- 1:04Parade of Lights takes place this Saturday, December
- 1:066th at 5 .30 p .m. The parade route starts and
- 1:10ends at the Napany Fairgrounds at 170 York Street.
- 1:13The town is asking the public to refrain from
- 1:15parking vehicles along the parade route. Non
- 1:17-perishable food items will be collected during
- 1:19the parade. For Amherst Island Radio and the
- 1:22Local Journalism Initiative, I'm Ted Evans. This
- 1:25is North Shore News. The Stone Mills Santa Claus
- 1:37parade will take place this Sunday, December
- 1:387th from 1 30 to 2 p .m. There will be temporary
- 1:41road closures in Newburgh for the parade Main
- 1:44Street at Factory Street through to Baldwin Street
- 1:46and East Street. These closures are in place
- 1:48to ensure the safety of parade participants and
- 1:51spectators. For Amherst Island Radio and the
- 1:53Local Journalism Initiative, I'm Ted Evans. This
- 1:57is North Shore News. Habitat for Humanity has
- 2:08proposed building two four -dwelling units in
- 2:10Bath by 2030. The units would be affordably priced
- 2:13through an affordable mortgage structure with
- 2:15the organization. According to their report,
- 2:18the organization's preliminary cost estimate,
- 2:20excluding the land, would be $1 .4 million per
- 2:23fourplex. Funding is to come from government
- 2:26grants, land asset contributions, revenue from
- 2:29the organization's restore location in Kingston,
- 2:32donations, and fundraising events. Mortgage payments
- 2:35are set at 25 % of the household's gross income,
- 2:38and families are not required to make a down
- 2:40payment. As part of the agreement, Habitat for
- 2:42Humanity retains a portion of the home's equity,
- 2:45and upon resale both the homeowner and organization
- 2:47share in any market appreciation. Homeowners
- 2:50would also have to contribute 500 hours of volunteer
- 2:53work. If plans move forward, the company would
- 2:55be asking Loyalist Township for rezoning and
- 2:58site plan approvals, as well as exemptions for
- 3:00building permit fees, development charges, and
- 3:03impost fees. Construction of roads and services
- 3:05to the property line would need to take place,
- 3:08along with land transfers as well. The company
- 3:10noted these builds often involve community volunteers
- 3:13and student programs. These partnerships help
- 3:15reduce construction costs and provide training
- 3:18opportunities. CEO of Habitat for Humanity for
- 3:21the Kingston and Limestone area, Gary Lees, explained
- 3:24the timeline and what the company is looking
- 3:26to contribute. Subject to municipal terms and
- 3:29conditions of land transfer, timelines to build,
- 3:32permits, etc. One fourplex in 2027. We've built
- 3:36this before. We feel confident we can pull the
- 3:39build off. It's so nice to build something that
- 3:41we've already built. It just makes life a little
- 3:44bit easier. So we could pull that off in 2027.
- 3:47I'm confident of that. In the second fourplex,
- 3:49we are doing 2028, 2030. We'd want to work with
- 3:53needs a little bit as well for permitting and
- 3:55some of those things. Site servicing, of course,
- 3:59is important. Connection to municipal water and
- 4:02sanitary and sewer services, offsite stormwater
- 4:05management. All of those things need to get in
- 4:08place, of course, but we'll hustle and do our
- 4:11part with Build. We will enlist volunteers to
- 4:14help us with the project, try to keep the costs
- 4:16down. Lee spoke about the need for affordable
- 4:19housing. Affordable mortgage structure, no down
- 4:21payment. It's a big stumbling block for folks
- 4:24out there is coming up with that down payment.
- 4:26When we're paying high rent and then we need
- 4:29to save so that we can put a down payment on
- 4:32a home. it's a daunting task and Canadians are
- 4:36losing hope and vision of actual affordable home
- 4:40ownership. 80 % of renters out there right now
- 4:43wish they owned their home and that's a wish
- 4:46that's becoming very difficult. So the more equity
- 4:50that we can create in the home by keeping costs
- 4:52down, by donated product using volunteers. Anything
- 4:57that we can do to keep those costs down, we reinvest
- 5:00in building more affordable home ownership. And
- 5:04that's an investment in this country, this township,
- 5:08and our vicinity, our whole area. It's one I'm
- 5:11very proud of as well. Lee spoke about the materials
- 5:14he has available now and the investment they'll
- 5:16be making in Loyalist Township. I have containers
- 5:19of insulation right now. I have 400 sheets of
- 5:22drywall I need to get out of Home Depot's inventory.
- 5:25I've got stuff to build homes right here in Loyalist.
- 5:28And we just want to tap into that and keep the
- 5:31costs down so that when we sell the home to the
- 5:34family and then hold that mortgage at zero or
- 5:37a portion of the mortgage at zero, we can create
- 5:40as much equity as we can so we can reinvest in
- 5:43Loyalist and keep this ball rolling with affordable
- 5:46homeownership. Lise speaks about the restore
- 5:49location in Kingston and a new one opening in
- 5:52Napanee. So our restores are social entity that
- 5:54generate revenue and we pump that revenue back
- 5:59into our home build programs. We are opening
- 6:01a second restore in Napanee that opens on January
- 6:041, will soft open on January 1 as well. So we're
- 6:09going to book and loyalist and have you'll know
- 6:12where to go for your product either in Kingston
- 6:15or Napanee. For Amherst Island Radio and the
- 6:18Local Journalism Initiative, I'm Ted Evans. This
- 6:22is North Shore News. Loyalist Township Council
- 6:29heard from Carbon Free Technology, an Ontario
- 6:32-based company looking to build a new solar project
- 6:34in Millhaven. The company presented plans to
- 6:37council noting the project would include a community
- 6:39benefits agreement. It would also look to increase
- 6:41local tax revenue and contribute to the province's
- 6:43grid reliability. The project looks to use up
- 6:46to 20 acres of fenced -in land that is over one
- 6:48kilometer away from residences. Before moving
- 6:51forward, the company is looking to engage with
- 6:52the public and local groups. VP and legal for
- 6:55the company Emma Coyle explained the company's
- 6:58next steps going forward. We've begun neighborhood
- 7:01camp scene. We have a public meeting on November
- 7:0324th. The First Nation Partnership, we do have
- 7:06the support of the Mohawks of the Bay of Quinte.
- 7:09We don't yet have the official resolution from
- 7:12them, but we fully expect for that to be finalized.
- 7:17On November 26th, there will be a staff report
- 7:20to council with respect to the project. And on
- 7:22December 9th, we'll be coming back with a...
- 7:25request for a municipal support resolution with
- 7:27respect to this project. VP in engineering and
- 7:30special projects for the company, Meghadsami,
- 7:32noted the different approaches they're taking
- 7:34in community engagement. Through the website,
- 7:36we've already received a comment or a query and
- 7:39we've engaged with that party already and have
- 7:43had a few phone calls and we've been trying to
- 7:46arrange a longer discussion as well. So it might
- 7:51take a few different approaches. Carbon -free
- 7:54technology has projects worldwide and has worked
- 7:57on projects locally as well. In 2015, the company
- 7:59was a development partner to Samsung for Kingston
- 8:02Solar. For Amherst Island Radio and the Local
- 8:05Journalism Initiative, I'm Ted Evans. This is
