- 0:41Speaker 2: has been here many times talking about what's going on
- 0:44Speaker 2: in DC.
- 0:45Speaker 1: Nice see Ron, how are you?
- 0:47Speaker 4: It's good? See? Well right now?
- 0:49Speaker 3: Unfortunately, as many folks now, it's a little quite over
- 0:52Speaker 3: here in DC the shutdown. So but just playing again too,
- 0:55Speaker 3: So looking forward to time on all things crypto and
- 0:57Speaker 3: drama in DC.
- 0:58Speaker 1: All right, So I like it.
- 1:00Speaker 2: Crypto and drama, I feel like, is what we're dealing
- 1:03Speaker 2: with right now. As far as the Clarity Act is concerned,
- 1:07Speaker 2: we've had a handful of markups or attempted markups that
- 1:11Speaker 2: have been played within DC. Where does that stand right now?
- 1:15Speaker 2: What are we going to actually see coming out of
- 1:17Speaker 2: Congress on the Clarity Act?
- 1:20Speaker 3: Sure? Thanks, The Martitructure Bill with the Clarity Act is
- 1:22Speaker 3: currently stuck in the Senate right now. It's been there
- 1:24Speaker 3: for a couple of months. Unfortunately, we had advanced the
- 1:27Speaker 3: House of the Clarity Act very strong margins and we
- 1:30Speaker 3: were told likely September October we would start seeing some markups.
- 1:33Speaker 3: But of course, as everyone probably has figured out, the
- 1:36Speaker 3: shutdown has definitely complicated that.
- 1:37Speaker 4: But there are a number of other factors too.
- 1:39Speaker 3: We haven't seen the final draft it looks like of
- 1:41Speaker 3: the Senate Banking version of the Marty Tructure Bill. Senate
- 1:45Speaker 3: our culture, we haven't seen a single drafts yet, and
- 1:47Speaker 3: they've see to going into very different, very different but
- 1:49Speaker 3: it's a different direction than the House did with the Clarityact.
- 1:52Speaker 4: So in the at least the negotiating tables are still occurring.
- 1:56Speaker 3: It seems we had a couple of CEOs come to
- 1:58Speaker 3: the hill last week to try to encourage centers on
- 2:00Speaker 3: both sides to get back to the table because there
- 2:02Speaker 3: was fears of things calling out with the shutdown kind
- 2:04Speaker 3: of overlooming everything.
- 2:06Speaker 4: But overall, unfortunately.
- 2:07Speaker 3: Shutdown does be the kind of maximal factor here and
- 2:11Speaker 3: things not moving forward, and we're looking to hopefully get
- 2:14Speaker 3: us logjam moving so we can get going to march structure.
- 2:16Speaker 3: I would say likely to have a market hopefully in November,
- 2:19Speaker 3: but that's rapidly approaching, and if the shutdown keeps going
- 2:22Speaker 3: till Thanksgiving, could be even December.
- 2:25Speaker 2: Oh okay, So that is exactly what was going on
- 2:28Speaker 2: with you know, Brian Armstrong of coinbase, he of course
- 2:32Speaker 2: did a whole round of trying to get into senators
- 2:35Speaker 2: to get them moving on this with that being the
- 2:38Speaker 2: case and the shutdown also being the case. Right now,
- 2:42Speaker 2: November twenty fourth is in this poly market right here,
- 2:44Speaker 2: which is holding at about a forty eight percent chance.
- 2:47Speaker 2: So if you put one hundred bucks in there, let's
- 2:49Speaker 2: see what that would be paying back. Nice little move there,
- 2:53Speaker 2: But is this going to happen by the twenty fourth.
- 2:56Speaker 1: Do you think.
- 2:59Speaker 4: It's tough?
- 3:00Speaker 3: You know, at least right now, what we're seeing is
- 3:01Speaker 3: that they're basically going to keep the government funded at
- 3:03Speaker 3: least The current oposal is to fund until the end
- 3:05Speaker 3: of Thanksgiving, but that deadline is actually kind of rapidly approaching. Now.
- 3:09Speaker 3: The question is do we just fund it for the
- 3:10Speaker 3: next two weeks, even if we do come to an agreement,
- 3:12Speaker 3: and then do this all over again at the end
- 3:14Speaker 3: of Thanksgiving we go for a whole years All that
- 3:16Speaker 3: Macrosuff's being debated right now, but both sides don't seem
- 3:19Speaker 3: to be getting any closer to each other, at.
- 3:21Speaker 4: Least here in DC. It's a look whiet. And that's
- 3:23Speaker 4: kind of concerning considering all things that are in mumbo
- 3:25Speaker 4: right now, the shutdown.
