- 2:11Speaker 2: You may have recalled. We talked about this a couple
- 2:13Speaker 2: times on the show. Should the City of Charleston have
- 2:17Speaker 2: term limits for council members, mayor or elected officials, etc.
- 2:22Speaker 1: Et cetera.
- 2:22Speaker 2: Now the mayor has indicated that she's for it. In fact,
- 2:25Speaker 2: there seemed to be a lot of people in support
- 2:27Speaker 2: of We talked to two council members last week about it.
- 2:29Speaker 2: Council members Shannon Snodgrass and Joe Solomon were on the show. Today,
- 2:33Speaker 2: we have three more council members who wanted to weigh
- 2:35Speaker 2: in on it, and we always said we have welcome
- 2:39Speaker 2: open door policy here. Council members Harper Gardner, who I
- 2:42Speaker 2: was harassing a little bit earlier, Welcome to show, sir,
- 2:45Speaker 2: Thank you sir. Council Member Caitlin Cook, Welcome to the show.
- 2:48Speaker 4: Thank you, dad.
- 2:49Speaker 2: And also council person Emmitt Pepper, thanks for having me back.
- 2:52Speaker 2: Welcome to all three. So, just for clarity, and we
- 2:57Speaker 2: have everybody give their name and their award or at large.
- 3:00Speaker 4: Caitlin Sure, Caitlyn Cook at large representatives.
- 3:04Speaker 5: All right, I'm harber Gardner Ward fifteen, which is the
- 3:06Speaker 5: backside of South Hills.
- 3:08Speaker 6: Emmitt Pepper, I'm at large as well.
- 3:10Speaker 2: Okay, so we get two at large as a fifteen
- 3:12Speaker 2: here today. That just sounded all kinds of wrong when
- 3:15Speaker 2: I spoke too. Okay, all right, all right, Bipartisan Party Democrat,
- 3:21Speaker 2: I'm the token Republican Democrat. Okay. Well, it is interesting
- 3:27Speaker 2: because last week when I had the other two of
- 3:29Speaker 2: the other council people, council members on, we had Republican.
- 3:33Speaker 7: Well what.
- 3:35Speaker 2: I just democrat? Okay, Well, and I just said that
- 3:38Speaker 2: because and I said this to them, I said, you
- 3:41Speaker 2: couldn't have any council people that were any more different
- 3:45Speaker 2: than what they are. But they were together. And look,
- 3:46Speaker 2: I applaud anybody that's willing to work with people, you know,
- 3:50Speaker 2: I mean, regardless of we need a lot more of
- 3:53Speaker 2: that in my pitions. Well, I appreciate our two Democrats
- 3:56Speaker 2: and token Republican.
- 3:57Speaker 6: You know, it's funny you mentioned working to get together
- 3:59Speaker 6: with people. You know, that's I think that's one of
- 4:01Speaker 6: the issues that we have with this. I at least
- 4:04Speaker 6: I speak for myself. You know, this is not a
- 4:06Speaker 6: serious proposal from these these two members of our council.
- 4:10Speaker 6: This has been basically been a stunt.
- 4:16Speaker 8: You know.
- 4:16Speaker 6: So if they were wanting to so you asked them
- 4:18Speaker 6: last time, hey, you know, what is there support for this?
- 4:21Speaker 6: But and they're kind of like like, oh, you know,
- 4:22Speaker 6: I don't. I don't know, because this isn't about getting
- 4:26Speaker 6: something over the line. They aren't looking to garner support.
- 4:29Speaker 6: They reached out to me, asked me for feedback, and
- 4:32Speaker 6: it was like I didn't even say anything to them. So,
- 4:35Speaker 6: I mean that's ark.
- 4:36Speaker 2: So where are you counsel person on term limits?
- 4:39Speaker 6: I mean, we can talk about the policy of it.
- 4:41Speaker 6: I mean I think it makes sense for something like
- 4:43Speaker 6: the mayor, But I don't think this is not They're
- 4:47Speaker 6: not trying to This isn't about that. This isn't this
- 4:49Speaker 6: is not about let's find a good policy that works
- 4:51Speaker 6: for everybody, that's best for our city. This is about
- 4:54Speaker 6: some people who have had some problems the past four
- 4:57Speaker 6: years and have not been very successful. And so what
- 5:00Speaker 6: they're doing is they're trying to make this last minute
- 5:03Speaker 6: thing right before a primary election so that they can
- 5:05Speaker 6: give votes.
- 5:06Speaker 2: Well, but now let me let me back up a
- 5:08Speaker 2: little bit before. The first person I that I that
- 5:11Speaker 2: ever came on our airwaves, and then maybe it's because
- 5:13Speaker 2: she's on here more because she's the mayor is the
- 5:15Speaker 2: mayor Amy Goodwin, and she was the first person that
- 5:18Speaker 2: I that I heard that said that was the mayor
- 5:21Speaker 2: for her, I think the mayor. Okay, all right, all right,
- 5:23Speaker 2: Harper Gardner, where are you?
- 5:25Speaker 5: Yeah, so on the executive side of the city, it
- 5:27Speaker 5: might make some sense. I don't think it makes absolutely
- 5:30Speaker 5: any sense on the legislative side, when, like Joe Solomon
- 5:33Speaker 5: said last time, we've got eleven uncontested seats, and that
- 5:36Speaker 5: I think term if you limit terms for people that
- 5:38Speaker 5: are willing to stand up and put their name on
- 5:40Speaker 5: the ballot, you're going to wind up with an undemocratically
- 5:42Speaker 5: appointed person. I realize I'm throwing a stone in that
- 5:44Speaker 5: glasshouse as an appointed representative right now, But I think
- 5:48Speaker 5: that is the one of the real dangers of this
- 5:51Speaker 5: is the city losing some democratically elected control of the
- 5:54Speaker 5: representation through this.
