- 0:00Speaker 1: Now we turn to the Manchester Enterprise to read news
- 0:04from and around Manchester. Your reader today is Jim Rice.
- 0:10We will begin with the addition dated July one, twenty
- 0:14twenty six. As a reminder, RADIOI is a reading service
- 0:19intended for people who are blind or have other disabilities
- 0:23that make it difficult to read printed material. First article,
- 0:29Couch enters plea agreement. A Clay County murder case that
- 0:35stemmed from the January twenty twenty four death of seventy
- 0:39seven year old Rufus Smallwood reached its conclusion Friday after
- 0:46a criminal mediation process resulted in a guilty plea in
- 0:51a twenty five year prison sentence. John Lee Couch was
- 0:57forty six, was formally sentenced Friday after pleading guilty to
- 1:03murder an attempted first degree robbery in connection with Smallwood's death.
- 1:10The sentence followed a criminal mediation conducted earlier in that
- 1:16day at the Clay County Judicial Center. The mediation included
- 1:21members of Smallwood's family, the defendant, and the defendant's counselor.
- 1:28Throughout the proceedings, Couch maintained that she acted in self defense.
- 1:34Following discussions facilitated by the mediating judge, the parties reached
- 1:40an agreement, an agreement that resulted in the guilty plea.
- 1:46During the sentencing hearing, Donnas Smallwood, daughter of the late
- 1:51Rufus Smallwood, delivered an emotional victim impact statement. She described
- 1:58her father as a kind and compassionate man who treated
- 2:02everyone with respect, and said his loss continues to leave
- 2:08a tremendous void in the family's lives. Quote. I miss
- 2:12having my father as the rock of our family unquote.
- 2:16She told the court. Couch had originally been indicted on
- 2:21charges of murder, first degree, robbery, first degree possession of
- 2:25a controlled substance, and possession of a handgun by a
- 2:29convicted felon. Evidence presented during an earlier preliminary hearing painted
- 2:37a detailed picture of the investigation. Kentucky State Police Detective
- 2:42Logan Gay testified, and investigators obtained surveillance video showing Couch
- 2:50getting into smallwoods truck earlier on January the fifth, twenty
- 2:55twenty four, in front of Cyber Grocery on horse Horst
- 3:00Creek off Kentucky eighty. Kentucky members later discovered Smallwood's body
- 3:07in a shallow creek on Crawfish after he failed to
- 3:10return repeated phone calls. Quote, we found an elderly man,
- 3:17Rufus Smallwood deceased in a shallow creek unquote, Gay testified.
- 3:24According to the detective, investigators recovered a handgun, a fixed
- 3:29blade knife, and a baseball bat at the scene. An
- 3:33autop topsy conducted by the Kentucky Medical Examiner determined Smallwood
- 3:40died of blunt forced trauma to the head and thirty
- 3:46two stab wounds. Investigators also found Smallwood's truck stuck on
- 3:53a dirt mound near the scene. His wallet was recovered
- 3:58approximately one hundred and seven seventy five yards from his body.
- 4:02No money was in his wallet, Gay testified. Witnesses told
- 4:08investigators Smallwood had approximately three thousand dollars in cash with
- 4:13him on the day of his death. Gay also testified
- 4:18the handgun recovered at the scene had been loaned to
- 4:22Couch by Bill and tef Tiffany Wombos. Although Couch initially
- 4:29denied being with Smallwood, Gay testified she later admitted during
- 4:35a law enforcement interview and recorded Joe jail phone calls
- 4:40that she had been involved in the altercation, but claimed
- 4:44she acted in self defense. The baseball bat found at
- 4:49the scene was identified by family members as belonging to Smallwood.
- 4:55Investigators further testified Couch walked to the a residence on
- 5:01Curry Branch following the incident and asked for a ride.
- 5:07Those individuals drove her to her home, where she reportedly
- 5:13told them she needed to clean up and change clothes.
- 5:18Friday's resolution came through the criminal mediation process, which differs
- 5:24from traditional plea negotiations by allowing victims and their families
- 5:29to directly participate in discussions regarding the resolution of a
- 5:35criminal case. During mediation, victims are given the opportunity to
- 5:40speak directly with the mediating judge, who then communicates any
- 5:46proposed resolution to the defendant for consideration. The ultimate decision
- 5:52to extend or accept a plea agreement is guided by
- 5:55the wishes of the victim. In the Commonwealth's attorney quote,
- 6:01justice looks different in every case, and in this one,
- 6:06it meant giving mister Smallwood's family the opportunity to be heard. Unquote,
- 6:12Commonwealth's Attorney Hailey joe Field said, quote, they showed tremendous
- 6:17strength throughout this process. Through criminal mediation, they were able
- 6:23to directly participate in the resolution of the case, and
- 6:27their wishes were central to the outcome. While nothing can
- 6:32erase the pain of losing Rufus Smallwood, I hope today's
- 6:36resolution brings them a measure of peace and closure as
- 6:41they continue to heal unquote next article police chase ends
- 6:47with tree crash. Wagers hits three tree fleeing police. Bear Branchman,
- 6:56a Baar Branch Man, was arrested after allegedly leading deputies