- 3:27Speaker 2: Yeah, so based on and of course you never know,
- 3:30Speaker 2: because I mean, there's always backroom deals that are happening.
- 3:34Speaker 2: There's always a different optic side of things than what
- 3:38Speaker 2: maybe many people see on the outset of where this
- 3:42Speaker 2: is playing into it. Do you think we're going to
- 3:44Speaker 2: get into Let's go back to the Clarity Act for
- 3:46Speaker 2: a second, because I want to talk about the bank component.
- 3:48Speaker 2: This is something that of course has been raised within
- 3:51Speaker 2: the Genius Act. Do you think we're going to end
- 3:53Speaker 2: up making concessions on the Clarity Act for banks to
- 3:58Speaker 2: be able to get this through like what we've had
- 4:00Speaker 2: to do here, or at least around the Clarity Act
- 4:04Speaker 2: or the Genus Yeah.
- 4:06Speaker 3: There were cope proposals that twelve Senate Democrats they put
- 4:09Speaker 3: out there privately did get leaked publicly, it seems like,
- 4:12Speaker 3: but they did have some concessions on multi affronts arranged
- 4:15Speaker 3: from Conifer.
- 4:16Speaker 4: The interest with the Trump family.
- 4:17Speaker 3: As well as the bank's push were more banning intersparing
- 4:21Speaker 3: stable coins for third parties and affiliates, which of course coin.
- 4:25Speaker 4: Based prohood all those folks would be very much caring for.
- 4:28Speaker 3: There are also things like AML requirements for DeFi which
- 4:31Speaker 3: didn't make any sense at all. The DeFi community especially
- 4:34Speaker 3: was very much of norms against that. But we're kind
- 4:37Speaker 3: of seeing that, you know how the sausage is made
- 4:38Speaker 3: in a very public way in DC, which is kind
- 4:41Speaker 3: of you very different usually than we've seen before. So
- 4:43Speaker 3: we know that we at least the Democrats have laid
- 4:45Speaker 3: out a variety of proposals they're not gonna get all
- 4:47Speaker 3: of them by any means, but we're the kind of
- 4:49Speaker 3: focus or energy on it is going to be really
- 4:51Speaker 3: telling what action was for. I would say, you know,
- 4:54Speaker 3: probably two weeks ago been the banks on the intersparing
- 4:56Speaker 3: stable coin provision with probably worth they landed on. But
- 4:59Speaker 3: you know, with the cz aring, I think the cop
- 5:01Speaker 3: interest conversation that's really sorry to really boil up here
- 5:04Speaker 3: and decently become the focal points, including Center Warren and
- 5:07Speaker 3: Adam Schiff from California. Later on tonight you're going to
- 5:10Speaker 3: be doing a petition to basically the motion of an
- 5:15Speaker 3: impointant word to be against the whole cd partning and
- 5:17Speaker 3: to be very public and to have a couple hours.
- 5:19Speaker 4: But I think the focus is going to be there.
- 5:21Speaker 3: That's gonna be very telling to see kind of where
- 5:23Speaker 3: the Marktruture bill goes, because obviously that gets in a
- 5:25Speaker 3: very political territory that's not really even crypto focused.
- 5:29Speaker 2: Well, yeah, you're getting into the issue that really is
- 5:32Speaker 2: raised more around the Trumps themselves, which is the challenge.
- 5:35Speaker 2: I think that many people did not want that drawn
- 5:38Speaker 2: into this side of it, which clearly is now when
- 5:41Speaker 2: you look at just special interest of what the Trump's
- 5:44Speaker 2: involvement are going to be. This could play things considerably different.
- 5:48Speaker 2: What about Okay, so you mentioned the leak D five bill,
- 5:53Speaker 2: and I understand because there was many people I heard
- 5:56Speaker 2: that some of the conversations got a little bit heated.
- 5:59Speaker 2: You know, this kind of set us back. Are you
- 6:02Speaker 2: pro letting that bill get out there so people can
- 6:05Speaker 2: see it or do you?
- 6:07Speaker 1: Because the concern I have is.
- 6:08Speaker 2: If we don't see it, you won't know really until
- 6:11Speaker 2: it's too late, and then they could jam something through
- 6:13Speaker 2: on the Clarity Act.
- 6:15Speaker 1: What are your thoughts on that.
- 6:17Speaker 3: Yeah, this kind of leakage happens a lot of politics,
- 6:19Speaker 3: and not just from crypto. So you know, anytime there's
- 6:21Speaker 3: a big bill out there, anytime the other party wants
- 6:23Speaker 3: to have concessions or trying to make the process change
- 6:26Speaker 3: a little bit and or have ideas flowed out there tends.
