- 0:04Welcome back to the USA cabinet store remodeling
- 0:07podcast. I'm Chris, and today we are in Alexandria,
- 0:11Virginia, which turns out to be one of the more
- 0:13interesting places in the region to buy kitchen
- 0:15cabinets. Not because of the cabinets, because
- 0:18of the rules around them. Jessica, you work out
- 0:22of the Alexandria showroom. I do, and I love
- 0:25this one because Alexandria has a quirk that
- 0:27catches people out every single week. Buying
- 0:30the cabinets is the easy half. The rules are
- 0:33the half nobody warns you about. Okay, start
- 0:35with the easy half. Can I actually get cabinets
- 0:37this week? Yes. Our showroom is at 5731 General
- 0:42Washington Drive with a warehouse behind it.
- 0:45If the cabinets you want are in that warehouse
- 0:46and ready to release, you can take them home
- 0:48the same day. Ring ahead and we will confirm
- 0:51the exact items. For kitchens coming out of warehouse
- 0:54stock, our published turnaround is five to seven
- 0:56business days and three to four for vanities.
- 0:59Those are estimates and the real date goes on
- 1:01your order. And you are open Saturdays, which
- 1:04for most people is the only day they can shop.
- 1:068 to 5 on Saturday, 8 to 6 Monday to Friday.
- 1:10And homeowners can walk straight in. Some wholesale
- 1:13suppliers are trade only. We are not. So what
- 1:16is the quirk? Alexandria is an independent city.
- 1:20It is not part of Fairfax County. It has its
- 1:23own Department of Code Administration and its
- 1:25own permit center. And here is the trap. Your
- 1:28mailing address can say Alexandria when you are
- 1:31not in the city at all. How does that work? If
- 1:34your zip code is 22314 or 22301, you are almost
- 1:39always in the city. But an Alexandria address
- 1:42in 22312 can sit in Fairfax County. Our own showroom
- 1:47is the perfect example. It says Alexandria on
- 1:50the door, and the property is in Fairfax County.
- 1:53I love that. So step one is what? One phone call
- 1:56to the city permit center. to find out which
- 1:58side of the line your house is on. That decides
- 2:01which office you deal with. But are the rules
- 2:03actually different on each side? The basic rulebook
- 2:06is shared. The city and the county both enforce
- 2:09the Virginia Statewide Building Code. What differs
- 2:12is the office, the procedures, and the extra
- 2:14layers the city adds on top, which are the historic
- 2:17districts and the condo policy. We will get to
- 2:20both. OK, the big question. Do I need a permit
- 2:23to replace my kitchen cabinets? No. The Virginia
- 2:26construction code section 108 .2 lists installation
- 2:31or replacement of cabinetry or trim as exempt
- 2:34from a permit. And notice it says installation,
- 2:38not just replacement. So new cabinets in the
- 2:42same layout or a new layout with nothing else
- 2:44changing need no permit. And the city agrees?
- 2:47It does. The city has an older policy from 2012
- 2:51that lists replacement cabinetry as exempt. But
- 2:54that was written against an earlier edition of
- 2:56the code. So the state regulation is the one
- 2:59to rely on today. So where does it stop being
- 3:01exempt? The moment you move something. Move the
- 3:05sink to sit under the window. That is a plumbing
- 3:07permit. Add a dishwasher that needs new plumbing
- 3:10or wiring, plumbing and electrical permits. New
- 3:14outlets on an island. Electrical. Take out a
- 3:18wall. Building permit. Move a gas line for a
- 3:21new range. Gas permit. What about just swapping
- 3:24the sink itself? A new sink on the existing supply,
- 3:27drain and vent, is exempt. The test is not whether
- 3:30the sink sits in the same spot. It is whether
- 3:32the pipes change. And two more limits. Exempt
- 3:36work still has to meet the code. And if your
- 3:39property is in a mapped flood zone, the building
- 3:41official can require a permit even for exempt
- 3:44items. So if you are near the water, ask first.
- 3:47And if I do need a permit, what is the real cost?
- 3:50Honestly, it is not the fee. It is the inspections.
- 3:54You request them through the city's online system,
- 3:57called Apex, but each one has to fit the city's
- 4:00inspection schedule. So build them into your
- 4:03timeline from day one. Let's talk about Old Town.
- 4:06Everyone assumes a historic house means you need
- 4:07approval for everything. This is the myth I most
- 4:10enjoy killing. Alexandria has seven National
- 4:13Register Historic Districts, but only two are
- 4:16locally regulated by the Board of Architectural
- 4:18Review. Old and historic Alexandria? and Parker
- 4:23Gray, plus buildings the City Council has designated
- 4:26as 100 -year -old buildings. And the city's own
- 4:29page says it plainly. Interior work does not
- 4:32require bar approval. So a new kitchen inside
- 4:34an old townhouse is not the board's business.
- 4:38Where the board does come in is the outside of
- 4:40the building. Cut a new window over the sink,
- 4:43add an exterior vent for a range hood, change
- 4:46a rear door, and that is an exterior alteration
- 4:49that needs approval. The board also has to approve
- 4:52a permit to demolish for more than 25 square
- 4:54feet of material on a structure, regardless of
- 4:57whether anyone can see it from the street. Regardless
- 4:59of visibility, so even the back of the house.
