Speaker 1: Now we turn to the Mountain Eagle to read news
0:04
from Whitesburg. Your reader today is Bill ven Arsdale. We
0:09
will begin with the addition dated December seventeenth, twenty twenty five,
0:14
which the publishers have donated to a RADIOI as a reminder.
0:18
RADIOI is a reading service intended for people who are
0:22
blind or have other disabilities that make it difficult to
0:24
read printed material. The first item is a photograph. The
0:31
caption is first facelift in eighty nine years. A workman
0:37
braved cold temperatures Monday as he repaired the bell tower
0:41
of the Graham Memorial Presbyterian Church in Whitesburg. The bell tower,
0:47
which like the rest of the church, was built by
0:49
Italian Stonemasons in nineteen thirty nine, hasn't had major repairs
0:54
until now. Seen from its east side in this photo,
0:58
the church is one of Lee County's most recognizable landmarks.
1:05
The next headline is four firms to study headwaters in
1:10
effort to lessen flood risk here, the Letcher County Fiscal
1:15
Court has hired four engineering firms to study the streams
1:20
here and make recommendations for flood prevention. The court voted
1:25
on Monday to hire the firms after a committee reviewed
1:27
their qualifications and proposals. The work will be paid for
1:31
by federal grants. We applied for a study of the
1:35
three tributaries that come out of the county. Judge Executive
1:39
Terry Adams said, we will have an engineer in each
1:42
of those tributaries studying the water flow, the flood damage,
1:47
and ways of mitigating that going forward. Adams, District for
1:52
Magistrate Cheddy Smith, District I, Magistrate Jack Banks, Emergency Management
1:58
Director Paul Miles, and Floodplain Coordinator and Coroner Perry Fowler
2:04
made up the committee that reviewed the five proposals submitted.
2:08
Letcher County is unique because no water flows into the county.
2:13
All of the streams that flow through the county start here,
2:16
and they belong to three different large river systems. The
2:20
North Fork of the Kentucky River is the largest in
2:23
the county, beginning on Pine Mountain at Payne Gap and
2:27
exiting the county at the Perry County line near Lineford.
2:32
That watershed includes rock House Creek, the largest creek in
2:36
the county, which flows from rock House Mountain at Dean
2:40
and joins the North Fork at Blackie. The second largest
2:45
is the Poor Fork of the Cumberland River. That watershed
2:49
runs from Flat Gap to the Harlan County line at Partridge.
2:54
Notable streams in that watershed include Bad Branch, a Kentucky
2:58
Wild River and recognized as one of the cleanest streams
3:02
in the state. The smallest watershed of the three is
3:07
the Levisa Fork of the Big Sandy River. Elkhorn Creek,
3:11
which begins on Pine Mountain at Jenkins, is at the
3:15
headquarters of the Levisa Fork and joins the Russell Fork
3:19
just south of its confluence with the Levisa. The project
3:23
was conceived after the July twenty twenty two flood in
3:27
the North Fork Valley, which devastated Letcher and other counties
3:31
along the Kentucky River. This project takes into consideration all
3:36
the streams in the county, rather than just those affected
3:39
by the twenty twenty two flood. Engineers selected for the
3:44
watershed studies are Beaver Creek Hydrology of Lexington, Civil and
3:50
Environmental Consultants, Incorporated, which is headquartered in Pittsburgh, Pennsylvania, and
3:55
Resources Environmental Solutions, LLC, based in Houston, Tech but with
4:01
offices in Frankfort and Louisville. The fourth firm selected for
4:06
sites that need more attention is New River Engineers, Incorporated
4:11
of Charleston, West Virginia. The next story is man is
4:17
charged with threatening local physician. Electric County man is charged
4:23
with threatening to kill a Whitesburg doctor and with strangling
4:27
his girlfriend who had notified the police about the threats.
4:32
Richard Devon Wyatt, twenty six of thirty five Olive Road,
4:36
Little Drive Fork is charged with one felony account of
4:40
second degree strangulation domestic for allegedly placing his hands around
4:45
the neck of Jamie Caudle and causing an injury at
4:48
her residence on Carnation Road. The incident allegedly occurred December eighth.
4:55
Electra County Deputy Sheriff Mike Dingis responded to the call,
4:58
but Wyatt was not there when he arrived. Wyatt is
5:03
also charged with one misdemeanor count of third degree terroristic
5:07
threatening for allegedly threatening to kill or seriously injure doctor
5:12
Shane McDougall on multiple different days from November twenty fifth
5:16
through December ninth. Caugle reported the threats to Whitesburg Police
5:21
Assistant Chief Justin Hunsucker, who obtained a warrant for his arrest.