- 5:55Speaker 2: Okay, And so you what I'm hearing you say is
- 5:57Speaker 2: that on the executive side, meaning that mayor you would
- 6:00Speaker 2: be for it or at least open to discuss it. Absolutely,
- 6:04Speaker 2: for a mayor or maybe another position that doesn't have
- 6:07Speaker 2: a whole lot of you for lack of a.
- 6:09Speaker 5: Better judge and treasurer mayor judging treasure on the executive side, yeah, absolutely.
- 6:13Speaker 2: You have many term limits? Would you support so? Ideally it?
- 6:18Speaker 5: Ideally I'd like to see two sixes, but that introduces
- 6:21Speaker 5: an extra vote, so I would drop that, so we
- 6:23Speaker 5: would have to run an extra election and that would
- 6:25Speaker 5: cost it a lot, and I don't care to do that,
- 6:26Speaker 5: So I would do twelve. I would do three fours
- 6:28Speaker 5: for the executive would be my preference, okay, But not
- 6:31Speaker 5: for a council member.
- 6:32Speaker 9: No.
- 6:32Speaker 5: I think we have term limits for council and it's
- 6:34Speaker 5: called elections. And I think again, it would be really
- 6:37Speaker 5: dangerous to tell somebody who's brave enough and willing to
- 6:40Speaker 5: stand up that they have to sit down just because
- 6:42Speaker 5: they've done it, okay with Caitlin.
- 6:44Speaker 4: So I would definitely entertain conversations about term limits. I
- 6:48Speaker 4: think for me right now Green with Harper term limits
- 6:52Speaker 4: for the executive branch, I think three terms is a
- 6:55Speaker 4: pretty solid run. But more importantly, I think the worst
- 6:59Speaker 4: time to have meaningful conversation about term limits is at
- 7:02Speaker 4: the beginning of an election cycle.
- 7:03Speaker 2: Okay, and this is a city election, you know, for
- 7:06Speaker 2: the City of Charleston. All of you are running for reelection.
- 7:10Speaker 2: We're not going to turn into a campaign or everything
- 7:11Speaker 2: like that. But I'm just but all of all your
- 7:13Speaker 2: run do I'm just kind of curious, do you have opposition?
- 7:17Speaker 5: So the at largest definitely do. There's fifteen total, at
- 7:19Speaker 5: largest six it's nine and six, okay, public.
- 7:22Speaker 2: And so you always have opposition pretty much. You do
- 7:25Speaker 2: not have I posistion. Okay, all right, But you know,
- 7:28Speaker 2: I guess I'm just trying to wrap myself wrap my
- 7:30Speaker 2: head around the whole thing. Uh, there's there seem to be,
- 7:35Speaker 2: based on a lot of the texts and whatnot that
- 7:37Speaker 2: I've had to show and some of the chatter that
- 7:39Speaker 2: I've heard, that a lot of people are in favor
- 7:41Speaker 2: of it, But there seemed to be some disagreement on
- 7:43Speaker 2: how you would arrive at that. And there was even
- 7:46Speaker 2: you know, in that discussion. When I talked to council
- 7:48Speaker 2: folks Snodgrass and Solomon last week, they said that you know,
- 7:52Speaker 2: there was kind of some when is it staggered? Is
- 7:54Speaker 2: it so on and so forth, Caitlyn, I think you
- 7:55Speaker 2: want to say something, So I was going to.
- 7:57Speaker 4: Say something more to the point of, you know, what
- 8:00Speaker 4: needs to be done before you arrive at a policy
- 8:03Speaker 4: and which you discuss with your fellow council members, and
- 8:05Speaker 4: which you go to a committee with the hopes that
- 8:08Speaker 4: they actually, you know, vote on your bill, move it forward,
- 8:11Speaker 4: and move it to the full body. I think it's
- 8:13Speaker 4: you know, a bit disingenuous to say that a good
- 8:18Speaker 4: proposal for term limits was put before the committee.
- 8:22Speaker 2: It was not.
- 8:23Speaker 4: And I think at the end of the day, you know,
- 8:24Speaker 4: Imma just said it. It's not necessarily the policy that
- 8:29Speaker 4: is the issue here. It's the procedures that were done
- 8:33Speaker 4: or not done leading up to that policy being proposed,
- 8:37Speaker 4: the discussions that I've had with my fellow council members,
- 8:40Speaker 4: and first and foremost, that's what it takes. It takes
- 8:42Speaker 4: a discussion, It takes having a conversation with somebody, looking
- 8:45Speaker 4: at them, hearing them, listening to them, making sure that hey,
- 8:49Speaker 4: I'm open to your feedback and it's not just one
- 8:52Speaker 4: email and done, and then I have this expectation that
- 8:55Speaker 4: you're going to vote in favor of my bill, and
- 8:57Speaker 4: if there's anything wrong with my bill, you're going to
- 8:59Speaker 4: fix it for me. No, you've come to committee prepared,
- 9:03Speaker 4: You've already answered committee members questions. You've already asked them
- 9:07Speaker 4: what their concerns are. You've already asked them, will you
- 9:09Speaker 4: support my bill if it's about policy and progress and
- 9:14Speaker 4: if it's not. I think you end up in a
- 9:16Speaker 4: situation like we're in right now.
- 9:18Speaker 2: And what is that situation? I mean, we're just kind
- 9:20Speaker 2: of at a loggerhead here, right, Yeah.
- 9:21Speaker 4: Well, I mean the situation is we have some members
- 9:24Speaker 4: of council proposing that there is this divide and there
- 9:28Speaker 4: is this unwillingness to take up certain proposals by certain people,
- 9:34Speaker 4: which is not true. You know, I am. We have
- 9:37Speaker 4: two major committees in the City of Charleston, Finance, Ordnance,
- 9:40Speaker 4: and Rules. I'm not known to either of those committees.
- 9:43Speaker 4: Never in my time as a council member have I
- 9:46Speaker 4: felt as though I don't have adequate access, I don't
- 9:50Speaker 4: have the ability to represent my constituents, and I don't
- 9:53Speaker 4: have an ability to participate in that process. That is
- 9:57Speaker 4: so far from the truth, the good thing about municipal
- 10:00Speaker 4: government that's still there that we're i think clinging to.
