- 0:47Thank you. Now here are the hosts of the
- 0:50United We Scan podcast. Welcome back, everybody.
- 0:54Episode 117, we did take off last week.
- 1:00James had some severe weather in his area.
- 1:02I was a bit under the weather, so we just decided to not do one
- 1:08last week. But I was able to get the Lost
- 1:10episode and James's Bill and James and Bill's midweek up as
- 1:14well. So it didn't go without last
- 1:17week, that's for sure. So this week we are covering in
- 1:22quite a bit. Tonight, her first, we'll talk
- 1:25about the many mail survey results that James and I had.
- 1:29We'll go over what you can and can't dispute again.
- 1:34And of course, the relief day work list and the Sunday holiday
- 1:38volunteer for the leave replacements that goes up on
- 1:42Saturday the 12th to sign up. And as requested a while ago, I
- 1:49will go over the matrix. I know.
- 1:53I do believe that was the steward highlight thing this
- 1:56past Thursday. Obviously, none of us were able
- 2:02to sit down on that, but I've been asked how to explain the
- 2:06matrix, how it works for RC as so we'll cover that as well.
- 2:13What was that Bill? I love that movie.
- 2:19So yeah, we got a little bit going on.
- 2:20I am still working on my edit book presentation.
- 2:25Don't worry, we'll get there hopefully.
- 2:28If not next week, the week after for sure.
- 2:31So on that note, how was your week, James?
- 2:36Or two weeks, I should say 2. Weeks.
- 2:39Yeah, two weeks. It's been 2 weeks.
- 2:40Hasn't been done here. Yeah, I know you guys up there,
- 2:44we're dealing with a crap ton of winter weather, especially ice.
- 2:48Actually saw a video of the ice falling off the support wires of
- 2:57the Mackinac Bridge there. Chunks of ice the length of a
- 3:01car falling onto the road surface.
- 3:04That was crazy to see. And I know Gaylord and other
- 3:08areas up there got really slammed hard.
- 3:11I heard that there was. The highest total I heard was an
- 3:15inch and 1/2 was reported in Elmira, MI.
- 3:20Which is just West of Gaylord. Yep, it was.
- 3:23Actually pretty. Much that whole tip of the
- 3:26mitten there. I'm going to say canal down to
- 3:31Kalkasket. It's all the way down.
- 3:36And then all the way straight across to Alpena.
- 3:38I was just South by about 10 miles of having the ice storm,
- 3:45thank goodness. But yeah, my daughter on Sunday,
- 3:50last Sunday, I reached out 'cause they had lost their
- 3:53power. And by Tuesday morning at 7:00
- 3:57AM, she called and said, can someone come get me?
- 4:00And they got their power back on after six days yesterday.
- 4:04And her dad and Ruby met so she could go home to go back to
- 4:08school Wednesday. But go ahead, finish up, James.
- 4:11Yeah, well, you guys were dealing with the ice storm.
- 4:14Of course, we had the severe weather in the southern part.
- 4:19And at one point, I mean for me, I actually went under a severe
- 4:24thunderstorm warning with 80 mile an hour wind gusts attached
- 4:29to it. Now it did not affect me,
- 4:31however it did take my power out right about the time we would be
- 4:35actually recording this episode. So that wouldn't help things at
- 4:39all for the episode. So I'm glad we did take the week
- 4:42off for that. And another interesting weather
- 4:45fact. At one point in the state of
- 4:48Michigan, the the distance between a severe thunderstorm
- 4:53warning and an ice storm warning was 20 miles.
- 4:58And I was, that's it, 21. I was in those 20 miles.
- 5:02Yeah. And but it's crazy to think
- 5:06about that and how different the weather was in just that short
- 5:10little distance there. But this week was really good.
- 5:14I did find out my sub did not input box holders on the
- 5:18weekend. So I got permission from the
- 5:20management to put them in this week to make sure that they got
- 5:24counted for my route. And of course, they left.
- 5:28They had three box holders on Saturday.
- 5:30So on Monday I had one box holder to deliver.
- 5:33But that's OK, do do the job. You know, I understand that you
- 5:38can't take 3 box holders out at once.
- 5:40For most people it's too much and especially on a route that
- 5:44you only have an hour and a half playroom from the evaluation to
- 5:48when the truck gets there. I know a lot of people work a
- 5:51lot more than that so I, I, I feel for them as well.
- 5:57This week was pretty good other than of course severe weather
- 6:02going on all over the country, flooding and stuff like that as
- 6:06well. We got flooding here in Michigan
- 6:08too. But but really this weekend was
- 6:13nice. I got finally got a couple days
- 6:16to work on stuff without rain being in the area and then went
- 6:21and visited my mom yesterday and got to spend some time with her.
- 6:28So that was very nice. And then came back here for the
- 6:32podcast. And I will say the hardest thing
- 6:36about the past two weeks is the number of messages received of
- 6:42people begging for help on their 4240 ones.
- 6:47So but other than that, it was it was a good two weeks overall
- 6:51for the post office. How was your two weeks of not To
- 6:56Do List Bill? God, if I get any busier on
- 7:01things not to do, I'm going to retire again.
- 7:05Some of you may know where my wife and I are looking for a
- 7:10house or a piece of property to build a house on.
- 7:13And the, the, the, the housing nightmare continues.
- 7:20But you know, we're, we're not going to settle on anything
- 7:23unless it fits our needs exactly.
- 7:25And that includes gas heat, heating and cooking and enough
- 7:31property for her to have her garden and her chickens.
- 7:34So property wise, we can find the raw land.
- 7:38It's then, you know, going through the permits and zoning
- 7:42regulations for several different townships, boroughs,
- 7:46counties that you know, we're encountering.
- 7:49We did find a nice property. Unfortunately, it's in a flood
- 7:53zone and it's $675 a month for flood insurance.
- 7:59Ouch. That's for the flood insurance,
- 8:02not that that's not even the rest of the house insurance.
- 8:04And it the even the better is the fact that the well is inside
- 8:10the house. It has a well.
- 8:14It's inside the house. Of course, my first son said,
- 8:18Dad, don't look down there. There's a woman trying to get
- 8:20out. I'm like, OK, little bastard,
- 8:25but it, it, it's been a busy weekend with some things
- 8:29developing in our office. I have a pertinent question for
- 8:33both of you that I'm going to present later on about the
- 8:39adjusting routes and weather here.
- 8:44And yet we, we had decent weather last week and then this
- 8:47week coming up, we're not getting out of the 40s.
- 8:49What the hell? How do you go from 76, you know,
- 8:52one week back down into the 40s? We actually have frost warnings
- 8:58for the mornings 3-3 days this week.
- 9:01Mother Nature is a fickle bitch. And with that, how was your two
- 9:07weeks, Christian? Oh, where do I begin?
- 9:14No, it wasn't too bad the first week there.
- 9:21Ruby started her well, where am I at?
- 9:27OK, so this past week Ruby started her OJT.
- 9:31We did two days they were going to, we did Tuesday and Wednesday
- 9:34to start with. They were going to do Tuesday,
- 9:40Wednesday, Thursday and then one day this coming week and then be
- 9:44on her own. I'm like no, no, no, no, no.
- 9:48I mean, if you're going to have to split it up due to coverage,
- 9:51then do it two days this week and then do 2 days at the end of
- 9:56this coming week. And then she'll be, so it's
- 10:00still fresh in her mind. So do Thursday, Friday and then
- 10:02she's on her own Saturday. So I did talk him into that.
- 10:06I will not be doing the last two days of Oji, but I did the first
- 10:13two days. She did get a car, you know,
- 10:18it's, it's a beater with a heater basically.
- 10:23But other than that, this week, let's see, last week pretty
- 10:28much, you know, the same old, same old.
- 10:30We went, Ruby and I went to a concert last week.
- 10:34It was our Christmas present. And then we went to one this
- 10:38past Friday. Of course, I end up always
- 10:40having to work the next day. We got 1 coming up on Tuesday.
- 10:44Of course I'll have to work Wednesday, but I don't know.
- 10:47That's how life is in general for me at the moment.
- 10:51It's run, run, run, run, run. But yeah, the I got lucky with
- 10:55the ice storms that hit northern Michigan.
- 10:58Personally, my daughter and her father didn't fare so well.
- 11:02Their apartment, they said when James was talking, they were out
- 11:06for six days or tentatively going back to school.
- 11:09This coming Wednesday, there will be no busing.
- 11:11It is horrible. I mean, mail has finally been
- 11:15starting to go out as they can access boxes and roads within
- 11:20the last few days of this past week.
- 11:25It's crazy. Ruby went Tuesday after we did
- 11:29her OJT to go pick Sophia up because she called and said hey,
- 11:32can I come over? And so Ruby took my car and went
- 11:37over and got her. And even she said it was just
- 11:39surreal still on Tuesday the way it looked over there.
- 11:44So, yeah, that's definitely not the best scenarios over there,
- 11:50but they are pushing through. The National Guard finally
- 11:54showed up on Friday. I think it was to help start
- 11:57cleaning up the downed trees. I do know one of the power
- 12:02companies, the one that handles mainly the rural areas said that
- 12:07they basically have to rebuild their whole grid.
- 12:13So those that are in those rural areas in northern Michigan under
- 12:16that electric company, you're probably going to have to wait
- 12:20quite a bit longer. There's still many, many people
- 12:22without electricity, but they are railing communities are
- 12:27railing together and trying to help people out as much as
- 12:30possible. So that's that's always awesome,
- 12:35but. Yeah, they, the worst part about
- 12:37it is, is because of the ongoing severe weather across the
- 12:41country that's going on, usually when situations like this
- 12:44happen, the lineman all rally together and they come from all
- 12:48different states to help fix this stuff.
- 12:50But right now with what's going on, especially with your weather
- 12:53down here, you're not getting our guys going up there.
- 12:56They're fixing the problems down here.
- 12:58And then even further South, you've got the tornado damage,
- 13:01the flooding and things like that they're having to fix down
- 13:04there. So it's very hard to to imagine
- 13:07that we're in basically the worst case scenario for getting
- 13:10electricity back on because everybody's focusing on their
- 13:14own territories right now and can't assist in other
- 13:17territories that are damaged. I do know they have crews from
- 13:20as far as Texas that have come up.