5:27
Multiple officers gathered in a parking lot in West Witsburg
5:31
Thursday night and went to Wyatt's home, but they learned
5:35
from his father that he had gone to a store
5:37
a short distance away, dinghis arrested Wyatt a short time
5:41
later in a traffic stop near his home. Hunsucker said.
5:48
And the next headline is magisterial districts are changing for
5:52
many lecture voters. Here's how magisterial districts will look a
5:58
little different beginning with this year election. Districts had remained
6:02
the same for years, but shifts in population caused county
6:07
officials to change some precincts after the twenty twenty census,
6:11
the results of which were delayed by COVID nineteen. The
6:16
new district lines mean District three and District I are
6:20
smaller in geographic size, while District two and District three
6:24
are larger. The sand Lick Precinct, long a part of
6:29
District I, was moved to District two, joining Isisen, Baker
6:33
and Coulson precincts. The Haymond Precinct was moved from District
6:38
three to District five, making it the seventh precinct in
6:42
that district. District four, which covers much of the western
6:46
end of the county, remained the same. The following are
6:50
the magisterial district's voters live in under the new map,
6:53
and candidates who had filed as of Monday. The filing
6:57
deadline is January ninth, twenty six. District one West Weisberg,
7:05
East Weisberg, Collen, Eolia, Upper Cumberland, Dry Fork, Partridge, East Callen,
7:12
East dry Fork candidates Rodney Gilly Republican, Troy Dingis Republican,
7:19
Jack d Banks incumbent Republican, Tammy Elaine Trent Republican. District
7:27
two Issam Colson Baker, sand Lake candidates Cherry K Sexton Democrat,
7:35
Kenny Anderson incumbent Republican. District three Neon Thornton, may King,
7:43
Sicco Millstone and Ermine candidates Jesse Mullins Democrat, Starla Dierdorf Republican,
7:52
and Michael Pack Republican. District four Blackie Hallie Dolna, Sugar Grove,
8:01
Roxanna candidates William Chady Smith incumbent Democrat, Christopher Jerome Hogg Republican.
8:11
District five Burdane East Jenkins, West Jenkins, Donom McRoberts Fleming
8:17
Haymond candidates Rodney Wayne Rose, Democrat. The next story is
8:27
want to oppose Kentucky Powers request for a huge rate increase.
8:31
You can ride free on bus to Hazard. Kentucky Power Company.
8:37
Customers wanting to attend Thursday night's hearing on the proposed
8:41
rate increase have been invited to ride a bus there
8:44
for free. Letcher County attorney Tyler Ward chartered a fifty
8:49
five passenger bus for the trip to pick up passengers
8:52
at locations in Letcher and Perry County. Eastern Kentucky already
8:57
pays the highest power bills in the state. Kentucky Powers
9:01
rates are up forty percent since twenty twenty, and now
9:05
they want to raise them again by fifteen percent. Ward said,
9:09
if Kentucky Power's proposed rate increase goes through, it'll hit
9:12
everyone homeowners, churches, local businesses, and community centers that are
9:18
already doing everything they can to stay afloat. Ward said
9:23
he saw this first hand when his church made energy
9:26
upgrades through a local program and still got an alert
9:30
that its bill could go up by two two hundred
9:33
dollars per year if the rate increase is approved. Ward
9:38
called it unacceptable and said that is why his law
9:42
firm Ward and Associates has rented a bus to take
9:45
people to Hazard for the Public Service Commission hearings scheduled
9:49
for five p m. Thursday at the Perry County Courthouse.
9:54
The bus was scheduled to make three stops to pick
9:56
up passengers, pick up locations and departure times section three
10:00
pm Lecture County Recreation Center, three thirty pm isum IgA,
10:06
four pm vco happy IgA. In the next headline, occupational
10:13
tax to increase in Jenkins January first, the occupational tax
10:19
for the City of Jenkins will be going up beginning
10:22
January first. The Council voted three to two to approve
10:27
the second reading of the ordinance, which will increase the
10:30
tax people currently pay to two per cent from the
10:33
one point five per cent charged now. The amendment modifies
10:38
Section one sixteen point oh three of the city Ordinances
10:43
and stipulates that every person or business entity engaged in
10:46
profit making activities within the city or required to file
10:50
with the IRS or Kentucky Revenue must pay an occupational
10:55
payroll tax. The key change is that this tax shall
10:59
be made measured by two percent of all wages and
11:02
compensation paid or payable in the city for work done
11:06
or services performed by every resident and non resident employee.
