Speaker 1: Now we turn to the Mountain Eagle to read news
0:04
from Weisberg. Your reader today is Bill van Arsdale. We
0:09
will begin with the addition dated May sixth, twenty twenty six,
0:14
which the publishers have donated to a Radio Eye as
0:17
a reminder. RADIOI is a reading service intended for people
0:21
who are blind or have other disabilities that make it
0:23
difficult to read printed material. The first story is rose
0:30
theft is caught on video. Though one hundred year old
0:35
roses at Lewand Vermilion's home are often admired by passers by,
0:41
but one woman allegedly took that admiration a step too far.
0:46
Vermilion of Weisberg was at work when her security cameras
0:50
recorded a white suv parked outside her fence with shrubbery
0:55
hanging out of a window and a woman walking around
0:58
her yard and porch with a shovel for fifteen to
1:00
twenty minutes. When Vermilion returned home, she found that one
1:05
of her rose bushes and several other flowers had been
1:08
dug up in broad daylight, loaded into the suv and
1:13
taken away. I called the police, and I really thought
1:17
they would laugh at me, because they have so many
1:18
other things to deal with, Vermilion said of last Thursday's incident,
1:23
then I thought if she came back and took something else,
1:26
I'd at least have a record. While some might consider
1:31
a rose Bush trivial, it is anything but to Vermilion,
1:35
an art teacher at Jenkins Middle and High School whose
1:38
family has deep roots in Letcher County. Her grandfather, William
1:44
Irving Uncle Billy Vermilion, was a traveling salesman, banker, and
1:49
a founder of a doctor pepper bottling company in Whitsburg.
1:53
His father, William Scott Bill Doug Vermilion, for whom a
1:58
fishing hole in the Kentucky River is named, once owned
2:01
the farm where Weisburg, Aarh Hospital now stands. Before Tunnel
2:07
Hill had a tunnel, it was known as Doug Hill.
2:11
William Irving Vermilion was twenty nine when he built the
2:15
house where leu Anne now lives in nineteen ten. After
2:19
building the house, Uncle Billy married Leuanne's grandmother, Ava Pendleton,
2:24
who was twenty five and caring for her grandparents in Wise, Virginia.
2:29
It was a package deal. He got her and her grandparents,
2:32
Vermilion said. Uncle Billy brought Ava and her grandparents to Whitsburg,
2:38
and Ava brought the roses. A lot of the roses
2:42
in the yard were planted by my grandmother when she
2:45
married my grandfather, Vermilion said. She came over by horse
2:49
and wagon. Roses typically live about fifteen years. The one
2:55
in Germany is estimated to be between seven hundred and
2:58
one thousand years old, reaching one hundred years. Like Vermilion's roses,
3:04
he's rare. I've been very careful with them, she said.
3:08
They weren't used to fertilize her, but they were getting weak,
3:11
so I gradually started feeding them and they're doing much
3:15
better now. While the rose bush taken last week was
3:19
not one planted by her grandmother, Vermilion said the theft
3:23
itself was what mattered most. She posted still images from
3:28
her security camera on social media. Though she did not
3:33
recognize the woman, someone on her Facebook friends list identified
3:37
her as Nora Towery, forty, of may King Weisburg. City
3:42
police officers Jordan Clemens and Josh Little responded to Vermilion's home,
3:48
obtained the images, and went to Towery's residents, where they found
3:52
the missing rose bush already replanted near her mobile home.
3:57
I guess she wanted to make her trailer look better,
4:00
Assistant Police Chief Justin Hunsucker said, according to a citation
4:05
written by officer Little, Towery admitted to taking the rose bush.
4:10
Officers dug it up and returned it to Vermilion, and
4:14
Towery was taken to jail. Because of the low monetary value,
4:19
Towery is unlikely to face a significant penalty. She was
4:23
charged with theft by unlawful taking with a value of
4:27
less than five hundred dollars. The charge is a Class
4:30
A misdemeanor punishable by up to twelve months in jail
4:34
and a fine of up to five hundred dollars under
4:38
Kentucky law. She received administrative release and was released without
4:42
appearing before a judge. Vermilion lived near the three way
4:48
stop where Solomon Road, Fifth Street, and Jenkins Road meet.