- 13:21So we we are getting, they are getting the assistance from
- 13:27lineman and stuff from other states as they can as they can.
- 13:32Like I said, it was just the National Guard finally got
- 13:35activated to come in and help. There's been other area
- 13:39communities that you know the local Meijer chains, which is a
- 13:45Michigan based chain store for those that aren't in the Midwest
- 13:48that are familiar with Meijer. They were giving out water and
- 13:51snacks and the Home Depot, Lowe's, they were getting
- 13:56generators delivered daily by the pallets.
- 13:59They weren't even unloading the pallets.
- 14:00They just open them up and they would selling out just as fast.
- 14:04We had gas stations, there was only two gas stations in Gaylord
- 14:08at one time that were had fuel available.
- 14:11They were running completely on generators.
- 14:13Lines to get in were a quarter mile long with police directing
- 14:17traffic into the gas stations. So we've had, you know, so even
- 14:22the one of the family owned ones and one of the other smaller
- 14:24towns that has a grocery store connected, they had the
- 14:28generators hooked up so they could have the gas available.
- 14:31They normally aren't open 24 hours, but they were having
- 14:34people there staffed to be available through the night for
- 14:37people to get fuel, fuel trucks coming in on the daily.
- 14:40So yeah, it, it is really been community rallied and, and one
- 14:48of our listeners posted who, who is from Gaylord that, you know,
- 14:53they did. There is a lot of downed trees
- 14:55still. You know, they did a short ride
- 14:57through town and and once they got back from their vacation and
- 15:02her neighborhood is still covered in trees over lines.
- 15:06And so it's going to be it's definitely going to take time to
- 15:10be back up 100%. So but they're slowly doing it
- 15:14as they can. Kids got an extra week and a
- 15:16half of spring break so far. So starting to tie somewhat get
- 15:23back to normal, but we're going to cover real quick.
- 15:26We're going to I know I'm going to go over what happened on my
- 15:29mini mail survey and my new evaluation here real quick.
- 15:34I have been AI went up to what a 46 K It would have been the
- 15:44spring. Was it the spring 1?
- 15:48I don't remember. No, it wasn't.
- 15:50Yeah, I think it was the spring one.
- 15:53My mind just so much going on at once.
- 15:56So anyways, I kept A46K for a year.
- 15:59I unfortunately lost an hour this time around and went down
- 16:02to a 45 KII lost a little over an hour in standard hours.
- 16:09I mean I literally went from 5456 down to 5335.
- 16:14So I actually went down to a low 45K, but a lot of that, it was
- 16:20in my parcels. I literally lost over an hour in
- 16:26just parcels under my street volume time.
- 16:30And that adversely, you know, coincides with losing my load
- 16:34time as well. So unfortunately, I mean, I do
- 16:39have a couple things I will be disputing otherwise that I can
- 16:42dispute. But my, when I really, I was mad
- 16:46when I first got him. So I was looking at it and I was
- 16:49looking at wrong stuff. So I set it down and went back
- 16:52and looked at it after I calmed myself down and really then dug
- 16:58into it and saw, Oh yeah, my biggest drop was in my parcels,
- 17:02which collates to us losing UPS. Honestly, Amazon went down for a
- 17:06little bit, but it's been picking back up lately.
- 17:09So yeah, it's, you know, that's what happens.
- 17:13I mean, I still, I was around for the old mail counts and saw
- 17:16routes go up and down South. My office in general, our two
- 17:21other zip codes, both of those routes stayed the same.
- 17:26Our H route lost two hours, myself lost an hour, the other K
- 17:33route lost an hour, and then our J route lost an hour.
- 17:38So yeah, that was what happened in my office for mini mail
- 17:41survey this time around. Yeah, my route, my route stayed
- 17:48the same 40K, but it did go up a little bit in standard hours.
- 17:54I am almost a fully true 40K. My standard hours are 48 O 7.
- 18:03And yeah, and I was actually impressed with that.
- 18:08It looks like everything that I've been doing with inputs and
- 18:11stuff was not removed from the system, and my mileage and
- 18:15everything stayed the same compared to the last survey.
- 18:19So really a lot of this stuff I think is done outside of what
- 18:24we're really doing. And the biggest disputes that
- 18:26I've actually seen for people sending me stuff is management
- 18:31messing with numbers like walk distances or boxes on their map,
- 18:38mapping, things like that that have been changed.
- 18:41I have a carrier in my office who we had a postmaster who
- 18:47joined our office, been on our office, won it and then during
- 18:52the mapping ended up grouping all the CB US under one CB.
- 18:58She lost like 16 CB US because of this on her evaluation.
- 19:04So she's disputing that, but it goes to show management messing
- 19:10with stuff messes with the evaluation.
- 19:13So I'm going to tell everybody that's listening to us go
- 19:17compare your 4241, see what's changed, find out if it's
- 19:23something that's due to volume changes or if it's something
- 19:27that management messes with. You need the A and the M to do
- 19:32this and there is Cheat Sheets out there for you to see what's
- 19:37going on and we'll post it on the Discord server under forms
- 19:44or something. One of the one of the channels
- 19:46there for people to see. But you got to go through it
- 19:51with a fine tooth comb because like Bill says, everything you
- 19:55put in the scanner goes in your wallet.
- 19:57Well, everything on your 4241, every minute you add there goes
- 20:01into your wallet. So you got to make sure to go
- 20:07through it. And I understand a lot of people
- 20:09get disputes back. That say no action needed, but
- 20:13still file the paperwork because then that creates a paper trail
- 20:18that can be followed. And that's also important too,
- 20:22right, Bill? 100% dude and and you know, like
- 20:28every traffic control point, you know, means you know something.
- 20:32We had the carrier in our office who who's one of the few, and
- 20:37they they put up for the railroad crossings and all of a
- 20:39sudden that disappeared off their miscellaneous times.
- 20:43It's like, OK, yeah. He's.
- 20:46Well, you know, it doesn't happen that often.
- 20:48No, it only happens six days a week.
- 20:52And they said, yeah, oh, you can't prove that.
- 20:54And they says, yes, I can because you tried to pull me in
- 20:57for six stationary incidents this week.
- 21:01All more for the train. Oh, all they have to say is, oh,
- 21:10I mean, this, this is the mentality of, of the individuals
- 21:14running the post office on, on the ground level.
- 21:18Oh, at the, you know, and, and trust me, it's funny because we
- 21:25have a local steward in, in our office.
- 21:27He represents Westchester, which is 18 routes, and since there's
- 21:32another office in their Phoenixville, they turn around
- 21:34and within six months they've made him a area Stewart.
- 21:43And I'm, I'm just, I'm happy for him.
- 21:48That's all I'll say. I'm so thrilled for the
- 21:52carriers, but I'm happy for him. But as we said prior to the
- 22:02actual recording of this, if you don't dig, you're not going to
- 22:06find out what you're getting screwed on.
- 22:08And management's doing their best.
- 22:12I have no idea why they would be so vindictive to the craft that
- 22:17pays their salaries, because we're the ones that generate the
- 22:20income. We're the ones that pay the
- 22:22bills and yet they have this mentality of screwing us over.
- 22:27And I don't know if it's mid level or upper level or upper
- 22:31upper level, but it seems to be a common theme across the United
- 22:36States Postal Service in its entirety.
- 22:39There are some unicorns, but there's, there's a lot more
- 22:43instances that, you know, people were just, you know, messing
- 22:47with the the royal craft because they can.
- 22:52And and that's why we do need that change of leadership there,
- 22:56Mr. President, to be. All right, so I'm going to go
- 23:01over briefly go over the road route evaluation dispute
- 23:06process. We've we, we've gone over it in
- 23:10detail in the past, but I'm just going to bring, this was the one
- 23:13that was signed on March 24th this year.
- 23:17And I'm not going to read the whole thing.
- 23:19I'm just going to highlight the important stuff.
- 23:22The roll route evaluation dispute process will be used to
- 23:25address disputes where the assigned rule carrier has
- 23:28identified potential errors and time credits provided on the PS
- 23:32Form 4241 A. This process will be used to
- 23:36resolve disputes related to the subjects below without the
- 23:39filing of agree of grievances. The parties agree that carriers
- 23:43may dispute the following an entry of 0 or a questionable
- 23:49number in any data field on the 4241 A that would otherwise
- 23:54expect to have a time credit. This would include, well then
- 23:59I'll continue on here, an obvious error in any of the
- 24:03following data fields on the PS Form 4241.
- 24:07A route length, Regular, centralized or total boxes,
- 24:13Daily dismounts, Daily dismount, distance, collection
- 24:19compartments, TCP or traffic control points, Daily
- 24:24activities, miscellaneous time and office walk distance.
- 24:31Miscellaneous time has been a big one from what I have been
- 24:37seeing and hearing from people that upper management is telling
- 24:41them that's already built in. That's already but satchel time
- 24:46or any you know the railroad crossing times.
- 24:49If you have to wait for trains, the electronic parcel lockers,
- 24:54anything that was normally already timed in the previous
- 24:58mini mail surveys. A lot of them are getting saying
- 25:01Nope that's already built in. You don't get that this time
- 25:04around. You didn't get it.
- 25:07Dispute it, plain and simple. Because just because you did it
- 25:12six months ago on the last mini mail survey and it was credited
- 25:17to your route, it needs to be redone again.
- 25:21Why do you think they have us redo the walk distances every
- 25:25six months in our offices now? This is why.
- 25:29If they're not, if they're saying it's already built in,
- 25:32you need to go and dispute that, plain and simple.
- 25:41The Postal Service in the NRLCA will designate representatives
- 25:45at the district and area levels to review and adjudicate the
- 25:48disputes filed using this procedure.
- 25:51These representatives will work in teams of two and will consult
- 25:54with local operations personnel to include the District Delivery
- 25:57Support Specialist as necessary to review and discuss the
- 26:00dispute and further develop the supporting documentation to
- 26:05initiate a dispute. The assigned carrier and local
- 26:08management representative will complete Evaluation Dispute form
- 26:12one. While completing the form, the
- 26:14parties at the local level shall discuss the data field or fields
- 26:19in dispute and should they agree that appropriate credit has not
- 26:23provided, they will annotate the form accordingly.