- 10:03Speaker 4: And this is my larger concern we get away from,
- 10:07Speaker 4: you know, Harper, he said, I'm your token Republican here.
- 10:11Speaker 4: It really doesn't matter on the municipal level. We just
- 10:15Speaker 4: want to get things done. But we also don't want
- 10:19Speaker 4: a situation where you have people holding hostage our committees,
- 10:26Speaker 4: our floor sessions for their own lack of action and
- 10:31Speaker 4: due diligence.
- 10:32Speaker 2: Yeah.
- 10:32Speaker 6: Look they have They've said that last time, and at
- 10:35Speaker 6: the end of city council. They don't care if their
- 10:37Speaker 6: support for this, for this policy. They're going to keep
- 10:40Speaker 6: introducing these bills, keep introducing the same policies over and
- 10:44Speaker 6: over again, different forms, et cetera. They maybe even said
- 10:46Speaker 6: that on your show. I mean, so it's not about
- 10:49Speaker 6: you know, this is obviously not about anything other than
- 10:51Speaker 6: taking up space, taking up time in our in our
- 10:53Speaker 6: council meetings. And look, let's just let's just remind you
- 10:56Speaker 6: know you and you probably remember, but you know your listeners.
- 10:59Speaker 6: These are the same folks who decided that it was
- 11:02Speaker 6: important in a requirement they wanted to force us to
- 11:05Speaker 6: have a debate about the Middle East in city council.
- 11:09Speaker 6: Nobody ran on that, nobody voted for that. So these
- 11:12Speaker 6: are the you know, these are the folks. You know,
- 11:16Speaker 6: Doug or Shannon Snodgrass has barely been in attending the
- 11:20Speaker 6: past year.
- 11:21Speaker 2: But not to be fair, she's and then she said,
- 11:24Speaker 2: we talked about it on the show. She's had issues
- 11:26Speaker 2: one of their family and some medical issues and so
- 11:28Speaker 2: on and so forth.
- 11:29Speaker 6: I understand that, and that's fine, but you know the
- 11:32Speaker 6: fact that this is this is the solution for that
- 11:34Speaker 6: is to force everyone to have a debate about something
- 11:37Speaker 6: that ironic. I mean, somebody said that, you know, this
- 11:40Speaker 6: is blue maga, right, this is like, you know, the
- 11:42Speaker 6: blue version, the democratic version of maga, where it's like,
- 11:46Speaker 6: you know, absence of facts and just a lot of show.
- 11:50Speaker 6: But I actually think that, you know, for her, it's
- 11:52Speaker 6: maga maggat. I mean, she's blamed. She's accusing everyone else
- 11:54Speaker 6: of the thing that she's been in office for fifteen years,
- 11:57Speaker 6: she's seeking for four more years right now, nineteen years,
- 12:00Speaker 6: I mean, and then wants to limit the terms on
- 12:02Speaker 6: everyone else. How does that make any sense?
- 12:05Speaker 2: Have you sat down and talked about your differences.
- 12:07Speaker 6: I sit right next to it. So it's going to
- 12:09Speaker 6: be awkward next Monday.
- 12:10Speaker 2: But that's okay. I'll take awkward moments for two hundred
- 12:13Speaker 2: alex So. But but I mean, have you have you
- 12:15Speaker 2: tried one on one sitting down and talking about these
- 12:18Speaker 2: differences with these people we talked.
- 12:20Speaker 6: Yeah, they reached out to me, at least I think
- 12:22Speaker 6: they reached out to others too about this bill. I
- 12:25Speaker 6: gave them what I thought. I feel like like Charlie
- 12:28Speaker 6: Brown with Lucy. I mean, I I responded thoughtfully paragraphs
- 12:32Speaker 6: of things that I thought that the approach that we
- 12:34Speaker 6: should take. And it was just like I never sent
- 12:36Speaker 6: the email.
- 12:36Speaker 2: All right, So what's next in this debate? Because I mean,
- 12:38Speaker 2: we got to wrap this up? What's what's next? Where
- 12:40Speaker 2: do we go from here?
- 12:41Speaker 4: Hopefully we can get back to actual good policy and
- 12:44Speaker 4: what it takes.
- 12:45Speaker 2: To get there. And that would not and that would
- 12:47Speaker 2: in your opinion, I won't put wording about that would
- 12:49Speaker 2: not involve a discussion about term moments, not at the moment,
- 12:52Speaker 2: not at them.
- 12:53Speaker 5: I think it's I really don't think it's it's a
- 12:55Speaker 5: distraction and it's just a ploy. It's not it's not
- 12:58Speaker 5: a helpful thing for the city to be addressing right
- 13:00Speaker 5: at this very second.
- 13:01Speaker 4: Well, in regardless of what the policy is, bring the
- 13:05Speaker 4: policy to the table having done the work first, because
- 13:08Speaker 4: I can tell you, if you don't approach a single
- 13:10Speaker 4: committee member before that bill gets to your committee, your
- 13:14Speaker 4: goal is not progress or policy, it's pageantry. You were
- 13:17Speaker 4: not doing anything else, because if you were, you would
- 13:21Speaker 4: have done work before that.
- 13:23Speaker 2: Am it any final words from you?
- 13:25Speaker 6: I think that that absolutely captures it.
- 13:27Speaker 2: Okay, Council folks, Harper Gardner, Emmitt Pepper, Caitlin Cook, thank you.
- 13:33Speaker 2: Appreciate everybody for being here today, and we'll see where

- 16:01Speaker 2: here and then we'll go and speak to Delega. Tristan
- 16:04Speaker 2: Levitt text says, these guys term limits for THEE but
- 16:08Speaker 2: not for me. As MH says a texture Tech says
- 16:12Speaker 2: two sixes would not cost any more money because they
- 16:16Speaker 2: could sync up with a federal elections says a tankster.