- 6:28Speaker 4: To get leaked to the media.
- 6:29Speaker 3: So this is kind of, you know, familiar territory, at
- 6:31Speaker 3: least in the political side of things. But obviously the
- 6:33Speaker 3: folks who did draft that provision more than the staff side,
- 6:36Speaker 3: probably they're probably fee a little burned, and that's why
- 6:38Speaker 3: we're seeing a little bit outburst with some senders in
- 6:41Speaker 3: the meetings last week, because obviously folks don't like it
- 6:44Speaker 3: when they're more private conversations are leaked there, especially their proposals.
- 6:47Speaker 3: But to your point, though, having that transparency is really important.
- 6:50Speaker 3: So you know, with some folks on Twitter kind of say, well,
- 6:54Speaker 3: we're in the deep proposals. I did see a copy
- 6:56Speaker 3: myself as well. But overall this is a starting point,
- 7:00Speaker 3: seems like. But what's important though, is that for these
- 7:03Speaker 3: twelve centers that put their name on that piece of paper,
- 7:05Speaker 3: they're saying, you know, there's a lot of issues that
- 7:07Speaker 3: they wanted to have concessions on, and we're gonna need
- 7:10Speaker 3: at least eight of those, if not more to come
- 7:12Speaker 3: across the other side to Republicans if we have you know,
- 7:15Speaker 3: a chance and Martra structure for this year next, so
- 7:18Speaker 3: you know they're considered. It's worth taking consideration because they
- 7:21Speaker 3: are kind of the key holders here in this bill
- 7:24Speaker 3: of live.
- 7:24Speaker 4: Of dies since we eat sixty votes in the Senate,
- 7:26Speaker 4: it's before.
- 7:27Speaker 2: Right, how important is it now to be naming names?
- 7:31Speaker 2: I mean, because this is something that especially for the
- 7:34Speaker 2: issue around earning interest on stable coins, very pro bank
- 7:39Speaker 2: should we have our lobbyists being out there telling us
- 7:44Speaker 2: who we should be putting pressure on right now, especially
- 7:47Speaker 2: from a lot of these positions that are clearly the
- 7:49Speaker 2: lines are being drawn in the sand.
- 7:52Speaker 3: Of course, I mean we come some molar of the
- 7:54Speaker 3: lobbing side of things, just a bunch of things happening
- 7:56Speaker 3: and love as you can kind of pull here, and
- 7:57Speaker 3: we saw that with the CEOs last week, where we
- 7:59Speaker 3: kind of have the more the executives come in and uh,
- 8:02Speaker 3: you know, there's tide the story and present the industry
- 8:04Speaker 3: to them. The lobbies have been in multitude of offices
- 8:07Speaker 3: and they've been countless beings on both flanks, you know,
- 8:09Speaker 3: both for crypto but also the banks and other groups
- 8:11Speaker 3: that are more open to changing things. So things are
- 8:14Speaker 3: happening behind the scenes, and there's definitely be a grassroots
- 8:16Speaker 3: bush hopefully, but of course they're kind of waiting to
- 8:18Speaker 3: see when the moment is to you know, have these
- 8:20Speaker 3: conversations because a lot of times these to your point,
- 8:23Speaker 3: behind closed doors, and you know, having a huge grass
- 8:25Speaker 3: roots swelling maybe not be.
- 8:26Speaker 4: The right time to pull that trigger.
- 8:28Speaker 3: But when it votes happening or we're getting closed to
- 8:30Speaker 3: amendment process, be a lot more public and that's definitely
- 8:32Speaker 3: when the engagement is going to be hugely helpful, because
- 8:35Speaker 3: actually a couple of the executives last week said that
- 8:37Speaker 3: a lot of centers, even on the Democrats side, we're
- 8:40Speaker 3: referencing their constituents reaching out about crypto, So they're definitely
- 8:42Speaker 3: talking about its being heard in the offices. But of
- 8:45Speaker 3: course we got away from the votes times and that's
- 8:47Speaker 3: going to be the probably the key time and reach
- 8:48Speaker 3: out to centers as such.
- 8:50Speaker 2: Is there are there any senator or in any senators
- 8:53Speaker 2: right now that we would say, hey, we need to
- 8:55Speaker 2: educate them and help them kind of come across the
- 8:58Speaker 2: bow and understand what's going on here. Is there any
- 9:01Speaker 2: out there that you would say they're on the fence
- 9:03Speaker 2: right now and could be possibly brought over based on
- 9:08Speaker 2: just getting more information. Anyone you would point to, Yeah, I.