- 26:26Upon completion, the form with all relevant documents will be
- 26:30forwarded to the Manager, Labor Relations at District and the
- 26:35NRLCA District Representative. The forms must be submitted no
- 26:39later than April 18th, 2025. I have another dispute that they
- 26:49can do and this involves the casing DPS letter.
- 26:55Now, this was actually stated to us at our spring booster.
- 27:01You remember that Kristen, that management has unilaterally
- 27:05decided that it is based on 2400 letters a week.
- 27:12However, our standard and the standard on paper in black and
- 27:18white that we have is 400 fewer than 400 pieces of DPS letters
- 27:25in a day. So if you have situations where
- 27:30you had days with less than 400 pieces of DPS letters and you've
- 27:37gotten credit for it before, that is something you need to
- 27:40dispute because management has found a way to cheat the Casing
- 27:47DPS Letters standard that we have set forth in the Rex 99
- 27:54page guide. It is actually on page 67 in the
- 27:58guide if you want to take a look at it #9 on the page.
- 28:02But you should be getting credited when you receive fewer
- 28:07than 400 pieces of DPS letter in a day or if you receive more
- 28:14than one run of DPS in a day. So those are the two times you
- 28:18should see numbers in the Casing DPS Letters plot on your 4241A.
- 28:31All righty. So yeah, make sure you have
- 28:35disputes. Go ahead and get those have to
- 28:38be submitted by April 18th, which is 12 days from today as
- 28:46we're recording this. So if you're listening tomorrow,
- 28:4911 days. So on that note, we're going to
- 28:53move on to relief day work list and the Sunday holiday parcel
- 29:00delivery work list as that is coming up here on Saturday the
- 29:0612th. It will be posted for three
- 29:09weeks. Am I right on the three weeks or
- 29:12is it 10 days? Yes, I.
- 29:14Believe it's. I believe it's.
- 29:16Three weeks before it goes into effect is what it is.
- 29:18Thank you. Like I said, my brain's all
- 29:23scattered everywhere. I am going to pull up the I have
- 29:28the Sunday holiday parcel delivery work list right in
- 29:30front of me. This goes for our leave
- 29:34replacements. The parties recognize the
- 29:36importance of successfully implementing the continued
- 29:38expansion of Sunday holiday parcel delivery service which
- 29:42began testing in October of 2013.
- 29:45I said this is a little bit older, but in order to have
- 29:49sufficient rural carrier leave replacements available to
- 29:51complete Sunday holiday parcel delivery, a Sunday holiday
- 29:55parcel delivery work list will be established for part time.
- 29:58Flexible carriers, substitute rural carriers, rural carrier
- 30:02associates and rural carrier relief employees.
- 30:06Assistant Rural Carriers Arcs will not be included on the
- 30:09Sunday holiday parcel delivery work list as these employees are
- 30:12hired specifically to work on Sundays and holidays.
- 30:20There will be no Sunday holiday parcel delivery work list
- 30:22utilized upon collapse of the Hub except during peak season.
- 30:26Management will utilize ARCS 1st and utilize leave replacements
- 30:30within their own office and they may borrow leave replacements as
- 30:32needed to complete Sunday holiday parcel delivery during
- 30:35the Hub collapse, which we all know is during Christmas
- 30:39overtime season Erik time of the year and so for so to establish
- 30:46the initial one. And this will go for those
- 30:48offices that are going to soon be getting Sunday delivery if
- 30:52they don't already have it, which I've heard mine is office
- 30:56is one of those. So if you don't have Sundays and
- 30:59you hear Sundays are coming in, this is what they got to do.
- 31:02To establish the initial Sunday holiday parcel delivery
- 31:06worklist, the NRLCA District Rep or designee and a Postal Service
- 31:10representative designated by the District Manager.
- 31:13Human Resources. Recreate a listing of all
- 31:16available part time flexible rural carriers.
- 31:19Substitute Rural Carriers, RCA's and Rural Carrier Relief
- 31:23employees assigned to the Hub location, including stations,
- 31:26branches and any remotely managed post offices, associated
- 31:30spoke offices and nearby rural delivery post offices as
- 31:34determined by the Party's representatives.
- 31:38Each available leave replacement on this listing will then
- 31:42indicate his or her desire to work or not work on Sunday and
- 31:46holidays. Accordingly, once the signing
- 31:49period is complete, the list will be separated and
- 31:52alphabetized by last name regardless of the seniority
- 31:55classification or the assigned office.
- 31:59One list will include all volunteer leave replacements as
- 32:02identified above and the second list non volunteer leave
- 32:05replacements. The initial list will be amended
- 32:08as new Rcas are appointed and or PTF substitute Rule carriers.
- 32:13Rcas or Rule Carrier Relief employees are separated or
- 32:16converted to regular rule carrier if necessary.
- 32:21The party's representatives may reconvene in advance of a Sunday
- 32:25holiday parcel delivery work list posting to ensure all leave
- 32:29replacements are properly annotated.
- 32:33Newly hired RC AS will be afforded the opportunity to
- 32:36place their name on the Sunday Holiday parcel delivery work
- 32:39list as volunteers within 60 days of hire.
- 32:44If these rural carriers choose not to sign the volunteer list
- 32:48at this time, they will be placed on the non volunteer list
- 32:53when it is necessary to schedule rural carrier relief.
- 32:57Rural Carrier leave replacements for Sunday Holiday parcel
- 33:00delivery. Management will first utilize
- 33:03any Arcs assigned to the Hub location or associated spoke
- 33:06offices. If there are no Arcs assigned to
- 33:09these locations or an insufficient number of Arcs,
- 33:12management at the Hub location will then select leave
- 33:16replacements from the volunteer list on a rotating basis.
- 33:21If there is an insufficient number of leave replacements on
- 33:24the volunteer list, management will schedule leave replacements
- 33:27from the non volunteer list also on a rotating basis.
- 33:33Rural carrier associates serving a vacant regular routes or
- 33:37serving regular routes during the extended absence of regular
- 33:40carriers, including the 1st 90 days before becoming a
- 33:43designation 74, will not be scheduled for Sunday holiday
- 33:48parcel delivery unless all leave replacements from both the
- 33:52volunteer and non volunteer lists are scheduled.
- 33:58Leave replacements on both the volunteer and non volunteer
- 34:02Sunday holiday parcel delivery worklist will be bypassed in
- 34:05rotation if the leave replacement has approved leave
- 34:09or an approved non scheduled day adjacent to Sunday or the
- 34:14holiday. However, the leave replacement
- 34:17on the Sunday holiday parcel delivery worklist may notify
- 34:20management in writing that he or she does not wish to be bypassed
- 34:24in the circumstance provided notices given at the time leave
- 34:28is requested. In addition, management may
- 34:30bypass leave replacements for Sunday holiday parcel delivery
- 34:33if such assigned work hours would result in the leave
- 34:36replacement exceeding 40 hours at the end of the work week.
- 34:43All right, so then the implementation guidelines of
- 34:50office assignment list to begin the process for establishing
- 34:53Sunday holiday parcel delivery work list.
- 34:55The USPS NRLC reps for each district shall meet for the
- 34:59first Create the hub office assignment list.
- 35:03Hub Office assignment list is inclusive of the Hub Office
- 35:06including any stations, branches, remotely managed post
- 35:09offices, assigned spoke offices and any nearby offices with
- 35:13rural delivery. The determination of which
- 35:16nearby offices to be included on the Hub Office Assignment list
- 35:20will be through joint agreement between the designated reps.
- 35:27All right upon completion of the two week signing period, a copy
- 35:31of the Hub Office sign up list will be returned to the
- 35:34designated USPS Rep who will work with the NRLCADR.
- 35:38Or does a need to create the Sunday Holiday Parcel Delivery
- 35:41work list? The Hub office sign up list will
- 35:45be consolidated and then alphabetized by last name
- 35:48regardless of seniority classification or assigned
- 35:51office and listed by volunteers non volunteers and then
- 35:54designated 74 volunteers non volunteers.
- 35:58The final Sunday Holiday Parcel Delivery work list will be
- 36:01forwarded to the installation heads no later than when And
- 36:04that was when they first set it up in 2016.
- 36:06So I don't need those dates. Scheduling When it is necessary
- 36:11to schedule rural carriers for Sunday holiday parcel delivery,
- 36:14management will schedule the appropriate number of carriers
- 36:17as follows. Arcs by seniority on a rotating
- 36:20basis, Volunteer leave replacements on a rotating
- 36:23basis, non volunteer leave replacements on a rotating
- 36:27basis. If I'll leave replacements, both
- 36:29volunteer and non volunteer are scheduled and additional rural
- 36:34carriers are needed. Management will schedule
- 36:37designation 74 leave replacements utilizing
- 36:40volunteers before non volunteers.
- 36:43And as we all know we still have the MOU for regulars as well so
- 36:47that would fit in after the designation. 70 fours.
- 36:51I do believe management might be may be a pass may bypass.
- 36:57I can't talk tonight a leave replacement in rotation if such
- 37:00assigned work hours would result.
- 37:01Leave replacement exceeding 40 hours at the end of the week.
- 37:05Maintaining the list. Newly hired leave replacements
- 37:07may request to sign the list as a volunteer within 60 days of
- 37:10hire. Local management should notify
- 37:13the Hub office a newly hired leave replacement needs to be
- 37:15placed on the Sunday holiday parcel delivery work list either
- 37:18as a volunteer or non volunteer in his due be appropriately
- 37:22incorporated into the scheduling rotation.
- 37:28Peak season. The Sunday holiday parcel
- 37:30delivery work list will not be utilized in these locations
- 37:32where the Hub office is collapsed or decoupled.
- 37:40So yeah, basically that's for the replacement Sunday holiday
- 37:45that comes up on the 12th of April.
- 37:50It's posted to sign up if you wish to do so.
- 37:56And I did have the relief day work list one.
- 37:59Where did it go? And and through.
- 38:04Go ahead, Bill, through. Through all this bullshit, OK,
- 38:07management's responsibility for fiscal integrity of the Postal
- 38:11Service is not supposed to put you on that list if there's the
- 38:16opportunity of you going over 40 hours, OK, so in their infinite
- 38:22wisdom, management say, well, we'll take volunteers from
- 38:24regulars because if they're making $40.00 an hour and
- 38:28they're getting time and 1/2 for the help on a Sunday or holiday,
- 38:31that makes better sense than having a new RCA making time and
- 38:361/2. Exactly making.
