- 0:23We will begin with the e edition dated March the
- 0:27twentieth through the twenty third of twenty twenty six. Our
- 0:31first article from the front page is Fiscal Court sets
- 0:34increased salaries for County Attorney Coroner by Terry L. May,
- 0:40News Editor. The Pike County Fiscal Court voted to increase
- 0:44the salaries for the County Attorney and County Coroner. The
- 0:47races will be effective following the current election cycle in
- 0:51January of twenty twenty seven. The new pay scale will
- 0:55give the County Attorney current officeholder Paul Howard, is unchallenged
- 0:59in the election, a significant rays of roughly ten thousand
- 1:03dollars and was passed unanimously by the court. However, the
- 1:08decision over the amount to give the incoming coroner took
- 1:11more discussion and ultimately ended in a compromised by the
- 1:15court which more than doubles the current salary. The office
- 1:19is held currently by Kevin Hall, who is challenged in
- 1:26the Republican primary by Brenda Johnson. The action came after
- 1:31Assistant Pike County Attorney Roy Downey, who serves as the
- 1:34Fiscal Court's legal adviser, said the Court is statutorily required
- 1:39to set the salaries of those two offices. He explained
- 1:43it is similar to the requirement it had complied with
- 1:48last month to set the salaries for incoming magistrates. Downey
- 1:52said the salaries must be set before the primary election,
- 1:56therefore making it a time sensitive matter. Pike County jo
- 2:00Much Executive Ray S. Jones, said he would be out
- 2:03of town for the first April Fiscal Court because of
- 2:06family obligations. He suggested calling a special meeting to set
- 2:10the salaries or wait until the second meeting later in April. However,
- 2:15the commissioners agreed to take up the request during the
- 2:18meeting on a March seventeenth, even though the item was
- 2:22not on the agenda, but was addressed under the County
- 2:25Attorney's comments portion of the agenda. The current salary paid
- 2:29to the county attorney is roughly about fifty five thousand,
- 2:33which is behind schedule because of several reasons, Downey said
- 2:37to the court, for years, the county attorney's salary hasn't
- 2:41been adjusted. He said, the current state guidelines are that
- 2:45county attorneys should be paid a minimum of sixty five
- 2:48two fifty eight friends for the county attorney's salary came
- 2:52from a cost sharing formula, with this state paying sixty
- 2:55percent of the amount and the county being responsible for
- 2:58the remaining forty percent. The Court voted to fund forty
- 3:02percent of the state's minimum recommendation. The coroner is a
- 3:06little bit different, Downey said, we don't have the same
- 3:09guidance they set a maximum. He explained, the Pike County
- 3:14Coroner's office does a lot of work, especially when contrasted
- 3:18to other counties similar to Pike County, yet the salary
- 3:22for that office is below what others receive if you
- 3:26do comparable counties with comparable populations, and that is kind
- 3:30of off because we have the largest hospital east of Lexington,
- 3:34and we also have ar Ah. Our current coroner is
- 3:38woefully underpaid. Downy said. He is in the neighborhood of
- 3:43thirty four thousand. Jen's agreed with Downey. I can say
- 3:47this Davis County, which has a bit more population, but
- 3:53I'm not sure has any more calls, is eighty six
- 3:57thousand dollars, Jen said. M Krakan County, which is about
- 4:01our size, is seventy five thousand, and these are twenty
- 4:04twenty three numbers. Following a discussion concerning the coroner's salary,
- 4:10District one Commissioner Ronald Scott made a motion to set
- 4:14the new salary at sixty five k. However, Jones countered
- 4:17with emotion to make the salary seventy five. Scott stated
- 4:21that he stood behind his original motion. The court remained
- 4:25in silence for a few moments. Reflexing on the impasse,
- 4:29the court eventually voted ford to zero to set the
- 4:31incoming coroner's salary at a compromise level of seventy thousand.

- 11:54Our final article from the front page of the Appalachian
- 11:58News Express is this hill Billy Day's Fast Approaching by
- 12:02Gary Sloan's staff writer. Pikeville is about to transition to
- 12:07a festival city as the forty ninth annual Hill Billy
- 12:10Day's Festival begins April sixteenth and runs through April eighteenth.
- 12:15Jimmy Kinney, son of one of the event founders, Grady Kinney,
- 12:23said Hillbilly Days kicks off the festival season in the region.
- 12:26When Dad Anne Howard Dirty ear Stratton sat down at
- 12:32the kitchen table some fifty years ago to begin discussing
- 12:35creating an event, they wanted this festival to be the
- 12:38first Shriner's festival of the year. Kenny said, they know
- 12:43all the Shriners had been cooped up all winter and
- 12:47they were ready to let loose and have fun. And
- 12:51having fun is certainly the theme of the now three
- 12:54day event. It started with just a parade forty nine
- 12:57years ago and it has grown into this massive three
- 13:01days of fun, food and music. Kenney said it's the
- 13:04second largest festival in the state, second only to the
- 13:08Kentucky Derby, and that's a five day event. The event
- 13:14began as a Shriner's event, but was grown so large
- 13:18that additional help in coordinating the event was sought. Hillbilly
- 13:22Days just kept growing, so Dad and Howard got into
- 13:27got with the Pike County Chamber of Commerce for help,
- 13:31Kenney said. Now the Southeast Kentucky Chamber of Commerce and
- 13:35Pike County Tourism Commission, the Hillbilly Planning Committee all help
- 13:39Hillbilly Clan Number one, an outhouse iiO Shriners in putting
- 13:44this festival on. Vendors of all types of food line
- 13:48the streets while clorofft vendors set up on the bottom
- 13:52floor of the parking garage. Music of various types can
- 13:57be found in the city park, a stage in front
- 14:00of the Appalachian Wireless Arena, and at other courthouse steps.
- 14:03According to information I've received, we can expect around two
- 14:09hundred and fifty vendors for this year's festival, Kenney said,
- 14:12and that's not final, so we could have more. Kenny
- 14:15also expressed appreciation to the first responders. You know, we
- 14:19have the best in police and fire departments. Kenney said
- 14:23the Pike Police and Fire departments do such a wonderful job,
- 14:27along with other volunteer fire departments who help, and the
- 14:32Pike County Sheriff's Department and Kentucky State Police all help
- 14:36in keeping everyone safe during the event. We really appreciate
- 14:40all of them. I can't forget to thank you MG
- 14:44and all the city employees to Kenney said, the service
- 14:47they do can't really be appreciated enough. And if you
- 14:52happen to be in Pikeville on Sunday morning going to church,
- 14:55you would never guess a three day event had just
- 14:58wrapped up because the streets are cleaned and barricades are drawn.
- 15:02They just do a fantastic job. Drivers are reminded that
- 15:07beginning at five pm April fifteenth, downtown Pikeeoel will begin
- 15:10shutting down to allow vendors to come in and set
- 15:14up for the event. Our next article is pikeman sentenced