11:11
The ordinance acknowledges that inflation and increased living costs have
11:16
reduced the city's ability to provide basic services and respond
11:20
to state and federal administrative burdens. Council members Ernestine Hill,
11:26
Sean Collier, and Quinn Bowling voted in favor of the change.
11:31
Council members Chuck Anderson and Rick Damren voted against it.
11:37
In other business, the council held an executive session to
11:41
discuss the sale of the old City Hall. After the session,
11:46
the council voted to make a private sale. Doctor Heath
11:49
Cook will purchase the building for one hundred fifty thousand
11:53
dollars to expand his practice. The building was appraised at
11:57
one hundred forty nine thousand dollars, Todd DePriest said. Also
12:03
at the meeting, Abby Jones, a consultant for the city,
12:07
said a draft report on the city's storm water study
12:11
was due the following day. The study has analyzed flood
12:16
events from twenty twenty two and twenty twenty five, creating
12:20
a more accurate localized floodplain assessment that goes beyond the
12:25
federal Emergency Management Agency's general computer algorithms by studying smaller
12:31
watersheds and creeks, Jones said. The report identifies numerous projects
12:37
based on flood zone mapping and public input, ranking them
12:41
by criteria similar to the Kentucky Transportation Cabinets highway projects,
12:46
considering cost benefit ratios, population impact, and property protection. The
12:53
draft also includes recommendations for community protection, such as regulations
12:58
against filly in creeks to prevent future problems. The draft
13:03
will be available in various formats, paper, digital, PDF word
13:08
document for council review, with adoption anticipated in January. In
13:16
the next story, hearing is set in Mickey Stein's murder case.
13:22
The special judge in the murder case against former sheriff
13:26
shown Mickey Steins has set a status hearing in Whitesburg
13:30
for tomorrow Thursday. Judge Christopher Koran set the hearing for
13:35
one thirty p m. On December eighteenth to hear the
13:38
status of the case from prosecutors and defense attorneys and
13:42
to hear all pending motions that will likely include consideration
13:47
of a bond for Stein's. Attorneys for the former sheriff
13:51
asked for bond months ago, but the judge has not
13:54
yet ruled on the issue. Koran requested that the Kentucky
13:58
State Police Special Response Team transports Stein's from the Leslie
14:03
County Jail to the hearing in Whitesburg. They were asked
14:07
to have him at the Lescher County Jail by one pm.
14:12
Steins is charged with murder in the September nineteen, twenty
14:16
twenty four shooting of District Judge Kevin R. Mullins in
14:20
Mullins's chambers in the Lescher County Courthouse. The next story
14:26
is charges against Whitesburg man shows their innocence. Couple says
14:33
a Weisburg man has been charged with three felony accounts
14:36
each of terroristic threatening and wanton endangerment for allegedly brandishing
14:41
a gun at the door of an apartment at the
14:43
Wisburg Housing Authority. David Christopher Puckett thirty five of twenty
14:49
three eighty Highway eleven forty eight. Isom was arrested in
14:53
Whitesburg four days after he allegedly showed up at the
14:57
apartment of Ashley Sexton with a firearm in his hands.
15:02
Wetchburg Police Assistant Chief Justin Hunsucker served the warrant on
15:06
December ninth. According to the warrant, Puckett came to the
15:10
apartment twice that night. After leaving the first time, he
15:14
allegedly returned fifteen minutes later with a gun in his hands.
15:19
Sexton had three guests at the time. The warrants said
15:24
that Miss Sexton and her guests pushed his hands down
15:27
and pushed him out the door and hid in the hallway.
15:30
He also allegedly threatened to kill and burn the apartment
15:33
down while the four people were in it. He is
15:37
charged with three counts of second degree terroristic threatening and
15:41
three counts of first degree wanton endangerment. He was released
15:45
on a twenty five thousand dollars surety bond. Puckett has
15:51
been in the news several times, but he was previously
15:54
the alleged victim in those cases. Former Electu County nurse
15:59
Marty Baker was charged with second degree assault beating Pucket
16:03
severely on August twenty first, twenty twenty two, but the
16:07
charges were dropped when not District Judge Dennis Prayer dismissed
16:11
the charge. Prayer ruled that fractures to the eye orbital
16:16
bone were not serious enough to satisfy Kentucky's narrowly written
16:20
second degree assault statute. The charge was dismissed without prejudice,
16:27
meaning then Commonwealth's Attorney Edison Banks could have filed a
16:30
misdemeanor assault charge later if he had chosen to do so. Baker,
16:36
a former Lectter County coroner who has since moved to London,
16:40
Kentucky with his wife, Ashley Bentley. Baker, told The Mountain
16:44
Eagle last week that when he fought with Pucket, it
16:47
was because Puckett was threatening his wife. This is who
16:51
he is and what he does, Baker wrote in a
16:54
Facebook Messenger post to the newspaper, and to think you
16:58
the Eagle and that town tried to destroy my life
17:01
over it. We got treated like trash and all Marty
17:05
was doing was protecting us from Puckett. Ashley Baker wrote,
17:09
I just want people to know what really happened at
17:12
my house. It's not right the way we got treated.