- 5:02Exactly. If your kitchen project touches the
- 5:05outside of the house at all or you are not sure,
- 5:07call the city's preservation staff before you
- 5:10book anyone. And one more thing. Taking out an
- 5:13interior wall does not need the board, but it
- 5:16can still need a building permit. Two different
- 5:18processes. And condos, Alexandria has a lot of
- 5:21them. Condos have two sets of rules. The city's
- 5:24permit center has a condominium alterations policy.
- 5:27You follow your association's documents, the
- 5:30building code, and any city permits. If the work
- 5:33changes the structure, the exit access paths,
- 5:36or increases the fire hazard, the plans have
- 5:38to be prepared by a Virginia registered design
- 5:41professional. And upgrading an electrical panel
- 5:44needs an engineer to analyze the whole building
- 5:46system. Plus whatever the association wants.
- 5:49Often yes. Working hours, elevator bookings,
- 5:52protecting the corridors, insurance certificates
- 5:55from every trade. Get those in writing before
- 5:57you order, because the delivery route might decide
- 6:00whether you buy assembled or flat pack. Speaking
- 6:02of delivery. We offer tailgate or in -house delivery
- 6:05across Virginia, Maryland, West Virginia, and
- 6:08D .C. Tailgate means the cartons come off at
- 6:11the curb and in a condo with one elevator that
- 6:14is not much help. So tell us the floor, the stairs,
- 6:18and the elevator access when you order and we
- 6:20will confirm what the delivery covers and whether
- 6:22it costs extra. Okay, now I want to get to the
- 6:25thing you told me about finishes because it surprised
- 6:27me. So, ask any showroom if a cabinet is in stock
- 6:31and you will hear yes. But in stock can mean
- 6:33three things. It is in the warehouse you are
- 6:36standing next to, it is in Fabuwood's own inventory,
- 6:40or it does not exist yet and gets built after
- 6:42you sign. And the display door looks the same
- 6:45in all three. Identical. And here's the part
- 6:48almost nobody knows. Fabuwood sorts its finishes
- 6:51into tiers. Signature finishes are their stocked,
- 6:54standard lead time finishes. Signature Select
- 6:57and Designer are made to order, with longer lead
- 7:00times. But the tier belongs to the door and the
- 7:03finish together, not to the color. Give me an
- 7:06example. Oyster. On the Fusion door, Oyster is
- 7:09a signature finish, standard lead time. On the
- 7:13Nexus door, that same oyster is Signature Select,
- 7:16made to order. Indigo runs the other way. Signature
- 7:20on Galaxy, made to order on Nexus and Lux. So
- 7:24if I walk in and just say I want Indigo? That
- 7:26tells us nothing about your lead time. Name the
- 7:28door and the finish together. And remember, those
- 7:32tiers describe Fabuwood's stock, not necessarily
- 7:35what is on our floor in Alexandria that week.
- 7:37What about the series? People hear Fabuwood and
- 7:39assume it is all built the same way. It is not.
- 7:42In the Allure series, the box is plywood, with
- 7:45a solid 1⁄2 -inch plywood back and 5⁄8 -inch
- 7:49solid birch dovetail drawers. The Illum series
- 7:52uses a furniture board box with a metal bloom
- 7:54drawer, and the Tuscany door is a nice little
- 7:57trap. Fabuwood offers it in Illum on furniture
- 8:01board and in Avella on plywood. Two kitchens
- 8:04can look identical and be built on different
- 8:06materials, so ask which series the quote is for.
- 8:10Can you modify cabinets and house? We do, which
- 8:13helps in older houses where no wall is ever the
- 8:15length you expect. But ask one question first.
- 8:19Fabuwood's warranty excludes cabinets modified
- 8:22from their original form. So before you approve
- 8:24a change, ask which warranty, if any, covers
- 8:28the modified cabinet and get the answer in writing.
- 8:31That is a very honest thing to tell a customer.
- 8:33It is what I would want to know. Eligible Fabuwood
- 8:37cabinets carry a limited lifetime warranty for
- 8:39the first residential purchaser. but it does
- 8:42not transfer to the next owner of the house,
- 8:44and it excludes rental use. Last thing, what
- 8:47should people bring when they come in? Every
- 8:49wall measured corner to corner in inches, floor
- 8:52to ceiling height, every window and doorway,
- 8:55and how far each one sits from the nearest corner,
- 8:58where your gas, water, and waste come in, appliance
- 9:01model numbers if you have them, and a few photos.
- 9:05That is enough for us to draw the room and give
- 9:07you a date that means something. And the one
- 9:09rule? Do not take out the old kitchen until the
- 9:12new cabinets are in your house and counted against
- 9:14the order. Not ordered, not shipped, not on a
- 9:17truck. In your hallway, correct in number. Jessica,
- 9:20thank you. That was really useful. Anytime. And
- 9:23make that call to the permit center first. Call
- 9:25the permit center first. The full guide with
- 9:28every source is at istycabinets .com. That is
- 9:32the episode. Thanks for listening to the USA
