- 3:38Sergeant John Paul Turner of the Morgan County Sheriff's Office
- 3:42reports that the incident occurred at approximately four pm on
- 3:47Debbie Hill near the Rock Quarry entrance. Sergeant Turner stated
- 3:52that a juvenile mail was operating a nineteen ninety seven
- 3:56jeep Wrangler north on Highway on Highway nineteen when he
- 4:01lost control of the vehicle in a curve and crossed
- 4:04the center line. The jeep struck a twenty twenty five
- 4:08Chevrolet van operated by Hunter Perry twenty seven of West
- 4:13Liberty before colliding with the twenty twenty five Chevrolet tracks
- 4:18operated by Vicki Gillum forty seven of West Liberty. Slippery
- 4:23road conditions contributed to the crash, Sergeant Turner said. Morgan
- 4:28County EMS personnel took Gillum via ambulance to Saint Clair
- 4:33Regional Medical Center in Moorhead, where the juvenile driver was
- 4:38also transported via private vehicle. Both Gillim and the juvenile

- 5:11article is City Council approves budget for year twenty twenty
- 5:16six twenty seven on the second reading. Council also approves
- 5:20budget amendments on second reading. Multiple visitors bring various issues
- 5:26to council members. On June twenty second meeting by Miranda M. Cantrell.
- 5:32The West Liberty City Council during the a regular June
- 5:37twenty second meeting, approved on the second reading a budget
- 5:41ordinance for the twenty twenty six twenty seven fiscal year.
- 5:45Councilman Mark Walter presided over the meeting in absence of
- 5:49Mayor Kyle Risner, who is out of town. The first
- 5:53reading of the budget, which totals eight million, sixty seven thousand,
- 5:58three hundred and fifty one dollars across all funds, was
- 6:02held during a special May twenty sixth meeting in which
- 6:06Mayor Risner presented a statement to the council outlining the
- 6:10financial plan. This year's budget comparable to last year's budget
- 6:16with a few changes. As you know, inflation is on
- 6:20the rise and at some of the highest levels we
- 6:24have seen in many years. We are getting letters from
- 6:27companies almost daily talking about the prices of our materials
- 6:31and supplies that are rising along with fuel cost. We
- 6:36have planned to purchase four vehicles, one for police, one
- 6:41for sewer, one for street, one for gas. The police
- 6:45department and administration departments have planned for some software changes
- 6:50that will help keep the city in compliance and help
- 6:54to keep things as efficient as possible. The only change
- 6:58in revenue expected at this time is a two point
- 7:02seven percent CPI increase for gas, which is based on
- 7:06the national inflation rate, and the second part of the
- 7:10water and sewer rate increase that was implemented last year
- 7:15that was the span of a three year term. We
- 7:18hope this will help offset some of the increases we
- 7:23are facing from our suppliers. As for general operations, no
- 7:30major changes are expected. On a motion made by Councilman
- 7:36Tony Smith and seconded by Councilman Dwayne Nickel, the Council
- 7:41unanimously approved the twenty twenty six twenty seven budget, which
- 7:45will take effect on July the first. The Council also
- 7:49held the second reading of the following budget amendments initially
- 7:53introduced during the May twenty sixth meeting. Budget Amendments. Second reading,
- 7:59the Council approved budget amendments for and unanticipated revenues totaling
- 8:06one hundred ninety seven thousand, nine hundred seventy seven dollars
- 8:10and two cents for Alcohol and Beverage Control funds. Capital
- 8:15Outlay Administration eighty nine thousand, eight hundred and ninety one
- 8:20dollars and sixty eight cents. Capital outlay, Police twenty one thousand,
- 8:26seven hundred sixty six dollars and sixty six cents. Capital
- 8:31outlay dispatched twenty one thousand, seven hundred sixty six dollars
- 8:37and sixty six cents. Telephone administration one thousand dollars, Animal
- 8:42control expenses three thousand dollars, Operation savings fifty thousand, five
- 8:48hundred fifty two dollars and two cents. The Council unanimously
- 8:52approved the above listed amendments. Multiple visitors were also in
- 8:58attendance to discuss various issues. Air EVAC representatives to representatives,
- 9:05Apartment of Air Evac presented a multi year medical helicopter
- 9:10at coverage plan for city employees. No action was taken
- 9:15on the matter, as Councilman Rusty Linden stated that he
- 9:18felt the council should discuss the plan in deeper detail
- 9:23with the Mayor. Present. Larry Wisman, resident of Larry Wisman
- 9:28discussed an agreement that the late mayor Bob Nicol reportedly
- 9:34entered into his into with his late father Stanley Whitman,
- 9:40regarding right of way for sewer lines in exchange for
- 9:43the waiver of sewer bills for Stanley Wissom and future
- 9:47residents of the home. City Attorney Daniel Frederick told Larry
- 9:52Wisman that the council could not honor an agreement and
- 9:57that was not recorded in writing. Discussed other possible legal issues.
- 10:03City Clerk Amy Williams indicated that she would attempt to
- 10:07search for any existing record of agreement, which was likely
- 10:11made in the nineteen nineties. Scott Wells Scott Welles of
- 10:16the Wales Group discussed issues related to Rumpke's recent takeover
- 10:21of garbage collection services in West Liberty. He stated that
- 10:25Rumkey representatives had asked him to sign a separate contract,
- 10:30including terms with which he did not agree. Clerk Williams
- 10:35told Welles that she was not aware of Rumpky's requiring
- 10:38separate contracts for any individuals or businesses. Attorney Frederick confirmed
- 10:44that city officials had never encountered such an issue and
- 10:49stated that he would review the contract and follow follow
- 10:53up with Rumpkey officials on the matter. The council heard
- 10:57departmental reports before council, and Walter offered the city's prayers
- 11:02and condolences to community members coping with illnesses and the
- 11:06loss of loved ones additional information. The West Liberty City
- 11:11Council meets at five pm the fourth Monday of each