- 38:38Just over $3030.00 an hour. Well, I I left out at 45 an
- 38:46hour. OK, James, you know if they
- 38:51offered the overtime change, change, change.
- 38:58Well yeah, I'd be making $40.00 an hour on Table 2 working
- 39:04Amazon Sunday. Yeah, well, I I'd be making
- 39:08what, 6750? Somewhere around there, yeah.
- 39:11Yeah, and trust me, I love doing Parcel.
- 39:16Work. Yeah, that's that's the easy
- 39:19part. You know, which brings me up to
- 39:23a point that I've seen many times this week about carriers
- 39:28putting them in mailboxes or stuffing them in parcel lockers
- 39:31instead of taking them to the door on Sundays and holidays.
- 39:34What's your all feeling on that? I when I first did it, when it
- 39:39first implemented, I was always told it went to the door.
- 39:43The only very few exceptions that I ever put anything in a
- 39:46box was if it was weather that day and like the small little
- 39:52Poly Mailer things or something that would blow away from a
- 39:56porch, something like that. I would secure it in a mailbox,
- 40:00but that was the only thing. Yeah.
- 40:04Mine mine was mine was the same only take it to the take them to
- 40:07the door. But a lot of our carriers were
- 40:10OK with us putting them in the mailbox if there was room for
- 40:15the mail on Monday. Yes, or on Tuesday after a
- 40:20holiday. Yes, you know so, but you're
- 40:27supposed you're paid by the hour to do these parcel deliveries.
- 40:31I understand everybody wants to get out of work on Sunday, but
- 40:36you are paid by the hours the more hours you work, the more
- 40:40money you make on a Sunday. So and on top of that, you're
- 40:44supposed to fuel the trucks when you bring them back on Amazon
- 40:49Sunday. So that way the carrier isn't
- 40:52getting screwed out of their fueling bonus with the postal
- 40:56trucks because they were only paid for so many fuel UPS.
- 40:59It's one fuel up per 100 miles of route miles.
- 41:03So for me on my route that's three fuel UPS a week.
- 41:09So it or No2 fuel UPS a week. Excuse me, two fuel UPS a week
- 41:14on my route. So if I have to fuel it up
- 41:16because of Amazon Sunday, then it has to be fueled up again
- 41:22twice more that same week. So I'm getting screwed out of
- 41:26one extra fueling because they aren't fueling the truck and I
- 41:30actually grieved that and want it in my office and they never
- 41:34took my truck on Amazon Sunday again because I creased it.
- 41:40Or you do like our sub did and he would take forever on Sundays
- 41:45getting back at 5:00 and 6:00 in the evening to the point where
- 41:49management didn't want to be there waiting for him.
- 41:51So they took him off the list. They took him out of the
- 41:54rotation. Unfortunately for him, it was
- 41:58the time when I was a steward. So I turned around and filed a
- 42:02class action grievance against management for that and one do
- 42:08what? I think it's 6 or 7 Subs all got
- 42:11$250 each for that one. All right Relief Day Work List
- 42:20Article 8.5 The Relief Day worklist at each delivery unit
- 42:26shall be established twice during each guarantee period.
- 42:29The Relief Day worklist will be posted for a two week period.
- 42:33There that answered my how long it will be posted?
- 42:38The relief Day worklist will be posted for a two week period.
- 42:41Each time the new Relief Day worklist is established, it
- 42:44shall supersede the previous list.
- 42:47All regular carriers, regardless of route classification,
- 42:51desiring to work the Relief Day shall place their names on the
- 42:54Relief Day Work list. The first opportunity to sign
- 42:58the Work Relief Day Work list will be 3 weeks prior to the
- 43:01beginning of the new guarantee period and will be effective at
- 43:05the beginning of the new guarantee period.
- 43:08The second opportunity to sign the Relief Day Work list will be
- 43:113 weeks prior to the beginning of the first full pay period in
- 43:16May and will be effective the first full pay period in May.
- 43:20So that is the one that we're coming up on.
- 43:23When a regular rural carrier is needed to work a relief day due
- 43:26to the unavailability of a leave replacement the employee, the
- 43:30employer will one select carriers on the list in order of
- 43:35seniority on a rotating basis to work the relief day.
- 43:40Two, if the need still exists, the employer will accept
- 43:43volunteers from regular carriers not on the list before requiring
- 43:47regular carriers not on the list to work for the relief day.
- 43:50Such requirement will be by juniority.
- 43:54A regular rule carrier would not be required to work if the
- 43:57carrier has at least one day of annual leave, including an
- 44:01approved X day or sick leave adjacent to the relief day.
- 44:07On the day the regular rural carrier works the relief day,
- 44:10the assigned leave replacement may be required to work any
- 44:14route in the delivery unit consistent with the provisions
- 44:17of this agreement. Administrative errors in the
- 44:20assignment of work to regular carriers on relief days will not
- 44:24result in monetary remedies. The employer is not required to
- 44:29work any regular carrier on a relief day if the assigned
- 44:33primary leave replacement is in the first two pay periods of
- 44:38assignment in the office or if it caused the carrier to exceed
- 44:42the hours of the annual guarantee or 56 actual hours
- 44:45within one week. So that is the contractual
- 44:49language for that. What does compensation And so
- 44:54I'm going back to the implementation guidelines,
- 44:57compensation for working relief day.
- 45:00All regular carriers not on the relief day work list who work
- 45:03the relief day will reserve compensation, receive
- 45:07compensation at 50% of the carrier's daily rate of pay in
- 45:11addition to receiving an X day within 12 weeks will be
- 45:15scheduled as scheduled by the employer.
- 45:19Regular rule carriers on the relief day work list who work
- 45:23the relief day will select one of the following options.
- 45:27Number one, an X day to be immediately scheduled by mutual
- 45:31agreement between the carrier and the employer.
- 45:34The scheduled day must be within the next 12 weeks #2
- 45:40compensation at 50% of the carrier's daily rate of pay.
- 45:44In addition to receiving a next day within 12 weeks is scheduled
- 45:48by the employer or three compensation at 150% of the
- 45:53carrier's daily rate of pay. The carrier will not receive a
- 45:57next day. The regular rule carrier must
- 46:00make his or her election of the above options no later than the
- 46:04day of the worked relief day. Regular carriers who earn an X
- 46:13day for working relief days from the beginning of the guarantee
- 46:16period through the end of the Christmas period must receive
- 46:20the X day within the same pay period in which the relief day
- 46:24was worked. Regular carriers who did not
- 46:26receive the corresponding earned X Day within the same pay period
- 46:30will receive 100, 100% of the daily rate of pay in lieu of the
- 46:34X Day. Regular regular rural carers who
- 46:38worked their relief day prior to May 20th, 2000 and have not
- 46:42received the corresponding X Day will not receive compensation in
- 46:46lieu of the X Day. So that was when it actually
- 46:48came about was it? May 20th of 2000 was the initial
- 46:52date. So that is relief day work list
- 46:58sign up and Sunday holiday parcel delivery sign up, which
- 47:02is should be coming out April 12th for two weeks and then it
- 47:07will be effective the first full pay period of May.
- 47:16So there's that for you guys. Any other decisions about that?
- 47:23Isn't it convenient how the wording of the X days being
- 47:27assigned by management work for management's favor and not the
- 47:31carrier who sacrificed their their X day or your drop day?
- 47:36Unless you have really decent management who lets you use your
- 47:40X days like normal leave and you get to choose them.
- 47:43But not all management does and they're technically technically
- 47:47technically. The language says management
- 47:51schedules it. Yeah, again, it's in
- 47:56management's hands. It is.
- 47:58Not for our part, not in our benefit whatsoever, but
- 48:01management's hand. But I, I will say this, you
- 48:06know, the management that's out there that does do it with the
- 48:09carrier by mutual agreement, those are the kinds of managers
- 48:13that you want in offices to take care of their carriers, make
- 48:17sure that their carriers get what they need.
- 48:19I mean, we understand there are management out there that can't
- 48:23help what's going on in these offices.
- 48:25People don't want to work here for the the low wages that we
- 48:29get. People don't want to work with
- 48:31the heavy workload that we get on our routes.
- 48:35But you're going to have to deal with this in one way, shape or
- 48:41form until somebody steps up and actually holds management
- 48:44accountable to getting coverage for these routes and fighting
- 48:49for wages that will bring people in the door.
- 48:52But until that time, us helping them out with the relief day
- 48:56work list gives us the benefit of choosing whether we want to
- 49:01get that X day that management can assign or the 150% pay.
- 49:07And I saw somebody say that if you're OK with DACA 3, don't
- 49:11sign. That's what you'll get.
- 49:13But the problem with that is that if you have management that
- 49:18auto assigns the X day on you, it might as well sign up and get
- 49:22the 150% pay. Then management can't force that
- 49:26day off for you. And of course you you can choose
- 49:32to take leave days with leave without pay at your detriment if
- 49:42you do the DACA 5 and that would basically be like utilizing the
- 49:47next day when you have the 150% pay.
- 49:51But you have to remember there are certain provisions for
- 49:55ELWOP. ELWOP has to be approved with
- 49:58the exception of Saturdays. Saturdays is the only day if
- 50:03there is a leave replacement available, that management
- 50:08should be honoring the ELWOP during the week.
- 50:11Good luck. But all right, so relief day
- 50:17work list, we'll check that one off.
- 50:22And yes, I forgot to cut. When you sign up, you can
- 50:26request in writing as I would suggest you put any requests in
- 50:30writing to come off of the relief day work list at any
- 50:34time. Once you sign up, you just
- 50:36cannot go back on it until the next sign up period.
- 50:40Nor can you say, oh, I forgot I wanted to be on it, it's down
- 50:44now. Nope, you got to wait till the
- 50:45next time, unless you're a Princess in the office, but
- 50:49we're not going to talk about that right now.
- 50:53So yes, you can come off of it anytime after you sign up on it,
- 50:57but you cannot go back on it until the next sign up period.
- 51:09OK, OK, new topic. New topic.