- 16:20Speaker 2: We all know the issue with domestic violence. Delegatristan Levitt
- 16:24Speaker 2: is a Republican from Gnawan County District fifty three, sponsored
- 16:27Speaker 2: to bill called the Joanna Phillips Domestic Violence Prevention Acts,
- 16:30Speaker 2: and he joins us now and presuming from the capital.
- 16:32Speaker 2: Good morning, Welcome to the show, sir, Thank you so
- 16:34Speaker 2: much for having me, Dad, thank you for being here.
- 16:36Speaker 2: Talk about this act, where it came from, and where
- 16:40Speaker 2: it stands now.
- 16:42Speaker 9: Yeah, absolutely. The longer background on it goes back to
- 16:46Speaker 9: just the last session that was my first session in
- 16:48Speaker 9: the legislature, and the West Virginia Coalition Against Domestic Violence
- 16:52Speaker 9: had some language they had worked up to strengthen laws
- 16:55Speaker 9: against strangulation. I did not know at the time, but
- 16:59Speaker 9: subsequently learnedlearned that in a situation where survives strangulation behind
- 17:04Speaker 9: an intimate partner, they are seven hundred and fifty percent
- 17:07Speaker 9: more likely to ultimately be a victim of HOMAS by
- 17:10Speaker 9: that same partner. And so this language created a domestic
- 17:15Speaker 9: strangulation charge to distinguish it to give it higher penalties
- 17:18Speaker 9: than just the normal you know, someone runs up to
- 17:20Speaker 9: you on the street and strangles you, again, you don't
- 17:21Speaker 9: see that same subsequent homicide rate. So that was kind
- 17:25Speaker 9: of the base, and then through the year I've been
- 17:27Speaker 9: working with the coalition on adding other provisions to it.
- 17:30Speaker 9: And then in December of just this last year, in Sissonville,
- 17:34Speaker 9: a community nurse there named Juanna Phillips was shot in
- 17:38Speaker 9: the chest in her home. Her husband called nine to
- 17:41Speaker 9: one one to confess the crime, and a subsequent look
- 17:45Speaker 9: at the case indicates that, you know, there had been
- 17:48Speaker 9: a history of reporting there, and you know, that individual
- 17:51Speaker 9: was released on a personal recognizance bond back in September,
- 17:54Speaker 9: even after there'd been a warrant out for his rest
- 17:57Speaker 9: for months before that. So this really caused a re
- 18:00Speaker 9: examination of those laws on bail and bond and some
- 18:03Speaker 9: of the other things that we do to try and
- 18:05Speaker 9: keep victims safe in domestic violence situations. So I introduced
- 18:10Speaker 9: the bill this session. It moved through committee, and just
- 18:12Speaker 9: last week it was unanimously voted out of the House
- 18:15Speaker 9: and so it now goes over to the Senate for
- 18:17Speaker 9: consideration there, and I'm very hopeful it will be taken
- 18:20Speaker 9: up and enacted into law this year.
- 18:22Speaker 2: Have you had any conversations with members of Senate? I mean,
- 18:25Speaker 2: because obviously this is something that is very sounds like
- 18:27Speaker 2: it's very personal to you and you're to be commended
- 18:29Speaker 2: for it. I mean, I'm one hundred percent in favor
- 18:32Speaker 2: of this. I don't know anybody honestly that wouldn't be
- 18:34Speaker 2: unless there's just some specific language and that they don't like.
- 18:37Speaker 2: Have you had any conversations, Delegate with any members of
- 18:40Speaker 2: the Senate about this?
- 18:42Speaker 9: Yeah. My understanding is that in the Senate Chairman Tom
- 18:46Speaker 9: Willis Senate just shary chair has committed to bring up
- 18:49Speaker 9: this bill, and so you know, I have heard positive
- 18:54Speaker 9: feedback from those I've talked to. So again, recognizing that
- 18:56Speaker 9: you know, it should be able to move that said,
- 18:59Speaker 9: we are on the stretch when there starts to be
- 19:00Speaker 9: a lot of trading and a lot of you know,
- 19:03Speaker 9: other things are held hostage. So you know, I definitely
- 19:06Speaker 9: have my fingers crossed in the prayer.
- 19:08Speaker 2: And of course again we're talking with a delegate to
- 19:10Speaker 2: Tristan love It. I mean, the issue of domestic violence
- 19:15Speaker 2: should be out in front of on everybody's radar. Because
- 19:19Speaker 2: it seems like seemingly and maybe we're just hearing more
- 19:21Speaker 2: reporting about it. This was a horrific case that and
- 19:25Speaker 2: it's been well reported by this media outlet in others,
- 19:27Speaker 2: but it seems like we're hearing more and more. Maybe
- 19:29Speaker 2: we're just hearing more of it. But it's something I
- 19:31Speaker 2: think that affects everybody. I mean, everybody knows someone who's
- 19:35Speaker 2: been a victim of domestic violence, or maybe themselves has
- 19:38Speaker 2: been a victim. And I know a lot of your
- 19:39Speaker 2: constituents certainly have seen that in their lives as well.
- 19:43Speaker 9: Yeah, I think if there are those who feel like
- 19:46Speaker 9: they don't know anybody who's impacted, they're just unaware. Right.
- 19:49Speaker 9: So many have called this an invisible epidemic, and in
- 19:52Speaker 9: part that's because it is an uncomfortable topic for many people, right,
- 19:55Speaker 9: So it is a hard conversation, and even when those
- 19:58Speaker 9: close to you are victims, sometimes it's something that they
- 20:01Speaker 9: shy away from talking about. And sometimes that's because of
- 20:05Speaker 9: the difficult you know, the dangerous situations that they continue
- 20:08Speaker 9: to be in. But this definitely impacts so many individuals.