4:53
The busy intersection on the eastern edge of downtown Whitesburg
4:57
seized more than two two hundred vehicles Dailey, according to
5:01
the Kentucky Transportation Cabinet. With that much traffic, one might
5:06
expect a thief to be noticed, and she was. Several
5:11
people reported seeing a woman digging up flowers, but assumed
5:15
Vermilion had hired someone to do yard work. A similar
5:19
theft occurred several years ago when someone parked a work
5:23
truck at an empty store, set up a ladder, and
5:26
stole a heat pump from the roof. Vermilion said some
5:31
day lilies and other flowers were also taken, though she
5:34
was less concerned about those. The roses, however, are a
5:38
different story. Their roots at the Vermilion home run too
5:43
deep to be taken so easily. The next item is
5:50
the caption of a photograph watching and celebrating horse racing history.
5:56
Jesse Campbell watches the screen as his sister By Adams
6:00
and Jesse's wife, Kathy Campbell celebrate the fact that history
6:05
was made when the first woman Kentucky derby trainer Cherie
6:08
du Vau won the race with golden tempo. The three,
6:13
who were among a modern day record of twenty four
6:16
point four million people viewing the race on television, were
6:20
attending a derby party hosted by Kevin Adams at his
6:23
home on top of the mountain at the head of
6:25
Blair Branch. Nearly fifty West Letter Countians were in attendance
6:31
At Mountain Eagle. Press time, trainer Duvaux hadn't decided whether
6:35
to run Golden Tempo in the Preakness Stakes, the second
6:39
leg of the famed Triple Crown set for Saturday, May sixteenth.
6:46
The next headline is sex crime plea adds new layer
6:51
to murder case. Allegations of sexual abuse, alcohol provided to miners,
6:59
influential connections, and adults who may have looked the other
7:02
way are all part of a Peerry County vehicular murder
7:06
case that continues to deepen with each new revelation. Noah Back,
7:12
twenty six, who is charged with murder in the death
7:16
of sixteen year old Emmelin Clark in an ATV crash
7:20
in Vico on February twenty eighth, has now pleaded guilty
7:24
in federal court to transporting a fourteen year old miner
7:28
across state lines for sex. The girl involved with Back
7:33
was initially charged with driving under the influence in the
7:36
crash that killed Clark. According to the Hazard Herald, the
7:40
Peerry County Sheriff's Department has video showing Back purchasing alcohol
7:44
prior to the crash. Back pleaded guilty to a single
7:49
count of transporting a miner for sexual activity. However, an
7:53
affidavit filed by an FBI agent and attached to the
7:57
federal criminal complaint all a broader pattern. Investigators say Back
8:03
took the girl to Atlanta on at least two occasions
8:07
and recorded sexual encounters multiple times over nearly two years.
8:13
According to the affidavit, the girl had just completed eighth
8:15
grade when she began a relationship with Back, who was
8:19
then twenty four and serving as a volunteer coach at
8:23
the middle school she attended, where his mother was principal.
8:28
Soon after, he allegedly took her to his apartment in Lexington,
8:32
where he recorded their sexual activity. The girl disclosed those
8:37
details during a forensic interview at the care Cottage and Hazard.
8:42
When they arrived at the residence, Back told his two
8:45
roommates that Ac was fourteen years old. FBI Special Agent
8:50
Matthew T. Haynes wrote in the affidavit. In his bedroom,
8:55
Back took AC's cell phone and recorded having sexual intercourse
8:59
with a Back allegedly sent the videos to himself via Snapchat.
9:07
He has not been charged with child pornography, and there
9:10
is no indication in the criminal case that the recordings
9:13
were distributed to others. However, investigators say he saved the
9:18
videos to his phone. The affidavit alleges the pattern continued.
9:24
On October twenty eighth and twenty ninth, twenty twenty four,
9:28
shortly after his twenty fifth birthday, Back took the girl
9:32
from Perry County to Atlanta to attend a Don Tolliver concert.
9:37
While there, he allegedly bought her clothing, took her to dinner,
9:41
and paid for a hotel room where they had sex,
9:44
and recorded it again, this time using his iPhone. The
9:49
girl told investigators that Back was stopped for speeding during
9:52
the trip, but was released after an officer received a
9:56
call from one of Back's associates. Kentucky, the state police
10:00
records show Back was stopped on the Hall Rogers Parkway
10:04
at one forty nine pm on October twenty eighth, twenty
10:07
twenty four, and was issued only a verbal warning. No
10:12
additional details were recorded. Back allegedly took the girl to
10:17
Atlanta again in October twenty twenty five, when she was fifteen.