- 51:11Yes, new topic. All right.
- 51:14I'm going to go over the matrix the the leave replacement
- 51:23matrix. This is specifically for RCA's
- 51:27as PTF's have assigned strings. The matrix is came about in the
- 51:379599 national agreement between USPS and the NRLCA newly.
- 51:44I'm just going to read the beginnings of it.
- 51:46Trust me, there are it. There's 20 pages of this, but it
- 51:49has examples on how to do stuff, whatnot.
- 51:54I'm not going to get into there, but I'm going to go over and
- 51:57read out the beginning of it and the basics on how a matrix is
- 52:01supposed to be filled in. In the 199599 National agreement
- 52:08between USPS and the NRLCA, new language was added which
- 52:12provided for a leave replacement assignment list.
- 52:15This list is commonly been referred to as the Matrix.
- 52:19The matrix was introduced in an effort to clarify the proper
- 52:22scheduling of leave replacement assignments beyond the primary
- 52:26assignment and allow for utilization of leave
- 52:29replacements assigned to a specific delivery unit once the
- 52:33office matrix is exhausted. When the initial filing of
- 52:37filling of the matrix, the carriers that are qualified on
- 52:41more than one route must make their selection of the two
- 52:44routes to which they want to be assigned.
- 52:47No qualified is defined as having received training on or
- 52:50been utilized on the route. Management must then begin
- 52:54filling available secondary and 3rd positions.
- 53:00Because I can never pronounce tertiary.
- 53:03Yeah, whatever tertiary. Tertiary.
- 53:06Tertiary. Tertiary positions third spot.
- 53:09Anyways, the the filling of these positions must be based on
- 53:14two factors 1 The seniority of the carriers 2 The route
- 53:18selected by the individual carriers.
- 53:21It is important to note that each substitute RCA or RCR will
- 53:25appear no more than three times on the matrix.
- 53:29Management will continue to designate assignments until the
- 53:32matrix is complete or there are no additional qualified
- 53:35employees to designate. Example If RCA Atoms selects
- 53:43route one and both the second and third positions are
- 53:46unfilled, management must place ATOMS in the secondary position
- 53:50on Route 1. The contract calls for a matrix
- 53:53to be established for each office.
- 53:55The following is an example to help you better understand the
- 53:57matrix in the proper way it should be established.
- 54:01Initial Filling The first step in the process of filling in an
- 54:04office matrix is to establish a leave replacement seniority list
- 54:08based on the longest period of continuous service in that
- 54:11office. This list should also contain
- 54:14the routes on which the leave replacements are qualified to
- 54:16work. The second step in the process
- 54:20of filling the matrix would require the postmaster
- 54:23supervisor to contact the leave replacements and allow those who
- 54:27are qualified on multiple routes to choose by seniority 2 routes
- 54:32that they are qualified to work in addition to their primary
- 54:35assignment. The selecting of two routes and
- 54:37the filling of the matrix should be done simultaneously.
- 54:42The supervisor begins contacting leave replacements by seniority.
- 54:47Management would begin to complete the matrix by assigning
- 54:49the leave replacements to the routes they have chosen,
- 54:52starting with a secondary position if available.
- 54:55If that position is not available, then the name will be
- 54:58placed in the third position on the matrix.
- 55:01This process will continue until the matrix is completed or no
- 55:05additional qualified employees. Make a selection and matrix in
- 55:16office with stations or branches.
- 55:19The establishment of a leave replacement matrix in an office
- 55:22with stations or branches follows the exact same
- 55:26procedures that were explained in pages one through 4.
- 55:30A common mistake made by management is to establish a
- 55:32separate matrix for each station or branch.
- 55:35This is not correct. It would be correct in the
- 55:39relief day work list, but not in the matrix.
- 55:43One matrix should be established for an entire office, which will
- 55:47include all stations and branches and will list all
- 55:50regular routes along with the assigned leave replacement and
- 55:54those substitutes, Rcas and RCRS designated as the second and
- 55:59third leave replacements for each route.
- 56:04When a When the primary leave replacement assigned to survey
- 56:07route is temporarily unavailable or there is no assigned leave
- 56:11replacement, management must refer to the leave replacement
- 56:15assignment list and offer the assignment to the leave
- 56:17replacement designated as second replacement for the route.
- 56:22If this employee is unavailable or there is no second
- 56:25replacement, then the employee designated as the third
- 56:28replacement will be offered the assignment.
- 56:36If both 2nd and 3rd replacements are unavailable, management
- 56:39shall then offer the assignment to other qualified leave
- 56:42replacements assigned to that delivery unit in order of the
- 56:45longest period of continuous service in the office.
- 56:48Qualified is defined as having received training or been
- 56:51utilized on the route. Delivery unit for this purposes
- 56:54is defined as a physical location containing one or more
- 56:585 digit zip codes under the control of 1 postmaster or
- 57:02station branch manager. Management may wish to establish
- 57:07a separate seniority list for each individual delivery unit.
- 57:11In developing a specific delivery unit seniority list,
- 57:14only the substitute Rcas and RCRS assigned to that delivery
- 57:19unit as primary leave replacements will be considered.
- 57:26And let me scroll through some more if there was any more
- 57:36filling in the blanks on leave replacement assignment list.
- 57:40Should a blank occur in the assignment list and another
- 57:42qualified substitute, RCA or RCR is not currently designated for
- 57:47three routes on the assignment list.
- 57:50This employee may be designated to serve as a second or third
- 57:53leave replacement where there is none listed.
- 57:58Care should be taken in this vacancy or under subsequent
- 58:02vacancies to be sure the substitute Rcas or RCRS who
- 58:06previously elected to serve an auxiliary route 6 days are
- 58:08offered the opportunity to accept the new assignment and
- 58:12relinquish the six day assignment.
- 58:16That's when an RCA goes regular. When circumstances create a
- 58:24large number of blanks on the list due to conversions,
- 58:27auxiliary route assignments, etcetera, management should
- 58:30review the list to determine if sub movement of qualified leave
- 58:33replacements or additional cross training is needed.
- 58:37If management chooses to fill the secondary positions,
- 58:39management must ask the third leave replacement if they wish
- 58:43to be moved to move before filling another leave
- 58:46replacement. Hiring a new leave replacement
- 58:51affects the matrix the following scenarios.
- 58:56Care should be taken in this vacancy.
- 58:58OK, let me figure out here. Basically, when you have new
- 59:03ones, it's almost management's discretion to fill in the blanks
- 59:06with the new leave replacements or Rcas.
- 59:09I should say. Primary leave replacement
- 59:15vacancies may occur due to resignations, appointment to
- 59:18regular carrier, transfers to other offices, and creating new
- 59:23regular routes. A substitute RCIA or RCR who
- 59:27previously elected to serve an auxiliary route 6 days may later
- 59:31accept a subsequent leave replacement vacancy under
- 59:34Article 30. Once a carrier has relinquished
- 59:37the six day assignment on an auxiliary route, there's no
- 59:39contractual provision that allows the carrier to again
- 59:43elect the six day assignment on the same auxiliary route.
- 59:47This is not to say the carrier would not be allowed to elect a
- 59:49six day assignment for any other vacant or newly created
- 59:52auxiliary routes. When circumstances create a
- 59:59large number of blanks on the matrix due to conversions,
- 1:00:01auxiliary route assignments, etcetera, management should
- 1:00:04review the list to determine if the movement of qualified leave
- 1:00:06replacements or additional cross training is needed.
- 1:00:09I already read that or repeated itself.
- 1:00:17So yeah, management if if they're redoing the matrix and
- 1:00:21that is completely up to management on when they want to
- 1:00:24do that. It should always be updated when
- 1:00:26there's changes in leave replacements in Rcas.
- 1:00:30Basically they need to go through by seniority to fill
- 1:00:33that out. When you have new ones, they may
- 1:00:36just put them in to fill the gaps.
- 1:00:39I know Ruby's already on our matrix, but yet we're missing
- 1:00:44the sub that came in the one above her.
- 1:00:46He's not on it, go figure. But that's already been taken
- 1:00:51care of by my local store and being brought up.
- 1:00:54So matrix. And that's how they were
- 1:00:58supposed to follow when it comes to the order consideration.
- 1:01:01If there is not a leave replacement, if that primary
- 1:01:04leave replacement or there is not a leave replacement for that
- 1:01:07route, then it would go to the secondary.
- 1:01:10If the secondary is not available for whatever reason,
- 1:01:14running another primary or whatnot, it would then go to the
- 1:01:17third. You can if you are choosing
- 1:01:22when, if they are allowing you to choose your secondary or
- 1:01:26third, your second and third choices as long as you are on
- 1:01:29that matrix three times. You can have two seconds or 2/3
- 1:01:34instead of a primary, a second and a third.
- 1:01:38You can have a primary in 2 seconds or a primary in 2/3 if
- 1:01:43you wish. But again, that comes goes by
- 1:01:45seniority. So the lower seniority that you
- 1:01:48are, you're pretty much going to get stuck with what's open
- 1:01:50depending on the size of your office.
- 1:02:03Anybody else have anything on that?
- 1:02:07I think you covered it pretty well.
- 1:02:09All right, I tried. And yes, if you are, and here's
- 1:02:15another situation as an RCA, you're on the matrix.
- 1:02:19Your, let's say your primary routes relief day is Saturday.
- 1:02:24Your well, I'll put an example of when I was in RCA, my primary
- 1:02:29routes relief day was Monday. At the time we had two J routes.
- 1:02:34So my second and third choices were I was #2 for both the J
- 1:02:41routes and they had alternating Saturdays.
- 1:02:45So I had my primary on Monday and then I was a secondary for
- 1:02:50one of the J routes and secondary for the other J
- 1:02:53routes. At the time, neither one of them
- 1:02:55had leave replacements, so I worked Mondays on my primary and
- 1:02:59I rotated The Saturdays between the other two routes as J
- 1:03:03routes. If you are in RCA, you're on
- 1:03:06your primary, you have your primary.
- 1:03:08Obviously that doesn't change unless you wish to switch at the
- 1:03:13time of vacancy becomes open and you put it in writing.
- 1:03:17As I definitely suggest, put everything in writing because
- 1:03:21that's the only way to back it up.