- 20:11Speaker 9: There are statistics out there. It's very difficult because of course,
- 20:15Speaker 9: domestic violence is underreported. So many people who are victims
- 20:18Speaker 9: do not go to law enforcement. Even when they go
- 20:21Speaker 9: to law enforcement, because of the pressures there in a
- 20:24Speaker 9: you know, in a domestic relationship, they may feel like
- 20:27Speaker 9: either for financial or emotional or other reasons that they
- 20:30Speaker 9: continue to go back to their visers. But studies suggest
- 20:35Speaker 9: that as many as you know, fifty five percent of
- 20:37Speaker 9: women in West Virginia will be victims of domestic violence
- 20:40Speaker 9: at sometime in their lives. It's a slightly lower number
- 20:43Speaker 9: for men, but it's still a much higher number than
- 20:45Speaker 9: it should be. And even in terms of homicides, the
- 20:49Speaker 9: last year that we have data collected, you know, they
- 20:52Speaker 9: have to wait for cases to be all appeals to
- 20:56Speaker 9: go through, and everything else. So the last year that
- 20:58Speaker 9: that's all settled as twenty twenty two, and there were
- 21:00Speaker 9: thirty three domestic violence related homicides in the state. So
- 21:02Speaker 9: this clearly clearly impacts people, has potential to end, you know,
- 21:07Speaker 9: in the worst way possible. And so although this bill
- 21:09Speaker 9: is named for Joanna Phillips and her family has been
- 21:11Speaker 9: very supportive and they were here at the Capitol of
- 21:14Speaker 9: today that we passed the bill. Both her mom and
- 21:16Speaker 9: her sister and brother. But of course Joanna just wanted many, many,
- 21:19Speaker 9: many victims of domestic violence, and we want to do
- 21:21Speaker 9: everything we can to protect them.
- 21:22Speaker 2: Moving forward, Talking again with Deli Gat Tristan Love at
- 21:25Speaker 2: to Dave Allen Show on five Adieline brought to you
- 21:27Speaker 2: apart by Bridge Valley Community and Technical College. Visitbridge Valley
- 21:30Speaker 2: dot edu Bridge Valley Community and Technical College. Your career
- 21:34Speaker 2: starts here. How do you think the session otherwise is gone? Delian?
- 21:39Speaker 9: I think there are a number of good bills that
- 21:41Speaker 9: have come through here and I feel very positive about that.
- 21:45Speaker 9: Like I said, we're getting to a stage when tempers
- 21:47Speaker 9: kind of start to rise. We'll vote on the budget
- 21:49Speaker 9: built today and I know the governor is doing a
- 21:53Speaker 9: briefing this morning and a press conference this afternoon. You know,
- 21:57Speaker 9: there are questions out there about things like the Hope Scholarship,
- 21:59Speaker 9: which I I've been a fan of, but you know,
- 22:01Speaker 9: and also am a very big proponent for our public school.
- 22:04Speaker 9: So we're kind of getting down to the to the
- 22:06Speaker 9: you know, where the ruver meets the road here to
- 22:08Speaker 9: the to the final wire, and so that that is
- 22:11Speaker 9: always a hard time of the session for everybody.
- 22:13Speaker 2: Where are you on and I know this is a
- 22:15Speaker 2: very broad question, but when it comes to the budget,
- 22:17Speaker 2: I mean, the governor has floated various tax, tax rate proposals.
- 22:22Speaker 2: Others have said, well, we don't have the money. Do
- 22:24Speaker 2: you have an opinion on any of that.
- 22:27Speaker 9: I'm still going through the amendments for today. I mean,
- 22:29Speaker 9: when you're not on the Finance Committee, you're kind of
- 22:31Speaker 9: in a stage right of you know, waiting to see
- 22:33Speaker 9: what happens to an extent with with amendments. But obviously
- 22:37Speaker 9: everybody you know believes, you know, any anybody's happy when
- 22:41Speaker 9: they have fewer taxes. You know, figuring out which priorities
- 22:46Speaker 9: remain for the money that we have, I think is significant.
- 22:48Speaker 9: So I've I've heard a lot about you know, the
- 22:50Speaker 9: five verses ten percent, about where we would get traditional money.
- 22:53Speaker 9: You know, I personally, you know, think that there are
- 22:56Speaker 9: some areas that we could create some offsets by taxing
- 22:59Speaker 9: things like you know, our vape industry is pretty robust
- 23:03Speaker 9: here in the state, and I think even those for
- 23:05Speaker 9: proponents of that industry are willing to see increased taxes there. Similarly,
- 23:10Speaker 9: some of our gambling, for instance, are in state. You know,
- 23:16Speaker 9: the machines in local buildings right, those local machines are
- 23:23Speaker 9: taxes a certain rate, and it's it's much higher than,
- 23:25Speaker 9: for instance, out of state gambling, online gambling. And you know,
- 23:29Speaker 9: I don't vape and I don't gamble. But again, those
- 23:30Speaker 9: that I have talked to recognize that those could be areas.
- 23:34Speaker 9: Even those who do say, you know, these could be
- 23:36Speaker 9: areas that we could raise some more money and could
- 23:37Speaker 9: help support a change overall. So I'm hopeful that we
- 23:41Speaker 9: will be able to get a substantial tax cut across
- 23:44Speaker 9: the finish line, and you know, whatever's left on the table,
- 23:46Speaker 9: we'll be able to look to come back to next year.
- 23:48Speaker 2: Before we let you go, because I know you're you
- 23:50Speaker 2: have a busy schedule, I do want to ask you.
- 23:51Speaker 2: You mentioned the Hope Scholarship, and you also said you're
- 23:54Speaker 2: a proponent of that, but you're also a proponent of
- 23:57Speaker 2: public schools as well, And I think that's a admirable
- 24:00Speaker 2: position because I think sometimes people think that you can't
- 24:02Speaker 2: do both, and you can. As you just said, where
- 24:07Speaker 2: are you on the Hope Scholarship As far as because
- 24:10Speaker 2: that was the hot button topic last week, what would
- 24:13Speaker 2: you like to see happen with the Hope scholarship.
- 24:15Speaker 9: I think it's really important that we both recognize that
- 24:19Speaker 9: parents should be empowered to do what's best for their kids.