10:23
According to the FBI affidavit, those acts would constitute violations
10:27
of Georgia statutory right law, though no charges have been
10:31
filed there. The affidavit also references photos recovered during the investigation,
10:38
including one showing Back and the girl kissing in what
10:41
appears to be a hotel room, and another of her
10:44
sitting on his lap during a trip to what investigators
10:47
said was a cheerleading competition. Back's guilty plea applies only
10:53
to the October twenty twenty four trip. No additional federal
10:57
charges have been filed. The charge carries a mandatory minimum
11:03
sentence of ten years in federal prison, followed by at
11:06
least five years of supervised release. Back will also be
11:11
required to register as a sex offender and comply with
11:14
state and federal requirements. The next story is school threat
11:21
case in hands of court board. Two Whitesburg Middle School
11:27
students accused of making a school shooting threat may face
11:32
school board expulsion hearings in addition to penalties from Leccher
11:35
District Court. The students were detained April thirtieth after allegedly
11:42
telling a classmate to kill herself and later making threats
11:45
of a school shooting. They were taken to a juvenile
11:49
detention facility in Jackson, where they remained as of Tuesday.
11:55
Juvenile records are confidential under Kentucky law, but one hearing
11:59
for the two was held by zoom on Monday. The
12:02
two appeared in person for a second hearing on Tuesday.
12:06
The school district must hold expulsion hearings if it intended
12:09
to prevent the boys from attending for the remainder of
12:12
the school year. According to a statement from the school,
12:17
the situation began the night of April twenty ninth through
12:20
text messages between the two students. The messages were reported
12:25
to the Letter County Sheriff's Department and the Letcher County
12:28
School District Police Department early the following morning. School police
12:33
officers detained the students before the start of the school
12:36
day and searched their belongings. No weapons were found. School
12:41
officials said both students were removed from school, and sources
12:46
say they are not expected to return this year. Some
12:51
parents expressed concern that action was not taken sooner. However,
12:56
Letcher County School Superintendent Denise Yants said the threat to
13:00
carry out a school shooting was not reported to the
13:02
district or the Sheriff's department until the morning of April thirtieth.
13:08
She declined to comment on social media claims that the
13:11
students told a girl to kill herself the day before.
13:16
Yance said the school was not placed on lockdown because
13:19
the students were removed before entering the building. She also
13:23
said that, contrary to rumors, no list or similar document
13:28
was found. Some parents alleged one of the students made
13:33
threats last year and that the other used racial slurs.
13:37
They say the students were not disciplined harshly enough in
13:40
the past. Schools in Perry and Knot Counties were placed
13:45
on lockdown the same day due to unrelated call in threats.
13:50
Lectric County received no such calls. At least two area
13:56
school districts have received threatening robo calls over the past week,
14:00
and others have been reported across the state. Kentucky State
14:05
Police issued a statement Tuesday about the calls, but said
14:08
the calls appear to be hoaxes. The Kentucky State Police
14:12
is aware of and actively investigating multiple school bomb threats
14:17
reported across the commonwealth. KSP is working in coordination with
14:22
local law enforcement agencies to investigate these incidents. The statement said,
14:28
at this time, none of the threats has been deemed credible.
14:31
Preliminary findings suggest the threats may be linked to a
14:35
robocalling campaign. These threats are illegal, disruptive, and unacceptable. We
14:41
will thoroughly investigate each incident and hold those responsible fully accountable.
14:48
Perry County and Not County schools were shut down last
14:51
Thursday after what sources said appeared to be scam calls
14:55
from telephone numbers in Texas using a computer generated voice.