- 1:03:23If you are skipped on the matrix and let's say you're the second
- 1:03:26for Route 1 and they route one doesn't have a primary, you're
- 1:03:32the second. You're sitting at home and they
- 1:03:34called the number three or they called a different RCA.
- 1:03:39Yes, you can grieve that because you were skipped over and you
- 1:03:44shouldn't have been. Or yeah, PTF is actually under
- 1:03:52order consideration. They can use a PTF before they
- 1:03:55use the utilize the matrix under the O 6 in the order of
- 1:04:00consideration. Actually, I'll bring that up
- 1:04:03real quick. I normally have copies of it,
- 1:04:07but I'll pull it up. It'll be quicker for me to pull
- 1:04:09it up otherwise, so the order of consideration will tell you how
- 1:04:17that should go. Bear with me for just a moment
- 1:04:25as I am pulling it up real quick.
- 1:04:32I know the order of consideration can definitely be
- 1:04:37fun to fight at times. All right?
- 1:04:39Order of Consideration box #1 Primary assigned leave
- 1:04:42replacement. A Entitled to weekly evaluated
- 1:04:45hours when covering route for full week may only then be
- 1:04:48replaced to avoid overtime or additional overtime.
- 1:04:53B. When covering a route for entire
- 1:04:55week, they may be required and or request take a relief day in
- 1:04:58AJ or K routes. The relief day is not necessary
- 1:05:01the same as the regular carrier. When Aleve replacements being
- 1:05:05scheduled on a day by day basis. The primary must be scheduled
- 1:05:09for work on their primary assignment if available, even if
- 1:05:12this results in compensation at the overtime rate.
- 1:05:17Box #2 If primary assign leave replacement is not available,
- 1:05:20management may assign an available PTF before assigning
- 1:05:25the second or third leave replacement on the matrix.
- 1:05:29If you have PTFS in your office, I know not all offices have them
- 1:05:33#3 Assign the leave replacement in the secondary spot on the
- 1:05:37matrix. No entitlement to overtime #4
- 1:05:40Assign the leave replacement in the third spot on the matrix.
- 1:05:43No entitlement to overtime #5 assigned by seniority and other
- 1:05:48qualified substitute RCA or RCR in the delivery unit.
- 1:05:53Qualified means having received training or been utilized on the
- 1:05:57route. No entitlement to overtime
- 1:06:00number six. If no qualified substitutes,
- 1:06:02rural carrier associates, or Rural carrier relief employees
- 1:06:06within the delivery unit are available, the employer may
- 1:06:09designate any other leave replacement in the office prior
- 1:06:12to selecting a regular rural carrier to work in accordance
- 1:06:15with Article 8.5 Relief Day Work list.
- 1:06:19We just covered that #7 If no other leave replacements in the
- 1:06:23office are available, the employer may schedule a leave
- 1:06:27replacement from another office before selecting a regular rule
- 1:06:31carrier to work in accordance with Article 8.5.
- 1:06:34If our leave replacement is scheduled to case and carry a
- 1:06:37regular rural route in his or her assigned office, the leave
- 1:06:41replacement is considered unavailable to work in another
- 1:06:45office #8 Management may on some occasions split a route or
- 1:06:51schedule an RCA to serve a regular route and an auxiliary
- 1:06:55route. Notice the NRLCA position is at
- 1:06:57the term on some occasions. Does not include scheduling
- 1:07:01multiple assignments or splitting routes on a repeated
- 1:07:04or ongoing basis, except in emergency situations.
- 1:07:09Management must not schedule a leave replacement to serve on 2
- 1:07:13full assignments or one full assignment and one or more
- 1:07:16partial assignments in a single day if the evaluations of these
- 1:07:20assignments total 12 hours or more #9 A Select regular.
- 1:07:27Select a regular carrier to work in accordance with Article 8.5.
- 1:07:32A Select carriers on the Relief Day worklist in order of
- 1:07:36seniority on a rotating basis to work on their relief day.
- 1:07:42Carriers on Relief Day worklist are paid one of three ways at
- 1:07:45their option. We already covered those.
- 1:07:48B. If the need exists, the employer
- 1:07:51will accept volunteers from regular carriers not on the list
- 1:07:54before requiring regular carriers not on the list to work
- 1:07:57the relief day. Such requirement will be by
- 1:08:00juniority, so they should offer by seniority force and by
- 1:08:04juniority or C Require a regular carrier not on the relief day
- 1:08:09work list to work. This is done by juniority and
- 1:08:12does not rotate. DACA 3 is the only compensation
- 1:08:17choice, so if you are that junior regular carrier, guess
- 1:08:20what? You're the one that's going to
- 1:08:22get forced in all the time if necessary.
- 1:08:25Notes Any regular carrier may be bypassed from working a relief
- 1:08:28day if the hours worked would cause them to exceed 2080 hours
- 1:08:32for the guarantee year or 56 hours for the week.
- 1:08:35Regular carriers with annual leave, sick leave, or next day
- 1:08:38scheduled addition to their relief day will not be required
- 1:08:41to work the relief day. And #10IN emergencies, any other
- 1:08:46qualified employee may be assigned.
- 1:08:49So there's your bonus of covering the order of
- 1:08:52consideration as well, since that falls right in line with
- 1:08:55the matrix and the relief day work list.
- 1:09:01Now, that's actually one thing I want to talk about on that order
- 1:09:04of consideration. You talked about every step
- 1:09:09there including splitting routes.
- 1:09:11Now you've got to remember management would rather split
- 1:09:15routes then have a relief day, workless carrier work.
- 1:09:19Now I got into this, I got into this discussion with
- 1:09:26representatives of the union and management and management's
- 1:09:31thought process is as long as it is only RCA, then they are not
- 1:09:38violating use utilizing the relief day work list and only if
- 1:09:45they are using regular carriers to split routes that it's a
- 1:09:48violation. So I actually do have agreements
- 1:09:52in process over the situation right now and I will let you
- 1:09:55guys know the results when it comes back.
- 1:09:58But that is something the union has stated on that sheet that
- 1:10:03they believe it to be only in it's exigent circumstances in an
- 1:10:09emergency situation. So my thought of an emergency
- 1:10:14situation would be on the day that it happens, somebody has
- 1:10:18called off where there's nobody to cover it and you're not going
- 1:10:22to call in a regular carrier to come run around when you can
- 1:10:26split it with the Subs that are already in the building.
- 1:10:29But if you're planning ahead and splitting routes, that's not an
- 1:10:33emergency situation. So that's part of the reason I'm
- 1:10:38grieving it. But the other reason is I do
- 1:10:40know that a regular carrier did work a route split that day when
- 1:10:49carriers on the release day work list were available.
- 1:10:53And I also was available to work that day.
- 1:10:57That's why I'm grieving it. So we'll see how that turns out.
- 1:11:03So yeah, that pretty much filled up an hour, guys.
- 1:11:10I, I I still have one subject matter to touch on.
- 1:11:14The floor bill, the. Floor.
- 1:11:18How about the chair? Because I'm sitting down right
- 1:11:19now. That works for me as well.
- 1:11:21OK, this has been approached several times in regards to the
- 1:11:26impending route adjustments. OK, some people are under the
- 1:11:33under the the thought process that management can only use re
- 1:11:38sequencing as a matter of adjusting routes.
- 1:11:43Others are under the impression that squaring off is the only
- 1:11:48way. I'm I'm confused in, in regards
- 1:11:53because of the terminology in, in relation to what actually
- 1:11:57dictates the process. And I'm looking for your guys
- 1:12:01feedback because of the fact that this is happening within
- 1:12:05the same SD and C where my office is was.
- 1:12:10And you know, one office is being cut making the
- 1:12:15adjustments, territorial adjustments are being made on
- 1:12:19the basis of just getting down to 43 KS, OK, squaring off the
- 1:12:25you know, or anything else like that.
- 1:12:26Whereas the Phoenixville office is going through a situation
- 1:12:30where they're terming it as resequencing, which is
- 1:12:36terminology I'm not familiar with from the post office.
- 1:12:40So either of you have any thoughts or comments on this
- 1:12:45because, well, it's it's confusing as hell for two
- 1:12:48different offices in the same building be treated differently.
- 1:12:52Well, I'm going to bring up because I did post this in one
- 1:12:55of our Discord channels for you guys and this kind of is similar
- 1:13:01to that. And I will, I'm going to read
- 1:13:04this first and then I'll go back to what the former director of
- 1:13:08Labor relations had put in in the National Magazine a year ago
- 1:13:12in the March 2024 with what to know about upcoming route
- 1:13:16adjustments. So this was a message that I
- 1:13:19received. I'm obviously not going to give
- 1:13:22out locations or names but this has been a real carrier for 27
- 1:13:27years. Loving as a regular.
- 1:13:29The route is up for cut. Understand it has to be cut to
- 1:13:31A43K which is fine. What they have a problem with is
- 1:13:36they the area they want to cut to make it square is the highest
- 1:13:43volume portion. Somehow they went up three hours
- 1:13:48this last count from 61 standard hours to 64.
- 1:13:51So they have to cut 12 hours a week.
- 1:13:54They have 478 deliveries and 93 miles.
- 1:14:00They want to cut at least 200 deliveries, leaving them with
- 1:14:06less addresses than the aux route currently has and about 3
- 1:14:10miles in that section. It all looks good on paper, but
- 1:14:14the route will tank in the next two evals.
- 1:14:16As most of the parcel and letter volume is the part of the IS
- 1:14:20part, District thinks it should be cut.
- 1:14:23How can they take so many addresses off?
- 1:14:26They propose that 70 boxes that are attached to 35 miles be
- 1:14:29taken. That puts them at 5150 for
- 1:14:32standard hours. But District says it's not
- 1:14:34square. They're cutting too much without
- 1:14:37thinking of the letter volume that goes along with it.
- 1:14:40The aux route will go regular from their cut and if it's
- 1:14:45bigger than their current route, they'll bid on it, which I don't
- 1:14:47blame them, even though they really don't want to lose.
- 1:14:50You know, they love their current customers.
- 1:14:52They don't want to do lose half of their deliveries and what are
- 1:14:57their rights on that? And to understand the actual cut
- 1:15:02for a year from now it's going to close on the ox.
