocation plans, citing a,
- 6:03you know, readiness and timing concern.
- 6:05So the fact is there's nothing built for this whale sanctuary in Nova Scotia.
- 6:09They don't have permissions, they don't have a lot of things, so
- 6:11there's a lot of things that happen.
- 6:12But this newsstand signals that the government now accepts the sanctuary
- 6:16model as a viable and compliant with French animal welfare law.
- 6:20So they must have done some talking or more research into what was planned here.
- 6:25And again, I've said this in other episodes, this sanctuary, as I've
- 6:29talked to the people of the whale sanctuary before, I've done interviews
- 6:32with them before, a link to the show that I've done with them.
- 6:35It's interesting to hear what they have planned.
- 6:37This is not a plan where they just throw the animal in And then just leave it.
- 6:41These animals have been a captivity for all of their lives, both animals.
- 6:45So they have to say, okay, Wiki and Keho are here.
- 6:48Say they arrive.
- 6:49What happens?
- 6:50They have to have full-time care.
- 6:52They have to have people feeding it all the time.
- 6:53They have to have veterinarians on staff to be able to look after these
- 6:56animals and make sure that they are okay.
- 6:58There's gonna be a lot of people looking at this.
- 7:01This is a sanctuary model, just like Kako from the movie, free
- 7:04Willy, just like that, that animal.
- 7:06They have to watch everything.
- 7:08They have to observe things, they have to test things out.
- 7:10It is an experiment, but it's also an experiment of two very
- 7:14sensitive animals have gone through a very traumatic life so far.
- 7:18And so this is all gonna be new to them.
- 7:20And so they're gonna have to watch this as much as possible.
- 7:23So it's not as if they're just releasing it into the wild and hoping for the best.
- 7:27So there's a lot of stuff that still has to happen before we go into it.
- 7:30So here it is.
- 7:31I'm gonna talk to you about what.
- 7:33Hurdles need to be cleared before this can happen.
- 7:36So the sanctuary infrastructure still needs to be completed.
- 7:39It hasn't been completed yet.
- 7:41Funding must be secured.
- 7:42That's probably why the sanctuary infrastructure hasn't been cleared.
- 7:45But also the transport logistics and veterinary plans must be finalized.
- 7:49And the biggest thing that are really stopping all of this.
- 7:52Canadian permits have to happen, and regulatory approvals are still required,
- 7:57even so the people who live around there still have to approve the sanctuary.
- 8:01And at this point, everything that I've seen, it doesn't look good.
- 8:05It doesn't look good.
- 8:06So there still has to have a lot of things that need to happen before that happens.
- 8:09And also Marine Land's role in cooperation still matter in this.
- 8:13So they have to prep the animals, they have to get it going.
- 8:15I don't know from French law if they have to approve it.
- 8:18I don't think they have to approve it, but I think the government of
- 8:20France has kind of taken over and hoping for the best for these animals.
- 8:24So we'll see what happens, but momentum has increased.
- 8:28Just the process needs is not finished yet.
- 8:30And when we talk about funding, this is a huge thing, right?
- 8:34So the sanctuary welcomed France's decision that they wanna see this happen.
- 8:38They've confirmed coordination with French authorities and with Marine Land
- 8:42of ies, and they've emphasized a realistic timeline that could extend into the 2026.
- 8:47A lot of things that I've seen, and I can't confirm if this is
- 8:49right or not, but I've seen summer.
- 8:51Of 2026.
- 8:52That's six months away.
- 8:53That's not far.
- 8:54So that's gonna be really interesting to see if this happens.
- 8:57But the optimism is paired with caution.
- 8:59Right now in the bank, the sanctuary project has $2 million.
- 9:02They need probably 12 to $15 million to complete the project,
- 9:07the infrastructure, the care of the staff, all that kind of stuff.
- 9:10This is like a big thing now.
- 9:12Something that we've haven't talked about yet is what Canada has and has not set.
- 9:17So the Canadian Department of Fisheries and Oceans, which is in charge of
- 9:20animal welfare within the government of Canada, has not issued any specific
- 9:25public statement about France's decision yet as of this recording,
- 9:28we have not heard from Canada.
- 9:30This doesn't mean that they've rejected the idea and it doesn't
- 9:33mean that they've approved it.
- 9:34It just means that the process is probably still under review and
