Austin police released new details about a deadly July 11 shooting downtown, where a 29-year-old man, Emmanuel Diaz, was fatally shot during a high-speed chase after allegedly threatening runners with a gun on an electric scooter. The confrontation began when the suspect, angered after being told to slow down, assaulted a woman, pulled out a firearm, and fled.