15:04
In the next headline, Kentucky Power lists storm costs near
15:09
twenty million dollars. Storm related costs being tracked by Kentucky
15:15
Power Company have now reached nearly twenty million dollars this year,
15:20
according to filings with the state Public Service Commission. As
15:23
the utility continues seeking approval to defer expenses that could
15:28
eventually be charged to customers, and a filing submitted recently
15:33
in case number twenty twenty six zero zero one zero one,
15:38
the company told the Public Service Commission PSC that a
15:42
January winter storm cost about three point seven million dollars
15:47
in damage and restoration costs. That filing comes on top
15:52
of an earlier case in which Kentucky Power reported about
15:55
sixteen point seven million dollars in costs from major storms
15:59
in January and February, which the PSC has already allowed
16:04
the company to defer for a possible future recovery. Taken together,
16:09
the filings showed the company is tracking roughly twenty million
16:13
dollars in storm related expenses from multiple weather events in
16:17
early twenty twenty six. The January storm known as Winter
16:23
Storm Fern, knocked out power to nearly five thousand customers
16:27
at its peak and required a large scale response involving
16:32
about nine hundred twenty five workers, including crews from outside
16:36
the state. Kentucky Power said that due to the magnitude
16:41
and severity of the storm damage, external resources were brought
16:45
in to assist with restoration efforts. The company reported that
16:50
nine hundred twenty five internal staff and contract workers, including
16:54
mutual assistance crews from Michigan and Indiana, were involved in
16:59
restoring power in its Ashland, Pikeville, and Hazard districts from Sunday,
17:04
January twenty fifth to Wednesday, January twenty eighth. The company
17:10
said its preliminary records indicate the storm damaged fifteen transformers,
17:15
twenty five sets of cross arms, broke twenty two poles,
17:18
and downed two hundred seven spans of electrical wiring. Kentucky
17:24
Power set about two point four million dollars of those
17:27
costs represent additional expenses not already included in base rates.
17:34
Under current rules, the company is not automatically allowed to
17:37
charge customers for those costs. Instead, it must seek approval
17:41
to record them as a regulatory asset, which is an
17:45
accounting mechanism that allows the expenses to be reviewed and
17:49
potentially recovered in a future rate case. The PSC approved
17:54
that accounting treatment in March for earlier storm costs, but
17:58
emphasized that the decision to not guarantee customers would ultimately
18:02
pay the full amount. The filing indicates that total storm
18:07
related costs are still being calculated and could change as
18:11
final accounting is completed. The case remains pending before the PSC.
18:19
What could twenty million dollars in storm costs mean for customers?
18:24
Filings by Kentucky Power Company show the company is tracking
18:28
nearly twenty million dollars in storm related costs from early
18:31
twenty twenty six weather events. What that could mean for
18:35
customers depends on future decisions by the Kentucky Public Service Commission,
18:40
but some rough estimates help show the scale. Kentucky Power
18:45
serves about one hundred sixty two thousand customers. If all
18:50
twenty million dollars were eventually recovered from customers, the cost
18:54
would be about one hundred twenty dollars per customer total.
18:58
If spread over three years, the cost would be about
19:01
three to four dollars per month. If spread over five years,
19:05
the cost would be two dollars per month. These figures
19:09
are estimates. Only actual impacts would depend on how much
19:13
of the costs the Kentucky Public Service Commission approves, how
19:17
those costs are allocated among customer classes, and how long
19:21
recovery is allowed. KeyPoint customers will not see any immediate
19:28
increase from these filings, but the costs could be added
19:32
to bills later depending on future rate cases. The next
19:38
story is can Eastern Kentucky Reverse Rain Drain Panel will
19:44
gather in Hazard to discuss it. A bipartisan group of
19:49
national leaders studying the future of rural America will bring
19:54
its work to Eastern Kentucky next week, holding a public
19:57
hearing and Hazard focused on jobs, healthcare, and recovery from disasters.
20:04
The Brookings AEI Commission on US Rural Prosperity, co chaired
20:09
by former U S Senator Heidi Hike Camp of North
20:12
Dakota and former New Hampshire Governor Chris Sanunu, will host
20:17
a two day visit in Hazard and Manchester beginning May thirteenth.
20:22
Organizers say the goal is to hear directly from people
20:25
in Appalachian communities about what is working and what isn't
20:30
as the region works to rebuild from flooding, improve health outcomes,
20:35
and create jobs that keep young people from leaving. This
20:40
is about listening to rural communities, organizers said in announcing
20:44
the visit. Local voices will drive the conversation. A public
20:50
session is scheduled from four to five thirty pm Wednesday,
20:53
May thirteenth at Hazard Community and Technical College. The panel
20:58
will focus on job creation, workforce training, and the role
21:02
of emerging technologies such as artificial intelligence in rural economies.
21:08
Among those taking part in the discussion will be Dreama Gentry,
21:12
president and CEO of Partners for Rural Impact, Hazard City
21:17
Commissioner Luke Glazier, and Rocky Massey of Appalachian Regional Healthcare.