- 1:15:05If not an ox, they'll have a zero growth.
- 1:15:10And they're only overburdened due to Amazon.
- 1:15:12Before Amazon was a 40K same miles, same number of
- 1:15:15deliveries. I think due to election mail,
- 1:15:18they had a lot of WSH on them to put them in the scanner carrier
- 1:15:22discretion since no one could say if WSH is accounted for,
- 1:15:26there are a wreck. So my you know, I did a
- 1:15:32screenshot of the article and let him know to contact the VR
- 1:15:35because honestly, yeah. I mean, when you're when you
- 1:15:38have a route that that's, it's that Amazon volume and the
- 1:15:42political mail that has bumped it that far up.
- 1:15:45Because I know our 95 mile route in my office, that's 95 miles
- 1:15:50and roughly about 500 deliveries is a 44K.
- 1:15:55So that's going to be some heavy volume because I know what my
- 1:15:58ours does, it's roughly that size.
- 1:16:01So from a year ago in the National Magazine, former
- 1:16:06Director of Labor Relations Bridget Boziak had put out what
- 1:16:09to know about upcoming route adjustments based on the
- 1:16:12information the NRLC has received from USPS headquarters.
- 1:16:16Route adjustments will start soon as we know this is the next
- 1:16:18round of them. So in this article I'll point
- 1:16:22out what your rights are regarding to adjustments.
- 1:16:24The first place I want to point to is Article 30.1, Point J
- 1:16:29Carrier's Rights and Route Adjustments.
- 1:16:31The regular rule carrier assigned to the route shall be
- 1:16:34notified in advance of any route adjustments and afforded the
- 1:16:38opportunity to submit comments in writing.
- 1:16:42The comments will be considered as a factor when such
- 1:16:45adjustments are under consideration and before any
- 1:16:48decision is made. Substantial route adjustments
- 1:16:51must be approved at a level higher than the installation and
- 1:16:55if requested in writing, will be reviewed at the district level,
- 1:16:58except for adjustments to avoid actual work hours in excess of
- 1:17:022080 during the guarantee period.
- 1:17:05The assigned carrier should be allowed to give suggestions on
- 1:17:09the adjustment and should put those suggestions in writing.
- 1:17:12Having said that, you know your route the best and will know
- 1:17:16what can be removed from the route, but management does not
- 1:17:20have to take your suggestions. They can remove the portion that
- 1:17:24is the most efficient for the office.
- 1:17:27The part of the route that you may want to have removed is not
- 1:17:30necessary the best part of the route to move.
- 1:17:33From the Postal Service perspective.
- 1:17:35It might make sense if to you if it is the part of the route you
- 1:17:39don't especially like, but that doesn't necessarily make it the
- 1:17:43most efficient part to remove for the office.
- 1:17:46If you are in a non formula office, management may reduce
- 1:17:49your overburden route to 52 standard hours.
- 1:17:52If you are in a formula office and you voluntarily took
- 1:17:55Tuesday, Wednesday, or Thursday as your relief day, management
- 1:18:00should reduce your route no lower than the 53 to 55 standard
- 1:18:04hours. There are some operational
- 1:18:07concerns where the adjustments may not be exactly 52 hours or
- 1:18:1153 to 55 standard hours, but it should be as close as possible.
- 1:18:16The route can be adjusted down if it is a 47K or 48K or if the
- 1:18:22carrier is unable to maintain the standard hours of the route.
- 1:18:27There have been lots of rumors about the adjustments.
- 1:18:30Postal Service will not be adjusting every route in an
- 1:18:32office unless the routes are either all over, all
- 1:18:35overburdened, or under 40 hours. They may have to move territory
- 1:18:40through your route, but if you're not having performance
- 1:18:43issues or in the 47 or 48 K category, what you started as is
- 1:18:50what you should be when the adjustments are finished.
- 1:18:53For example, if your row is a 43K going into adjustment, it
- 1:18:58should be a 43K coming out. You should not end up as a 42K
- 1:19:02unless there is no operational way to keep you at A43K.
- 1:19:07Management should keep everyone informed about what is happening
- 1:19:10during the process. They should let you and your
- 1:19:13coworkers know what is happening at each step of the adjustment
- 1:19:17process. If you have questions about what
- 1:19:19is happening in your office, reach out to your steward for
- 1:19:22help or information and you also find the information in the
- 1:19:26Stewards Reference Guide under Route Adjustments.
- 1:19:28On the website, there is no less than 25 documents that refer to
- 1:19:34route adjustments. Reminder Remember, read and ask
- 1:19:40questions. Do not rely on rumors or false
- 1:19:42information for people who do not know the correct answer.
- 1:19:46Personally I've never gone through a route adjustment
- 1:19:49therefore I can't give an answer on that because I'm going to say
- 1:19:52contact your Dr. or your ADR. Plain and simple.
- 1:19:58And don't forget the extra 81 pages on top of your breaks and
- 1:20:01your RCAM and everything else you have to study for the route
- 1:20:05reset sequencing phase two. I mean this would this would.
- 1:20:14Take a full time job just to figure out this stuff.
- 1:20:18They actually have a break in the middle of this about recent
- 1:20:23reset. You know what the fuck I'm
- 1:20:26trying to say? Resequencing.
- 1:20:28Thank you. It's like miscellaneous, you
- 1:20:30know what I mean? Hey, I was good and said
- 1:20:33miscellaneous both. Times.
- 1:20:35You said it right this time. Yes, she did.
- 1:20:38But I'm saying it, you know, her faux pas.
- 1:20:40My faux pas the the fact that matter is that, you know, you
- 1:20:44actually have a 10 minute break in the middle of this
- 1:20:47resequencing videos so you can get through the damn 81 pages.
- 1:20:55That's pretty good. You give you breaks.
- 1:20:59And just for those that do get adjusted and cut, you will be on
- 1:21:05hold for a 52 week period before you so and for some people it's
- 1:21:12going to be longer than that depending on when, how, when
- 1:21:15it's adjusted and how the mini mail surveys fall.
- 1:21:19Exactly which is again, in whose favor?
- 1:21:27Management. Thank you.
- 1:21:31So Speaking of that, I've had multiple people ask this
- 1:21:34question. Who gets affected by that MOU
- 1:21:39where you get held for 52 weeks plus to the next mini mail
- 1:21:43survey? So the only people that are
- 1:21:47actually affected by that are people who have route
- 1:21:53adjustments or get squared up when boxes are added or removed
- 1:21:59from the route that are those are the routes that get held at
- 1:22:03the evaluation. Resequencing does not because
- 1:22:09that only affects your mileage. That's it.
- 1:22:16Anytime there's territory adjustments.
- 1:22:19Yes, territorial adjustments are the only way that they hold you
- 1:22:23for 52 weeks plus to the next mini mail survey.
- 1:22:33All right, guys. Anything else we want to cover
- 1:22:35or are we going to wind her down now?
- 1:22:38Sounds like a good idea about one thing.
- 1:22:40Go ahead, Bill. Sequencing is well hold it
- 1:22:45didn't the previous management effectively blind these routes
- 1:22:50up when they they made their adjustments years ago and years
- 1:22:53ago and years ago? I don't understand, you know,
- 1:22:55are are you saying we have better management now just being
- 1:22:59just being an asshole, but you know.
- 1:23:01Well, no, it's it's not that. It's it's at the routing a high
- 1:23:06that they have now wants to send you through people's backyards,
- 1:23:09across flooded rivers and gorges, and they want to send
- 1:23:13you off of bridges like Apple Maps.
- 1:23:19The the and I thought you were being still James.
- 1:23:23I was being a little facetious with that very last comment.
- 1:23:26Yes, ATV trails or like on my route they'll send you down a
- 1:23:30dirt 2 track that's designed only for 4 wheel drive mud
- 1:23:34trucks. It's about as bad as the Amazon
- 1:23:39dynamic delivery routing when it tries to.
- 1:23:41Send you through. Yeah, it, it is.
- 1:23:44And then I remember, you know, well, turn here.
- 1:23:47No, that's gated private property and that's A2 truck
- 1:23:52going through their property. I can't turn down that, you
- 1:23:54idiot. Or seasonal roads.
- 1:23:57That's even funner. Yes.
- 1:24:00In the middle of winter with five feet of snow on the ground,
- 1:24:03Turn down this. No, no, not happening.
- 1:24:06Yeah. Golfer trails for Amazon.
- 1:24:13Wow, recalculating. Cackling right route, Please
- 1:24:18wait. Yeah.
- 1:24:19So bunches of information there for you guys tonight.
- 1:24:24So I read a lot. I'm sorry, but it was
- 1:24:29information that's been requested and information that
- 1:24:31needed to go out and, you know, things are, you know, things are
- 1:24:37coming about. I know we've got 1 route in our
- 1:24:39office that keeps saying that they're going to be cutting that
- 1:24:42one. The 148K win.
- 1:24:45Don't know yet. The yeah.
- 1:24:49So it'll be interesting to see what happens.
- 1:24:53Yeah, exactly. So, anything else, guy?
- 1:25:00I'm. Good.
- 1:25:00It's been fun, no? All right, James, your final
- 1:25:06thoughts for this evening? Yeah, we covered a lot of
- 1:25:10information today. It was a major info download
- 1:25:14today, but the results are in. People lost.
- 1:25:19Some people gained, but you need to go through it with a fine
- 1:25:23tooth comb whether you gained or lost, because if there are
- 1:25:27minutes there to recapture, you need to find them because it's
- 1:25:33your money management doesn't care what goes into your wallet,
- 1:25:38but you do. Sorry, Bill's still in your line
- 1:25:41a little bit there, but you've got to make sure you account for
- 1:25:47everything. And I understand there are some
- 1:25:50out there that when they get their disputes back and it says
- 1:25:53no action needed, think, well, you know what, I'm not going to
- 1:25:56submit them anymore. Don't be that person.
- 1:25:59That's what management wants. Management wants you to give up
- 1:26:04so that you get paid less. That way their numbers look
- 1:26:08better to their management. So make sure you're going
- 1:26:12through it. Make sure you find everything
- 1:26:14that's wrong. Even though my route stayed the
- 1:26:17same, I'm going through with a fine tooth comb.
