Latest / The 405 Payroll / OKC’s Quiet Surge in Biotech, Defense, and Reshoring
Transcript
- 0:13So I was scrolling through local job boards late last night,
- 0:17expecting to see, you know, the usual ghost town or maybe a flood of desperate
- 0:22listings .
- 0:23And what you actually find in Oklahoma City right now is really strange.
- 0:28On the surface, the numbers look totally stuck in place.
- 0:32Job postings in December 2025 were essentially unchanged from the prior year,
- 0:38compared to an 8 percent increase nationally.
- 0:41You look at that headline and you think, okay, hiring has completely stalled out,
- 0:45right?
- 0:46We are just sitting on our hands while the rest of the country picks up steam.
- 0:50But, er, that is not actually what is happening under the hood.
- 0:55If you look past the raw headcount numbers, there is this massive shift happening in
- 1:00high wage specialized sectors.
- 1:03While national headlines are obsessing over tech sector layoffs and corporate
- 1:08caution, OKC is quietly stacking up heavy hitting biomanufacturing and defense
- 1:14deals.
- 1:15Take Life Science Oklahoma.
- 1:17That is the Greater Oklahoma City Chamber's statewide initiative focused on growing
- 1:21Oklahoma's bioscience industry.
- 1:23They just reported a 25 percent surge in membership.
- 1:27You have leaders like Patrick Lucy over at Wheeler Bio pushing biomanufacturing
- 1:32forward.
- 1:32And on the defense side, local companies like Long Wave Incorporated are securing
- 1:37major operational roles on Northrop Grumman's massive 3.5 billion dollar Navy TACAMO
- 1:43contract.
- 1:44Why is this happening now?
- 1:46Well, it is not an accident.
- 1:48State policy catalysts are deliberately driving high wage roles over raw job volume.
- 1:55Specifically, the passage of the BioSecure Act and creation of a new R and D tax
- 2:00rebate to accelerate innovation, along with modernized Quality Jobs incentives.
- 2:05They are not chasing thousands of low wage call center clicks anymore.
- 2:09They are fishing for specialized, high dollar talent.
- 2:13Now, you might ask, okay Miles, if all these high dollar R and D wins are landing,
- 2:19why are general job boards so quiet?
- 2:22Well, building biomanufacturing labs and secure defense facilities takes time.
- 2:29High wage hiring doesn't show up overnight in a mass spray of public listings.
- 2:34It moves in quiet, targeted waves.
- 2:37That brings us to the real tension in the regional economy right now: the massive
- 2:42gap between the active prospect pipeline and the actual near term hiring forecast.
- 2:48The Greater Oklahoma City Chamber is currently tracking 121 active relocation or
- 2:55expansion prospects.
- 2:56And 70 percent of those are in manufacturing, looking for lower cost central supply
- 3:02chains.
- 3:03That sounds like an absolute tsunami of industrial activity waiting in the wings.
- 3:08Yet, when you look at the official metro forecast for 2026,
- 3:13economists are projecting a very measured 4,500 new jobs.
- 3:18That is just 0.6 percent employment growth.
- 3:21So why the discrepancy between 121 big prospects and a modest 4,500 job
- 3:28growth forecast?
- 3:30The answer is physical infrastructure.
- 3:33Capital commitments like the voter approved 2.7 billion dollar GO Bond and the 610
- 3:40million dollar ROADS Fund are laying the ground work right now.
- 3:44In fact, non residential construction value in OKC is projected to grow by 12
- 3:50percent in 2026.
- 3:52You have to pour the concrete, build the advanced factories,
- 3:55and upgrade the transport links before manufacturing payrolls can actually go live.
- 4:01Now, there are two ways to look at this.
- 4:05Is Oklahoma City playing a smart, steady long game by building out the physical
- 4:10foundation first?
- 4:12Or are prospective manufacturers quietly delaying their hiring commitments because
- 4:17they are waiting to see if our regional talent pipeline can actually support them?
- 4:21That is the million dollar question.
- 4:24Under initiatives like Forward OKC VII, civic leaders are pushing hard to upskill
- 4:30local workers for advanced industrial and biotech roles.
- 4:34But can those workforce programs deliver qualified specialized talent fast enough
- 4:40before national reshoring momentum cools off?
- 4:44It is a tight race against the clock.
- 4:47The infrastructure is being built, the high wage incentives are locked in,
- 4:51and the prospects are at the door.
- 4:54Now we just have to see if the workforce is ready to step inside.
- 4:59Alright, that is the take for today.
- 5:01Talk to you next time.