- 9:03stand test. Following the arrest, deputies searched the vehicle and
- 9:09allegedly discovered two glass pipes with burn marks commonly associated
- 9:15with smoking meth amphetamine in the drivers area. According to

- 9:27the day. After being advised of his miranda rights, Wagers

- 10:14criminal cases, the charges against Wagers are allegations and he
- 10:20is presumed innocent unless and until proven guilty in a
- 10:25court of law. Next article Feds and dyte smugglers Manchester
- 10:32Federal Correctional Institution FCI Manchester has been identified as one
- 10:40of ten federal prisons allegedly targeted in what federal prosecutors
- 10:46describe as the largest coordinated drone smuggling operation ever prosecuted
- 10:55in the United States. A federal grand jury in the
- 10:59Middle District of Georgia returned a seventeen count indictment charging
- 11:05twelve individuals in an alleged conspiracy to use drones to
- 11:11deliver drugs, cell phones, and other prohibited items into federal
- 11:17prisons across eight states. The indictment was unsealed June twenty fourth.
- 11:26According to prosecutors, the conspiracy operated from September twenty twenty
- 11:31three through May twenty twenty six, and involved at least
- 11:37thirty eight drone flights into federal correctional facilities, including FCI
- 11:44Manchester and the Federal Medical Center in Lexington. Federal authorities
- 11:51allege the defendants used six drones to transport methanphetamine, marijuana,
- 11:59synthetic marijuana in parentheses, kate slash, two seboxone cell phones, tobacco,
- 12:09and even saw blades that could be used as weapons
- 12:13or to facilitate escapes. Among those charged are Ira Christopher Jackson,
- 12:20forty two of Macon, Georgia, who Prosecute Computers describe as
- 12:26the alleged leader of the operation, and Kenna Middleton, forty five,
- 12:32of Making. Both face multiple federal charges, including conspiracy to
- 12:38provide contraband in prison and drug trafficking offenses carrying potential
- 12:45life sentences. Others charged include Leviticus Blash, Crystal Dunn, Jeff Richardson,
- 12:55Tysion Richardson, Glenn Middleton, Xavier Maxwell, James Phillips, and three
- 13:04Bureau of Prison's inmates allegedly involved in coordinating the deliveries
- 13:10from inside federal facilities. The indictment specifically alleges that Lametheus Douglas,
- 13:20a Bureau of Prison's inmate housed at both FCI Manchester
- 13:26and the Federal Medical Center in Lexington during the conspiracy,

- 13:39Prosecutors also allege that inmate Aaron Hubbard coordinated drops at
- 13:45FCI Beckley in West Virginia, Robert Lee Wishby Junior, coordinated
- 13:51deliveries at FCI Memphis, and former inmate James Phillips helped
- 13:58arrange drops at multi both federal institutions, including FCI Jessup
- 14:04and f CI Talladega. According to court documents, the Bureau
- 14:10of Prisons employed a drone detection system capable of identifying
- 14:17the make, model, and identification number of drones operating near
- 14:23prison facilities. The system also tracked launch locations, flight paths,
- 14:33and altitudes, allowing investigators to document repeated flights into prison grounds.
- 14:40If convicted, several of the defendants face maximum penalties of
- 14:45life imprisonment. Federal officials emphasize that an indictment contains allegations only,
- 14:54and all defendants are presumed innocent unless in until proven