- 9:11Speaker 3: Mean, I'd say all twelve those centers that were on
- 9:13Speaker 3: that original DeFi proposal, those are all very goottable centers.
- 9:17Speaker 3: Of course they're going to have their passion projects within.
- 9:19Speaker 3: But you know your Ruben Gegos of Arizona, your Mark
- 9:21Speaker 3: Owners of Virginia, you're Adam Shifts of California. You know,
- 9:25Speaker 3: you're also Brooks of Maryland, you know Tina Smith as well,
- 9:28Speaker 3: and there is several centers. I would also leave the
- 9:30Speaker 3: Corey Booker from New Jersey. He's kind of more you know,
- 9:32Speaker 3: been there for a while. But usually I would look
- 9:34Speaker 3: to the younger generation and the folks that we believe, Hey,
- 9:37Speaker 3: don't listen to Listid Warren or kind of what the
- 9:39Speaker 3: old guard is saying. Look what happened in the elections,
- 9:42Speaker 3: Look what's happening after the Genius Act, and let's provide
- 9:45Speaker 3: a clarity to the industry. And I fall from kind
- 9:47Speaker 3: of more of the parts and politics here, which seems
- 9:49Speaker 3: to try to derail this bill at every turn, But
- 9:52Speaker 3: so far it's been you know, still chugging a log.
- 9:54Speaker 3: So and there's not many meals I can say that
- 9:57Speaker 3: to this stage exactly.
- 10:00Speaker 2: And so Ron, I'm kind of curious when you look
- 10:02Speaker 2: at yields becoming such a big deal here. Obviously for
- 10:07Speaker 2: clear reasons the banks are wanting to protect that area.
- 10:10Speaker 2: Why not separate that from the current bill and do
- 10:14Speaker 2: like a Rights to Yield Act completely separate that they
- 10:18Speaker 2: just could go vote on and just say okay, here
- 10:20Speaker 2: it is, let's vote on it.
- 10:22Speaker 4: Technically, we kind of already had that, I guess with
- 10:24Speaker 4: the Genius Act.
- 10:25Speaker 3: So yeah, which is why the bank strategy of trying
- 10:28Speaker 3: to reopen up a bill they already endorsment agree to,
- 10:30Speaker 3: and they agree to these terms with the crew industry
- 10:32Speaker 3: and the Center. So I mean again, it's probably more
- 10:35Speaker 3: bad lobby on their part and more kind of not
- 10:37Speaker 3: thinking too far in advance. But yeah, overall, they made
- 10:39Speaker 3: this agreements and.
- 10:40Speaker 4: Now they're trying to go back on it.
- 10:42Speaker 3: So but again, they are very powerful for us in DC,
- 10:45Speaker 3: so we'll see how the battle every notch plays out.
- 10:47Speaker 4: But it's very.
- 10:50Speaker 1: When you say they, you mean the banking lobby, right, Yeah, your.
- 10:54Speaker 3: Being Policy Institute, Bank Association. Those are kind of large groups.
- 10:57Speaker 3: We haven't seen it, at least in my knowledge, a
- 10:59Speaker 3: large bank really stick their head up and say, like,
- 11:01Speaker 3: you know, we are actually a post of things. And
- 11:03Speaker 3: at the same time we're seeing it feels like the
- 11:04Speaker 3: one today with City and Coinbase. We always want to
- 11:07Speaker 3: morton earlier too, so it's kind of weird how to
- 11:09Speaker 3: you seither playing against each other, but in the markets
- 11:11Speaker 3: we're kind of seeing the opposite.
- 11:12Speaker 4: So yeah, interesting, we'll see what happens.
- 11:16Speaker 2: Okay, one couple of questions I have is, uh, do
- 11:20Speaker 2: you think we're going to get a chance to review
- 11:22Speaker 2: this draft bill before it actually goes out and gets voted.
- 11:25Speaker 4: On one hundred percent?
- 11:27Speaker 3: You know you should the vote like three days beforehand
- 11:30Speaker 3: will have at least like a current draft. But there's
- 11:32Speaker 3: also amendments that they have to vote in committee, so
- 11:34Speaker 3: that bill is going to change over time in that
- 11:36Speaker 3: committee process and then has to go to the Senate floor,
- 11:38Speaker 3: and that has amendments as well. So the bill that
- 11:40Speaker 3: we draft, we see again milling Clan seen half it.
- 11:43Speaker 3: We haven't seen the Center Agriculture draft. That's to be
- 11:45Speaker 3: really really important. But once you see the full draft
- 11:48Speaker 3: and probably a vote in a couple of weeks, and
- 11:49Speaker 3: then there'll be amendment so things will change as time.
