- 0:00Welcome to the Hoover Daily Report. "Ideas Advancing
- 0:03Freedom." It's Friday, October 16th, twenty twenty six.
- 0:08Today, Senior Fellow Valerie Ramey reflects on her time working as research
- 0:12assistant to new Nobel laureate and Senior Fellow Emeritus Robert E. Hall.
- 0:16Dinsha Mistree lauds the courage and gumption of Green Mountain Boy Ethan
- 0:19Allen. And Anne Neuberger unveils a new program to harden the cyber defenses of
- 0:24America’s most vulnerable pieces of infrastructure.
- 0:26“New Keynesianism,” Take a Bhow.
- 0:29Robert E. Hall, the Hoover Institution’s Robert and Carole McNeil Senior Fellow,
- 0:34Emeritus, and a Stanford professor of economics, was named a co-recipient of
- 0:38the 2026 Nobel Prize in Economic Sciences for his contributions to understanding
- 0:43macroeconomic stabilization. He becomes the sixth Hoover economist in the past
- 0:48half-century to receive the honor, continuing a tradition that began with
- 0:53Milton Friedman. In a new episode of Matters of Policy & Politics, Hoover
- 0:58Senior Fellow Valerie Ramey, who once served as Hall’s graduate research
- 1:02assistant, discusses how his pioneering work in New Keynesian economics has
- 1:07shaped modern economic research and influenced monetary and fiscal policy.
- 1:12Ramey also explores Hall’s contributions to understanding economic shocks, his
- 1:16distinctive approach to explaining complex economic ideas, and his lasting
- 1:21influence on generations of economists.
- 1:24A Headstrong (and Effective) Green Mountain Boy.
- 1:26America’s military victory during the Revolutionary War owes a debt to figures
- 1:30like Ethan Allen, the headstrong Vermonter whose capture (entirely
- 1:34unauthorized) of Fort Ticonderoga was not only the first US offensive action in
- 1:38history but a key ingredient in a later victory by Gen. George Washington. As
- 1:42Hoover research fellow Dinsha Mistree tells the story, Allen and his Green
- 1:45Mountain Boys came out of Vermont by stealth and seized the crucial fortress
- 1:49from the British. The fort’s heavy artillery was eventually positioned on
- 1:53the heights above Boston, forcing the king’s soldiers to evacuate the city.
- 1:57Allen’s next act, volunteering to help invade Canada, put him in irons in an
- 2:01English prison, but he was treated as a hero after he was freed and returned to
- 2:05Vermont. Ethan Allen’s example points to the need for action—not just rhetoric—in
- 2:09the cause of freedom, Mistree concludes.
- 2:11Sanctions on Russian Oil: Lessons Learned.
- 2:14Four years after Western governments imposed sanctions on Russian oil in
- 2:18response to the invasion of Ukraine, Moscow continues to earn more than $200
- 2:23billion annually from oil and gas exports. The European Union’s embargo
- 2:27forced Russia to shift its exports toward China, India, and Turkey, increasing
- 2:32costs and reducing revenues. A price cap imposed by the G7 on Russian oil proved
- 2:37ineffective because of poor enforcement and, over time, Russia’s ability to
- 2:41assemble a shadow fleet to circumvent restrictions and thus maintain its prewar
- 2:46export volumes. Sanctions have also increased Moscow’s dependence on Beijing.
- 2:50Meanwhile, the Iran war has delivered an unexpected revenue windfall for Russia.
- 2:55Economists Oleg Itskhoki and Elina Ribakova examine what worked, what
- 2:59failed, and why future sanctions require stronger enforcement, clearer objectives,
- 3:04and measures targeting Russia’s long-term production capacity.
- 3:08Introducing Securing America’s Infrastructure Foundation.
- 3:11Distinguished Visiting Fellow Anne Newberger announces a new initiative
- 3:15aimed at bolstering the cyber defenses and resilience of American
- 3:18infrastructure, with a focus on rural America. The Securing America’s
- 3:21Infrastructure Foundation, to be led by Newberger, will raise funds to build
- 3:25tools and train public institutions to better defend against cyber intrusions.
- 3:29“The pattern is consistent: The same institutions expected to protect the most
- 3:33sensitive data and systems in our communities—student records, patient
- 3:37files, water systems, emergency services—are the least resourced to do
- 3:40it,” Newberger said in a release announcing the nonprofit’s formation.
- 3:44Medicare for All Fixes Coverage for the Few by Breaking It for Everyone Else.
- 3:49At his Substack, Policy Fellow Tom Church explains how a “Medicare for All”
- 3:53proposal would cover the last remaining few Americans without stable health
- 3:58insurance, at the expense of virtually everyone else’s. It would likely make
- 4:03private health insurance illegal or unfeasible. Instead, Church points out
- 4:07the number of uninsured in America by 2036 will be less than nine million
- 4:12people. Extending individual market or Medicaid subsidies to them would cost
- 4:16$113 billion, far less than any Medicare for All proposal would cost. “Medicare
- 4:21for All makes the whole system operate based on an exception, instead of
- 4:26allowing the system to function for most people and then making exceptions to help
- 4:31the rest,” Church writes.
- 4:32Featured Research Initiative: Hoover Program on the Foundations of Economic
- 4:36Prosperity.
- 4:37The Hoover Program on the Foundations of Economic Prosperity is dedicated to
- 4:41producing research that empowers citizens and policymakers to make informed
- 4:45decisions around a core question: What combination of institutions, policies,
- 4:50and regulations is most likely to foster long-term economic prosperity?
- 4:54That’s your Hoover Daily Report for Friday, October 16th, twenty twenty six.
- 4:58Each weekday, we bring you research, analysis, and commentary focused on
- 5:02public policy, national security, and the ideas shaping American society and
- 5:07government.