- 24:22Speaker 9: You know, it does really strike me that, you know,
- 24:24Speaker 9: what the Hope Scholarship does is take the amount of
- 24:27Speaker 9: tax dollars that are allocated from the state, So these
- 24:29Speaker 9: are taxpayers dollars. When a student is pulled out, as
- 24:33Speaker 9: one of my five kids, is because she has this alexia,
- 24:35Speaker 9: she's able to receive very specific tutoring, you know, out
- 24:39Speaker 9: of micro school that she was not able to receive
- 24:41Speaker 9: in the public schools. The federal dollars remain with the school.
- 24:44Speaker 9: So I think to some extent, the Hope discussion is
- 24:47Speaker 9: a little bit of a proxy for a far broader
- 24:50Speaker 9: discussion we need to have that our public education system
- 24:52Speaker 9: and the fact that our state population is shrunk. That said,
- 24:56Speaker 9: it's really hard if you're in a local school. Obviously
- 24:58Speaker 9: It'sana County is is proposing to cut a bunch of
- 25:01Speaker 9: Canada positions. You know, these put these put teachers and
- 25:04Speaker 9: schools in a hard position. But I do think that
- 25:06Speaker 9: there are harder conversations we need to have. They're and
- 25:09Speaker 9: they're not directly attributable just to Hope in any way.
- 25:12Speaker 9: I would love to see much more discussion surrounding the
- 25:14Speaker 9: Third Grade Success Act, which was passed a few years
- 25:16Speaker 9: ago that also creates is supposed to create things like
- 25:19Speaker 9: dyslexia support and services and schools and further things to
- 25:24Speaker 9: improve the quality of education. But there are districts out
- 25:26Speaker 9: there that just really oppose implementation of that bill. So
- 25:29Speaker 9: I think it's difficult to say, hey, our schools are
- 25:32Speaker 9: struggling in some ways and outcomes. Some schools are unwilling
- 25:35Speaker 9: to do what it takes to change, and then to
- 25:36Speaker 9: be surprised when people want to look for other education alternatives.
- 25:39Speaker 9: So it's a very difficult topic. And being able to
- 25:42Speaker 9: listen to both the teachers and the public schools and
- 25:45Speaker 9: the parents who are beneficiaries of Hope and figure out
- 25:48Speaker 9: ways to find outcomes that work for everybody is a
- 25:50Speaker 9: very difficult proposition.
- 25:52Speaker 2: Delly, Contristan Lovett will let you get back to work.
- 25:54Speaker 2: I appreciate you, appreciate you taking time many schedule to
- 25:57Speaker 2: join us today. Thanks a lot, my pleasure.

- 32:12Speaker 2: I heard it. I don't I appreciate the text. If

- 33:10Speaker 2: the show today. Berkeley County School Superintendent Ryan Sachs is
- 33:14Speaker 2: on the show today. Now, there were some students in
- 33:16Speaker 2: Berkeley County and we reported about this or facing disciplinary
- 33:20Speaker 2: action following an anti ice walk out and protest and
- 33:25Speaker 2: also in Berkeley County, this bizarre story of a janitor
- 33:32Speaker 2: at a high school there accused of hiding in a
- 33:34Speaker 2: girl's locker room closets, that is, until the girls found him.
- 33:40Speaker 2: I can tell you that wouldn't have happened had it
- 33:44Speaker 2: been in Logan County because the girls would have taken
- 33:47Speaker 2: care of it and nobody would have heard the janitor.
- 33:49Speaker 2: Again just saying, but anyway, we're going to get into
- 33:52Speaker 2: that story, and of course we'll have open Line West

- 34:06Speaker 2: and some things going on in the city of South Charleston.
- 34:08Speaker 2: Mayor Frank Mullin Junior will join us. Coming up on
- 34:11Speaker 2: tomorrow's show, Bigley Pickley Wiggley Hotline three zero four three
- 34:15Speaker 2: four five fifty eight fifty eight. Tony the Taylor text
- 34:17Speaker 2: three zero four nine three five five zero zero eight
- 34:20Speaker 2: text says on the city council issue, I'm confused as
- 34:26Speaker 2: to why these three council members opposed to term limits
- 34:29Speaker 2: when it doesn't even start till twenty thirty, which means
- 34:32Speaker 2: they could have an additional sixteen years. Also, why would
- 34:36Speaker 2: it take lobbying to six members when it's straightforward question
- 34:40Speaker 2: up or down three term limits for city council? Says
- 34:44Speaker 2: a Texter. I just, I mean, I agree with one
- 34:50Speaker 2: of the things that Councilman Harper Gardner said, and Robert
- 34:55Speaker 2: Byrd was probably the most famous person who have said this,
- 34:58Speaker 2: and that is that the ballot box should be term limits.
- 35:04Speaker 2: And I agree with that. But I also understand in
- 35:08Speaker 2: a body like like a city council or a mayor
- 35:13Speaker 2: in a municipal types of county, municipal type city, I
- 35:16Speaker 2: can I can see where term limits could be needed.
- 35:19Speaker 2: That's that's that's just me. And I live in an
- 35:22Speaker 2: area that is unincorporated. Despite what TJ. Meadow says, I
- 35:25Speaker 2: am not the mayor of Tays Valley. Uh, it's unincorporated.
- 35:28Speaker 2: So I don't this, and I don't. I work in Charleston,
- 35:32Speaker 2: I'm here six days a week, but I don't live
- 35:34Speaker 2: in Charleston. But but I understand the discussion about it,
- 35:39Speaker 2: and especially if it's staggered, it is an interesting discussion. Uh,
- 35:43Speaker 2: I will say this and uh we'll see where it
- 35:46Speaker 2: goes from here, Tex says Dave, I will not watch
- 35:53Speaker 2: a convicted sexual predator give a speech about what he
- 35:58Speaker 2: about what he knows. Let me chart this again, Dave,
- 36:01Speaker 2: I will not watch a convicted sexual predator give a
- 36:03Speaker 2: speech about what he has. We know what he's done.