- 11:53Speaker 2: All right, let's assume we get this through. I'm not
- 11:56Speaker 2: assuming it's going to go through and we're going to
- 11:59Speaker 2: get this on. What is Senator Warren going to be
- 12:02Speaker 2: doing after that? Because this would be too big l's
- 12:06Speaker 2: for her in her camp.
- 12:09Speaker 4: Among many on her side.
- 12:11Speaker 3: You know, being minority, she doesn't have too much power,
- 12:13Speaker 3: but you know, they can really block a lot of things,
- 12:16Speaker 3: and if she gets a lot of her colleagues to
- 12:17Speaker 3: you know, peel away from the Mark Truchure bill.
- 12:18Speaker 4: She'll take that as a win. But I'm in your camp.
- 12:20Speaker 3: I'm still optimistic we're gonna get Mark Chutch are done
- 12:23Speaker 3: at least in twenty twenty six. I've not in the spring.
- 12:25Speaker 3: It seems like the shutdown delayed things. But she'll probably
- 12:28Speaker 3: you know, complaining and you know, doing a lot of
- 12:31Speaker 3: members that minority do. But overall, it seems like at
- 12:34Speaker 3: least this is the last big crypto bill the next
- 12:36Speaker 3: one after that, so they probably cryptotax issues that's going
- 12:39Speaker 3: to be going through the committee, so she won't be
- 12:41Speaker 3: having too much say on that process. But but look
- 12:44Speaker 3: for taxes like that. The taxis are going to be
- 12:46Speaker 3: definitely next up.
- 12:48Speaker 2: Listen, we've got potentially brewing in the background here a
- 12:51Speaker 2: new FED chair and Tromp Ben also Scott Best, and
- 12:54Speaker 2: I've kind of pointed at a whole list of people
- 12:57Speaker 2: that potentially could be on that, some of which are
- 13:01Speaker 2: we know are very pro bank and Christopher Waller is
- 13:04Speaker 2: one of those. We saw Michelle Bowman, Kevin Harsh or
- 13:09Speaker 2: Warsh and then Kevin Hassett and Rick Reader. All of
- 13:12Speaker 2: these if you could pick one of these right now
- 13:14Speaker 2: for the FED chair, would you? Who would you select?
- 13:16Speaker 2: I'm kind of curious.
- 13:18Speaker 4: That's stup one.
- 13:19Speaker 3: I mean, I've to kind of worship for so I
- 13:21Speaker 3: know he's even a great guy, so I first of
- 13:24Speaker 3: like him.
- 13:24Speaker 4: You know, a lot of folks like Chris Waller as well.
- 13:27Speaker 3: Of course, there were some concerns on his comments obviously
- 13:29Speaker 3: more on the issue as well that Crypto America covered
- 13:32Speaker 3: really well. But overall, again, the odd part is it's
- 13:36Speaker 3: a lot better than we had in the crop beforehand.
- 13:38Speaker 3: And the FED has been, you know, an obstacle in
- 13:40Speaker 3: the past, even though they really can't impact a lot
- 13:42Speaker 3: of this stuff. In Congress, they have been in the
- 13:44Speaker 3: past eight years a dealt with them in various forums
- 13:47Speaker 3: for crypto policy. They have not been the most opened
- 13:49Speaker 3: out there. But that's definitely changing. So it's going in
- 13:52Speaker 3: the right direction, even tho if we disagree on some points.
- 13:55Speaker 3: So we're hopeful for it, but we'll see what happens
- 13:57Speaker 3: with the E the drama for the shutdown.
- 14:00Speaker 2: Well, hopefully Warsh will be the one they select. I mean,
- 14:03Speaker 2: there's a possible I guess was Michelle Bowman. I don't
- 14:05Speaker 2: know about Christopher Waller, I'm a little concerned with that,
- 14:07Speaker 2: at least from the crypto side. I mean, I think
- 14:09Speaker 2: he would be good for the markets. The markets would
- 14:11Speaker 2: probably look at this as a positive for sure, just
- 14:15Speaker 2: with his pro banking position. I guess I can say
- 14:18Speaker 2: that in terms of his you know, narrative on what
- 14:22Speaker 2: he's looked at in the past. All right, well, listen, Ron,
- 14:25Speaker 2: we're going to get you back on because as we
- 14:27Speaker 2: get closer to this government hopefully reopening, and the fact
- 14:31Speaker 2: that we've got so much potential pent up you know,
- 14:33Speaker 2: work there in DC that could come to final fruition,