- 11:38to replace the asphalt payment with the concrete service on

- 12:27Our next article is Sheriff Motley gives update on twenty
- 12:30twenty five property tax collections County Clerk announces delinquent tax
- 12:35sell will be Wednesday, September sixteenth by Miranda M. Cantrell.
- 12:41Sheriff Greg Montley recently provided an update to the Creer
- 12:45regarding the collection of the twenty twenty five property tax bills.
- 12:50As first statistics from the Sheriff's office, seven thousand, four
- 12:55hundred and ninety two real estate property tax bills valued
- 13:00at a total of four million, five no, pardon me,
- 13:06four billion, five hundred eighty three No, let's go back
- 13:10to four million, five hundred eighty three thousand, two hundred
- 13:15seventy five dollars and fifty three cents. Sorry about that,
- 13:19were mailed out in October twenty twenty five, and that
- 13:24four million, four hundred two thousand, three hundred sixteen dollars
- 13:28and thirty three cents, or ninety two point fifty eight
- 13:32percent of that amount was collected by Sheriff Motley's office staff.
- 13:37Of those bills, only five hundred and fifty four were
- 13:40turned over to the County Clerk Randy Williams as delinquent,
- 13:44for a total of one hundred eighty thousand, nine hundred
- 13:48and fifty nine dollars and twenty cents In unpaid property taxes.
- 13:53The property collection process began early in twenty twenty five,
- 13:58as noted above, allowing taxpayers a one month period to
- 14:03pay at a discounted rate in October, as well as
- 14:06a two month period to pay at the face value
- 14:10rate in November and December. Prior to the October starting
- 14:14date for collection that began in the fall of twenty nineteen,
- 14:19taxpayers only had one month to pay at the face
- 14:23value rate in December before penalty fees were applied. In January.
- 14:29Sheriff Motley told The Courier that tax collections went very
- 14:35well again this year. The final deadline for twenty twenty
- 14:41five property tax was set for April fifteenth. County Clerk
- 14:45Randy Williams told the Courier that after April fifteenth, property
- 14:50owners or mortgage companies to which the delinquent bills are
- 14:54addressed can still pay them until the day of tax sel,
- 14:58but at its significantly higher rate. When the clerk takes
- 15:03possession of these bills from the sheriff, they go up
- 15:07by more than fifty percent, Williams said. But no one
- 15:11side from the property owner over the mortgage company listed
- 15:17on the bill can pay the tax until this sale
- 15:20is held. Williams noted that the tax cell is conducted
- 15:24by the clerk and generally occurs ninety to one hundred
- 15:29twenty days after the clerk receives the bills from the
- 15:33sheriff on the day of the cell tentethly slated for
- 15:37nine a m. Wednesday, September sixteenth, at the Clerk's office