- 36:07Speaker 2: I stand for Christian values, says the text. So tonight
- 36:12Speaker 2: the President will give his State of the Union speech.
- 36:15Speaker 2: We'll have coverage, as I mentioned earlier, via the ABC
- 36:18Speaker 2: Radio network, starting at nine o'clock tonight. New polling data
- 36:24Speaker 2: shows the president's approval rating has dropped a lot, especially
- 36:28Speaker 2: among working class voters, many of whom are the ones
- 36:33Speaker 2: who helped put him in office. Now, most people say
- 36:38Speaker 2: that they do approve of what he's done at the border.
- 36:41Speaker 2: I mean opinion on your host here. What went on
- 36:45Speaker 2: during the Biden administration at the border could not continue.
- 36:48Speaker 2: I mean, it could simply could not continue. So even
- 36:52Speaker 2: folks that aren't necessarily fans of President Trump agree at
- 36:56Speaker 2: least somewhat with what he's done at the border. The
- 36:58Speaker 2: border is pretty much cure right now.
- 37:01Speaker 9: All right.
- 37:02Speaker 2: What they don't agree with is the ice enforcement or
- 37:08Speaker 2: the economy. There was one poll done by s SRS
- 37:13Speaker 2: for CNN, and yes, I know it's done with CNN,
- 37:16Speaker 2: which means it'll be called fake news, as everything the
- 37:19Speaker 2: president doesn't like is. But according to this poll, thirty
- 37:23Speaker 2: two percent of all Americans, only thirty two percent believe
- 37:28Speaker 2: the president has the right priorities, sixty eight percent saying
- 37:34Speaker 2: he simply isn't paying attention to the most important problems.
- 37:39Speaker 2: This isn't new polling data just released yesterday. Now, his
- 37:43Speaker 2: overall approval rating among adults is thirty two percent. Uh,
- 37:50Speaker 2: it's thirty thirty two percent. And I'm sure tonight he'll
- 37:56Speaker 2: he'll talk about how great the economy is, how stupid
- 37:59Speaker 2: this the Preme Court is, et cetera, et cetera. So
- 38:03Speaker 2: nine o'clock start time for you, boy here is is
- 38:07Speaker 2: a little bit late, to be honest with you. So
- 38:10Speaker 2: because I did morning radio, you know, for over twenty years,
- 38:14Speaker 2: I'm still on that get up at three am schedule,
- 38:16Speaker 2: although I do sleep into like four thirty or five now.
- 38:19Speaker 2: But anyway, I will I will be watching it, probably
- 38:22Speaker 2: after the fact, and I do want to mention that
- 38:24Speaker 2: if you again programming note, if you are busy tonight, working, driving,
- 38:28Speaker 2: whatever the case may be, we will have it for
- 38:30Speaker 2: you via the ABC Radio network tomorrow and we'll review
- 38:33Speaker 2: it of course tomorrow as well. Texas Dave, I'd like
- 38:39Speaker 2: to know who's staying up till midnight to listen to
- 38:41Speaker 2: Trump for four hours bragging on himself, thanks true text,
- 38:51Speaker 2: says Dave. Some hockey gossip. The team captain Austin Matthews
- 38:59Speaker 2: is son of a Mexican immigrant. He's what the Republicans
- 39:02Speaker 2: call an anchor baby. He's going to the SUTU to
- 39:05Speaker 2: celebrate by an administration who would deport his mob back
- 39:09Speaker 2: to Mexico. I'm guessing Matthews as a conservative because conservative
- 39:13Speaker 2: don't understand irony, and that's ironic. So it's a texture.

- 44:16Speaker 2: take away their cushy benefits and see how many of
- 44:19Speaker 2: them run, says a texture. You know, I'm gonna go
- 44:24Speaker 2: back to the Charleston situation just for a moment. As
- 44:27Speaker 2: I mentioned earlier, I you know, I I'm for and
- 44:31Speaker 2: again I'm I don't live in the city of Charleston,
- 44:32Speaker 2: I work here. I I am for the discussion anywhere
- 44:36Speaker 2: on term limits, and as I said, I do believe
- 44:40Speaker 2: that they should be staggered. One of the things that's always,
- 44:46Speaker 2: I guess interested me about the City of Charleston. And
- 44:50Speaker 2: this is not obviously on this administration. This goes back,
- 44:53Speaker 2: you know, ever since the ever since there was a city,
- 44:55Speaker 2: I guess is the number of council people that we have.
- 44:58Speaker 2: And we've had this discussion in the in the past,
- 45:01Speaker 2: but you may not be aware of this. Charleston has
- 45:04Speaker 2: twenty six city council people. Twenty six, you know, they're
- 45:09Speaker 2: divided into wards and then some are at large. And
- 45:14Speaker 2: as I said, it's always been that way. I'm presuming
- 45:17Speaker 2: city charter. But for comparison, Charleston has more city council
- 45:23Speaker 2: members than Columbus, Ohio, a lot more. They have a
- 45:29Speaker 2: lot more than Pittsburgh, a lot more. And those are
- 45:33Speaker 2: major cities. And look, Charleston is a capital city. I
- 45:35Speaker 2: get it, biggest city in West Virginia, but it's not
- 45:38Speaker 2: Columbus and it's not Pittsburgh. And the fact that somebody
- 45:43Speaker 2: years ago, again not on this administration, this goes back,
- 45:46Speaker 2: you know, for a long time thought that Charleston needed
- 45:50Speaker 2: twenty six council people. I just look at the cost
- 45:55Speaker 2: of that, because they get paid for the meetings. And
- 45:57Speaker 2: you may not be aware that city council people also
- 46:01Speaker 2: get benefits, as in full benefits for being on Charleston
- 46:04Speaker 2: City Council. And I don't know. I mean I think
- 46:10Speaker 2: that at some point, I mean, Charleston, I would think
- 46:14Speaker 2: is going to have to look at that at some
- 46:19Speaker 2: point that the fact that it has twenty six council people.