17:15
I sold my house and moved he Pucket is on
17:19
video doing the same thing he did at my house
17:22
when him and Marty got into that fight. Marty Baker
17:27
now works as a registered nurse at Saint Joseph Hospital
17:30
in London, where he was recently honored as House Manager
17:33
of the Year. Best move I ever made was getting
17:37
out of that pathetic town, Baker wrote, referring to Weisberg.
17:42
Puckett was also one of three people stabbed on New
17:46
Year's Day twenty fourteen, when Michael Hogg was murdered behind
17:50
the old Witchburg post office. Patrick Smith and James R. Huffman, fourth,
17:56
both of Pipe County, were accused of stabbing Hog to
17:59
death on Hayes Street in Wisburg, wounding Pucket and Stacy Phillips,
18:05
cutting the tires of Hog's jeep, and attempting to break
18:08
out the windows, preventing Samantha Mullins from driving Hog to
18:12
the hospital. Both Smith and Huffman had faced complicity to
18:17
murder and complicity to attempted murder charges, as well as
18:21
charges of criminal mischief for damage to the jeep. Smith
18:25
was also accused of cleaning the blood from the knives
18:28
used in the killing and hiding them in his boot.
18:32
Huffman went to trial and was convicted of the stabbings
18:35
in December twenty seventeen. He is serving life in prison.
18:41
Smith has been released. The next story is when milk
18:47
and dairy are not an option. Consider the nutritional content
18:51
of dairy alternatives. Cow's milk is a good source of
18:56
important nutrients. It is naturally high in some and others
19:00
are added to it to increase the nutritional value. Cow's
19:04
milk is fortified, most commonly with vitamins A and D.
19:09
The Dietary Guidelines for Americans recommends cow's milk, yogurt, and
19:14
cheese make up the dairy group for a healthy dietary pattern.
19:20
Some people may need to avoid cow's milk and opt
19:23
for dairy alternatives for a variety of reasons, ranging from
19:28
specific dairy related health concerns to personal beliefs. People with
19:34
lactose intolerance don't produce enough of the enzymes needed to
19:38
digest lactose, a sugar naturally found in cow's milk, and
19:43
may experience symptoms like bloating and stomach pain from dairy products.
19:48
People with milk allergies can experience potentially life threatening immune
19:52
reactions to the proteins in cow's milk. For those with
19:57
alpha gal syndrome, products from mammals, including dairy, can spark
20:02
severe immune reactions. Milk alternatives have their own unique nutritional profiles.
20:09
They often are fortified with nutrients to mimic the profile
20:13
of traditional dairy or contribute to the recommended daily intake
20:17
of several nutrients. Because of the processing required to make
20:21
dairy alternatives from plant foods, they fit into the category
20:25
of ultra processed foods. When choosing a dairy alternative, consider
20:31
its nutrient profile to make the best choice for your
20:34
personal needs. Look for important vitamins and minerals, including calcium
20:39
and vitamin D for bone health, vitamin E for immune health,
20:44
and vitamin B twelve for protein metabolism and to support
20:49
the nervous system. The amount of carbohydrates, protein, and saturated
20:54
and unsaturated fats provided in different plant based alternatives can
21:00
also vary widely. Milk alternatives from plants may naturally have
21:05
a higher amount of carbohydrates, which can affect those with diabetes,
21:09
or they may be sweetened to make them appealing. Plant
21:13
based milk like products are usually lower in saturated fats,
21:18
which are linked to conditions like heart disease. Protein is
21:22
vital in the body for many functions, including sell and
21:26
muscle building, and cow's milk is a good source for
21:29
it compared to plant based options. The next story is
21:36
saving lives with the body check. One of the most
21:40
valuable things you can do in the new year will
21:43
be to check on your bodies, those you've served with,
21:46
and those in your area, and make a regular routine
21:49
of it. It's called buddy check, and you could be
21:53
saving a life. A few stats, depending on the source
21:58
you read, there are seventeen to twenty two veteran suicides
22:02
per day. Yes, the numbers have decreased slightly over the years,
22:06
but even one is too many. The rate of male
22:11
veteran suicides is sixty percent higher than for non veterans.