21:23
The Commission's visit comes as Eastern Kentucky continues to recover
21:27
from recent floods while also facing long term challenges such
21:32
as population loss, limited job opportunities, and gaps in healthcare access.
21:39
Commission members say they are especially interested in how communities
21:43
like those in the Mountains are working to reverse brain drain,
21:47
the loss of young workers, and build new opportunities that
21:51
encourage people to stay or return. The Eastern Kentucky stop
21:56
is the third in a series of field hearings held
21:59
around the country. Earlier sessions took place in the Mississippi
22:03
Delta and in rural communities in North Dakota and Minnesota.
22:08
Information gathered during the visits will be used to develop
22:12
a national Strategy for Strengthening Rural Economies, which the group
22:16
plans to release in twenty twenty seven. While the commission
22:21
includes national policymakers, business leaders, and nonprofit officials, organizers say
22:26
the focus and hazard will remain on local perspectives. The
22:31
May thirteenth session is open to the public. The next
22:36
story is Double Quick to mark milestone with Bronco giveaway concert.
22:44
Double Quick, the Wisburg based family owned convenience store company
22:49
that has served eastern Kentucky and southwest Virginia since nineteen
22:52
sixty six, is celebrating its sixtieth anniversary with a campaign
22:58
focused on giving back and thank you its customers keeping
23:01
it quick since sixty six. The celebration includes anniversary deals.
23:07
A twenty twenty six Ford Bronco Giveaway sixty thousand dollars
23:12
in community giving a free concert, commemorative collectible glasses, and more.
23:19
What began in nineteen sixty six when Don Childers purchased
23:22
a small fueled distributorship in Whitsburg has grown into a
23:26
regional network built on fresh food, family recipes, and treating
23:31
customers like neighbors. Sixty years later, that mission remains the same.
23:37
We are so thankful to have spent the past sixty
23:40
years serving the communities we love, said Double Quick President
23:44
Missy Matthews. My parents, our founders, grew up in eastern Kentucky,
23:50
raised their children here and were active in the community
23:53
through church and school. This is our home and it
23:57
is an honor to celebrate this milestone with our friends
24:00
and neighbors. Ford Bronco Giveaway. The Ford Bronco first rolled
24:08
off the assembly line in nineteen sixty six, the same
24:11
year Doublequick was founded. To mark the occasion, Double Quick,
24:15

26:14
program in local schools. The Double Quick Rewards app is
26:19
available for free on the App Store and Google Play
26:22
and provides access to deals, rewards, and sleep stake entries.
26:29
In the next story, Governor Bisher's order will lower gas prices.
26:35
Governor Andy Bisheer has signed an executive order declaring an
26:39
emergency related to gas prices, a move the governor said
26:43
should decrease prices by ten cents per gallon as gas
26:48
prices continue to rise due to the ongoing war in Iran.
26:52
Bashir froze the gas tax, activated the state's price gouging laws,
26:57
and sent two letters to Congress for requesting it suspend
27:01
the federal gas tax. The executive order Bacher signed Tuesday
27:06
declared a state of emergency to reduce the gas tax
27:09
by ten cents, which he urged the Attorney General to sign.
27:14
The move should result in a ten cent per gallon
27:16
price decrease for Kentuckians. The governor requested the order to
27:21
take effect as soon as possible for both regular and diesel,
27:24
with the potential to save Kentuckians twenty six point eight
27:27
million dollars combined over a one month period. He also
27:32
signed an executive order to freeze the motor vehicle assessment
27:35
rate on January first, twenty twenty seven. The American people
27:41
are paying the costs of the war, and families are
27:43
struggling at the gas pump, grocery and more, including right
27:47
here in Kentucky, said Bascher. I recognize the pain our
27:51
families are feeling, and I'm taking steps to help because
27:54
it's the right thing to do. Bashir also signed an
27:58
emergency regulation to freeze the gas tax at twenty six
28:02
point four cents per gallon ahead of an expected increase
28:05
to twenty seven cents per gallon on July first. The
28:09
action to freeze the current rate is projected to save
28:12
Kentuckians about one point seven million dollars combined each month.
28:17
This would be huge for our families, but it requires
28:20
one step for it to become a reality, and that's
28:23
sign off from Kentucky's Attorney General based on a Supreme