- 46:23Speaker 2: I mean, I guess, you know, until I started doing
- 46:27Speaker 2: this show, which was to be six years ago in May,
- 46:30Speaker 2: I didn't realize that.
- 46:31Speaker 9: I guess.
- 46:32Speaker 2: I just I was done to the fact that Charleston's
- 46:34Speaker 2: twenty six city council people a lot more than a
- 46:37Speaker 2: lot of other cities, a lot more than a lot
- 46:39Speaker 2: of other cities. New York's fifty one. I get that. Okay,
- 46:44Speaker 2: don't necessarily get Charleston at twenty six city council people.
- 46:48Speaker 2: Tex says Trump was convicted in a court of law
- 46:51Speaker 2: on thirty two felony counts. Now, look where he is
- 46:55Speaker 2: this proof someone is above the law hymn while body
- 46:58Speaker 2: preaches no one is above the law. We already lost
- 47:01Speaker 2: our country as a texture, you know, I hear that
- 47:05Speaker 2: people say that a lot, that we've lost our country.
- 47:07Speaker 2: I had people said it about the last administration too,
- 47:10Speaker 2: that we've lost our country. I am very interested to
- 47:14Speaker 2: see where our country goes after Donald Trump. That's assuming
- 47:18Speaker 2: he leaves. I am very I'm very interested to see
- 47:22Speaker 2: where we go because you know, when when when Trump
- 47:26Speaker 2: lost and he did lose in twenty twenty and Joe
- 47:31Speaker 2: Biden took over as president. Trump never really went away,
- 47:36Speaker 2: you know, he was constantly in the news with the
- 47:38Speaker 2: court cases and constantly on social media, so on and
- 47:41Speaker 2: so forth, so he never really went away. But when
- 47:43Speaker 2: Trump does go away at some points, I am interested
- 47:48Speaker 2: to see where the Republican Party will go, specifically because
- 47:54Speaker 2: I mean, let's face it, on a national level, On
- 47:57Speaker 2: a national level, Trump equals my I mean, I'm sorry,
- 48:02Speaker 2: Trump equals Republican Party. MAGA equals Republican and that's not
- 48:06Speaker 2: I don't see that changing, you know, anytime soon. I mean,
- 48:14Speaker 2: I'm very interested to see where where our country goes
- 48:19Speaker 2: and where the where the party goes from there.
- 48:21Speaker 9: I really am.
- 48:24Speaker 2: Tech says Council. People want career politicians, toad of public servants.
- 48:30Speaker 2: Why do we have to have at large take those
- 48:34Speaker 2: away first? Tex says, So whenever someone references CNN, MSNBC,
- 48:39Speaker 2: New York Times and all the other Marxist media formats
- 48:42Speaker 2: is a source, you have a problem with the label
- 48:44Speaker 2: fake news. Yeah, when someone mentions Fox News, they're mock
- 48:47Speaker 2: dismissed and lectured that they're not a news network. F Yi,
- 48:53Speaker 2: the view is actually listened under an ABC News platform,
- 48:56Speaker 2: not entertainment what's the difference, Well, fair point. Fox News
- 49:03Speaker 2: admitted in court that they aren't a aren't a legitimate
- 49:06Speaker 2: news source. They admitted that in one of the lawsuits
- 49:08Speaker 2: there is that also. I would agree with MSNBC or
- 49:14Speaker 2: what is it called ms I think it's called now,
- 49:17Speaker 2: I would I would probably agree with that. CNN went
- 49:24Speaker 2: way downhill from what they used to be my opinions,
- 49:27Speaker 2: my opinion only. I I am a fan of News Nation,
- 49:33Speaker 2: and I mean I am. It's what's on in the
- 49:36Speaker 2: studio when I'm here. I like News Nation. I don't
- 49:39Speaker 2: know if anybody's completely fair and balanced, but it's about
- 49:41Speaker 2: as balanced as it gets my opinion. Texas, Dave, look
- 49:47Speaker 2: forward to our president's speech night. This country has become
- 49:49Speaker 2: much stronger because of his policies. Best president in my lifetime.
- 49:53Speaker 2: It's common sense, says a Texas. Our country was saved
- 49:58Speaker 2: the last administration. Fact Okay, by that, I don't know
- 50:02Speaker 2: where you the last administration. I'm presuming you mean Biden
- 50:05Speaker 2: on that. I'm presuming that's what you mean by that.
- 50:07Speaker 2: That's not right, you can correct. Let's send things to
- 50:12Speaker 2: the Capitol right now and talk to our good friends
- 50:15Speaker 2: Wilson and meadows. Morning, fellers.
- 50:18Speaker 10: What's up?
- 50:19Speaker 12: What's up?
- 50:20Speaker 2: How are we doing?
- 50:21Speaker 7: I just I just caught the tail end of that.
- 50:22Speaker 7: You said, really gone downhill? Are you talking about your show?
- 50:25Speaker 2: No, my show was never on the hill to begin with.
- 50:28Speaker 4: You.
- 50:28Speaker 2: In order to go downhill, boys, you have to attain
- 50:32Speaker 2: the position of being on the hill. And I was
- 50:34Speaker 2: never on the hill, gotcha?
- 50:36Speaker 1: So it can't.
- 50:37Speaker 2: There's nowhere nowhere to go, you know, from this point on.
- 50:40Speaker 1: So there you go.
- 50:41Speaker 2: What you guys up to?
- 50:43Speaker 12: Oh, just trying to fill a couple of hours.
- 50:46Speaker 7: Well, we've been up to. There are things happening here
- 50:48Speaker 7: at the Capitol, Dave, and mainly over in house finance,
- 50:51Speaker 7: and that is where most of the actions.
- 50:53Speaker 12: In the last couple of days has been.
- 50:54Speaker 7: They got a whole ton of bills to get through today.
- 50:57Speaker 7: Some of them are kind of run of the mill.
- 50:59Speaker 7: Most of them are run the mill. But that's where