- 1:26:20I'm finding those flaws. I'm finding those mistakes.
- 1:26:24Because unless you're keeping track of this stuff, and I know
- 1:26:28we're all working off the clock doing this stuff, but you can do
- 1:26:32it on your end of shift duty too, going through it because
- 1:26:36that is something you should be doing, taking care of your
- 1:26:39route. It's route maintenance to do
- 1:26:42that, so make sure you're taking care of your route because the
- 1:26:46only one who knows it is you. You're the best person to know
- 1:26:51what your route deserves for these evaluations.
- 1:26:54So go through it, find it all because you're not only taking
- 1:26:59care of it for yourself, but eventually you're going to be
- 1:27:03setting it up for the next carrier that takes that route.
- 1:27:07In our city? Go ahead.
- 1:27:13Sorry, go ahead. I know what, I know what you
- 1:27:15were going to say. I was getting to that.
- 1:27:21But you got to understand these routes are adjusted on 52 week
- 1:27:25averages of everything you do to that route plus all the other
- 1:27:31input that you put into there. And that's the same for Rcas,
- 1:27:37which you were going to say, Kristen, Rcas need to make sure
- 1:27:42they know that they're going to be doing this stuff.
- 1:27:45I'm about to be training in RCA on my route when I get back from
- 1:27:49Western states once they get done with Academy and if they
- 1:27:51show up on the first day, you know how that goes.
- 1:27:55I'm going to be teaching them how to do these inputs in the
- 1:27:59scanner and using Bill's line, what goes in the scanner goes in
- 1:28:04your and my wallet. So make sure we're getting what
- 1:28:07we deserve accurately. Take care of this stuff, because
- 1:28:14at the end of the day, we're all in this together, Bill.
- 1:28:21Well, all I can say is that there's an overload of
- 1:28:26information out there in regards to these territorial adjustments
- 1:28:31to the, you know, the resequencing, the squaring off
- 1:28:35and you have to do your due diligence and, and know what is
- 1:28:40right and what is wrong because you cannot depend on management
- 1:28:43to do this equitably and in your best interest.
- 1:28:47As Kristen said, you know, before our, our sign offs here,
- 1:28:52they may adjust them to 43, but if they can't and they make you
- 1:28:56a 42, so be it. You know, everything that we do
- 1:29:01is almost invariably geared for management's benefit and not
- 1:29:07ours. There is at least 100 points in
- 1:29:10our contract that needs to get rewritten, be equitable for the
- 1:29:15regular carriers, for the Subs, for the PTFS or the Arcs, for
- 1:29:19everybody. And This is why we need to
- 1:29:22change with leadership. We need somebody to go line by
- 1:29:25line, word by word, through the contract and actually through
- 1:29:30the Constitution too. But the fact of the matter is
- 1:29:33that management may management can, it doesn't say management
- 1:29:38must, OK. And herbage is very important in
- 1:29:43this. Like you said, James, if you put
- 1:29:46it in your scanner, it goes in your wallet and it affects both
- 1:29:49people's wallets. And that's what I emphasize that
- 1:29:52it goes into my wallet as well as a sub's wallet.
- 1:29:56But I get paid. You're entitled to that
- 1:29:58evaluation. So if you don't work hand in
- 1:30:02hand with each other, it's going to screw up both your paychecks.
- 1:30:06And you don't want to mess with my paycheck because I'll come
- 1:30:10down on you, I will assist you, I will educate you, I will
- 1:30:14direct you, and then I'll plummet you if you mess up my
- 1:30:18paycheck because that's my paycheck and my next Subs
- 1:30:23paycheck. So do it for the in the
- 1:30:27interests of both parties, the regular and the substitute
- 1:30:30carrier. I cannot say this more clearly
- 1:30:36than an educated carrier is the biggest threat to management's
- 1:30:41shenanigans. The stuff in regards to, you
- 1:30:45know, reducing your dismount distances, reducing the amount
- 1:30:49of your dismounts to traffic control points, everything
- 1:30:54people, you have to pay attention to the details.
- 1:30:57As the the pre show stated so eloquently.
- 1:31:01If you don't go and check line by line, you'll never know what
- 1:31:04you're missing. Check your 424221 A's and M's.
- 1:31:09Make sure you're getting everything you're entitled to.
- 1:31:12It's your damn paycheck and you can't pay your bills without
- 1:31:17getting paid correctly. Thankfully, I haven't seen
- 1:31:20anything lately up there in regards to people not getting
- 1:31:23paid on on paydays, which isn't, you know, almost a surprise.
- 1:31:29But folks, educate yourselves. If you don't know, ask somebody
- 1:31:34if, if, if you don't know anybody knows anything, get a
- 1:31:38hold of us. So, you know, we'll, we'll
- 1:31:40gladly look into it. And James is getting more than
- 1:31:42four hours of sleep at night, so you need to keep him up a little
- 1:31:45more. We're.
- 1:31:47Here we're we're here to help you and we're doing it for free
- 1:31:53because it's in the interests of all of us.
- 1:31:57Together, we can present a unified force to change the
- 1:32:03National Rule Letter Carriers Association, to change the way
- 1:32:07management deals with us, to change the toxic work
- 1:32:12environment that a lot of us deal with as well as something
- 1:32:15is is changing the the the number of Subs, how they hire.
- 1:32:20That's got to be one of the biggest bitches in and Kristen
- 1:32:24just went through it with her daughter of trying to get hired.
- 1:32:28It's got to shorten up the process to get people on the
- 1:32:33rolls in trained and inviolably out on routes so that people can
- 1:32:38have off. I mean, between Kristen and
- 1:32:41James and myself, well, I'll, I'll probably give you, you
- 1:32:44know, 200 offices that we know have a severe shortage of Subs.
- 1:32:50I can even name three have no Subs at all.
- 1:32:54So go out, have a good week. I know weather's changing again.
- 1:32:59We're going with the frost warnings this week.
- 1:33:03Oh my God, you know we're in April, but be safe, be diligent,
- 1:33:08do your job professionally and efficiently, and make sure you
- 1:33:13do it safely, OK? Get home to your loved ones
- 1:33:16because you are the most important delivery of the day,
- 1:33:19Kristen. Thank you guys.
- 1:33:23It's good to be back this week. So yeah, definitely like the
- 1:33:28both of them said, going through stuff with a fine tooth comb.
- 1:33:31I mean I have my 4241 A&M's as well as the print out from my
- 1:33:37mapping that I did at the end of February that coincides with all
- 1:33:41this and I am I'm in the process.
- 1:33:44I have two possibly 3 disputes right off hand.
- 1:33:49Will it give me much time? Not enough to make up the hour
- 1:33:53and some I lost but it it'll definitely help and it needs to
- 1:33:57be corrected so definitely keep that in mind.
- 1:34:02Rcas, yes, do your rec scans. Do them for the routes.
- 1:34:06When you're splitting a route or you're assisting on another
- 1:34:09route for whatever reason, make sure you're changing the the
- 1:34:14route number in the scanner option 6 on the main menu,
- 1:34:19Change route. Put that correct route in.
- 1:34:23That way, if you had to make more than one trip to the door
- 1:34:26delivering parcels, enter in those Rex scans for those routes
- 1:34:30that you're splitting or you're giving auxiliary assistance to
- 1:34:34or whatever it may be. You're training new RC as teach
- 1:34:38them from the very beginning as, as the Rex scans per SE.
- 1:34:44So if they are out there and they've got 2 huge boxes and
- 1:34:48they have to come back to the truck and go take the second box
- 1:34:51up and come back, use that right there as all right, go under Rex
- 1:34:55trip to door. You made two trips.
- 1:34:58Do that as you're training them, that way they get in the habit
- 1:35:02of doing it and know once they're out on their own and
- 1:35:07they're working it, they'll know that, Oh yeah, I got to put that
- 1:35:11in or, Oh yeah, I got to put that in.
- 1:35:13It's part of the job, people. It's not going to go away.
- 1:35:17So we might, as everybody be on the same page with that.
- 1:35:20It doesn't matter if you're a brand new RCA, a brand new
- 1:35:24regular, a regular on their way out the door retiring, or
- 1:35:28whatever. APTFI should say as well.
- 1:35:31Leave replacement in general. Still don't have PTFS in my
- 1:35:35office so please forgive me guys.
- 1:35:37You know you should be doing every day on every route you
- 1:35:42run. Even if you're running multiple
- 1:35:44routes that day. Don't forget to change that
- 1:35:47scanner over to the correct route so you can give that route
- 1:35:50credit for those additional rec scans.
- 1:35:57But yeah, definitely, guys, as we're winding up, spring is on
- 1:36:01the way. As Bill said, temperatures are
- 1:36:03up and down, up and down. Wednesday was not fun.
- 1:36:06We ended up getting heavy wet snow and then switched to rain
- 1:36:11before we were done with Ruby out on the route on her second
- 1:36:14day of OJT and the vehicle took a few Donuts.
- 1:36:20Not purposely, let's put it that way.
- 1:36:23I. We're expected to get snow and
- 1:36:25rain in the morning here and then it'll gradually start
- 1:36:28warming up the rest of the week. So weather out there is
- 1:36:31definitely inconsistent in many areas.
- 1:36:34So please stay vigilant and safe with the weather.
- 1:36:38Stay hydrated as I always say that every week it is very
- 1:36:41important you're around and I know my office has already
- 1:36:47started the heat illness prevention training, so that is
- 1:36:53supposed to be coming about if it hasn't already started.
- 1:36:56We haven't watched our video yet because management can't figure
- 1:36:59out how to get it up on the big screen yet, so.
- 1:37:03We got rid of the video. We were told there was a 2
- 1:37:06minute video to watch still. That we didn't have the video on
- 1:37:11ours and I've on the on the city carrier side, yeah, it's turned
- 1:37:14into just a handout because they didn't want to have that video
- 1:37:18on there for Eugene Gates situation anymore.
- 1:37:22I know we were told we had a 2 minute video to.
- 1:37:25Watch and she was going to get to it probably this week, so.
- 1:37:29Let me know what it is. Yeah, yeah, exactly.
- 1:37:32But on that note guys, stay safe this week, stay vigilant, get
- 1:37:36home to your loved ones safely, and we shall be back next week.