- 9:37they're probably speaking with French authorities to find out.
- 9:40How this is gonna go forward.
- 9:41So silence is not necessarily approval or denial, it's just procedural right now.
- 9:46And this could take longer than summer of 2026.
- 9:49I feel like that's an optimistic date.
- 9:50I'd love to hear what you think.
- 9:52Let me know in the comments or go to speak up for blue.com/feedback.
- 9:55I'd love to hear your thoughts on this.
- 9:58This is a big thing for releasing captive citations globally.
- 10:02This is a big deal, right?
- 10:04This decision strengthens the legitimacy of ocean sanctuaries
- 10:07as alternative to tanks.
- 10:09It sets a precedent for other countries and raises expectations
- 10:13that governments must act when captivity is no longer legal or.
- 10:18So this is a big change.
- 10:20Like we've seen huge changes in the last like 15 to 20 years around cean captivity,
- 10:26so whale captivity, dolphin captivity.
- 10:29We've seen some aquariums release or plan to release captive dolphins.
- 10:33We've seen some aquariums, release caico, like orcas has happened before.
- 10:37We're starting to see precedents of this.
- 10:39We're starting to see just captivity in general of whales and dolphins
- 10:42and citations just stop altogether.
- 10:45And so something has to be done with these animals now that
- 10:49they can't be taken care of.
- 10:50And now that there's no money coming into these facilities 'cause they
- 10:52haven't changed their business model, how do we protect these
- 10:56animals from their inevitable death in, you know, a very dismal.
- 11:01Tank that's probably falling apart and that the water quality is going to crap.
- 11:06Let's be honest.
- 11:06That's what it's really going to.
- 11:07So Wiki and Kajo could influence far more than their own future.
- 11:12They could be the precedent of releasing captive whales into
- 11:16seaside whale sanctuaries.
- 11:17That's a huge thing.
- 11:19Here's what you need to look for in the next steps of what's gonna happen.
- 11:23Formal Canadian permitting steps need to be taken.
- 11:26We need to hear from the Canadian government, the DFO Department
- 11:29of Fisheries and Oceans, and we also need to hear what's
- 11:31gonna happen with these permits.
- 11:32Now that another government, a national government, is saying, Hey, you know what?
- 11:35We're willing to part ways with Wiki Keho and have them come over to Nova Scotia.
- 11:40We think it's actually a good idea.
- 11:42Also construction milestones at the sanctuary must be met.
- 11:45We need to see funding announcements to be met.
- 11:47I have a feeling if this happens, there will be funding, whether
- 11:50it's crowdfunding or somebody else is gonna pony up a lot of money.
- 11:53But you know, 12 to $15 million still needs to be raised for the sanctuary
- 11:57to be constructed and actually happen.
- 11:59And of course, official timelines from France.
- 12:01And or the sanctuary need to be released.
- 12:03We need to see what's gonna happen in all this.
- 12:06When's construction gonna be done?
- 12:07When's the permitting gonna happen so that the construction could be done?
- 12:10Funding is gonna come through.
- 12:12We'll see when that happens.
- 12:13All these milestones and timelines need to be shared at some point.
- 12:16But let's be honest, we've never been closer to a Marine sanctuary like this,
- 12:21a whale seaside sanctuary than before.
- 12:24You know, we've have seen it in the past to see it in Canada, my home country.
- 12:28Kind of cool.
- 12:29Will this fail?
- 12:30It could.
- 12:31It could fail.
- 12:32That's the problem is like these are the lives of two sentient beings,
- 12:36and we do not wanna see them die prematurely from being released
- 12:40or even the travel over here, but we also don't wanna see them die.
- 12:43A dismal death and a tank that's falling apart and with.
- 12:46Terrible water quality.
- 12:47I'd love to hear your thoughts 'cause I know a lot of you
- 12:50wanna share your thoughts.
- 12:51Let me know what you think in the comments below.
- 12:53If you're watching this on YouTube, if you're listening to this on the

- 12:57I love the fact that you're listening to that.
- 12:59Let me know what you think in our feedback link.

- 13:04Feedback and let me know there.
- 13:06I would love to have a discussion with you.

- 13:12So thank you so much for joining me today and listening to the saga that
- 13:16we've seen for captive whales and seeing if this is actually gonna happen.
- 13:19We are closer than ever and it's gonna happen probably.
- 13:22Faster than we think, whether we like it or not.
- 13:24So let's see what happens.