22:16
For women veterans, the numbers are even higher. The reasons
22:21
vary between needing to adjust to civilian life, homelessness, isolation,
22:28
not wanting to ask for help, and PTSD. Many of
22:32
our buddies are in trouble, especially if brain injury, even
22:36
mild TBI is part of the equation. This is where
22:41
you come in with buddy check. Go online to VA
22:46
dot gov and search for veteran buddy checks. Click on
22:51
the fact packed twenty minute training video and learn how
22:54
you can help. Become familiar with the SAVEE acronym, know
23:01
the signs, ask the right questions, value their life, and
23:06
enlist help then take the pledge to check on ten
23:10
veteran buddies. Your best source to locate other veterans is
23:16
the Together We Served website. To access the database, you'll
23:21
need to enter your name, email address, and branch of service.
23:25
If you want, you can add a few details about yourself.
23:29
Once on the site, you'll find a unit directory and
23:33
over two million veterans who've signed up. You can start
23:37
with their Facebook page Together We Served. Look at the
23:42
American Legion Buddy Check. Go to Legion dot org and
23:47
search for buddy Check. Learn about their program, and download
23:50
the toolkit. If you are the one who needs help,
23:54
don't wait, don't hesitate. Help is only a phone call
23:58
away day or night at the Veterans Crisis Line by

24:16
ne e T. The next story is Gabby's Fishing Fever
24:22
by Greg Gabby Caudle best baits for catching fish during
24:28
this season. Car Creek Lake looks good right now and
24:33
has a very healthy looking color to it. The lake
24:36
had been turning over for a few weeks, but that
24:38
is all done and the lake is now at winter pool,
24:42
its water clear and stable. What that means is that
24:46
some of the best fishing of the year for croppie
24:49
and largemouth bass is now here. As soon as the
24:54
lake is settled and cleared for the winter season, fish
24:57
like bass move into their late fall pattern and hold
25:01
there for most all winter unless there is extremely cold weather.
25:05
Even when the water temperature hovers around the fifty degree range.
25:09
Bass will hold on this type of cover and feed
25:12
in certain areas, including the deep side of Maine lake points.
25:18
They will also suspend around vertical cover like standing timber
25:22
along the edges of drop offs and channel edges. The
25:27
key to this pattern is deeper banks and structure found
25:31
close to deeper water and creek channels that run through
25:34
certain areas during this time of year. The schools of
25:38
bait fish also use the same areas to hold in
25:42
the winter months. If you find an area that has
25:46
all this to offer, it should be a top place
25:48
to fish for bass all winter. I have fished for
25:52
bass and croppie at car Creek Lake since it was built,
25:56
and this pattern works As far as my favorite bait.
26:00
I like to use artificial baits I fish shad colored
26:04
tube baits and curly tailed jigs, all in shad color
26:08
patterns like white or silver. I also fish small shad
26:13
pattern crank baits by casting them around the standing timber
26:18
and working them back slowly. But my favorite way is
26:22
to fish live minnows on a slip floater close to
26:25
the cover. Give these tips a try for some good
26:30
late fall bass fishing. And the next article is Strutting
26:35
Time by Steve Brewer. It's the time he gives all
26:39
his attention to Santa as we close out another chapter
26:45
we call life. I want you to know that I
26:47
love every one of you. My Santa visits our top
26:51
priority this time of year, so I will say to
26:54
my strutton time readers, this year has been fun, and
26:57
I will see you in January with fresh stories of
27:00
hunting adventures. I travel many miles to make children happy
27:05
during this time of year by allowing the little children
27:08
to set on this jolly ol flap to talk to
27:11
Santa and forget about everything else in life. This Santa
27:15
will be in Letcher County on December nineteenth at Watchburg
27:19
City Hall from one p m. Until closing. Until then
27:24
I will say see you in twenty twenty six for
27:27
strutting time and for the kids who want to see Santa.
27:31
I will see you in Watchburg later this month. Until then,
27:35
let's love each other as Jesus has loved us. This
27:41
concludes the reading of The Mountain Eagle. Your reader has
27:45
been billed and arsenal. Now please stay tuned for continued
27:49
programming on behalf of everyone here at Radio I thank
27:53
you for listening, and have a good day.