- 19:17into Old Jail. She's still a thing of beauty. Clay
- 19:23County's Old Jail was built in nineteen ten to nineteen
- 19:27eleven using handmade bricks manufactured at doctor j R. Bvirchull's
- 19:34brickyard on Greenbrier. Most items necessary for operating the jail,
- 19:40where purchase were purchased at Albert Langdon's General Store in
- 19:46downtown Manchester, including ten cups, dippers, washpans, blankets, mattresses and locks.
- 19:57During her term as jailer, Fanny Emore, who lived nearby,
- 20:02prepared food in her own home and carried hot mills
- 20:06to the inmates. The old jail operated until January nineteen
- 20:12seventy seven, when inmates were transferred to a modern facility
- 20:17on adjacent property. That same year, the old jail underwent
- 20:22a major renovation and for several years housed the Clay
- 20:28County Ambulance Service. From nineteen eighty five to two thousand
- 20:33and seven it was home to the Clay County Historical Society.
- 20:39Names of inmates and their quote time served unquote can
- 20:44still be seen on the walls of the upstairs sails.
- 20:49Cell doors and keys from the old jail are on
- 20:53display at the Clay We Were Museum inside the Clay
- 20:59County Historical Society in downtown Manchester. Recent renovation has restored
- 21:07the historic site to quote almost new unquote condition to
- 21:14enable it for modern use. The Old jail exterior renovation
- 21:20completed in twenty twenty two by the Clay Historical Society,
- 21:25the clayfyscal Court and Judge Executive Tommy Harmon added the
- 21:30original front entrance back with new windows and interior renovation.
- 21:37The building will be used as the headquarters for the
- 21:41county Emergency Management Services. Next article from the publisher's desk,
- 21:48Mark Hoskins. Be careful which closets you open. There's an
- 21:54old saying that people who live in glasshouses shouldn't throw stones.
- 21:59It's a lesson that's been around for generations, yet somehow
- 22:03it seems to get ignored more with each passing year.
- 22:07We've reached a point where some people spend more time
- 22:11digging through someone else's past than cleaning up their own.
- 22:15Everyone has skeletons in the closet, every single one of us.
- 22:20Some are small, some are embarrassing, some are painful. Some
- 22:25are mistakes we made years ago that we'd rather forget.
- 22:29Others are chapters we've worked hard to overcome. None of
- 22:34us have lived a perfect life. That's why I have
- 22:38never understood the people who make it their mission to
- 22:41expose everyone else's faults while pretending their own closet is empty.
- 22:46The truth is it usually isn't. In fact, I've noticed
- 22:51something over the years. The loudest critics often have the
- 22:54biggest closets. They're quick to point out someone else's divorce
- 22:59while forgetting their own family drama. They'll criticize someone's financial
- 23:04decisions while ignoring the bills they left unpaid. They'll spread
- 23:10gossip about another person's mistakes while hoping no one remembers
- 23:14the choices they made. It's a dangerous game. Because you
- 23:20decide to start opening closets, don't be surprised when someone
- 23:23decides to open yours. In a small community like Manchester
- 23:29in Clay County, memories are long. People remember what happened ten, twenty,
- 23:36even thirty years ago. They remember who helped others, but
- 23:39they also remember who hurt others. They remember who stood
- 23:43by their word who didn't. That's why I've always believed
- 23:47we're better off extending grace than seeking revenge. Grace doesn't
- 23:52mean ignoring wrongdoing. It doesn't mean pretending bad decisions never happened.
- 23:58Accountability is important, but there's a difference between seeking accountability
- 24:03and seeking humiliation. One is about making things right. The
- 24:08other is about making yourself feel better by tearing someone
- 24:12else down before you decide to shine a spotlight on
- 24:16someone else's skeletons, it might be worth taking a flashlight
- 24:20into your own closet first. You may discover things you've forgotten,
- 24:24or things others never forgot. If your own house isn't
- 24:29in order, maybe it's best not to become the neighborhood inspector.
- 24:35The older I get, the more I appreciate people who
- 24:38have learned from their mistakes instead of hiding behind them.
- 24:42Those are the people I respect. They don't claim perfection,
- 24:46they admit they are wrong, They make changes, and they
- 24:50move forward. Those who constantly remind everyone else of yesterday
- 24:55often hope no one remembers theirs. Life has always as
- 25:00a way of balancing the scales. Character always surfaces. Truth
- 25:05has a funny way of finding daylight. So before you
- 25:09pull another skeleton from someone else's closet, ask yourself one
- 25:14simple question. Are you prepared for someone to open yours?
- 25:18Because if you're not, it may be wiser to leave
- 25:21the closet doors closed and spend that energy becoming the
- 25:25kind person who doesn't have to fear what's behind them.
- 25:30The next is a happy anniversary. Congratulations go out to
- 25:35my amazing parents. Lee Roy and Alvi Barry on their
- 25:43wedding anniversary on July one, twenty twenty sixth. After sixty
- 25:47five years of love and happiness, I can still see
- 25:50how much you love and adore one another. You've been
- 25:54through thick and thin together and weathered every storm. You
- 25:59have been each other's rock and strength, and now sixty
- 26:03years later, that bond is still as strong as ever.
- 26:07Congratulations and happy sixty fifth anniversary from your daughter Deborah
- 26:13Barry Bays. I love you both very much. This concludes
- 26:19the reading of the Manchester Enterprise. Your reader has been
- 26:24Jim Rice. Now please stay tuned for continued programming and
- 26:30on behalf of everyone here at RADIOI thank you for
- 26:33listening and we hope you have a good day.
